UM CANTO DA EUROPA NA AFRICA DO SUL


descoberta da baa de Loureno Marques data
Sdo ano de 1544, pelo navegador portugus
assim chamado, e que lhe deu o nome. Ento,
no podia Portugal supr, e muito menos as
outras naes, que quela data ignoravam ainda o caminho do
Oriente, a importncia que volvidos quatro sculos, a nova des-
coberta viria a representar no mapa colonial do mundo de hoje.
Ainda h menos de 70 anos, o seu limitado nmero de
habitaes apertadas dentro de velhos muros desmoronados,
com os seus 5o habitantes europeus, onde apenas se contava
um estrangeiro, no permitiam sequer visionar o que viria
a ser a formidvel obra de colonizao, de trabalho, de pro-
gresso e, sobretudo, de f, que Loureno Marques havia de
respirar, passado pouco mais de meio sculo.
Basta lembrar que, antes de 1877, Loureno Marques
era um simples presdio, lgubre, doentio e infecto, local
para degredados, smbolo da Africa mortfera, miasmado por
um grande pntano, hoje extinto, e que para alm da cinta


murada que ento se lhe erguia em redor, era como uma
segunda cinta, por onde, contudo, a more penetrava, distri-
buindo largamente as deprimentes febres palustres.
Em 1877, Loureno Marques, elevado a vila, j as suas
condies climatricas se iam beneficiando pelo esfro do
colono portugus, aterrando os pntanos, vencendo o clima
- mais prejudicial que o desconfiado e aguerrido indgena -
pagando o seu tributo Africa quela frica antiga, das
febres que trazem o desalento, e que j no de agora.
Dez anos depois, a vila era elevada categoria de cidade.
Ia-se fazendo a si prpria. Era a cidade nascente.

Fugindo a detalhes, que so j do carcter de uma mono-
grafia, detalhes que o leitor encontrar nos outros Albuns
que a Loureno Marques se referem, continuao dste -,
no deixa de ser curioso medir a comparao de Loureno
Marques de 1877, ano em que o presdio foi elevado a vila,
com a actual cidade.










Aquela data contavam-se, numa rea apertada a que hoje
se chama cidade baixa e era todo Loureno Marques!-
as seguintes artrias:

e, actualmente, contam-se:


39 avenidas
9 travessas
2 largos.


33 ruas
4 praas


S. E novas avenidas e novas ruas se vo abrindo, num
sonhar alegre de progress e de prosperidade.
A' meia duzia de casas comerciais existente em 1870,
responded hoje um nmero superior a 1.300 licenas comerciais.
E se o oramento da Cmara Municipal, em 1885, (primeira
estatstica) apresentava como receita a importncia de crca
de seis contos, e despeza prximamente igual, hoje, estes
nmeros, transformaram-se para, respectivamente 14.ooo.ooo$oo
e 13.000.000$00, ou sejam ao cambio do dia 140:ooo e
130:000.
E ainda se, em 1857, o nmero de habitantes europeus
residents no ento Presdio, era de pouco mais de 6o, mila-
grosa multiplicao de prosperidade pde transformar aquele
nmero nos 9.000 que hoje residem em Loureno Marques!


O grfico que acompanha ste Album, subsidio para o
estudo do desenvolvimento da cidade, d, em vrias datas,
uma ideia geral da sua expanso. Assim, em 1828, h pre-
cisamente um sculo, apresentava Loureno Marques
apenas uma casa de madeira; depois, em 1844, 19 casas; em
1864, 78, dando-se o grande incremento a partir de 1900
em deante.


Falem os nmeros: e para que neles se medite, aqui se
reproduzem dados dos cinco ltimos quinqunios:
Em 1900, existiam 552 casas; em 1905, I:267; em 1910,
1:666; em 1915, 2:207; em 1920, 2:322; em 1925, 2:715.
Durante os ltimos trs anos, mais de duas centenas de casas
foram construdas, continuando a registar-se, dia a dia, novas
construes.
Correspondentemente, a rea da cidade foi-se alargando.
As datas marcadas no esquema a que nos vimos referindo,
1787, 1876, 1885, 1895, e seguintes, at 1925, clamam ao
reconhecimento pelo esfro dos portugueses idos e pelos
de hoje, pois Loureno Marques no parou. Caminha, que
os seus colonos querem-no maior.



