Canal entrances get new whistle buoys

They whistle while they work
Painted a brilliant shade of high-visibility orange, the Dredging Division's newly acquired whistle buoys will
soon be put into place at the entrances to the Canal.


During the month of November,
the Dredging Division of the
Engineering and Construction Bu-
reau will place new whistle buoys
at the Atlantic and Pacific en-
trances to the Canal. The whistle
buoys are critical since they are the
first markers seen by ships ap-
proaching the Canal from either
end.
Unlike the other 190 buoys
positioned''througnoui the Canial,
the whistle buoys are built with a
hollow tube running lengthwise
through the middle with a valve
and a whistle at the top. When the
sea is rough and the buoy moves up
and down in the water, the column
of air in the tube is compressed and
pushed up through the valve, thus
producing a loud whistling sound.

Plunkett to serve
Col. John J. Plunkett, USA, the
Canal's Engineering and Con-
struction Bureau director since
April 1975, will retire this month
from the U.S. Army after nearly 30
years and has been reassigned to
continue serving as the Com-
mission's E&C director in a
civilian capacity.
Colonel Plunkett came to the
Canal organization from Wash-
ington, D.C., where he was Nu-
clear Weapons Research and De-
velopment Officer in the Office of
the Joint Chiefs of Staff. He has
held several other important com-

This whistle, along with the light
on top of the buoy, helps an
approaching ship to readily locate
the buoy.
Since weather conditions are
much rougher at the Atlantic
entrance than the Pacific entrance,
and there are fewer physical
landmarks to mark the Atlantic
entrance, it is especially important
to have a whistle buoy there.
Rough seas produce more wear
and tear on a buoy, however, and
they are occasionally damaged or
sunk by ships.
In the past, all buoys used in the
Canal operation were fabricated in
the United States. However, the
contract for building the three
recently acquired buoys, which
were just delivered to the Dredging

in civilian capacity
mand and staff positions overseas
and in the United States during his
long military career.
As director of the Engineering
and Construction Bureau during
the past six years, Plunkett has
been deeply involved in a number
of major Canal maintenance and
improvement projects to keep the
waterway abreast of present and
future demands of world shipping.
Among the more significant E&C
projects that have been accom-
plished or are in progress are Canal
deepening; widening of Gamboa
Reach and Mamei. Curve; high
mast lighting at Pedro Miguel,
Miraflores and Gatun Locks; the
ship tie-up station at Paraiso
Reach; the locks tow track repair;
a new launch repair facility at
Mount Hope; repowering the
dredge Mindi; and many other
projects that are vital to the
efficiency of the Canal, including
landslide and erosion control
projects.
Colonel Plunkett, who at the
request of the Administrator
moved to the Atlantic side almost
two years ago to serve as the
Commission's senior official in
residence there, also has overseen
the welfare of the Commission
community on the Atlantic side.
He will continue working in this
capacity also.

Division in Gamboa, was awarded
to a local firm, Industria Me-
talirgica de Panama, S.A.
Measuring 8 feet by 26 feet and
weighing 8 tons each, the whistle
buoys were built according to
United States Coast Guard spe-
cifications. As further assurance
that U.S. Coast Guard standards
would be adhered to, all welders
working on the buoys were cer-
tified by theAmnerican Welding
Society, and the ' valves and
whistles were procured from the
Coast Guard. While being con-
structed, the buoys were period-
ically inspected by Capt. Kurt
Schaefer, an engineer in the Army
Corps of Engineers, who is tem-
porarily assigned to the Com-
mission.
Costing approximately $15,000
each, the buoys will be put into
place by the Dredging Division's
crane Atlas. One will be located
two miles south of the Pacific
entrance and another will be
placed three miles north of the
Atlantic breakwater entrance. The
third new buoy and the old whistle
buoy from the Atlantic entrance
will be stored in Gamboa and kept
as spares.

New '82 hospital

cards required
Dependents of non-U.S. citizen
Commission employees need to
present a "Tarjeta de Identidad
Para Hospital" (Hospital Card) in
order to obtain treatment at
MEDDAC facilities. New hospital
cards, overprinted "PCC FY '82"
in blue ink, were distributed by
unit timekeepers on September 14.
The old card, overprinted in green
ink, expired at the end of Sep-
tember.
Any eligible employee who did
not receive a card for use by
dependents should contact the
Employee Documentation Unit at
52-7573 on the Pacific side or 46-
7213 on the Atlantic side.
Individuals attempting to obtain
medical treatment using the old
cards will be denied treatment until
they can present a new hospital
card.

Hunger, poverty, disease and
despair are a way of life for
millions, especially in the Third
World nations. We are all aware of
the extent and severity of the
problems that these people face,
but few of us realize that there is
something that we can do to help.

