Design Phase: Design Development RESPONSE TO REVIEW COMMENTS

Dear Mr. Sechler:

The following is my response to your review comments dated March 28,
1988, and to the comments of the Bureau of Fire Prevention dated March
25, 1988.

ARCHITECTURAL:

1. All public parking for Government House is provided as parallel
parking on the surrounding city streets or on city-owned off-street
parking lots. Two handicapped parking spaces are available. One space is
within fifty feet of the north property line. A second space is within
one hundred fifty feet of the south property line. The locations of
these spaces will be noted on the drawings. The scope of work for this
project limits provisions for the handicapped to a new ramp for access
to the first floor.

2. The run of all stairs will be indicated on the drawings, but the
scope of work does not include corrections of any deficiencies in these
areas (please see the response to the Office of the State Fire Marshal).

3. The scope of work on the building interior includes the Multipurpose
Room, the Staff Room, the west wall of the Main Lobby, the north wall of
the South Lobby, and the east wall of the auditorium and stage areas.
The limits of the scope of work will be indicated by a dashed line on
the drawings, and spaces within the scope of work will be identified.

4. All items to remain, items to be removed, items to be relocated,
items to be repaired and new work will be clearly identified on the
final drawings and specifications.

5. The scope of work for this project limits provisions for the handi-
capped to a new ramp for access to the first floor.

ELECTRICAL (Drawings Sheet E-l)

1. The location of Panel "B", the existing 700 amp panel, and panel
schedules will be shown on the final drawings.

2. A legend will be shown on the final drawings.

3. Two or more manufacturers will be specified or shown except where
existing equipment is reused or restored.

Specifications: the date "1984" will be added for the date of the NEC.

MECHANICAL (Mandatory)

1. Under Division 15 of the specifications the following requirements
for codes and issue dates will be stated:

Standard Mechanical Code, 1985 with 1986 accumulated revisions.
Standard Plumbing Code, 1985 with 1986 accumulated revisions.

2. Ducts and fire dampers at penetrations of rated walls, as well as
plenums, will be designed and specified in strict accordance with appli-
cable codes.

RESPONSE TO BUREAU OF FIRE PREVENTION COMMENTS DATED MARCH 25. 1988

The scope of work of this project on the building interior includes the
restoration of the Multipurpose Room, provision of a Staff Room, the
rehabilitation of the west wall of the Main Lobby and the north wall of
the South Lobby, and provision of a 2-hr. rated partition at the east
wall of the auditorium and and east and south walls of the stage area to
separate these areas from the Main and South Lobbies. Exterior work is
limited to provision of a new ramp for handicapped access, relocation of
an existing air conditioning condensing unit, and provision of a new
unit for the Multipurpose Room. The limits of the work will be clearly
indicated on the final drawings and in the specifications.

For your information please find the following enclosed:

Letter from Thomas King, Jr., State Fire Protection Specialist, to
HSAPB dated November 3, 1986.
Response from HSAPB to above dated December 8, 1986.
Letter from Thomas King, Jr., State Fire Protection Specialist, to
HSAPB dated May 13, 1987.
Response from HSAPB to above dated June 12, 1987.

The following violations noted in the technical evaluation of plans are
not within the scope of work of this contracts

1. Details of steps in the 184 Seat Assembly Area.

2. Enclosure of open interior stairs throughout the first floor.

3. Provision of a plan of the second floor.

4. Correction of usable space located at the first floor landing of
the northwest stair.

6. The provision of panic hardware on exit doors from assembly
areas, with the exception that the west door and all south doors
from the Multipurpose Room will be provided with panic devices.
Please note that all existing exit doors from the auditorium
area are equipped with panic devices.

7. Provision of exit marking or emergency lighting in the audito-
rium area.

8. Enclosure of open interior stair at the north end of the Main
Lobby.

Comments 1 and 2 concerning the seating layout of the auditorium
area and details of the stage.

Correction of the following violation is within the scope of work of
this contract:

5. The west entrance door of the Multipurpose Room will be a 1-hour
rated B label door with closing device and other hardware as
required by code.
