Training vessels meet,

salute in Gatun Locks


Two maritime training vessels, the
Peruvian Independencia and the
Spanish Juan Sebastidn De Elcano,
traveling in opposite directions,
converged at Gatun Locks around
noon on a beautiful dry-season day
in late January.
While it is not at all unusual for
two vessels to pass in the locks lanes
of the Canal, from time to time a
particular transit seems to stand out
above the rest, and that's how it was
with the two training vessels.
First to compel the attention of
locks visitors and employees was the
Juan Sebastidn De Elcano. An
uncharacteristic sight at the locks,
this magnificent 300-fQot sailing
vessel, its fout huge, square-rigged
masts rising from the deck of a

policy announced

As a check-cashing convenience to
Commission employees, the Chief
Financial Officer announces the
adoption of the following policy for
distributing paychecks:
* When a regularly scheduled
Commission holiday or a regularly
scheduled Panamanian bank holi-
day falls on a scheduled Monday
payday, paychecks will be dis-
tributed on the Friday before that
scheduled payday.
* Distribution of paychecks will
not be advanced when a given
payday has been declared a special
holiday on short notice, or in those
instances when the change in the date
for payday would change the tax
year in which the earnings would
otherwise be reported.


sparkling white hull, appeared show-
cased in a masterful mating of old
world and new. (What would
Columbus or Magellan have
thought of a convenient channel
sliced between two continents!) That
two smaller sailboats, the Scorpio
and the Eve of the Wind, were locked
into the same chamber only en-
hanced the overall scene.
As the Elcan slipped into the
middle chamber and was raised
nearer to lake level, the other
training vessel, the Peruvian Inde-
pendencia, eased past the control
tower and into the middle chamber
directly opposite. When the vessels
were parallel, over 400 cadets and
officers on the-Independencia, in full
military dress, snapped to rigid
attention, saluting and paying honor
to the crew of the Juan Sebastidn De
Elcano. Aboard the Independencia,
a large brass band blared out a lively
march-like tune, punctuating the
solemn ceremony.
The Spaniards on the Elcano
immediately followed suit. Clad in
navy blue walking shortsand sailor's
white tunics, uniforms appropriate
for climbing masts and setting sails,
the Spaniards returned the salute of
their counterparts across the locks
center wall. Moments later, the
Spaniards assembled their own brass
band, smaller but no less hearty than
that of the Peruvians.
Amid a burst of music, the
Independencia was slowly lowered
to the last step of its Canaljourney to
the Atlantic. The Juan Sebastidn De
Elcano, along with the smaller
sailboats which tailed it, proceeded
toward Gatun Lake and the Pacific
beyond.


Lighting contract awarded


The Panamanian firm of
CELMEC, S.A., has been awarded
the contract to install a high mast
lighting system at Pedro Miguel
Locks.
One of eight U.S. and Panama-
nian firms to participate in the
bidding, CELMEC presented the

low bid of $612,302.
The project consists of furnishing
and installing an area lighting system
mounted on 100-foot poles and
including electric power cables,
controls, luminaires and appur-
tenances. The project is expected to
begin soon and be completed in one
year.
High mast lighting was completed
at Miraflores Locks in late 1979.
Work on high mast lighting at Gatun
Locks is currently in progress and is
expected to be completed shortly.
The installation of high mast
lighting systems at the Canal's three
locks will extend the daylight
capacity of the waterway by per-
mitting the transit of larger vessels
which otherwise would have to enter
and clear the locks during daylight
hours.

Commission deckhands compete for award


Competition among the Panama
Canal Commission's 65 deckhand
teams for Outstanding Deckhand
Team awards is stiff. The awards are
presented to one Atlantic-side team
and one team on the Pacific side
approximately every six months,
and since the latter part of 1980,
when the current method of rating
the teams was established, no team
has won the honor twice. Along with
the award, each team member also
receives a cash bonus, $300 for the
boatswain, who is the team leader,
and $150 for each deckhand.
The skill and teamwork of the
deckhand teams is essential to the
transit of vessels through the Canal,
and the competition for Outstanding
Deckhand Team is a means of
recognizing the importance of the
teams and of maintaining their skills
and efficiency at peak levels.
The 11- to 13-member deckhand
teams board transiting vessels and
assume all responsibility for a ship's
lines while the vessel is in Canal
waters. Wearing khaki uniforms,


white hard hats and heavy-duty
gloves, the teams handle all towboat
lines, see to the mooring of vessels
along locks walls, handle heaving
and messenger lines, which are used
to lift towing locomotive cables
aboard ship, and secure the locomo-
tive cables around bits on the ships'
forward and after decks. Per-
formance of these and other duties is
done under the guidance of the
Panama Canal pilot in charge of the
vessel while the team boatswain
handles immediate supervision of
the team.
Rating the teams is based on a
system of merits and demerits. While
demerits are given for performance
of duty in an unsafe manner, for
poor attendance or tardiness, or for
unsuitable conduct on the job, a
team earns merits for having the least
number of demerits at the end of
each month. Scoring is based on the
rules of the incentive program for
boatswains and deckhands. At the
end of the six-month rating period,
two teams, one Atlantic and one


Pacific, are named Outstanding
Deckhand Team.

New IP cards to be issued


All U.S.-citizen employees and
their dependents are asked to renew
their PCC I.P. cards by May 31, even
if their birthdays (normal date for
renewal) fall later in the year. This
accelerated I.P. card issuance is
being undertaken to permit inclusion
of the PCC seal and employee's
social security number on future
PCC I.P. cards.
U.S.-citizen employees and their
dependents over 10 years of age
(younger children are not issued I.P.
cards) whose birthdays occur be-
tween January and June should
renew their I.P. cards as soon as
possible but no later than April 30.
Those whose birthdays fall between
July and December should renew


their l.P. cards beginning April I but
not later than May 31.

