assumes role

as branch chief

With his recent appointment as
chief of the Engineering Division's
Architectural Branch, Julio E. Cor-
dovez will be. responsible for all
architectural design and planning
within the Panama Canal Com-
mission and for architectural services
rendered by rthe'~ omission to
other agencies in the Canal area.

A graduate of the University of
California in Berkeley, Mr. Cor-
dovez grew up in Panama City
where he attended high school at
Colegio La Salle. Returning to
Panama after receiving his Bachelor
in Architecture degree in 1960, Mr.
Cordovez went to work for the
Canal as a draftsman in the Archi-
tectural Branch, working his way up
through the ranks to his appoint-
ment in March of this year to the
.chief's position. "This means he is
now the Commisibn's chief archi-
tect," Engineering and Construction
Bureau Deputy Director Melvin
Bierman says, adding, "He oversees
the work of the other architects and
offers his advice on designs they are
preparing." A veteran of over 20
years' service as a Canal architect,
Mr. Cordovez comes to his position
with a thorough knowledge of every
aspect of architectural work in the
Commission. He is also licensed to,
practice professionally as nh archi-
tect in the Republic of Panama and
in Texas.
According to Mr. Cordovez, a
large part of his branch's work
consists of preparing preliminary
designs from which cost estimates
are compiled and later of preparing
final working drawings for each
project that has been approved. For

New internal controls policy implemented

Commission Administrator D. P.
McAuliffe, operational respon-
sibility for internal controls safe-
guarding Commission resources
from waste, fraud and abuse rests
with the managers of bureaus,
divisions and units within the
organization. To improve field
expertise in the administration of
these controls, a three-point pro-
gram under the direction of the
Office of Financial Systems Man-
agement Division has been im-
plemented.
The first provision of the program
is managerial training, which was
kicked off on June 7 with a briefing
presented to the Administrator and
his staff by John E. Murphy from the
Office of Personnel Management in
Washington, D.C. The briefing was
followed up on June 8 and 9 in
special one-day training sessions on
internal control systems for Com-
mission management level personnel
at the Panama Canal Training
Center.
Another step will be to assess the
fulfillment of internal control re-
sponsibilities when conducting an-
nual performance evaluations, no-
ting positive accomplishments and


recommending disciplinary action
for violations.
In addition, managers will review
operations, to determine areas where
vulnerability to loss or misuse exists.
The initial review will be made this
year, with biennial reviews for
subsequent years. In this way, areas
of control risk can be ranked and
control resources can be committed
to areas of greater priority.
The Administrator states that
existing control systems are for the
most part adequate and need only


careful review-with an eye toward
strengthening and streamlining
them, and eliminating unnecessary
controls-to assure their effective
and efficient use. "I believe that a
complete familiarity with, and ag-
gressive use of, our existing internal
control systems will permit us to
continue strong control without
added cost or excessive administra-
tive burden," he states. "I wish to
convey the importance of the
effective functioning of internal
controls to all concerned."

Expanded Upward Mobility

Program now under way


Three years ago, Fitzroy Songui
began working for the Panama
Canal's Industrial Division as an
MG-3 general laborer. Currently,
he's a heavy equipment hammer
runner at the MG-5 level. On June
13, he began a period of on-the-job
training through the Commission's
recently expanded Upward Mobility
Program which, upon. completion,
will qualify him as an MG-8 machine
tool operator.
A total of 48 Commission em-
ployees, currently working at various
crafts arid trades within several
Commission divisions, stand . to
benefit from similar on-the-job
training during the initial phase of
the program which begins this year.
The program is coordinated by the
Training Evaluation Branch, Hu-
man Resources Development Staff.
It is designed to provide high-
potential employees, those who have
demonstrated superior skills and
motivation, an avenue for career
advancement through formal train-
ing. At the same time, it provides
divisions with well-trained em-
ployees at the target position, the
position for which the employee
trains.
Although the Upward Mobility
Program has been incorporated in


the Canal organization for some
time, it was, until recently, available
only to employees.at the MG-7
rating or below. Little opportunity
was afforded sub-journeymen craft
workers to train for positions at the
journeyman level without com-
pleting an apprenticeship program.
The new Upward Mobility Training
Program now provides a bridge for
these employees.
In addition, upwaid mobility
training opportunities can be utilized
to develop certain employees for
non-manual and middle manage-
ment positions, after a merit selec-
tion procedure has been. used to
identify those who demonstrate high
potential.
For all concerned, the special
emphasis training includes two types
of training-the upward mobility
training position and the upward
mobility training opportunity.
The training position converts an
existing vacancy into a develop-
mental position where the employee
is trained and, upon graduation,
promoted to the target level. The
training opportunity allows for an
employee to receive training to
qualify for future vacancies at the
target level. Both the position and

