Cardenas phones to


switch over to PCC


On June 29, 1982, telephone
subscribers in the townsite of
Cardenas will become the customers
of the Panama Canal Commission.
Starting at approximately 12:00
noon, Cardenas telephone sub-
scribers will have about a two-
minute interruption in service as
each -individual line is being trans-
ferred from the Army system to the
Commission system.
After the change has been made,
the Commission will handle all
requests for. telephone service in-
cluding repair calls. No changes of
present telephone equipment will be
accepted at - this time. The Tele-
phone Section will announce in the
SPILLWAY and Southern Command
News when requests for changes will
be accepted. This will include
requests for push button (Touch-
Tone) dialing, relocation of equip-

On July 17, 1981, the SPILLWAY
published an article on the benefits
covered in on-the-job injuries by
Panama's Social Security System,
the Caja de Seguro Social (CSS).
Recently, the Panama Canal Com-
mission's Office of Health and Safety
received updated information from
the CSS Economic Benefits Direc-
torate through a pamphlet entitled,
"What Is the Workman's Com-
pensation Program?"
In question and answer form, the
pamphlet offers Commission em-
ployees who are covered under
CSS information pertaining to on-
the-job injuries. The information is
reprinted below with the suggestion
that it be clipped and savedfor ready
reference.

Students do research in Gaillard Cut


Four students from the Santa
Maria La Antigua University in
Panama City have recently begun a
Panama Canal Commission training
program on the design of deep
excavations. Jos6 B. Carreiro P.,
Samuel Cohen, Asunci6n Est6vez C.
and Rolando A. Rivera E. will study
landslide control along the Panama
Canal, with special emphasis on
developing better-defined rules for
carving deep excavations.
"The students are working on their
graduation theses," Civil Branch
Chief Manuel Quintero explained.
"We are helping them by giving them
access to Gaillard Cut for their
research and they are helping us by
providing us with information we
need." He said their research will be
particularly important in connec-
tion with landslide control and
future Canal improvements.
The program is sponsored by the
Commission's Engineering Division
and is under the supervision of the
Chief of the Soils and Foundations
Section, George Berman. Mr. Ber-

tion cover?
Any accidents sustained by public
or private employees under the
following circumstances:
* While carrying out his em-
ployer's orders or rendering services
authorized by the employer, whether
or not the employee is at his worksite
or performing duties outside work-
ing hours.
* When the accident occurs at the
worksite, before or after working
hours, or during breaks, if the

will substantially increase the current
store of knowledge on the subject,
since Gaillard Cut, one of the few
existing examples of the art, offers, a
unique opportunity to study deep
excavation design. Each student will
concentrate on a different aspect of
the subject by testing, experimenting
and studying in a specialized area.
According to Mr. Quintero, the
program will save the Commission
the cost of hiring engineers to do
similar work.
According to Mr. Berman, land-
slides along the Canal have been a
continuing problem for past and
present Canal designers. The original
designers were the top men in the
field at the time, but their work was
conducted a full decade before
geotechnology became an accepted
science, and therefore prior to the
formulation of any tested guidelines
for cutting through layers of soil and


rock. Mr. Berman said if the current
knowledge of deep excavation de-
sign had been available to the
Canal's original designers, con-
siderably less time, money and effort
would have been expended. He
stressed, however, that even toda3
far too little is known of this science
which had its beginnings in the mid-
1920s.
One thing that is known is that the
excavation slope must be gauged
according to the type of soil, the soi
layer.structure and the path anc
force of water traveling through th(
soil. Taking these factors intc
consideration, it is possible tc
compute an angle of cut that wil
minimize the amount of excavatior
necessary as well as reduce the risk o!
landslides.
Mr. Berman said the students wil
familiarize themselves with the slope
designs originally employed in Gail-
lard Cut,paying particular attention
to earlier mistakes. They will their
study known methods of avoiding
such mistakes and go on tc
experiment with new methods.

Weekday swim classes
The Balboa Armed Services
YMCA will offer three separate
swim classes beginning on July 6. All
classes will meet for four weeks on
Tuesday and Thursday afternoons.
"Infant Swim" for children ages 6
months to 3 years will meet from
4:30 to 5 p.m., and a parent must
accompany the child in the water.
Classes for children ages-4 to 17 will
be from 5 to 5:45 p.m., and an adult
class will follow from 6 to 6:45 p.m.

