Non-profit groups must register by March 31


Canal area non-profit organiza-
tions not established and regulated
by the U.S. Forces have been
allowed to continue operating in the
Republic of Panama during the
treaty transition period under special
transitional recognition issued by the
Ministry of Commerce. To comply
with Panamanian law, organizations
that desire to continue operations
after the transition period, especially
those owning or using buildings and
property, holding bank accounts,
performing public fund-raising ac-
tivities or engaged in charitable
undertakings, must apply for their
"personeria juridica" or legal rec-
ognition prior to March 31, 1982.

An attorney licensed to practice
law in Panama must submit the

application, which includes a request
for legal recognition and a power of
attorney authorizing the attorney to
act for the organization in requesting
recognition. The organization is
required to provide the attorney with
its current constitution, the minutes
of the meeting at which its bylaws
were approved or amended, two
complete sets of the bylaws, a listing
of the current officials of the
organization along with identifica-
tion numbers and specimen sig-
natures and the transitional re-
cognition previously granted by
Panama.
In the event an organization is
unable to provide the original copy
of the transitional recognition, a
declaration under oath signed by a
representative of the organization


before a notary public of the
Republic of Panama may be sub-
mitted. Additionally, all documents
not in Spanish must be translated by
a licensed public translator of the
Republic of Panama. Fees for the
"personeria juridica" will vary de-
pending on the complexity of the
application and on the law firm
contracted to obtain it.
The Office of Executive Ad-
ministration will continue to provide
assistance and support to help
organizations achieve their proper
status under Panamanian law and
will also assist organizations that do
not wish to continue operating to
properly deactivate. For assistance

Motta appointed to post with

Board of Local Inspectors


Leonor Gaston Motta, an at-
torney on the staff of the Panama
Canal Commission's Office of the
General Counsel since August 1977,
has been appointed as Executive and
Legal Assistant to the Board of
Local Inspectors of the Commis-
sion's Marine Bureau. This is a new
position which provides the board
with its own legal advisor for the first
time. The appointment to the grade
14 position makes Mrs. Motta one of
the top-ranking women in the
Panama Canal Commission, a
distinction shared by some seven
grade 13 women and only one other
grade 14.
As a lawyer on the staff of the
Office of the General Counsel, Mrs.
Motta's responsibilities included the
handling of administrative and
admiralty law matters. For the past
two years, however, her legal
experience was devoted mainly to
maritime law matters. She was
assigned to the Office of the United
States District Attorney in October
1980 and served as Special Assistant
U.S. Attorney to assist in the
handling of litigation of admiralty
cases that were pending in the U.S.
District Court, District of the Canal
Zone, and the United States Court of


Appeals for the Fifth Circuit.
Previously, she had represented the
Panama Canal Commission at the
binational subcommittees involved
in the implementation of the Pan-
ama Canal treaties.
A native of Cuba, Mrs. Motta
went to live in the United States
when she was 10 and is completely at
home in both Spanish and English,
as well as knowing French and
Portuguese, although she admits to
being a little "rusty" in these two
languages due to lack of practice.
After attending Manhattanville
College in Purchase, N.Y., she
entered Yale University and was
graduated in 1972 with a bachelor of
arts degree in history. The following
year she earned a master's degree in
Latin American Studies at Stanford
University and then went on to
Stanford Law School where she
received her doctor of jurisprudence
in 1977.
Mrs. Motta is a member of the
California Bar Association and the
Canal Zone Bar Association, in
which she currently holds the office
of secretary.

Feb. 28 draft registration deadline


President Reagan has announced
that Selective Service registration
will continue, and the Selective
Service System has declared a grace
period, lasting until February 28, for
those young men who have failed to
comply with the registration law.
All male U.S. citizens and aliens
residing in the United States who
were born after January 1, 1960,
must register with the Selective
Service System during the thirty
days preceding or following their
eighteenth birthday. Young men
who have reached eighteen years of
age and did not register within the
thirty-day period will now have a
grace period in which to register
without fear of prosecution. The
grace period is now in effect and will
expire on February 28 of this year.
After that date, the Department of
Justice, in coordination with the
Selective Service System, will initiate
appropriate enforcement action
against those individuals who are not
in compliance with the law.
Members of the active armed


forces need not register, but mem-
bers of the reserves and National
Guard must do so.

register with the Selective Service

Failure to register is a felony,
punishable by a maximum penalty
of a $10,000 fine and/or five years
imprisonment.


