Three divisions unite to increase


voltage and reduce costs at locks


Electrical, Engineering and Locks
Division personnel recently joined
forces to convert the Pedro Miguel
Locks machinery transformer rooms
from 240 volts to 480 volts in a
multifaceted program that required
consolidating several related, projects
into 'one effort. Similar work had
already been accomplished .in the
towtrack transformer rooms in
preparation for a shipment of new
480-volt locomotives. Conversion of
the voltage in the machine trans-
former rooms at Miraflores Locks is
now underway, and is scheduled for
Gatun Locks late next year.
The purpose of the 8-month
project, which had been in the
planning stages since 1970, was to
replace the circuit breakers and
motor controllers in the machinery
transformer rooms at Pedro Miguel
Locks. This was necessary because
those in use had been out of
production since the '60s, and
replacement parts for them could no
longer be factory-bought. Parts
taken out of the towtrack trans-
former rooms during their recent
conversion to 480 volts have been
used as replacement parts for
remaining 240-volt equipment, but
the stock of these used parts is now
running low.
In planning this project, it was
considered expedient to standardize
all machinery to 480 volts, a job
which could be done without
sacrificing quality or efficiency. The
decision was an economical one,
since it called for the purchase of
smaller equipment which would cost
less to buy and operate but would
accomplish the work in exactly the
same way. Smaller equipment could
be purchased because the higher
voyage reduced the current flowing
into the current-handling equip-
ment, and the reduced current could
be handled by smaller cables and
equipment.
Pedro Miguel Locks is served
from the power system at 2,400 volts,
but this voltage must be converted to
a lower voltage for utilization in the
locks facilities. This is accomplished
through transformers located near
the machines that will actually use
the electricity. A metal-clad switch
gear then takes all the power from
the transformers and parcels it out to
various pieces of locks machinery.
The metal-clad switch gear is
composed of circuit breakers in-
stalled inside metal cubicles and
clo-ed in with metal covers-hence
the term "metal-clad." Each circuit
breaker feeds electricity into a
particular machine. For example,
each miter gate has its own circuit
breaker that will close the circuit to
allow power to feed into the machine
or open it to disconnect the power
wires and stop the flow of power to
the machine.
From the circuit breaker, the
power travels to the locks buildings
and locomotives and to the machines
that operate the locks. These ma-
chines are the miter gates, which
swing open to allow ships to enter
and leave the locks chambers; the
rising stem valves, which control the
flow of water in and out of the locks

chambers from one level to another;
and the cylindrical valves in the
locks' center walls, which let water
flow into and out of the chambers
through culverts under the center
wall.
As part of the conversion project,
testing of the power and feeder
cables is being carried out, as well as
the replacement of all cables found
to be in deteriorated or doubtful
condition. This will avoid possible
unscheduled outages in the future.
Advantage was also taken of this
opportunity to perform preventive
maintenance on the lighting trans-
formers, which were taken to the
Electrical Division shops for clean-
ing and drying, then dipped in
varnish and baked dry. This pro-
cedure was devised to extend the
useful life of the more than 30-year-

Rooftop signal station gives

Marine Bureau new outlook


Last week, as onlookers strained
their necks skyward, the 21,000-
pound observation deck of the
Marine Bureau's brand new signal
station was hoisted by crane 85 feet
into the air onto its steel foundation
atop the Cristobal Administration
Building.
The event brought to completion a
half million dollar project to replace
the deteriorating signal station on
top of Pier Six in Cristobal.
With a vantage point roughly 90
feet above sea level, the new signal
tower will play an essential role in the
smooth operation of the waterway.
Twenty-four hours a day, 365 days a
year, the Marine Bureau's signalmen
spot arriving ships, handle com-
munication between Marine Traffic
Control (MTC) and the arriving
vessels, notify MTC as to whether a
ship is inside or outside the
breakwater and monitor transits, as
well as ship docking and undocking
activities. Using very high-powered
telescopes, a signalman can see and
identify ships when they are virtually
invisible dots on the horizon.
The new station will also accom-
modate two additional persons on
each shift. An employee from MTC
will- coordinate transits, direct pilot
movement and designate anchorage
areas, while a representative from
Panama's National Port Authority
will handle directions for launches
and ships and will communicate
same to the Port Authority Office in
Cristobal.
Construction work on the new
station began last October. As-
sembly of the steel support frame,
the service bay area, the observation
..deck. _and a radar tower. was
completed at the Atlantic Main-


tenance Branch under the direction
of project manager Herman Erhart.
The entire structure, at times looking
much like an immense erectorr set,"
was fabricated and set in place in less
than six months. "It was," said Mr.
Erhart, "a grind all the way. It has
been a priority project, and time has
been of the essense."
In order to lift the heavy and
cumbersome observation deck into
place, a special 30-foot long, 5,000-
pound boom extension was needed
for the crane. Because the extra piece
arrived twice from the United States
in damaged condition, completion of
the project was twice delayed.
Finally, the United States Air Force
National Guard was called on for
assistance, and the critical boom
extension was recently air-lifted to
the Isthmus.
Special features of the new station
include increased floor space, non-
glare, reflective window glass like
that used in air-control towers,
unique light fixtures and an air-
conditioning system especially made
for compact, efficient installation.
The separate service bay, situated
below the observation deck, will
include shower and toilet facilities, a
combination stove and refrigerator
and a small dinette.
As with most extended projects,
work on the signal station was not
without its lighter moments. Within
the Engineering and Construction
Bureau, the signal station was
referred to as "Panama's leaning
tower of Pisa" and nicknamed
"Herman's Horror," in honor of the
project manager. Mr." Erhart, how-
ever, was .all smiles when the final
nuts and bolts were fixed in place.

involved extensive and complex
work on the electrical system over a
long period at Pedro Miguel Locks,
no unscheduled lane outages or
delays in ship lockages resulted. Both
Alfred Graham, electrical general
foreman at Pedro Miguel Locks, and
William Nickisher, supervisor in the
Electrical Division's Work Branch,
attribute this accomplishment to the
close cooperation among personnel
of the three divisions.
Alberto Domingo, a foreman with
the Electrical Division, points out
that the project at Pedro Miguel was
also carried out with an exemplary
safety record, since no disabling or
lost-time injuries occurred even
though personnel were working with
high-voltage equipment and cables.

