Dear Hector:

This confirms our telephone conversation of October 23, and your concurrence as
to the manner to proceed on the above referenced project.

It is my recommendation that, in consideration of the extremely limited appro-
priation of $25,000, presently funded to correct fire code deficiencies and in
view of the fact that you expect an additional appropriation of $50,000 funded
at the next legislative session to supplement the present appropriation, it is
my recommendation that it would be substantially more economical and efficient,
less wasteful and disruptive to combine both appropriations to fund a single
planning and construction project to correct fire code deficiencies instead of
two separate and distinct projects. It is my opinion that a single larger pro-
ject, instead of two smaller ones, will permit the funds to go farther in
correcting more fire code deficiencies.

My further recommendation is that we engage Boyer and Boyer, Architects, with
whom we have an Area Agreement (minor projects) for the St. Augustine area, to
study and analyze the fire code deficiencies cited in the Fire Marshal's report
of August 3, and September 3, 1983, and prepare a single report with recommended
solutions to correct the deficiencies including a cost estimate. This report
will provide the Board and the Administration a clearer picture of the program
options and the costs that can be anticipated.

On the basis of this understanding, I am proceeding to negotiate a contract
with Boyer and Boyer to provide these services. I will keep you informed
of the progress of the negotiations.

By copy of this letter, I am requesting that Boyer and Boyer submit a written
proposal to me for providing this study and report. The report should contain
a written list of the Fire Marshal's cited violations, a simple graphic repre-
sentation of the violations and the Architect's recommended solution including
estimated cost for each correction.

In light of this new program or approach, I would also respectfully request
that Boyer and Boyer ignore the request for a proposal made in my letter of
October 2, 1984, and subsequent related discussions and I apologize for any
inconveniences caused.