"Expert" in etiquette educates others

While most of us prefer to leave
the job behind when the shop closes
at the end of the day, there are a few
people who use their professional
knowledge and talents during their
free time for the benefit of others.
Carmela Lowe Gobern of the
Panama Canal Commission Office
of the Staff Assistant is such a
person.
With responsibilities that include,
but are not limited to, arranging
Canal orientation tours, planning
itineraries for official visitors, setting
up Master Key Award presenta-
tions, keeping track of the diplo-
matic corps in Panama and ar-
ranging courtesy calls on the Ad-
ministrator and Deputy Admin-
istrator, Ms. Gobern is required to
have a good working knowledge of
both protocol and etiquette.
The fact that her knowledge in
these areas is more than adequate is
documented by Staff Assistant
Edward M. Chism, who describes
her as "an expert." Although Ms.
Gobern modestly denies this, most
observers would agree with Mr.
Chism.
The commendable work she does
for the Commission is, in itself,


ample evidence of Ms. Gobern's
talents, but the Commission is not
the only benefactor. In addition to
the advice she supplies in her
column, "Tips on Etiquette," which
appears weekly in The Sunday
Republic, Ms. Gobern gives in-depth
etiquette workshops to church youth
groups and other interested or-
ganizations in Panama. She has also
written a booklet on wedding
etiquette, which provides helpful
hints to brides who choose to have a
non-traditional wedding.
Ms. Gobern reports that she has
always been interested in protocol
and etiquette, and says that landing a
job in the Protocol Office (now the
Office of the Staff Assistant), was a
very nice coincidence. Naturally,
after working approximately 10
years in her present position, her
interest has grown, her knowledge
has broadened and her feelings have
intensified.
"I believe that people should know
the proper thing to do, whether or
not they choose to do it." she says.
She explains that rules of etiquette
are not binding ultimatums, meant
to enslave us, but useful guidelines as
to the "right" thing to do. "Knowing
these guidelines makes it easier to
avoid awkward or embarrassing

situations and following them shows
consideration for others." she goes
on to say.
Ms. Gobern's interests and talents
are not limited to etiquette and
protocol-she also has an active
interest in the journalism and public
relations field, and occasionally
writes feature stories for The Sunday
Republic. She feels that her most


important role as a writer is to
provide people with useful informa-
tion.
For example, when Ms. Gobern
sensed the amount of concern and
alarm locally over reports on the
spread of the Africanized Bee, she
decided to write an article to dispel
circulating rumors and misinfor-
mation. A former employee of the


Smithsonian Tropical Research In-
stitute, she had previously had the
opportunity to discuss the subject
with Dr. David W. Roubik, who has
been involved in an extensive study
of the bee. Based on these dis-
cussions and a recent interview with
Dr. Roubik, she wrote the story to
set the record straight and to put
readers' minds at ease.
Charging nothing for the valuable
services she provides through her
articles, workshops and column, Ms.
Gobern claims that she gets "satis-
faction just knowing that people
read 'Tips on Etiquette' and learn
from it. And I enjoy writing it," she
adds.
Ms. Gobern gleans most of her
information on etiquette from refer-
ence books as well as from her
experience. She has also participated
in a two-day seminar on table
etiquette and protocol which was
offered at the Panama Hilton Hotel.
Her aspirations include attending a
seminar on etiquette and protocol on
the international level, and writing a
comprehensive book on the subject
specifically geared to the Panama
area.
Ms. Gobern resides with her
husband, Alonso, and their two
children. Kajali Giscard, 5, and
Nailah Aisha, 11 months, in the
Reparto Chanis area of Panama
City. Mr. Gobern works in the
computer department at INTEL.

July fourth to be festive day for all


Organizing committees on both
sides of the Isthmus are busy
preparing festive U.S. Independence
Day celebrations to be held at Fort
Clayton and Fort Gulick on July 3
and 4.
The Pacific Fourth of July
committee is headed by Archie Hagy
of the Amador American Legion,
while events on the Atlantic side are
being coordinated by Katie Wiggen-
bach, who represents the Gatun
Residents' Advisory Committee.
Plans include parades, fireworks,


band concerts, greased pole climb-
ing, softball games, bowling, food
and beverages, nursery care, and lots
more. Next week's SPILLWAY will
include a complete schedule of all the
events.
The Pacific-side parade will begin
at 9 a.m., with the reviewing stand in
front of Building 95, in Fort Clayton.
Lt. Gen. Wallace H. Nutting,
Commander-in-Chief, U.S. South-
ern Command, will be the Parade
Marshal, while Brig. Gen. Ruben
Dario Paredes, Commander-in-


