SUBJECT: SELECTION OF THE ARCH I TECT FOR PROJECT DOS-8449-A,

CORRECT LIFE SAFETY VIOLATIONS & RENOVATE EAST WING, GOVERNMENT

HOUSE, ST. AUGUSTINE, FLORIDA.



As requested at the Board Workshop on Jan. 10, 1988 I have

researched the selection: of the Architect for the referenced

project. The request arose as a response to Mr. Sudeman 's

inquiry as to why we didn't use the same Architect that had

worked on a pervious project in the East Wing of Government

House.



On September 30, 1983 the Department of General Services

entered into a contract with Mr. Howard Davis to complete the

Architectural drawings necessary to pour a cement floor on the

floor of the East Wing of Government House and to produce a

conceptual drawing of some potential future renovations when and

i. additional funding becomes available (DOS-8375-A & DOS 8375-

B). Mr. Davis was paid in full for the work: under this contra:::t.

November 20, 1987 an advertisement was run in the Florida

Administrati ve Weekly requesting p profession a services for DOS-















8449-A (see attachedd. Three architectural firms replied to the

advertisement. The Depart fmat of General Services rated the

firms and awarded the contract to the firm with the highest

rating (see attached). The firm chosen by the Department of

General Servi ces was Shepard Associates, Architec ts & Planners

Mr. Howard Davis cid not apply for the contract.
