September 27th marked
the opening of the museum's
Isthmian History Exhibit,
which will form the core
display for the museum. The
exhibit covers the history of
the Isthmus of Panama from
the Spanish colonial period,
through the French sea-level
canal era, and to the American
Era starting with construction
and then continuing through
the period of operation,
maintenance and defense that
concluded on December 31,
1999, when the Republic of
Panama assumed full control
over the waterway.
The new exhibit is
comprised of maps,
photographs and artifacts.
Each period is briefly
described in narrative form as
well.
The exhibit opening comes
on the Fifth Anniversary of the
only museum in the United
States dedicated exclusively to
preserving the history of the
American Era of the Panama
Canal.
Over sixty guests attended
the opening ceremony.
Museum president. Chuck
Hummer, conducted a brief
opening ceremony with
remarks noting the purpose of
the exhibit, the significant
milestones achieved by the
museum over the past year,
and need for continuing
volunteer and financial support
from the public. He pointed out
the importance of having the
continuing sunnort of those


who had a
connection


personal or family
with the Panama


Canal. The museum will be a
repository of the memories
and records of those that built,
operated and defended the
major interoceanic canal from
1903 to 1999.
In addition to the core
exhibit, a special exhibit room
has been set up to display
temporary or "traveling
exhibits." A condensed
version of the Scouting in the
Panama Canal Exhibit that
was the basis of the museum's
exhibit at the recent Panama
Canal Society reunion is now
located in this special exhibit
room.
The core exhibit features
new display cases which
allows the secure display of
artifacts, documents and
items. Since the Panama
Railroad played such a
significant role in the history
of the Panama Canal, there is
a small exhibit that features
the railroad and its history.


As


one enters


museum, one sees a map of
the Republic of Panama, and
two wooden benches of
historical significance. One
bench, donated by the Walker
family, was located at the
Administration Building and
was used by waiting couriers.
Lucille Abernathy donated the
second bench which was used
by waiting customers at the
Balboa Commissary butcher
section. The table that is
reported to be that on which
the first canal treaties were
signed, donated by Judi
Ferguson, is located under the
map, and the bust of Balboa
that was located at the Balboa
High School is also found in
the entry foyer, where the
museum's Wall of Honor
honors donors on their
symbolic transits.

Board News


July Board Meeting

The museum board held
its regular meeting during the
Panama Canal Society
reunion in Orlando. The
board approved the
nomination of a new trustee,
Patricia Steiner Kearns. Ms.
Kearns brings a very strong
background in strategic
planning and organizational
structure. She retired from her
position of Director, Quality
Management/Risk
Management (Health System
Administrator), Ist Medical
Group, Langley AFB VA, in
2001. The board also gave its
approval to Finance Chair,
Davis Stevenson, to proceed
with the development of a
Wills and Bequests Program.
The 2004 Fundraising Cruise
was progressing well and the
owners of Carlson Wagonlit
Travel in Jacksonville were at
the reunion taking
reservations. President
Hummer also read a
resolution signed by the
Director of Patrimony of the
Panamanian National Institute
for Culture that recognizes the
Panama Canal Museum as a
collaborating foreign cultural
institution and requests all


Panamanian entities extend
courtesies and cooperation to
the Panama Canal Museum.
This is a distinct honor for the
museum and results from a
continuing series of
collaborative efforts with the
National Institute for Culture.

October Board Meeting

The regular board
meeting was held on October
4 and 5 at the museum's
offices in Seminole. The
board meeting was held in
conjunction with the site visit
of Scott Loehr, the Institute
for Museum and Library
Services peer surveyor who
conducted a site assessment
visit.
The board approved the
membership of John W.
Carlson as a member of the
Board of Trustees. Mr.
Carlson, who resides in
Panama, will replace Marc
Quinn, who had earlier
expressed his desire to resign
from the Board. Mr. Carlson
is a founding member and
current president of the
Panamanian Historical
Society. He will continue to
represent the museum in the
Republic of Panama.