Blasting operations to start soon


Residents of Paraiso and Pedro
Miguel and other persons who may
be in the area are advised that
blasting operations necessary for the
construction of the vessel tie-up
station project north of Pedro
Miguel Locks will begin soon.
Rock above and below lake level
along the 1,600-foot-long area will be
blasted, and some 300,000 cubic
yards of rock material will be broken
up by explosives. The blasting
operations will be carried out over a
period of about a year, with blasting
not necessarily occurring every day.
Several warning signals will be
sounded prior to each blasting
operation.
The vessel tie-up station will
increase the utilization of the Pacific
locks by permitting vessels to move
partially through the waterway


before having to stop for large vessels
transiting southbound through the
narrow Gaillard Cut area of the
Canal.
The Panama firm Sosa y Barbero
was awarded the contract for
$3,940,090 to construct the vessel tie-
up station.

Washington's birthday
five-kilometer run
In honor of Washington's birth-
day, the -Panama Canal Com-
mission's Recreation Services
Branch is sponsoring a five-kilo-
meter run (3.1 miles) to begin at 7:30
a.m. on Monday, February 15, in
front of the Gatun gym.
The run is open to all Commission
employees, active military personnel,
Department of Defense civilians and
their dependents. Male runners will
compete in age groups, and female
runners will compete in an open
category. First- and second-place
medals will be awarded to runners in
each category.

Atlantic side TOPS
If you are a person who no sooner
takes off a few pounds than you put
them right back on, you might want
to join a group called TOPS, which
stands for Take Off Pounds Sen-
sibly.
The TOPS group on the Atlantic
side meets regularly at 6 p.m. every
Tuesday in the Margarita Elemen-
tary School teachers' lounge. Fol-
lowing a weigh-in session, TOPS
members continue the meetings with
discussion periods or other pro-
grams on weight improvement.
There is a registration fee of $12
for new members joining TOPS and
monthly dues of $2 thereafter.

festival

The 19th International Film Fes-

Tennis classes
The Panama Canal Commission
Recreation Services Branch is spon-
soring tennis classes from February
16 to April 7 for Commission
employees and their dependents over
18 years of age. Beginners will meet
from 4:30 to 5:30 p.m. and inter-
mediates from 5:30 to 6:30 p.m. at
the Balboa Tennis courts. Applica-
tion forms will be available at the
Balboa gym office and the Diablo
Heights weight room after 4 p.m.

seeks members
The Tsunami Swim Club, a club
for youngsters between the ages of 6
and 18 who are interested in
swimming in local and international
competition, is seeking new mem-
bers. The prerequisites for club
membership are a "B" badge, an
interest in competitive swimming
and a willingness to adhere to a
regular practice schedule.
Practice sessions, consisting of
out-of-the-pool exercises as well as
swimming, are held from 5 until 7
p.m. daily at the Los Rios Pool or at
the Diablo playshelter and weight
room.
A non-profit organization in the
Canal area with membership in
Panama's national swimming or-
ganizations, the Tsunami Swim
Club collects a monthly fee to cover
the coach's salary and other minimal
expenses.

Registration is now open at the
Cristobal YMCA for a class in the
art of making silk flowers. Classes
will be held on Mondays and
Thursday for five weeks, and the

Canine frisbee
contest
For a doggone good time come
out for the Canine Frisbee Contest at
7 p.m. on Monday, February 15, at
the Pacific Softball League in
Balboa. Fierce competition is prom-
ised, as last year's winners, Omar and
Pepper, fight to retain their titles as
champion frisbee catchers.
The Club Canino de Panama is
sponsoring the contest, and, al-
though there is no registration or
admission fee, donations will be
accepted from the public. Refresh-
ments will be sold and all proceeds
will go to the United Way.