Chief of the Panamanian National
Guard, will be the Honorary Parade
Marshal.
On the Atlantic side, the parade
begins at noon, and the reviewing
stand will be in front of the Fort
Gulick post office. Col. Neal R.
Christensen, Deputy Brigade Com-
mander for Support, will be the
Parade Marshal.
Activities for the Fourth of July
celebrations which require advance
reservations or preparations are

PCC swim meet
The Panama Canal Commission
Recreation Services Branch will
host the 29th Annual Independence
Day Swim Meet at 1 p.m. on July 4
at the Balboa Swimming Pool. The
event is open to dependents of Com-
mission employees, DOD civilians
and active duty military personnel
and to all students attending DODD
schools.
Entry forms are available at the
Balboa, Los Rios and Gamboa
swimming pools, and must be
completed and returned to the
Balboa Pool by June 27. Parental
consent must be noted on the entry
form, along with a certification that
the participant is physically able to
compete.
The meet will feature freestyle,
breaststroke, butterfly and back-
stroke. Amateur Athletic Union
(AAU) rules will govern starts, turns,
strokes arid finishes. Participants
may register for any two events
within their age group. Age will be
determined as of the day of the meet.

Road race
The Firecracker 5000 Road Race
will kick off this year's Independence
Day activities at 5 p.m. on July 3.
Competition will include an open
category, as well as youth (19 years
and below) and masters (40 years
and over) categories, and awards will
be given out.
The race will begin at Building 95,
Fort Clayton. Registration is $3 and
may be completed at the Morale
Support Activities office (Building
154, Fort Clayton), at the Zodiac
Recreation Center in Howard Air
Force Base or an hour before the
race at the starting point.
POW-MIA recognition
President Ronald Reagan has
declared July 9 as National POW-
MIA Recognition Day. In the Canal
area, former prisoners of war and
service members declared missing in
action and families of former or
current POWs or MIAs will be
honored during the Fourth of July
parade on the Pacific side.

Shuttle bus
Independence Day shuttle bus
service for the Pacific side will run
through Fort Clayton, Howard-
Kobbe and Albrook. Residents of
Commission townsites can park at
the Albrook Post Office to catch the
buses that will be departing from
there approximately every 10 min-
utes from 8 a.m. until 8:30 p.m.

Special activities planned for the
Pacific-side Fourth of July festivities
include roller skating, an aqua
scooter program and bowling tour-
naments.
The Fort Clayton Elementary
School Gymnasium will be open for
roller skating according to the
following schedule: children under 8,
12:30 to 1:45 p.m.; ages 8 through 18,
2 to 3:15 p.m.; and adults, 3:30 to 5
p.m. All skaters must bring their own
skates with polyurethane wheels.

Shuttle bus
On the Atlantic side, Indepen-
dence Day shuttle bus service will
run from 10 a.m. to 5 p.m. for the
townsites of Coco Solo and Gatun.
Beginning at Lake Road and
Holland ,Road and moving through
the townsite, a bus will pick up Coco
Solo passengers every hour on the
hour. Another bus will drive through
the main thoroughfares of Gatun
every hour on the hour to pick up
passengers there. Every houi on the
half hour, buses will leave Fort
Gulick en route to these townsites.
Bearing Fourth of July banners, all
shuttle buses will be easily iden-
tifiable.

BHS awards given


The forty-first Balboa High School
Annual Awards Presentation honor-
ing outstanding students in all areas
of school life was held on May 26 at
the Balboa High School auditorium.
The presentation was dedicated to
Miss Donna Stuebe, a retiring
guidance counselor at Balboa High
School who came to the Isthmus in
1954 as a physical education teacher.
She later became a counselor and for
several years has been the chair-
person of the guidance department.
The high school's new mini-career
library, which contains extensive
pamphlet files, career booklets,
occupational microfile, and career
tapes, is tangible evidence of Miss
Stuebe's dedication to helping young
people plan for the future.
Many students and teachers were
given special recognition at the
ceremony. For example, students
who have maintained a perfect "A"
average thus far in their high school
careers were named: John Frye,
graduating senior; Andrea Cheville,