As fotografias adeante, espelho falaz, reproduzen ligeira-
mente o aspect da cidade. E' le tpico, inconfundvel.
Vejam-se os Albuns nmeros 2 e 3 desta coleco: Largas
avenidas, algumas de crca de quatro mil metros de com-
prido, ladeadas por formosos chals que, por sua vez, ostentam
na sua frente pequeninos jardins caprichosamente delineados;
com uma viao cmoda que vai desde o automvel luxuoso
e de turismo ao omnibus popular e linha elctrica; com
uma praia famosa e belos hotis, desde o mais modesto ao mais
luxuoso, o Polana Hotel, que no tem igual em toda
a frica do Sul; com uma arborisao certa, elegant,
geomtrica; com um cunho de civilizao que impression
o mais requintado turista; cidade higinica, limpa e ampla,
ajustam-se-lhe bem as designaes com que os estrangeiros
a apontam nas suas publicaes de turismo: Cte d'Azur








ou, duma maneira geral, A comer of Europe in South
frica um canto da Europa na frica do Sul.
A sua situao climatrica preciso no esquecer
que Loureno Marques faz parte de um distrito compreendido
entire os paralelos S. 26 e 240 bem apreciada pelo elevado
nmero de estrangeiros que a procuram como estncia de
repouso, principalmente durante o perodo que decorre de
Maio a Setembro.
Em relao ao mais important factor do estudo dos
climas, a temperature, pode bem concluir-se a sua benignidade.
Assim, a temperature mdia do ms mais quente, segundo
-o registo de vrios anos, de 24' e a do ms mais frio, 18.
De resto, pela estatstica necrolgica, se chega natural con-
.cluso de que Loureno Marques to saudvel como qual-
quer cidade do litoral sul-africano. Compulsando dados, com-
parando, v-se que os casos de febre biliosa e perniciosa,
entire a populao, vo rareando, devido s vrias medidas
profilticas postas em execuo desde h anos.

Mas o grande orgulho dos colonos o movimento do
prto, o belo cais Gorjo, obra de engenheiros portuguses,
e have de todo o progress da Colnia. As fotografias que
se apresentam no Album n 2 mostram, de uma maneira


insofismvel, a razo daquele orgulho e a grandiosidade da
obra levada a efeito. Ali se v tambem a rde ferro-viria,
o seu trfego, a ampla baa do Esprito Santo com uma pro-
teco natural e efectiva contra desabridas tempestades; toda
esta vida movimentada, superiormente commercial, vida de hoje,
que lhe vem da situao prpria da cidade e da maneira como
essa situao tem sido aproveitada, que no deixa Loureno
Marques parar a sua march. Bem o mostra, no apenas o
Album n 2 a que aludimos, mas tambm os outros Albuns
que, completando aquele, reunidos, do uma ideia mais ampla
da cidade e do seu valor, em todos os ramos.

Portugal, pequeno pas de pouco mais de cinco milhes
de habitantes, que tem trabalhado dolorosamente, persistente-
mente para manter o seu largo patrimnio colonial; pas onde
nasceram os primeiros navegadores do mundo e o Mundo
parece ignorlo . -; que j em I515 ditava leis para ter-
minar o trfico da escravatura; que hoje a 3a potncia
colonial e que foi a primeira durante sculos; que tem um
domnio ultramarino, onde ele minusculamente menor 34
vezes, basta que mostre Loureno Marques que estar
feita, com esta pequena parcela, o elogio de toda a Africa
dos portuguses.

"A CORNER OF EUROPE IN SOUTH AFRICA"


he discovery of the bay of Loureno Marques
by the Portuguese navigator, from whom it
has derived its name, took place in 1544. At
this period, Portugal, and still less the other
nations, who were at that time ignorant of the existence of the
Eastern Route, could not well imagine the importance, which
four centuries later, the new discovery would have upon
the Colonial map of present times.
It is only 70 years ago that its scanty number of dwellings,
squeezed together between old dilapidated walls, and its
5o Europeans, among whom there was hardly one foreigner,
did not even permit of dreaming of the work still to be done,
and the progress which was to be made in connection with
the colonization of Loureno Marques, hardly fifty years later.
It is quite sufficient to mention, that before 1877,
Loureno Marques was a simple, wretched, unhealthy and in-
fected garrison, a place for the degraded, a symbol of Africa,
deadly poisened by the miasma of a large swamp, which