Chamber Ensemble
Members of the Curundu Cham-
ber Ensemble invite their many

terpreted by duets, trios and quartets
of varying combinations of violin,

With both Panamanian and U.S.
members, the ensemble is a bi-
national group of retired and current
U.S. government employees and
dependents of the Panama Canal
Commission, the Department of
Defense and the U.S. Embassy.
Although the group has been
performing for approximately 18
months, previous appearances have
been in private homes or by
invitation only.

Canal waters uncertain home for harmless manatees

Early one morning not too long
ago, an adult male manatee-one of
nature's most gentle giants-was
discovered floating lifeless in the west
chamber of Pedro Miguel Locks.
Because there were no visible
wounds, it was presumed the
harmless creature had been crushed
to death by the force of surging
waters during a lockage.
The huge dead manatee, measur-
ing 3.2 meters, was locked through to
Miraflores Lake and a few hours
later, through the coordinated ef-
forts of Dr. Gene Montgomery,
Smithsonian Tropical Research Ins-
titute zoologist, and Wallace Mur-
dock of the Dredging Division, the
manatee was picked tp by a crane
operated by Locks Division per-
sonnel, placed on a trailer, and taken
by Dr. Montgomery to the Institute's
marine laboratory at Naos Island,
located on the causeway at Fort
Amador, for an autopsy.
En route to the laboratory, Dr.
Montgomery stopped at the Motor
Transportation Division to weigh
the enormous animal. It tipped the
scale at 1,620 pounds. A police escort
had to assist in the moving of the
strange looking carcass on an open
trailer since surprised and curious
motorists created minor traffic jams
attempting to get a better look.
The autopsy revealed that the
manatee had been killed by a strong
blow to its back which had broken 12
ribs on its right side- and caused
extensive internal bleeding. It prob-
ably died from being struck by a
large vessel in, the Canal, or in the
lock chamber itself.
This unfortunate manatee is one
of at least four that have been found
dead in Canal waters in the past
several months. Two lifeless females
were found in 1980. One had
probably been killed by a concussion
caused by a dynamite blast during a
dredging operation on the Canal and
was found in the'Mandinga River
near Gamboa. The other one was
badly mutilated by a ship's propeller
in Miraflores Lake. Manatees also
have reportedly been killed by
hunters in the Gatun Lake area.
The actual number of these
mammoth animals living in Canal
waters is not known. According to a
study by Dr. Montgomery, Dr. Nate
Gale of MEDDAC, and Wallace
Murdock, who sought and collated
reports on manatee sightings, some
50 sightings of manatees have been
reported in various parts of the
Canal and Gatun Lake since 1977.
Manatees were observed from Con-
tractors Hill, the Gamboa Bridge,
Gaillard Cut, Miraflores Lake, the
Chagres River, near Barro Colorado
Island, Paraiso, Pedro Miguel and
other areas along the Canal fre-
quented by boaters and fishermen.
Manatees prefer shallow waters
and inhabit bays, lagoons, estuaries
and large rivers, but not the open sea.
To reach Miraflores Lake, where
they have been sighted, they have
had to swim from Gatun Lake and
down through Pedro Miguel Locks.
Only Miraflores Locks would pre-
vent. the manatees from entering the
Pacific Ocean, which may already
have happened.
According to the locations and
timings of the sightings, the manatee
researchers estimate there are cur-
rently some 25 of the mammals in


Canal waters. Based on this number
and the number of female manatees
that have been killed in recent
months, the rate of increase in the
manatee population in these waters
could be reduced considerably. The
female produces offspring only every
four years, and the gestation period
may be as long as two years. Slow
and lumbering in their movements,
shy by nature and perfectly harmless,
manatees have peacefully inhabited
these waters for centuries.
According to a report by J. P.
MacLaren of the former Health
Bureau's Sanitation Division, one of
the first mentions of the presence of
manatees on the Isthmus was in a
book written in 1678 by John
Esquemeling, a Dutch adventurer
who accompanied Henry Morgan
on the sacking of Old Panama.
Devoting an entire page to a
description of the manatee, he wrote
that the Spaniards who had earlier
come to the new world with
Columbus had found manatees in
the area today known as Bocas del
Toro. The Spaniards called them
"manantines" and enjoyed their
roast flesh as a welcome change from
their diet of dry biscuits and slab
pork.
The Dutch called them "sea cows"
because of their oblong head and
blunt muzzle nose and because the
teeth and flesh of the manatee are
similar to the cow's. The buccaneers
hunted the manatees in this area and
reported them to be large-some
from 20 to 24 feet long-with a great
amount of fat in their flesh which
was melted and stored in earthen
pots for use as grease.
Shaped somewhat like a cross
between a walrus and a whale, the
manatee has a broad shovel-like tail
with rounded edges that it uses for
swimming. Its forelimbs, or flippers,
are flattened like paddles and each
edge of the flippers, which can be
moved in all directions, has five
separate fingernails. When feeding,
the manatee uses these limbs to push
food toward its peculiar mouth with
its swollen-looking upper lip. Its
nostrils are two slits at the top of the
muzzle, its squinty eyes are tiny and
round like an elephant's and there
are no visible signs of ears. The
manatee's skin is grey, leathery tough
and finely wrinkled. With these
features, and as graceless as a cow,
the manatee is obviously no beauty.
But what it lacks in good looks it
makes up for in other redeeming
characteristics. In an article on the.
endangered manatees in Florida
waters, Miami Herald staff writer
Ken Wells describes the manatee as
"gentle as a grandmother, friendly as
a neighborhood pooch, and as
curious as a house cat." Manatees
are vegetarians and do not harm any
other creature. These endearing
characteristics, however, work
against the very survival of the gentle
creature in our modern environ-
ment. In this area man and ships are
its greatest enemies, as it is hunted
and butchered for its meat or
accidentally hit by boat propellers.
Old timers here reported seeing
manatees in the Chagres River
before the Canal construction. These
probably were eliminated by hunters
and the rural population that lived
off the jungle in search of meat for
survival.

