coverage under the Federal Em-
ployees's Group Life Insurance
(FEGLI) program may be insured
through the Panama Canal Area
Group Insurance Board under the
Group Supplemental Life Insurance
Plan.
Underwritten by United of
Omaha Life Insurance Company,
the plan is available to permanent
employees of the Panama Canal
Commission, the Department of
Defense, the Army and Air Force
Exchange Service, the Smithsonian
Tropical Research Institute, the U.S.
Embassy, the U.S. International
Communication Agency, the U.S.
Agency for International Develop-
ment and other U.S. agencies
operating in Panama, regardless of
whether or not they were hired
before October 1, 1979.
Basic life insurance coverage
under the plan ranges from $5,000 to
$30,000, depending on the annual
salary of the insured, at a cost of 35
cents per pay period for each $1,000
of insurance. Options are available
that allow the insured to increase


coverage by 50 or 100 percent over
the basic rate, up to a maximum
coverage of $30,000.
The plan also provides $3,000
insurance on the spouse of the
protected person and $1,500 cover-
age for each child between 'the ages of
2 and 22. The premium rate for
dependent insurance is 75 cents per
pay period, regardless of the number
of dependents covered.
Furthermore, the plan now pro-
vides retiring employees who have
been enrolled for at least five
consecutive years with free annual
certificates good for insurance cover-
age equal to 15 percent of the basic
amount allowable, as determined by
the employee's annual salary on the
date of retirement.

Community concerns voiced

at RAC executive session


The Resident's Advisory Com-
mittee executive session, May 19,
addressed the important questions of
procedural guarantees, procedures
applying to criminal, civil and
administrative (e.g., traffic) cases,
and the continued adequacy of
health care provided by MEDDAC.
On hand to discuss procedural
guarantees were Howard Gross,
Consul General of the U.S. Em-
bassy, Garrett Sweany, Political
Counselor, and James Wheeler of
the Support Services Branch of the
Commission.
The procedural guarantees con-
tained in the treaty documents for
U.S.-citizen employees, such as the
right to counsel, the right to an
interpreter and the right to com-
municate with U.S. government
representatives, are clearly appli-
cable to criminal cases. However, it is
not clear as to how these extend to
administrative or civil cases such as
in the issuance of "boletas" or
warrants.
Most "boletas" are administrative
or civil in nature and are issued to
request the appearance of an in-
dividual before an official. If the
person does not present himself or
herself to that official after being,
served with two such "boletas," he or
she will be served with a "boleta de
conducci6n," ordering him or her to
accompany the National Guard
officer who delivers it to appear
before the issuing official.
An administrative "boleta" is
issued for minor disagreements, such
as may arise in neighborhood or
domestic disputes. In issuing the
"boleta," the government authority
(in these cases, the corregidor or the
mayor) is acting on behalf of the
complainant for the purpose of
bringing the parties together so each
may be heard. If a reconciliation
cannot be effected, a peace bond
may be imposed ordering the parties
not to see or communicate with each
other for a stipulated period of time.
In the event of a criminal offense, a
"boleta de capture," or arrest
warrant, is issued.
A consensus was expressed by the


representatives that the National.
Guard personnel in the Canal area
are to be congratulated on their
efficiency, effectiveness and spirit of
cooperation. A comment concerning
the excellence of the National Guard
ball team at the Training Center at
Gamboa led to a general e\pre~i-ion
of interest in an mncreae i i;ombined
National Guard-CommisSion com-
munity activities. Mr. Wheeler was
asked to explore that possibility.
Col. Ernest J. Sylvester,

firmed that Canal "area medical
facilities will undergo a reduction in

Alaska crude Canal's largest single trade

Alaska North Slope crude oil is
the largest single trade moving
through the Panama Canal. Ships
such as the Overseas New York, the
Cove Trader and the Arco Prudhoe.
Bay have become common sights
along the Canal, as they move the oil
through the waterway to destina-
tions on the U.S. East and Gulf
coasts and Puerto Rico.
The Alaska North Slope crude oil
trade accounted for $29.5 million, or
15.8 percent, of the total $186.8
million in tolls collected during the
first seven months of fiscal year 1982.
The average toll paid by tankers in
that trade was $31,860, and they
carried 18.8 million long tons of
crude oil through the Canal, ac-
counting for 17.4 percent of the total
107.7 million tons of cargo that
passed through the waterway during
the period.
The largest tanker used in the
trade, in terms of Panama Canal net
tonnage, is the Overseas Ohio,
measuring 39,485 net tons and
paying $65,939.95 at the current
laden toll rate. The record single
voyage cargo tonnage was set on
December 15, 1981, when the Arco
Texas transited carrying 65,299 long

June 14 last day for old ID


Panama Canal Commission em-
ployees and their' dependents who
patronize military facilities are ad-
vised that PCC ID cards that do not
carry the new Commission seal may
not be honored at these establish-
ments after June 14.
The Employee Documentation
units have been issuing the new ID
card since January 4, 1982, to U.S.-
citizen employees and their depen-
dents, as well as to designated third-
country nationals and their depen-
dents. In addition to the PCC seal,
the new cards also include Social


Security numbers to facilitate their
use at MEDDAC and check-cashing
facilities.
To preclude any delay, embarrass-
ment or refusal of service, it is
recommended that ID cards be
renewed prior to June 15, 1982.
Families going on home leave should
renew cards now to ensure access to
facilities upon their return to the
Isthmus. Employee Documentation
units are located in Building 5140
Diablo and Building 1105 Cristobal.
Hours of operation are 7:15 to 11:45
a.m. and 12:45 to 4:15 p.m.