has since been drained, and which on the outside of the mural
enclosure, then existing around the place, was like a second
enclosure through which Death penetrated, profusely distri-
buting the so depressing malaria fever.
In 1877, when Loureno Marques received the name
of a "vila", its climatic conditions had already been improved,
by the great efforts of Portuguese colonization, which did
away with the swamps, thus defeating its climate which was
still more injurious than the warlike natives, who were like-
wise not to be trusted, and paying its tribute to that Africa,
ancient Africa of the weakening fever, and which has since
been so decidedly improved.
Ten years later, the "vila" was made into a town, which
has gradually developed into a veritable kind of city.
Omitting details, which have already the character of a
monography, details which the reader will find within the
other Albums by referring to the ones treating with Loureno
Marques, and continuing the forelying one, it may be of interest








to compare the Loureno Marques of 1877, the year of its
promotion from a garrison to a "vila", with the present
town. At that date, the following arteries existed upon a
small area, now going by the name of the Lower Town, and
which at that time represented Loureno Marques:
5 main streets, i square, 9 by-roads,
and at the present day there are:


39 avenues,
9 by-roads,


33 main streets,
6 squares.


New avenues and new streets are on the point of being
opened for public use, a sure sign of progress and prosperity.
In comparison to the half dozen of commercial houses
existing in 1870, the number of registered firms to-day
surpasses 1300, and if the budget of the Chamber of Commerce
in 1885 (the first statistics on record) then showed as returns
the enormous sum of nearly six "contos", and expenses
amounting to nearly the like sum, these figures have to-day
reached the values of 14.000.000 escudos and 13,000,000
escudos respectively, or at the rate of exchange of to-day,
of 140,000 and 130,ooo respectively.
And again, in 1857, the number of European inhabitants,
living as they did within the garrison, amounted to few more
than 6o; a miraculous increase of the prosperity has trans-
formed this number into 9000, who are living in Loureno
Marques at the present day.


The Tables given within this Album in order to facilitate
the study of the development of the town to the reader, gives
a general idea of its expansion at various dates. Thus, in


1828, one hundred years had just passed since Loureno
Marques had hardly possessed one wooden house, in 1844
however, there were 19, in 1864, 78, and it became important
at the end of 1900.
We shall let figures speak for themselves, and in order
that they may give the correct impression, we shall give those
of the last five periods of five years each:
In 1900 there existed 552 houses; in 1905, 1267; in 1910,
1666; in 1915, 2207; in 1920, 2322, and in 1925, 2715.
During the last three years, more than two hundred houses
were built, and new buildings are being erected day for day.
In accordance with the building up of the town, the
area is constantly spreading out. The dates given in the tables
to which we refer, 1787, 1876, 1885, 1895 and the following
years up to 1925, call for thanks for the efforts made on the
part of the Portuguese since departed, and for the work done
by those of the present day, as Loureno Marques does not
dream of stopping in its run of prosperity. It continues because its
colonists have the desire of increasing its importance still more.

The photos in front of us, fallacious mirrors, only give
a very slight idea of what the town really looks like. It is
something quite typical, utterly impossible to be compared
with others of its kind. Just take a look at the Albums Nos. 2
and 3 of this collection: Long avenues, some having an ex-
tension of about four thousand metres, lined with beautiful
chalets, which have charming small gardens in front, care-
fully laid out; with convenient thoroughfares, upon which
there is every kind of vehicle, from the private motor-car
and tourist cars to public motor-busses and electric trams;

with a celebrated beach and fine hotels, from the most modest
ones up to the luxurious Polana Hotel, which latter has not
its equal in the whole of South Africa; with rows of trees planted
in a most surprising geometric style; with an air of civiliza-
tion about it, which will still impress even the most refined
class of tourist; a hygienic town, clean and of ample dimen-
sions, to which one could very well apply the name of "Cte
d'Azur", or in a more general manner, describe as a "Comer
of Europe in South Africa".
The climatic conditions-it is necessary to point out
particularly that Loureno Marques forms part of a district,
which lies between the parallels of 260 and 24' South-are
much appreciated by an increasing number of foreigners,
who make use of it as a place of recreation, especially during
the period between May and September.
With regard to the most important factor governing the
climatic conditions, the temperature, one can state with im-
punity, that it can be called favourable. Thus the average
temperature of the hottest month, according to statistics
made within the course of several years, is 240, and that of
the coldest month, 180. On the whole, going by the statistics,
one comes to the conclusion that Loureno Marques is fully
as pleasant as any other town within the coastal districts of
South Africa. Taking everything into account, and comparing
notes, one will find, that the cases of bilious and dangerous
fever within the population are constantly becoming more
rare, thanks to the various prophylactic measures taken by
the authorities for many years back.
But the greatest source of pride for the Colony is the
development of its port, the beautiful Gorjo Quay, the work


of Portuguese engineers, and the key to all the progress made
within the Colony. The photos in Album No.2, show in an
undeniable manner, the good reason for this pride and the
splendour of the task undertaken. One can also see here the
network of railway lines and its traffic, the expansive Bay of
Espirito Santo with its natural harbour, which latter gives
such effective protection against storms; all this is real life,
chiefly of a commercial description, present day life, due
to the favourable situation of the town, and the manner in
which this situation has been utilized, and which will not
allow Loureno Marques to cease progressing. Album No. 2,
to which we have already alluded, proves this statement, as.
is also done by the other Albums, forming a complement to.
the former, thus giving a still better idea of its size and value,
regarding ali of its branches.


