RIF notices to be distributed February 8


Notices of the reduction in force
(RIF) which will take effect on April
1, will be distributed on Monday,
February 8.
This reduction in force is primarily
the result of the abolishment of
approximately 117 positions in the
Police Division when that division is
disestablished on March 31 as
required by the Panama Canal
Treaty. In addition, approximately
27 other positions in the Com-
mission will be abolished as a result
of the continuing austerity program.
The RIF notices will be dis-
tributed to employees by their
supervisors. In order to verify receipt
of the notices, it will be necessary for
employees to sign the acknowledg-
ment copy of the notice upon
delivery. They will then have five
calendar days from the date of
acknowledgment in which to either
accept or decline any job placement
offer that may be made in the RIF
notice.
Unless an employee is certain that
he or she does not want to accept any
offer made through the RIF proce-
dures, the initial offer should be
accepted. First offers may be
improved upon before the RIF takes
effect as a result of vacancies created
by resignations and retirements.
If an employee declines the first
offer or fails to accept it within five
days from the day he or she
acknowledged rei&ipt of the notice,
the employee will not be entitled to
any further offer and will be
separated by reduction in force at the
close of business on March 31, 1982.
In addition, declining a reasonable
offer may deprive the employee of


reemployment priority rights, dis-
placed career employee program
benefits, and severance pay.
For those employees who will be
on leave off the Isthmus when the
notices go out, it would be to their
advantage to leave a forwarding
address with their supervisors. As an
alternative, employees may send a
signed and dated letter to the
Personnel Director indicating their
willingness to accept any and all
offers made in their absence through
a reduction in force. This in no way
jeopardizes their rights to change
their minds later on and to resign or
retire, if eligible.
Notices to employees on leave off
the Isthmus should be forwarded by
their employing division by certified


mail, "Return Receipt Requested,"
to the address they have furnished
prior to their departure. If they have
left more than one forwarding
address, copies of the notice should
be sent to each address. Employees
are encouraged to return their
acknowledgment and decision
copies of the RIF notice by certified
mail, "Return Receipt Requested.",
In any case where efforts to deliver
a notice to an employee who is off
the Isthmus are unsuccessful, it will
be assumed that the employee
accepts any placement offer made
until he or she formally declines the
offer.

Courts to be disestablished


With the completion of the
Panama Canal Treaty transition
period on March 31, 1982, the U.S.
District Court for the District of the
Canal Zone and the Balboa and
Cristobal Magistrates' courts will be
disestablished, and most criminal
offenses committed in the Canal area
by U.S. citizens will be tried by
Panamanian courts. However, U.S.
authorities will continue to have the
primary right to exercise criminal
jurisdiction over certain offenses
-no matter where they occur-
which are committed by military
personnel, Department of Defense
civilians and their dependents. Also,
in certain cases, Panama is required
to give favorable consideration to
U.S. requests to exercise criminal
jurisdiction over certain types of
offenses committed by Panama
Canal Commission employees.
During the transition period the
U.S. District Court and Magistrates'
courts have been exercising limited
jurisdiction, as they are permitted to
hear only civil cases filed before
October 1, 1979, and criminal cases
involving U.S.-citizen employees of


Chism to head Office of Staff Assistant


As the head of the newly
established Office of the Staff
Assistant, Edward M. Chism's pri-
mary objective will be to present the
Commission to visitors as an
efficient business enterprise that is
fully aware of and capable of
accomplishing its mission and ful-
filling its responsibilities to world
commerce and to the United States
and Panama.
With the disestablishment of the
Protocol Office effective Monday,
February 1, "the new office will
assume many of its duties, including
the organization and execution of
official representation matters and
special events and the provision of
special support to the Administrator
and Deputy Administrator. Res-

idents' Advisory Committee (RAC)
Liaison Gilbert Sollas will monitor
the RAC activities, but under the
general supervision of the Om-
budsman.
Supporting Mr. Chism in his
position as Staff Assistant to the
Administrator will be a professional
administrative services assistant who
will exercise control over certain
appropriated fund accounts for the
Office of the Administrator.
Mr. Chism expressed his satisfac-
tion with his appointment by saying
that he is proud to be a member of
the Commission's management team
and that he is looking forward to
hard work and good times in the
days ahead.
Born in Philadelphia, Mr. Chism
was raised by his grandparents in
Panama, where his grandfather,
John E. Davis, was employed by the
Canal organization's Maintenance

De La Mater
Today marks the end of the 32-
year career with the Canal organiza-
tion of William L. De La Mater, aide
to the Administrator/director of
protocol/residents advisory pro-
gram staff officer. During that time,

for their assistance in extinguish-
ing the fire aboard the M.V. Leda
last month.
The commendation came in
the form of a letter to Com-
mission Administrator D. P.
McAuliffe from C. Fernie & Co.,
S.A., the ship's agents, who
thanked all concerned in the
operation "for their prompt
assistance, their diligence in
assisting the vessel and crew and
admirable manner in which they
acted, which was in the finest
tradition of the Panama Canal."


