68th Canal anniversary to be feted


The Society of Friends of the
West Indian Museum of Panama,
in collaboration with the National
Lottery of Panama, will sponsor a
week-lpng celebration of the 68th
anniversary of the opening of the
Panama Canal in the auditorium
of the Lottery Building on Avenida
Cuba in Panama City. As pres-
ident of the society, Melba Lowe
de Goodin is organizing the event.
Panama Canal Commission De-
puty Administrator Fernando Man-
fredo, Jr., will be the main speaker
at an inauguration ceremony on
August 9. The ceremony will
also feature an exposition of
photographs, artwork, books, and
articles depicting the participation
of West Indian Panamanians in

Several bulldozers,. backhoes,
and cranes were isolated for
several days recently on an island
of their own making at the
downstream side of the Miraflores
Spillway. Temporarily stranded in
mid-stream, the equipment was
being used to move an earthen
cofferdam, or temporary dike,
from one side of the spillway
discharge channel to the other,
marking the completion of the first

* Different course cf treatment-
If your doctor suggests a certain
course of treatment, ask if there
is a less expensive treatment that
is just as effective. For example,
a lot of:minor surgery for which
patients are hospitalized can be
done safely, effectively, and less
expensively in a doctor's office
or in a hospital's outpatient de-
partment.
Over-utilization of services-
This occurs when insureds re-
ceive medical attention when
such care is not medically
necessary. Ask yourself this
question, "Do I need to see a

to the full 430-foot width of the
stilling basin.
The Miraflores Spillway con-
sists of a dam built on sandstone
and siltstone, approach walls
connecting the dam to the east wall
of Miraflores Locks and to the side
hill, and the discharge channel.
The eight metal gates, each 45 feet
wide, are mounted on the crest of
the dam.
Vital to the operation of the
Canal, the spillway provides an
escape for excess water in Miraflo-
res Lake. Thus far in the Canal's
history, this excess has been
nominal, resulting from the flow of
tributaries feeding into the lake
and from the discharge at Pedro
Miguel Locks. However, in the

Registration for the fall semester
is now taking place at the Panama
Canal College. The semester will
begin on August 17, although
some classes are scheduled to start
at a later date. The fall term will

on Monday through Thursdays
and from 7:30 a.m. to 4 p.m. on

American Society
theatre night
The American Society of the
Republic of Panama is sponsoring

Panama Canal College
Earth Science degree
A new degree program in Earth
Science is scheduled to begin at the
Panama Canal College in the 1982
fall semester. The two-year pro-
gram is open to all men and women
interested in a modern scientific
career involving the study of our
planet.
The program offers, an AS
degree, which can be used for
employment as a technician or as
documentation for transfer to
universities with four-year pro-
grams in Earth Science, such as the
University of Michigan, University
of Washington and 'Iowa State
University.
The facilities of both the college
and the Inter-American Geodetic
Survey (IAGS) Cartographic School
will be used. During the program,
courses in photogrammetry, car-
tography, remote sensing/photo
interpretation and geology will be
studied, in addition to courses in
mathematics, the humanities and
social science.

Canal People


Brandenburg is a pro at CPR

Motivated to study emergency
medicine by the personal fear that
some accident might befall his
family, Clark Brandenburg, Canal
Protection Division safety spe-
cialist, has devoted years of his life
to the study and instruction of first
aid, emergency medical tech-
niques, and most recently Cardio-
Pulmonary Resuscitation (CPR).
Last month Mr. Brandenburg
received certification by the Amer-
ican Red Cross as a CPR "In-
structor Trainer." Extremely dif-
ficult to obtain, this certification
makes Mr. Brandenburg the only
Panama Canal Commission em-
ployee so qualified.
As a former officer of the Fire
and Police divisions Mr. Bran-
denburg has responded to many
life-threatening emergencies. His
1977 emergency medical training
at Gorgas Hospital has provided
him with the expertise to attend to


childbirth, and to victims of shock,
choking, poisoning, and bleeding.
When asked if he felt frightened
during such moments of extreme
stress. Mr. Brandenburg re-
sponded, "I take a deep breath and
while searching for the patient's
pulse, feel my own racing. I know
my job and care for the victim to
the very best of my abilities."
Mr. Brandenburg has con-
ducted a number of lectures and
demonstrations for various Com-
mission units and civic organiza-
tions, including Canal area ele-
mentary schools, the Organization
of Federally Employed Women.
and the Mormon Church. His
most recent CPR demonstrations
were sponsored by the Panama
Rotary Club and the American
Society.
Family. CPR. and golf are Mr.
Brandenburg's triple loves, and he
is actively involved in the promo-
tion of public knowledge of
lifesaving techniques.