Alaska North Slope crude oil
began moving through the Panama
Canal on August 31, 1977, when the
Washington Trader transited carry-
ing 39,776 long tons of crude oil
coming out of the Alaska Pipeline.
That pipeline was built to transport


crude oil from Prudhoe Bay on
Alaska's North Slope to the port of
Valdez on the southern coast of the
state, a distance of 800 miles. The oil
is transported the remaining 5,000
miles to Panama aboard super-
tankers which are too large to transit
the Canal. In Panama, the oil is
transshipped through an on-shore
storage facility located, near Puerto
Armuelles on Panama's west coast
to smaller tankers which carry the oil
through the Panama Canal to its
final destination.


Since 1977, nearly 100 million
long tons of Alaska North Slope
crude oil have passed through the
Panama Canal, generating over
4,500 transits and almost $150
million in tolls revenue.
Although Alaskan oil shipments
have shown yearly increases since
fiscal year 1980, the movement, has


escalated substantially in recent
months, with March registering a
record 3.5 million long tons, 182
transits and $5.7 million in tolls
revenue. It is expected that the
movement will continue to be strong
until late this year when the
completion of a trans-Panama oil
pipeline will shift the Alaska North
Slope oil trade away from the Canal,
resulting in a loss of some 1,500
transits and more than $50 million
annually beginning in fiscal year
1983.

Hydroplaning rainy season hazard


Imagine yourself being lifted ever
so slightly from the earth's surface
and being propelled across a thin
layer of water at rapid speeds. This is
called hydroplaning, and it can be an
exciting, though dangerous sport
when done in specially designed
boats on lakes and rivers. It can be
terrifying when it happens to an
unsuspecting driver on a wet high-
way. Now that the rainy season is
under way, drivers should be
particularly alert to this pheno-
menon, which can occur when rain,
dirt and oil form a slippery mixture
on the roadway.
As with most potential hazards,
prevention is the primary goal. The
most important action you as a
driver can take is to slow down as
soon as there is enough water on the
road to cover, its-imperfections. If
possible, follow the tracks of another
vehicle, as its tires are clearing the
road for you. When traveling a long
distance on wet roads, an increase in


tire pressure can be useful, though it
is essential not to exceed the
maximum pressure recommended
for your tires. Always be sure your
tires are in good condition and that
the tread is neither smooth nor
unevenly worn. Loading down the
trunk of your car to get more
traction is not advisable, and in fact
can reduce a driver's control by
taking weight off the front tires.
Hazardous conditions can be
created by a very small amount of
moisture, and even the most careful
driver can be taken by surprise.
Apply your brakes lightly from time
to time to test traction "and control,
checking carefully for traffic behind
you as. you do so. If the steering
wheel feels loose, hydroplaning has
probably started. Driving techniques
in such circumstances are the same as
for any type of skid: slow down
immediately, but do not apply
brakes.

YMCA day camps
Three summer day camps will be
offered by the Balboa Armed
Services YMCA for all area children
ages 4 to 10.
Each two-week camp meets from
9 a.m. to noon, Monday through
Friday, and includes arts and crafts,
gym playtime and swimming
lessons. Also included are special
events such as mini-olympics,
parents' day and a field trip. Since
each camp will have a separate
theme, the field trips will be different
for each session. Children will be
divided into three age groups-ages
4 and 5, 6 and 7, and 8, 9 and 10.
Camp No. 1, "Jungle Trails," runs
June 21 through July 2; Camp No. 2,
"Up, Up and Away, "continues from
July 5 through 16; and Camp No. 3,
"Animal Fun," follows from July 19
through 30.

