SUBJECT: MECH. & ELEC. CONTRACTS FOR EAST WING, DOS-8449-A



I have sent contracts to Owen's Elec:tric and Master's Heating and

Air Conditioning for their review. Included is the standard AIA

contr ac t between Co tractor and Sub-c ontrac t or. I have stated :i.n

the c ont r act t that Contractor" wo::uld mean. "Owner" in this c ase.



I have also copied Herschel Shepard and the DGS project director,

Mr. Red Sullivan. I also sent to Red the list of the bidders and

bid prices that I had earlier mailed.to the bidders. On the

p hone Red assured me that the delegati on of funds pr ocess was

nearly complete.



I stated in the letters to the sub-c: contractors that we would get

together for a contract si. gning cn Thursday, Nov. 10, 1988, at

10:00. Herschel and Len will also be asked to attend this

meeting and it will represent the first complete c: onst ruc t i ,on

meeting of the project. At the meeting, after the documents are

signed, we will discuss and establish construction schedules and

c ar i fy any r esp onsib ii t ies.



Len has already on our behalf applied to the City of St.

Augustine for permits. The fact that two of the elements of the

job are outside (the A.C. units and the handicap ramp) we will,

as a courtesy, go through the HARBE review pro::cess. I will argue

that the AC placement is not an intrusion and the removal of the

unit on the balcony an improvement. I will also offer that we

will andsc ape the handicap ramp to minimize its visual

intrusi on.