New I.P. cards will be issued at the
Employee Documentation unit of-
fices in Building 5140 Diablo and
1105 Cristobal. Hours of operation
are 7:15 to 11:45 a.m. and 12:45 to
4:15 p.m. Employees will need to fill
out a new Form 736 which will
indicate updated information on
themselves and their dependents.
Employees and dependents who
have already obtained I.P. cards in
January and February 1982 which
were issued without the Commission
seal or the employee's social security
number are requested to come for
replacement I.P. cards.

Grades' Track Meet
The seventh annual Primary
Grades' Track Meet will begin at
4:30 this afternoon at the Balboa
Stadium, with participation by eight
Department of Defense schools and
St. Mary's. This is an annual event
for boys and girls in grades one
through three and will include 'tLi
50-, 100-, 220-, and 330-yard dash as
well as the 440-yard relay. First-,
second- and third-place winners will
receive medals and fourth- and fifth-
place winners will be awarded
ribbons. Each contestant will repre-
sent his or her school, so come out
and support the team of your choice.


/ Valent tours
The dry season is in full swing at
the Valent Recreation Center, where
a wide variety of activities are
planned to add to the enjoyment of
this special time of year.
A tour of Panama City, which will
include a folkloric dance show in the
ruins of Old Panama, as well as the
housing, banking and shopping
districts, will be offered tomorrow.
The group will leave the center at 6
a.m. and return around 3:30 p.m.
Sightseers will be able to treat
themselves to lunch during a stop at
a well-known cafe.
On Sunday, February 21, a trip to
El Valle, which will include a visit to
the market, is planned. Those
attending should bring their own
lunches and meet at the center by 6
a.m.
Fun in the sun is the main
attraction of the Gorgona beach
outing on February 27 and 28. The
price of the trip includes hotel
accommodations, meals and trans-
portation. Buses will depart for the
beach at 7:30 a.m. on Saturday
morning.

DOD civilians and their dependents.

A single elimination tennis tour-
nament for men 45 years and over is

Carnival begins tomorrow throughout Panama

Carnival comes but once a year,
and this year it is coming tomorrow.
An annual festival of plenty preced-
ing the fasting of Lent, Carnival
derives its name from the medieval
Latin expression "Carnevale," which
signifies the removal of meat. This
concept is associated with the
austerity traditionally characterizing
the 40 days of Lent. So starting
tomorrow, Carnival Saturday, Pan-
ama, like Catholic countries all over
the world, will go all out in its
celebration of this colorful annual
extravaganza.
In the past, Carnival enthusiasts
have directed their attention toward
Panama City for a spectacular
production internationally famous
for its originality and charm. Over
the years, however, other com-
munities have taken the limelight as
they introduced new and individual-
ized methods of highlighting the
Carnival season, attracting tourists
and citizens to come out and join the
temporary madness of masks and
costumes, floats and courts, in even
larger and more flamboyant num-
bers than those seen in Panama City
in its Carnival heyday. For this
reason, a mass exodus from Panama
City during this season has been
directed to such interior Carnival
centers as Las Tablas, Chitre,
Penonome and Parita.
Officials on the Panama City


Carnival Committee this year have
introduced several innovations to try
to begin to offset this trend to the
interior and reinstate the capital city
as the Carnival city in Panama. One
such innovation is the designation
and sponsoring of nine Carnival
queens instead of the one traditional
queen who has always been crowned
on the eve of Carnival Saturday to
preside over the entire proceedings.
The queens will represent the
precincts of San Felipe, Calidonia,
Curundu, Betania, Pueblo Nuevo,
Rio Abajo, Belisario Porras, Mateo
Iturralde and Chorrillo. "This will
entail dividing coronation funds
between the nine queens," explains

In addition to the nine queens'
floats, two community boards will
display floats and the Panama
Tourist Bureau (IPAT) will present
two luxurious floats on Carnival
Sunday and Tuesday. Several com-
mercial establishments will also be
represented by floats.
IPAT's entry in the Sunday
parade, dedicated each year to the
praise of Panamanian folklore, will
be titled "Flora y Fauna Panamefia"
(Panamanian Flora and Fauna). Its
Tuesday entry, "Classical Panama,"
will feature 35,000 natural flowers.

classical clothing of the past. Both
floats will be designed and arranged
by the National Institute of Culture
(INAC).
Parades will begin at 4 p.m. at the
Bella Vista Theater on Sunday and
Monday and will follow Central
Avenue to the Santa Ana Plaza. On
Tuesday at the same hour the parade
will begin at the Caja de Ahorros
Building on Central Avenue and end
at the Bella Vista Theater. No parade
is scheduled for Saturday.
Spaced along Central Avenue, the
Carnival committee will place six
stands from which popular mtisic
will be provided each day until 10.

Ocean currents imprison watery


desert in middle of North Atlantic

For hundreds of years ships have
sailed across an electric-blue desert
that swirls slowly in the middle of the
Atlantic Ocean north of the equator.
Spawner of mysterious tales and
superstitions, this area was once
thought to be strewn with the
wreckage of lost vessels and was a
fearful place for seafarers. Scientific
study has since dispelled most of
these legends and brought to light
many of the secrets of this re-
markable tract of water called the
Sargasso Sea.










Christopher Columbus sailed
across this eerie sea during his
historic voyage to the New World in
1492, and it was he who christened
the area- the Sargasso Sea after the
huge patches of the free-floating
seaweed Sargassum that dot the
surface of the water. The giant
masses of Sargassum weed gave rise
to tales that ships would become
entangled in the vegetation and be
hopelessly trapped. Over the cen-
turies these stories persisted and
grew until the Sargasso Sea became
a legendary nautical graveyard that
formed a huge floating island.
Although no one had actually seen
such sights, the story was accepted
by many people even as late as the
early 1900s.


