Dear Mr. Nadler:
We are much more comfortable with your approach of preparing a study
of fire code deficiencies at Government House in St. Augustine,
because of the complex unknown conditions discovered in our visit to
the site. We appreciate your understanding.
The scope of the work proposed includes meeting the standards of the
State Fire Code for the northwest and southwest exitways and related
areas, providing a second exit for all areas cited in the Fire
Marshall's September 13, 1983, Survey Report, and providing
appropriate fire rated separations between Auditorium and lobbies
and stairs.
The St. Augustine Preservation Board will provide prints of their
1935 tracings as needed for our work.
We propose to conduct the study as follows:
1. We will investigate the existing conditions and will update
the plans to have usable "existing condition" plans for the
affected areas of the building.
2. We will then study the problems:
a. Interviewing the Fire Marshall to evaluate possible
solutions.
b. Reviewing these possible solutions with our structural,
electrical, and mechanical engineers.
c. Reviewing of possible solutions with Mr. Miron and
whomever he designates.
d. Evaluating possible solutions.
e. Establishing costs of solutions.
3. We will then prepare written documentation of our study and
evaluations w-~h three copies for your use. This report will
be in an 8'" x 11" format. The report will recommend the
contracting of work to correct the deficiencies outlined in
the Scope of Work, taking into account costs, minimizing
disruption of the day to day activities in the building, and
minimizing damage to the historic qualities of the building.









4. We propose to do this work for a fixed fee of $2,400.00
payable upon completion of the work. We expect the work to be
complete within one month of the acceptance of the proposal,
assuming no delays from the Fire Marshall or the St. Augustine
Preservation Board.

The eakdown of our fee proposal is as follows:

A. For preparing "Existing Conditions" plans n
outline form for the entire building and in
somewhat more detail for the affected areas:

12 hours principals' time at $40.50 per hour
($18.00 per hour x 2.25): $486.00

5 hours consultants' time at $40.50 per hour
(same as Principals'): $202.50

16 hours drafting time at $27.00 per hour
($12.00 per hour x 2.25): $432.00

Subtotal for "Existing Conditions" drawings: $1,120.5

B. Programming

16 hours Principals' time at $40.50 per hour
(as above): $648.00

5 hours engineering at $40.50 (as above): $202.50

8 hours drafting time at $27.00 per hour (as
above) $216.00

8 hours secretarial time at $15.75 per
hour ($7.00 x 2.25): $126.00

Printing Costs both phases: $75.00

Subtotal for Programming: -$1,267 .50


( GRAND TOTAL $2,338.00

FEE PROPOSAL: $2,400.00