Visitors to Panama should

have proper documentation


Panama Canal Commission em-
ployees who have summer visitors
entering the Republic of Panama
with tourist cards or tourist 'iias are
reminded of the requirements for
entry and departure.
Visitors staying 30 days or less are
required to present their tourist card
or visa to Panamanian immigration
authorities upon entry and depar-
ture. Panamanian immigration laws
require that in addition to a tourist
card, a visitor must have a document
stating identity and citizenship in his
possession. Visitors should be ad-
vised to safeguard the bottom
"Salida" portion of the tourist card.
Visitors who stay more than 30
days must obtain an extension
before the initial 30 days have
passed. Three photographs and a
xerox copy of the tourist card or visa
are required. The visitor may visit the
Employee Documentation Unit of-
fices located in Building 5140,
Diablo and in Building 1105,
Cristobal to obtain required photo-
graphs and copies. The visitor
should then go to either of the Canal
area Panama immigration offices,
located in Building 5051-X, Diablo
or on Front Street between Eighth
and Ninth Street, Colon to obtain
the extension.
Departure with an extended tour-
ist card or tourist visa requires that
the visitor obtain a paz y salvo (tax
clearance). This can be accomplished
by the visitor presenting the ex-
tended tourist card or visa and a
xerox copy of the card or visa at the
Direcci6n General de Ingresos lo-
cated at the El Dorado shopping
center in Panama City or the paz y
salvo office located at Fourth Street
and Bolivar Avenue in Colon. The
paz y salvo is valid for a five-day
period and'therefore should not be
obtained more than five days before
actual departure.
After the paz y salvo has been
issued the visitor should take the
extended tourist card or visa along


with the paz y salvo to either of the
Canal area Panama immigration
offices where a departure permit will
be issued.
Employees and/or visitors are
urged to refer any questions con-
cerning visitor status by calling
either of the Commission Documen-
tation Units at 52-3111 or 46-7213.

The Balboa Armed Services
YMCA will conduct a new six-week
dance class featuring disco and salsa
beginning June 19. The two-hour
class will meet on Saturdays from 5

University of Oklahoma
Registration for the Fall 1982 term
at the Panama branch of the
University of Oklahoma will begin
on July 1 in Room 300 in Building
808, Albrook.
The university offers master's
degree programs in public admin-
istration, human relations, business
administration, management and
educational psychology. Active duty
military personnel are given enroll-
ment preference and others are
accepted on a space-available basis.
Orientation for prospective stu-
dents will be held on Monday, June
28; for newly admitted students on
'June 29; i-and for students well into
their degree program on June 30.
These orientations will be held at
4:30 p.m. in Room 301 of Building
808, Albrook.
Dr. Jerry Hargis, Assistant Vice
Provost for Continuing Education,
and Dr. Joe Studebaker, Assistant
-Director for Advanced Programs,
will visit Panama from July 12
through 16. The two University of
Oklahoma administrators will meet

The Rev. Walter K. Reitz will lead

United Gospel Church
marks 50th anniversary
The United Gospel Church invites
all friends and well-wishers to join in
its two-week Jubilee Celebration in
July.
Fifty years ago, the late Rev.
Clarence Sealey founded the Bethel
Mission in the town of Red Tank.
When the town closed, the church
moved to its present location in
Paraiso and, in 1961, amalgamated
with the Salem Mission Church of
Colon to form the United Gospel
Church, with the Rev. Waldaba H.
Stewart as general superintendent-
pastor.
The church will celebrate its 50th
anniversary as aichurch and 21 years
as the United Gospel Church,
beginning with. a Thanksgiving
Service and reception on July 18 to
welcome former members and
friends coming back from the United
States for the occasion. On July 24, a
banquet at the Palacio Lung Fung
will honor Rev. Stewart and Milli-
cent Ogarra for many years of
faithful service. Another highlight
will be three nights of evangelistic
services by visiting pastors, along
with their church choirs, from July
26 through 28.
A special golden anniversary
brochure is being prepared for the

Stamp auction
The Isthmian Collectors Club will

Fastlich survey
The officers of the Fastlich

Panama Canal College
Earth Science degree
A new degree program in Earth
Science is scheduled to begin at the
Panama Canal College in the 1982
fall semester. The two-year program
is open to all men and women
interested in a modern scientific
career involving the study of our
planet.
The program offers an AS degree,
which can be used for employment
as a technician or as documentation
tor transfer to universities with four-
year programs in Earth Science. such
as the University of Michigan,
University of Washington and Iowa
State University.
The facilities of both the college
and the Inter-American Geodetic
Survey (IAGS),Cartographic School
will be used. During the program,
courses in photogrammetry, car-
tography, remote sensing/photo in-
terpretation and geology will be
studied, in addition to courses in
mathematics, the humanities and
social science.