A Norwegian expedition was
formed in 1910 to sail to the Sargasso
Sea and discover the truth once and
for all. Going right into the heart of
the area, the group found heavy
vegetation but no trace of legendary
lost ships. And even though the
weeds thickly covered the water's
surface in places, they could not
actually imprison a ship.
Although the old seafarers' tales
have been proven unfounded, the
Sargasso is still a curious phe-
nomenon. The sea is actually an area
of warm, calm water that forms the
center of a huge whirlpool made by a
vast circular-flowing current system.
This current system flows west to
east on its northern border and east
to west on its southern border right
above the equator. The earth's
rotation and the blowing of the trade
winds from east to west keep the
currents circulating clockwise in the
Northern Hemisphere. Imprisoned
within these currents is the Sargasso
Sea. This elliptical-shaped area lies
off of the east coast of North
America, the west coast of Northern
Europe and north of the equator.
Although most of the world's seas
such as the Mediterranean Sea or the
North Sea are bordered and shaped
by land masses, the Sargasso is a sea
within a sea, and its only borders are
water.
Reaching a depth of between
5,000 and 23,000 feet, the Sargasso
Sea is characterized by weak cur-
rents, scant precipitation, warm
waters with a high saline content and
very light winds. Even though the sea
abounds with tons of Sargassum
weed, the area is actually considered


a biological desert. The clear,
brilliant blue water signals lack of
nutrients. Such nutrients are neces-
sary to support the growth of
plankton, a basic food supply for
fish. The Sargasso Sea is approxi-
mately four times less productive
than coastal waters which are usually
greenish or grayish colored due to
the growth of microscopic algae. The
Sargasso Sea lacks such growth
because there is no upwelling of the


colder, nutrient-rich waters from the
bottom of the sea that would fertilize
the warm surface waters.
The Sargasso Sea is an ocean
desert but this is not to say that no
marine life exists there. The Sar-
gassum weed is a type of brown algae
also know as gulfweed or rockweed,
and it is a relative of kelp. Sargassum
weed is found in many tropical
coastal areas such as Panama, but
tons of this weed have been trapped
within the Sargasso Sea. At its peak,


Sargassum can grow from two to
five tons per square mile. The plant
reproduces ase\uall'y ith the tips oi
branches breaking off and floating
away to grow into a new plant.
The Sargasso Sea's undersurface
is a mixture of layered water with the
deeper layers being heavier, colder
and often saltier than those nearer
the surface. The top layer is
approximately 100 meters deep, and
light is able to penetrate here and life
to grow. The Sargassum weed keeps
itself on the surface in this warm,
sunlit water by means of small berry-
like floats or sea bladders.
The Sargassum plant is the home
of many marine animals that all
depend on the weed for life. Some of


these animals such as the sargassum
fish have been associated with the
weed for so long that they have
evolved to resemble the mottled
yellowish-brown plant. This camou-
flage helps the animals to catch prey
for food.
So great is the struggle for food in
this desert environment that marine
life in the Sargasso has developed
special methods of hunting for food
or unique physical features for
trapping prey. Poisoning, snaring,


straining the water, netting, chemical
emissions and lures are common
methods for catching food. There are
also creatures in the Sargasso Sea
that exist nowhere else on earth.
As the Sargassum plant grows
older, it produces less floats and
becomes less buoyant. Animals also
weigh down the weed until it
eventually sinks and dies in the cold
waters below.
An ancient source of mystery, the
Sargasso Sea still retains some of its
secrets today, one being the strange
life pattern of the common eel whose
birth and death are intimately
connected to this sea. Hatched from
eggs laid by its parents in the
Sargasso, the eels drift to the coast of
North America or Europe where
they then swim into estuaries or up
freshwater rivers. Remaining in their
new homes for as long as ten or
twelve years, the eels eventually
retrace their journey, swimming
thousands of miles back down the
rivers and to the Sargasso Sea where
they spawn and die like their parents.
The newly hatched young will use an
extraordinary instinct to return to
the streams left by their parents, and
the cycle is repeated again and again.
Once viewed as an evil, forbidding
place, the Sargasso Sea is today seen
as a potential garden from which
crops may be reaped to help feed the
world's exploding population. If the
deep, nutrient-rich waters were
brought to the lighted surface,
scientists feel that the Sargasso
would blossom with life. Such a feat,
however, presents a tremendous
economic problem that has yet to be
solved. Until then, the Sargasso Sea
will continue to drift undisturbed as
it has for thousands of years, the
stillness broken only by an oc-
casional storm or the passing of ships
whose crews may still remember
tales of the Sargasso as a place of
mystery.

of May Plaza and in front of the El
Mill6n store. At five of the stands,
disco music will be offered, but at the
little park erected in tribute to the
heroes of the May 5, 1914, gun-
powder explosion the orchestras of
Edgardo Quintero, Los Excelentes,
and Bush and his Magnificos will
alternate. More than a score of
"comparsas" (dancing groups) from
different sections of Panama City
will give the festivity the merry-
making proper to Carnival. In
addition, the precinct queens have
organized various activities in their
respective areas so that their subjects
can fully enjoy the four days prior to
the Lenten season.
Given a choice of so many places
in which to participate in a truly
memorable Carnival celebration,
residents will be able to elect their
own special way to enjoy the
Carnival season. Many will go to the
interior, some to the Aquatic
Carnival in Penonome, others to
Chitre, and still others to participate
in the annual rivalry in Las Tablas
between Calle Arriba and Calle
Abajo. Still others will seek the
peaceful beaches along the central
highway. But many will elect to
remain in the nation's capital to test
the new innovations brought about
by this year's Carnival, committee
and to support their neighborhood
Carnival Queen and her court. '


This "Classical Panama"float, composed of 35,000 natural flowers and depicting an imperial palace garden,
will be the gathering place of royal subjects wearing classical Panamanian costumes on Carnival Tuesday
when it makes its appearance in the Panama City Carnival parade. An IPAT presentation, the float was
designed and arranged by the INAC.