World's largest known dory is being built by Locks employee

Robert L. Webb, a maintenance
scheduler at Gatun Locks, has an
affinity for sea craft, exploration,
and adventure. Throughout his
adult life, the combination has led
him to engage in unusual exploits,
the latest of which is a shipbuilding
venture. Construction is taking
place at the Mindi Hobby Shop,
where stalls are available for rental
as work and storage space for U.S.
military and Panama Canal Com-
mission personnel.
Mr. Webb is building a dory, a
flat-bottomed boat with high
flaring sides, a sharp bow, and a
deep V-shaped transom. The dory
will be 50 feet long, which so far as
he knows, will be the largest one
ever attempted. He and his wife
Joan plan to name it the Hunky-


Dory, and to "sail out on the
Pacific" when he retires. In the
meantime, they will use it to
explore local waterways.
The word "dory" is a derivate of
"dori," a term used by the Miskito
people of Nicaragua and Hon-
duras to mean dugout. His-
torically, dories have been carried
on large commercial fishing vessels
for use by individual fishermen.
The French have built St. Pierre
Dories as large as 35 feet long, with
cabins that give the craft the
appearance of houseboats. Mr.
Webb says he has always wanted a
boat he could live on while
exploring the South Pacific, and
that the high cost of buying such a
craft made him decide to build his
own. He chose to build along the
lines of the St. Pierre Dory because

"it is easy to build, and the
available facilities and necessary
tools and equipment all seemed to
go together."
Before beginning the Hunkiy-
Do r, Mr. Webb designed and
built a 17-foot dory as a practice
model. The smaller boat, named
the Mistress, has an outboard
motor and is intended for use in
lakes and rivers. It took. only 3
months to build, whereas Mr.
Webb expects the Hunky-Dory to
take several years.
The Hunky- Dory has a frame of
bitter cedar to which a pine
planking exterior is being added.
After 1'/2 years of planning and
work, the structure has begun to
look like a boat. After the sides are
completed, Mr. Webb plans to
move the dory outside during the
dry season, complete the hull, and
then turn the boat over in order to
add the cabin.
As for expertise, he says he is
picking it up as he goes along.
What he knows about boat build-
ing he has learned from books,
many of which can be found in his
personal collection on dories. "I
wish you could see our library," his
wife Joan laughs.'
Because wood is sometimes
purchased "green" and will shrink
during the drying process, Mr.
Webb has built an "oven" for
drying the wood before he uses it.
The oven is a long, wooden,
cabinet-like structure with a small
heater inside; it takes about a week
to dry a supply of wood.
Boats are built from a table of
offsets, or specifications, says Mr.
Webb. In order to work out the
offset table, M r. Webb made a full-
scale drawing, of the Hunky-Dory
on the concrete floor of the
building area, a process called
"lofting."
He speculates that the reason
dories have been kept down to the


35-foot size is that a larger-size
boat would have a weaker frame
and be more easily broken up in
the water. Therefore, he has made
the bottom of his dory 21/2 inches
thick. He has also layered the
frame and outside body planks in
three separate directions to give
additional support to the com-
pleted structure. The wood is
protected by a wood preservative,
then covered with epoxy and
painted.
When completed, the dory will
have a ketch rig comprised of a gaff
mainsail with a mizzen sail aft. The
cabin will be 21 feet long and 10
feet wide, including a galley, a
dinette table with benches on two
sides, a "head," and two bunks-
one single and one double. The aft
deck will be a sort of patio; and,
Mr. Webb grinned, "the swimming
pool will surround the boat."
According to Mr. Webb, one
never knows what might come up
in the process of building a boat.
One problem that has surfaced
recently concerns the wood for the
hull. He's finding that the thick
number he's using there doesn't
bend easily along the contours of
the boat.
Another problem, and perhaps a
more serious one, is that he may
have to give up his building area
before the boat reaches a sea-
worthy condition. If this happens,
he will be in trouble, because the
dory is too large to be transported
along the highway. However, Mr.
Webb is optimistic and says he
feels this problem can be worked
out.
When asked about maintenance
once the boat has been launched,
Mr. Webb said that boat main-
tenance is an ongoing respon-
sibility. "If the boat is properly
built and ventilated," he says,
"maintenance work is consider-
ably easier." Nevertheless, the hull


*must be scraped and repaired
approximately every 6 months in
the tropics to get rid of barnacles
that slow down speed and effi-
ciency.
Mr. Webb is building the dory
by himself, although Mrs. Webb
helps out with the drawing and
figuring, and she lends moral
support by sitting with him while
she does her knitting and crochet-
ing. Their 15-year-old daughter
Karen comes around to check on
the boat, but doesn't actually get
involved in the building. "She'll
enjoy going out on it when it's
completed," says Mrs. Webb.
In no hurry to finish the dory so
long as he can be assured ofa place
in which to finish it, Mr. Webb is
enjoying the work and the educa-
tion that is going along with it. He
says he can retire next year, but
probably won't because he and his
family "love it in Panama."
The fact that Mr. Webb has
reached retirement status with the
Canal organization is something of
a story in itself. Stranded in
Panama by a lack of funds, he
came into service in 1962 as a
temporary employee during a
locks overhaul. Having sailed from
Hawaii to the continental United
States on a 36-foot sailboat, he was
on the way to Brazil, where he
planned to sail down the Amazon
River. The ill-fat6d trip down the
Amazon, taken 9 months later,
was never completed, but his
subsequent exploits more than
made up for it. In'1970, Mr. Webb
sailed from Panama to Hawaii in a
dugout canoe named the Liki Tiki
Too with only a kitten for crew,
and in 1975, he made a motorcycle
trip across the Darien Gap.
In between his adventures, Mr.
Webb continues his employment
on the Panama Canal, which he
considers to be an adventure in
itself.