Stephen Dobrot and Virnna Vidau-
rri, juniors; and Lisa Lamb,
Katherine Morris, Noeline Mor-

work or back, the report must be
submitted at least within 24 hours.
The accident report shall be sub-
mitted in writing to the Panama
Social Security on the form "Em-
ployer's Accident Report."
What are the requirements to
receive these benefits?
* To be employed and enrolled in
the Workmen's Compensation pro-
gram.
Is there a period to apply for work
accident benefits and what are the
provisions if the employee willingly
or unwillingly fails to apply for these
benefits within such period?
* The rights and procedure to
claim annuities or funeral assistance
expire 2 years from the date of
eligibility. The right to claim per-
manent disability annuities expires 2
years from the date when the
permanent disability has been de-
clared. With regard to survivor
annuities, they also expire in 2 years
after the death of the insured. If the
benefit is not requested within this
period, entitlement is lost.
What are the medical benefits,
prosthesis and orthopedic services to'
which the employee is entitled?
* They are any medical, hospital,
and surgical assistance, as well as
medication and other therapeutical
elements his condition may require.
If an employee has an accident
and needs immediate medical at-
tention, what is the procedure?
* If, due to the seriousness of an
accident, the victim is taken to a
medical center not belonging to the
Panama Social Security or under a
contract with it, the employer shall
report this fact to the Economic
Benefits Executive Bureau. The
Social Security shall then send a
doctor to the place where the

the Fort Amador Officers'Club. Mr.
Parsons, from the consulting firm of
Freeman, Fox, and Partners Con-
sulting Engineers, London, England,
is in charge of the design of the
bridge. He will talk about con-
struction and design of suspension
bridges and will show a film on the
construction of the Bosporus bridge
in Istanbul, Turkey.

reveals that the victim may be moved
without danger to his life and that it
will not worsen his injuries, the
Social Security shall proceed to
transfer him to Social Security
medical facilities. The Social Se-
curity shall assume any costs in-
curred while he is not in a condition
to be moved.
Under what conditions would a
temporary disability be granted to an
employee who has had an accident?
* When as a result of a line-of-
duty accident or occupational illness
an employee is temporarily unable to
work, whereupon his pay stops while
permanent disability has still not
been declared, the subsidy starts as
soon as the disability occurs.
On the basis of which salary is the
disability subsidy calculated; what is
the amount, and how long is it paid?
* On the basis of the salary of the
last two (2) months on which quotas
have been paid, as credited in the
employee's account. 100 percent of
the salary is paid for 2 months; if the
disability exceeds 2 months, 60
percent is paid up to a year, unless a
Social Security committee decides to
extend this period.
How is a permanent partial
disability annuity calculated?
* If the disability is 36 percent or
more, a monthly annuity shall be
paid and granted initially for 2 years.
If after such a period the disability
persists, the annuity shall be on a
permanent basis. The annuity is
calculated by multiplying the per-
centage of disability by the average
monthly salary of the last 12 months
prior to the date of the accident.
Example: Juan Perez, holder of
SS No. XXX-XXXXX, had an
accident on August 12, 1974. His
monthly salary is B/.300, and he has
paid into the SS on the basis of this
amount for the last 12 months. The
Medical Examining Board has
established a 40 percent disability,
pursuant to Article 21, 10 of the
appropriate law.

or disabled relatives who have been
financially dependent on him.

What is the amount payable to
them and how?
* To the widow or common-law
wife: An annuity equivalent to 30
percent of the insured's salary if she is
an invalid or the sole beneficiary;
otherwise, it would be 25 percent.
* To the children: An annuity
equivalent to 15 percent of the
insured's wages if there is only one
minor; 25 percent if there are two; 35
percent if there are three; and 40
percent if there are four or more.
* If from the start there is no
widow or common-law wife, the
children's annuity shall be 20 percent
of the wages if there is only one child,
or 15 percent each if there are two or
more.
* To the mother: 20 percent of the
insured's salary.
* To the father. 10 percent of the
insured's salary if he is an invalid or
senior citizen.
* To children less than 18 years of
age: the same amounts as established
for the insured's children in the event
they depended financially on him.
* To each of the older and
collateral relatives up to the third
degree of consanguinity, including
senior or disabled persons who
depended financially on the insured,
an annuity of 10 percent and the total
annuities contemplated herein shall
not exceed 30 percent of the
employee's salary.

How long shall these annuities be
assigned?
* They shall be paid for life to the
widow or common-law wife, but
shall cease if the widow marries
again or it is proven that she is living
with a man.
* Annuities shall be paid to the
children up to 18 years of age, or
while their invalidity persists, if they
are invalid. This is also the case of the
deceased's brothers and sisters.
* T6 the mother, the annuity shall
be paid 10 years, as well as to the
father, if he is an invalid or a senior
citizen. To the other beneficiaries
mentioned, the annuity shall be paid
6 years.