annual membership
meeting
The annual membership meeting
of the Cooperativa de Ahorro y

essential that all attend, as the 1981
progress report will be presented.

featured and free bus transportation
from Parque 9 de Enero (near the
Shaler Bus Terminal) will be avail-

Peewee track meet
Atlantic-side children in grades I
through 3 will be participating in a
peewee track meet beginning at 4:45
p.m. on Friday, February 26, at
Cristobal High School's Tiger Sta-
dium in Coco Solo.
While the meet is a competitive
event, emphasis will be placed on the
children's individual skills. Medals
and ribbons will be awarded to first-.
second-, third- and fourth-place
winners in each of the 24 running
events.
There is no admittance fee, and
everyone is invited to attend the
meet.

PCC firefighters learn special diving skills


Ten firefighters from the Panama
Canal Commission's Northern Dis-
trict recently completed a three-week
course at the Salvage and Diving
Depot in Gatun. The course, with
emphasis on underwater search and
rescue procedures, will be taken by
ten additional firefighters from the
Southern District in the near future.
According to Kenneth Willis,
general foreman at the Salvage and
Diving Depot and one of the two
course instructors, this is the first
time a course geared specifically to
search and rescue skills has been
offered by the Panama Canal
organization to Canal area fire-
fighters. Harold Ranger, the other
instructor, added, "The group went
through with flying colors!"
Traditionally, search and rescue
operations in the waters surrounding
the Panama Canal, freshwater and
saltwater, have been a responsibility
of the Panama Canal Commission
Police Division, which has had
police divers trained for this type of
work. However, with the dis-
establishment of the Police Division
at the end of the treaty transition
period on March 31, 1982, emer-
gencies requiring skilled personnel in
water-related search and rescue


operations will fall to the Com-
mission's Fire Division.
While much of the material in the
course taken by the firefighters runs
along the lines of basic scuba
training, portions of the three-week
instruction period are devoted ex-
pressly to those skills needed in
search and rescue work. This
includes instructions in procedures
for instances where two or more
divers might use ropes to stay
together in poor-visibility water and
learning search patterns, methods of
how best to cover ground when
searching for objects underwater.
Acknowledging the dangers in-
herent in diving operations, par-
ticularly when using compressed air,
the firefighters are taught what to do
in emergency situations which might
require the use of a buddy-breathing
system, as well as how to make a free
ascent without becoming victims of
decompression sickness, commonly
known as the "bends."
The firefighters' training includes
instruction in the operation of the
recompression chamber located at
the Salvage and Diving Depot, along
with instruction in the operation of
the diesel compressor which fur-
nishes air for the'chamber. Through


this training, additional personnel
are now available to assist with
diving emergencies which would
require the chamber's use.
Firefighter Wallace Teal, assistant
chief, Northern District, who was
among the ten firefighters to com-
plete the recent course, indicated that
although the group has finished its
training, the added responsibility will
be a continuing learning experience
for them. As divers, they will be
required to dive regularly to main-
tain their expertise, and they will also
return periodically to the Salvage
and Diving Depot for additional
training and refresher information.
Mr. Teal expressed pride in the
group and said he personally would
feel comfortable working with any
one of the firefighters in an
underwater search and rescue
mission. Noting that the divers will
be prepared to respond to a call 24
hours a day, he also expressed the
hope that their services will never be
needed. "If they are," he said, "it will
probably mean someone is in
trouble."

Celebrated each February 14, St.
Valentine's Day is characterized by
the sending of greeting cards-some
funny, some sentimental, but all
expressing affection. It is probable
that the valentine was the first of all
greeting cards, dating from the 16th
century, and it is certainly the most
prominent of valentine symbols.
Valentines can be anything from
lacy, rose-clustered, heart-shaped
boxes filled with chocolate-covered
temptation to funny little cards in
small white envelopes stuffed into
elaborately decorated valentine
boxes by school children who
eagerly await their later distribution.
But whatever its size, shape and
monetary value, you may be sure
that each valentine will have on it a