Linda Barrera finds work as a Canal electrician challenging


According to Socrates, once
made equal to man. woman
becomes his superior. But Fannie
Hurst wrote that a woman has to
be twice as good as a man to go half
as far. Somewhere in the no-man's-
land separating these widely di-
vergent viewpoints, countless women
are entering today's work force in
fields historically designated "men's
work." They are succeeding not
only in mastering the necessary
skills and accomplishing the re-
quired work, but also in becoming
a part of the team, fully accepting
and accepted by their male coun-
terparts.
One such person in the Panama
Canal Commission is Linda Ba-
rrera, an MG-10 electrician at the
Pedro Miguel Locks Electrical
Repair Shop. During recent Locks
overhauls, in early 1982, Ms.
Barrera put in 10-to 12-hour days,
enduring the sun's scorching rays,
wading through water in lock
culverts, working on lighting,
clambering down into the tunnels,
and generally doing whatever was
necessary to get the job done.
Ms. Barrera was also one of two
electricians chosen to overhaul and
rehabilitate a locomotive which
had been damaged. "1 was very
proud to be chosen for this job."
she said. "Locomotives cost over a
million dollars, and our putting it


back together instead of ordering a
new one was a tremendous savings
to the Commission." The two
electricians and one leader did the
actual electrical work on the
locomotive, which took about 6
weeks. With the experience she has
gained, she estimates that now it
would take her about 4 weeks.
Ms. Barrera graduated from
Paraiso High School in December
1974 and from Panama Canal
College in May 1979. She holds AS
degrees in both math and tech-
nology. Her varied career prior to
entering the apprenticeship pro-
gram in 1976 included two student
assistant positions-one summer
with the Personnel Bureau and a
year with the Panama Canal
Library.
Graduating from the Apprentice
School in January 1980, Ms.
Barrera remained at Pedro Miguel
Locks, where she had completed
her apprenticeship training. She
occasionally assumes the duties of
electrician leader in the leader's
absence. Even though she is
married and has a 3-year-old
daughter, she works shifts, par-
ticularly when she is on temporary
promotion or accomplishing ad-
ditional training on locomotive
repair.
When not assigned to special
projects. Ms. Barrera works on


locks maintenance with the ap-
proximately 52 electricians, helpers
and leaders at Pedro Miguel
Locks. The job includes repair of
towing locomotives and electric
equipment in the locks tunnels,
locks lighting and signal systems,
and remote controls connected to
the control boards at the locks
control houses.
As new apprentice electricians
come on board, Ms. Barrera helps
to train them. Recently, two other
female electricians completed their
apprenticeships and there is
another in training.
When asked how she got into the
apprenticeship program, Ms. Ba-
rrera said she needed ajob and her
boyfriend (now her husband)
encouraged her to apply. The
apprenticeship was an entirely new
experience for her. "I had never
.held a screwdriver before," she
admits. "But," she adds. "I dis-
covered I liked what I was doing,
and I don't think I'll ever leave."Of
the electrical shop, she said, "It's
perfect; I wouldn't want to work
anywhere else!"
Ms. Barrera lives in the Hato
Pintado area of Panama City with
her husband Antonio and her
daughter Linda. She plans to take
a 3-month leave in the near future
because another baby is on the
way.

RP's First National Youth Olympics begin tomorrow


Approximately 3,000 young Pan-
amanians, ranging in agefrom 12
to 20, are expected to participate in
Panama's First National Youth
Olympics. Getting under way with
an inauguration ceremony to-
morrow at the Revolutionary.
Stadium next to the President
Rem6n Racetrack in the Juan
Diaz area of Panama City, the
games will run through August 11,
and will include competition in
track and field, basketball, soccer,
softball, bowling, boxing, wrest-


ling, cycling, fencing, gymnastics,
swimming, tennis, karate, judo,
riflery, weight lifting, ping-pong,
sailing, and volleyball.
The games will be conducted in
the format of the Olympics, except
that participants will be repre-
senting various provinces of the
Republic of Panama. Sponsored
by the National Sports Institute, in
collaboration with various govern-
ment organizations, sports com-
mittees, and representatives of the
private sector, the event is being


held to stimulate organized sports,
to increase the number of youths
participating in these activities,
and to encourage the development
of athletic bases throughout the
country.
This sports spectacular will be
held at various arenas all over
Panama City. For further in-

event of an accident, the spillway is
also designed to dispose of the
large amount of water that could
flow into.Miraflores Lake from the
higher level of Gatun Lake.
Consequently, only one-fourth of
the spillway's hydraulic capacity of
100,000 cubic feet per second has
ever been utilized.