manatee is its voracious appetite for
aquatic vegetation, of which it
devours some 50 kilos a day. It was
for this reason that in 1961,'nearly
300 years after Esquemeling wrote
about the manatees in Panama, that
the Division of Sanitation became
interested in these mammals, which
were reportedly being used in
Guayana to keep irrigation ditches
and channels clear of aquatic weeds.
At this time, the Sanitation Division
was exploring methods for con-
trolling the pesky mosquito that
.often invaded the Gamboa area at
the junction of the Chagres River
and the Canal. A project was
developed to use the manatees to
eliminate the aquatic weeds, which
provided a breeding place for the
mosquitos, and thus get rid of the
problem.
About three years later, in 1964,
the first manatee-a 150-pound
male youngster of a species of
manatee that inhabits the Amazon
and Orinoco drainage areas of
northeastern South America, ar-
rived from Peru by military aircraft
and was placed in a fenced lagoon in
the Chagres River for observation
and protection. It cost $450.
Later that year, a former crocodile
hunter from Colon provided two
female manatees from Changuinola,
Bocas del Toro, the same area where
the buccaneers had hunted them in
the 17th century. Altogether. nine
manatees were brought from Chan-
guinola, three females and six males
weighing from 300 to 1,000 pounds
each.
Getting the manatees to the Canal
was a tour de force that necessitated
five separate flights by the Army's
605th Squadron. The manatees were
caught in a rope net in the upper
Changuinola River and pulled to a
lagoon. From the lagoon, they were
manually hauled onto a canvas tarp


and then onto a truck for the 20-
minute ride to the airplane, where
they were placed in special plastic-
lined boxes which allowed the
manatees to be kept stationary and
moist.
Wh-.:. the manatees arrived at
Howard Air Force Base, the boxes
were slid onto a truck and then taken
to Gamboa where a Dredging
Division crane lifted the special
boxes onto a barge. The barge was
pushed up the Chagres River by a
launch to a seven-acre barricaded
lagoon, and the manatees were
dumped into the water.
Several weeks later, five of the
manatees were released in the
Chagres River and Gatun Lake
waters and the remaining five were
kept in the lagoon under observation
for two years. Eventually, these too,
were freed or escaped from the
lagoon.


From observation it was learned
that where there is an abundance of
vegetation, manatees are selective in
their eating habits. They did not
remove all vegetation that supported
mosquito breeding, but instead
demonstrated a special fondness for
water hyacinths. To help resolve the
mosquito problem they would have
had to eat all species of aquatic
plants, including the shoreline aqua-
tic vegetation, which is an abundant
source for mosquito breeding.
After two years in the lagoon, the
five manatees did not appear to have
noticeably decreased the large
amount of floating and shoreline
vegetation in the lagoon. They were
eating the succulent tops of the water
hyacinths only. It was concluded
that to remove the continuous
growth of the abundant aquatic
vegetation in Panama waters would
require a herd of between 1,000 to
2,000 manatees.
The manatee program as a
possible naturalistic, biological
method to control aquatic vegeta-
tion was abandoned after a few
years, and the Canal has since relied
mainly on the chemical control of
aquatic vegetation in the waterway.
The manatees that have been
sighted in recent years are the
offspring of those ten specimens that
were introduced into Canal waters in
1964. It is hoped that those
remaining ,/i!! continue to munch
away at the ,veeds in the Canal and
somehow be spared the perils of the
whirling propeller blades of tran-
siting vessels, dynamite blasts and
insensitive boaters and hunters, and
will survive to become again a part of
the natural environment of Isthmian
waters.
To this end, the Smithsonian
Tropical Research Institute is
making an earnest effort to assist in
the conservation and protection of
the endangered manatees in this
area. It's scientists have requested the
continued cooperation of Canal
Commission personnel and area
residents, and have posted signs in
public places such as the railroad
station, yacht clubs and Canal pilot
association asking that manatee
sightings be reported to the Institute.
The information received will be
compiled and will serve in the
development of a conservation and
management program of the en-
dangered manatee and its role in
controlling aquatic vegetation in
Gatun Lake and the Panama Canal.

The Panamanian National Ins-
titute of Culture (INAC) and the
French Embassy will present the
"Ballet of Lyon" at the Anayansi
Theater of the Atlapa Convention
Center in Punta Paitilla on April 21
and 22.
Prokofiev's "Romeo and Juliet,"
with choreography by Gray Vere-
don, will be featured on the night of
Wednesday, April 21. On the
following night the entertainment
will include "Epitalamo" by Bela


Bartok, with choreography by
Milko Sparemblek; "Five Tangos"
by Astor Piazzola, with chore-
ography by Hans Van Manen; and
Vivaldi's "The Four Seasons" with
choreography by Georghe Caciul-
neau.
The performance will begin at 8:30
each evening. Tickets are available in

Peoples was in private practice in
Vermont for three years. She has
also worked in Alabama on a special
project providing legal assistance to
the elderly and as a teacher.
She shares a love of horses with
her husband, Bob, and their two
children, Scott, 14, and Debbie, 12.
She also enjoys reading, sewing and
cooking and hopes to get the family
involved in some warm weather

Once the necessary qualifications
are met, the troop begins the time-
consuming process of planning the
campout. This entails meetings
leading up to the event, during which
menus are planned and grocery lists
made. Decisions are reached as to
who will do the shopping, which
requires several girls and an at-
tendant adult, and what equipment
to take-both for the troop and for
each individual scouter.
A primitive campout, such as the


San Bias Island venture undertaken
by senior scouters for the past two
years, requires a great deal more
planning. Transportation becomes a
major issue, for not only do the girls
and accompanying adults have to be
transported, but also equipment has
to be carried along to build latrines
and bathing facilities. There are
resource people to call on for help in
these types of situations, but the
responsibility remains, as always,
with the leader, the backbone of the
Girl Scout organization.

April 22 of this year has been
designated the first annual Girl
Scout Leaders' Day.

