TO: HECTOR MIRON

FROM: DAVID SCOTT D

SUBJECT: ARCHITECT SELECTION

As you requested I called Mr. Red Sullivan from DGS to ask

if Mr. Davis had any "subsequent claim" on the East Wing

construction because of his earlier conceptual drawings.



Mr. Sullivan confirmed what I had said earlier that legal

and correct procedures were followed in the selection of Mr.

Shepard and that because Mr. Davis did not apply for a job that

was duly advertised that he could not be considered for that

particular job. Mr. Sullivan also added as a point of interest

that just recently an architect that had done a conceptual

drawing was not chosen for the working drawings even though he

had applied. Mr. Sullivan stated that the rating system is

applied for each advertised job and that no previous association

with the earlier elements of a job guaranteed selection for the

complete ion.



Mr. Sullivan also stated that the whole selection process is

documented and that those documents are available for examination

by interested parties. Mr. Sullivan said if Mr. Davis wishes he

may contact DGS and review the selection process.

Dear Mr. Reeves:

The terms of the above referenced document were negotiated with the firm of
Howard Davis, Architect on September 30, 1983. The proposed budget was
adjusted as shown on the attached Exhibit I. Any changes in the proposed
budget since its last issuance have been highlighted in yellow.

Our Budget Officer has requested release of any additional monies required
to cover the items indicated by an asterisk (*) on Exhibit I. Upon the avail-
ability of sufficient released funds, please adjust your encumbrances as
indicated by the asterisks on Exhibit I. Please sign where indicated below
and return this letter to me to acknowledge that you have made the requested
adjustments in the encumbrances.

Your prompt attention to this matter will be appreciated since I cannot issue
the above referenced document until I have received this letter back signed
by yourself.