Adventures on Galapagos Islands shared at reunion

It was an innovative idea-select a
group of honor students and send
them to the Galapagos Islands off
the coast of Ecuador for a first-hand
look at the life forms that had once
inspired 'Charles Darwin's theory of
' evolhition *' .;i , i
'This 'is' exactly what "the De-
partment of Defense Dependents'
Schools (DODDS) did last month,
and at a dinner party hosted by
Carlos and Marilyn Garcia-on June
5, all who were involved in the
trip-school- administrators, teach-
ers, students and families-gathered
to recount the students' adventures,
face-to-face encounters with such
unlikely creatures as blue-footed
boobies and mischievous sea lions.
Over the happy voices of the
reunited participants, Donald Grant,
Regional Director of DODDS-
Panama, explained that the Gala-
pagos study tour grew out of a need
to enrich the academic experiences
; i of, gifted and talented students. He
S said that applications were sub-
., fitted' by interested students, after
which a panel of administrators,
principals and teachers selected five
students from Balboa High School
-Andrea Cheville, John Frye.
Elizabeth Stockwell, Brian Thale
and Margarita "Mackey" Wong;
'three from Cristobal High School--
Christine Conrielly, Henry De La
Garza and Kim Kirby; and two from
Curundu Junior High School-
Daniel Barkowitz and Darren
Knapp.
John Frye said that, in his mind,
S the week on the Galapagos Illands is
S inseparable from the'six weeks he
and the others spent prior to the trip
learning about the islands and their
kI inhabitants. Guiding the students'
research efforts were the adults who
later accompanied them to the
S islands: Marilyn Garcia and Jackie
Pylant, life science teachers at
Curundu; Paul Hieronymus, a bi-
ology teacher at Cristobal; Barbara
Reeves, a biology teacher at Balboa;
and Dr. Nicholas Smythe of the
Smithsonian Tropical Research In-
stitute.
Impressed with the students'
eagerness to learn, Ms. Reeves said


they worked independently and in
groups, both during and after
school. Christine Connelly found
this preparatory work to be very
valuable, but she added, "It is what I
saw on the islands that will make my
trip memorable beyond anything I
could: haverread -in: a book.i" r 'i;:
Centuries ago, the Galapagos
archipelago, also known as Las Islas
Encantadas (Enchanted Islands),
became the home for a few of the
plants and animals that were
common on the continent during
that time. When Darwin sailed to the
islands in 1835,.he observed how the
plant. and animal life had adapted to
the environment: over, the- years,
sometimes evolving into entirely new
species that are nonexistent in other
parts of the world. Darwin noted, for
example, that a type of finch had
been able to survive,on the islands by
learning to use tools, such as twigs, to
extract food. Since Darwin's time,
scholars and tourists have ap-
preciated the islands as a natural
laboratory for the study of evolution.
Another attraction of the islands is
their unique location in the midst
both of cool waters, supplied by the
Peruvian current, and warm waters,
flowing from the direction of
Panama. Thus, the islands' inland
lagoons are home to the tropical
:flamingo, while the seashore is the
habitat of the penguin, which is
never- found as far north as the
equator-except in the Galapagos
Islands.
As a biological workshop, the
Galapagos Islands are ideal. There-
fore, laden with their new knowledge
and a mere 20 pounds of luggage, the
DODDS Galapagos explorers set
out on May 3. At their reunion, the
students laughingly recalled the
problems that always seem to beset
such expeditions-the bus that
broke down on the way to the
airport, the delayed flight and the
misplaced suitcase. But they finally
arrived on the islands, their plane
setting down on the runway that had
been constructed by the United
States to protect the Panama Canal
during World War II. From there,
the group went to the two boats that
were to be home for the next week,


the Beagle lll, named for. Darwin's
boat, and Pato Feo, which according
to the students, deserved its designa-
tion as the "ugly duckling."
Each day, the students and
teachers ventured out with their
guides to a new part of the islands;
merging work and pleasure. Geology
buffs marveled at the swirling trails
of. lava. Botany lovers stood in
amazement next to cactus that in
other desert areas would have been
prickly ,pears, but which in the
Galapagos had grown into trees,
probably to escape.being eaten by
the islands' tortoises..In the wonder-
land of the Galapagos, even the
sunflowers reached tree-like dimen-
sions....
But-most of all, it was what Henry
De La Garza calls, the "awesome
menagerie" that enchanted.. the'
group. The islands' animals were a
constant source of delight-from the
enormous tortoise, which gave the
archipelago its name; to the albatross.

"Puff the magic dragon" because of
the way it expels salt water ingested
into its system. The students loved

the blue-footed boobies, so named
because of their brightly colored
webbed feet and because of the ease
-with which centuries ago they
allowed hungry sailors to kill. them.
The group'brought back one picture
,of a booby jealously eyeing John
frye's-�bue sneakers and another of
Daniel Barkowitz miming the birds
by frolicking on the beach in a pair of
blue flippers.
Yet, the stars of the show were the
sea lions, which like the other
animals on the island were un-
perturbed by the presence of hu-

joined in on afternoon swims and
clambered aboard. the ships. One
frisky sea lion even "borrowed" a
snorkel long enough to play under-
water keep-away tag with a few.,of
the students.
The Charles Darwin Research
Station, located in the Galapagos
National Park and partially sup-
ported by the Smithsonian Insti-
tution, is actively involved in pre-
serving the islands' treasures. At the,
station, the students saw evidence
that man's presence on the island has


