Although Dredging Division float-
ing equipment routinely operates
throughout the Canal to keep the
channel and entrances open to
shipping, it is a rare occurrence, not
to mention an eye-catcher, to see the
mechanical giants of the fleet all
working in one location. This was
the case, however, in September
when two operations were under-
takeh concurrently by the Dredging
Division which involved the drill-
boat Thor, the dipper dredge Rialto
M. Christensen, the clamshell dredge
Goliath and the suction dredge
Mindi as well as numerous launches
and other small craft.
A large shoal, in the form of an
outcropping of basalt rock in the
west side of the channel at the
Canal's Pacific entrance, had been
troublesome for many years. Ships
with deep drafts had to be scheduled
so that they could maneuver around
it at low tide. Dredging operations
had also been affected by the shoal,
since the very hard rock could not be
removed by the cutter head-suction
dredge.

Although some blasting of the
shoal had been done in 1973,
Dredging Division equipment had
been assigned elsewhere throughout
the Canal for routine blasting and
dredging operations and special
priority projects such as Canal
widening and deepening. When
Dredging Division personnel and

General Services reorganize.


A number of organizational
changes in the Commission's Gen-
eral Services Bureau went into effect
on October 1, 1981, as the result of a
reorganization and consolidation of
services and the disestablishment of
the Water Transportation Division.
On that date, the bureau's Supply
and Logistics Services and the
Protection and Support Services
were renamed Logistic Services and
Support Services, respectively.
In the reorganization, the Sanita-
tion Division of the Office of Health
and Safety was merged with the
Grounds Management Branch of
the Community Services Division to
create a new Sanitation and Grounds
Management Division under the
direction of Willard S. Sweeney.
This new division is organiza-
tionally assigned to the Logistic
Services.
With the retirement of the SS
Cristobal and the disestablishment
of the Water Transportation Divi-
sion, the three offices in the New
Orleans area, the Shore Staff of the


Water Transportation Division, t

For having no particular occasion to celebrate, Admin. Services put out quite a spread.


For those who would like to know how to make quite an occasion out of no
particular occasion at all, just ask for pointers from the Administrative
Services Division which recently threw a party for no other reason than to
provide its employees and their families with the opportunity to get together
and have fun.
On Tuesday, September 3, Administrative Services employees and their
families gathered at the Diablo Point picnic area for a mouth-watering "pig-
nic." Over 140 people attended the event which was paid for by money
collected within the division. The main attractions at the feast were two
eighty-pound roasted pigs from Arraijan. After the eating, music, games and
a lot of visiting rounded out the afternoon and evening which everyone
agreed was a real morale booster for the division. In fact, the day was such a
success that at least one other division is planning to host a similar party.

As part of its external testing, the
Panama Canal College also ad-
ministers a GED (General Educa-
tional Development) test center for
civilians of this area. By successfully
passing the GED tests, adults may
complete a high school equivalency
certificate issued by the Department
of Defense Dependents Schools,
Panama Region, and become eli-
gible for college and university
admission on the same basis as high
school graduates.
The tests consist of a battery of
five tests and include writing skills,
reading skills, natural science, social

studies and mathematics and take
up to 6 and 1/2 hours to complete.
U.S. citizen and alien dependents
of U.S. residents. as well as alien
veterans of the military services can
take this test and qualify for an
equivalency certificate. The min-
imum age for taking the examina-
tion is 19 years. For the high school
equivalency certificate, the GED
center also requires one year or one
unit of credit in U.S. history which
can be met by a year of credit on a
high school or college transcript or
by taking the U.S. history test which
is administered by the center.
Other persons may apply to take
the GED tests, but only the U.S.
citizens and their dependent or alien
veterans can qualify for the equiva-
lency certificate. However, the test
results are frequently accepted as
evidence of high school equivalency
and in many instances are used for
college or university admission as
special students.