A flag honoring the leaders will be
flown over the Capitol building in
Washington, D.C. on that date and
here in the Canal area leaders will be
feted at a reception. In other areas,
parades, parties, dedications and
special projects will be the order of
the day.
Girl Scout leaders form skilled
partnerships with the girls in their
troops, which means that each leader
must possess the skills that the girls
are required to learn as part of their
training. These skills are imparted to
the leaders through training sessions
which begin immediately upon their
entrance into a leadership position
and continue through the tenure of
their service. Early training in the
program consists of three sessions
totaling'14 hours. A variety of skills
such as outdoor cooking and
campfire building are taught along
with lessons on how to tie a knot and
set up a tent.

Each leader has an assistant who
attends every session at which the
troop is present. In addition, an adult
support person (called an 0-3) is
attached to each troop to substitute
at the meetings when either the
leader or assistant cannot attend and
to help arrange outings, campouts
and other special activities.

Prior to taking her troop on a
campout, the leader must have
special training in camping and first
aid. If the campout is in a primitive
spot, special training for "roughing
it" must also be taken. A campout
usually requires about six weeks of
preparation. First, a date must be set
and an application for a campout
made to the Neighborhood Chair-
man, the person in charge of all
troops in a given neighborhood. If
the troop and the leader meet
qualifications for a campout, the
application is approved. If not, a
Junior Skills Day is called and all the
girls in the neighborhood who have
not undergone the necessary training
for a campout are given the

Tres divisions unen esfuerzos para


subir el voltaje y bajar los costs


El personal de las Divisiones de
Electricidad, de Ingenieria y de
Esclusas aunaron esfuerzos recien-
temente para convertir los cuartos de
transformadores de la maquinariade
las Esclusas de Pedro Miguel de 240
a 480 voltios, como parte de un
program que abarca various pro-
yectos afines que ahora se han
consolidado. Trabajo similar ya se
ha llevado a cabo en los cuartos de
transformadores de rieles en pre-
paraci6n para un embarque de
nuevas locomotoras de remolque de
480 voltios. La conversion del voltaje
en los cuartos de transformadores de
la maquinaria de las Esclusas de
Miraflores ya esta en march, y esta
programada para ser Ilevada a cabo
en las Esclusas de Gatfin a fines del
pr6ximo afio.
El prop6sito del proyecto de ocho
meses, que habia estado en las etapas
de planificaci6n desde 1970, fue el de
reemplazar los interruptores auto-
miticos y reguladores del motor en
los cuartos de transformadores de la
maquinaria en las Esclusas de Pedro
Miguel. Esto era necesario en vista
de que los que se encontraban en uso
ya no se producian desde 1960 y era
impossible obtener de la fabrica
piezas de repuesto para ellos. Las
piezas que fueron sacadas de los
cuartos de transformadores de los
rieles durante su reciente conversion
a 480 voltios han sido usadas como
piezas de reemplazo para el resto del
equipo de 240 voltios, pero la
existencia de estas piezas usadas se
esti agotando.
Cuando se planific6 este proyecto,
fue considerado oportuno uniformar
toda la maquinaria a 480 voltios, un
trabajo que se podia efectuar sin
sacrificar la calidad y la eficiencia. La
decision fue de orden econ6mico, ya
que se requeria equipo mas pequefio
que costaria menos comprarlo y
operarlo, pero haria el trabajo
exactamente igual. Se podria com-
prar equipo mas pequefio en vista de
que el voltaje mas alto reducia la
corriente que fluye en el equipo y la
corriente reducida podria ser mane-
jada por cables y equipo mis
pequefios.
El sistema de electricidad sumi-
nistra 2.400 voltios de electricidad a
las Esclusas de Pedro Miguel. Pero
este voltaje debe convertirse luego a
uno mas bajo para que pueda ser
utilizado en las instalaciones de las
esclusas. Esto se logra mediante
transforimadorcs quc estAn ubicados
ccrca de la maquinaria que utiliZarl
esta clectricidad. Un equipo de
conmutaci6n con cubicrta de metal
recibe toda la encrgia de los
transformadores y la repartee entire
las dicersas maquinarias de las
csclusas.
El equipo de conmutacion metai-
lico estai compuesto por interrup-
(ores aultomaticos instaladol s en
cubiculos de metal v cerrados con
tapas de metal, y de alli su nombre.
Cada interruptor suministra electri-
cidad a una maquinaria en parti-
cular. Por ejemplo. cada compuerta
tiene su propio intel-rruptor que
ccrrara el circuit para permitir el
paso de energia a la miiq(ina, o lo
abriri para desconectar los alambres
de energia y detener asi el fluio de
energia hacia las mAiquinas.
La energia va desde el interruptor
hasta los edificios y locomotoras de
las esclusas y a las mAquinas que
operan las esclusas. Estas son las
compuertas que se abren para
permitir la entrada y salida de los

barcos de las esclusas; las valvulas de
vastago ascendente, que controlan el
flujo de agua hacia dentro y hacia
afuera de las camaras de las esclusas;
y las vAlvulas cilindricas en los muros
centrales de las esclusas, que per-
miten que el agua fluya hacia
adentro y hacia afuera de las
camaras a trav6s de alcantarillas que
se hallan debajo del muro central.

Como parte del proyecto de
conversion, se esta Ilevando a cabo
pruebas de las lines el6ctricas, asi
como tambi6n el reemplazo de todas
las lines el6ctricas que estAn dete-
rioradas o encondici6ndudosa. Esto
evitaria posibles interrupciones no
programadas en el future. Tambi6n
se aprovech6 la oportunidad para
efectuar mantenimiento preventive
en los transformadores de luz, que
fueron Ilevados a los talleres de la
Division de Electricidad para lim-
piarlos y secarlos, y finalmente
barnizarlos. Este procedimiento esta
disefiado para prolongar la vida de


los transformadores que cuentan con
mas de 30 afios de existencia.
Si bien el proyecto de conversion
abarc6 extenso y complicado trabajo
en el sistema electrico durante un
period largo en las Esclusas de
Pedro Miguel, no caus6 interrup-
ciones que no fueran programadas
en las vias, ni demoras en los
esclusajes. Tanto Alfred Graham,
capataz general de electricidad en las
Esclusas de Pedro Miguel, como
William Nickisher, supervisor del
ramo de trabajo de la Divisi6n de
Electricidad, atribuyen este logroa la
estrecha cooperaci6n que existe
entire el personal de las tres divi-
siones.
Alberto Domingo. capataz en la
Division de Electricidad, sefiala
tambien que el proyecto en Pedro
Miguel se llev6 a cabo con un nivel
ejemplar de seguridad. ya que no
hubo lesiones causantes de incapa-
cidad a pesar de que el personal
estuvo trabajando con equipo y
cables de alto voltaje.