In the past, these relatively light
water-disposal requirements were
handled simply by opening the first
gate once or twice daily. Twenty
years ago, underwater surveys
revealed that the constant outflow
at the same location was causing
the rock in the stilling basin to
erode, or "scour," and engineers
were concerned that the erosion
might eventually cause the dam to
slide.. Beginning in 1962 all gates
were put into service, and studies
were conducted to determine what,
if any, corrective action should be
taken.
The problem of erosion at the
toe of the dam was recognized by
Canal engineers in the early 1960's.
The feasibility and adequacy of
their idea to construct a concrete
apron to arrest the erosion was


later confirmed through hydraulic
model tests performed by the
Corps of Engineers' Waterways
Experiment Station at Vicksburg,
Miss. Final designs, however, were
not prepared until 1979 when
Harza Engineering Co. of Chi-
cago, Ill., was awarded a design
contract. Then, in 1980, the
Panamanian firm J. Young, S.A.,
was awarded a contract for about
$3 million to do the actual
construction.
The plan, calling for the two-
stage cofferdam, is being modified
as the project enters the second
stage. The original scheme in-
cluded an elaborate bracing system
to keep the dam in place during
construction of the apron. It was
believed at the time that, when the
water was drained away from the
spilling basin, there would be a loss
of pressure at the downstream side
of the dam and that support braces
were needed as compensation.

According to George Berman,
chief of the Commission's Geo-
technical Section, Commission
engineers monitored the spillway
for possible movement and deter-


mined, during the first phase of the
project, that the braces were
neither functional nor necessary.
Upon his recommendation the
braces will not be duplicated in the
second phase, producing a savings
to the Commission of $280,000.
Robert W. Adams, project
inspector of the Construction
Management Branch, believes the
design modification will also speed
completion of the project, now
scheduled for August. Not only
will the time-consuming task of
installing the braces be eliminated,
but pouring the concrete slab will
be facilitated by the absence of the
cumbersome support structure.
When the cofferdam is in place,
the water-which is 20 to 26 feet
deep-will be removed by three
electric pumps, each capable of
extracting 5,000 gallons of water
per minute. The pumps will run
continuously as lean concrete is
poured into the rock cavity, on top
of which will be laid the 3-foot
thick concrete apron that will
extend 46 feet into the basin. Once
the concrete has cured, the coffer-
dam will be removed.

Unlike earlier generations of locks
personnel who learned the many
procedures mainly through on-
the-job training, future employees
will be able to augment their
training' with'-a' complete -visual
record of each step in dozens of
complex procedures and a concise
and accurate spoken explanation
in English or Spanish.
Ten film segments, varying from
10 to more than 30 minutes in
length, were required to cover the
many phases of the work. As they
have been completed, each has
been used to pre-brief Canal
workers at all levels on the
thousands of technical steps in-
volved in the removal, overhaul,
and replacement of the gates,
valves, and other vital elements
needed in the lockage process. The
entire series can be viewed in 3
hours, but the intention is to show
segments as needed to deal with the
type of operations scheduled.
"We have found that the train-
ing films provide a first-rate aid in
preparing new employees for par-
ticipation in our annual locks
overhauls scheduled during the dry
season," Locks Division Chief
Lawrence Barca states. Since not
every phase is needed each year,
the films also serve as a refresher
course for veteran employees who
may not have been involved in a
particular operation for several
years. "Next to actual 'hands-on'
training," he says, "the films are


one of the best methods we've
found to indoctrinate our people in
the approved and tested methods
of doing a wide range of intricate
industrial jobs."

Commenting on the completion
of the series, Graphic Branch Chief
Cleveland Soper announced,,"Now
all., we have to do is to keep.
updating the films as new methods
and materials are adopted by the
Locks Division. We know that this
program will never really be
completed, and we're already
making plans to 'film several
phases of the next, overhaul to
update a number of segments."
Although the series is directed at
Locks Division personnel, other
individuals and organizations are
also welcome to view them. The :

film and its running time in

* Diferentes m6todos de trata-
miento-Si su m6dico sugiere
un m6todo de tratamiento, pre-
glintele si hay un tratamiento
menos costoso que sea igual-
mente efectivo. Por ejemplo,
muchas cirugias menores que se
realizan en los hospitals pueden
efectuarlas con seguridad y a
menor cost en la clinic de un
medico o en la secci6n de consul-
ta externa de algfn hospital.
* Uso exagerado de servicios-Es-
to ocurre cuando los asegurados
reciben atenci6n m6dica y dicha
atenci6n no es necesaria. Hagase

Universidad del Canal
ofrece nuevo program
Un nuevo program para optar
por el titulo en Ciencias Terrestres
se iniciara en la Universidad del
Canal de Panama el pr6ximo
semestre. El program es de dos
afios y esta abierto a personas de
ambos sexos interesadas en una
carrera cientifica modern que
involucre el studio de nuestro
planet.