Portugal, a small country of less than five million inhabi-
tants, which has worked hard and persistently to maintain
this large colonial patrimony; a country in which the greatest
navigators of the world were born;-the world seems to.
ignore them altogether;-who as far back as in 1515 made
laws in order to suppress slave trade; which is to-day the third
Colonial Power, and which, for centuries, was the first; which
has dominions beyond the seas, which are 34 times larger
than itself-it will be sufficient if it presents Loureno Mar-
ques, in order to show what has been accomplished within
this small portion, alone which is the pride of the whole of
Africa, wholly due to the exertions of the Portuguese.

le Portugal et moins encore les autres nations
qui ignoraient encore la route de 1'Est ne pouvaient supposed
l'importance que, aprs quatre sicles la nouvelle dcouverte
viendrait prendre sur la carte colonial du monde de nos jours.
Il y a seulement 70 ans son nombre rduit d'habitations
reserres entire de vieux murs dcrpits et ses 50 Europens,
parmi lesquels on comptait peine un tranger, ne permettaient
pas mme de songer ce que serait la formidable oeuvre
colonisatrice, de travail, de progrs et, surtout, de conviction
profonde prsente par Loureno Marques, peine le demi-
sicle coul.
I1 suffit d'indiquer qu'avant 1877, Loureno Marques
tait une simple garnison, lugubre, malsaine et infected, place
pour dgrads, symbol de 1'Afrique mortifre empoisonne
par les miasmes d'un grand marais aujourd'hui assaini et qui,


en dehors de la ceinture murale s'levant alors autour de lui,
tait come une second ceinture par laquelle pntrait la
mort, distribuant largement les dprimantes fivres paludennes.
En 1877 Loureno Marques est lev au titre de vila,
dj ses conditions climatriques ont bnfici de l'effort du
Portugais colonial, dtruisant ses marais, vainquant son climate
plus prjudiciable que le mfiant et guerroyeur indigne,
payant son tribute cette Afrique, vieille Afrique des Fivres
qui engendrent la faiblesse et qui n'est plus celle d'aujourd'hui.
Dix ans aprs la vila s'levait la catgorie de ville et
se format sa propre faon. Une vraie cit en naissait.

Fuyant des dtails qui sont dj du caractre d'une mono-
graphie, dtails que le lecteur trouvera dans les autres Albums
se rfrant Loureno Marques et continuant le present, il
n'est pas sans intrt de compare le Loureno Marques de
1877, anne de son advancement de garnison vila, avec la
cit actuelle.









A cette date on comptait sur une surface rduite appele
aujourd'hui la cit basse et qui tait tout Loureno Marques,
les artres suivantes:

De nouvelles avenues et nouvelles rues vont s'ouvrir, un
joyeux rve de progrs et de prosprit.
Au lieu de la demi-douzaine de maisons commercials
existant en 1870 le nombre de licences commercials surpasse
aujourd'hui 1.300. Et si le budget de la Chambre Municipale
en 1885 premieree statistique) reprsentait come recette une
importance de prs de six contos, et dpenses peu prs
gales, aujourd'hui ces sommes se sont transformes en
14.ooo.ooo$oo et 13.ooo.ooo$oo respectivement, ou soit au
change du jour 140.000 et 13o.ooo.
Et encore si, en 1857, le numro d'habitants europens
vivant autrefois dans la garnison tait d'un peu plus de 6o,
une miraculeuse multiplication de prosprit a transform ce
nombre en 9.000 rsidant aujourd'hui Loureno Marques!


Le tableau auxiliaire qui accompagne cet Album pour
faciliter au lecteur l'tude du dveloppement de la ville, done
en plusieurs dates une ide gnrale de son dploiement. Ainsi
en 1828, il y a prcisment un sicle Loureno Marques poss-
dait peine une maison de bois, en 1844 il en avait 19, en 1864,
78, atteignant sa grande importance partir de 1900.