What is funeral assistance?
* The Social Security shall pay to
the person who proves he has paid
the funeral expenses of a deceased
insured or annuitant, the amount of
B/.150.

What other services involve
Workmen's Compensation cover-
age?
* The Workmen's Compensation
Program has a Social Work Office
for the major purpose of ensuring
that the injured insured overcomes
any adverse factors resulting from
the accident, such as: Financial
hardship, health, family, emotional,
employment, and housing problems,
income dependency, and others.


Is there an Occupational Safety
Program?
* The Occupational Safety De-
partment, through the Section for
Inspection and Enrollment of Firms,
is engaged in the prevention of work
accidents and occupational diseases
through the programs of the educa-
tion and policy section, industrial
safety and health for vocational and
agricultural and industrial schools,
firms, labor unions and government
agencies.

El 29 de junio de 1982 los
abonados del sistema telef6nico de la
comunidad de Cardenas se converti-
ran en clients de la Comisi6n del
Canal de Panama.
Aproximadamente a las 12 m. los
abonados de Cardenas tendran una
interrupci6n del servicio de unos dos
minutes, ya que cada linea indivi-
dual sera traspasada del sistema del
Ejercito al de la Comisi6n.
Una vez se haya formalizado el
cambio, la Comisi6n atendera todas

Trabajo de investigacidn en Corte Culebra


Cuatro estudiantes de la Universi-
dad Santa Maria La Antigua en
Panama iniciaron recientemente un
program de entrenamiento en la
Comisi6n del Canal de Panama
sobre el disefio de excavaciones
profundas. Jos6 B. Carreiro P.,
Samuel Cohen, Asunci6n Est6vez C.
y Rolando A. Rivera estudiaran el
control de derrumbes en el Canal de
Panama, con 6nfasis en las reglas
aplicables para el desarrollo de
excavaciones profundas.
"Los estudiantes estan trabajando
en sus tesis de graduaci6n", explic6 el
Jefe del Ramo de Ingenieria Civil
Manuel Quintero. "Los ayudamos
ofreci6ndoles facilidades en el Corte
Gaillard para realizar su investiga-
ci6n, y ellos nos ayudan proporcio-
nAndonos la informaci6n que necesi-
tamos". Dijo que la investigaci6n
que realizan es particularmente
important para el proyectado en-
sanche del Corte.
El program es patrocinado por la
Division de Ingenieria de la Comi-
si6n y esta siendo ejecutado bajo la
supervision del Jefe de la Secci6n de
Suelos y Fundaciones George Ber-
man. El Sr. Berman, quien dicta la
catedra en que se basa la tesis de los

El pasado 17 de julio de 1981, el
SPILL WA Y public un articulo sobre
las prestaciones que brinda elsistema
de seguridad social panameno, a
traves de la Caja de Seguro Social
(CSS), en el campo de los Riesgos
Profesionales. Recientemente, la
Oficina de Salud ' Seguridad de la
Comisidn del Canal de Pananmd
recibid de la Direccidn Ejecutiva de
Prestaciones Econdmicas de la CSS,
informacidn actualizada al respect
contenida en el folleto: "igQue es el
Program de Riesgos Profesio-
nales?"
En format de preguntas '
respuestas, el folleto brinda a los
empleados de la Comisidn cubiertos
por la CSS informacidn relative a los
riesgos profesionales. La informa-
cidn aparece reproducida a conti-
nuacidn con la recomendacidn de
que sea recortada y guardada cormo
referencia.

iQue consider como Riesgos
Profesionales?
Los Accidentes sufridos por el
empleado, publico y privado, bajo
las siguientes condiciones:
a Cuando se encuentre ejecutan-
do 6rdenes del empleador o prestan-
do algin servicio con su autoriza-
ci6n, aun cuando ocurra fuera del
lugar u horario de trabajo.
a Cuando lo sufre dentro del
lugar de trabajo, fuera del horario de
labores, puede ser antes o despues de

mes. "Esta informaci6n sera de
dominio p6blico", sefial6. Afiadi6
que las conclusions resultantes
incrementaran notablemente el ba-
gaje de conocimientos sobre esta
material, ya que el Corte Gaillard,
una de las obras de arte que existen
atfn hoy dia, ofrece una ideal
oportunidad para estudiar el diseiio
de excavaciones profundas.