put, the, wildlife, .to .,the ultimate
"survival of the fittest" test. For
example, one-half of the. tortoise
species recorded. by. Darwin. are
extinct, and the remainder are
threatened by feral animals that were
introduced to the islands by fif-
teenh-ceniurny buqcqaeers ,and
whalers. Goats and burros compete
with the indigenous animals for food
and destroy plant life; and dogs, rats
and pigs threaten the animals
themselves. In addition, the fur seals
have become susceptible.to a virus
that.is killing them., ... :
The Galapagos tour:/members,
students and teachers alike,, are
scattering for the summer vacation,
but as Andrea Cheville said, they will
take with them unforgettable mem-
ories. At their reunion, Ms. Garcia
expressed her appreciation to Mr.
Grant for being the motivating force
behind the trip.and to his administra-

have nominated upward mobility
advisors, experts in the field, who
play an important role in selecting
the criteria and developing the
curriculum for the program and who
will have continuing responsibilities
in its implementation.

jefe del Ramo de Arquitectura de la
Division de Ingenieria, Julio E.
Cordovez tendra a su cargo la
planificaci6n y disefio arquitect6nico
en la Comisi6n del Canalde Panama
y de los servicios de arquitectura
proporcionados por la Comisi6n a
otras agencies en el area del Canal.
El Sr. Cordovez se gradu6 de la
Universidad de California, en Ber-
keley, tras concluir sus studios
secundarios en el Colegio La Salle en
la ciudad de PanamA. Al regresar al
pais luego de recibir su titulo de
arquitecto en 1960, el Sr. Cordovez
ingres6 a trabajar al Canal como
dibujante en el Ramo de Arquitectu-
ra, ascendiendo gradualmente hasta
ser nombrado en marzo pasado
como jefe de esa dependencia.
"Ello significa que l1 es ahora el
arquitecto jefe de la Comisi6n",
sefiala el Subdirector de Ingenieria y
Construcci6n Melvin Bierman, para
afiadir: "El supervise el trabajo de
otros arquitectos y ofrece su asesoria
en los disefios que est6n pre-
parando". El Sr. Cordovez, veteran
de mas de 20 afios de servicio como
arquitecto en el Canal, Ilega a la
posici6n con un profundo conoci-
miento de todos los aspects del
trabajo arquitect6nico en la Comi-
si6n. EstA certificado para ejercer
profesionalmente como arquitecto
en la Repfiblica de PanamA y en
Texas.
Segfin el Sr. Cordovez, gran parte
de las funciones de la dependencia a
su cargo consistent en preparar
disefios preliminares mediante los
cuales se hacen los calculos de costo,
y posteriormente elaboran los pianos
finales para cada proyecto que haya
sido aprobado. Por ejemplo, la
solicitud de un empleado bajo el
program de mejoras a las unidades
de viviendas de la Comisi6n es
trasladada al Ramo de Arquitectura

dor de la Comisi6n del Canal de
Panama, Sr. D. P. McAuliffe, esta
realizando un important viaje
relacionado con asuntos que atafien
a la via interoceAnica, nuevamente
esta actuando el Lic. Fernando
Manfredo Jr., como Administrador
Encargado.

En el desempeiio de sus funciones
como Administrador Encargado, el
Sr. Manfredo ha estado atendiendo
asuntos inherentes a los programs y
proyectos tendientes a asegurar la
continuada eficiencia del Canal, y
presidiendo las reuniones con el
personal ejecutivo.


El Sr. McAuliffe se reuni6 el 2 de
junio con representantes navieros en
Londres, y el 6 de junio viaj6 a
Atenas, Grecia, para asistir a la
exposici6n - convenci6n maritima
"Posidonia-82". El 15 de junior sali6
para Egipto a visitar el Canal de
Suez.
Un aspect interesante de la visit
del Administrador a "Posidonia-82"
fue el estreno del documental "La
Onza de Prevenci6n", que fue
producido por el Ramo de Artes
Graficas y que ilustra los distintos
tipos de mantenimiento que se
efectdan en el Canal y la importancia
de esta funci6n vital a la operaci6n
efectiva de la via interoceanica.


En vigor nuevas normas de control interno


La responsabilidad de aplicar
controls internos de seguridad para
evitar desperdicio, fraude y abuso de
los recursos de la Comisi6n recae
sobre los jefes de direcciones,
divisions y unidades dentro de la
organizaci6n, ha sefialado el Ad-
ministrador de la Comisi6n del
Canal de Panama D. P. McAuliffe.
A fin de mejorar la capacidad
administrative para ejercer estos
controls, se ha puesto en vigor un
program de tres puntos bajo la
direcci6n de la Divisi6n de Ad-
ministraci6n de Sistemas Financie-
ros.
El primer aspect del program
consiste en adiestramiento adminis-
trativo, el cual se inici6 el 7 de junio
con una charla dictada al Adminis-
trador y a su personal ejecutivo, por
John E. Murphy, de la Oficina de
Administraci6n de Personal en
Washington, D.C. La charla fue
seguida el 8 y 9 de junio de una charla
especial en el Centro de Adiestra-
miento del Canal de Panama sobre
sistemas internos de control para
personal a nivel administrative
dentro de la Comisi6n.
Otra etapa sera la evaluaci6n del
cumplimiento de las responsabilida-
des de control interno durante el
process de evaluaci6n annual del
desempefio, sefialando los logros y
recomendando las medidas discipli-
narias a que haya lugar contra
quienes violent las normas.
AdemAs, los jefes examinaran las