El program ofrece el titujo de
Asociado en Ciencias (AS), que
puede ser utilizado para lograr
empleo. como t6cnico o como
documentaci6n adicional para
continuar.estudios en centros con
programs de cuatro afios en
Ciencias Terrestres, como son la
Universidad de Michigan, la Uni-
versidad de Washington y la
Universidad Estatal de Iowa.
Se dictaran las classes en la
propia universidad v en 1a Escuela
de Cartografia del.tServicilo'(M'a
d6sico Interamericano. Durante el
program, se dictaran cursos en
fotogrametria, cartografia inter-

Brandenburg, un expert en RCP L

Motivado a estudiar medicine
de emergencia por el temor de que
algfn miembro de su familiar
sufriera un accident, Clark Bran-
denburg, especialista de seguridad
de la Divisi6n de Protecci6n del
Canal, ha dedicado muchos afios
de su vida al studio y a la
ensefanza de los primeros auxi-
lios, t6cnicas m6dicas de emergen-
cia y mas recientemente, la Resuci-
taci6n Cardio-Pulmonar (RCP). El
mes pasado, el Sr. Brandenburg
recibi6 una certificaci6n de la Cruz
Roja Americana que lo acredita
como "Instructor" en la t6cnica
RCP. Esta certificaci6n la cual es
muy dificil obtener, hace del Sr.
Brandenburg el 6nico funcionario
de la Comisi6n del Canal de
Panamhf con tal calificaci6n.
Como ex-miembro de las divi-
siones de Bomberos y de Policia, el
Sr. Brandenburg ha respondido a
varias emergencies graves. El
adiestramiento en medicine de
emergencia que recibi6 en el
Hospital Gorgas en 1977 le ha
proporcionado la capacidad para


tender parts y a victims de
"shock", respiraci6n dificil, enve-
nenamiento y desangramiento.
Preguntado si ha sentido miedo
durante tales moments de extre-
ma tensi6n, el Sr.' Brandenburg
responded: "Inhalo profundamente,
y mientras trato de tomarle el
pulso al paciente, siento c6mo el
mio late apresuradamente. Conoz-
co mi trabajo y cuido de la victim
con lo mejor de mis habilidades".
El Sr. Brandenburg ha dictado
muchas charlas y hecho demostra-
ciones a varias unidades de la
Comisi6n y organizaciones civicas,
incluyendo las escuelas primaries
del Area del Canal, la Organiza-
ci6n de Mujeres Empleadas Fede-
rales, y la Iglesia Mormona. Su
mas reciente demostraci6n de la
t6cnica de Resucitaci6n Cardio-
Pulmonar fue auspciada conjunta-
inente por el Club Rotario de
Panama y la Sociedad Americana.
Su familiar, la RCP y el golf son
los tres grandes amores del Sr.
Brandenburg. Ademas, esti vincu-
lado activamente en la promoci6n
p6blica de las t6cnicas de salva-
mento.

SPILLWAY DEL CANAL DE PANAMA


Empleado de las esclusas empenrado en fijar record mundial

Robert L. Webb, programador
de mantenimiento.en las Esclusas
de Gat6n, es un aficionado a las
embarcaciones, la exploraci6n y la
aventura. Esa combinaci6n de
aficiones lo ha llevado a realizar
muchas hazafias, la 6ltima de las
cuales es la construcci6n de un
bote. La construcci6n se estai
Ilevando a cabo en el Taller de
Pasatiempos de Mindi, donde hay
galerias de alquiler para trabajos o
almacenamiento para personal
military y de la Comisi6n del Canal
de Panama.
El Sr. Webb esta construyendo
un bote de pesca de fondo piano,
costados altos y acampanados,
proa de forma puntiaguda y popa
en forma de"V". El bote tendrA 50


pies de largo y, hasta donde sabe,
sera el mas grande de este tipo
jams construido. Tanto el Sr.
Webb como su esposa Joan
coinciden en ponerle el nombre
Hunky Dory y proyectan navegar
por el Oc6ano Pacifico cuando 1l
sejubile. Mientras tanto lo utiliza-
ran para explorer las aguas locales.
Hist6ricamente, estos botes, Ila-
mados "dori" por los indios
Miskitos de Nicaragua y Hondu-
ras, son llevados a bordo de los
grandes barcos pesqueros para ser
usados por los pescadores indivi-
duales. Los franceses han construi-
do botes de este tipo con el nombre
de "St. Pierre", de 35 pies de largo,
con cabinas que les den la
apariencia de barcos casa. El Sr.
Webb dijo que siempre quiso tener