Edward M. Chism
Division. He graduated from Balboa
High School in 1958, received a
bachelor's degree from Tulane Uni-
versity of Louisiana in 1962 and a
master's in criminal justice from
Nova University in 1979.
Mr. Chism began his working

Mr. De La Mater has served the
organization and the community in
numerous capacities and always with
distinction.
Born in Colon, Mr. De La Mater
was raised in Panama where his
parents were both employees of the
Canal organization. Even though his
own career with the Panama Canal
did not begin until 1950, he jokingly
says that his federal service actually
began as a teenager, when he was an
usher in the Balboa Theater. A
graduate of Balboa High School and
the Canal Zone College, he served
with the United States Marine Corps
during World War II and was
awarded many decorations includ-
ing the Silver Star, purple heart with
cluster and the Presidential Unit
Citation. After graduating from the
University of Denver with a degree in
engineering Mr. De La Mater
returned to Panama.
Mr. De La Mater, a Registered
Professional Industrial Engineer,
began as an industrial engineer with
the Engineering Division in 1950.
During this time he also served as a
part time professor of engineering
studies at the Canal Zone College.
After joining the Planning Staff of
the Panama Canal Company, Mr.
De La Mater's duties as industrial
engineer/capital program coor-
dinator included accompanying the


U.S. government agencies or U.S.
military personnel and dependents
of both, who have committed
offenses in areas under U.S. control.
Along with the phase-out of the
Balboa and Cristobal magistrates'
courts and the U.S. District Court
for the District of the Canal Zone,
the treaty calls for the dises-
tablishment of other agencies per-
forming criminal justice functions,
such as the -Panama Canal Com-
mission Police, the Probation and
Parole Unit and the offices of the
Public Defender, the U.S. Attorney
and the U.S. Marshal. Some of these
agencies have already ceased to exist.
Changes called for by the treaty
resulted in great increase in the
number of cases heard by Pan-
amanian courts. In anticipation of
this, Panamanian lawmakers passed
legislation for the establishment of
additional courts to handle cases in
-the Canal area. These courts, which
have been in existence throughout
the transition period, will soon be
handling most offenses now under
the jurisdiction of the U.S. District
Court and Magistrates' courts.

Special provisions have betn
made in these courts to protect the
rights of the U.S. citizens who will be
tried in them. There are translators
available, and these courts wills
remain open during the month of
March, when Panama courts nor-
mally close, to insure that a speedy
trial can be given. Criminal proce-
dural guarantees provided for by the
treaty documents protect legal rights
of eligible U.S. citizens, such as the
right to be informed of the charge, to
have a U.S. Government represen-
tative present at the trial, and to be
able to cross-examine witnesses.
The Panamanian system contains
separate civil and criminal courts,
both having a municipal and a circuit
court. Municipal courts hear cases
involving small claims and minor
offenses, while serious crimes and
large lawsuits are heard by circuit
courts. The courts with jurisdiction

career. He officially assumed the
position in 1972 as aide to the
governor/protocol officer/civic
council staff officer. His duties
included hosting dignitaries and
special guests from all over the
world, and he was one of the

The Crossroads Chapter of Sweet
Adelines, Inc.. chartered in Mar-
garita in 1961, has gradually been
moving to the Pacific side. Re-
hearsals are now held in the Balboa

Canine frisbee contest
Attention dog owners! Regis-
tration is now open for the Second
Annual National Canine Frisbee
Championship Contest, which will

A dog's ability to retrieve a frisbee
will be put to the test in three
separate events measuring time,
, '-ance and agility and versatility.

both the open and the under 30
category. Prizes will be awarded to
the overall winner in both categories.

Saint Mary's
Parish Renewal
The Reverend John Conway,
C.M., a well-known retreat master,
will be the featured speaker in a
number of local churches during the
upcoming St. Mary's Parish Re-
newal. Father Conway has been
conducting retreats, workshops, in-
stitutes and parish renewals for
priests, religious workers and laymen
in the United States for the past 11
years. A member of the Vincentian
Fathers, he is a distinguished
preacher and theology teacher.
Each of the presentations will be
given four times to ensure that all
who wish to attend will be able to do
so.
The first session of the renewal
begins at the St. Vincent's Church on
K Street in Panama City on
February 8 and runs through
February 12. The next session will be
divided between St. Joseph's Church
in Paraiso and Our Lady of Good
Counsel in Gamboa, with the
Paraiso church hosting the meetings
from February 14 through 16 and
the Gamboa church hosting the
February 17 through 19 meetings.
The next presentation will be at the
Fort Clayton Chapel from February
22 through 26. Father Conway will
finish up the renewal at the St.
Mary's Church in Balboa from
March I through 5. The program

Industrial Division launches all-out'


effort to rebuild tugboat "Trinidad"

Sparks are flying at the Industrial
Division drydock area in Mount
Hbpe, where employees are working
ten-hour shifts, seven days a week,
measuring, fitting, welding, ham-
mering, and whatever else it takes, in
an all-out effort to get the tug
Trinidad back to work in the Canal.
Early Tn~ October 1981, the
Trinidad was involved in a serious
accident where it was literally
squeezed between two ships, sus-
taining extensive structural damage
to its hull. Although repairing the tug
is a major undertaking, it appears
that no job is too-big or too difficult
for the Commission's Industrial
Division, where employees are prov-
ing themselves equal to the task.

