Pain, New President Saint Barth


The new boa
At a general meeting held on
Monday, February 16, R6gis Pain
was unanimously elected as the
new president of the CEM (Mul-
ti-professional Economic Cham-
ber). Representing industry on the
slate called "Master The Econom-
ic Future of Saint Barth Togeth-
er," which led the first elections
held by the group last November,
Pain succeeds Alain Magras, who
resigned from this post, as well as
all of his duties within the group,
as of late January.
The nomination of Regis Pain,
who is also the co-president of
the local inter-professional build-
ing union, caused a game of
musical chairs on the board of
directors, as a new member,
Bernard Blancanneaux, became
second vice-president, replacing
Pain in that position. Blancan-
neaux represented commerce on
an opposing list, "Union For
Professionals of Saint Barth6le-
my, which won 46% of the votes
during the November 2008 elec-

tions. The majority list wanted to
"show they are open to the spirit
of unity and transparence in the
management of the chamber."
Three additional new members
were added to the chamber, to
replace three others who had also
resigned.
The meeting not only included
the election of the new president
and the integration of new mem-
bers, but was also the occasion to
vote on a budget for 2009, the
first for the new group. The
operating budget adopted for this
first year of activity is 389,250
euros.

Celebrates Carnival
It's Carnival time in Saint Barth and the island
is ready to party! The action got underway on
Friday, February 20 with a children's parade
through the streets of Gustavia. Then on Sun-
day, February 22, La Pointe En Mouvement
will hold its final pre-Camival parade at sun-
set, with a musical pause in front of La Canti-
na on the waterfront in Gustavia. The theme
for this Sunday's costumes will be "70's".
Things will continue to heat up on Monday,
February 23, with an early evening parade
starting at 6pm in pajamas as the revelers pre-
pare for the grand parade on Fat Tuesday -
Mardi Gras- February 24. Numerous groups
are expected to participate in the big Carnival
event which will start at 3:00pm, including
Rum and Ginger, ASCCO, and the rock band
of the year where if you look closely you'll
find Andy Hall from The Hideaway,
dentist David Grodberg, Christian Laporte
and friends lurking under the wigs and sun-
glasses. The events will wind down on Febru-
ary 25-Ash Wednesday- with a march
through the streets of Gustavia, starting at
7pm, from The Select to Shell Beach for the
burning of Vaval, the Carnival King, signify-
ing the end of the revelry and the start of
Lent, the period leading up to Easter Sunday
on April 12.

Carnival: Practical Information
For the Mardi Gras parade, access and driving
in Gustavia is prohibited for all vehicles as of
2pm. It is strongly recommended to park all
cars at the entrance to town in the industrial
zone of Public, and on the commerical dock
which is open for the day to help with the
parking issue.

She has been the oldest person in
France since May 25, 2008: Eug6nie
1l:iiall.rld. known by her nickname,
Douchy, celebrated her 113th birthday
at the De Bruyn Hospital last Mon-
day. Born on February 16, IX',,. in
Merlet, she is the last resident of Saint
Barth to have been bor in the 19th
century. She has lived at the hospital
since 1980, when she was 84 years
old. She had spent 33 years of her life
as a nun in Curacao.

extreme heat, everyone seemed in
good spirits as they marked the birth-
day of the doyen of France.
After remaining stable for many
years, Douchy's overall hc.lllh is
beginning to decline: Anoither good
reason to celebrate the importance of
life on such a memorable day.


Antoine Laroche, the 55 year-old direc-
tor and creator of the l >nipanlly. Late,
passed away on NMi ndl.i\. February 16,
as he was working on repairs in the
nceihlikrhli i ,1 I'i A .sub-contractor
for France lleIcl.n, he was found
unconscious at 1' .3t pm by a neighbor
who heard a noise and called the fire-
men, who tried c\ crylhing to bring the
victim back to life-\\ iihoui success.

doctor arrived on the L nie. he could
only confirm the death. By all indica-
tions, Laroche fell from the telephone
pole where he had been working, yet it
is was not possible to determine

heart attack or, ihlir medical problem
might have caused the fall. A decision
had not yet been made when we went to
press as to w licihcr or not an autopsy
would be performed. Originally from
Cap Verde, moved to France over 25
years ago and worked for the local
France Telecom branch for 20 years.

that all persons having
made insurance claims for

But be careful to the time-
frame: you have only 10

date of the Official Journal
(or February 13) to declare
direct damage caused by
the storm, and 30 days for
loss of business. The
insurance company has
three months to pay the
claims.