un bote en donde pudiera vivir
mientras exploraba el Pacifico
Sur; pero el alto costo de ese tipo
de embarcaci6n, lo indujo a
construir una 61 mismo. Decidi6
construirla siguiendo los linea-
mientos de bote tipo St. Pierre,
porque es de facil construction, y
las facilidades disponibles y las
herramientas y equipos necesarios
estaban a mano.
Antes de empezar la construc-
ci6n del Hunky Dory, el Sr. Webb
disefi6 y construy6 algo parecido
de 17 pies como modelo de ensayo.
A este le puso el nombre de
Mistress, y le install un motor
fuera de borda para usarlo en lagos
y rios. La construcci6n dur6
apenas 3 meses, pero el Sr. Webb
piensa que el Hunky Dory tomara
various afios.
El Hunky Dory tiene la cuader-
na o armaz6n de cedro amargo,
con el revestimiento exterior de
pino. Despu6s de afio y medio de
planificaci6n y trabajo, la estruc-
tura comenz6 a tomar apariencia
de bote. Despu6s que termine de
colocar los lados, el Sr. Webb
proyecta sacar el bote fuera de la
galera durante la estaci6n seca
para terminar el casco y entonces
voltearlo para afiadirle la cabina.
En lo que se refiere a pericia,
dice que la esta adquiriendo
mientras trabaja. Todo lo que sabe
de construir embarcaciones lo.
aprendi6 de los libros, muchos de
los cuales se encuentran en su
biblioteca. "Deberias ver nuestra
biblioteca", dijo sonriente su es-
posa Joan.
Debido a que en ocasiones la
madera que compra esta "verde" y
se encoje durante el process de
secado, el Sr. Webb ha construido
un horno para secar la madera
antes de utilizarla. El horno es un
gabinete largo de madera con una
pequefia calentadora adentro; to-
ma como una semana secar una
remesa de madera.
Los botes son construidos en
base a una tabla de especificacio-
nes, explica el Sr. Webb. Para


confeccionar la tabla, el Sr. Webb
hizo un dibujo del tamafio del bote
en el piso del area de construcci6n.
Estima que el motive de que el
tamafio de los botes de ese tipo est6
restringido a 35 pies es que un bote
mis grande tendria un armaz6n
mis d6bil y podria romperse mis
ficil en el agua. Por consiguiente,
ha construido su "dori" con un
fondo de 2 pulgadas y media de
grosor. Tambi6n ha colocado el
armaz6n y las tablas exteriores en
tres direcciones distintas para
brindar resistencia adicional a la
estructura terminada. La madera
es protegida con un preservative,
luego cubierta con "epoxy" y
pintada.
Cuando est6 terminado, el bote
tendrA un aparejo de queche, el
cual consistira de una vela cangreja
principal con una vela mesana en
la popa. La cabina sera de 21 pies
de largo y 10 de ancho, incluyendo
la cocina, una mesa con bancas a
ambos lados, un servicio y dos
literas-una sencilla y una double.
La cubierta posterior sera una
especie de patio y, seg6n el Sr.
Webb, "la piscina estara alrededor
del bote".
De acuerdo con el Sr. Webb,
uno nunca sabe qu6 es lo que puede
presentarse en la construcci6n de
un bote. Uno de los problems que
ha surgido recientemente se refiere
a la madera para el casco. Se ha
dado cuenta de que la madera
gruesa que esta usando no se dobla
ficilmente a trav6s del contorno
del bote.
Otro problema, quizas el mas
serio, es que probablemente tenga
que desalojar el lugar .de la
construcci6n antes de que tenga el
bote en condiciones adecuadas. Si
esto sucede tendria un gran
problema, ya que el bote es
demasiado grande para ser trans-
portado por carretera. Sin embar-
go, esti Ileno de optimism y cree
que 6ste problema podra ser
resuelto.
Preguntado sobre el manteni-
miento una vez que la embarcaci6n


haya sido botada, el Sr. Webb dijo
que el mantenimiento de un bote es
una responsabilidad constant .
"Si el bote esta debidamente
construido y ventilado, manifest,
"el mantenimiento es much mas
ficil". Sin embargo, el casco debe
ser raspado y reparado aproxima-
damente cada 6 meses en el tr6pico
para quitar las lapas que disminu-
yen la velocidad y la eficiencia.
El Sr. Webb esta construyendo
el dori solo, aunque la Sra. Webb
lo ayuda con los dibujos y con los
calculos, y le presta su apoyo
moral acompafiAndolo mientras
teje. Su hija Karen, de 15 afios, se
acerca de vez en cuando pero no se
involucra en la construcci6n.
El Sr. Webb no tiene ning n
apuro en terminar su proyecto
siempre que pueda tener un lugar
d6nde trabajar, al tiempo que
disfruta de la educaci6n que
conlleva. Dice que puede jubilarse
el pr6ximo aflo, pero posiblemente
no lo hara porque a 6l y a su familiar
"les encanta Panama".
El hecho que el Sr. Webb pueda
jubilarse de la organizaci6n del
Canal es otra historic aparte. Tras
quedar varado en Panama por
falta de fondos, entr6 a trabajar en
1962 como empleado temporal
durante un reacondicionamiento
de esclusas. Habia navegado desde
Hawaii a Estados Unidos en un
velero de 36 pies, y estaba rumbo a
Brasil, donde pensaba navegar por
el Rio Amazonas. El fracasado
viaje por el Amazonas, que hizo 9
meses despuds, no fue terminado,
pero fue recompensado por sus
hazafias posteriores. En 1970, el
Sr. Webb viaj6 de Panama a
Hawaii en una piragua a la que
puso el nombre de Liki Tiki Too,
con inicamente un gatito de
compafiero. Finalmente, en 1975
hizo una travesia por el Tap6n del
Dari6n en motocicleta.
Entre hazafa y hazaia, el Sr.
Webb continia trabajando en el
Canal de Panama, cosa que
consider que en si es una
aventura.


