INTRODUCTION


THE FEDERAL-STATE AGRICULTURAL WEATHER SERVICE MOVED TO THE NEW NATIONAL WEATHER
SERVICE FACILITY AT RUSKIN DURING THE SUMMER OF 1975. AMONG ITS RESPONSIBILITIES
ARE TO MAINTAIN LIASON WITH THE VARIED AGRICULTURAL INTERESTS OF THE STATE, RUN
THE TEMPERATURE SURVEY NETWORK, ISSUE THE SEASON'S REPORT, AND ISSUE ALL
AGRICULTURAL WEATHER FORECASTS. THESE FORECASTS ARE ISSUED BY THE NATIONAL
WEATHER SERVICE, RUSKIN. INQUIRIES RELATING TO AGRICULTURAL FORECASTS OR THIS
REPORT SHOULD BE DIRECTED TO:

DEFINITION

THE TERM "COLD NIGHT" APPEARS FREQUENTLY IN THIS REPORT. IT IS DEFINED AS A
NIGHT WHEN A TEMPERATURE OF 36F OR LOWER WAS OBSERVED AT ANY OFFICIAL
TEMPERATURE SURVEY STATION ON THE FLORIDA PENINSULA. IT IS ALSO USED IN A MORE
RESTRICTIVE SENSE WHEN REFERENCE IS TO A SPECIFIC DISTRICT. HERE IT IS DEFINED A
A NIGHT WHEN A TEMPERATURE OF 36F OR LOWER WAS OBSERVED AT ANY OFFICIAL STATION
WITHIN THE DISTRICT.


STATION NUMBERING SYSTEM


EACH TEMPERATURE SURVEY STATION IS IDENTIFIED WITH A SIX DIGIT NUMBER. THE FIRST
TWO DIGITS ARE THE TOWNSHIP OF THE STATION, THE SECOND TWO DIGITS ARE THE RANGE,
AND THE LAST TWO DIGITS ARE THE SECTION NUMBER WITHIN THE TOWNSHIP AND RANGE
GRID. THE LETTER "T" AFTER A STATION NUMBER INDICATES THAT THE STATION IS A
TRUCK STATION, AT WHICH THE TEMPERATURE IS MEASURED 6 INCHES ABOVE THE GROUND AS
OPPOSED TO THE 4.5 FEET ABOVE GROUND MEASUREMENTS TAKEN AT ALL OTHER STATIONS.


SCOPE OF SERVICE


THE NATIONAL WEATHER SERVICE, IN COOPERATION WITH THE INSTITUTE OF FOOD AND
AGRICULTURAL SCIENCES, UNIVERSITY OF FLORIDA, OPERATES THE FEDERAL-STATE
AGRICULTURAL WEATHER SERVICE FOR THE BENEFIT OF AGRICULTURE THROUGHOUT THE STATE
OF FLORIDA.
















FORECASTS ARE ISSUED TWICE DAILY FOR THE ENTIRE STATE, YEAR-ROUND. SEASONALLY,
NOVEMBER THROUGH MARCH, THREE ADDITIONAL FORECASTS ARE ISSUED FOR PENINSULAR
FLORIDA. THE LATTER FORECASTS FOCUS PRIMARILY ON EXPECTED MINIMUM TEMPERATURES
AND ON THE FROST PROBLEM IN THE AGRICULTURAL AREAS. UPDATED FORECASTS ARE ISSUED
WHEN NECESSARY. FORECASTS ARE DISSEMINATED VIA THE NATIONAL OCEANIC AND
ATMOSPHERIC ADMINISTRATION'S (NOAA) WEATHER WIRE TELETYPE SYSTEM TO THE NEWS
MEDIA FOR DISTRIBUTION TO THE PUBLIC, AND DIRECTLY TO THE PUBLIC VIA NOAA
WEATHER RADIO KHB32 BROADCASTING ON A FREQUENCY OF 162.55 MHz. COUNTY EXTENSION
PERSONNEL ALSO ASSIST IN THE DISSEMINATION OF WEATHER INFORMATION AND FORECASTS.

A WINTER TEMPERATURE SURVEY OF PENINSULAR FLORIDA, ADVICE TO GROWERS ON
WEATHER-CROP RELATIONSHIPS AND CROP PROTECTION, AND COOPERATION WITH RESEARCHERS
OF THE INSTITUTE OF FOOD AND AGRICULTURAL SCIENCE ARE A FEW OF THE MORE
IMPORTANT SECONDARY ACTIVITIES FOR THE FEDERAL-STATE AGRICULTURAL WEATHER
SERVICE.

