Dear Mr. Henderson:
This letter is to request the appropriation and release of
$41, 238.00 from our Trust Fund 2-455-0500 for the restoration
of the Joaneda House, said project to be reimbursed by an appro-
ved federal matching grant in that amount, as attested by the
accompanying copy of grant notification and acceptance.
Plans and specifications have been forwarded through the
office of Mr. Robert Williams, State Preservation Officer, to
the National Park Service for approval, upon receipt of which
restoration can begin.
Based on the architect's detailed cost estimates the project
fund should be broken down as follows:
Expenses 11, 500
OCO 11, 200
Internal controls will be exercised to correctly account for
these funds, which will be capitalized at the conclusion of the
I understand that Mr. Williams is also writing a letter of
confirmation on this grant.

Dear Mr. Griffin:
The Office of Archaeology and Historic Preservation, National
Park Service, has advised us of its approval of a federal matching
grant in the amount of $41,238 for restoration of the Joaneda House
under the provisions of the Historic Preservation Act of 1966.
The purpose of grants-in-aid under this program is to assist
in the physical preservation and interpretive presentation of
significant historic sites for the benefit of the general public.
Therefore, all such grants are awarded subject to certain condi-
tions governing the expenditure of the federal funds involved.
The general conditions applicable in all cases are explained in
enclosures (1) and (2) hereto. In addition, the following speci-
fic conditions apply:
1) Plans and specifications will be submitted through this
office to the National Park Service for approval prior to the
commencement of work. This is extremely important; the National
Park Service will terminate a grant if this requirement is not...met.
2) Acknowledgement of federal assistance will be made by
the inclusion of an appropriate statement in publicity releases
and other public references, and by the display of a sign or
signs at the project site, as outlined in enclosure (2).
3) The Historic St. Augustine Preservation Board agrees to
maintain, repair and administer the premises. Evidence .of this
agreement will be provided in the form of a copy of a covenant
drawn and recorded as part of the title to run with the land and
to read, "The Historic St. Augustine Preservation Board or their
successors in interest if any, will maintain, repair and adminis-
ter the premises so as to preserve the historical integrity of
features, materials, appearance, workmanship and environment for
a minimum of 30 years beginning from the date of acceptance of

4) The Historic St. Augustine Preservation Board agrees
to administer the property so as to ensure public benefit. Evidence
of this agreement will be provided in the form of a copy of' a
covenant drawn and recorded as part of the title to run with the
land and to read, "The Historic St. Augustine Preservation Board
or their successors in interest if any, covenant and agree to
administer the property so as to ensure public access for interior
visitation no less than twelve days a year on an equitably spaced
basis, and at other times by appointment for a minimum of 30 years.
5) Representatives of the Division of Archives, History and
Records Management and/or the National Park Service will be allowed
on the site for purposes of inspection to assure compliance with
the applicable requirements.
6). Funds will be released by the National Park Service in
reimbursement for work completed after specified project condi-
tions have been met. Request for release of funds will be initiated
by this office on receipt of your statement of work completed and
verification of the expenses incurred.
Please indicate your acceptance of the grant and your agree-
ment to the conditions cited above by signing the original and
one copy of this letter and returning the.original to this office.
The copy should be retained for your records.'