Meter reader makes friends while making rounds


Almost everyone who works or
lives in the Pacific side Canal area
for any length of time will, sooner
or later, come across Alfred Mason,
Electrical Division meter reader.
Setting out on a monthly mission
which takes him "from Ancon to
Gamboa," Mr. Mason reads almost
every meter in Commission build-
ings and residential areas. The only
exceptions are those few located in
restricted-access areas, such as the
locks, that are read by electricians
who work there. He is also required
to read the meters at commercial
and private establishments in the
Canal area that are billed by
Panama (through IRHE) and to
record the amount of power
consumed on each of the Pacific-
side U.S. military installations.
This seemingly enormous assign-
ment usually takes him only 16
days, and when it is completed, he
reports back to the Electrical
Division main office, turns in his
readings and helps the meter clerk
to get the necessary forms in order


for billing procedures.
His familiarity with and under-
standing of both the meter-reading
process. and the paperwork that
follows make him an asset to the
division, according to his super-
visor, Judith G. Holder, who
describes him as "really tops." This
year, in fact, the division has
recognized his exemplary service
for the third time with an outstand-
ing award.
Not only is Mr. Mason recog-
nized as a highly efficient worker,
he is also well-liked by his fellow
employees. Ms. Holder sums up the
feeling by saying, "We all love him,"
and adds, "I only hope that I retire
before he does, because I don't
know what I would do without
him."
Mr. Mason responded to this
comment with a smile and assur-
ances that he has no intention of
retiring anytime soon-even
though he already has 31 years of
service with the Canal organiza-
tion.


According to Mr. Mason, "Any-
one can learn to read a meter. The
hard part is learning the routes and
where to find them." With about 12
years on the meter-reading circuit,
he now knows the routes and meter
locations like the back of his hand,
but the job is still not without its
difficulties.
"My biggest enemies are dogs,"
he explains. Having been bitten
four times, once very severely, he
now carries a can of spray repellent
and approaches every house warily.
Because his duties sometimes take
him off the beaten path, he has also
learned to keep a sharp eye out for
snakes.
On rare occasions, even people
make things a bit difficult for Mr.
Mason, such as those who become
angry with him when rates go up.
Also, sometimes misunderstand-
ings have arisen when a new
occupant, as yet unfamiliar with the
long-time meter reader and his
mission, finds him under the house
and questions his motive for being

Africanized bees

The African bee situation will be
the subject of two meetings to be
sponsored next week by the Office of
the Ombudsman, at 7 p.m. onJune7

and at 7:30 p.m. on June 9 at the

public is invited to come and learn
about the bee's habits and activities,
what to do when a bee or bees' nest is
spotted and how to handle bee stings
involving venom-sensitive people.
According to Ombudsman Georges
Bouch6, the bee is not just passing
through; it is here to stay, and we
must learn how to deal with it.
The meetings will feature Dr.
Orley Taylor, an expert on the
African bee, in a 14-minute film
followed by a slide presentation and
talks by representatives from local
organizations involved in the study
and control of the bee. Dr. David W.
Roubik from the Smithsonian Tro-
pical Research Institute will discuss
his experiences in studying the bee in
Venezuela and French Guiana and
in following its movements through-
out South America. Dr. Ramon R.
Boyd of the Ministry of Health in
Panama will define steps being taken
by Panama government agencies to
handle the bee situation, and Mr.
Ernesto Cordovez will represent the
Commission's Grounds Manage-
ment Branch in outlining the
Commission's program for the bee's
extermination in its communities.

When it comes to underwater
search and rescue know-how, Pan-

In February and March of this
year, select Atlantic and Pacific
based firefighters completed three
weeks of training through the
Industrial Division Salvage and
Diving Depot in Gatun. Last Friday,
they completed an additional three-
week training period in advanced
underwater search and rescue tech-
niques, taught by the 3-7 Special
Forces (Green Berets) at Fort
Gulick.
The advanced course included
combination classroom and water
instruction and was, according to the
firefighters, very rigorous. Of the 21
men who began, 12 completed the
full course.
Symbolic of the demanding pace,
the firefighters swam a 500-meter
timed swim on the first day.
Subsequent days found them swim-
ming far greater distances, including
1,500 meters non-stop and several
1,000-meter, underwater night
swims in full diving gear.
Swimming kept the men in shape
while the course itself gave them an
opportunity to perfect their under-
water search and rescue skills. With
10 Special Forces instructors, each
firefighter received a lot of personal
attention.
Night diving exercises taught the

drownings or suspected drownings;
fires; emergency ambulance needs;
and to divers suffering from recom-

bers in Gatun on the Atlantic side,
the only such facilities south of

fluorescent lighting, how to orient
themselves underwater by using
compasses zeroed in on light sources,
and the use of special lights which
attach to the divers themselves.
Additionally, the advanced train-
ing included learning how to use
buoyancy compensators, instruction
in motorboat operations, procedures
to follow when making a "free
ascent" (surfacing from deep water
without aid of breathing apparatus),
and the diving-related importance of
local marine life.

to honor Panama statesman


In commemoration of the 100th
anniversary of the birth of the gifted
Panamanian statesman Dr. Ricardo
J. Alfaro, an exhibit of his personal
effects will be on display during the
month of June in the showcases
maintained by the Commission
Library Services Branch in the
DNTT headquarters (the former
Civil Affairs building) in Ancon. The
exhibit will be open to the public
during normal operating hours.
The late Dr. Alfaro played an
instrumental role in the political
development of his country as
President, Ambassador to the
United States twice, Minister of
Government, Minister of Foreign
Affairs and in a host of other
positions too numerous to mention.
He was delegated to represent the
country internationally on several
occasions and was the only Pan-
amanian to serve as a presiding
judge at the International Court of
Justice in The Hague. He also
headed the Panamanian commission
during the negotiations that led to
the 1936 treaty between the United
States and Panama, which amended
the terms of the 1903 treaty, and was
actively involved in other negotia-
tions between the two countries. He
served for a short period as
interpreter in the Supreme Court of
the Canal Zone in 1905 and later asa
judge on the joint commission
created by the 1903 treaty to settle
claims arising from the construction
of the Canal.