According to George Patton,
planner-estimator on the project, no
one is complaining about the long
hours or hard work, which involves
the virtual rebuilding of the Tri-
nidad's hull. Additionally, while the
tug is in drydock, a regularly
scheduled interim overhaul is being
performed, including a complete
overhaul of the tug's reduction gears,
the gears that drive the tug's


propellers and work in much the
same fashion as the transmission of
an automobile.
While this operation is going on,
the Industrial Division must also
continue with a myriad of otherjobs,
all of high priority. These include
noise abatement and soundproofing
on the dredge Mindi, a complete
overhaul on the tug Mehaffey and
work on Barge No. 125.
The Trinidad repairs got under-
way on December 10, 1981, and are
expected to be completed by early
March, provided necessary replace-
ment parts arrive on time.
To repair the Trinidads hull,
Industrial Division personnel used
torches to slice away large sections of
damaged steel plating, exposing
ruptured internal framing and deck
beams beneath. The affected framing
and beams, also of heavy steel, were
then replaced.
This work was accomplished
under the direction of acting Metal
Working General Foreman William
Pui O., who refers to his shop as the
"backbone" of the division. Mr. Pui
is also coordinator for all of the shop
on this project.
So extensive is the work being


performed, that a bystander viewing
the scene might believe a whole new
tug is in the making. In fact, at one
time one could stand at one side of
the drydock and peer through the
tug to the drydock's opposite wall.
Today, with the repairs nearly half-
completed, most of the replacement
steel plating has been installed.
On each side of the tug, however,
right about in the center, large holes
still remain. Leading into them is a
sort of high-rise railway designed by
the Industrial Division to facilitate
the removal and replacement, in
completely assembled units, of the
tug's two 18-ton reduction gears.
These are currently being rebuilt and
refurbished in the machine shop
under the direction of Collin Cor-
rigan, shop foreman.
When work on the Trinidad is
completed, the tug will leave the
drydock "looking like a new boat,"
says William Rankin, acting produc-
tion superintendent. After sand-
blasting and painting, the tug will be
put through a series of tests by the
Industrial Division to be sure
everything is shipshape. It will then
return to duty with the Canal's fleet
of floating equipment.

Two-continent adventurer pedals


to Panama with Chile on his mind

Many adventurers have traveled
to th,.,.Iilhmus oft,gpanima .tradi-
tionally arriving by boat, airplane or
car. Jeff Casebolt of Washington
state, however, is not your ordinary
traveler. He pedaled into Panama on
two thin, dusty wheels with thous-
ands of miles behind him and
thousands more to go. Panama
marks the halfway point for Jeff as
he travels towards his final destina-
tion of Tierra del Fuego at the tip of
Chile. While bicycle touring may not
be everyone's idea of a vacation, this
trip is the adventure of a lifetime for
Jeff. And he will be the first to say
that he is.not the same person who
left home in June of 1980.


Pedaling a bicycle from one end of
the Western Hemisphere to the other
takes careful planning and total
commitment. Jeff says that since he
first weighed the benefits of such a
trip against the risks involved, he has
discovered that many rewards and
problems cannot be anticipated. He
prepared himself physically for the
rigors of the trek with a regime of
running, swimming and other exer-
cise even though he was already an
active, outdoor person.

The Sunday bicyclist who leisurely
rides along neighborhood streets,
returns home for dinner and goes to
bed between clean sheets may not
appreciate the staggering scope of
Jeffs journey as he travels over the


mountains, deserts and jungles of
two continents, his shelter, food and
supplies carried in packs strapped to
his bicycle.
At the beginning of his trip, Jeff
recalled that he was often obsessed
with riding as fast and as far as
possible each day. He soon dis-
covered, however, how to enjoy the
ride for its own sake, taking time to
relish the sights and experiences
along the way. Stopping in Michoa-
can, Mexico, to learn Spanish and
working on a shrimp boat in Costa
Rica to earn money are two
examples.
Perhaps one of the most im-
portant decisions Jeff had to make
when planning his trip was choosing
a bicycle. Since the bicycle would be

