Drainage schemes are the order of the day, and Major I. B

Marks is the applicant in the last one. I, herewith, send you a map

of the land he has made application to purchase of the Board of Trust-

ees forthe purpose of draining and reclaiming sr.n.e, and makes the fol-

lowing proposition; the Trustees to enter into a contract with him and

brother to sell the land embraced in the area to them at fifty cents

an acre, they entering into a bond that not less than fifty cents an

acre will be expended in drainage; the payments of the purchase money

to be made by them to the State, as follows; five per cent. of the

whole amount in ninety days from the date of the contract, five per

cent. within the next ninety days thereafter, and ten per cent. every

six months till the balance is paid; the whole amount to be paid in

six years, and they to be allowed the sjme period within which to com-

plete the drainage scheme. In reply to the suggestion that possibly

the railroads would be entitled to all the lands of the Everglades to

satisfy the grants earned, he said that if he could not get the area

covered by his first proposition, which I have indicated as "No. 1",

then he would take less, indicated as "No.2", and last by "No"3." I

asked him if he would take lands East and West, and he answered, no ,I

must have it North and South, from 46 to 54. He did not seem to want

the land from East to West. It was very patent to me that he had been

informed of your survey of the Everglades to Miami, and wants the

Board to sell him the East strip, North and South, to shut you off

fiom the Atlantic, with the view probathy to compel you to purchase of

him. His first proposition embraces about 5QOQO00 acres, and at fif-

ty cents an acre would make the offer very tempting to the Board, as

the best terms for the State. The Trustees postponed further consid-

eration of his ease till June 10th, as in your case. I am informed

by letter to-day that Mr, H. L. Taylor, Chigago, Ill., now having sur-

veys made of lands North of Okeechobee, which he purchased of the J.

T. & K. W. Ry, will also endeavor to buy the Exerglades for reclama-

tion and drainage; that he wants 1,000,000 acres'of ladi in that terri-

tory.

I will write to Col. Chipley, as you suggested, and ask him if he

will take 1/3 and give a gentleman 2/3 of all lands in the Everglades,

should the Trustees deed t6 his road the lands therein in satisfaction

of his grant. The South Florida and the Ji T. & K. W. Rys have prior-

ity over the P. & A. R.R., and perhaps it would be only necessary to

arrange with the former roads, and ignore the latter. Maj. Mjrks, I

apprehend, will go to the railroads to arrange a trade with them.



I am satisfied that the three gentlemen of the Board, I named to,

you, are your friends, and will go as far as possible to adopt your

plan, with some changes, provided he authority exists in the Board.

Perhaps the Trustees may consider your drainage scheme favorably, with

a change from shares to a sale outright. The Marks proposition has

complicated the situation since you left, but whether to such an ex-

tent as to jeopardize your success, I am unable to state* there being

no time in which to inform myself.

I shall telegraph you the next time I go to Jacksonville, so that

you may meet me there and we can discuss the matter further.