Dr. Ricardo J. Alfaro
The exhibit will contain a bust of
Dr. Alfaro, a collection of his books
and writings, decorations, diplomas,
documents, pictures, photographs,
certificates, the toga he used while
presiding over the international
court at The Hague and many other
items of interest to history buffs.
Other activities to be held in
observance of the 100th anniversary
on August 20 will be an in-depth
presentation and discussion of Dr.
Alfaro's achievements, contributions
and influence at a special congress
from August 17 through 20, and a
memorial mass in his honor on
August 20. For more information on

sand-filled duffel bags in the murky
waters of the French Canal, per-
formed practice searches in the
Chagres River and made numerous
dives in Gatun Lake. Staff Sgt.
James Knight, one of the Special
Forces instructors, stated,. "These
guys are great. They really know
their stuff."

Gorgas Army Hospital, Colonel
Sylvester said that the last medical
resident student will leave the
hospital in November. At that time,
Gorgas will cease to be a Medical
Center (teaching hospital). However,
it will be ranked just under that
category, as one of the largest non-

It-is now classified as a Regional
Activity, which means that it has
other facilities under it.
Concern was expressed over clinic
services being cut back; deferred
maintenance of school facilities;
water, drainage problems affecting
roads; personnel shortages in the
recreation program; need for legal
aid-type assistance; periodic loss of
access to Fort Sherman caused by
the malfunction of the Gatun bridge;
and the form of the RAC charter.
The Administrator reported on
his recent budget-related trips to
Washington, D.C., and expressed
concern that sufficient resources will
be provided to the Commission in
the Fiscal Year 1983 budget.
Commenting on the recent block-
age of the Transisthmian Highway,
the Administrator stressed the im-
portance of the highway to the
Panama Canal and the serious
ramifications to Canal operations
resulting from such blockages.
The Administrator announced
that a recent Inspector General (IG)
inspection on the local commissary
system corroborated complaints
about stocking shortages and serv-
ice, and that corrective action is
expected to be initiated in the near
future.

physical.
In order to provide the sports
physical at the special group rate,

Dependents of civilian employees

sports, DYA or Scout activity

Since children of active duty
military personnel receive free med-

examination at any time. The

Asuntos de la comunidad

en session ejecutiva RAC


En la sesi6n ejecutiva del Comit6
Asesor de Residentes, el 19 de mayo,
se trataron asuntos importantes con
respect a las garantias procesales,
los procedimientos que se aplican a
casos penales, civiles y administrati-
vos (v.g., transito), y la continue y
adecuada atenci6n m6dica que
proporciona MEDDAC.
Las garantias procesales fueron
explicadas por Howard Gross,
C6nsul General de la Embajada de
los Estados Unidos; Garrett Sweany,
Consejero Politico, y James Wheeler
del Ramo de Servicios de Apoyo de
la Comisi6n.
Los documents del tratado de
garantias procesales para los em-
pleados civiles estadounidenses, co-
mo el derecho a un abogado, el
derecho de tener un int6rprete
present y el derecho de comunicarse
con representantes del gobierno de
los Estados Unidos, son claramente
aplicables a casos penales. Sin
embargo, no esta claro sobre c6mo
se aplican estas garantias a casos
administrativos o civiles como en la
expedici6n de boletas.
La mayoria de las boletas son de
indole administrative o civil y
expedidas a fin de solicitar la
presencia de un individuo ante un
official. Si la persona se niega a
comparecer ante ese official despu6s
de recibir dos de estas boletas, a esa
persona se le expedira una boleta de
conducci6n, ordenandole a que
acompafie al miembro de la Guardia
Nacional que entrega la boleta a
comparecer ante el funcionario que
expedira la boleta.
Las boletas son expedidas admi-
nistrativa por delitos menores, como
disputes dom6sticas o entire vecinos.
Cuando se expide una boleta, el
funcionario del gobierno (en estos
casos, el corregidor o el alcalde) lo
expide a solicitud del querellante con
el prop6sito de reunir a las parties a
fin de que cada una pueda dar su
version del problema. Si no se puede
efectuar una reconciliaci6n, se puede
imponer una fianza por medio de la
cual se ordena alas parties de no verse
mis o comunicarse el uno con el otro
por un period de tiempo estipulado.
En el caso de un delito penal, se
expedira una boleta de capture.