as important to Jeff as good horse
to a cowboy or the proper shoes to a
runner, he invested in a custom-built
Braxton model. Designed for tour-
ing while carrying gear, instead of for
speed, the bike is tailored to suit
Jeffs height, weight, arms and legs.
Since he carries about 100 pounds of
gear, including a tent, supplies, extra
bike tires, parts and clothes, Jeff feels
that the special bike has been well
worth the money.
Jeff actually began his journey in
Circle City, Alaska, the farthest
point one can go in that state by
road. After proceeding down the
coast of Alaska by bike, he joined
friends and traveled another 1,200
miles by kayak along Canada's
.coast. It was on the Powell River in
British Columbia that Jeff suffered
his first mishap and nearly drowned
when he and a friend capsized in the
freezing salt-water rapids and had to
be rescued after losing much of their
gear. Jeff says that this incident made
him more aware of his own
mortality, a lesson he would remem-
ber throughout his journey. The trip
was postponed for six months, but in
April of 1981, Jeff set off from the
Powell River on his bicycle and has
been on the go ever since.
Jeff rides approximately 75 miles a
day except when he encounters
headwinds or a humid climate like
that of Panama. Not fond of
schedules, Jeffs only time constraint
is to be in Tierra del Fuego before
June arrives with its heavy snows.
"Living this way has given me a
tremendous sense of freedom," Jeff
says, "and I have no doubts that I am
doing the right thing for me." He
remembers that in the early days of
the journey he would laugh with
happiness about his adventure and
then cry from loneliness and missing
his family and friends. He manages
to stay in touch by picking up and
sending mail at predetermined
points along his route.
Jeff considers the trip an educa-
tion, and although experience is said
to be the best teacher, he has also
learned a lot from the people he


has met along the way. It was a
reporter in Belize who gave Jett the
name of two contacts in Panama.
One was that of Panama ,Canal
Commission photographer Don
Goode with whom Jeff stayed during
his brief rest and visit in Panama.
"People have been friendly every-
where," Jeff says, "and they often
take me into their homes or help me
out in some way." He also recalls
those occasions when no one is
around to help such as the time he

across Mexico's Yucatan peninsula
and had to live on a strict ration of
tortillas and onions until he reached
a place where he could cash a
traveler's check. "This was hard on
me since a healthful, balanced diet is
crucial when you are burning up as
many calories as I do every day," he
said.
From Panama, Jeff flew to Cali,
Colombia, since the Pan-American
Highway between here and Colom-
bia has not been completed. Armed
with road maps obtained from the
cartographic school at Fort Clayton,
he plans to travel through Ecuador,
Peru, Bolivia, Argentina and, finally,
Chile. When asked about going over
the formidable mountain ranges of
South America, Jeff smiled and said
that he actually enjoys the steady,
hypnotic rhythm necessary to ride
uphill. When his journey is finally
over, Jeff hopes to work his way
back home on a ship while giving
himself and his bike a well deserved
rest.
One such adventure during a
lifetime would be enough for many
people. However, Jeff who describes
himself as a "seeker," intends to keep
on looking for life's experiences
through similar undertakings. When
asked if this trip has changed him, he
replied, "I'm just growing."

July 1975 was appointed Chief,

His service on the pre-treaty staff
of the Civil Affairs Director and on
the current Executive Administra-
tion staff has familiarized him with
the mission, organizational structure
and policies of the Commission. Mr.
Chism has established friendships
with many people in the Canal
organization, the military sector, the
.government of Panama and in
business circles.

personal philosophy, which includes
a strong belief in human relations,

He considers one of his most
successful United Way activities to
be the visit of "The King and His
Court," a famous, razzle-dazzle
softball exhibition group. The
American Legion, Shriners, Elks,
Chagres Masonic Lodge and the
Scottish Rite Temple are some of the
other groups to which he has
devoted countless hours of support
as an active member. In recognition
of his outstanding contributions to
the community, the Reserve Officers
Association bestowed upon Mr. De
La Mater the "Man of the Year
Award" in 1979.
Mr. De La Mater has long beenan
active member of the Reserve
Officers Association and was a
commissioned officer in the U.S. Air
Force Reserve from 1951 until 1979,
retiring with the rank of lieutenant
colonel. As a U.S. Air Force
Academy liaison officer, Mr. De La
Mater has worked with many area
young people and, because of his
efforts, the Canal area school system
was recognized as having the largest
number of Air Force Academy
cadets of any comparable-sized

Boat operators are reminded that
1981 sailing permits and radio
licenses issued by the Republic of
Panama for privately .owned
pleasure and sports craft expired on
December 31, 1981. The General
Consular and Shipping Bureau has
extended the deadline- through
March 31, 1982, but any craft found
sailing without the appropriate
permit or license after that date will
be liable for a fine of $100 to $500, as
provided by Article 6, Part A, of
Law 56 dated December 12, 1979.
Under Panama maritime regula-
tions, pleasure craft located in
Panama must be registered annually
even if vessels are not in active use.
Failure to keep registration current
can result in a fine at the time the


boat is re-registered or later trans-
ferred or sold.
Sailing permits and radio licenses
may be obtained from 8 a.m. to 4
p.m.. weekdays at the Merchant
Marine offices of the General
Consular and Shipping Bureau in
the Port Captain's Building, Room
101, in Balboh or on the' first floor,
rooms 107 and 109. of Building 1303
(beside the Cristobal Police Station).
The cost of the permits varies from
$32.10 to $248.10, depending on the
size of the craft. Radio licenses are
$28.10.