to learn to be self-sufficient.
Through the efforts of 15
member agencies, the Interna-
tional Service Agencies work ". . .
to lessen the misery of distressed
people in the poorest countries of
the world." And that is exactly
what they do. Last year over 43
million people in more than 100
countries were assisted through
their efforts.
Help comes in many forms, and
each agency has its specialization.
For example, Project HOPE
brings health education and train-
ing in medicine, dentistry, nursing
and allied health services to
countries where existing programs
are inadequate; the International
Rescue Committee provides relief
and resettlement services to re-
fugee groups; Helen Keller In-
ternational works to prevent blind-
ness and eye disease and to help
those already blind to lead produc-
tive lives; the Pearl S. Buck
Foundation cares for half-Amer-
ican and half-Asian children aban-
doned by their American service-
men fathers; and Planned Parent-
hood-World Population supports
family planning services in over
100 countries.
One of the better-known agen-
cies, and the only one working here
in Panama, is CARE. Founded 35
years ago to help war-torn Europe
recover, the agency now works in
37 developing countries, and has
worked in more than 90 since its
inception. Programs are based on
bilateral agreements with the gov-
ernment of the host country and
are operated through cost-sharing
activities. Emphasis is placed on
self-help development projects,
but emergency relief and medical


treatment are also provided.
Because of the disabling effect
malnutrition has on learning ca-
pacity and motivation, proper
nourishment is important in a
country that is striving to develop
its human resources to the fullest
potential. For this reason, CARE
also administers feeding programs
which reach 30 million people,
most of them children, and hopes
to be able to include another
million next year.
Out of every dollar that is
donated to CARE, 95 cents are
spent directly on relief or develop-
ment projects, 3 cents go to fund
raising, and a mere 2 cents are
spent on management and ad-
ministration. Furthermore, agree-
ments with and support from
governmental and other organiza-
tions enabled CARE to multiply
each donor dollar to provide $6.73
worth of aid last year.
Because self-sufficiency is the
goal that CARE has for each of the
countries in which it works, plans
for assistance also include plans
for withdrawal. This enables the
countries involved to be trained in
the management of their own
development and relief programs,
and allows CARE to direct its
resources into areas of greater
need.
The CARE branch in Panama is
28 years old and, according to
Director James J. Puccetti, oper-
ates all undertakings based on
agreements that call for cost
sharing with the Panama govern-
ment. Approximately $3.5 million
is channeled annually into four
major programs which operate in
conjunction with the Panamanian
government ministries of health
and education. CARE donates
equipment, construction materials
and food; the Panama government
provides administrative and lo-
gistical support, technical super-
vision and labor, local food
supplements and other required
inputs.
Through the School Feeding
Program, 75,000 children receive
nutritional supplements each
school day. Aimed at the most

On October 23, Commission
and union officials were officially
informed that those unions which
won elections held in the Com-
mission on May 5-6, 1981, had
received exclusive recognition to
represent employees in four dif-
ferent bargaining units as follows:
the International Association of
Firefighters, Local 13, is certified
to exclusively represent all fire-
fighters, driver-operators, ser-
geants, lieutenants, and captains in
the Fire Division; the Marine
Engineers Beneficial Association,
Pacific Coast District, District 1, is
certified to exclusively represent

Panamanian holiday com-
memorating the first proclamation
of independence from Spain in
1821. Since this holiday is not
officially celebrated by the Com-
mission, employees who can be
spared, and who so request, may
be excused on that day with charge

Due to the observance of
Veterans Day on Wednesday,
November 11, and Thanks-
giving Day on Thursday, No-
vember 26, there will be some
changes in the schedules of the
commissary stores and ex-
change facilities.
All commissaries will be
closed on Veterans Day. The
Balboa/Coco Solo commis-
saries will also be closed on
Friday, November 13. Regular
hours will be observed for the
other days during the week of
November 7 through Novem-
ber 14. The Thanksgiving Day
schedule for the commissaries
will be announced at a later
date.
On Veterans Day and
Thanksgiving Day, exchange
facilities will observe the fol-

Cristobal High School's upcoming

Veterans Day
10-kilometer run
The Panama Canal Commission
Recreation Services Branch is
sponsoring a 10-kilometer run to
begin at 7:30 a.m. on Wednesday,
November 11, in front of the
.,Gatun Pool. Open to all Panama
Canal Commission employees,
active military, DOD civilians and
their dependents, the run is being'
featured to honor all veterans.
Beginning at the Gatun Pool,
the run will continue to the FAA
antenna farm road entrance
Mindi, then return, following
same route back to Gatun, fin
ing in front of the gym.
There will be age groups for
male runners and an open category
for females. First- and second-
place medals will be awarded to
runners in each category.

Panama Canal
Society u-nion
During the week of April 13
through 18, 1982, there will be a
reunion of the Panama Canal
Society in Tampa, Florida, to
celebrate the society's 50th an-
niversary. An effort is being made
to arrange a round-trip charter
flight from Panama for this event.
A minimum of '10 people is
necessary to obtain a charter flight,
and the price per person will
depend on the number of people
who sign up. It is estimated that the
cost of the flight will be ap-
proximately $270.
Many events have been sched-
uled for the week, including a golf
tournament, dance, luncheon and
picnic. There will be a separate
charge for these activities, how-
ever.

resembles a life-saving ring and is

contest will also receive his/her
own trophy ring. Come out and

Artisans' fair
Artesanias Nacionales (an or-
ganization sponsored by the Pan-
amanian government) and the
Valent Recreation Center will co-
sponsor a Panamanian artisans'
fair from noon until 5 p.m. on
Saturday, November 14. Artists
from Chepo, El Valle, Colon,
Cocld, and other interior areas will
be present with their handicrafts.