A gentle, life-bearing Jewish semi-
holiday took place on the 15th day of
the month of Shevat, celebrated this
year on February 8. The holiday is
called Hamishah Asar Bi-Shevat
(the Fifteenth Day of Shevat),
commonly and affectionately ab-
breviated to Tu Bi-Shevat. It signals
the end of winter and the beginning
of spring in Israel when life starts
anew for trees.
The holiday is actually another
New Year. Rosh Hashanah, the
Jewish.calendar new year, is a High
Holy Day commemorated in Sep-
tember of each year. In October the
people celebrate Shmini Azeret,
which ushers in the New Year of the
Rain or of Water. Tu Bi-Shevat, the
New Year of Trees, is the holiday
during which youngsters in the land
of Israel plant trees yearly so as to
rejuvenate the land and to reforest
desert lands. The holiday has,
therefore, taken on an additional
name: Hag Hantios (the Festival of
Planting).
Locally, and in communities
throughout the United States, the
holiday is celebrated with the
planting of saplings by the children.
The youngsters of the Ner Tamid
Sunday School of the USO-J this
year also bought the right to have
two trees planted in Israel ori behalf
of the Sunday School and the USO-
J. It is a beautiful gesture sponsored
and encouraged by Hadassah. a

Safety council launches "Make It Click"


The National Safety Council
recently launched a "Make It Click"
campaign aimed at saving lives
through the use of safety belts and
child safety seats while traveling in
motor vehicles.
In the Council's Marine News-
letter for January/February 1982, it
was pointed out that there are about
35,000 injuries and 1,000 deaths each
week as the result of automobile
accidents. According to the Council,
the use of safety devices could save
an estimated 12,000 lives each year.
It noted also that motor vehicle
collisions are the number one killer
of children over one year old, and
that each year some 850 children
under the age of five die from injuries
sustained in motor vehicle collisions.
Despite the great amount of
information disseminated on the
merits of safety belts, there are still
persons who neglect to use them.
These persons erroneously believe
that being thrown from a vehicle is
preferable to remaining in the
vehicle. This is not the safer'
alternative. If thrown from a vehicle,.


the chances of being killed are 25
times greater. The force of a collision
can fling a person 150 feet (15 car
lengths), and being thrown out of a
vehicle may involve flying through
the windshield or going out the door
and scraping the ground or hiding a
roadside object.
Those persons who use their safety
belts only on long trips and on the
expressways are also neglecting their
safety. More than 80 percent of
collisions occur at speeds under 40
miles per hour, and fatalities in-
volving non-belted occupants have
been recorded at speeds as low as 12
miles per hour.
Other persons fear the use of
safety belts in case of submersion or
fire, but fewer than five percent of all
injury-producing accidents are of
this type. A fastened seat belt greatly
reduces the potential for injuries so
that one is capable of escaping.
SSo take the good advice of the
National Safety Council and "click"
into a seat belt when you're in a
car--its smart, effective and safe.

the Atlantic side, prior to 1980,
deckhand awards were presented on
an annual basis. The annual awards,
however, did not provide the
competitive incentive that the cur-
rent shorter-ranged, six-month pe-
riod does. Gilbert said that when the
program spanned an entire year,
teams became discouraged and
waned in enthusiasm if it appeared
early .in the rating period that one
team was well ahead of the others.
Now all of that is changed. Esprit
de corps among the team members is
excellent, and except in instances
where one team must "borrow"
members from another team to work
an exceptionally large vessel, team
membership remains fixed.
As an example of the incentive
provided by the current method of


rating, on the Atlantic side, the team
named to the outstanding position
during the first six-month period had
been in nearly last place the year
before. Said Clancy Grant, deck-
hand safety and training boatswain,
"It was a case of moving from worst
to first."

Currently, 26 deckhand teams at
the Atlantic end of the Canal and 39
at the Pacific end handle all Canal
traffic. The difference in the number
of teams required at each end is
explained when one remembers that
on the Pacific side each team must
remain with a ship through two sets
of locks, Miraflores and Pedro
Miguel, while in Gatun Locks, the
all-in-one operation ties up a team
for a shorter period of time.

Buques escuela coinciden

y se saludan en Gatun


Dos barcos escuela, el Indepen-
dencia, del Peri, y el Juan Sebastidn
'De Elcano, de Espafia, convergieron
en las Esclusas de Gat6n aproxi-
madamente al mediodia de un
hermoso dia de. fines de enero,
mientras viajaban en direcci6n
opuesta.
Si bien no es del todo raro que dos
barcos coincidan en alg6n juego de
esclusas del Canal, ocasionalmente
algunos trAnsitos suelen sobresalir
del resto. Y esto fue justamente lo
que aconteci6 con los dos buques
escuela.
El primero en llamas la atenci6n
de los visitantes de las esclusas fue el
Juan Sebastidn De Elcano. Ofre-
ciendo un panorama poco visto en
las esclusas, este niagnifico velero de
300 pies de largo, con sus cuatro
grandes velas de cruz que se levantan

bici6n en donde se combinaban con
exquisite elements del viejo y del
nuevo mundo. Seguramente Ma-
gallanes y Col6n, a bordo del velero
se habrian maravillado al observer
un canal interoceAnico cortando dos
subcontinentes.
La presencia en la misma camara
de las esclusas de dos pequefios
veleros, el Scorpio y el Eve of the
Wind, solo contribuy6 a exaltar la
interesante escena.
Cuando el Elcano se deslizaba
hacia la cAmara intermedia y era
elevado casi hasta el nivel del lago, el
otro buque escuela, el Independencia,
pasaba por la torre de control hacia
la cmara intermedia, en direcci6n
opuesta. Cuando los barcos estaban
en posici6n paralela, unos 400
cadetes y oficiales del Indepen-
dencia, en traje military, saludaron en
actitud de firme a la tripulaci6n del
Juan Sebastidn De Elcano. A bordo
del Independencia, una complete
banda military interpretaba una
alegre march, dAndole un fondo
feliz a la solemne ceremonia.
Los espafioles a bordo del Elcano
inmediatamente hicieron lo propio.
Vestidos con pantalones cortos azul
marino y con ropa blanca de
marines, uniforms adecuados para
subir mastiles y arriar velas, los
espafioles devolvieron el saludo de
sus compafieros. Instantes despu6s,
los espafioles reunieron su banda
military, mAs pequefia pero no menos
alegre que la de los peruanos, y
entonaron una march.
En medio de la contagiosa m6sica,
el Independencia fue bajado len-
tamente al iltimo escal6n de su viaje
por el Canal hacia el Atlantico. El
Juan Sebastidn De Elcano, seguido
por sus,.veleros acompafiantes, pro-
sigui6 hacia el Lago Gatfn en su
travesia hacia el Pacifico.