After many years of living in
Panama City, Mr. Chism recently
moved into Balboa Heights with his
wife, the former Teresita Tapia, and
son Manuel, 11. Mrs. Chism works
as the base manager for flight
attendants for Braniff International,
and Manuel is a sixth-grader at
Balboa Elementary School.
Both early risers, Mr. and Mrs.
Chism report to the Amador
causeway each morning at 5 a.m. to
run. They have a tremendous
enthusiasm for snow skiing and also
enjoy boating and relaxing at the
Volcan or at interior beaches. Mr.
Chism also plays in the Pacific
Softball League and is qualified as a
private airplane pilot and ham radio
operator.

Sports have been a lifelong
interest of Mr. De La Mater, and
sports programs on the Isthmus have
benefited greatly from his support.
Among them is Pacific Softball
League, of which he has been
director for over 30 years. Mr. De La
Mater is also an avid golfer,
swimmer, boatsman and scuba
diver. He has particularly dis-
tinguished himself as a top-notch
golfer, having played in many
tournaments here and abroad, and is
a member of the Panama World
Seniors Golf Team.
"It has been an honor to be
employed by this organization and
its predecessors," Mr. De La Mater
says, "and I have truly enjoyed the
work and the many wonderful
_people I have worked for and with."
He adds that he has always been
highly motivated by the efficient
operation of the Canal organization
and plans to stay in touch, especially
since he will continue to live in

Esta reducci6n de personal se debe

aproximadamente 117 posiciones en
la Division de Policia cuando esa
division deje de existir el 31 de marzo
de conformidad con lo estipulado en
el Tratado del Canal de PanamA.
Ademas, aproximadamente otras 27
posiciones en. la Comisi6n serAn
eliminadas como consecuencia del

para William L. De La Mater,
edecan del Administrador/director
de protocolo/oficial de program de
asesoria a los residents del area del
Canal. Durante ese period, el Sr.
De La Mater ha servido a la
organizaci6n y a la comunidad en
numerosas posiciones y siempre con
distinci6n.

El Sr. De La Mater, quien naci6
en Col6n fue criado en Panama en
donde sus padres eran empleados de
la organizaci6n canalera. Aunque su
carrera con el Canal de Panama no
se inici6 hasta 1950, en broma dice
que su servicio federal en realidad
comenz6 en su adolecencia, cuando
era conserje en el Teatro de Balboa.
Tras graduarse de la Escuela Secun-
daria de Balboa y de la Universidad
de la Zona del Canal, prest6 servicio
con el Cuerpo de Infanteria de
Marina de los Estados Unidos
durante la Segunda Guerra Mundial
y recibi6 muchas condecoraciones
incluyendo la Estrella de Plata, el
Coraz6n P6rpura con Ramo de
Hojas de Roble y la menci6n de
Unidad otorgada por el Presidente.
Despu6s de obtener su licenciatura

Panama el 31 de marzo pr6ximo,
seran abolidos la Corte Distrital de
los EE.UU. y losjuzgados de Balboa
y Crist6bal. A partir de entonces, la
mayoria de los delitos cometidos por
ciudadanos de los Estados Unidos en
el area del Canal serAn tratados por
los tribunales panamefios.
Las autoridades de los Estados
Unidos mantendrAn, no obstante, el
derecho primario a ejercer juris-
dicci6n penal sobre ciertos delitos
cometidos por personal military,
civiles del Departamento de Defensa
y sus dependientes, no import
d6nde ocurran. AdemAs, en ciertos
casos se estiptila que PanamA darA
consideraci6n favorable a las solici-
tudes para ejercer jurisdicci6n penal
que le hagan los Estados Unidos
para ciertos casos de delitos come-

los juzgados
bajo control de los EE.UU. en los
que se hallen involucrados em-
pleados norteamericanos de agen-
cias del gobierno de los Estados
Unidos, personal military norteame-
ricano o dependientes de ambos.
Junto a la eliminaci6n de los
juzgados de Balboa y Crist6bal y de
la Corte Distrital de los Estados
Unidos para el Area del Canal, el
Tratado contempla la eliminaci6n de
otras agencies con funciones relacio-
nadas al ejercicio de las funciones
penales, como son la Policia de la
Comisi6n del Canal de Panama, la
Unidad de Libertad Condicional y la
Oficina del Defensor Plblico, el
Fiscal y el Alguacil de los Estados
Unidos. Algunas de estas depen-
dencias han cesado ya de funcionar.
Los cambios dispuestos por el
Tratado han producido un .incre-
mento en el n6mero de casos
atendidos por los tribunales pana-
mefios. Anticipandose a ello, los
legisladores panamefios aprobaron
una ley creando tribunales adicio-
nales a fin de que atiendan los casos
en el area del Canal. Estos tribunales,
que han estado funcionando durante
el period de transici6n, pronto
estaran atendiendo la mayoria de los
casos actualmente bajo la juris-
dicci6n de la Corte Distrital de los
Estados Unidos y de los juzgados.
Se han tornado disposiciones
especiales en esos tribunales para
proteger los derechos de los ciuda-
danos norteamericanos que seran
juzgados alli. Hay interpretes dis-
ponibles y los tribunales permane-
ceran abiertos durante el mes de
marzo, cuando los tribunales de
justicia normalmente cierran en
Panama, a fin de garantizar el
tramite expedite de los casos, Las
garantias procedimentales dispues-
tas en los documents del Tratado
protegen los derechos de los ciu-
dadanos norteamericanos, como son
el derecho a ser informado sobre los
cargos, tener a un representante del
gobierno de los Estados Unidos en el
juicio y presentar testigos.
El sistema judicial panamefio
contempla tribunales separados para
casos civiles y criminals, cada uno
de los cuales dispone a su vez de
tribunales municipales y de circuit.
Los juzgados municipales atienden
casos o delitos menores. mientras

