Wage System revised for employees hired post treaty


Assistant Secretary of the Army.
William R. Gianelli, Chairman of
the Board of the Panama Canal
Commission and designee for the
Secretary of Defense on wage and
employment practices in the Pan-
ama Canal area, has announced a
new wage system for employees
hired on or after October 1, 1979, by
U.S. agencies in the Republic of
Panama.
In making the announcement,
Gianelli said that the new wage base
will not only enhance the recruiting
posture of the various agencies in
order to attract top quality can-
didates from the local labor market,
but will also go a long way in
narrowing the gap between pre-
treaty and post-treaty rates of pay.
Gianelli expressed optimism that the
required administrative actions can
be completed by agencies in the next
few weeks and has set a target
implementation date for the new
system of January 10, 1982.
One of the immediate benefits to
be realized by affected employees are
the payline increases in the mid and
upper levels of the non-manual (LN)
category and in the semi-skilled and
skilled levels.of the manual (LM, LL,
LS) categories. (See' accompanying
pay schedules.) At some of the
upper-grade levels, the pay adjust-
ments represent as high as a 29.5%
payline increase for the non-manual
category and a 32.1% payline


increase for the manual categories.
In addition, the new wage system
contains many other positive fea-
tures which were non-existent in the
old system and which will benefit all
post-treaty hires at all grade levels.
Among these features are:
* Within-grade steps-The new
system will provide for step move-
ment of 10 steps in the non-manual
category and 5 steps in the manual
categories. The waiting period for
step-advancement will be the same as
in the pre-treaty systems.
* Highest previous rate-Eligible
current and future employees who
have previously earned a higher rate
of pay in U.S. government service
may be placed in a higher within-
grade step based on application of
the highest previous rate rule.
* Quality step increases-Em-
ployees may be eligible for step
increases as a result of quality
performance.
* Annual increases-The "fixed
entry" provision of the old wage
system is eliminated thereby giving
employees the benefit of a minimum
annual 2% increase as well as wage
increases through periodic step
advancement.
In summary, the new system will
provide for immediate payline in-
creases at many grade levels and, by
the addition of steps to the schedule,
makes the new system identical in

Commission's direct-deposit policy outlined


The following notice is provided in
response to an unusual number of
reports received recently in the Office
of Financial Management concern-
ing the late arrival of certain salary
checks mailed directly to banks and
other financial institutions in the
United States for deposit. While the
late deposit of these checks is an
exception to the established routine,
it does demonstrate that, on occa-
sion, delays can be introduced into
that routine.
Direct-deposit service is pro-
vided without charge to employees
who desire to have salary checks
mailed directly to a financial
institution of their choice on the
Isthmus or in'the United States.
The Chief Financial Officer states,
however, that the Commission
does not assume responsibility for
timely delivery of the check by the
postal service or for its prompt and


proper deposit in the employee's
account by the bank.
Employees are advised that writ-
ing personal checks against a payroll
check before receipt of the deposit
confirmation from their bank could
result in the return of their checks to
the drawee for insufficient funds.
This, in turn, could result in the
employee's name being placed on the
dishonored check list and in the loss
of check-cashing privileges at Com-
mission and U.S. Forces check-
cashing facilities. In the worst case,
the employee's commercial credit
rating could be affected by the return
of dishonored checks to commercial
drawees.
The Commission's policy for
replacement of lost direct-deposit
paychecks is as follows:
* Normally, the Commission
will not initiate Stop-payment
procedures on any lost check


before two weeks have elapsed
from the date of the payday.
Employees who have reasons to
believe their paycheck has been
lost due to, for example, the non-
receipt of their bank's deposit
confirmation can have a replace-
ment check issued by writing to the
Chief, Agents Accounts Branch,
indicating that the check has been
lost and requesting the issuance of
a replacement check.
* After receipt of this letter, the
Chief, Agents Accounts Branch
will initiate action to have a stop-
payment order issued against the
original paycheck.
* After receipt of the bank's
confirmation that payment on the
original paycheck has been stopped,
the replacement check will be issued.
The bank's notice of confirmation
normally takes from two to four
weeks from the date of the stop-
payment order.