Collections Chair, Buddy
Morgan, reported that the
museum had responded to a
total of 96 inquiries during the
period of March through
September 2003. The
museum is getting inquiries
for research from a variety of
sectors, including The History
Channel, The Discovery
Channel, Who Wants to Be a
Millionaire, British TV
production companies and
students.
Development Chair, J.
Dorn Thomas, who heads up
the Roosevelt Medal
Certificate Program reported
that he has now issued 442
certificates to 104 customers
and that the program has
brought in nearly $4,000 in
income to the museum while
raising the appreciation of the
Roosevelt Medal and its
awardees.
Executive Vice President,
Kathy Egolf, reported that all
100 cabins blocked for the
2004 Museum Cruise have
been sold and the travel
agency was doing its best to
find cabins for others
requesting reservations.
Besides being a great
opportunity to visit Panama,
the cruise will be an


educational event with special
lectures. The cruise will
generate over $10,000 for the
museum. Cruise coordinator,
June Barlow Riesz, is
already setting up for a 2005
cruise.
Financial Chair, Davis
Stevenson, presented a draft
brochure for the wills and
bequests program as well as a
program planning document.
The board approved his
proposal and the program is
under further development.
The board approved the
following items:

> purchase of a new
computer specifically to
support exhibit preparation,
>purchase of special cruise
mementoes for cruise
customers,
Installation of accent
lighting for the new exhibit,
= the production of a new
museum brochure,
>the hiring of a part time
clerical assistant and
>the strategic plan prepared
by trustee, Patricia Kearns.

The next board meeting
is scheduled for March 2004.


Challenge Exceeded


Leo Krziza's challenge
to donate $25,000 to the
museum if other donations
could be raised to match his
challenge. What a great idea!
With this challenge before the
members of the museum, the
donations came in with the
type of commitment that
would be nice to see on a
continuing business.
By the time the reunion
rolled around, donations of
$44,000, helped by a bequest
by Anna Ruth Werkheiser,
had been collected in response


to Leo's challenge.
Leo made the
presentation of a $25,000
check in memory of his sister,
Esther, to Museum Vice
President Joe Wood at the
annual meeting of the Panama
Canal Society to the applause
of all present at the meeting.
With this donation and
the matching funds, the
museum is searching for a
paid part time clerical
assistant and has set up a fund
to prepare to move to larger
quarters.

museum has been a part of the
annual event since its very birth
at the 1997 reunion when the
founders. Betty LeDoux. Joe
Wood and Chuck Hummer,
presented the project to a modest
gathering of reunion attendees.
Since that time the museum has
developed and brought a special
traveling exhibit to the reunion
each year.

The reunion presents an
ideal time and place to garner
support for the museum. which is
the only such museum dedicated
exclusively to preserving the
history of the American Era of
the Panama Canal. The special
exhibits have become a popular
adjunct to the social gathering
where dancing, golf tournaments,
mini-high school class reunions,
and a four day gathering to meet
with old friends, colleagues and
family were the focus. The
museum exhibit each year
presents a tangible display of
artifacts, photographs and other
historical items that represented
the life and times of Americans
in Panama.

The museum also took the
opportunity of the annual reunion
to transport its Museum Store to

the reunion vendor room. The
vendor room is filled with all
kinds of items tied to life in
Panama and the Panama Canal.
The museum's store fits well into
this popular feature of the
reunion, and it proved a major
source of sales for the museum.
An extension of this sales
opportunity has been the
museum's annual silent auction.
Started in 2002, the silent auction
proved a crowd pleaser and a
pleasant way to raise funds for
the museum. In 2003, the silent
auction was an increasing
attraction for the museum exhibit
room. While vendor sales were
down from the previous year. the
silent auction remained at its past
level.