Por segunda vez el YMCA de
Balboa ofrecera cursos de nataci6n
de cuatro semanas de duraci6n a
partir del 7 de febrero. Los cursos
para alumnos principiantes y avan-
zados tendrdn lugar a las 10 a.m. y a
las 11 a.m. (un total de cuatro classes)
y se ofrecen especialmente a los
estudiantes que esten de vacaciones
de verano. Los cursos se dictaran
todos los dias de la semana durante

Segundo Concurso Anual Nacional
para el Campeonato de Frisbee para

B1isbol del Pacifico en Balboa.
Se pondra a prueba la habilidad
del perro para recobrar un frisbee en
tres events separados nridiendo el
tiempo, la distancia y la agilidad y
versatilidad. La misma persona debe
tirar el frisbee en cada event.
Los perros que pesen mis de 30
libras seran inscritos en la categoria
abierta y los que pesen menos de 30
libras pueden ser inscritos tanto en la
categoria abierta como en la de
menos de 30 libras. Se otorgarin
premios al ganador general de
ambas categories.

para defender sus titulos en las
categories abiertas y en la categoria

Renovaci6n de la
parroquia de
Saint Mary's
El Reverendo John Conway,
C.M., muy conocido director de
retires, sera el orador principal en un
n6mero de iglesias de la localidad
durante la future Renovaci6n de la
Parroquia de Saint Mary's. El Padre
Conway viene dirigiendo retiros,
seminarios-talleres, renovaciones en
institutes y parroquias para sacer-
dotes, trabajadores religiosos y laicos
en los Estados Unidos durante los

nos, es un distinguido predicador y

Division Industrial inicia tarea de


reconstruir el remolcador "Trinidad"

Las chispas vuelan en el area del
dique seco de la Divisi6n Industrial
en Mount Hope en donde los
empleados trabajan turnos de diez
horas, siete dias a la semana,
midiendo, ajustando, soldando,
martillando, y ejecutando todo lo
que sea necesario, en esfuerzo por
poner de nuevo el remolcador
Trinidad en condiciones para traba-
jar en el Canal.
A principios de octubre de 1981, el
Trinidad estuvo involucrado en un
serio accident en el que se podria
decir que fue literalmente aplastado
entire dos barcos, sufriendo dafios
extensivos la estructura del casco.
Aunque la reparaci6n del remol-
cador represent un gran esfuerzo,
todo indica que no hay trabajo
demasiado grande o demasiado
dificil para la Divisi6n Industrial de
la Comisi6n, donde los empleados
dan prueba de su capacidad para
desempefiar la tarea.
Segin George Patton, encargado
del proyecto y de los calculos de la
obra, nadie se queja de las largas
horas o del arduo trabajo, que
comprende la virtual reconstrucci6n
del casco del Trinidad. AdemAs,
mientras el remolcador est .en el
dique seco, se estA Ilevando a cabo el
mantenimiento y reacondiciona-
miento programado regularmente,


incluyendo un reacondicionamiento
complete de los engranajes de
velocidad del remolcador, los en-
granajes que hacen funcionar las
helices y que funcionan casi de la
misma manera que la transmisi6n de
un autom6vil.
Mientras se lleve a cabo esta
operaci6n, la Divisi6n Industrial
tambi6n debe continuar desempe-
fiando sus innumerables otros tra-
bajos, todos de alta prioridad. Estos
incluyen, la eliminaci6n de ruidos y
el aislamiento ac6stico de la draga
Mindi, mantenimiento y reacondi-
cionamiento complete del remol-
cador Mehaffey y trabajos en la
Barcaza N9 125.
Las reparaciones del Trinidad
comenzaron el 10 de diciembre de
1981, y se espera que las terminen a
principios de marzo, siempre y
cuando leguen a tiempo las piezas de
repuesto.
Para poder reparar el casco del
Trinidad, el personal de la Divisi6n
Industrial utiliz6 sopletes para cortar
y eliminar las grandes secciones de
planchas de acero averiadas, que-
dando al descubierto la estructura
internal destrozada y las vigas debajo
de la cubierta. La estructura y las
vigas afectadas, tambi6n de acero
pesado, fueron entonces reempla-
zadas.