Para Linda Barrera ser electricista del Canal es un desaffo


Seg6n S6crates, basta que la
mujer sea igualada con el hombre
para que sea superior. Pero Fannie
Hurst escribi6 que una mujer
necesita ser dos veces mejor que un
hombre para poder llegar tan solo
a la mitad del camino. En alg6n
punto medio en donde se separen
tan divergentes punts de vista, se
da el hecho de 'que, en cantidad
creciente, las mujeres estan inva-
diendo campos laborales hist6rica-
mente designados como "trabajo
de hombre". Y no s6lo estan
logrando dominar -las destrezas
necesarias y cumpliendo con el
trabajo requerido, sino que igual-
mente se estan incorporando al
equipo con total aceptaci6n de sus
contrapartes masculinas.
En la Comisi6n del Canal de
Panama, tal es el caso de Linda de
Barrera, una electricista MG-10
que labor en el Taller de Repara-
ciones El6ctricas de las Esclusas de
Pedro Miguel. Durante el reciente
reacondicionamiento de las esclu-
sas a principios de 1982, la Sra. de
Barrera trabajaba diariamente de
10 a 12 horas, soportando los
calcinantes rayos solares, vadean-
do por el agua en las alcantarillas
de las esclusas, trabajando en el
alumbrado, introduci6ndose en los
tlneles, haciendo lo que fuera
necesario para cumplir con sus
funciones.
La Sra. de Barrera fue igualmen-
te una de dos electricistas escogi-
das para reacondicionar y rehabili-
tar una locomotora que se habia


dafiado. "Me senti orgullosa de ser
escogida para esa tarea", afirm6.
"Esas locomotoras cuestan mas de
un mill6n de d6lares, y ponerlas a
funcionar nuevamente en lugar de
comprar una nueva, represent un
gran ahorro para la Comisi6n".
Los dos electricistas y un capataz
realizaron el trabajo de electrici-
dad en la locomotora, tarea que les
tom6 unas 6 semanas. Con la
experiencia que se ha ganado,
estima que esa misma labor
tomaria en el future unas 4
semanas.
Linda de Barrera se gradu6 de la
Escuela Secundaria de Paraiso en
diciembre de 1974 y de la Universi-
dad del Canal de PanamA en mayo
de 1979, con Licenciaturas en
Matemiticas y en Tecnologia. Su
variada carrera antes de ingresar al
program de aprendices en 1976
incluy6 posiciones de estudiante
asistente durante un period de
vacaciones escolares con la Oficina
de Personal y I afio con la
Biblioteca del Canal de Panama.
Luego de graduarse de la
Escuela de Aprendices en enero de
1980, la Sra. de Barrera sigui6
trabajando en las Esclusas de
Pedro Miguel donde habia termi-
nado su period de aprendizaje.
En algunas ocasiones hace las
veces de capataz en ausencia del
titular. Aun cuando esta casada, y
es madre de una nifia de 3 afios,
Linda de Barrera trabaja turnos
rotativos, particularmente cuando
es ascendida temporalmente o estA


mejorando sus conocimientos en
reparaci6n de locomotoras.
Cuando no esta asignada a
proyectos especiales, la Sra. de
Barrera trabaja en labores de
mantenimiento de las Esclusas de
Pedro Miguel, junto a unos 52
electricistas, ayudantes y capata-
ces. Esa labor incluye la reparaci6n
de locomotoras de remolque y del
sistema el6ctrico de los t6neles de
las esclusas, el alumbrado y los
sistemas de sefiales, los controls
remotos conectados a los tableros
de los controls centrales de las
esclusas.
A media que Ilegan nuevos
aprendices. la Sra. de Barrera
ayuda a adiestrarlos. Reciente-
mente, otras dos damas electricis-
tas se graduaron del program de
aprendices y hay otra recibiendo
adiestramiento.
Cuando se le pregunt6 c6mo
ingres6 al program de aprendices,
la Sra. de Barrera respondi6 que
necesitaba un trabajo y que su
novio (actualmente su esposo) le
recomend6 que Ilenara una solici-
tud. El program fue para ella una
experiencia totalmente nueva. "Nun-
ca antes habia tenido un destorni-
Ilador en la mano", admiti6.
"Pero, descubri que me iba gustan-
do lo que hacia", afiadi6. "y no
creo que deje de hacerlo". Del
taller de electricidad, dijo que "es
perfect; no desearia trabajar en
ninguna otra parte".