The silent auction is
comprised of items donated to
the museum expressly for the
auction. Big ticket items like
original art by Canal Zone artist.
Al Sprague. handcrafted clocks
and chivas by Bob Zumbado, as
well as prizes donated by
restaurants and hotels have made
the silent auction a valuable
addition to the annual museum
presence at the reunion.

The main exhibit at the
reunion was focused on Scouting
in the Panama Canal. The
exhibit covered all aspects of
scouting and its history in the


outside the scouting community.
A framed collection of the scout
patches and merit badges issued
throughout the fifty year history
was prepared by Rick Williams
and remains on display at the
museum. The exhibit centerpiece
was an actual dugout canoe or
cayuco, that had a fine record
competing in the race. The
cayuco was donated to the
museum by Paul Broussard.

Popular Panama artist, Elsie Prather, presents two of her

scouts in the US could dream
about. A primary special exhibit
on the unique ocean-to-ocean
race of native canoes through the
Panama Canal was the
centerpiece of the total exhibit.
The annual race was begun in
1953 as an activity of the
Explorer Scouts. In the
intervening 50 years, the race
grew to encompass explorer, girl
scouts and contestants from

Panama and a carved wooden batea of the museum logo.


The Spanish Era portion is shown to the left foreground with the French Era
behind the Spanish exhibit. In the rear is the first portion of the American Era
exhibit. The item in front of the French exhibit is an old French railway
switch.

Federal Grant Provides Expert Assessment


On October 5 and 6, Mr.
Scott Loehr, Director of the
Augusta Museum of History,
visited the Panama Canal
Museum to perform an on-site
evaluation and institutional
assessment of museum
operations. Mr. Loehr's visit
was the culmination of a year-
long self-study and analysis
required under the terms of the
Federal Government's
Museum Assessment Program,
which is a Federal Grant
designed to assist museums
evaluate their operations and
improve their effectiveness.
During his visit, Mr.
Loehr toured the museum's
activities and exhibits,
reviewed its financial and
operating practices and
procedures, its administrative,
collections and other policies
and its strategic long range
plans. He also met with
officers and members of the
Museum's Board of Trustees
and committee chairs in a


series of scheduled, individual
sessions. He also met with
Panama Canal Society First
Vice President, Elaine Vestal
Lewis, in order to get input
from an outside organization
with a similar constituency as
that of the museum.
Based on the extensive
documentation and
information provided to him in
advance of his visit he
observed that, "The Museum
appears to be well managed,
with considerable thought
given to planning and
operations and a strong
c o m m i t me n t to
professionalism. In some
areas, you are equal to or
ahead of other organizations
that have been in operation for
a much longer period, but you
are also unique and are
confronted with real
challenges." He indicated that
he would attempt to identify
those challenges and the areas
in which improvement should


be sought. One point Loehr
made was that the present
location of the museum was
hindering visitation and
development but accepted that
conservative approach taken
to date.
Mr. Loehr will submit
his findings and
recommendations to the
American Association of
Museums within a month after
his visit and that organization,
in turn, will forward his report
to the museum for further
action and implementation of
their recommendations.
The Board of Trustees
was pleased with Mr. Loehr's
professionalism, knowledge
and experience and believes
his observations and
recommendations will serve to
improve museum operations
and keep it on the steady path
to continued growth that it has
experienced for the past five
years.
The Museum Assessment


Program (MAP) takes a phased
approach, the first being the
assessment just completed, and
the second phase taking a more
detailed analysis of collections
policies and procedure. Mr.
Loehr strongly recommended
that the museum continue with
the program and proceed to the
next phase.
The MAP is administered
by the Association of American
Museums and is designed to
enhance the museum's ability to
improve its operations and
management skills. The
Panama Canal Museum is a
member of the American
Association of Museums and
the Florida Association of
Museums.