Este trabajo fue efectuado bajo la
direcci6n del capataz general encar-
gado de trabajos de metal William
Pui O., quien se refiere a su taller
como la "espina dorsal" de la
division. El Sr. Pui es tambien el
coordinator de todos los talleres que
participan en este proyecto.

El trabajo que se realize es tan
extensive, que un observador opi-
naria que se esta construyendo un
remolcador nuevo. En realidad, en
un tiempo uno podia pararse en un
lado del dique seco y ver a trav6s del
remolcador la pared al otro lado del
dique. Hoy dia, con las reparaciones
casi a medio terminar, se ha
instalado la mayor parte de las
planchas de acero.
Sin embargo, a cada lado del
remolcador, justamente en el centro,
a6n quedan grandes huecos, hacia
los cuales se dirige una especie de riel
alto que fue disefiado por la Divisi6n
Industrial para que sea mis fdcil
eliminar y reemplazar, dentro de
uridades completamente montadas,
los dos engranajes de velocidad de 18
toneladas del remolcador. Actual-
mente, los estan reconstruyendo y
restaurando en el taller de mecanica
bajo la direcci6n de Collin Corrigan,
capataz del taller.

Trinidad, el remolcador abandonard
el dique seco, "aparentando ser un
remolcador nuevo", dice William
Rankin, superintendent encargado
de producci6n. Despu6s de la
limpieza por chorro de arena y que lo


pinten, el remolcador sera sometido
a distintas pruebas por la Divisi6n
Industrial para cerciorarse de que
todo esti en orden. Entonces
regresard a funciones en el equipo
flotante del Canal.


Ciclista de dos subcontinentes Ilega


a Panama en viaje a Tierra del Fuego


Los numerosos aventureros que
viajan al Istmo de Panama, Ilegan
tradicionalmente por barco, avi6n o
autom6vil. Sin embargo, Jeff Case-
bolt, del estado de Washington, no es
un viajero ordinario. Lleg6 a
Panama pedaleando dos ruedas
delgadas y polvorientas dejando tras
l1 millares de millas y con otro tanto
de millas ain por recorrer. Panama
represent solo la mitad del camino
para Jeff, quien se dirige hacia su
destino, de la Tierra del Fuego en el
extreme sur de Chile. Si bien el viajar
en bicicleta pueda no ser la mejor
idea de unas vacaciones para todos,
para Jeff este viaje es la aventura de
toda una vida. Y sera el primero en
decir que 61 no es la misma persona
que sali6 de su casa enjunio de 1980.


Pedaleando una bicicleta de un
extreme del Hemisferio Occidental
al otro extreme require una minu-
ciosa planificaci6n y una entrega
total. Jeff dice que desde el primer
moment en que sopes6 los bene-
ficios de tal viaje contra los riesgos
involucrados hasta ahora ha des-
cubierto que muchas de las recom-
pensas y los problems no pueden
ser anticipados. Se prepare fisica-
mente para los rigores del recorrido
fijandose un regimen de correr,
nataci6n y otros ejercicios aunque ya
era una persona sumamente active y
amante del aire libre.
El ciclista dominguero que monta
pausadamente por las calls del
vencindario, regresa a su casa a
comer y se acuesta entire sibanas


limpias, no puede apreciar el asom-
broso alcance del viaje de Jeff al
viajar sobre montafias, desiertos y
selvas de dos subcontinentes, Ilevan-
do su tienda abrigo, alimentos y
abastos en mochilas aseguradas por
correas a su bicicleta.

Al iniciar su viaje, Jeff recuerda
que frecuentemente, estaba obse-
sionado con manejar lo mas rapido y
lo mas lejos que era possible cada dia.
Sin embargo, pronto aprendi6 a
disfrutar del viaje por su propio bien,
tomindose tiempo para similar los
paisajes y las experiencias por toda la
extension del trayecto. Su estadia en
Michoacan, M6xico, para aprender
el espafiol, y haber trabajado en un
barco camaronero en Costa Rica a

