Interview with Peter Mmusi

Government of Botswana
Gaborone, Botswana 11 May 1982

The political will behind Sadcc has been transferred from
the Front Line States. Within the Front Linep States, Tanzania
has traditionally taken the lead as the Chairman country. In the 0ase
of Sadcc, however, Botswana has assumed the leadership position.
This is in part due to the more neutral role that that country has
played in the FLS and the international perception that issues which
surround "development" are by nature more "neutral" politically
than those which surround the liberation of the continent.

The goal of Sadcc is to develop the internal economies of the
member states. The means which Sadcc is using is to coordinate thets
some of their development projects and to coordinate their xtx use of
international assistance. The long Zxx term result of this activity
may be g decrease in some areas of dependence upon the Republic of
South Arica.

At present, Sadcc has reached an optimum size, both in terms
of number of member states and number of project portfolios. Belgium
is actively pressing for the inclusion of Zaire in Sadcc, but such a
move would tend to destabilize the organization. Zaire's domestic
problems are such that it is simply too unwieldly for Sadcc to take on.
In addition, one of the key elements for the success of Sadcc is the
relationship which exists between the PrhKx P xxfExatKaxXKxtkx member
heads of state/government. Ehis relationship must be sufficiently
frank that each feels free to tell the other when he thinks that they
are slipping. Sadco must not continually pat each other on the back.
Zaire would have a difficult time fitting into the existing relationships.

E. Europe
With the exception of Yugoslavia, no eastern bloc country has par-

ARABS and OPEO
The .rab and OPEC states have been conspicuous by their absence.

Kiit Ws was giving money for locomotives for Zimbabwe RR. locomotives.
I do not know if this counts as Sadcc or not.)
Nigeria does not participate at all.


Iddcc must avoid joint ownership of projects.