Board of Trustees Profile


Vice President Joseph J. "Joe" Wood, Jr. Wood was born in Panama City, Republic of Panama. His father worked
over 30 years with the Panama Canal and his maternal ancestry dates back five generations in Panama. He is a graduate of
Balboa High School, class of 1955, Canal Zone Junior College and the University of Florida. After service in the US Army
National Guard he began his career with the Canal as a Graduate Intern and, at the time of his retirement in 1995, had served
for fourteen years as Director, Office of Executive Administration. During a transition period after the US invasion of Panama
in 1989, he was temporarily appointed to serve as the Canal's Deputy Administrator for Administration and held that position
for nine months until such time as the President of the United States could formally appoint a permanent Panamanian
Administrator and American Deputy Administrator. During his time in the Canal Zone and Panama, in addition to service in
many volunteer organizations, he also served as President and member of the board of the Panama Canal Council, Boy Scouts
of America; President of the Pacific Little League; and Chairman of the Board of Trustees of the Panama Canal College.

As a founding member of the museum, along with current President Chuck Hummer and former Panama Canal Society
President Betty LeDoux, Wood is extremely proud of the effort that has been made to get the museum to where it is today.
"The first few years," he says, were filled with disappointment and frustration. It appeared that people were waiting to see if we
could survive before actually committing their support, not realizing that without their commitment we could not survive.
Thankfully, there were enough farsighted individuals who believed in us and came through with their generous support,
enabling us to continue to grow. Now, we are a credible, professional organization with a great team that is dedicated to
preserving the history of the American Era in Panama and the heritage of all those who lived and worked there."

Wood lives in Tallahassee with his wife, Beverly (Bowman). They have three sons, Craig, Brian and Scott, and two
grandchildren.

I Diablo Clubhouse Empanada Recipe

Ingredients:


2 Ibs. ground chuck
1/2 lb. ground pork
1 large onion (chopped)
2 cloves garlic (chopped)
2 tbsp Wesson oil
Salt and pepper (to taste)
2 jalapeno peppers or 2 Habenero peppers (chopped very fine)
1 tbsp chili powder
3 tbsp Arturo sauce or Tomato paste
2 egg yolks
Tabasco or your favorite designer hot sauce

Your best pie crust recipe (for a 2 crust pie) made THREE times; or because it's
the new millennium, 3 boxes pie crust mix (Pillsbury and Betty Crocker are the
mixes of choice--Jiffy is not as flaky and light) For the real perezoso, you can
use the folded pie crusts in the baking section.

Directions:

(Heat oven to 350 degrees) Heat oil in large pan and saute onion and garlic until
it is translucent. Add the ground chuck and ground pork and keep stirring while it
is cooking so that it is not lumpy. After the meat is cooked, drain off all the liquid
that has accumulated. Then stir in the chopped peppers, chili powder, and tomato
paste, salt and pepper. Let this mixture cool off to room temperature. While this is
cooling, make the pastry. [If you doing it from scratch, make it THREE separate
times or it won't turn out right. If you opt for the nineties method, make one box at
a time.] Divide each ball of dough in half, so you will have six balls of dough.
Keep the ones you are not working with covered with a dish towel or it'll dry out.
What you have to decide now is what size empanada you want. For an appetizer
size, I use a mug with a 3" diameter. For the normal size you'll want something
that's either 5 or 6 inches. I have used a saucer for this and cut around it. Roll
each ball out to the thickness for a pie crust. Cut out your circles and stack them.


I Assembly:


In a small bowl or cup, mix the egg yolks with 1 tbsp of water. On one half of the
circle spoon on some of the meat mixture. Moisten the edges with water and seal
with a fork. Brush the tops with the egg yolk. Place on a non-stick cookie sheet (If
not a non-stick, rub a little Crisco on the pan). Bake for 25-30 minutes, or until
golden brown. Makes approx. 4 dozen appetizer size or approx. 2 dozen of the
other size. These freeze great and since you have to be in kitchen anyway, make
a lot and then you'll have plenty to enjoy at a later time!. The Tabasco gets
sprinkled on the empanada as you munch away.