operaciones, a fin de establecer
cuales son las areas susceptibles a
p6rdidas o a mal uso de los recursos.
La evaluaci6n inicial se efectuara
este aiio, y en el future se realizaran
revisiones cada dos afios. De esta
manera, las areas de control que
representan un riesgo pueden ser
analizadas y comprometerse recur-
sos a areas de mayor prioridad.
El Administrador afirma que los
sistemas actuales de control son en
su mayor patte adecuados y s6lo
requieren un cuidadoso examen-


con miras a fortalecerlos y refinarlos,
eliminando controls innecesarios,
de suerte de asegurar su uso efectivo
y eficiente. "Creo que una plena
familiarizaci6n con nuestros actuales
sistemas de control y un uso agresivo
de estos nos permitirAn continuar
ejerciendo un efectivo control sin
costs adicionales o excesivas cargas
administrativas", puntualiza. "Deseo
transmitir a los funcionarios com-
petentes la importancia de que se
apliquen mecanismos internos de
control efectivos".

Visitantes a Panama deben

tener documentaci6n en regla


Aquellos empleados de la Comi-
si6n del Canal de Panama que
esperan visitantes durante estos
meses de vacaciones escolares, deben
tener present los requisitos para el
ingreso a, y la salida de, la Repfblica
de Panama.
Visitantes que van a permanecer
30 dias o menos deben presentar su
tarjeta de turismo o visa a las
autoridades panameias de inmigra-
ci6n al ingreso y a la salida. Las leyes
panamefias de inmigraci6n requie-
ren que, ademas de una tarjeta de
turismo, el visitante posea un
document que especifique su iden-
tidad y nacionalidad. A los visitantes
se les debe recorder que garden el
talonario de "Salida" de la tarjeta.
Visitantes que van a permanecer
mas de 30 dias deben obtener una
extension antes del vencimiento de
los 30 dias iniciales. Para ello se
requieren tres fotografias y una
fotocopia de la tarjeta deturismo o
visa. El visitante podra acudir a las
oficinas de la Unidad de Documen-
taci6n de Empleados en el Edificio
5140 de Diablo o al Edificio 1105 en
Crist6bal para obtener las fotogra-
fias y las copias necesarias.
La salida con una tarjeta de
turismo o visa extendida require
que el visitante obtenga un-paz y
salvo. Esto se logra mediante la
presentaci6n de la tarjeta de turismo
o visa extendida y una fotocopia de
la tarjeta o visa a la Direcci6n
Nacional de Ingresos ubicada en el
Centro Comercial El Dorado en la
ciudad de PanamA, o en la oficina de
paz y salvo ubicada en la Calle
Cuarta y Avenida Bolivar en Col6n.
El paz y salvo es valido por cinco
dias, y por lo tanto no debe ser
obtenido con mas de cinco dias de
anticipaci6n a la fecha de partida.
Despu6s de obtener su paz y salvo,
el visitante debe Ilevar la tarjeta de
turismo o visa extendida, junto con
el paz y salvo, a cualquiera de las
oficinas panamefias de inmigraci6n
en el area del Canal, en donde se le
expedira un permiso de salida.
Se le recomienda a los empleados
y/o visitantes transmitir sus pregun-
tas referentes al status de los


visitantes, llamando a cualquiera de
las Unidades de Documentaci6n de
la Comisi6n a los tel6fonos 52-3111 6

Hace tres afos, Fitzroy Songui
comenz6 a trabajar en la Divisi6n
Industrial del Canal de Panama
como obrero general MG-3. Actual-
mente, es operator de martillos de
forjas (equipo pesado) al nivel MG-5
y, a partir del 13 de junio, sera
ascendido al nivel MG-6, cuando
iniciara un program de adiestra-
miento en el trabajo de conformidad
con el nuevo Programa de Movili-
dad Ascendente. Cuando lo termine,
el Sr. Songui estara calificado para
ser operator de herramientas me-
canicas al nivel MG-8.
Un total de 48 empleados de la
Comisi6n, ocupados en diversas
profesiones dentro de varias Divisio-
nes de la Comisi6n, se beneficiaran
de programs similares de adiestra-
miento en el trabajo durante la fase
inicial del program, que comienza
este ano.
El program coordinado la sec-
ci6n de Evaluaci6n de Adiestramien-
to, de la Oficina de Desarrollo de
Recursos Humanos. Esti disefiado
para proporcionar a los empleados
de alto potential que hayan demos-
trado habilidad y motivaci6n excep-
cioral, una avenida para progresar
en la carrera mediante adiestramien-
to formal. Al mismo tiempo, ofrece a
las divisions empleados bien adies-
trados en posiciones claves, para las
cuales han sido adiestrados.
Aunque el Programa de Movili-
dad Ascendente ha sido incorporado
desde hace alg6n tiempo a la
organizaci6n del Canal, hasta hace

poco s6lo estaba al alcance de los
empleados en grado MG-7 o mas
bajo. Se daba entonces poca oportu-
nidad a los jornaleros de adiestrarse
para posiciones calificadas sin com-
pletar un program de aprendizaje.
El Program de Adiestramiento de
Movilidad Ascendente ahora ofrece
ese puente a estos empleados.