heart or a rose and perhaps a ring
and some lace, or maybe a repre-
sentation of a bride or of Cupid, for
these are the traditional valentine
symbols. Why these items were
chosen to symbolize our annual
"lover's festival" may best be seen
through the eyes of those who deal
professionally with symbols and
their meanings.
Cross her palm with silver, and
any gypsy fortune teller will explain
that your lover's clearly marked
heart line is indicative of deep
affection. Little branch lines shoot-
ing off from the heart line, signifying
that affection can be given to more
than one other person, portends a
good parent as well as a faithful
lover. A glance at the marriage line

will enable her to tell you the depth
of your lover's affections, and
branches leading off from it will
divulge the number of children a
marriage between the two of you will
be likely to produce.
A heart fashioned of the leaves in
your teacup indicates an engagement
or marriage if you are single; if you

PC College will

offer course in

earth science

The Department of Defense,
Defense Mapping Agency, Inter
American Geodetic Survey has
agreed to assist the Panama Canal
College in offering an associate
science (AS) degree in earth science.
Slated to begin by the fall semester
1982, the new program could
become the first of its kind to be
provided by a community college.


According to officials, this agree-

designed to prepare graduates for
technical positions or as a basic two-
year study program for a four-year

at FEW meeting
The Federally Employed
Women's (FEW) organization is
sponsoring a special presentation on
"Reduction In Force Actions" at
4:30 p.m., Wednesday, February 17,
at the Panama Canal Training
Center.
Chief, Employment and Place-
ment Branch Carlos A. Williams and
Supervisory Staffing Specialist Edil-
ma Rodriguez will be the speakers.
This presentation will be especially
beneficial for Commission em-
ployees who received reduction-in-
force notices as a result of the
abolishment of several positions in
the Police Division, which is being
disestablished on March 31, 1982, as
required by the Panama Canal
Treaty. Employees of all federal
agencies as well as friends and
members of FEW are invited to the
presentation, which will be followed
by the regular meeting.

Mrs. Motta will have authority and
supervision over the supporting staff
of the board and will provide legal
advice to the chairman of the board
in the various functions of that office
which encompass the investigation
of marine accidents at the Canal and
the preparation of official reports of
the board's investigations of these
accidents. She will also be re-
sponsible for the examining and
licensing of candidates eligible for
marine licenses as pilot, master, mate
or engineer in Canal waters, for the
execution, study or revision of the
board's policies and procedures and
for making recommendations re-


guarding the modification of laws and
regulations under which the Board
of Local Inspectors operates.
Remarking on the new respon-
sibilities she has assumed, Mrs.
Motta said that she is looking
forward with.great optimism to the
challenges that lie ahead and is
confident that the experience she
brings with her will stand her in good
stead.
The young attorney is married to
Dr. Jorge Motta of Panama, who is
on the staff of Gorgas Army
Hospital. They are the proud parents
of four-year-old twin daughters,
Alexandra and Melissa.


Teachers' union president coming


Jack Rollins, President of the
Overseas Education Association
(OEA), which is an affiliate of the
National Education Association
(NEA), will be on the Isthmus from
February 17 through 20. Mr. Rollins
will meet with teachers and other
interested persons on both sides of
the Isthmus to explain the OEA
position on several important issues.
Those on the Pacific side may
attend a meeting with Mr. Rollins at
7 p.m. on Thursday, February 18, in
the Balboa High School library,
while Atlantic-siders may meet with


him at 3 p.m. on Friday, February
19, in the Cristobal High School
cafeteria.

Among the topics to be addressed
are. teachers' "buy-in" retirement,
housing allowances, transfer pro-
grams and the action necessary to
sustain the Panama Canal College in
its current status as a Department of
Defense Dependents School.

Motta es Asistente Ejecutiva y

Legal en Junta de inspectores


Leonor Gast6n Motta, abogada
de la Oficina del Asesor Juridico de
la Comisi6n del Canal desde agosto
de 1977, ha sido nombrada Asistente
Ejecutiva y Legal de la Junta de
Inspectores Locales de la Direcci6n
de Marina. Se trata de una nueva
posici6n que permit a la Junta de
Inspectores Locales contar por
primera vez con su propio asesor
legal.