Los representantes expresaron un

de la Guardia Nacional en el area del
Canal merece ser felicitado por su
eficiencia, eficacia y espiritu de
cooperaci6n. Una observaci6n que

Crudo de Alaska mayor product del Canal

El petr6leo crudo procedente de
Alaska es el product que mis se
mueve a trav6s del Canal de
Panama. Los barcos como Overseas
New York, Cove Trader y Arco
Prudhoe Bay, son vistas comunes
por toda la extension del Canal de
PanamA, al transportar el petr61eo a
trav6s de la via acuatica hacia la
costa oriental y los puertos del Golfo
de los Estados Unidos y Puerto
Rico.
El comercio que result del
petr6leo de Alaska represent $29.5
millones, o el 15.8 por ciento del total
de $186.8 millones en peajes que se
recaudaron durante los primeros
siete meses del Afio Fiscal 1982. El
peaje promedio que pagaron los
buques cisterna empleados en ese
rengl6n era de $31,860 y transporta-
ron 18.8 millones de toneladas largas
de petr6leo a trav6s del Canal,
representando un 17.4 por ciento del
total de 107.7 millones de toneladas
de carga que pasaron por la via

El buque cisterna mas grande que

carga de 65,299 toneladas largas de
petr6leo crudo procedente de Alas-
ka.
El petr6leo crudo de Alaska
comenz6 a pasar por el Canal de
PanamA el 31 de agosto de 1977,
cuando el Washington Trader, hizo
el trinsito llevando 39,776 toneladas
largas del petr6leo procedente del


Oleoducto de Alaska. Dicho oleo-
ducto fue construido con el objetivo
de' transportar el crudo desde
Prudhoe Bay en el Norte de Alaska
hasta el Puerto Vald6z en la costa sur
del estado, una distancia de 800
millas. El petr6leo es transportado el
resto de las 5,000 millas hasta
Panama a bordo de los gigantescos
buques cisterna que son demasiado
grandes para transitar el Canal. En
PanamA, se Ileva a cabo el trasiego
por medio de instalaciones de
almacenamiento en tierra situadas

puesto a bordo de barcos con destino a la Costa Este de Estados Unidos.

Junio 14 ultimo dia para tarjeta vieja


Se informa a los emplqados de la
Comisi6n del Canal de PanamA y a
sus dependientes que hacen compras
en las instalaciones militares que las
tarjetas de identificaci6n de la
Comisi6n del Canal de PanamA que
no porten el nuevo sello de la
Comisi6n no serin honradas en
estos establecimientos despu6s del 14
de junio.
Las unidades de Documentaci6n
al Empleado vienen expidiendo las
nuevas tarjetas de identificaci6n
desde el 14 de enero, a los empleados
estadounidenses y a sus dependien-
tes, asi como tambi6n a los naciona-
les de terceros paises y a sus
dependientes. Ademis del sello de la
Comisi6n, las nuevas tarjetas tam-


bi6n incluyen los n6meros del
Seguro Social a fin de facilitar su uso
en las instalaciones MEDDAC y en
las instalaciones para cambiar che-
ques.
Para evitar demoras, vergiienza o
negative de servicio, se recomienda
que las tarjetas de identificaci6n sean
renovadas antes del 15 de junio. Las
families que se iran de vacaciones
deberAn renovar sus tarjetas ahora a
fin de asegurar acceso a las
instalaciones a su regreso al Istmo.
Las unidades de Documentaci6n al
Empleado estan situadas en el
Edificio 5140 en Diablo y en el
Edificio 1105 en Crist6bal. Sus horas
de oficina son de 7:15 a 11:45 a.m. y
de 12:45 a 4:15 p.m.


Peligros durante
Imaginese que ha sido suspendido
ligeramente sobre la superficie de la
tierra y que es impulsado por encima
de una capa delgada de agua a gran
velocidad. Esto se llama planear
sobre el agua, y puedeser un deported
emocionante, aunque peligroso,
cuando se efectia en los lagos y los
rios en embarcaciones'especialmente

puede ocurrir cuando lluvia, tierra y
aceite se combinan en una mezcla
resbalosa en el pavimento.
Como sucede coh todos los
peligros potenciales, la prevenci6n es
el objetivo primordial. La maniobra
mis important que usted puede
ejecutar como conductor es dismi-
nuir la march tan pronto como
haya suficiente agua en la carretera
para cubrir sus imperfecciones. Si es
possible, siga las huellas de otro
vehiculo ya que sus llantas estin
abri6ndole el paso. Cuando viaja

dad puede crear condiciones peligro'-
sas y aun sorprender al conductor
mis precaviddo Apriete los freno~
levemente de vez en cuando para
probar la tracci6n y el control,
verificando cuidadosamente el trAfi-
co que viene atras al efectuar esta
operaci6n. Si el tim6n se siente flojo,
el deslizamiento probablemente ya
ha empezado. La t6cnica en tales
condiciones es la misma- -para
cualquier clase de deslizamiento:
disminuya la velocidad inmediata-
mente, pero sin utilizar los frenos:

Campamentos diurnos
YMCA
Tres campamentos diurnos du-
rante las vacaciones seran ofrecidos
por el YMCA de los Servicios
Armados de Balboa para todos los
nifios del Area entire los 4 y 10 afios de
edad.
Todos los campamentos progra-
mados se efectuaran de 9 a.m. a 12
m., los dias de la semana y durarin
dos semanas. Incluyen artes y
artesanias, actividades en el gimna-
sio y classes de nataci6n. Tambi6n
incluyen events especiales como
mini-olimpiadas, dia de padres de
familiar y una excursion al campo.
Como cada campamento tendrA un
tema diferente, las excursions seran
distintas para cada sesi6n. Los nifios
serin divididos en grupos por edad.

afios, 6 y 7 afios, y 8, 9 y 10 afos.

Abejas africanas
en Panama
La situaci6n de la abeja africana
sera el tema a tratarse durante dos
reuniones que serAn patrocinadas la
pr6xima semana por la Oficina del
Mediador, el 7 dejunio, a las 7 p.m.,
en el Centro Comunal de Gamboa y
el 9 de junior a las 7:30 p.m., en el
Centro de Adiestramiento en Bal-
boa. Se invita al piblico en general a
asistir y a enterarse de todo lo
relacionado con los habitos y
actividades de las abejas, qu6 se debe
hacer si se descubre una abeja o una
colmena, y c6mo tratar a una
persona al6rgica a venenos si es
picada por una de estas abejas.
Segun el Mediador Georges Bouche,
las abejas no estan apenas de paso,
sino que estAn aqui para quedarse, y
debemos aprender c6mo tratarlas.
Las reuniones incluiran al Dr.
Orley Taylor, expert en la abeja
africana, con una pelicula de 14
minutes seguida por una charla
informative ilustrada y otras charlas
por representantes de las organiza-
ciones locales involucrados en el
studio y control de la misma. El Dr.
David W., Roubik, del Instituto
Smithsonian para Investigaci6n en el
Tr6pico, cbntara sus experiencias
durante sus studios de la abeja en
Venezuela y Guayana francesa y el
seguimiento de sus movimientos por
toda Sur Am6rica. El Dr. Ram6n R.
Boyd, del Ministerio de Salud en
Panama, explicara las medidas que
estan tomando las dependencias del
gobierno de Panama con respect a
las abejas, y el Sr. Ernesto Cordov6z,
representara al Ramo de Adminis-
traci6n de Predios de la Comisi6n en
la presentaci6n del program de la
Comisi6n para la exterminaci6n de
estas abejas en las comunidades bajo
su administraci6n.

Empleados del Canal


Lector de medidores, conocido del area canalera


Casi todas las personas que
trabajan o viven en el area del Canal
en el sector Pacifico por cualquier
period de tiempo se toparan tarde
o temprano, con Alfred Mason, el
lector de medidores el6ctricos de la
Division de Electricidad.
Emprendi6ndose una misi6n
mensual que lo Ileva "desde Anc6n
hasta Gamboa", al Sr. Mason le
corresponde leer casi todos los
medidores el6ctricos instalados en
los edificios de la Comisi6n y en las
areas residenciales. Las 6nicas
excepciones son aquellos pocos que
estAn ubicados en areas restringi-
das, como las esclusas, los cuales
son leidos por los electricistas que
alli trabajan. Tambi6n se le require
leer los medidores en los estableci-
mientos comerciales y privados en
el area canalera que son facturados
por Panama (a trav6s del IRHE) y
de anotar la cantidad de energia
eldctrica que se consume en cada
una de las instalaciones militares de
los Estados Unidos en el sector
Pacifico.
Esta aparentemente enorme asig-
naci6n por lo general solo le toma
16 dias, y, cuando terminal, regresa
a la oficina principal de la Divisi6n


de Electricidad, y entrega sus
lectures y ayuda a la oficinista de
lector de medidores el6ctricos a
preparar los formularios necesarios
para la facturaci6n.
Su conocimiento y su compren-
si6n del process de la lectura de
medidores eldctricos y el papeleo
que sigue,.hacen del Sr. Mason una
persona muy 6til a la division,
seg6n su supervisor, Judith C.
Holder, quien lo describe como
"realmente superior". Este afio, en
realidad, la division ha otorgado su
reconocimiento a su servicio ejem-
plar por tercera vez con un
galard6n de sobresaliente.
El Sr. Mason no es solo
reconocido omo un trabajador
altamente eficiente, sino que sus
compafieros de trabajo tambien le
tienen un gran aprecio. La Sra.
Holder resume ese sentimiento
diciendo "todos lo queremos", y
afiade, "solo espero jubilarme antes
que 61, porque no s6 que haria sin
61".
El Sr. Mason respondi6 a esta
observaci6n con una sonrisa y
asegur6 que no tiene intenciones de
jubilarse por ahora-aunque ya
tiene 31 afios de servicio con la
organizaci6n del Canal.