Retired employees no longer

eligible for certain benefits


Individuals considering retire-
ment from the Commission should
bear in mind that shortly after
retirement they and their depen-
dents will no longer be eligible for
the rights and benefits they now
enjoy because of their employ-
ment. Perhaps the most significant
among these rights and benefits for
U.S; citizens are theright to reside
in Panama, to like in Commission:
quarters, and to enjoy purchase,
APO and medical privileges.
A reasonable length of time with
limited privileges is provided after
retirement to conclude personal
and business affairs and arrange
for departure. Sixty days is the
period mentioned in the Panama
Canal Treaty, and this length of
time has been found to be


sufficient for most individuals. The
Commission will sponsor non-
elective medical care during this
period. In addition, limited pur-
chase privileges, not to exceed
$300 per item, as well as use of
APO facilities,will be authorized.
Employees and dependents may
retain their U.S. official passports
and Panama special entry/exit
cards for 60 days.
Written requests for exceptions
to the 60-day period should be
addressed to the Office of Execu-
tive Administration and should
include sufficient information and
justification for the request.

DYA Christmas parties
The Dependent Youth Activities
is sponsoring a number of Christmas
parties for children' of elementary
school age or younger. Santa will be
on hand for each of the parties ready
to listen to any little one who wishes
to whisper a Christmas list into his
ear, and parents are urged to bring
cameras along.
For Coco Solo youngsters, the
Christmas party will take place from
2:30 to 4:30 p.m. on Monday,
December 21, at the former Panama
Canal Company furniture store,
located across the street from the
Coco Solo Commissary.
The party for Fort Davis children
will be from 2:30 to 4;30 p.m., also on
Monday, December 21, at the Fort
Davis NCO Club.
Fort Gulick children will also be

at Gatun
On your mark, get set, crawl! The
Recreation Services Branch will
sponsor a freestyle swimming classic

at' the Gatun pool. All events will
feature the front crawl, or freestyle,
and will be broken down by age
group.
The competition is open to all
dependents of Commission em-
ployees, DlOD civilians, military
personnel and students of St. Mary's
or DOD schools who are 18 years of
age or under on the day of the meet.
Medals will be awarded to first-
place winners, arid those who place
second through sixth will receive'
ribbons.
Registration forms are available at
the Margarita and Gatun pools and
must be turned in by December 13 at
the Gatun pool.

Rock 'n' roll music
The Kansas City Street Band will
be playing :rock-and-roll music
tonight at 7:30 at the Valent
Recreation Center: Admission to the

The Panama Canal Commission
Recreation Services Branch is spon-
soring a complete tennis program for
the Christmas holidays beginning
December 19 at the Gatun tennis
court. Men's and women's singles
and doubles as well as mixed doubles
will be offered.

duty military, DOD civilians and
their dependents may register

Valent tournaments
Checkers players are invited to
compete in the Valent Recreation
Center tournament at I p.m. on
Sunday, December 13. Registration

feel left out. There will be a
tournament for you at the same time
on Saturday, December 26, and
registration will, again, begin at
noon.
Prizes will be awarded to winners
of both contests.

Atlantic DYA
classes
The Atlantic area Dependent
Youth Activities offers a variety of
classes to the youths of the Atlantic
side.. Many new classes will begin in
January, and registration should be
completed as soon as possible.
The following dance and acro-
batic classes are open to pre-teens
and teens on Tuesdays and Thurs-
days for $12 per month at Building
219 in Fort Gulick: pre-acrobatics
and pre-ballet from 2 to 3 p.m.,
beginning acrobatics from 3 to 4
p.m., ballet and intermediate acro-
batics from 4 to 5 p.m. and advanced
acrobatics from 5 to 6 p.m.
Gymnastics classes for pre-teens
Sand teens are scheduled from 9 to 11
a.mr. on Saturdays at the Cristobal
High School gym. The fee for these
classes is $20 per month..
SClasses in belly dancing are
'available for teens and adults from
9:30 to 10:30 a.m. on Tuesdays and
Thursday at Building 219 in Fort
Gulick. The classes are $20 per
month.
For those interested in karate,
classes will be offered for pre-teens,
teens and adults from 4:30 to 6:30
p.m. on Monday, Wednesday and
Friday at Building 219 in Fort
Gulick. The cost for pre-teens is $15
per month and $20 per month for
teens and adults.
Additional classes in karate espe-
cially for women will be held from 7
to 8:30 p.m. on Monday, Wednes-
day and Friday at Building 70 (the
ACS Building) ini Fort Davis. The