Adjudican contrato de luces


La firma panamefia CELMEC,
S.A., obtuvo el contrato para la
instalaci6n de un sistema alto de
iluminaci6n en las Esclusas de Pedro
Miguel.
CELMEC, que fue una de las
ocho firmas norteamericanas y
panamefias que participaron en la
licitaci6n, present la propuesta mis
baja, $612,302.


Se expedirin
Se solicita a todos.los empleados
estadounidenses y a sus dependientes
a que renueven sus tarjetas de
identificaci6n (I.P.) de la Comisi6n
del Canal a mas tardar el 31 de mayo,
aun en el caso en que el cumpleafios
(fecha en que normalmente se
renuevan) caiga en fecha posterior.
Esta emisi6n acelerada de tarjetas de
identificaci6n se estA Ilevando a cabo
para incluir el sello de la Comisi6n y
el n6mero del seguro social en las
tarjetas de la Comisi6n.
Los empleados estadounidenses y
sus deplndientes de mAs de 10 afios
(no se expiden tarjetas a nifios
menores) cuyos cumpleaflos caigan

El proyecto consist en el su-
ministro e instalaci6n de un sistema
de iluminaci6n montado en postes
de 100 pies de alto, incluyendo los
cables de alta tension, los controls,
las luminarias y las instalaciones
complementarias. Los trabajos de-
berin comenzar pr6ximamente y
estar terminados en el plazo de un
aiio.
A fines de 1979 se termin6 la
instalaci6n de un sistema alto de
iluminaci6n en las Esclusas de
Miraflores. Actualmente se adelanta
la instalaci6n de otro sistema en las
Esclusas de Gatfin. Este deberd estar
terminado en breve plazo.
La instalaci6n de sistemas altos de
iluminaci6n en los tres juegos de
esclusas incrementara la capacidad
de la via acuAtica para tender el
trAnsito de naves grandes que, en
otras circunstancias, requerian de
medidas especiales para. transitar
fuera de las horas del dia.

Pasabarcos del Canal compiten porpremio


La competencia entire los 65
equipos de pasabarcos de la Comi-
si6n del Canal de Panama por los
premios de Equipo de Pasabarcos
Sobresaliente es dura. Los premios
se otorgan aproximadamente cada
seis meses a los mejores equipos del
sector AtlAntico y del sector Pacifico,
y desde el iltimo semestre de 1980,
cuando se estableci6 el sistema actual
de calificaci6n de los equipos,
ninguno ha repetido tal distinci6n.
Ademas del premio, cada miembro
del equipo recibe una bonificaci6n
en efectivo, $300 para el contra-
maestre, quien dirige el equipo, y
$150 para cada uno de los pasa-
barcos.

La habilidad y el trabajo en
equipo constituyen factors esen-
ciales para el trAnsito de los barcos
por el Canal, y la competencia para
escoger al Equipo de Pasabarcos
Sobresaliente es una forma de
reconocer su importancia y de
mantener su capacidad y eficiencia
en 6ptimos niveles.
Los equipos integrados por 11 a 13


pasabarcos abordan las naves en
trAnsito para asumir la responsa-
bilidad de las lines de los buques
mientras se hallen en aguas del
Canal. Con sus uniforms kaki,
cascos blancos de seguridad y
guantes, los equipos manejan las
lines de los remolcadores, amarran
las naves a los muros de las esclusas,
manejan los cabos y las lines que se
usan para colocar los cables de las
locomotoras de remolque en el
barco, y aseguran los cables de las
locomotoras en los Apices especiales
adelante y detrAs de cubierta. Estas y
otras tareas las realizan bajo la guia
del prictico del Canal de PanamA a
cargo del barco, en tanto que el
contramaestre realize una complete
supervision sobre el equipo.
Los equipos son calificados en
base a un sistema de mrritos y
dem6ritos. Los demeritos se aplican
por practices inseguras de trabajo,
pobre asistencia o tardanzas, o por
conduct inadecuada en el trabajo,
en tanto que los meritos se otorgan

annual de pista se iniciara hoy a las
4:30 p.m.'en el estadio de Balboa,
con la participaci6n de ocho escuelas
del Departamento de Defensa y la de
Saint Mary's. Este es un event
annual en el que compiten varones y
nifias del.primer,al tercer grades e
incluird carreras cortas y ripidas de
50, 100, 220 y 330 yards asi como la
carrera de relevos de 440 yards. Los
ganadores del primer, segundo y
tercer lugares recibirAn medallas y
los del cuarto y quinto lugares
recibirAn cintas: Cada participate
representara a su escuela; asi es que
asista y apoye al equipo de. su
preferencia.

La estaci6n seca esta en todo su
apogeo en el Centro Recreative
Valent, donde se ha programado una
gran variedad de actividades para
incrementar la diversion de esta
6poca muy especial del afio.
Mafiana se ofrecerA un paseo a la
ciudad de Panam, "que incluira un
espectaculo de bailes tipicos en las
ruinas de Panama Viejo;, y'un,
recorrido por los sectors rdsiden-
ciales, bancarios y comerciales. El
grupo saldra del centro a las 6 a.m. y
regresara alrededor de las 3:30 p.m.
Una parade en un centro muy
conocido permitir' a los excur-
sionistas disfrutar de un recon-
fortante almuerzo.
El domingo 21 de febrero se tiene
programado un viaje a El Valle el
cual incluira ula visit al mercado.

almuerzo y reunirse en el centro-a las
6 a.m.
Diversiones a la luz del sol
constituyen la principal atracci6n del
paseo a Playa Gorgona el 27 y 28 de
febrero. El precio del viaje incluye
alojamiento en el hotel, comidas y
transport. Los buses partiran hacia
la-playa el sabado a las 7:30 p.m.