Gregorio Ortega is alive and well
today thanks to his wearing the
proper personal protective equip-
ment while at work last week
repairing the guardrail at the
entrance of the General Services
Building in Balboa.
A construction worker in the
Maintenance Division, Ortega was
using a pavement breaker to break
the ground around a post that had
to be removed, when the point of
the breaker went through the
concrete and hit a 12KVA (12
thousand .volt), electrical cable.
Oiftga said he felt a slight jolt in
his arms as if he had been hit by
something and immediately heard
an explosion. A few feet away, a
manhole cover had blown off due
to the force of the explosion that


occurred in the manhole when the
cable was hit.
It was then that Ortega realized
that he would have been elec-
trocuted had it not been for the
rubber-soled safety shoes he was
wearing. Safety conscious, Ortega
also had on safety goggles, gloves,
a hard hat and ear muffs for
hearing protection.
For saving himself from a sure
death by electrocution, Ortega is
now eligible for membership to the
Life and Limb Club, the pres-
tigious group of Canal employees
whose lives have been saved or
spared the suffering of bodily
injury by the wearing of proper
safety equipment provided by the
Commission for protection on the
job.


Who was LESLIE? Where did
LESLIE come from? And why did
LESLIE go?
These are questions that have
recently popped up on the Atlantic
side, where for years LESLIE'S
presence was simply taken for
granted. LESLIE is now gone, and
people realize that they really knew
very little about LESLIE-and
LESLIE is missed.
Atlantic siders remember LES-
LIE as a very large sign, illuminated
with 96-inch fluorescent tubes and
painted with huge red letters,
which used to sit atop the gas
turbine at the Mount Hope
generating station, located just
behind the Mount Hope train
station.
Looking appropriately like a
train coach, the station was a
project completed by the Power
Branch back in May of 1973, under
the direction of Jack Corliss, then
facility manager, now retired and
living with his family in the United
States.
So what about the sign? Passers-


by who used to see LESLIE in
Mount Hope have wondered
about the sign's significance and
now wonder why it isn't there
anymore.
According to Tim Herring, a
towboat mate-trainee on the At-
lantic side, who used to work for
the Power Branch under Corliss,
the sign was painted by Joe
Cooper, who now, too, is retired,
but who was an equipment re-
pairer when Corliss was facility
manager. Corliss had Cooper
paint the sign since, having been in
charge of the gas turbine from its
inception to its completion, he
considered the facility to be his
"baby" and wanted it named.after
his daughter Leslie, who was then a
student at Cristobal High School.
Most generating units within a
station are designated with num-
bers for identification purposes.
And while the units are usually
referred to by their numbers,
during Corliss' time, the one at
Mount Hope was always called the
LESLIE. Even today, says Gary


Meyers, the current facility man-
ager of the Power Branch, a few
people still refer to the unit that
way.
Austerity measures have taken
their toll, and LESLIE, that is to say
the sign, had to go. The fluorescent
lights needed repairing, so the sign
was taken down. And because
there just isn't money to spend on
such things during these times, it
looks like LESLIE won't be back..
Yet, with or without LESLIE,
says Power Branch Chief Ren6

Power Branch personnel keep the
Mount Hope unit in top shape. It
continues to provide backup
power for the Panama Canal
Commission power systems during
dry season, as well as during
emergencies or outages of other
generating units.

Building 729, at right, was formerly the oldBalboa Housewares Store, but is now the"General
Services Building." Located on Balboa Road, the building houses the office of the Director,
General Services Bureau; the Logistic Services and Support Services directors; the offices of

Special Service Award presented to him at a.ceremony held in the office of
Administrator D. P. McAuliffe. Clark was selected for the honor by the
Office of Personnel Management in Washington, D.C. Appropriately, the
awards were presented to Clark during National Employ the Handicapped
Week. This year has also been declared the International Year of Disabled
Persons. A double amputee who lost his legs as the result of an accident
when he was 17years old, Clark began working for the Canalin 1976andis
now a launch dispatcher at the Mine Dock on the Amador Causeway.

proximately one child in four of
the country's elementary school
population.
CARE is presently in the phase-
out stage of this project, as an
agreement has been signed with the
Ministry of Education calling for
the program to be turned over to
Panamanian management in four
years.
The Mother-Child.Health Feed-
ing Program reaches 50,000 preg-
nant and nursing mothers and
children to age five. The plan
allows lower-income people in
these categories to receive daily
food rations. This is one program
that Puccetti would like to see
expanded, as the preliminary
results of a recent nutritional
survey conducted in Panama have
revealed that malnutrition ranges
from 44 to 61 percent among pre-
school and primary school chil-
dren, depending on the part of the
country in which they live.
The Ministry of Education,
members of recipient communities
and CARE all contribute to the
School Construction Program.
Three hundred classrooms, mostly
in rural areas, have been com-
pleted so far, and another 70 are
expected by the end of this
calendar year. CARE provides
equipment and services to the
program, the benefiting com-
munity supplies the unskilled labor
and any construction materials


available from the local area,
which usually add up to about one-
third of a project's total cost, and
the Panamanian government pro-
vides logistical and administrative
support, skilled labor and super-
vision, as well as other necessary
items.
Finally, CARE now has operat-
ing in Panama a program for the
construction of school kitchens, a
program vital to the success of the
School Feeding Program. Ap-
proximately 1,000 kitchens have
been constructed already, and
another 50 are expected to be
completed by the end of this year.
Previously in Panama, but
disbanded due to a lack of funds,
was the School Garden Program.
The gardens allowed the children
to help out with the School
Feeding Program by growing
some of their own food, while at
the same time learning skills which
are invaluable in an agrarian
setting. One hundred and twenty
five gardens were placed in schools
in 1980, the last year the program
was in effect.
Both in the local area and
worldwide, the International Serv-
ice Agencies are hard at work
combating human suffering and
implementing programs aimed at
development and self-sufficiency.
But they cannot tackle this tre-
mendous task alone. You can help