Mientras estiran sus cuellos los
espectadores para mirar hacia arri-
ba, la plataforma de observaci6n de
21,000 libras de la nueva torre de
sefales de la Direcci6n de Marina
era levantada por una gr6a a una
altura de 85 pies hasta quedar
colocada en su base de acero arriba
del Edificio de Administraci6n en
Crist6bal.
L.a operaci6n, cumplida la semana
pasada, puso trmino a un proyecto
de medio mill6n de d6lares, el cual
reemplaza la deteriorada torre de
sefiales del Muelle Seis en Crist6bal.
Situada en un punto ventajoso a
aproximadamente 90 pies sobre el
nivel del mar, la nueva torre de
sefiales desempefia un papel esencia!
en la efectiva operaci6n de la via
interoceanica. Durante las 24 horas
del dia, 365 dias al afo, los sefialeros
de la Direcci6n de Marinadivisanlos
barcos que Ilegan, manejan la
comunicaci6n entire el Centro de
Control de Trafico Maritimo(MTC)
y las naves que Ilegan. notifican al
MTC sobre la presencia de barcos
dentro o fuera del rompeolas y vigila
los transitos. asi como tambi6n las
actividades de atracar y desatracar
los barcos de un muelle. Usando
telescopios de gran potencia. un
sefialero puede ver e identificar a los
barcos cuando apenas son unos
puntos casi invisibles en el horizonte.
La nueva torre tambi6n contara
con otras dos personas en cada
turno. Un empleado del MTC
coordinara los trAnsitos. el movi-
miento director de los practicos y las
areas designadas para anclar, mien-
tras un representante de la Auto-
ridad Portuaria Nacional de Pa-
nama se encargara de dar las
direcciones a las lanchas y barcos y
comunicara la misma informaci6n a
la Oficina de la Autoridad Portuaria
en Crist6bal.
El trabajo de construcci6n de la
nueva torre se inici6 el pasado mes de
octubre. El montaje de la estructura
de acero, el area del servicio, la
plataforma de observaci6n y una


torre de radar fue realizado en el
Ramo de Mantenimiento en el sector
Atlantico bajo la direcci6n del
encargado del proyecto Herman
Erhart. Toda la estructura fue
fabricada y colocada en su lugar en
menos de seis meses. "Fue", dijo el
Sr. Erhart, "un esfuerzo agotador de
principio a fin. Ha sido un proyecto
de prioridad, y el tiempo ha sido
esencial".
A fin de levantar la pesada y
complicada plataforma de obser-
vaci6n y ubicarla en su lugar, fue
necesario adaptar un botal6n espe-
cial de 30 pies de largo y de 5,000
libras a la grfia. Como la pieza
adicional lleg6 averiada en dos
ocasiones distintas desde los Estados
Unidos, la terminaci6n del proyecto
fue demorada consecuentemente.
Por iltimo, se llam6 a la Guardia
Nacional de la Fuerza Aerea de los
Estados Unidos para prestar su
ayuda, y el vital botal6n fue
recientemente aerotransportado al
Istmo.
Las caracteristicas especiales de la
nueva torre incluyen incremento en
el area, cristal reflexivo para ven-
tanas como el que se usa en las torres
de control de trafico adreo,. instala-
clones especiales de iluminaci6n y un
sistema de aire acondicionado hecho
especialmente para la instalaci6n. El
compartimiento de servicio separa-
do, situado debajo de la plataforma
dc observaci6n, incluirA bafio 'de
regadera y servicio. una combina-
ci6n de estufa y refrigeradora y un
pequefio juego de comedor.
Como sucede con la mayoria de
los proyectos largos, el trabajo en la
torre de sefiales no ha carecido de
moments de humor. Dentro de la
Direccion de Ingenieria y Conslruc-
ci6n, se refirieron a la torre de sefiales
como "la torre inclinada de Pisa de
Panama" y se le puso el apodo de
"Horror de Herman", en honor al
encargado del proyecto. Por ello el
Sr. Erhart, solo sonri6 cuando
colocaron en su lugar las iltimas
tuercas y pernos.