Panama celebra Carnaval desde maiiana

El Carnaval suele ser definido
como la fiesta popular que se celebra
en los paises cat61icos inmediata-
mente antes del inicio de la
cuaresma. El origen del nombre se
atribuye a la expresi6n latina
medieval carnelevarium. que signi-
fica abstenci6n de la came, concept
asociado con la austeridad que
caracteriza a los 40 dias de la
cuaresma.
La cuaresma se inicia el pr6ximo
Mi6rcoles de Ceniza y Panama,
como todo buen pais cat6lico, se
entregara de leno a partir de
mariana, SAbado de Carnaval, a
celebrar la traditional festividad.
Antaijo, la mirada de los afi-
cionados a la celebraci6n car-
nestolenda se dirigia generalmente
para esta 6poca hacia la ciudad de
Panama, cuyos carnavales habian
adquirido fama international. Pero
a lo largo de los afios, otras
comunidades del interior fueron
introduciendo atracciones en la
annual celebraci6n, adquiriendo tanta
o a6n mayor fama que el Carnaval
de Panama.
En los ailos recientes, los diversos
comit6s del Carnaval de Panama
han venido haciendo renovados
esfuerzos por recuperal su fama,
frente a carnavales tan atractivos y
originales como los que se celebran
en Las Tablas, Chitr6, Penonom6 y
Parita, para citar solo algunos,.
Este afio, el Comit6 official del
"Carnaval del Desquite", como se le
ha bautizado, introdujo varias in-
novaciones como es la designaci6n y
el Chorrillo.


el patrocinio de nueve reinas de
distintos corregimientos de la ciudad
capital, prescindiendo de la tradi-
cional Reina ifnica que se coronaba
todos los afios en la vispera del
Sabado de Carnaval.
El costo, generalmente elevado, de
la coronaci6n de una sola reina ha
sido destinado a financial las
actividades, preparativos y presen-
taci6n de nueve reinas, cada una con
su respective carro aleg6rico, segm6n
informa el miembro del Comit6 del
Carnaval de Panama Willie Fer-
ndndez.
Las reinas que desfilardn este afio
representaran a los corregimientos
de San Felipe, Calidonia, Curundfi,
Betania, Pueblo Nuevo, Rio Abajo,
Belisario Porras, Mateo Iturralde y


Ademas de los carros aleg6ricos
de cada una de las nueve reinas de
corregimientos, dos juntas comu-
nales presentaran respectivos carros
aleg6ricos y el Instituto Panameio
de Turismo (IPAT) presentara dos
lujosos carros el Domingo y el
Martes de Carnaval. Varios estable-
cimientos comerciales tambi6n pre-
sentaran carros aleg6ricos.
MAs de una veintena de com-
parsas de distintos puntos de la
capital,. estaran dandole a la fes-
tividad el toque de jolgorio y
animaci6n tipico del Carnaval.
En el desfile del Domingo de
Carnaval, que se dedica tradicio-
nalmente a exaltar el folklore
panamefio, el IPAT presentara un
carro aleg6rico titulado "Flora y


Fauna Panamefia", disefiado y
arreglado por el Instituto Nacional
de Cultura. El carro aleg6rico del
Martes de Carnaval leva el nombre
de "Panama ClAsico", y tendrA como
element llamativo 35 mil flores
naturales adornando el bello jardin
de un Palacio imperial. Tambi6n ha
estado a cargo del INAC, y
presentarA vestidos clasicos de an-
tafio.
Los desfiles del domingo y lunes
de Carnaval partiran a las 4 p.m. del
Teatro Bella Vista y recorrerAn la
Avenida Central hasta el Parque de
Santa Ana. El Martes de Carnaval,
el desfile se iniciara a la misma hora
en la Caja de Ahorros de la Avenida
Central para terminar en el Teatro
Bella Vista. El sabado no habrA


Corrientes oceanicas produce


un lago en medio-del Atlantico

Durante cientos .de afios los
barcos han navegado por un desierto
azul el6ctrico que gira lentamente en
el medio del Oc6ano AtlAntico al
norte del ecuador. Se estima que esta
Area, que ha dado lugar a cuentos
misteriosos y a supersticiones, esta
cubierta con restos de naufragios y
que es un lugar que inspira temor
hasta a los mis avezados marines.
Pero los studios cientificos mis bien
han hecho desaparecer a mayoria de
estas leyendas y han sacado a la luz
muchos de los secrets de esa
extraordinaria extension de agua
Ilamada el Mar de los:Sargazos.


Crist6bal Col6n cruz6 este mis-
terioso mar durante su hist6rico viaje
al Nuevo Mundo en 1492, y fue 61
quien lo bautiz6 como el Mar de los
Sargazos despu6s de observer los
enormes pedazos de algas marinas
Sargassum que flotaban libremente,
dando la sensaci6n de ser puntos en
la superficie del.agua. Las inmensas
masas de alga Sargassum dieron
origen a los cuentos de que los barcos
se enredaban en la vegetaci6n y
quedaban atrapados sin esperanza.
Durante el transcurso de los siglos
estos cuentos perduraron y fueron
creciendo hasta que el Mar de los
Sargazos se convirti6 en un legen-
dario cementerio nauitico, que for-
maba una enorme isla flotante. A
pesar de que nadie habia visto en
realidad tal espectaculo, la historic
fue aceptada por muches personas
afn a principios de la d6cada de
1900.