NOVEMBER BEGAN WITH MILD, WET WEATHER WHICH CONTINUED THROUGH THE
FIRST WEEK. LOWS WERE GENERALLY IN THE 60'S UNTIL THE 7TH WHEN HIGH
PRESSURE BUILT OVER THE STATE, BRINGING CLEARING SKIES AND LOWS IN THE
40'S ON THE 8TH. A SLOW MOVING FRONT KEPT TEMPERATURES MILD UNTIL THE
SKIES CLEARED ON THE 12TH. A LOW OFF THE EAST COAST INTENSIFIED FOR
THE NEXT COUPLE OF DAYS KEEPING COOLER AIR STREAMING INTO THE STATE.
BY THE 15TH, LOW TEMPERATURES DROPPED INTO THE LOW TO MID 30'S, WITH
MID 30'S TO LOW 40'S ON THE 16TH. ANOTHER COLD FRONT WAS OVER THE
STATE ON THE 17TH, KEEPING TEMPERATURES UP A LITTLE, BUT THEY FELL
BACK INTO THE MID 30'S TO LOW 40'S ON THE 18TH AND 19TH. THE FIRST
STRONG COLD FRONT OF THE SEASON PASSED THROUGH THE STATE ON THE 20TH,
AND THERE FOLLOWED SIX COLD NIGHTS IN A ROW. LOWS ON THE 21ST TO THE
26TH WERE MOSTLY IN THE 30'S. THE COLDEST MORNING WAS THE 22ND WHEN
THE HIGH WAS DIRECTLY OVER THE STATE. MINIMUMS ON THAT MORNING
DROPPED INTO THE SUB-FREEZING RANGE, WITH MID 20'S NEAR THE GEORGIA
BORDER. TEMPERATURES WARMED RAPIDLY BY THE AFTERNOON OF THE 26TH, AND
REMAINED MILD UNTIL THE END OF THE MONTH.

RAINFALL WAS NEAR TO ABOVE NORMAL FOR THE MONTH. AMOUNTS RANGED FROM
TWO TO FOUR INCHES, WITH LOCAL AMOUNTS IN EXCESS OF FOUR INCHES IN THE
NORTHEASTERN PART OF THE STATE.


DECEMBER 1981:

THE FIRST TWO DAYS WERE MILD AS A COLD FRONT WAS APPROACHING THE
STATE. THERE FOLLOWED AN EXTENDED COLD SPELL AS THERE WERE 10 COLD
NIGHTS IN A ROW. LOW TEMPERATURES REMAINED MOSTLY IN THE 30'S TO MID
40'S UNTIL THE 10TH. BEGINNING ON THE 10TH, COLDER AIR BEGAN FLOWING
INTO THE STATE ON THE EAST SIDE OF A MASSIVE HIGH PRESSURE SYSTEM
CENTERED IN UPPER MIDWEST. MINIMUM TEMPERATURES ON THE 10TH RANGED
FROM THE MID 20'S TO THE MID 30'S. AS THE HIGH SANK FURTHER SOUTH AND
WINDS DIMINISHED, LOWS FELL INTO THE 20'S ON THE 11TH AND 12TH. THE
HIGH MOVED EASTWARD AND READINGS MODERATED FOR A FEW DAYS.
TEMPERATURES FELL TO NEAR FREEZING OR BELOW AT THE COLDER LOCATIONS
AGAIN ON THE 16TH AND 17TH. A VERY STRONG COLD FRONT PASSED THROUGH
THE STATE ON THE 18TH, AND THE NEXT THREE MORNINGS LOWS RANGED FROM
THE TEENS ALONG THE GEORGIA BORDER TO UPPER 20'S AT THE WARMER
LOCATIONS. DURATIONS BELOW 28 DEGREES WERE 10.HOURS OR MORE AT COLDER
LOCATIONS TO FOUR HOURS OR LESS AT WARMER LOCATIONS. TEMPERATURES
THEN MODERATED THROUGH THE END OF THE MONTH.
RAINFALL FOR THE MONTH WAS GENERALLY TWO TO FOUR INCHES. MOST OF THE
RAIN FELL EARLY IN THE MONTH BEFORE THE COLD WEATHER AND THE LAST WEEK
AFTER THE COLD WEATHER.

JANUARY: THE MONTH BEGAN WITH ABOVE NORMAL TEMPERATURES, BUT A MAJOR

MORNING OF THE 12TH. DURATIONS BELOW FREEZING WERE MOSTLY IN THE 10
TO 15 HOUR RANGE. A SHORT WARMUP BEGAN, BUT TEMPERATURES DROPPED INTO
THE UPPER 20'S ON THE 15TH AND 16TH IN THE WAKE OF ANOTHER, BUT
WEAKER, COLD FRONT.TEMPERATURES THEN MODERATED UNTIL THE END OF THE
MONTH EXCEPT FOR SOME NEAR FREEZING TEMPERATURES ON THE 25TH.

RAINFALL WAS A LITTLE BELOW NORMAL, WITH MOST FALLING IN THE FIRST
HALF OF THE MONTH WITH THE MORE ACTIVE FRONTS.