adiestramiento en el Programa de
Movilidad Ascendente pueden ser
utilizadas para adiestrar a ciertos
empleados para ocupar puestos no
manuales y de mando intermedio,
luego de un procedimiento de
selecci6n de m6rito para escoger a
quienes han demostrado gran poten-
cial.
A manera de informaci6n, el
adiestramiento de 6nfasis especial
incluye dos tipos de adiestramiento
-el adiestramiento de Movilidad
Ascendente de posicidn y el adiestra-
miento de Movilidad Ascendente de
oportunidad.
El adiestramiento de posicidn
convierte una vacant existente en
una posici6n de desarrollo, en el que
el empleado es adiestrado y, al
graduarse. promovido al nivel indi-
cado. El adiestramiento de oportu-
nidad permit al empleado recibir
adiestramiento para calificar para
futuras vacantes al nivel indicado.
Tanto la posici6n como la oportuni-
dad se Ilenan mediante el procedi-
miento de selecci6n de m6rito.

Campamentos diurnos
YMCA
Tres campamentos diurnos du-
rante las vacaciones serin ofrecidos
por el YMCA de los Servicios
Armados de Balboa para todos los
nifios del area centre los 4 y 10 aflos de
edad.
Todos los campamentos progra-
mados se efectuardn de 9 a.m. a 12
m., los dias de la semana y durarin
dos semanas. Incluyen artes yv
artesanias, actividades en el gimna-
sio y classes de nataci6n. Tamhidn
incluyen events especiales como
mini-olimpiadas, dia de padres de
familiar y una excursion al campo.
Como cada caampamento tender un
tema diferente, las excursions seran
distintas para cada sesi6n. Los nifos
seran divididos en grupos por edad.

aflos, 6 y 7 afios, y 8, 9 y 10 afios.
El primer campamento "Senderos

Universidad del Canal
ofrece nuevo
program
Un nuevo program para optar
por el titulo en Ciencias Terrestres se
iniciarA en la Universidad del Canal
de Panama el pr6ximo semestre. El
program es de dos afios y estA
abierto a personas de ambos sexos
interesadas en una carrera cientifica
modern que involucre el studio de
nuestro planet.
El program ofrece el titulo de
Asociado en Ciencias (AS). que
puede ser utilizado para lograr
empleo como t6cnico o como
documentaci6n adicional para con-
tinuar studios en centros con
programs de cuatro afios en
Ciencias Terrestres, como son la
Universidad de Michigan, la Univer-
sidad de Washington y la Universi-
dad Estatal de Iowa.
Se dictaran las classes en la propia
universidad y en la Escuela de
Cartografia del Servicio Geod6sico
Interamericano. Durante el progra-
ma, se dictarin cursos en fotograme-
tria, cartografia interpretaci6n foto-
grafica mediante sensors y geologia,
ademas de cursos en matematicas,
humanidades y ciencias sociales.

Expedicidn a las Islas Galapagos revive aventuras

Se trataba de una idea innovadora
-seleccionar a un grupo de estu-
diantes distinguidos y enviarlos a las
Islas Galapagos, frente a las costas
del Ecuador, para echar un vistazo
de primera mano a las formas de
vida que en una ocasi6n inspiraron a
Darwin-a desarrollar su teoria de la
evoluci6n.
Esto fue exactamente lo que
hicieron el mes pasado las Escuelas
para Dependientes. de epartamen-
to de Defensa (DODDS). En una
cena ofrecida por.Carlos y Marilyn
Garcia el 5 de junio, todos los
participants en la aventura-admi-
nistradores de escuela, maestros,
estudiantes y familiares-se reunie-
ron para hacer un recuento de las
experiencias vividas por los estu-
diantes, su encuentro frente a frente
con especies-raras como-el pijaro
bobo de patas azules; y el inquieto
le6n marino.
Etn medio de las felices voices de los
reunidos, el Director Regional de
DODDS-Panami, Donald Grant,
explic6 que la gira de studios a las
Galapagos naci6 de la necesidad de
enriquecer las experiencias acadmi-
cas de tan dotados y talentosos
estudiantes. Dijo que muchos estu-
diantes habian hecho solicitud, luego
de lo cual un grupo de administrado-
res, directors y maestros seleccion6
a cinco estudiantes de la Escuela
Secundaria de Balboa-Andrea
Cheville, John Frye, Elizabeth
Stockwell, Brian Thale y Margarita
(Mackey) Wong; a tres de la Escuela
Secundaiia de Crist6bal-Christine
Connelly, Henry De La Garza y Kim
Kirby; y a dos de la Escuela
Secundaria de Curund6i-Daniel
Barkowitz y Darren Knapp, para
participar. en la expedici6n.
-John'Frye dijo que, en su mente, la
semana en las IslasGalipagbs no se
puede desvincular de las seis sema-
nas que l6 y otras personas pasaron
alli antes de la gira de aprendizaje
sobre las islas y sus habitantes. Los
gulas en este esfuerzo de investiga-
ci6n de los estudiantes fueron los
adults que los acompafiaron a las
islas: Marilyn Garcia y Jackie
Pylant, profes'ores de ciencias biol6-
gicas en Curundi; Paul Hierony-
mus, professor de biologia en Crist6-
bal; Barbara Reeves, profesora de,
biologia en Balboa, y el Dr. Nicholas
Smythe del Instituto de Investiga-
ci6n Tropical Smithsonian.


