In accordance with the provisions of Chapter 633, Florida Statutes,
and Chapter 4A-3, Florida Administrative Code, annual fire safety
inspections were conducted only for those buildings or structures
which are classified as "high hazard" occupancies due to the nature
of contents or operations.


This Fire Safety Survey Report indicates the results of each of these
inspections.

The remaining facilities will be inspected prior to December 31st,
if resources permit; otherwise they will be inspected during the
1988 Annual Fire Safety Survey.

Stairwells
Stairs continue to the basement, past the level of exit
discharge. There is no barrier or visible interception
to prevent occupants going to basement in search of exit
discharge. (7)

Stairwells and Corridors
Doors opening into exit egresses and/or exit access do not
have self-closing positive latch hardware asrequired. (7)

Administrative Offices
Inadequate number of exits. "Not less than two exits shall
be accessible from every part of every floor, including
floor levels below the street floor occupied for business
purposes or uses incidental thereto" (Life Safety Code,
N.F.P.A. Standard 101, Section 27-2.4). (4)

First Floor Foyer Area
Egress not protected from use areas by approved construction.
"Window boxes" not fire rated material. East wing display
area has latticed type panel instead of door. (3)


Southwest stairs at basement
Combustibles stored in exit stairwell.

No fire alarm system provided. Under date of August 5, 1981,
the occupants proposed installation of a manual alarm system.
The eccentric configuration of this building is such that a
fire would not manifest itself to provide adequate occupant
warning. (See N.F.P.A. 101, Chapter 2-7) (2)

Reportedly, monthly in-house service of the sprinkler system
has not been performed and documented.

Pursuant to the amended definitions, contained in the Life
Safety Code (NFPA standard 101, 1985 Edition) Chpater 9,
Existing Assembly Occupancies, the prevailing code require-
ment, the referenced area of Government House doesrot qualify
as a platform or a stage. There is no true prescenium wall-

To qualify as a platform there shall be no overhead hanging
curtains, drops, leg drops, scenery or stage' effects other
than lighting. Appendix "A" of the code bears the information
that it is not intended to prohibit the use of curtain as a
valance to hide electric conduit, lighting track or similar
fixtures. To qualify as a stage the following requirements
apply.

A. Approved ventilators above the highest part of the stage
and raised above the roof. They shall be equal to at
least 5% of the stage floor area.

B. An approved proscenium opening protected by a specific
type curtain (see N.F.P.A. 101, section 9-3.2.1.2)

C. An approved fire sprinkler system, extended to auxiliary
spaces and dressing rooms.

D. Approved fire suppression standpipes (Class III) o`6ibiot
sides of stage.

E. No workshop (or area) involving the use of a combustible
or flammable p int, liquids, or gases, or their storage
shall open directly, or be situated, upon a stage.

BUILDING 32 Haas House

This two story building is generally a lodging house with the first floor occasionally,
being used as mixed Business/Lodging. Lodging occupancy dominates.

Sleeping rooms not separated from escape routes by walls and
doors that are smoke resistant. Doors shall be provided
with latches or other mechanism for keeping door closed. Doors
shall be self-closing. (see N.F.P.A. 101, Section 20-3.4)(1)

and through a doorway.