Gorgas Army Hospital has a
free service available to persons
who want to purchase an addi-
tional pair of eyeglasses. The
Opthalmology Clinic will provide,
free of charge, a visual acuity
check, together with an eye pres-
sure check for glaucoma. This
service is available Monday
through Friday, from 7:30 a.m. to
noon and from I to 3:30 p.m. in the
Opthalmology Clinic, Gorgas
Army Hospital. No appointment is
necessary.
If your vision is found to be
satisfactory with your present
glasses, a prescription will be given
to you so that you may order a new
pair. If the visual acuity examina-
tion shows that the prescription
should be changed, an appoint-
ment will be made for a complete
eye examination.
Under the Department of De-
fense non-standard spectacle pro-
gram, any person with medical
treatment privileges may order
from an assortment of frames, at a
cost which ranges from $10 to $27.

ments are advised that the fol-
lowing products have been re-
moved from the shelves due to
possible hazards: Barbie Deluxe
Cosmetics, Barbie Nail Polish
Assortment, Barbie Beauty Sets
and Sleepy Bean Bear.
Tests conducted by Mattel,
manufacturer of the Barbie pro-
ducts, indicate that the water-
based fingernail polish did not
contain enough bacterial control
agents to prevent the growth of
germs.
The plastic nose and eyes of the
Sleepy Bean Bear, manufactured
by Knickerbocker Toy Co., break
off easily and, therefore, could be
swallowed by a child. The nine-
inch stuffed toy was sold in maize,
blue and tan colors.

any of the above-mentioned toys
are urged to return them to an

Joseph Hadyn's oratorio "The
Creation" will be this year's Balboa
High School community Christ-
mas production. The first re-
hearsal will be from 6 to 8 p.m. on
Tuesday, November 10, at the high

and although auditions are not
required, each singer is expected to
be able to perform his or her choral

During the month of November,
the Veterinary Activity Animal
Facilities at Corozal, Howard
AFB and Mindi will hold walk-in
clinics for the convenience of
clients wishing to have their pets
registered and vaccinated against
rabies.
The hours of operation of the
clinics are:

Corozal: Monday through
Friday ....... 8:30 to 11 a.m.
Mindi: Tuesdays and Thurs-
days ............. 1 to 4 p.m.
Howard AFB: Tuesdays and
Thursdays..,.. I to 3:30 p.m.

All dogs and cats owned by
military or Panama Canal Com-
mission personnel must have a
current rabies vaccination. Cats
must be vaccinated and registered
annually. A dog's first rabies
vaccination is also good only for a
year, but subsequent vaccinations


are effective for three years.
Dogs being vaccinated for the
first time and all cats will receive a
gold-colored registration tag
which expires December 31, 1982.
Other dogs will receive a stainless
steel tag good until December 31,
1984.
Dogs and cats must be at least 4
months old before receiving a
rabies vaccination.
Cost of the rabies vaccination is
$4. There is no registration fee.
Any additional immunizations
desired may be accomplished at
the same time.
Persons who reside outside of
military areas of coordination,
Panama Canal Commission res-
idential areas, or other U.S.
government military areas and
have medical care privileges may
have their animals immunized at
the clinics, but no registration tags
will be issued.

Division de Dragado muy pronto serdn colocadas en las entradas al Canal.


Durante el mes de noviembre, la
Division de Dragado de la Di-
recci6n de Ingenieria y Cons-
trucci6n colocara nuevas boyas de
silbato en las entradas Atlintica y
Pacifica del Canal. Las boyas son
vitales en virtud de que ellas son las
primeras sefiales vistas en ambas
entradas por los barcos que se
aproximan al Canal.
A diferencia de las restantes 190
boyas diseminadas en el Canal, las
boyas de silbato son construidas
con- un tubo hueco, que corre
-iigisve'riilnerith bli la mitad, y
una vAlvula y un silbato en el
extreme superior. Cuando el mar
esta picado y la boya se mueve
hacia arriba y hacia abajo en el
agua, la column de aire en el tubo
se comprime y sale por la valvula,
produciendo un sonoro silbido.
Este silbido, conjuntamente con la


luz localizada sobre la boya, ayuda
al barco que se aproxima a
localizar la boya.
En virtud de que las condiciones
del tiempo son much peores en la
entrada del AtlAntico que en el
Pacifico, y que hay menos sefiales
en tierra para indicar la entrada del
Atlantico, es particularmente im-
portante contar con una boya de
silbato alli. Los mares picados
produce, no obstante, deterioro
natural en las boyas y estas se
dafian ocasionalmente o son hun-
didas por los barcos.
En el pasado, todas las boyas
empleadas en la operaci6n del
Canal eran fabricadas en los
Estados Unidos. Sin embargo, el

de Panama, S.A.
Cada una de las boyas de
silbato, con dimensions de 8 por
26 pies y peso de 8 toneladas, fue
construida de acuerdo con es-
pecificaciones del Servicio de
Guardacostas de los Estados Uni-
dos. Como garantia adicional de
que los estandares del Servicio de
Guardacostas de los Estados Uni-
dos serian cumplidos, todos los
soldadores que trabajaron en la
confecci6n de las boyas fueron
certificados por la American
Welding Society, y las valvulas y
los silbatos fueron suministrados
por el Servicio de Guardacostas.
Mientras estaban en process de
construcci6n, las boyas eran ins-
peccionadas peri6dicamente por el
CapitAn Kurt Schaefer, ingeniero
miembro del Cuerpq de Ingenieros
del Ej6rcito, quien se halla asig-
nado provisionalmente a la Co-

Construidas a un cost unitario
de aproximadamente $15,000, las
boyas seran instaladas en su lugar
por la gria Atlas de la Divisi6n de
Dragado. Una serA colocada dos
millas al sur de la entrada Pacifica
y otra sera ubicada tres millas al
norte del rompeolas en la entrada
AtlAntica. La tercera boya y la
vieja boya de silbato retirada de la
entrada del Atlantico serin guar-
dadas en Gamboa.