Impresionada por la avidez de los'
estudiantes por aprender, la profeso-
ra Reeves indic6 que habian trabaja-
do independientemente y en grupos,
durante y despu6s de las horas de
classes. Christine Connelly hall que
este trabajo preparatorio fue de gran
utilidad, pero afiadi6: "Fue lo que vi
en las islas lo que hari que mis
recuerdos del viaje vayan mAs alli de
lo que hubiera; podido leer en un
libro".
.Hace variossiglos; 'elarchipielago
de las Galapagos, tambi6n conocido
como Las Islas Encantadas, era el
hogar de algunas de las plants y
animals que eran comunes en el
continent para esa 'poca. Cuando
Darwin lleg6 a las islas en 1835,
observ6 c6mo la vida vegetal y
animal se habia adaptado al medio
ambient, a veces evolucionando
hacia species completamente nue-
vas e inexistentes en otras parties del
mundo. Darwin not6 que, por
ejemplo, ciertas aves habian apren-
dido a subsistir en las islas apren-
diendo a usar herramientas tales
como ramas para extraer alimento.
Desde los tiempos de Darwin,
estudiosos y turistas han considera-
do las islas como un laboratorio
natural para el studio de la
evoluci6n.
Otro atractivo de las islas es su
peculiar ubicaci6n en medio de
aguas frias, de las corrientes perua-
nas, y aguas calientes que fluyen
desde las costas de Panama. Como
consecuencia, los interiores de las
islas son el hogar del flamenco
tropical, en tanto que las costas lo
son para el pingdtino, que nunca se
encuentra tan al norte como el
ecuador--excepto en las Islas GalA-
pagos.
" Como laboratorio biol6gico, las
Islas GalApagos son ideales. De ahi
que, cargados con sus nuevos
conocimientos y un equipaje de
apenas 20 libras, los exploradores de
DODDS iniciaron el 3 de mayo su
exploraci6n de las Galapagos. En su
reunion, los estudiantes recordaron
en medio de carcajadas los proble-
mas que siempre se presentan en
estas expediciones-el carro que se
dafia cariino al aeropuerto, el vuelo
retrasado, la maleta extraviada. Pero
finalmente Ilegaron a las islas, al
aterrizar en la pista que habian
construido alli los Estados Unidos
durante la Segunda Guerra Mundial
para proteger el Canal de PanamA.


De alli, el grupo se traslad6 a las dos
natives que lamarian su hogar
durante la siguiente semana, el
Beagle recordando al bote de
Darwin, y el Pato Feo.
Cada dia, los estudiantes y
profesores se aventuraban con sus
guias hacia un nuevo paraje de las
islas, combinando trabajo y placer.
Los amantes de la biologia se
maravillaban con los tortuosos
caminos de lava. Los aficionados a la
botinica contemplaban boquiabier-
tos los gigantescos cactus que en
otros desiertos serian plantitas cual-
quieras, pero que en las GalApagos se
habian convertido en Arboles, pro-
bablemente para escapar de ser
devorados por las tortugas que hay
en las islas. En el maravilloso mundo
de las GalApagos, hasta los girasoles
tienen dimensi6n de Arbol..
Pero mAs que nada, fue lo que1
Henry De La Garza llama "el'
imponente zool6gico" lo que encan-
t6 al grupo. Los animals que hay en
las islas fueron constant fuente de
deleite, desde la gigantesca tortuga
que dio nombre al archipil6ago, al
albatros que se asolea en las rocas, a
la iguana marina, que los estudiantes
rebautizaron el "drag6n magico" por

species de tortugas-

en algunos casos,
son muy pocas las
que quedan.