fin de ganar dinero, son dos
ejemplos.
Tal vez una de las mas impor-
tantes decisions que Jeff haya
tenido que tomar cuando planeaba
su viaje fue la de seleccionar una
bicicleta. Como la bicicleta seria tan
important para Jeff como lo es un
buen caballo para un vaquero o las
zapatillas para un corredor, invirti6
su dinero en un modelo Braxton,
fabricado a su propio gusto. Dise-
fiada para andar mientras carga
equipo, en lugar de velocidad, la
bicicleta esta adaptada para aco-
modar la altura, el peso, los brazos y
las piernas de Jeff. Como Ileva
aproximadamente 100 libras de
equipo, incluyendo una tienda,
abastecimientos y neumaticos adi-
cionales piezas de repuesto para
bicicleta, y ropa, Jeff estima que la
bicicleta especial muy bien vali6 el
dinero.
Jeff inici6 su viaje en Circle City,
Alaska, el punto mis lejano al cual
una persona pueda ir en ese estado
por carretera. Despues de viajar
hasta la costa de Alaska en bicicleta,
se uni6 a amistades y viaj6 otras
1,200 millas por kayak a lo largo de
la costa del Canada. Fue en el Rio
Powell, en Columbia Britinica, que
Jeff sufri6 su primer percance y casi
se ahoga cuendo 61 y un amigo se
volcaron en el helado rapido de agua
salada y tuvieron que ser rescatados
despu6s de perder la mayor parte de
su equipo. Jeff dice que este incident
le hizo mis conciente de su
mortalidad, una lecci6n que siempre
recordard durante todo su viaje. El
viaje fue aplazado durante seis
meses, pero en abril de 1981, Jeff
parti6 de Rio Powell en su bicicleta y
ha estado en march desde entonces.
Jeff maneja aproximadamente 75
millas por dia except cuando se
encuentra con vientos de frente o
clima hiimedo como el de Panama.
Un enemigo de los itineraries, la
6inica presi6n de tiempo que tiene es
llegar a la Tierra dcl Fuego antes de
que se inicien las fuertes nevadas en
junior. "El vivir asi me ha dado un
trcmendo sentido de libertad", dice
Jeff, "y no me quedan dudas de que
cstoy hacienda lo que es correct
para mi". Recucrda que durante los
primeros dias del viaje rcia con
alegria sobre su aventura y luego
Iloraba de solcdad y extrafiaba a su
lamilia y a sus amistades. Sc las
arreglaba para Ialntenclse cn co-
municacion con ellos recogiendo y
enviando sus cartas en puntos
predctcrninados a lo largo de la
ruta.


Jeff consider este viaje como una
experiencia educativa y aunque se
dice que la experiencia es el mejor
maestro, tambi6n ha aprendido

lugar en donde pudo cambiar un
cheque viajero. "Esto fue duro para
mi ya que es crucial una dieta
balanceada y saludable cuando se
quema la cantidad de calories que
quemo diariamente".
Desde Panama, Jeff vol6 en avi6n
hasta Cali, Colombia, ya que la
Carretera Panamericana por el
Tap6n del Darien no estd terminada.
Armado fnicamente con mapas de
carreteras que obtuvo de la escuela
de cartografia en Fuerte Clayton,
proyecta viajar por el Ecuador, Pern,
Bolivia, Argentina y, finalmente,
Chile. Cuando le preguntaron sobre
el cruzar las formidable cordilleras
de Sur America, Jeff sonri6 y dijo
que realmente disfruta del ritmo
seguido e hipn6tico que es necesario
para manejar cuesta arriba. Una vez
que finalice su viaje, Jeff espera
regresar a casa trabajando en un
harco mientras se da a si mismo y a
su biciclcta un merecido descanso.

Los asuntos de trAfico, con
excepci6n de aquellos en los que
haya comprometidas lesiones graves
o muerte, son atendidos por los
tribunales administrativos en el
Juzgado de Trinsito localizado en la
sede de la Direcci6n Nacional de
Transito y Transporte Terrestre, en
el antiguo Edificio de Asuntos
Civiles en Anc6n, y en el Juzgado de
Transito pr6ximo al Cuartel de la
Guardia Nacional en la Calle 12 de
Col6n.
Los empleados de la Comisi6n del
Canal de Panama y sus dependientes
que tengan interrogantes sobre los

Templo del Rito Escoc6s son
algunos de los otros grupos a los
cuales ha dedicado innumerables
horas como miembro active. En
reconocimiento a sus contribuciones
sobresalientes a la comunidad, la
Asociaci6n de Oficiales Reservistas
otorg6 al Sr. De La Mater el
"Premio de Hombre del Afio" en
1979.
El Sr. De La Mater ha sido
miembro active desde hace muchos
afios de la Asociaci6n de Oficiales
Reservistas y fue official comisionado
en la Reserva de la Fuerza A6rea de
los Estados Unidos desde 1951 hasta
1979, jubilandose con el grado de
teniente coronel. En su calidad de
official de enlace de la Academia de la
Fuerza A6rea de los Estados Unidos,
el Sr. De La Mater trabaj6 con
muchos j6venes del area y, debido a
sus esfuerzos, el sistema de escuelas
del area canalera fue reconocido
como el que contaba con el mayor
nhmero de cadetes de la Academia

Los deportes han sido un interns
de toda la vida para el Sr. De La

enormemente debido a su apoyo.
Entre ellos esta la Liga de Bola Suave
del Pacifico, de la cual ha sido
administrator por mas de 30 afios.
El Sr. De La Mater tambien es un
avido golfista, nadador, aficionado a
las lanchas y al buceo. Se ha
distinguido en particular como
golfista destacado, al participar en
numerosos torneos aqui y en el
extranjero, y es miembro del Equipo
de Golf Mundial para Adultos en
Panama.
"Ha sido un honor ser empleado
de esta organizaci6n y sus prede-
cesoras", dice el Sr. De La Mater, "y
en verdad he disfrutado del trabajo y
de las numerosas y maravillosas
personas con quienes y para quienes
he trabajado". Afiade que siempre ha

contact con ella, debido especial-
mente a que continuara viviendo en