Nuevas tarjetas

de hospital '82
Los dependientes de los em-
pleados no estadounidenses de la
Comisi6n del Canal de PanamA
necesitan presentar una Tarjeta de
Identidad para Hospital con el fin
de obtener tratamiento en las
instalaciones MEDDAC. Las nue-
vas tarjetas, que tienen impreso
"PCC FY '82" en tinta azul, fueron
distribuidas el 14 de septiembre
por los empleados de control de la
asistencia. Las tarjetas viejas, que
estAn impresas en tinta verde,
expiraron el 30 de septiembre.
Aquellos empleados elegibles
que no han recibido una tarjeta
para el uso de sus dependientes
deberdn Ilamar a la Unidad de
Documentaci6n de los Empleados
al 52-7573 en el sector Pacifico o al

Se les negarA el tratamiento

El 23 de octubre funcionarios de
la Comisi6n y dirigentes sindicales
fueron notificados oficialmente
que los sindicatos que ganaron las
elecciones celebradas en la Co-
misi6n los dias 5 y 6 de mayo de
1981, habian recibido recono-
cimiento exclusive para repre-
sentar a los empleados en cuatro
unidades distintas de negociaci6n,
a saber: la International Asso-
ciation of Firefighters, Local 13,
esta certificada para representar
exclusivamente a todos los bom-
beros, conductores de vehiculos,
sargentos, tenientes y capitanes en

Hambre, pobreza y desespe-
ranza son part de la vida diaria de
millones de series, especialmente en
naciones del Tercer Mundo. Es-
tamos todos conscientes de la
magnitude y severidad de los
problems que estas personas
enfrentan, pero pocos de nosotros
nos damos cuenta que hay algo que
podembs hacer para ayudar. Su
donaci6n este afio a la Campafia
Federal Combinada podria pro-
porcionar alivio necesitado con
urgencia a muchos individuos
menos afortunados al tiempo que
se les ensefia a ser auto-suficientes.
Mediante los esfuerzos de sus 15
miembros, las Agencias de Ser-
vicio Internacional procuran "...
disminuir el nivel de miseria de las
personas necesitadas en los paises
mas pobres del mundo". Y eso es
exactamente lo que hacen. El afio
pasado mis de 43 millones de
personas de mis de 100 paises
recibieron ayuda de esas agencies.
La ayuda proviene en distintas
formas, y cada agencia tiene su
especialidad. Por ejemplo, el pro-
yecto HOPE ofrece educaci6n en
servicios de salud y adiestramiento
en farmacia, odontologia, en-
fermeria y servicios aliados de
salud a los paises en donde los
programs existentes son inade-
cuados; el Comit6 Internacional de
Rescate ofrece ayuda y servicios de
reubicaci6n a grupos de refu-
giados; Helen Keller International
trabaja en la prevenci6n de la
ceguera y de enfermedades ocu-
lares y ayuda a los ciegos a llevar
vidas productivas; la Fundaci6n
Pearl S. Buck brinda atenci6n a los
nifios asidtico-americanos aban-
donados por soldados norteame-
ricanos en servicio, y Planificaci6n
de la Familia-Poblaciones del
Mundo presta servicios de pla-
nificaci6n familiar en mas de 100
paises.
Una de las agenoias mis co-
nocidas, y la inica que opera en
Panama es CARE. Fundada hace
35 afios para ayudar a la re-
cuperaci6n de la Europa desolada
por la guerra, la agencia funciona
actualmente en 37 paises en
desarrollo, y ha laborado en mis
de 90 desde su fundaci6n. Los
programs se basan en acuerdos
bilaterales con los gobiernos re-
cipientes de la ayuda y operan
dividiendo los costs" de sus

manos al mAximo de su potential.
Por ello, CARE administra pro-
gramas de alimentaci6n que be-
nefician a 30 millones de personas,
en su mayoria niflos, y espera
poder afiadir un mill6n mis el
pr6ximo afio.
De cada d61ar donado a CARE,
95 centavos son gastados di-
rectamente en proyectos de ayuda
o de desarrollo, 3 centavos se
dedican a la colecta de fondos, y
apenas 2 centavos son gastados en
manejo y administraci6n. Aun
mis, los acuerdos con gobiernos y
otras organizaciones y la ayuda de
estos permitieron a CARE mul-

La secci6n de CARE en Panama
tiene 28 afios y, de acuerdo con el
Director James J. Puccetti, ad-

costs con el gobierno de PanamA.
Aproximadamente $3.5 millones
son canalizados anualmente hacia
cuatro importantes programs que
son coordinados con los mi-
nisterios de salud y de educaci6n
del gobierno panamefio. CARE
dona equipo, materials de cons-
trucci6n y alimentos; el gobierno
panamefio proporciona apoyo ad-
ministrativo y logistico, super-
visi6n t6cnica y personal, su-
ministros de alimentos locales y
otros bienes.