Volleyball tourney

The Atlantic area DYA will
sponsor a bowling league scheduled
to get underway early in January.
The league will include a junior and
senior division, and there are still a
few spaces left in each. Interested
youths are urged to call the DYA

on a team.

Sports officials needed
If you're looking for a way to
pick up some extra pocket money
and wish to stay in shape while
doing it, then you might want to
look into becoming a sports
official. The Panama Armed
Forces Officials Association has
established a branch association
on the Atlantic side and is looking
for persons who would like to be
trained as sports officialsfor youth
sports within the Atlantic com-
munity.
Sports for which officials are
needed include basketball, base-
ball, softball and soccer. Adults, as
well as teenagers 15 years old and
above, are invited to join the
Officials Association. To sign up,

Dancersize class
The Recreation Services Branch is
sponsoring a "dancersize" class for
girls ages 13 through 17 who are
dependents of Commission em-
ployees or students attending DOD
schools.

5:45 p.m., beginning Monday, De-
cember 14, in the Balboa High
School Gym exercise and g m-
nastics room in Building 713X.

Christmas music
If you need a lift to put you into
the holiday spirit, why not come to

dren's Symphony will present their
music at the same time on Saturday,
December 19.


Valent tours
/A tour to the Church of the
Golden Altar in Panama City will
leave the Valent Recreation Center
by bus at 6 p.m. on December 19.
The outing will be led by Juan Diaz
and, because it will be at night, will
include the opportunity to see the
beauty of the area when lighted.
A trip to El Valle is also being
offered on December 20. Buses will
depart from the center at 6 a.m. and
return at 3 p.m. Participants should
plan to bring a lunch.

"Square Table"
fishing tourney
About 40 fishermen are now
competing in the first annual
"Square Table" ,snook fishing tour-
nament on the' Atlantic side. The
tournament will continue during the
months of December and January,
and anyone who still wishes to enter
may do so by submitting his or her
name and a $20 entry fee at the
Cristobal Yacht Club bar.
Cash prizes will be awarded for
the biggest snook landed each
month, along with a grand prize for
the biggest snook brought in over the
full three-month period of the
contest. Robert Lawrence of Gatun
takes the honors for November.with
an f8-and-a-quarter-pounder he
caught at the north end of Gatun
Locks.

little league
The Margarita Little League
Association announces that late
registration and little league tryouts
for b ys and girls 8 to 12 years old
will take place at 9 a.m. on Saturday,
December 19, at the little league field
in margarita. The cutoff date for age
determination is January 1, and the

Bands combine for
CHS Christmas Concert
The Cristobal High School audi-
torium will begin to sound a lot like
Christmas at 7 p.m. on Monday,
December 14, as the high school
senior band and stage band join
forces with the 79th Army Band for:
the Atlantic-side Christmas concert.
While each of the bands will
perform some selections separately,
the audience will also be treated to
the big sound of several numbers
played by the combined bands.
Cristobal's Doug McLain and the
79th Army Band's Al French
promise a special evening for all who
attend.
There will be a nominal charge for
admission at the door.
Red Barn activities
The Red Barn Youth Center in
Margarita has many activities plan-
ned for this holiday season. There
will be a Christmas dinner for teens

"Quo Vadis" or "Pussy Cat Too,"


real name of the game is "luxury"


The luxury yacht "Quo Vadis" anchors at the Balboa Yacht Club before its Thanksgiving Day transit.