Segin el Sr. Mason, "cualquiera
puede aprender a leer un medidor
el6ctrico; la tarea mas dificil es
aprender las distintas rutas y d6nde
encontrarlas". Con cerca de 12 afios
en el circuit de lectura de
medidores, ahora conoce las rutas y
las ubicaciones de los medidores
como la palma de su mano, pero el
trabajo a6n tiene sus dificultades.
"Los perros son mi mayor
enemigo", explica. Habiendo sido
mordido en cuatro ocasiones, una
vez muy seriamente, ahora lleva
consigo un atomizador repelente y
se acerca a las casas muy cautelosa-
mente. Debido a que sus funciones
a veces lo alejan de los caminos mas
transitados, tambi6n ha aprendido
a mantener los ojos abiertos por si
acaso hay culebras en el area.
En ocasiones extraordinarias,
hasta las personas dificultan las
cosas para el Sr. Mason, como las
que se enojan con 61 cuando suben
las tarifas de electricidad. Ademas,
a veces mal entendidos han surgido
cuando un nuevo ocupante, a6n no
familiarizado con el lector de
medidores electricos de muchos
afios y con su misi6n, lo encuentra
debajo de la casa e interrogan su
motive por estar alli. Muy pronto,

sin embargo, los calurosos saludos
y las amistosas charlas reemplazan
las miradas sospechosas.

entendidos, el Sr. Mason ahora usa
un casco rojo con su nombre y
titulo pintado en negro. AdemAs,
los reci6n adquiridos triciclos com-
prados por la division para el uso


del Sr. Mason y su contraparte en el
sector Atlintico portarA identifica-
ci6n adicional.
Como hombre consagrado a su
familiar, el Sr. Mason le gusta pasar
su tiempo libre en casa con su
esposa Lillian y sus cinco hijos
escuchando mCsica, viendo televi-
si6n y descansando.

Bomberos asisten a curso avanzado en buceo

En lo que se refiere a la pericia en
la bisqueda y el rescate bajo el agua,
los bombers de la Comisi6n del
Canal de Panama estan a la altura de
los mejores.
En febrero y marzo de este afio, un
grupo select de bombers del sector
Atlantico y Pacifico terminaron tres
semanas de adiestramiento ofrecido
por la Estaci6n de Salvamento y
Buceo de la Divisi6n- Industrial en
Gat6in. El viernes pasadd, estos
bombers terminaron otro period
de adiestramiento de tres semanas de
duraci6n en t6cnicas avanzadas de
b6squeda y rescate bajo el agua, a
cargo del personal de las Fuerzas

El curso avanzado abarc6 una
combinaci6n de instrucci6n en el
sal6n de classes y en el agua y fue,
seg6n los bombers, muy rigoroso.
De los 21 hombres que iniciaron el
curso, solo 12 terminaron.
Simb6lico de la rigurosa prueba es
el hecho que el primer dia los
bombers tuvieron que nadar una
distancia de 500 metros. Los dias
siguientes, se encontraban nadando:
distancias mayors, incluendo
1,500 metros sin descanso y varias
pruebas de 1,000 metros, bajo el
agua por la noche conel equipo
complete de buceo.
La nataci6n mantiene a los
hombres en buen estado fisico
mientras que el curso les brinda una
oportunidad de perfeccionar la
tecnica de bfsqueda y rescate bajo el

La Comisi6n del Canal de Pana-

descompresi6n en Gat6n en el sector
Atlantico, las 6nicas instalaciones al
sur de la Ciudad de M6xico. El buzo
maestre Kenneth H. Willis puede ser

La "Senorita Amapiola" de la Legi6n Americana, Loida Cooper, entrega una amapola al Administrador de la
Comisi6n D. P. McAuliffe despuds que hizo una donaci6n al fondo para ayudar a las organizaciones de
veterans y a los hospitals de Veteranos. El Mes de la Amapola, que culmina el Dia de los Difuntos
Norteamericanos, se celebra en mayo de cada afo con una campaha para recaudar fondos para los

recibi6 much atenci6n personal.
Los ejercicios de buceo nocturno
ensefiaron a los bombers el uso de
luz de bengala e iluminaci6n fluores-
cente, c6mo orientarse bajo el agua
usando brijulas centradas sobre
fuentes de luz, y el uso de luces
especiales fijadas en el mismo cuerpo
de los buzos.
Ademis, el adiestramiento avan-
zado incluy6 el aprender c6mo usar
comprensadores de flotaci6n, opera-
ci6n de lanchas con motor fuera de
borda, procedimientos que deben
seguirse cuando hacen un "ascenso
libre" (subir a la suiperficie desde
aguas profundas smn la a)uda de un
aparato respiratorio), y la importan-
cia de la vida marina local en
relaci6n al buceo.
Los bombers aprendieron c6mo
preparar un "plan de buceo", lo cual