Reuni6n de la Sociedad
del Canal de Panama
Durante la semana del 13 al 18
de abril de 1982, habra una
reuni6n de la Sociedad del Canal
de Panama en Tampa, Florida, a
fin de celebrar su 50 aniversario de
fundaci6n. Se esta haciendo todo
lo possible por arreglar un vuelo
fletado de ida y vuelta desde
Panama para este event. Se
necesita un minimo de 110 per-
sonas para lograr un vuelo fletado,
y el precio por persona dependera
del n6mero de personas que se
inscriban. Se calcula que el costo
del viaje sera de aproximadamente
$270.
Numerosos events han sido
programados para la semana,
incluyendo un torneo de golf,
baile, almuerzo y un paseo cam-

Los usuarios de las piscinas que

Salvavidas que patrocina el Ramo
de Servicios recreativos el sabado
14 de noviembre a las 9 a.m. en la
piscina de Balboa.
Bajo la direcci6n del personal
administrative de la piscina de
Gamboa, el event incluird un
concursante de cada una de las
cinco piscinas del Ramo de Ser-
vicios Recreativos. Un equipo de
cuatro oficiales evaluara la pericia
de cada concursante en las si-
guientes habilidades de salvavidas:
rescate bajo-agua laanzamientw4ed
salvavidas, cargir a' una persbtr u k
con el brazo rodeandole el pecho,
cargar a una persona en aguas de
poca profundidad, resucitaci6n
mediante respiraci6n artificial de
boca a boca y resucitaci6n me-
diante aparatos de respiraci6n.
El trofeo ambulante, que se
asemeja a un salvavidas y que es
trasladado cada afio a la piscina
base del ganador, actualmente se
exhibe en la piscina de Balboa. El
ganador del concurso tambi6n
recibira su propio trofeo, de
salvavidas. Asista y apoye al
representante de su piscina.


Feria de artesanias
Artesanias Nacionales, organi-
zaci6n patrocinada por el gobierno
de Panama, y el Centro Recreativo
Valent copatrocinaran una feria de
artesanias el sabado 14 de no-

Gregorio Ortega estA vivo y en
buenas condiciones hoy dia gracias
a que llevaba puesto el adecuado
equipo protector mientras tra-
bajaba la semana pasada en la
reparaci6n de un pasamanos a la
entrada del Edificio de Servicios
Generales en Balboa.
Ortega, quien es empleado de
construcci6n en la Divisi6n de
Mantenimiento, utilizaba un que-
brador de pavimento para romper
el concrete alrededor de un poste
que debla ser sacado, cuando el
extreme del aparato penetr6 el
conAcretq,y dio contra un cable.
electrico de 12 KVA (12 mil
voltios). Ortega dijo haber sentido
una ligera sacudida en sus brazos
como si hubiera sido golpeado por
algo e inmediatamente escuch6
una explosion.


Fue entonces cuando Ortega se
dio cuenta de que se hubiera
electrocutado de no haber sido por
los zapatos de seguridad de suela
de caucho que llevaba puestos. Fiel
seguidor de las normas de se-
guridad, Ortega llevaba tambidn
sus gafas protectoras, guantes, el
casco de seguridad y orejeras para
protegerse contra el ruido.
Al salvarse de una muerte segura
por electrocutamiento, Ortega es
ahora eligible para integrar el
Club de Seguridad Industrial,
prestigiosa agrupaci6n de em-
pleados del Canal cuyas vidas se
salvaron o evitaron sufrir lesiones
corporales, por el uso del equipo
adecuado de seguridad que les
suministra la Comisi6n para pro-
tegerlos mientras realizan sus
labores.


LQui6n era LESLIE? LDe d6nde
procedia LESLIE? iY por qu6 se fue
LESLIE?
Estas son las preguntas que
recientemente han sido formu-
ladas en el sector Atlintico, en
donde, por muchos afios la pre-
sencia de LESLIE fue sencillamente
aceptada como un hecho. Ac-
tualmente, LESLIE se ha ido, y la
gente se ha dado cuenta que en
realidad saben muy poco acerca de
LESLIE-y extrafian a LESLIE.
Los residents del sector Atlan-
tico recuerdan a LESLIE como un
letrero muy grande, iluminado con
tubos de luz fluorescent de 96
pulgadas y pintado con enormes
letras rojas, que reposaba en la
parte superior de la estaci6n
generadora de energia el6ctrica en
Mount Hope situada detrAs de la
estaci6n del ferrocarril de Mount
Hope.
Vi6ndose apropiadamente como
un vag6n de tren, la estaci6n era un
proyecto que fue terminado por el
Ramo de Energia El6ctrica en
mayo de 1973, bajo la direcci6n de
Jack Corliss, entonces gerente de
instalaci6n, actualmente jubilado
y quien reside con su familiar en los
Estados Unidos.
Por lo tanto, Lqu6 ha sido del
letrero? Los transeintes que solian


ver a LESLIE en Mount Hope se
han preguntado sobre el sig-
nificado del letrero y ahora se
preguntan por qu6 ya no esti alli.
Seg6n el piloto de remolcador
en adiestramiento en el sector
Atlantico, Tim Herring, quien
trabaj6 para el Ramo de Energia
E16ctrica bajo Corliss, el letrero fue
pintado por Joe Cooper, quien
tambibn estd jubilado, pero quien
era reparador de equipo cuando
Corliss'era gerente de instalaci6n.
Corliss hizo que Cooper pintara el
letrero ya que, estando encargado
de la estaci6n generadora de
energia el6ctrica desde su inicio
hasta su terminaci6n, consider a
la instalaci6n como su "beb6" y
queria que le dieran el nombre de
su hija LESLIE, quien entonces era
estudiante en la Escuela Se-
cundaria de Crist6bal.
La mayoria de las unidades
generadoras de energia el6ctrica
dentro de las estaciones son
.designadas por nfmeros para
prop6sitos de identificaci6n. Y si
bien se refieren usualmente a las
unidades por sus respectivos n6-
meros, durante la poca de Corliss,
la de Mount Hope siempre fue
Ilamada LESLIE. Hasta hoy dia,
dice Gary Meyers, el actual gerente
de instalaci6n del Ramo de Ener-


