Dear Mr. Alexander:

Enclosed is a copy of our report on 25 St. Francis Street, St. Augustine.
This report was prepared pursuant to the provisions of Section 267.061(2),
Florida Statutes, to present our findings regarding:

1. the significance of this building to the St. Augustine Historic
District, which is listed in the National Register of Historic
Places,

2. the current condition of the building and the feasibility of its
rehabilitation, and

3. the effect of each of three development options on the historic
integrity of 25 St. Francis Street and the surrounding area of the
Historic District. These options are being considered by the Florida
Department of Military Affairs in conjunction with its development of
a master plan for the renovation/expansion of its headquarters at the
State Arsenal Complex.

Also included are technical recommendations regarding the rehabilitation of
the building.