Cada estudiante se dedicara a un
aspect diferente del proyecto ha-
ciendo pruebas, experiments y
studios en un campo especializado.
Segiin el Sr. Quintero, el program
permitira a la Comisi6n ahorrarse el
cost de emplear a ingenieros para
que hagan el mismo trabajo.
Segin el Sr. Berman, los derrum-
bes ocurridos en el Canal han sido el
resultado de excavaciones deficiente-
mente disefiadas. Los profesionales
que hicieron los disefios originals
eran lo mejor de su epoca en el
campo, pero sus proyectos se
realizaron una d6cada antes de que la
geotecnologia fuera una ciencia
aceptada, y, consecuentemente, an-
tes de que se disefiaran normas
aprobadas para hacer excavaciones

se encontraba en el lugar de trabajo
por raz6n de sus obligaciones.

Se'gin el Sr. Berman, si los
actuales conocimientos sobre exca-
vaciones profundas hubieran estado
al alcance de los planificadores del
Canal, se habria gastado much
menos tiempo, dinero y esfuerzo en
el proyecto. Puntualiz6, no obstante,
que ain hoy dia es muy poco lo que
se sabe de esta ciencia, que tuvo sus
inicios a mediados de la d6cada de
1920.
Una de las cosas que se conoce es
que la inclinaci6n del corte debe
limitarse de acuerdo a la clase de
suelo, la estructura de la capa y el
curso y la fuerza del agua que corre a
trav6s del suelo. Tomando en cuenta
estos factors, es possible calcular un
angulo de corte que reduzca al
minimo la cantidad de excavaci6n
necesaria y los riesgos de derrumbes.
El Sr. Berman dijo que los
estudiantes se familiarizaran con los
disefios de corte originalmente em-
pleados en el Corte Gaillard, po-
niendo especial interns en los errors
de antafio. Luego estudiaran los
metodos conocidos para evitar tales
errors y entraran a experimentar
con nuevas tecnicas.

Mientras que la mayoria de
nosotros prefiere dejar atras nuestro
trabajo regular al finalizar el dia
laboral, hay unos cuantos que usan
su conocimiento professional y sus
talents durante el tiempo libre para
beneficio de los demas. Carmela
Lowe de Gobern, de la Oficiria del
Asistente Ejecutivo de la Comisi6n
del Canal de Panama, es esa clase de
persona.
Con responsabilidades que inclu-
yen, pero que no estan limitadas a,
arreglar giras de orientaci6n del
Canal, elaborar itinerarios para
visitantes oficiales, organizer presen-
taciones de Llaves Maestras, mante-
ner al dia su Guia Diplomatica, y
arreglar visits de cortesia al Admi-
nistrador y al Subadministrador. es
indispensable que la Sra. de Gobern
posea un dominion de los distintos
aspects del protocol y la etiqueta.
Los sobrados conocimientos que
posee en estos campos los confirm
el Asistente Ejecutivo Edward M.
Chism, quien la describe como "una
experta. Aunque la Sra. de Gobern
modestamente lo niega, muchos
observadores estAn de acuerdo con el
Sr. Chism.
Su loable desempefio en la
Comisi6n es, en si mismo, amplia
evidencia de sus talents, pero la
Comisi6n no es la 6nica favorecida.


AdemAs de los consejos que brinda
en su column "Consejos de Etique-
ta", que aparece semanalmente en
The Sunday Republic, la Sra. de
Gobern dirige talleres intensivos
sobre etiqueta a grupos juveniles de
las iglesias y a otras organizaciones
interesadas en Panama. Tambi6n ha
escrito un manual de etiqueta de
bodas, que brinda valiosos consejos
a aquellas novias que se inclinan por
un boda no-tradicional.
Carmela de Gobern confiesa que
siempre le han gustado el protocolo y
la etiqueta, y que haber conseguido
una plaza en la Oficina de Protocolo
(ahora convertida en la Oficina del
Asistente Ejecutivo), result una
bonita "coincidencia". Naturalmen-
te, despues de desempefarse por
'aproximadamente 10 afios en su
actual cargo, su interns ha crecido,
sus conocimientos se han ampliado,
y sus sentimientos se han intensifica-
do.
"Creo que la gente debe saber
cuales son las cosas correctas, ya sea
que elijan hacerlas o no", nos dice.
Explica que las reglas de etiqueta no
son ultimatums que amarran, que
nos esclavizan, sino tiles guias para
hacer "lo correcto. "Conocer estas
guias ayudan a evitar situaciones
dificiles y embarazosas, y seguirlas
demuestra la consideraci6n que se
tiene hacia los demas", dice mAs
adelante.