gia E16ctrica, algunas personas ain
se refieren a la unidad por ese
nombre.
Medidas de austeridad han
dejado su marca, y LESLIE, es decir
el letrero, tuvo que ser eliminado.
Las luces fluorescentes necesi-
taban reparaci6n, asi es que
bajaron el letrero y debido a que no
hay dinero para gastar en tales
cosas durante estos tiempos de
austeridad, parece que LESLIE no
regresara.
Sin embargo, con o sin LESLIE,
dice el Jefe del Ramo de Energia
El6ctrica Ren6 Van Hoorde, el
personal del Ramo de Energia
El1ctrica del Distrito Norte man-
tiene a la unidad de Mount Hope
en excelentes condiciones de ope-
raci6n. Continla proprocionando
energia el6ctrica de apoyo para los
sistemas de energia el6ctrica de la
Comisi6n del Canal de Panama
durante la estaci6n seca, asi como
durante emergencies o apagones
de otras unidades generadoras de
energia electrica.

Cambian nombres y funciones de viejos edificios
ElEdificio 729, a la derecha, era anteriormente elAlmacdn deArticulos delHogar, pero ahora
es el "Edificio de Servicios Generales". Situado en la Calle Balboa, el edificio incluye a la
oficina del Director de Servicios Generales; los directors de Servicios Logisticos y de
Servicios de Apoyo; las oficinas de los jefes de las divisions de Bomberos y de Policia; y la
Division de Proteccidn del Canal junto con la oficina del Comandante de Guardia, sector
Paclfico, que estd abierta las 24 horas del dia.
Otra muy conocida estructura en el drea, la antigua Zapaterla de Balboa en el Edificio 38, a
poca distancia de la Avenida Roosevelt en la Calle Diablo, abajo derecha, es actualmente el
"Centro de Relaciones del Empleado". Ubicados aqul estdn el Suboficial de Relaciones
Laborales y el Jefe de Medidas Adversas de la Unidad de Operaciones de la Oficina de
Relaciones Laborales (la sede del Oficial de Relaciones Laborales estd en el Edificio de
Administraci6n, oficina267); laOficinadelMediador; a dependenciadelaoficinaprincipalde
Igualdad de Oportunidades, incluyendo las oficinas del Subdirector/Jefe de la Unidad
Investigadora, gerente del Programa Federal de la Mujer y gerente del Programa para el
Empleo deHispanos (elDirector delgualdad de Oportunidades deEmpleo se encuentra en la
oficina 110, Edificio de Administraci6n).

Demostrando 'satisfacci6n, Ricardo A. Clark exhibe el Premio de
Empleado Federal Impedido Sobresaliente del Aho que otorga la Comisi6n
y un Premio por Servicio Especial otorgados durante una ceremonia que
tuvo lugar en la oficina del Administrador D. P. McAuliffe. Clark fue
seleccionado para el honor por la Oficjna de Administraci6n de Personal
en Washington, D.C. Debidamente, los premiosfueron entregados a Clark
durante la Semana Nacional de Emplear al Impedido. Este aio tambidn ha
sido declarado el Aiio Internacional de Personas Impedidas. Clark, quien
sufri6 la amputaci6n de ambas piernas debido a un accident cuando tenia
17 alios de edad, comenz6 a trabajar para el Canal en 1976 y actualmente
es despachador de lanchas en el Muelle de Explosivos en la Calzada
Amador.

hacia los mis necesitados, el
program beneficia a aproxima-
damente uno de cada cuatro nifios
que cursan educaci6n primaria en
el pais.
CARE se halla actualmente en
la fase de retire del proyecto, tras
la suscripci6n de un convenio para
que el program sea entregado a la
administraci6n panamefia en pla-
zo de cuatro afios.
El Program de Nutrici6n de
Salud Materno-Infantil Ilega a
50,000 mujeres en gestaci6n y que
amamantan a sus nifios y a
pequefios de hasta cinco afios de
edad. El program permit a
personas de menores ingresos en
las categories indicadas recibir
raciones alimenticias diarias. Este
es un program que Puccetti aspira
sea ampliado, en virtud de que los
resultados preliminares de una
reciente encuesta sobre nutrici6n
realizada en Panama han revelado
que la desnutrici6n afecta entire el
44 y el 61 por ciento de los
preescolares y nifios de escuela
primaria, dependiendo del area del
pals en donde vivan.
El Ministerio de Educaci6n,
miembros de las comunidades
recipients y CARE contribuyen
mancomunadamente en el Pro-
grama de Constiucci6n de Es-
cuelas. Trescientos salones de
clase, principalmente en areas
rurales, han sido terminados hasta
ahora y otros setenta se espera
est6n terminados a fines de afio.
CARE proporciona equipo y
servicios al program, la co-


munidad beneficiaria da los ma-
teriales y el personal que trabajara
en la obra y cualesquier materials
disponibles en la region, que
generalmente representan un ter-
cio del cost total del proyecto. y el
gobierno panamefio ofrece apoyo
logistico y administrative, per-
sonal calificado y servicios de
supervision, asi como otros uitiles
indispensables.
Finalmente, CARE tiene ac-
tualmente un proyecto en PanamA
para la construcci6n de cocinas
escolares, program vital para el
6xito del Programa de Nutrici6n
Escolar. Aproximadamente 1,000
cocinas han sido construidas, y
otras 50 se espera est6n concluidas
a fines de este afio.
Previamente funcionaba en Pa-
nama el Programa de Huertos
Escolares, suspendido a causa de la
falta de fondos. Los huertos
permitian a los nifios colaborar
con el Programa de Nutrici6n

fueron desarrollados en escuelas
en 1980, el filtimo afio que el
program estuvo en ejecuci6n.