En 1910 se form una expedici6n
noruega con el prop6sito de viajar al
Mar de los Sargazos y descubrir la
verdad sobre este mar de una vez por
todas. Introduci6ndose en el coraz6n
del Area, el grupo hall vegetaci6n
espesa pero ni un solo rastro de los
barcos perdidos. Y aun cuando las
algas cubrian espesamente la super-
ficie del agua en algunos lugares, no
podrian en realidad aprisionar un
barco.
Aunque los cuentos de los viejos
lobos de mar habian resultado
infundados, el Mar de los Sargazos
es afn un curioso fen6meno. El mar
es en realidad un area de agua cAlida
y calmada que forma el centro de un
inmenso remolino hecho por un
vasto sistema de movimiento cir-
culatorio. Este sistema de corrientes
fluye de oeste a este en su extreme
norte y de este a oeste en su extreme
sur, directamente sobre el ecuador.
La rotaci6n de la tierra y los vientos
alisios que soplan de este a oeste
mantienen las corrientes circulando
de izquierda a derecha en el
Hemisferio Norte. Aprisionado por
esas corrientes se hall el Mar de los
Sargazos. Esta area de forma eliptica
reposa a poca distancia de la costa
este de Norteambrica, de la costa
oeste de Europa del Norte y del norte
del ecuador. Si bien la mayoria de los
mares del mundo como el Medi-
terraneo o el Mar del Norte estAn
rodeados y formados por masas de
tierra, el Sargazo es un mar dentro de
un mar y sus iinicos limits son el
agua.
Alcanzando una profundidad de
entire 5,000 y 23,000 pies, el Mar de
los Sargazos se caracteriza por
corrientes d6biles, poca precipita-
ci6n, aguas cAlidas con un alto
cotenido de substancia salina y
vientos muy ligeros. Aun cuando el
mar abunda con toneladas de alga
Sargassum, el irea es en efecto


considerada como un desierto bio-
16gico. La cristalina, brillante y azul
agua es serial de que carece de
nutrients. Tales nutrients son
necesarios para mantener el cre-
cimiento del plancton, un suministro
bfsico de alimento para los peces. El
Mar de los Sargazos es aproxi-
madamente cuatro veces menos
productive que las aguas costeras,
que usualmente son de color verde o
gris debido al crecimiento de algas
microsc6picas. El Mar de los
Sargazos. carece de dicho creci-
miento porque las aguas frias y ricas
'en nutrients que se encuentran en el


fondo del mar y que fertilizarian las
aguas de superficie cAlida, no se
mueven hacia arriba.
El Mar de los Sargazos es un
desierto en medio del ocdano; pero
ello no quiere decir que no existe
vida marina alli. El alga Sargasum es
una clase de alga chocolate, tambi6n
conocida como alga del golfo o alga
de rocas, y pertenece a la familiar de
las algas marinas. El alga Sargasum
se encuentra en muchas Areas
costeras de tr6pico como PanamA,
pero toneladas de esta alga han
quedado atrapadas en el Mar de los
Sargazos. En su punto mAximo, el
Sargassum puede alcanzar de dos a
cinco toneladas por milla cuadrada.


La plant se reproduce sin sexo,
rompi6ndose las purtas de las ramas"
y dejAndose arrastrar por la corriente
se desarrolla en una, nueva planta.';
La superficie inferior del Mar de
los Sargazos es una nieczla de agua
en capas. Las capas mas profundas,
son mas pesadas, mas frias y cori
frecuencia mas saladas que aquellas
que estan mas cerca de la superficie.
La capa: superior es de aproxi-
madamente 100 metros de pro-
fundidad, y la luz puede penetrar
aqui y dar vida. Las algas Sargassum
se mantienen en la superficie de esta.
agua calida y bafiada por el sol, por
medio de vejigas especiales Ilenas de
aire que le sirven de flotadores.
La plant del Sargassum es el
hogar de numerosos animals ma-
rinos que dependent del alga para su
existencia. Algunos de estos. ani-


males como el pez Sargassum han
estado asociados con el alga tanto
tiempo que han evolucionado hasta
el punto de asemejarse a la moteada
plant de color chocolate amari-
llento. Este disfraz ayuda a los
animals a cazar su presa para
alimentarse.
Es tan grande la lucha por la
subsistencia en este ambiente de-
s6rtico que la vida marina en el
Sargazo ha producido m6todos
especiales para obtener comida o
caracteristicas fisicas singulares para
atrapar la presa. El envenenamiento,
la trampa, el colar el agua, la red, las
substancias quimicas y los cebos son
m6todos comunes para obtener


alimento. Tambidn hay criaturas en
el Mar de los Sargazos que no se
encuentran en ninguna otra parte del
mundo. , .-
SAl envejecer, ia plant Sargassum
se torna menos flotante. Los ani-
males tambich sobrecargan el alga
hasta que.finalmente se hunde y
muere en las frias aguas del fondo.
El Mar de los Sargazos, una
antigua fuente de misterio, ain
retiene algunos de sus secrets .hoy
dia..Uno de ellos es la extrafia forma
de vida de la anguila comun, cuyo
nacimiento y 'muerte estan inti-
mamente vinculados con, este mar.
Nacidas de los' huevos puestos por
sus padres en e! Sargazo, las anguilas
son Ilevadas por la corriente a las
costas de Norteam6rica o Europa
donde nadan hacia los estuarios o
hacia los rios. Mientras permanecen
en sus nuevos hogares por un
period de entire diez y'doce afios, las
anguilas gradualmente regresan si-
guiendo el recorrido de su viaje,
nadando miles de millas de regreso a
los rios y al Mar de los Sargazos
donde ponen sus huevos y mueren
igual que sus padres. Los reci6n
nacidos usaran un extraordinario
instinto para regresar a las corrientes
que dejaron sus padres, y el ciclo se
repite una y otra vez.
En un tiempo, el Mar de los
Sargazos fue visto como un lugar
diab6lico y prohibido. Hoy dia es
visto como un huerto potential, del
cual se podrA recoger cosechas para
ayudar a alimentar a la explosion
demografica del mundo. Si las
profundas aguas, ricas en nutrients
fueran traidas a la superficie, los
cientificos estiman que el Sargasso
floreceria con vida. Tal hazafia, sin
embargo, present un tremendo
problema econ6mico que afin debe:
resolverse. Hasta entonces, el Mar de
los Sargazos continuara movi6ndose
ininterrumpidamente como lo ha
venido haciendo durante miles de
afios; la tranquilidad, interrumpida
solo por una torment de vez en
cuando, o por el paso de barcos
cuyas tripulaciones aun pueden
recorder los cuentos del Sargazo
como un lugar misterioso.