Los intereses y talents de la Sra.
de Gobern no estin limitados a la
etiqueta y al protocolo; tambi6n
tiene un interns marcado en el
periodismo y en el campo de las
relaciones piblicas, y ocasionalmen-
te describe articulos especiales para
The Sunday Republic. Piensa que su
mis important funci6n como pe-
riodista es brindarle a los demis


informaci6n de utilidad para ellos.
Por ejemplo, cuando la Sra. de
Gobern se percat6 del grado de
preocupaci6n y alarma que se
produjo por raz6n de la presencia en
Panama de la abeja africanizada,
decidi6 escribir un articulo dirigido a
disipar los rumors circulantes y la
desinformaci6n que habia sobre el
tema. Como funcionaria que fue del


Institute Smithsoniano de Investiga-
ci6n Tropical, habia tenido oportu-
nidad de tratar sobre el tema con el
Dr. David W. Roubik, quien ha
hecho studios intensivos de la abeja.
Con base en estas conversaciones y
en una reciente entrevista al Dr.
Roubik, escribi6 un articulo enca-
minado a poner las cosas en su lugar
y a reducir las preocupaciones de sus
lectores.
Sin cobrar nada por los valiosos
servicios que brinda a trav6s de sus
articulos, talleres y column, la Sra.
de Gobern declara que encuentra

cional, y a escribir un libro que
abarque todo el tema especificamen-
te dirigido al area de Panama.
La Sra. Garmela de Gobern reside
con su esposo Alonso, y sus dos
hijos, Kajali Giscard. de 5 afios, y
Nailah Aisha, de I1 meses, en el
Reparto Chanis en la ciudad de
Panama. El Sr. Gobern presta

El Cuatro de Julio sera dia de fiesta


Los comit6s organizadores de las
actividades en conmemoraci6n de la
Independencia de los Estados Uni-
dos estin trabajando activamente en
los preparativos de los events que se
efectuaran el 3 y el 4 de julio en
Fuerte Clayton y Fuerte Gulick.
El comit6 del Cuatro de Julio en el
sector Pacifico lo preside Archie
Hagy, de la Legi6n Americana, en
tanto que Katie Wiggenbach, quien
represent al Comit6 Asesor de
Residents de Gatin, coordina la
organizaci6n de las actividades del
sector Atlantico.


Los planes incluyen desfiles, fue-
gos artificiales, conciertos, palo
encebado, juegos de s6ftbol, boliche,
comidas y bebidas, servicios de
guarderia infantil, y otras activi-
dades. En la pr6xima edici6n del
SPILLWAY incluiremos, el program
complete de celebraciones.
El desfile del sector Pacifico
comenzard a las 9 a.m. El palco de
honor estard localizado frente el
Edificio 95 en Fuerte Clayton. El

Sector Pacifico: "

Torneo de nataci6n
El Ramo de Servicios Recreativos
de la Comisi6n del Canal de
Panama, auspiciara la 29a. Compe-
tencia Anual de Nataci6n Dia de la
Independencia, el 4 dejulio, desde la
I p.m., en la Piscina de Balboa. El
event estA abierto a dependientes de
empleados de la Comisi6n, civiles del
Departamento de Defensa y a
personal military en servicio active, y
a todos los estudiantes que asisten a
las Escuelas para Dependientes del
Departamento de Defensa.
Los formularios de inscripci6n
estan a la disposici6n en las piscinas
de Balboa, Los Rios y Gamboa, y
deben ser Ilenados y devueltos a la
Piscina de Balboa a mis tardar el 27
de junio. La autorizaci6n de los
padres debe aparecer en el formula-
rio de inscripci6n, junto con una
certificaci6n de que el participate
esta en condiciones fisicas para
competir.
El event se desarrollarA en las
modalidades de estilo libre, pecho,
mariposa y espalda. Regiran las

Carrera traditional
La carrera "Firecracker 5000" que
se organize en conmemoraci6n del
Dia de la Independencia de los
Estados Unidos comenzara este afio
el 3 de julio a las 5 p.m. El event
incluira una categoria abierta, asi
como la categoria juvenile (hasta 19
afios) y de maestros (40 afios en
adelante), y se otorgaran premios a
los ganadores.
La carrera se iniciard en el Edificio
95 de Fuerte Clayton. La cuota de
inscripci6n es de $3 y puede
tramitarse en la oficina de Activida-
des de Apoyo al Estado de Animo
(Edificio 154, Fuerte Clayton), en el
Centro Recreativo Zodiac en la Base
de la Fuerza A6rea en Howard o una
hora antes del inicio del event, en el

Dia Nacional de
Reconocimiento
El President Ronald Reagan ha
proclamado el 9 de julio como Dia
Nacional de Reconocimiento a los
Prisioneros de Guerra/Perdidos en
Acci6n (POW/MIA). En el area del
Canal, los ex-prisioneros de guerra y
aquellos declarados perdidos en
acci6n, y las families de los que
actualmente estin en estas condicio-
nes, seran honrados durante el
desfile patri6tico del Dia de la
Independencia en el 'sector del
Pacifico.

