Structure


Government House was constructed in 1936 As a Federal Post Office

and was abandoned as a post office in the 1970's. The 1936

structure incorporated the remains of the older Spanish Gover-

nors' Palace, ca. 1764. The building is currently in use by the

St. Augustine Preservation Board as offices, workspace and stor-

age and is partially leased to Flagler College as their theatre

and drama departments' teaching and performing spaces. Little

structural change has been made in the building over the years,

the major modification being the enclosure of the original load-

ing dock, the addition of some partitions on the second floor,

modifications to the original postal'workroom to convert it to a

theatre space, and the interior demolition of the first floor

east wing. Structurally, the building is in excellent condition

with no signs of cracking or settling except at the first pier

enclosing the parking areas at Cathedral Place and King Street.

However, there are some serious violations of the current Life

Safety Standards for its present use as office, storage -and

public assembly, partly due to updated code requirements over the

fifty years since the original construction, partly due to change

in use, and also due to materials and methods used in some of the

minor renovations made to the building. The deficiencies were

most recently noted in two reports from the State Fire Marshall's

Office, dated August 3, 1983, and September 13, 1983, included as

a part of this report.


As a result of our studies of the existing conditions, the origi-

nal drawings and subsequent changes, and our interviews with Mr.

Hector Miron of the St. Augustine Preservation Board and Mr.

Thomas King of the State Fire Marshall's Office, we have prepared

this report indicating the previously noted fire code deficien-

cies and a series of recommended solutions to solve the various

conditions cited in the two referenced reports. These correc-

tions are intended to address these reports only and should not

be construed as certifying that on completion of the recommended

work that the building will then be in total compliance with all

fire code requirements.



Category
2nd Floor Egress

Item No. 1. Northwest corner laboratory areas no approved

egress access existing northwest stair is unprotected in parts

of its exitway and has no direct access to the exterior, and a

possible second means of egress is through an unprotected stair

and passageway.



Recommended solutions:


A. Provide opening through exterior wall of northwest stair at

landing between first floor and basement just below exterior

grade (there is an existing window on this landing). Provide

areaway and stair to existing grade. This will'entail cut-

ting a 21" steel beam just below the window sill (shown on

the existing drawings) which an engineering analysis shows to

be redundant if minor shoring support is done prior to the

cutting. Install a new exit door and frame in this opening

operable from inside only with self-closing positive latch

hardware. (DRAWING NO. 1)

B. At the first floor level, replace the existing wood door fV / ^ )

frame with a new metal one-hour frame (re-use existing door

and hardware). Install a new one-hour rated partition with

a labeled door and frame to separate the stairwell and the

rest of the floor to the west. (DRAWING NO. 1)

COST------------------$1,540


C. Provide a one-hour rated door at the bottom of the stairwell

in place of the existing hollow metal door and one at the top

of the stair at the second floor. (These doors would be of

low priority as the existing door is the equivalent of a

rated door lacking only label).

COST------------------$1,680


D. Provide emergency lights and exit signs throughout the stair-

well as per code requirements. Add three emergency lights

and three exit signs required.

COST------------------$1,960



Item No. 2. Second Floor, Suite 206 Library Seminar Room and

all associated rooms at the southwest corner of the building have

no approved second means of egress. The current secondary route

is through a 4'6" high door and an unprotected open stairwell

which discharges into an unprotected first floor area before

reaching the exterior.

Recommended solutions:

A. Cut a new full size door opening and install a new one-hour

rated door frame and necessary hardware from the seminar room

and extend the existing lookout gallery corridor as necessary

to provide a landing at the door opening at floor level and

non-combustible stairs to the gallery floor level 3'7" below.

This would entail cutting through a 12" steel beam which

supports the library ceiling structure. This beam can be

re-supported by small steel columns to the existing floor

beam. This beam supports only the library ceiling joists and

is not even shown on the original set of drawings. The

library ceiling joists will have to be modified to permit

raising the gallery roof into the present truss space to

provide the required headroom. (DRAWING NO. 3)

B. Cut an opening at the end of the gallery and install a new

non-combustible stair and an enclosed passageway with door to

laboratory as shown in Drawing #2. Remove existing door to

laboratory; close opening with 1-hour rated construction.

Remove door and stairs to the library; close opening with 1-

hour rated construction. This will provide a 1-hour rated

fire protected passageway from north to south on the second

floor west side of the building which would be an extension

of the existing southwest stair and be a common atmosphere

with this stair. It will also provide a protected egress

from this end and a choice of exiting directly down the

northwest stairwell or south along the gallery to the south-

west stairwell, both rated as protected means of egress. An

alternate route would also be available back through the rest

of the suite to the southwest stair entrance in the library.

C. Replace the existing wood stairs from the gallery level to

the concrete stair landing at the level of the library floor

with a non-combustible structure. (DRAWING NO. 3)

D. Enclose a vestibule outside of the current stairwell in the

library area and replace the existing plywood wall with a

one-hour rated assembly and arated door to enclose this

stairwell at the library level. (DRAWING NO. 3).

COST-------------------$1,650


E. At the first floor level, permanently seal the existing

opening to the east leading to auditorium stage. Remove

existing door to passageway, seal opening and install a new

door to the west which swings on the left hand side. Close

the opening in this corridor leading to the theatre dressing

room area. Replace the existing door in this area into the

stage with a rated frame assembly. Remove the existing

masonry wall between this area and the main. passageway.

Replace the two existing walls shown on the drawings with new

one-hour assemblies or bring existing partitions up to a one-

hour rating and install new rated frame assemblies and hard-

ware in all openings in this passageway. All these items

together will then produce a rated stair corridor on the

second floor connecting with an existing rated stairwell

providing egress from the corridor to the exterior. (DRAWING

NO. 4)

and stairwell as per code. Required six emergency lights,

three exit signs.

G. Mark exit level clearly to prevent occupants from going to

basement in search of another exit discharge.

Item No. 3. Provide all doors into exitways with approved self-

closing positive latch hardware. (Cost of this item is included

with doors and frames.



TOTAL OF CONSTRUCTION COSTS $41,100



In order to clarify the exit distance requirements, it is also

recommended that the second floor rooms be consistently renum-

bered into suites as is the existing Suite 206 Research and

Laboratory on the south and west of the second floor from the

corridor door to the northwest stairwell, and the administrative

suite encompassing all the Preservation Board executive offices

and reception areas, and that these names and subdivision numbers

be placed on the doors.

Because of the nature of this building, and its complexity, we

would recommend leaving in the budget a contingency sum in the

amount of 50% of the construction estimate.