significa establecer procedimientos
operatives normales, por medio del
cual cada buzo tiene un trabajo
especifico, y cada buzo del grupo se
desempefia como parte de un equipo
bien adiestrado.
Poniendo las habilidades a prud-
ba, los bombers pasaron un dia
buscando bolsas llenas de arena de
las aguas turbias del Canal frances;
hicieron ejercicios de bisqueda en el
Rio Chagres y efectuaron numero-
sos buceos en el Lago Gat6n. El
Sgto. de 2a Clase James Knight, uno
de los instructors de' las Fuerzas
Especiales, manifest, "Estos hom-
bres son estupendos, realmente
conocen su oficio".

En conmemoraci6n del centenario
del nacimiento del ilustre estadista
panamefio, Dr. Ricardo J. Alfaro,
habri una exhibici6n de sus efectos
personales durante el mes dejunio en
las vitrinas que mantiene el Ramo de
Servicios de Biblioteca de la Comi-
si6n en la Direcci6n Nacional de
Transito y Transporte Terrestre en
Anc6n. La exhibici6n estari abierta
al p6blico durante las horas norma-
les de trabajo.
El Dr. Alfaro desempefi6 un papel
important en el desarrollo politico
de su pals como Presidente de la
Rep6blica, dos veces Embajador
ante los Estados Unidos, Ministrode
Gobierno, Ministro de Relaciones
Exteriores y numerosos otros pues-
tos piblicos. Fue delegado de sus
pais internacionalmente en varias
ocasiones y ha sido el (inico
panamefio de ser eligido como
President de la Corte Internacional
de Justicia, en La Haya. Tambi6n
encabez6 la delegaci6n panamefia
durante las negociaciones que con-
dujeron al tratado de 1936 entire
Estados Unidos y PanamA, que
enmend6 el tratado de 1903, y estaba
activamente involucrado en otras
negociaciones entire los dos paises.
Sirvi6 por un breve period como
int&rprete en la Corte Suprema de la
Zona del Canal en 1905 y mas tarde
como juez en la comisi6n conjunta
creada por el tratado de 1903 para
resolverr las reclamaciones que sur-
gieron de la construcci6n del Canal.
La exhibici6n incluira un busto
del Dr. Alfaro, una colecci6n de sus

libros y escritos, con decoraciones,
diplomas, documents, fotografias,
certificados, la toga que us6 cuando
presidia la Corte Internacional de La
Haya y muchos otros objetos de
interns a los historiadores.
Otras actividades que se efectua-
ran durante la conmemoraci6n del
centenario de su nacimiento el 20 de
agosto, sera una presentaci6n y
discusi6n profunda de los logros del
Dr. Alfaro, sus contribuciones y su
influencia, del 17 al 20 de agosto,
durante un congress especial, y una
misa de recordaci6n el dia 20 de

ario.'La Reina Lesa Walker y los miembros de la tripulaci6n Tony Feely, Kelly Hoover, Gina Stinette y Lee
Graver se ven tan contents como si hubiesen ganado, cosa que sl hicieron-nos referimos al "Premio de
Ancla Principal". Recientemente se divulg6 que el "Lo Encontramos"fue el unico cayuco que Iieg6 en el ,iltimo
lugar que pudo terminar la carrera sin asistencia, lo que lo convierte en el merecedor del titulo de perdedor.

Al pedir que se explicara el status
del Hospital Gorgas del Ej6rcito, el
Coronel Sylvester dijo que el Altimo
estudiante m6dico resident abando-
naria el hospital en noviembre. Para
entonces, elGorgas dejara de ser un
Centro Medico (hospital escuqla)
'in 'embargo sera calificado, un
peldafio por debajo de esa categoria,
como uno de los mas grandes
hospitals no escuela del Ej6rcito de
los Estados Unidos. Actualmente
estA clasificado como una Actividad
Regional, lo cual significa que tiene
otras instalaciones bajo su mando.
El Administrador inform6 respec-
to a sus recientes viajes a Washing-
ton, D.C., en relaci6n al presupuesto
y express su inquietud sobre si el
presupuesto del Afio Fiscal 1983
contender suficientes recursos para
la Comisi6n.
Refiri6ndose al reciente bloqueo
de la Carretera Transistmica, el
Administradoi enfatiz6 sobre la
importancia de la carretera al Canal
de PanamA y las series ramificacio-
nes a las operaciones del Canal que
resultan de esos bloqueos.
El Administrador anunci6 que
una reciente inspecci6n por el
Inspector General (IG) del sistema
de comisarid local corrobor6 las
quejas sobre escaseses en las existen-
cias y el servicio, y que el inicio de
una acci6n, para corregir esta
anomalia es esperada en el future
cercano.