A lo largo de la Avenida Central,
el Comit6 del Carnaval ubicarL seis
tarimas desde las cuales se estarA
ofreciendo mifsica popular todos los
dias hasta las 10 p.m. Las tarimas
estarin localizadas en el antiguo
teatro Tivoli, el Teatro Capitolio, la
Plaza Gandhi, la Plaza 5 de Mayo y
frente al Almac6n El Mill6n.
En todas las tarimas, excepci6n de
la Plaza 5 de Mayo, se ofrecerA
musica de sonodisco, pero en la
placita erigida en homenaje a los
heroes del Polvorin del 5 de mayo de
1914, se alternarAn las orquestas de
Edgardo Quintero, Los Excelentes y
Bush y sus Magnificos.
Las reinas de corregimientos
organizan en sus respectivos reinos,
diversas actividades a fin de que sus
sibditos disfruten a plenitud los dias
previous a la austeridad de la
cuaresma.
No obstante estos atractivos que
ofrece el Carnaval de Panama, gran
parte de los habitantes de la capital se
"lanzaran" literalmente hacia el
interior del pais, paragozar cada uno
a su manera, y en el lugar que rnms le
atraiga estos dias de asueto.
Muchos se dirigirin a Las Tablas,
a ser protagonistas o espectadores de
la traditional rivalidad entire la Calle
Arriba y la Calle Abajo. Otros se
quedarin en Chitr6, que cada afio
ofrece mis alegres caravales, y no
pocos lo harin en Penonom6, con su
ya famoso Carnaval acuitico.
Otros buscarAn las apacibles
playas a lo largo de la carretera
central. Pero todos celebraran a su
manera el Carnaval de 1982.

Nifios celebraron fiesta "Tu Bi-Shevat"


Un dia semi feriado judio, mo-
derado y relacionado con la vida se
' iebr6 el dia 15 del mes de Shevat o
el 8 de febrero del present afio. La
fiesta se llama Hamishah Asar Bi-
Shevat (el Dia Quince de Shevat),
que comrnmente se abrevia Tu Bi-
Shevat. Esta fiesta marca la termi-
naci6n del invierno y el comienzo de
la primavera en Israel, cuando la
vida comienza de nuevo para los
Arboles.
El dia feriado es realmente otro
Aflo Nuevo. Rosh Hashand, el afio
nuevo del calendario judio, es una
Fiesta ,Alta que se conmemora en
septiembre de cada afio. En octubre
la gente celebra el Shmini Azeret,
que introduce el Aflo Nuevo de la
Lluvia o del Agua. El Tu Bi-Shevat,
el Afio Nuevo de los Arboles, es el
dia feriado durante el cual los
j6venes en la tierra de Israel
siembran arboles todos los afios a fin
de rejuvenecer la tierra y reforestar
las tierras des6rticas. Por lo tanto, el
dia feriado ha adoptado otro
nombre: Hag Hantios (la Fiesta de la
Siembra).
Aqui, y en las comunidades por
todos los Estados Unidos, el dia
feriado se celebra con la siembra de
arbolitos por los nifios. Los nifios de
la Escuela Dominical Ner Tamid, del
Centro USO-J adquirieron este afio
el derecho a sembrar dos Arboles en
Israel en nombre de la Escuela
Dominical y el USO-J. Es un gesto
muy hermoso que es patrocinado y
alentadb por Hadassah, organi-
zaci6n femenina judia dedicada a
actividades caritativas y de buena
voluntad y al bienestar entire las


personas.
Durante la celebraci6n del Tu Bi-
Shevat, se les regala a los nifios
bolsas de frutas-pasitas, nueces,
higos, datiles, manzanas y una fruta
especial llamada Boksar (algarrobo).

Aqui se recita la poesia "Trees" de
Joyce Kilmer y, dada su relaci6n con

equipos, uno en el AtlAntico y otro
en el Pacifico, son declarados
Equipos de Pasabarcos Sobresa-
lientes.
William Gilbert, Jefe de Opera-
ciones de Pasabarcos en el sector
AtlAntico, inform que antes de 1980
se adjudicaban los premios a los
mejores equipos de pasabarcos en
forma annual. Los premios anuales,
no obstante, no ofrecian los incen-
tives que ofrece el period mas corto
de competencia de seis meses.
Gilbert dijo que cuando el program
se extendia durante todo un afio. Los
equipos que comenzaban con des-
ventaja se desanimaban cuando un
equipo sacaba una c6moda ventaja
desde el principio.
Todo ha cambiado. El espiritu de
equipo entire los miembros de cada
uno de los equipos es excelente y,
excepci6n de los casos en que un
equipo debe "pedir prestado" a
miembros de otro equipo para


trabajar en un barco demasiado
grande, el n6mero de integrantes se
mantiene fijo.
Como ejemplo de los incentives
que proporciona el sistema actual de
calificaci6n, el equipo del Atlantico
que obtuvo el premio de sobre-
saliente durante el primer period de
seis meses estuvo casi en el 6ltimo
lugar el afio anterior. "Se trat6 de un
caso en donde se pas6 de peor a
mejor", dijo el contramaestre de
seguridad y adiestramiento Clancy
Grant.
Actualmente manejan el trAfico
por el Canal 26 equipos de pasa-
barcos en el AtlAntico y 39 en el
Pacifico. La diferencia del nfimero
de equipos que se necesitan en cada
extreme tiene su explicaci6n si uno
recuerda que cada equipo en el sector
Pacifico debe prestar servicio a cada
barco en dos juegos de esclusas,
Miraflores y Pedro Miguel, mientras
que en las Esclusas de Gat6n cada
equipo presta servicio por un
period mis corto de tiempo.