asignatura secundaria en frances y

SPILLWAY DEL CANAL DE PANAMA


En peligro de extincion manaties en aguas del Canal

Una mariana hace alg6n tiempo,
un manati macho adulto-uno de
esos gigantes inofensivos de la
naturaleza-fue descubierto flotan-
do muerto en la camara oeste de las
Esclusas de Pedro Miguel. Debido a
que no habia signos visible de
heridas, se consider que la inofen-
siva criatura habia sido victim de las
fuertes corrientes que emergen du-
rante los esclusajes.
El enorme manati, que media 3.2
metros, fue Ilevado al Lago Mira-
flores y horas despu6s, gracias a los
esfuerzos coordinados del Dr. Gene
Montgomery, zo6logo del Instituto
Smithsonian de Investigaciones Tro-
picales, y Wallace Murdock, de la
Division de Dragado de la Co-
misi6n, el manati fue recogido por
una gr6a manejada por personal de
la Divisi6n de Esclusas, colocado en
un remolque y llevado por el Dr.
Montgomery al laboratorio marino
del institute en la Isla Naos, en la
Calzada de Amador, para someterlo
a una autopsia.
Camino al laboratorio, el Dr.
Montgomery par6 en la Divisi6n de
Transporte a Motor para pesar el
enorme animal, que registry 1,620
libras. Una escolta policial tuvo que
colaborar en el traslado del extrafio
cargamento, ya que muchos con-
ductores curiosos intentaban aproxi-
marse al remolque descubierto para
observer de cerca la rara carga.
La autopsia revel6 que el manati
muri6 a causa de un fuerte golpe en
el lomo que le fracture 12 costillas
del lado izquierdo y le produjo una
extensa hemorragia. Probablemente
fue golpeado por un enorme barco
en el Canal o en la propiia ciaaraide
las esclusas.
El infortunado manati es s61o uno
de cuatro hallados muertos en aguas
del Canal en los l6timos meses. Dos
hembras fueron encontradas muer-
tas en aguas del Canal en 1980. Una
probablemente muri6 a causa del
impact de una explosion de
dinamita durante las operaciones de
dragado del Canal, y fue encontrada
en el rio Mandinga cerca de
Gamboa. La otra qued6 mutilada
severamente al chocar con la hl6ice
de un barco en el Lago Miraflores.
Tambi6n se ha informado sobre
manaties muertos por cazadores en
el Area del Lago Gatfn.
No se conoce a ciencia cierta el
n6mero de manaties que viven en
aguas del Canal. Segfn studios
hechos por los doctors Montgo-
mery, Murdock y Nat Gale de
MEDDAC, quienes recibieron y
cotejaron informes recibidos, desde
1977 se ha informado sobre la
existencia de unos 50 manaties
avistados en varias parties del Canal y
el Lago Gatin. Se les ha observado
en el Cerro del Contratista, el puente
de Gamboa, el Corte Gaillard, el
Lago Miraflores, el rio Chagres,
cerca de la isla Barro Colorado,
Paraiso, Pedro Miguel y en otras
Areas del Canal frecuentadas por
pescadores y aficionados a la
navegaci6n.
Los manaties prefieren aguas
poco profundas y habitan bahias,
lagunas, estuarios y grandes rios, no
asi el mar abierto. Para Iegar hasta el
Lago Miraflores, en donde han sido
vistos, han tenido que bajar desde el
Lago Gatin hasta las Esclusas de
Pedro Miguel. S61o las Esclusas de
Miraflores han podido impedir que
el manati Ilegue hasta el Oc6ano
Pacifico.
De acuerdo con los puntos y el
tiempo en que se les ha avistado, los
investigadores estiman que hay unos
25 de estos animals en aguas del
Canal. Tomando en cuenta el
n6mero y el hecho de que varias


hembras han muerto en los iltimos
meses, se estima que la poblaci6n de
manaties en aguas del Canal podria
disminuir considerablemente. La
hembra da cria s61o cada cuatro
afios, y el period de gestaci6n dura
unos dos afios. Los manaties,
caracterizados por sus movimientos
lentos y pesados, han habitado por
siglos las aguas del Canal.

Seguin un informed de J. P.
McLaren de la antigua Divisi6n de
Sanidad de la Direcci6n de Salu-
bridad, una de las primeras refe-
rencias a la presencia de manaties en
Panama fue hecha en un libro escrito
por John Esquemeling en 1678, in
aventurero escoc6s que acompafi6 a
Henry Morgan en el saqueo de la
antigua ciudad de Panama. En una
pagina dedicada a describir el manati
escribi6 que los espafioles que
llegaron con Col6n habian des-
cubierto manaties en la region
conocida como Bocas del Toro. Los
espafioles lo llamaron "manantines"
y los disfrutaron asado, un cambio
favorable de su rutina de galletas y
puerco.

Los escoceses lo Ilamaban "vaca
marina" debido a la forma oblonga
de su cabeza y a su hocico romo, y al
hecho de que su came era de sabor
parecido al de la care de res. Los
bucaneros cazaban los manaties en el
Area, e informaban que algunos
alcanzaban dimensions de 20 a 24
pies de largo-con una gran can-
tidad de grasa que derretian y
almacenaban en vasijas para em-
plearlas despu6s como manteca.

Con una forma intermedia entire la
morsa y la ballena, el manati tiene
una cola en forma de pala con borders
redondeados que usa para nadar.
Sus miembros anteriores, o aletas,
son aplanados en forma de remos y
cada borde de las aletas, que pueden
dirigirse en todas las direcciones,
tiene cinco ufias separadas. Cuando
se alimenta, el manati utiliza estos
miembros para llevar la comida a su
original boca con su dilatado labio
superior. Sus orificios nasales con-
sisten en dos ranuras sobre el hocico;
sus ojos con apariencia bizca son
pequefios como los del elefante, y no
hay signos visible de presencia de
orejas. La piel del manati es gris, de
consistencia como el cuero, y
sutilmente arrugada. Con estas
caracteristicas, y con tanta gracia
como la de una vaca, el manati no
destaca precisamente por su belleza.

Pero lo que le falta en belleza le
sobra en otras caracteristicas valio-
sas. En un articulo sobre el peligro de
extinci6n que se cierne sobre los
manaties en Florida, el redactor del
Miami Herald Ken Wells describe al
manati como un ser "tierno como
una abuelita, amistoso como un can,
y tan curioso como un gato
dom6stico". El manati es vegetarian
y no hace dafio a ninguna criatura.
Estas apreciables caracteristicas, no
obstante, act6an en contra de la
sobrevivencia de una criatura d6cil
en nuestro modern ambiente de
competencia. En esta regi6n, el
hombre y las naves son sus mayores
enemigos; el primero la caza para
aprovechar su came, y los barcos las
matan al chocar accidentalmente
con sus h6lices.

Personas antafio informaron ha-
ber visto manaties en el rio Chagres
antes de la construcci6n del Canal.
Estos probablemente fueron elimi-
nados por cazadores y de los
pobladores rurales que ivian en la
selva, en busca de care para
sobrevivir.
Un aspect destacado del manati
es su voraz apetito por la vegetaci6n
acuAtica, a tal punto que devora
unos 50 kilos al dia. Fue por esta

raz6n que la Divisi6n se interest por
este mamifero en 1961, aproximada-
mente 30 afios despu6s que Esque-
meling escribiera por primera vez
sobre el manati en Panama. El
manati se estaba utilizando con 6xito
en Guayana para mantener los
canales de riego libres de vegetaci6n
acuatica. Para entonces la Divisi6n
de Sanidad exploraba m6todos para
controlar el molestoso mosquito que
invadia el sector de Gamboa en
donde se unian el Canal y la
desembocadura del Chagres. Se
disefi6 un proyecto para usar el
manati para eliminar la vegetaci6n
acuatica, que constitute un lugar
ideal para la reproducci6n de los
mosquitos, y de esta manera se
resolveria el problema que repre-
sentaba el engorroso insecto.
Aproximadamente tres afios des-
pu6s, en 1964, el primer manati-un
joven ejemplar de 150 libras de una
especie que habitat las cuencas del
Amazonas y el Orinoco al noreste de
Am6rica del Sur, lleg6 procedente
del Per6 en un avi6n military y fue
colocado en una laguna cerrada en el
rio Chagres, para protecci6n y
cumplir un period de observaci6n.
Cost6 $450.