Among the thousands of ships
and boats that annually use the
Panama Canal, there are always a
few that are tinged with fame for one
reason or another. One of these
noteworthy vessels is the yacht Quo
Vadis which transited last month
and whose history and design
deserve special comment.
Having hosted movie stars and


millionaires alike, the coastal-crui-
sing yacht Quo Vadis crossed the
Isthmus on Thanksgiving Day,
November 26, thirteen years after its
first Canal transit on March 14,
1968, when it was owned by actor
Jerry Lewis 'and named the Pussy
Cat Too. At'that time, the yacht was
being moved from Florida to
California to replace its predecessor,
the Pussy Cat, a 65-foot yacht built


in Florida and purchased by Lewis in
January 1966. The Pussy Cat
transited the Canal in February
1966,. but its West-Coast cruising
career abruptly came to an end in
July of that year when the boat
sprang a leak and. broke up off of
California's Monterrey coast forcing
Lewis and the others aboard to
abandon the rapidly sinking vessel.
Lewis was not the first or the last


owner of the yacht now known as the
Quo Vadis. Built by Broward
Shipyards in Florida in 1960, the
yacht has sailed under the names
Titian (the original name), Pussy Cat
Too, Shady Lady and Kimmanne.
Since May of this year, the Quo
Vadis has traveled over 8,000 miles
while cruising along the West Coast
of the United States and Canada and
then down to Panama. According to
Captain Ned Allen of the Quo Vadis,
the yacht's present owner is moving
the boat to a new home in Fort
Lauderdale for some Caribbean and
East-Coast cruising and relaxation.
And what better place to relax
than aboard 80 feet of floating
luxury. Comfortable, sleek and
elegant, the Quo' Vadis's interior is a
perfect example of compact luxury
afloat. Recently renovated by well-
known interior designer Harold
Broderick of Palm Springs, Cali-
fornia, the Quo Vadis appeared in
the August 1981 issue of "Architec-
tural Digest," a magazine dealing
with outstanding interior design.

Satiny teak paneling and tables,
brass and bronze fittings, custom
dyed carpets and tasteful furniture
are found throughout the yacht
which offers 1,600 square feet of
living space, including a spacious
main salon, a separate dining area,
galley, mirrored 'bar, "wheelhouse,
three staterooms'and crew's quar-
ters. Added amenities such as a
dishwasher, microwave oven, wa-
sher and dryer, air-conditioning and
a system for making fresh water all
contribute to the easy -lifestyle
aboard the Quo Vadis. There are
also two 15-foot Boston Whalers


carried topside. The Aliens feel that
the beautiful design and layout of the
Quo Vadis reflect a more graceful
style of living than many of the newer
yachts on the market.
Manned by Capt. Allen, his wife
and a crew varying from two to five
members, the Quo Vadis is under-
way for as long as ten months out of
the year, as it moves from one
vacation spot to another. The owner,
however, rarely travels with the
yacht while it is en route, explains
Capt. Allen. Although the: Aliens
relish what little time they spend in
their own home on dry land, they
admit that cruising on the Quo Vadis
is a unique opportunity which they
truly enjoy. ;
Being 21-years old and having
sailed thousands of miles under
various owners, the Quo Vadis is
often recognizedbbypeople who will
approach the Aliens and tell them
about their visits to the yacht in the
past. Mrs. Allen describes one
occasion when the rumor was started'
that the yacht belonged to actor Eric
Estrada. The boat was promptly
mobbed by reporters and fans who
were never entirely ,coniinad ;that
Estrada was. nothiddenaboard, :

getting into the yachting business
wduld do well to consiEri'the'price-
tag involved. Valued at Well over $1
million, the Quo Vadiscosts between
$30 and $40 thousand a year to
operate, not counting the crew's
salaries. If it's sailing you want, any
boat will do. But for luxury cruising
with all the comforts of home, and
probably more, the Quo Vadis is a
great way to go.