Premian a estudiantes


La Cuadragesimaprimera Presen-
taci6n de Premios a Estudiantes
Distinguidos de la Escuela.Secunda-
ria de Balboa, se realize el 26 de
mayo en el auditorium del plantel.
La ceremonia fue dedicada a la
Srta. Donna Stuebe, una de las
profesoras consejeras de la escuela
quien ahora se acoge al retire. La
Srta. Stuebe lleg6 a Panama en 1954
contratada como profesora de edu-
caci6n fisica. Mas tarde fue designa-
da profesora consejera, y durante
various aios ha sido la director del
Departamento de Consejeria. La
biblioteca de profesiones de la
escuela secundaria, que contiene
extensos archives de panfleteria,
manuales sobre carreras, microfiche-
ros ocupacionales asi como cintas
magnetof6nicas sobre la material.
son prueba tangible de la dedicaci6n
de la Srta. Stuebe en ayudar a los
j6venes a planificar su future.
Muchos estudiantes y profesores

les durante la ceremonia. Por

media hora en punto, saldran buses

Professional acaecido en su Empresa.
Tratandose de un Accidente de
Trayecto el informed debe presentarse
en un minimo de 24 horas. El aviso
de denuncia de accident debera ser
formulado, por escrito, a la Caja de
Seguro Social en el formulario de
"Informe Patronal de Accidente" La
victim y en case de muerte o
impediment de esta, sus allegados o
causahabientes, estan facultados pa-
ra elevar la denuncia del accident a
la Caja siempre que se sospeche que
el patrono ha omitido o demorado el
cumplimiento de esta obligaci6n.
iQue requisitos son necesarios
para tener derecho a estas Prestacio-
nes?
* Estar trabajando e inscrito en el
Program de Riesgos Profesionales.
ZExiste un tiempo limited para la
solicitud de prestaciones por acci-
dente de trabajo y que disposiciones
existen para aquel trabajador que
voluntaria o involuntariamente no
solicit su prestaci6n dentro del
plazo limited?
* Los derechos y acciones. para
reclamar subsidies o auxilios funera-
rios prescriben en un afio contado a

dio se paga a partir del moment que
se produce la incapacidad.

el monto del Subsidio de incapaci-
dad, a cuinto asciende y por cuinto
tiempo se paga?
* En base al salario correspon-
diente a los dos (2) l6timos meses de
cotizaciones debidamente acredita-
do en su cuenta individual. Se paga el
100 por ciento del salario hasta per 2
meses, si la incapacidad excede de 2
meses se paga el 60 por ciento hasta
por 1 afio salvo que la comisi6n de la
Caja de Seguro Social apruebe una
extension de este plazo.
iC6mo se calcula la pension para
una incapacidad parcial Perma-

* Si la incapacidad es del 36 por
ciento o mis se pagard en forma de
pension mensual y se procederi
inicialmente por el t6rmino de 2

Luz solar + aerosol=peligro


Aun cuando se recomienda la luz
solar para algunas plants, y hasta
para remover manchas en tejidos
blancos, las latas de aerosol expues-
tas directamente al sol representan
malas noticias. Esta advertencia es
particularmente important en Pa-
nama, donde el calor del sol tropical
es muchas veces muy intense.
Cientos de productos-desde ro-
ciadores de cabello hasta pinturas y
medicinas-vienen envasados en
latas de aerosol. "Aerosol" significa
que el product ha sido reducido a
pequefias particular, suspendido en
un impulsador de gas, y envasado a
presi6n en un recipient herm6tica-


mente cerrado. Cuando se calienta a
una temperature alta, el gas puede
expandirse y hacer explotar la lata.
Los fragments de metal que se
desprenderian podrian causar heri-
das.
Se debe tener cuidado no s6lo en el
almacenamiento de las latas de
aerosol, sino tambien en deshacerse
de ellas. En ningin caso deben estar
expuestas directamente a la luz solar,
ni cerca de ninguna fuente de calor,
durante un tiempo prolongado. Una
precauci6n adicional que se debe
tomar antes de deshacerse de las
latas es darle salida a los residues que
pudieran contener.
