Interview with E.R. Sekhonyana

The political sommit/ment of the member states bSadco is evident.

$700 million has been committed to decrease the dependency of the region
on the RSA. The bulk of this has been tpent on Transport and communi-
cation. The same holds trunk in Lesotho. In the case of Lesotho, though
, the key cona is Region. If a regional project must include two
or more countries, then the value of Sadcc to a country completely
surrounded by another upon which the regions attempting to decrease
its dependence,Iris very limited. The definition whidl Sadcc has
adopted is much broader than thistiough. Regional projects can also
be internal ones. Thus, projects such as the rig road in Lesotho
can become regional Sadcc projects. In addition an earth satil2te
station, which should be functioning in about 12 years and will connect
Lesotho with other Sadcc states, is also a Sadcc priority.

2 Problems
$700 million is a very good stard, but far shorrof even most
modest needs(ME: if Sadcc can't spend even this "modest" amount, why
should there be requests for even more. T would not take this to e a major
shortih-coming. Most people say that no Sadcc project has suffered for
lack of funds yet. Perhaps a long term concern, but why ask for trouble?)
Therzis a general $ack of a frame of reference. If we aZre decreasing
our dependence upon south Africa, then by how much? How do we measure
the progress that wez a^re making or the lack of it? How can we tell
if Sadcc is meeting its goals or not?

Key Problem for Lesotho: EMployment
Lesotho uses employment as a measure for development projects.
How many people will the project employ.? The key for decreasing
Lesothian dependency is to decrease the amount of migratory labor that
goes to RSA

Look to it fbr clearer frame of Reference and measurement criteria

Lesotho Agric,: Accelarated Production Scheme
Government farme utilize the latest techniques to demonstrate
to i her farmers. The increased emphasis on agriculture was necessary
because when Lesotho refused to recognize Transkei, RSA placed a special
surcharge on all maize expfts to Lesothso. The new scheme has worked.
This year 65% of all maize consumed in Lesotho will be produced there.