Award winning Broadway play to be produced locally


Auditions for the next Theatre
Guild, Inc. production, the award-
winning play "Amadeus" by Peter
Shaffer, will'be held at 7:30 p.m.,
December 29 and 30, at the Theatre
Guild in Ancon.
"Amadeus" is the story of Wolf-
gang Amadeus Mozart who com-
posed his first masterpiece at the age
of five and was dead atthe age of 33.
The play deals with the controversy
as to why Mozart was not honored
and respected in his own time, and it


some of the most brilliant plays of our
time including "Equs," "The Royal
Hunt of the Sun" and "Five Finger
Exercise." With "Amadeus," he truly
establishes himself as one of the best
playwrights of the 20th century.
Directed by Bruce Quinn, "Ama-
deus" is being produced locally
through special permission of the


playwright's agent. A cast of 24
characters is required. There are nine
speaking roles for males and only
one speaking role for a woman, that
of Constanze Weber, Mozart's wife.
"Amadeus" is being co-produced
by Gerda Dickins and George
Childers and is scheduled to open at
the Guild in February, 1982.

Matthew. A cast of ten talented Panamanian students reenact these

FSU announces early 1982 registration, new courses


Early registration for term III at
Florida State University will be held
today from 2:30 to 5:30 p.m. at
Building 808 at Albrook, for courses
on the Pacific side, and at Building
32, Fort Davis, for Atlantic-siders.
Regular registration will take place
from January 4 to 6, 1982.
Florida State University offers a
modified semester system leading to
an associate in arts certificate, a
criminology certificate and bachelor
degrees in business administration,
social sciences, international affairs,
inter-American studies, Spanish and
English. This modified system con-
sists of five nine-week academic
terms per year. Credit is awarded in
semester hours.
For those who have completed
Elementary Spanish I, Elementary

Nuevo sistema de sueldos para empleados nuevos

irea del Canal de Panama, ha
anunciado un nuevo sistema de
sueldos para los empleados contra-
tados en o despu6s del 1 de octubre
de 1979 por las agencies de los
EE.UU. en la Repiblica de PanamA.
Al hacer el anuncio, Gianelli
dijo que la nueva base de sueldos
no solo mejorara la posici6n para
contrataci6n de las distintas agen-
cias, en el sentido de atraer
candidates de alta calificaci6n del
mercado local, sino que constitute
ademAs un gran advance en dismi-
nuir la brecha entire las tasas de
sueldos de antes y despu6s de los
tratados. Gianelli expres6 su op-
timismo de que las necesarias
acciones administrativas puedan
ser finiquitadas por las agencies en
las pr6ximas semanas y ha fijado el
10 de enero de 1982 como la fecha
en que debe entrar en vigor el
nuevo sistema.
Uno de los beneficios inmediatos
que deberan recibir los empleados es
el incremento en los sueldos en los
niveles intermedios y superiores de la
categoria no-manual (LN) y en los
niveles de semi-calificados y califi-
cados de las categories manuales
(LM, LL, LS). (Observe la table de
sueldos adjunta). En algunos de los
niveles de grades superiores, los
ajustes de sueldos representan hasta
un incremento del 29.5 por ciento
sobre el sueldo de referencia en cada

Entre los miles de barcos y
lanchas que usan anualmente el
Canal de Panama hay siempre
algunos que estan matizados de
fama por una u otra raz6n. Una de
estas naves notables es el yate Quo
Vadis que transit el mes pasado y
cuya historic y disefio merecen un
comentario especial.
El crucero Quo Vadis que ha
recibido a muchas estrellas de cine
igual que a muchos millonarios,
cruz6 el Istmo el 26 de noviembre,


Dia de Acci6n de Gracias, trece
afios despu6s de su primer transit
por el Canal, ocurrido el 14 de
marzo de 1968 cuando era pro-
piedad del actor Jerry Lewis y se
Ilamaba Pussy Cat Too. Para
entonces el yate era trasladado de
Florida a California para reempla-
zar a su antecesor, el Pussy Cat, un
yate de 65 pies construido en
Florida y comprado por Lewis en
enero de 1966.. El Pussy Cat
transit el Canal en febrero de
1966, pero su carrera de crucero de


la Costa Occidental concl
abruptamente en julio de ese