los chorros de agua que brotaban de
su interior. Los estudiantes queda-
ron enamorados del pajaro bobo de
patas azules, asi llamado por el
brillante color azul de sus patas y por
la facilidad con que se dejaban matar
hace siglos por los hambrientos
marines. El grupo trajo de regreso
una fotografia de un pajaro bobo
mirando celosamente unos "diablo
fuerte" azules de John Frye, y otra de
Daniel Barkowitz imitando al pajaro
caminando por la playa con un par
de aletas aizules.
Sin embargo, las estrellas de la
funci6n fueron los leones marines, a
los que, al igual que los otros
animals que hay en las islas, no les
molesta la presencia de series huma-
nos. Los estudiantes jugaban con los
amistosos leones cuando los anima-
les compartian con ellos un chapu-
z6n vespertino.
La Estaci6n. de Investigaci6n
Charles Daywin, enclavada en el
Parque Nacional de las Islas Gali-
pagos, y parcialmente subvenciona-
da por el Instituto Smithsonian, esta
empefiada activamente en preservar
los tesoros de las islas. En dicha
estaci6n, los estudiantes vieron
evidencias de que la presencia del
hombre en las islas ha obligado a la


fauna del lugar a someterse a la
prueba de "supervivencia del mejor
dotado". Por ejemplo, la mitad de las
species de tortuga registrada por
Darwin se ha extinguido, y el resto se
ve amenazada por la ferocidad de los
animals que fueron traidos a las
islas por los bucaneros y balleneros
del siglo 15. Los chivos y los burros
compiten con los otros aniimales en
la bfsqueda de alimentos, y destru-
yen la vida vegetal y los perros, ratas
y cerdosaataean inclusive a. los:otros
animals. AderiiAs' las focas estin
siendo extinguidas por un extraflo
virus que las 'ha atacado.
Los estudiantes y profesores que
formaron el grupo que viaj6 a las
GalApagos se han dispersado duran-
te este period de vacaciones
escolares; pero, como apunta An-
drea Cheville, se Ilevan recuerdos
imborrables. Durante la reuni6n, la
sefiora de Garcia agradeci6 al senior
Grant haber sido la fuerza motora de
la expedici6n, y al personal de su
oficina por su asistencia. Tambi6n
agradeci6 de manera especial a los
estudiantes por ser "entusiastas,
dinamicos: y preguntones . . . y",
refiri6ndose a algunos de.los mo-
mentos de mayor rigor fisico durante
el viaje, "medio flojos".

La cuadrilla de mantenimiento de
muelles del Ramo de Mantenimien-
to en el sector AtlAntico trabaja en la
renovaci6n de la estaci6n de amarre
de remolcadores en el Atracadero de
Gatln, como parte del esfuerzo
integral de la Comisi6n del Canal
por mantener las instalaciones de la
via acuatica en 6ptimas condiciones
de funcionamiento.
La obra de renovaci6n include la
instalaci6n, de un e\irem, a dtro, de6
vigas revestidas de creosota sobre el
muelle de concrete, y de siete pilas de
madera revestida de creosota, dis-
puestas en pares amarrados cada 15
pies. Una vez en su lugar, las siete
pilas de postes son aseguradas con
pernos y amarradas con cables de
siete octavos de pulgada, que afiaden
resistencia y garantizan que las
unidades permanezcan intactas.
Cada pila se extender aproximada-
mente cuatro pies sobre el muelle,
permitiendo asi el uso seguro del
Area por los remolcadores.


Anteriormente, el muelle incluia
solo una pila de postes cada cinco
pies, aproximadamente al nivel del
muelle. Aunque los remolcadores
del Canal utilizaban s6lo ocasional-
mente el atracadero, el sitio ha sido
convertido en una estaci6n perma-
nente de amarre.

El antiguo sistema de apilar postes
en el muelle se convirti6 en
inadecuadd, al: adquirir el Canal
nuevos remolcadores que navegan
mas alto y tienen defenses de caucho
que sobresalen. El nuevo disefio fue
desarrollado conjuntamente por per-
sonal de los remolcadores y del
Ramo de Mantenimiento en el
AtlAntico.

neumitico se hall montado sobre

El proyecto incluye la reparaci6n
de los pasamanos deteriorados, y la
curva de concrete a un extremoedel
muelle, y deberA estar terminado en
el curso del mes dejunio. Mientras se
ejecuta la obra, los remolcadores del
sector Atlantico estan siendo acoda-
dos en la secci6n ya terminada.

Chong Tai, Alfred Ricketts y el Sr.
Songui, que son todos empleados de
la Division Industrial. El Coordina-
dor del Programa de Movilidad
Ascendente, William GonzAlez, Ila-
m6 a esta nueva fase del program
un paso important. Naci6, dijo,
como resultado del esfuerzo combi-
nado de la administraci6n y sindica-
tos de artesanos, tras establecerse la
necesidad de entrenar a los trabaja-
dores para aumentar el impact del
program de aprendices. Los sindi-
catos de artesanos han designado
asesores del program de movilidad
ascendente, quienes desempefian un
important papel en la definici6n de
los criterios de selecci6n y en el
disefio de un curriculum para el
program. Tambien ejerceran la
responsabilidad en su ejecuci6n.