La designaci6n de la Sra. Motta
en un grado 14 la convierte en una de
las mujeres de mas alto rango en la
Comisi6n del Canal de Panama, -
distinci6n que comparten unas siete
mujeres en grado 13 y s61o una mas
en grado 14.
Como abogada en la Oficina del
Asesor Juridico, la Sra. Motta
estaba encargada de asuntos legales
administrativos y del almirantazgo.
No obstante, en los l6timos afios
dedic6 principalmente su experien-
cia a cuestiones relacionadas con la
legislaci6n maritima. Fue asignada a
la Oficina del Fiscal del Distrito en
octubre de 1980 y fungi6 como
Asistente Especial del Fiscal de los
Estados Unidos en la atenci6n de
litigios del almirantazgo pendientes
en el Juzgado del Distrito de los
Estados Unidos en la Zona del
Canal, y en la Corte de Apelaciones
del Quinto Circuito de los Estados
Unidos. Anteriormente habia repre-


sentado a la Comisi6n del Canal de
Panama en los subcomit6s binacio-
nales relacionados con la ejecuci6n
de los tratados del Canal de PanamA.
Nacida en Cuba, Leonor fue a
vivir a los Estados Unidos cuando
tenia 10 afios y domina el ingl6s y el
espafol como sus idiomas nativos.
Tambi6n sabe francs y portugu6s, si
bien admite que es algo "ristico" su
conocimiento de ambos idiomas
debido a la falta de prActica.
Despu6s de haber asistido a la
Universidad de Manhattanville en
Purchase, Nueva York, ingres6 a la
Universidad de Yale en donde
obtuvo en 1972 el titulo de licenciada
en artes con especializaci6n en
historic. Al afio siguiente obtuvo una
maestria en Estudios Latinoameri-
canos en la Universidad de Stanford
y posteriormente ingres6 a la Escuela
de Derecho de Stanford, en donde
obtuvo su doctorado en juris-
prudencia en 1977.
La Sra. Motta es miembro del
Colegio de Abogados de California y
del Colegio de Abogados de la Zona
del Canal, en el cual ocupa actual-
mente el cargo directive de secre-
taria.
Como Asistente Ejecutiva y Legal
de la Junta de Inspectores Locales, la
Sra. Motta supervisara y ejercera
autoridad sobre el personal de apoyo

Plazo para erilistarse vence Feb. 28


. El Presidente Reagan ha anun-
ciado que la inscipci6n bajo la Ley
Military del Servicio Selectivo con-
tinuara y que el Sistema del Servicio
Selectivo ha declarado un period de
pr6rroga hasta el 28 de febrero, para
aquellos j6venes que a6n no han
cumplido con la ley de inscripci6n.
Todo var6n norteamericano y
extranjero que resida en los Estados
Unidos y que haya nacido despu6s
del 1� de enero de 1960, debe
inscribirse con el Sistema del Ser-
vicio Selectivo dentro de los treinta
dias anteriores o posteriores al
cumplimiento de los dieciocho afios
de edad. Los j6venes que han
cumplido los dieciocho aHos de edad
y que no se inscribieron dentro del
period de treinta dias ahora tienen
un period de pr6rroga durante el
cual inscribirse sin el.riesgo de ser
castigados. El period de pr6rroga
esti en vigor y vencera el 28 de
febrero de este afio. Despu6s de esa
fecha, el Departamento de Justicia,
junto con el Sistema del Servicio
Selective, iniciaran las medidas
apropiadas contra aquellos indivi-
duos que no est6n cumpliendo con la
ley.

y de Pedro Miguel y a las otras

con explosives para la construcci6n

Se removeran las rocas que est6n

extension del Area de 1,600 pies de
largo, y unas 300,000 yards cubicas
de rocas seran destrozadas por los
explosives. Las operaciones para
remover las rocas con explosives
serAn efectuadas durante el trans-
curso de un afio, y 6stas no se
efectuarAn necesariamente todos los
dias. Se darAn varias sefiales de
advertencia antes de cada explosion.