dial, las Agencias de Servicio
International laboran intensamen-
te combatiendo el dolor human y
ejecutando programs para pro-
mover el desarrollo y la auto-
suficiencia. Pero ellas no pueden
lograr solas esos objetivos. Usted

Examen gratis de la

vista en el Gorgas

El Hospital Gorgas del Ejercito
tiene un servicio gratis disponible
para las personas que deseen
adquirir un par adicional de
anteojos. La Clinica de Oftal-
mologia proporcionarA gratuita-
mente un examen de capacidad
visual, junto con un examen de la
presi6n intraocular para el glau-
coma. Este servicio puede ob-
tenerse de lunes a viernes de 7:30
a.m. a 12 m. yde a 3:30 p.m. en la
Clinica de Oftalmologia del Hos-
pital Gorgas del Ejercito. No es
necesario hacer una cita.
Si se determine que su vision es
satisfactoria con sus anteojos
actuales, se le dard una receta para
que pueda pedir un par nuevo. Si el
examen de la capacidad visual
muestra que se debera cambiar la
receta, se le hard una cita para que
le hagan un examen complete de la
vista. ,
Bajo el program de anteojos no
reglamentarios del Departamento
de Defense, cualquier persona que
tenga privilegios para recibir tra-
tamiento m6dico puede ordenarlos
de un surtido de aros, a un cost
que fluctfa entire $10 y $27.

jugueteria de las Tiendas Militares
del Ej6rcito y de la Fuerza Aerea
(AAFES) que los siguientes ar-
ticulos han sido eliminados de la
venta debido a que presentan
posibles peligros: Cosm6ticos De-
luxe Barbie, Esmaltes de Ufias
Barbie, Juegos de Belleza Barbie y
el Oso Sleepy Bean.
Las pruebas Ilevadas a cabo por
Mattel, fabricante de los pro-
ductos Barbie, indican que los
esmaltes de ufias a base de agua no
contenian suficientes agents de
control de bacteria para prevenir
el desarrollo de germenes.
La nariz y ojos plasticos del Oso
Sleepy Bean, fabricado por la
Knickerbocker Toy Co., se des-
prenden fAcilmente y, por ende,
pueden ser tragados por un nifio.
El juguete de peluche de nueve
pulgadas de alto se vendi6 en los
colors maiz, azul y crema.
Se exhorta a los clients que
hayan comprado cualquiera de los
juguetes arriba mencionados a que
los devuelvan a la Tienda Militar
en donde se les reembolsarA el
valor total del juguete.

producci6n Navidefia comunal de
la Escuela Secundaria de Balboa
este afio. El primer ensayo tendrA
lugar el martes 10 de noviembre de
6 a 8 p.m. en la escuela secundaria.
Se invita a todos los residents de
la comunidad a asistir y cantar, y
aunque no son necesarias las
pruebas, se espera que cada
cantante pueda desempefiar su

Durante el mes de noviembre,
las Istalaciones de Actividad
Veterinaria en Corozal, en la Base
Howard de la Fuerza A6rea y en
Mindi tendrAn abiertas las clinics
para la conveniencia de los clients
que deseen que sus mascotas sean
registradas y vacunadas contra la
rabia.
El horario de las clinics es:

Corozal: Lunes a
viernes ........ 8:30 a 11 a.m.
Mindi: Martes y
jueves............. 1 a 4 p.m.
Howard: Martes y
jueves.......... 1 a 3:30 p.m.

Los perros y gatos cuyos duefios
son militares o empleados de la
Comisi6n del Canal de PanamA
deben tener una vacuna valida
contra la rabia. Los gatos deben
ser vacunados y registrados anual-
mente. La primera vacuna contra
la rabia de un perro tambi6n tiene
validez por solo un afio, pero las
vacunas subsiguientes son efec-
tivas por tres afios.


Los perros que seran vacunados
por primera vez y todos los gatos
recibirAn una chapa de registro de
color dorado que vencera el 31 de
diciembre de 1982. Los otros
perros recibiran una chapa de
acero inoxidable vAlida hasta el 31
de diciembre de 1984.
Los perros y gatos deben tener
por lo menos cuatro meses antes de
poder recibir una vacuna contra la
rabia.
Elcosto de la vacuna es de $4.
No habra que pagar por el registry.
Cualquier inmunizaci6n adicional
deseada puede obtenerse al mismo
tiempo.
Las personas que residan fuera
de las Areas militares de co-
ordinaci6n, de las areas resi-
denciales de la Comisi6n del Canal
de PanamA, u otras Areas militares
del gobierno de los Estados Unidos
y que tengan privilegios para
recibir atenci6n m6dica, pueden
obtener la inmunizaci6n de sus
animals en estas clinics, pero no
se expedirAn chapas de registro.