Posteriormente ese mismo afio, un
ex cazador de cocodrilos de Col6n
don6 dos manaties hembras de
Changuinola, en Bocas del Toro, la
misma regi6n en donde solian
cazarlos los bucaneros en el siglo
XVII. En total se trajeron de
Changuinola nueve manaties-tres
hembras y seis machos, que pesaban
entire 300 y 1,000 libras cada uno.
Trasladar los manaties hasta el
Canal fue una verdadera proeza que
requiri6 cinco vuelos del Escuadr6n
605 del Ejercito. Los manaties
fueron capturados con una red rio
arriba del rio Changuinola y pasados
a una laguna. De esta se les pas6 a un
alojamiento de lona impermeable, y
de aqui a un cami6n para el viaje de
20 minutes hasta el avi6n, en donde
se les coloc6 en cajas especiales de
plastico en donde permanecieron en


un ambiente himedo hasta llegar a
Panami.
Cuando los manaties llegaron a la
Base A6rea de Howard, las cajas
fueron trasladadas suavemente hasta
un cami6n que se encarg6 de
transportarlas hasta Gamboa, en
done una gria de la Divisi6n de
Dragado coloc6 las cajas especiales
sobre una barcaza. Esta fue em-
pujada en el Chagres rio arriba hasta
una laguna de siete acres protegida
por una barrera, en donde fueron
liberados los manaties.
Hace varias semanas, cinco de los
manaties fueron dejados en libertad
en aguas del rio Chagres y del Lago
Gat6n y los otros se mantendrAn-
bajo observaci6n en la laguna por
dos afios. Eventualmente, estos
tambien seran liberados o senci-
Ilamente escaparAn de la laguna.
De las observaciones se ha
concluido que cuando hay abun-
dancia de vegetaci6n los manaties se


tornan selectivos en sus habitos
alimentarios. Los animals no elimi-
naron toda la vegetaci6n que servia
de protecci6n a los mosquitos,
demostrando predilecci6n por el
jacinto acuatico. Para ayudar a
resolver el problema, habrian tenido
que ser forzados a consumer todas las
species de vegetaci6n acuitica,
incluyendo la que se halla en las
orillas, la cual constitute una fuente
abundant de protecci6n de las
larvas de mosquito.

Despu6s de dos afios en la laguna,
los cinco manaties no parecen haber
logrado reducir notablemente la
gran cantidad de vegetaci6n flotante
y en las orillas de la laguna. Se ha
concluido que para eliminar el
constant crecimiento de la abun-
dante vegetaci6n acuatica en aguas
del Canal de Panama, se necesitarian
entire 1,000 y 2,000 manaties.
El program de manaties como
m6todo natural, biol6gico, para el
control de la vegetaci6n acu.tica fue
abandonado despu6s de various afios,
y desde entonces la organizaci6n del
Canal ha dependido principalmente
del control quimico de vegetaci6n
acuatica en la via intermaritima.

Los manaties que se han observa-
do en los iltimos aflos son descen-
dientes de los diez ejemplares
introducidos en 1964 a las aguas del
Canal. Se espera que los que quedan
seguirAn nutriendose de las malezas
que flotan en el Canal y que, de
alguna manera, sorteen los riesgos de
las helices de los buques que
transitan, las explosions de dinami-
ta y la calidad insensible de
navegantes y pescadores, a fin de
sobrevivir y convertirse nuevamente
en parte natural de las aguas del
Canal.
Con tal prop6sito, el Instituto
Smithsonian de Investigaciones Tro-
picales esta realizando un esfuerzo
extraordinario para proteger la
especie en peligro de extinci6n en
esta area. Los cientificos del Smith-
sonian han solicitado la colabo-
raci6n del personal de la Comisi6n
del Canal de Panama y de los
residents del Area y han colocado
avisos en lugares p6blicos, como la
estaci6n del ferrocarril, los clubes de
yates y en la sede de la Asociaci6n de
Pricticos del Canal, solicitando que
se den informes al Instituto sobre la
localizaci6n de manaties. La infor-
maci6n que se reciba sera compilada
y usada como base para la estruc-
turaci6n de un program de pro-
tecci6n y administraci6n del manati
como especie en peligro de extinci6n,
y para ayudar a controlar la
vegetaci6n acuitica en el Lago
Gatfin y en el Canal de Panama.

C6mo Solicitar Empleo: Las solicitudes se recibiran en el Ramo de Empleo y
Colocaciones ubicado en el Edificio366, Anc6n, o en el Edificio 1105, Crist6bal. La solicitud
se harA mediante el Formulario443. SOLICITUD DE TRASLADO, y debera ser recibida
en el Ramo dentro de los pr6ximos siete (7) dias calendarios posteriores a la fecha de esta
publicaci6n. Pueden verificarse los requisitos de los puestos en la Biblioteca y Museo de la
Comisi6n del Canal de Panama. Para mayor informaci6n llame at Ramo de Empleo y