FEBRUARY 1982:

FEBRUARY WAS A MILD MONTH, AVERAGING NEARLY 5 DEGREES ABOVE NORMAL.
ONLY A FEW OF THE COLDER LOCATIONS DROPPED TO FREEZING ON THE 23ND,
OTHERWISE ALL STATIONS REMAINED ABOVE FREEZING FOR THE MONTH.

RAINFALL WAS A LITTLE BELOW NORMAL DUE TO THE LACK OF STRONG RAIN
PRODUCING FRONTS.


MARCH 1982:

MARCH CONTINUED WITH ABOVE NORMAL TEMPERATURES ALTHOUGH NOT QUITE AS
HIGH AS FEBRUARY. THE MONTH AVERAGED ABOUT 3 DEGREES ABOVE NORMAL.
TEMPERATURES DROPPED TO NEAR FREEZING ON THE 8TH, BUT OTHERWISE NO
UNUSUAL COLD OCCURRED DURING THE MONTH.

RAINFALL WAS SOMEWHAT ABOVE NORMAL, AVERAGING NEARLY 5 INCHES.

CHARACTER OF THE 1961-82 SEASON

CENTRAL FLORIDA

THIS WINTER SEASON COULD BE BROKEN UP INTO TWO CONTRASTING PATTERNS.
THE EARLY PART OF THE SEASON WAS COLD. JANUARY WAS A TRANSITION MONTH
WITH HIGHLY VARIABLE TEMPERATURES AND A MAJOR FREEZE. THEN THE LAST
PART OF THE SEASON WAS RELATIVELY MILD.


NOVEMBER 1981:

NOVEMBERS TEMPERATURES AVERAGED NEAR NORMAL WITH A FEW LIGHT FROSTS,
BUT NO UNUSUALLY COLD WEATHER.

RAINFALL WAS NEAR NORMAL.


DECEMBER 1981:

DECEMBER WAS A LITTLE BELOW NORMAL. THE COLDEST PERIODS WERE ON THE
11TH AND THE 12TH, AND AGAIN ON THE 20TH AND 21ST WHEN TEMPERATURES
FELL INTO THE MID 20'S IN THE COLDER LOCATIONS TO LOW 30'S ELSEWHERE.
RAINFALL VARIED ACROSS THE CERTRAL PENINSULA. THE NORTHERN AREAS WERE
WET WITH ABOVE NORMAL RAINFALL, AROUND 4-6 INCHES. AMOUNTS DECREASED
FURTHER SOUTH WITH LESS THAN 2 INCHES OVER THE SOUTH CENTRAL SECTIONS.


JANUARY 1982:

JANUARY BEGAN VERY WARM, BUT A STRONG, EXTREMELY COLD HIGH PRESSURE
CENTER DROPPED SOUTHWARD FROM CANADA TO BECOME CENTERED OVER TEXAS ON
THE 11TH. TEMPERATURES REMAINED IN THE LOW TO MID 40'S MOST OF THE
AFTERNOON ON THE 11TH. BY SUNSET, TEMPERATURES HAD DROPPED BELOW
FREEZING, AND REMAINED THERE UNTIL AFTER DAYBREAK ON THE 12TH.
MINIMUM TEMPERATURES ON THE MORNING OF THE 12TH WERE SIMILAR TO THOSE
RECORDED IN THE JANUARY 1977 FREEZE. READINGS WERE IN THE LOW 20'S
WITH SOME UPPER TEENS OVER SOME COLDER INTERIOR LOCATIONS AND MID 20'S
IN THE SOME WARMER INDIAN RIVER AREAS. DURATIONS BELOW 28 DEGREES
WERE GENERALLY 7 TO 11 HOURS. THE CITRUS CROP RECEIVED ANOTHER MAJOR
SETBACK WITH CONSIDERABLE FROST DAMAGE. HOWEVER, BY THE END OF THE
MONTH TEMPERATURES WERE WELL ABOVE NORMAL.
RAINFALL WAS NEAR NORMAL FOR THE MONTH.

DECEMBER 1981:

TEMPERATURES IN DECEMBER AGAIN WERE A LITTLE BELOW NORMAL. THE FIRST
SIGNIFICANT COLD SPELL OCCURRED ON THE 11TH AND 12TH WHEN TEMPERATURES
FELL INTO THE UPPER 20'S IN THE COLD LOCATIONS IN THE GLADES TO THE

DROPPED IN THE MID 30'S TO LOW 40'S EXCEPT FOR SOME COLDER READINGS
INLAND ON THE 20TH. THERE WAS SOME SCATTERED FROST DAMAGE TO TENDER
VEGETATION.

RAINFALL AT MOST STATIONS WAS BELOW 1 INCH...ABOUT 1 TO 1 1/2 INCHES
BELOW NORMAL. MANY STATIONS RECEIVED LESS THAN 1/2 INCH.