valvula de escape al exceso de agua
en el Lago de Miraflores. En la
historic del Canal, este exceso ha
sido nominal, resultando del flujo
de los tributaries que alimentan el
lago y de la descarga de las
Esclusas de Pedro Miguel. Sin
embargo, en el supuesto de un
accident, el Vertedero estA tam-
bi6n disefiado para deshacerse de
la gran cantidad de agua que
pudiera fluir hacia. el Lago de
Miraflores desde el nivel mas alto
del Lago de Gat6n. En consecuen-
cia, s61o unal cuarta parte de la
capacidad hidrAulica de 100,000
pies c6bicos por segundo que tiene
el Vertedero, ha sido utilizada.
En el pasado, estos requerimien-
tos relatives de disposici6n de
aguas liyianas fueron atendidos
simplemente abriendo la primera
rejilla una o dos veces al dia. Hace
20 ailos, investigaciones submari-
nas revelaron que la caida del agua
en el mismo lugar estaba provo-
cando la erosi6n de la piedra en el
estanque, y a los ingenieros les
preocupaba que la erosion causara
alg6n dia el deslizamiento del
dique. Comenzandoen 1962, todas
las rejillas fueron puestas en
servicio, y se iniciaron studios
para determinar cuales podrian ser
las medidas correctivas que pudie-
ran tomarse.
El problema de la erosi6n en la
line de base aguas abajo deldique
fue detcctado por ingenieros del

Canal a comienzos de los afios 60.
La factibilidad y conveniencia de
su idea de construir un z6calo de
concrete para contrarrestar la
erosion fueron confirmadas poste-
riormente mediante pruebas hi-
draulicas modelo practicadas por
la Estaci6n Experimental de Vias
Fluviales del Cuerpo de Ingenieros
en Vicksburg, Mississippi. Los
disefios finales, sin embargo, no
fueron preparados sino hasta en
1979, cuando le fue adjudicado el
contrato de disefio a la firma
Harza Engineering Co., de Chica-
go, Illinois. Luego, en 1980, la
firma panamefia J. Young, S.A., se
adjudic6 el contrato por $3 mi-
Ilones para realizar la construc-
ci6n.
Los plans, que indicaban un
ataguia de dos etapas, estAn siendo
modificados a media que el
proyecto entra en su segunda
etapa. El plano original incluia un
complicado sistema de apuntala-
miento para mantener el dique en
su lugar mientras se construia el
z6calo. Se creia en aquel entonces
que, cuando se drenaba completa-
mente el estanque, habria una
p6rdida de presi6n en el lado
corriente abajo del dique, y que la
compensaci6n la darian los brazos
de apoyo.
El jefe de la Secci6n Geot6cnica
de la Comisi6n George Berman, ha
sefialado que los ingenieros de la

Comienzan mafiana Juegos Deportivos Juveniles en Panamai


Aproximadamente 3,000 j6ve-
nes panamefios, entire 12 y 20 afios
de edad, participaran en los
Primeros Juegos Juveniles, que
serAn inaugurados mafiana en el
Estadio Revoluci6n de Juan Diaz.
Los juegos continuarAn hasta el I I
de agosto y comprenderan compe-
tencias de pista y campo, balonces-
to, fAtbol, softbol, boxeo, lucha,
ciclismo, esgrima, gimnasia, nata-
ci6n, tenis, karate, judo, tiro,


levantamiento de pesas, ping pong,
y volibol.
Los juegos tendran el mismo
format de las Olimpiadas, pero
los participants estarAn represen-
tando a las distintas provincias de
la Rep6blica. Se celebran bajo la
i gida del Institute Nacional de
Deportes, con la colaboraci6n de
varias otras instituciones del go-
bierno y el sector privado. Los

Comisi6n "monitorearon" el Ver-
tedero en busca de posibles movi-
mientos, y descubrieron durante la
primera etapa del proyecto que los
brazos no eran funcionales ni
necesarios. Recomend6, por tanto,
que no se repitieran los brazos en la
segunda etapa, con lo que se
producia para la Comisi6n un
ahorro de $280,000.
Robert W. Adams, inspector de
obra del Ramo de Administraci6n
de Construcciones, piensa que la
modificaci6n del disefio tambi6n
acelerara la terminaci6n del pro-
yecto, fijada ahora para agosto.
No s6lo quedarA climinada la
instalaci6n de los brazos, que tanto
tiempo consume, sino que se
facilitarA el vaciado de las losas de
concrete dada la ausencia de tan
inmensa estructura de apuntala-
miento.
Cuando el ataguia este ya en su
lugar, el agua-de una profundi-
dad de 20 a 26 pies-serA drenada
mediante tres bombas el6ctricas,
cada una capaz de extraer 5,000
galones de agua por minute. Las
bombas funcionaran continua-
mente a media que se vacia el
hormig6n magro en la cavidad
rocosa, sobre el que se colocarA el
z6calo de 3 pies de ancho que se
extender 46 pies dentro del
estanque. Una vez curado el
hormig6n, el ataguia sera re-
movido.