Solicitantes an la categoria de Empleados de Carrera: Solamente se
considerarin las solicitudes de los empleados de carrera si no hay solicitantes en la Lista de
Reempleo Prioritario.
Solicitantes con Impedimentos Fisicos: Las personas id6neas con impedimentos
fisicos que deseen asesoramiento sobre las vacantes arriba anunciadas pueden lamar o
visitar la oficina de Colocaciones y Empleo. La oficina. esti situada en el Edificio 366 de
Anc6n y el telefono es 52-7867 (Miss S. Chu).
Consideraci6n de Reascenso: Los empleados transferidos a grades inferiores a
causa de una media de reducci6n de personal recibirin consideraci6n preferencial de
reascenso automiticamente a cualquiera de las vacantes permanentes que aparecen en esta
list y para las que resultaren id6neos. No obstante. y para mayor seguridad, los empleados
que estimen que tienen derecho a esta consideraci6n preferencial deberain solicitar las
vacantes en las que tengan interns, y sefialar en su solicitud que se encuentran en un grado
inferior con motive de una media de reducci6n de personal. El reascenso de estos
empleados se considerard antes de proceder a Ilenar la vacant mediante los procedimientos
competitivos.
Igualdad de Oportunidades de Empleo: A todos los solicitantes id6neos se les
considerard para nombramiento sin distinci6n de raza. religion. color, origen national.

doctorado en derecho de la Univer-
sidad de Dayton en 1977, tiene un
titulo de maestria en educaci6n de la
Universidad Chgpman en Orange,
California. Sus studios tniversita-
rios incluyeron la Universidad de
Massachusetts, donde obtuvo su
especializaci6n en ciencias political.
La Sra. Peoples ejerci6 la abogacia
en Vermont durante tres afios y
tambi6n ha trabajado en Alabama
en un proyecto especial proporcio-
nando ayuda legal a los ancianos y
como maestra.
Comparte un afecto por los
caballos con su esposo, Bob, y sus
dos hijos, Scott, de 14 aios de edad y
Debbie, de 12 ailos. Tambien
disfruta de la lectura, la costura y del
arte culinario y espera interesar a la
familiar a que participe en algunos ..
deportes propios de este clima, como
la navegaci6n y el buceo.
La Sra. Peoples, quien escogi6 la
carrera de derecho porque le gust6 el
desafio, opina que las circunstancias h
singulares a las cuales tiene que Foto por Arthur Pollac
hacerle frente la Comisi6n harainque Patricia Peoples, izquierda, y Cynthia Thomas se familiarizan con
su nueva posici6n sea especialmente algunos de los asuntos legales que tendrdn que tender como abogadas

Dia en honor a lideres de Muchachas Guias


El 22 de abril de este aiio ha sido el
primer Dia Anual de Lideres de
Muchachas Guias.
En el edificio del Capitolio, en
Washington, D.C., se izara la
bandera en honor a las lideres y aqui
en el Area del Canal se ofrecerA una
recepci6n en su honor. En otras
areas se han incluido desfiles, fiestas,
dedicatorias y proyectos especiales
para celebrar el dia.
Las lideres de Muchachas Guias
forman grupcs organizados con las
muchachas de sus respectivas tropas,
lo cual les exige conocer todas las
disciplines que deben aprender las
guias. Estas disciplines y cono-
cimientos se ensefian a las lideres
mediante sesiones de adiestramiento
que se inician apenas ingresan a sus
posiciones de liderazgo y continuian
mientras permanezcan en tal posi-
ci6n. La primera fase del adies-
miento consiste en tres sesiones por
un total de 14 horas, durante las
cuales se les ensefia a cocinar en el
campo, construcci6n de campa-
mentos, preparaci6n de nudos y la
instalaci6n de tiendas de campaiia.
Cada lider cuenta con una ayu-
dante que la asiste en cada sesi6n con
la tropa. Ademis, una persona
adulta (llamada 0-3) siempre esta
accessible en las reuniones ya sea para
sustituir a la lider o a su ayudante,
cuando alguna no pueda estar
present, o para ayudar a organizer
cxcursiones. preparaci6n de cam-
pamentos y otras actividades espe-
ciales.
'Antes de dirigir su tropa en una
excursion al campo, la lider debe
tender uin entrenamiento especial
como tal y como primera ayudante.
Si la excursion es a un lugar lejano,
debe haberse tornado entrenamiento
especial para situaciones dificiles. lLa
organizaci6n de una excursion al
campo require aproximadamente
seis semanas de preparativos. En
primer lugar debe fijarse una fecha y
hacer la solicitud de autorizaci6n a la
President del Area, es decir a la
persona a cargo de todas las tropas
en el Area. Si la tropa y la lider refinen
los requisitos para una excursion al
campo, la solicitud es aprobada. En
caso negative, se celebra un Dia de
Habilidades para Novatos, y las
muchachas miembros de la tropa
que no han tenido el entrenamiento
necesario reciben la oportunidad.
Una vez se han cumplido los
requisitos, la tropa comienza a
planificar la excursion. Se celebran
reuniones preparatorias, durante las'


cuales se planean las comidas y los
alimentos que deberan comprarse.
En este lapso deberan tomarse
decisions sobre quienes haran las
compras, en las cuales participaran
varias chicas y una persona adulta, y
sobre qu6 equipo sera indispen-
sable-ya sea para uso de la tropa
como de las guias.
Una excursi6n a un lugar mAs
lejano, como la realizada a San Blas
por excursionistas ekperimentados
en los l6timos dos anos, require


much mayor planificaci6n. El
transport se convierte en un gran
problema, en virtud de que no solo
deben ser transportadas las mu-
chachas guias y los adults, sino el
equipo para instalar letrinas y bafios.
Se puede contar con otras personas a
quienes se puede solicitar ayuda para
resolver los problems. Pero la
responsabilidad descansa funda-
mentalmente en la lider, !a piedra
angular de lai organizacidn de las'
Muchachas Guias.


Program de cursos de adiestramiento


A continuaci6n publicamos el
program de cursos de adiestra-
miento del Ramo de Desarrollo de
Empleados y del Personal Ad-
ministrativo que se ofrecerA a los
empleados de la Comisi6n durante el
mes de mayo. La informaci6n sobre
el contenido, requisitos y pre-
requisitos de elegibilidad pueden
encontrarse en el "CatAlogo de
Cursos de Adiestramiento", que estA
disponible en todas las oficinas.
Las personas que tengan interns en
los cursos y que sean elegibles para
asistir a un curso dado deberan
notificar al respective director del
program de adiestramiento de su

Los cursos en el sector Pacifico
tendran lugar en el Centro de
Adiestramiento (Edificio 0600, Calle
Corozo, Balboa Heights) y los cursos
en el sector AtlAntico se efectuarin
en el Edificio 1105 en Crist6bal.
