A special called meeting by Vice President David R. Dunham was called to order
at 4:00 p.m., there being present:

Nina S. Hawkins Carl W. Harkins
Owen D. Young Verle A. Pope
William F. Rolleston, representing Aubrey R. Davis, Mayor of the
Douglas Burden City of St. Augustine
X. L. Pellicer David R. Dunham
Alfred Houston, who was asked to sit in the meeting.

Vice President Dunham stated that the meeting had been called for the purpose of
determining what amount of the Restoration funds can be allotted for the repair and preservation of
the Free Public Library Building in St. Augustine, and to receive a report on the progress of the
restoration of the Llambias House, and such other matters as may come before the meeting.

Mr. Pellicer, who was serving as Secretary-Treasurer, was asked to report on
the finances, and also to report on the expenses to date of the Llambias House. Whereupon Mr.
Pellicer submitted the statement prepared by the bookkeeper, Mr. J. D. Manton, as of November
20, 1953, which statement is as follows:

Mr. Pellicer further stated that he wished to present a statement of the expenses
of the Llambias House as of November 20, 1953, which also would show the available funds and an
estimate as to additional funds needed to complete the Llambias House restoration as presently planned.
This statement is as follows:

The statement was thoroughly discussed and Vice President Dunham requested
that the statements be made a part of the Minutes, and then called upon Mr. Houston to present his
request for certain needed repairs to the Free Public Library by the Restoration Association.

Mr. Houston stated the need and urgency for the repairs, and presented an estimate (0
which he had obtained from Everett Meade & Son who, he suggested, should do the work. Mr. Meade's
estimate is as follows:

There followed a lengthy discussion as to the authority of the Restoration Associa-
tion to spend Restoration funds for the repair of this building, and also the history of the building,
after which discussion, the following Resolution was offered by Mr. Carl W. Hawkins, seconded by
W. F. Rolleston and unanimously adopted:

WHEREAS, this Association has authority under the Bill appropriating funds
which it has at its disposal, clearly setting forth that these funds argpo be used for the purpose of

WHEREAS, there is available sufficient money to meet this expense of approximately

THEREFORE, BE IT RESOLVED, that this Board allocate the sum of $8000.00 for
the purpose of paying the expenses of having the work as set forth above, accomplished on the Free
Public Library building.

As Mr. Houston volunteered to supervise the work on the building and approve all
bills for payment, motion was made by Carl W. Hawkins that the Treasurer be authorized to pay the
bills for the work on the Free Public Library Building up to the authorized amount of $8000.00, upon
the approval of the bills by Mr. Alfred Houston, Vice President of the Free Public Library Association.
Motion was seconded by Verle A. Pope and carried.

Mr. Pellicer-advised the Board that in order to provide funds to carry out kbe
this program and complete the work on the Llambias House, it would be necessary that authority
be given for the sale of a $10,000.00 U. S. Treasury Bond of December 15, 1954. Therefore a
motion was made by Mr. Owen D. Young, that authority be given for the sale of the following
described Treasury Bond: U. S. Treasury 2% Bond of 1952-54, dated December I, 1944, due
December 15, 1954, No. 173408J, for $10,000.
Motion was seconded by Verle A. Pope and carried.

Vice President Dunham read to the Board from a letter of the architect Stuart
Barnette, in which he set forth the need for authority to prepare the plans for certain items that had
not been previously approved. Excerpt from Barnette's letter is as follows:

Mr. Dunham stated that he would like to have the Board consider this request
and give him the information to pass on to Mr. Barnette. There followed a discussion, at which point
Mr. Pellicer stated that he felt the Executive Committee of the Historical Society would authorize
at least $500.00 of the funds needed to do this work. After further discussion, a motion was made
by Verle A. Pope that the Vice Chairman instruct Mr. Barnette to proceed with this work, which
was understood to cost not more than $1000.00. Motion was seconded by Carl W. Hawkins and