Laissons parler les chiffres et, pour qu'on s'en impose,
nous reproduisons ici ceux des cinq dernires priodes, chacune
de cinq ans:
En 1900 existaient 552 maisons; en 1905, 1.267; 191o,
1.666; en 1915, 2.207; en 1920, 2.322; en 1925, 2.715.
Durant les dernirs trois ans, plus de deux centaines de
maisons furent leves et l'on peut continue enregistrer
jour par jour de nouvelles constructions.
Proportionnellement 1'enceinte de la ville allait s'largis-
sant. Les dates indiques dans la table laquelle nous nous
rfrons, 1787, 1876, 1885, 1895 et les suivantes jusqu' 1925
appellent la reconnaissance pour l'effort des Portugais disparus
et ceux d'aujourd'hui, puisque Loureno Marques n'arrte pas
de prosprer. Elle continue, car ses colons la veulent encore
plus grande.


Les photographies que nous avons sous les yeux, miroir
loquent, reproduisent lgrement l'aspect de la ville. Il est
typique, impossible confondre avec d'autres. Voir lesAlbums
numros 2 et 3 de cette collection: large avenues, quelques-
unes de prs de 4.000 mtres, bordes de magnifiques chalets
qui se parent, sur le front, de petits jardins capricieusement
disposs; avec une voie commode o circulent depuis l'auto-
mobile luxueux et de tourist jusqu' 1'omnibus populaire et
la ligne lectrique, avec une plage fameuse et de beaux hotels,
depuis le plus modest jusqu'au plus lgant, le Polana Htel
qui n'a pas son pareil dans toute l'Afrique du Sud;
avec une alle d'arbres correct, lgante, gomtrique; avec
un ton de civilisation qui impressionne le tourist le plus
raffin; ville hyginique, propre et ample o, s'applique bien









l la designation usite dans les publications trangres pour
tourists, la Cte d'Azur, ou d'une manire plus gnrale:
Un coin d'Europe dans l'Afrique du Sud.
La situation climatrique (il est ncessaire de pas omettre
de dire que Loureno Marques fait parties d'un district compris
entire les parallles S. 260 et 240) est bien apprcie par le
nombre lev d'trangers qui le cherchent comme lieu de repos,
principalement durant la priode qui s'coule de Mai Sep-
tembre.
S'en tenant au plus important facteur de 1'tude des
climats, la temperature, on peut bien en conclure qu'elle est
clmente. Ainsi la temperature moyenne du mois le plus chaud
suivant une statistique de plusieurs annes, est de 240 et du
mois le plus froid, de x8. Du reste, par la statistique ncro-
logique on arrive la conclusion naturelle que Loureno
Marques est aussi suave qu'une autre ville quelconque du
littoral sud-africain. Compulsant des dates, les comparant, on
voit que les cas de fivre bilieuse et pernicieuse, parmi la
population, deviennent de plus en plus rares, et cela d aux
diffrentes measures prophylactiques mises en rigueur depuis
plusieurs annes.

Le grand orgueil des colons est le movement du port,

de tout le progrs de la Colonie. Les photographies que pr-
sente l'Album No 2 montrent d'une manire indniable la
raison de cet orgueil et la grandiosit de l'ceuvre ralise. On
voit ici aussi la voie de chemin de fer et son traffic, l'ample
baie de 1'Espirito Santo avec protection naturelle, efficace
contre les furieuses temptes; toute cette vie mouvemente,
suprieurement commercial, vie d'aujourd'hui, due la
situation propice de la ville, et la manire don't cette situation
a t utilise aidant Loureno Marques poursuivre sa march.
Bien le montre l'Album No 2 auquel nous faisons allusion,
mais aussi les autres Albums qui, compltant celui-l, runis,
donnent une ide plus claire de la ville et de sa valeur sous
tous les rapports.

Le Portugal, petit pays d'un peu moins de cinq millions
d'habitants, qui a travaill durement avec persistence, pour
soutenir ce grand patrimoine colonial, pays o0 sont ns les
plus grands navigateurs du monde (le monde parait ignorerr!),
qui dj en 1515 dictait des lois pour abolir le traffic d'esclaves,
qui est aujourd'hui la troisime puissance colonial et qui a
t la premiere durant des sicles, qui a une domination au-
del de la mer, o0 il est 34 fois le plus petit-il lui suffit de
prsenter Loureno Marques, ce qu'il a pu faire de cette
petite parcelle: elle est l'loge de toute l'Afrique aux Portugais.