El Ramo de Servicios Recreativos
de la Comisi6n del Canalde Panama

Entrenan bombers del PCC en buceo


Diez bombers del Distrito Norte
de la Comisi6n del Canal de PanamA
terminaron recientemente un curso
de tres semanas de duraci6n en la
Estaci6n de Salvamento y Buceo en
Gattn. El curso da especial im-
portancia a los procedimientos de
bfisqueda y rescate bajo el agua.
Pr6ximamente lo tomarAn otros
diez bombers del Distrito Sur.
Segin Kenneth Willis, capataz
general de la Estaci6n de Salva-
mento y Buceo y uno de los dos
instructors del curso, esta es la
primera vez que un curso orientado
especificamente hacia las t6cnicas de
bfsqueda y rescate ha sido ofrecido
por la organizaci6n del Canal de
PanamA a bombers del Area
canalera.
Tradicionalmente, las operaciones
de bfisqueda y rescate dentro de las
aguas que rodean el Canal de
Panama, tanto en agua dulce como
salada, han estado bajo la responsa-
bilidad de la Divisi6n de Policia dela
Comisi6n del Canal de PanamA, que
ha enviado a buzos a adiestrarse en
este tipo de trabajo. Sin. embargo,
con la eliminaci6n de la Divisi6n de
Policia al finalizar el period de
transici6n del tratado el 31 de marzo
de 1982, las emergencies que requie-
ran de personal expert en opera-
ciones de bisqueda y rescate rela-
cionadas con el agua estarAn bajo la
responsabilidad de la Divisi6n de

Bomberos de la Comisi6n.
Si bien la mayor parte de las
materials en el curso que toman los
bombers abarca el adiestramiento
bAsico en buceo, parties del period
de instrucci6n de tres semanas se
dedican expresamente a aquellas
tecnicas que se necesiten en el trabajo
de bisqueda y rescate. Esto incluye
instrucci6n en los procedimientos
para los casos en donde dos o mis
buzos pudieran usar sogas para
permanecer juntos en aguas de muy
poca visibilidad y el aprendizaje de
los tipos de b6squeda, y m6todos
para cubrir mejor el terreno cuando
se busquen objetos bajo el agua.
Reconociendo los peligros que
existen en las operaciones de buceo,
particularmente si se usa aire
comprimido, se le ensefia a los
bombers lo que deben hacer en
situaciones de emergencia en que se
haga necesario compartir con un
compafiero el aparato respiratorio,
asi como el ascenso libre sin caer
victims de la enfermedad por
descompresi6n, comfinmente cono-
cido como pardlisis de los buzos.
El adiestramiento de los bom-
beros incluye instrucci6n en la
operaci6n de la camara de des-
compresi6n localizada en la Estaci6n
de Salvamento y Buceo, ademas de
la instrucci6n en la operaci6n del
compresor de diesel que suministra
el aire para la camara. Por medio de

tendrin que efectuar buceos regu-
larmente con la finalidad de conser-
var su pericia, y tambi6n regresaran
peri6dicamente a la Estaci6n de
Salvamento y Buceo en donde
recibirAn adiestramiento adicionaLe
informaci6n de repaso.
Teal express orgullo por el grupo
y dijo que personalmente se sentiria
seguro si tuviera que trabajar con
cualquiera de los bombers en una
misi6n de bisqueda y rescate bajo el
agua. Haciendo la observaci6n de
que los buzos estaran preparados
para responder a llamadas las 24
horas del dia; tambi6n express la
-esperanza de que nunca se necesite
de sus servicios. "Si se necesitan",
dijo, "serA probablemente porque
hay alguien en dificultad".

Capitan del Puerto de Crist6bal Robert Currie. Los premios, que inclulan
cheques por la suma de $300, fueron otorgados en reconocimiento a su
r6pida acci6n en septiembre de 1981 cuando usaron la lancha "Flying
Fish" para empujar el remolcador "Goethals", que habia perdido su
propulsion principal, fuera delpaso de una nave que sedirigia haciaelsur.