Goliath stood by.
After each blast, a survey crew
was dispatched to locate any high
spots of material that may have been
left or formed by loose rock. The
tons of rock blasted loose in the 300-
foot by 112-foot area were then
removed by the Goliath and the
Christensen and put into hopper
barges to be taken to a nearby
dredge material disposal site.
After a week-long operation,
Dredging Division Chief Paul Whit-
lock reported that the shoal had
been completely removed.
While this large-scale operation
was being undertaken to rid the
channel of the shoal, another
Dredging Division operation in-
volving the suction dredge Mindi,
was simultaneously being carried
out
The Mindi, which had recently
been working in Balboa Reach, was
assigned the task of clearing the
access channel to the Diablo public
boat ramp which had not been
dredged since 1972. As a result, the
ramp was unusable for boats at low
tide because of silt and mud.
Having to work with the tides, the
Mindi dredged a swath from the
dock to the Canal channel ap-

the developmental English, mathe-
matics and college reading classes
taught at the college to prepare for
the reading skills, writing skills, and
mathematics test of the battery. The
GED tests are scheduled twice a
year, in November and in March.

Because the Mindi was not
designed to work in less than 23 feet
of water, a special sprinkler cooling
system was developed and rigged up
to maintain an adequate operating
temperature in the dredge's ladder
pump while undertaking this pro-
ject.


The two operations successfully
completed, the Dredging Division
equipment has now been assigned to
new tasks. The Thor is back in
Gaillard Cut engaged in the channel
widening project while the Mindi
has returned to dredging in Balboa
Reach. The Goliath and the Chris-
tensen, the last piece of equipment
to leave the area, are now back at the
Dredging Division headquarters in
Gamboa.

Conjunctivitis still here, may spread


The eye infection conjunctivitis is
still among us, and Panama health
authorities note that the disease is
prevalent in the entire American
continent and possibly will spread
to other areas of the Republic.
Caused by a virus, conjunctivitis
may come on suddenly with an
irritation of the eyes or with the
sensation similar to that of having a
foreign object in the eye. This is
followed by swelling and inflamma-
tion accompanied by a mucous
secretion.
There is no specific curative


treatment or preventive vaccine.
The-illness will usually disappear in
a week or two.

Preventive measures include gen-
eral personal cleanliness and keep-
ing the hands well washed, staying
away from crowds, avoiding per-
sons who have the disease and
contact with articles that have been
handled by infected persons.

Medication containing cortisone
should not be used. In case of
,complication, medical attention
should be sought.

Aunque el equipo flotante de la
Division de Dragado efectAa tra-
bajos de rutina por toda la extension
del Canal con el fin de mantener el
cauce y las entradas abiertos a la
navegaci6n, es caso poco com6n,
por no mencionar que llama la
atenci6n, ver a los gigantes me-
canicos de la flota trabajando en un
solo lugar. Sin embargo, este fue el
caso en septiembre cuando dos
operaciones fueron iniciadas por la
Division de Dragado que inclu-
yeron la barcai perform idorj Thor,
ladraga de cucha in Rlah, .f.
Christensen, la barcaza grua Go-
liath y la draga de succi6n Mindi, asi
.corno numerosas lanchas y otras
embarcaciones pequefias.
Una elevaci6n grande, en la
forma de una proyecci6n de roca
volcanica en el sector occidental del
cauce en la entrada del Pacifico del
Canal, habia sido un problema por
muchos aiios. Los barcos de gra6
calado tenian que ser programados
para que pudieran maniobrar alre-
dedor de ella durante la marea baja
media. Las operaciones de dragado
tambi6n eran afectadas cerca de la
elevaci6n, ya que la dura roca podia

Dragado habia sido asignado a otro
lugar del Canal para llevar a cabo

plosivos y a proyectos especiales de
prioridad tal como el ensanche del


Canal. Cuando el personal y el
equipo de la Divisi6n de Dragado
finalmente pudieron obtenerse el
mes pasado, se tom6 la decision de
eliminar la critical elevaci6n que
estaba ubicada casi directamente
frente al Club de Yates de Balboa.

Reorganizan Servicios Generales


Numerosos cambios de organi-
zaci6n en la Direcci6n de Servicios
Generales de la Comisi6n entraron
en vigor el 10 de octubre de 1981, a
causa de una reoganizaci6n y
consolidaci6n de servicios y la
eliminaci6n de la Divisi6n de
Transporte Maritimo. En esa fecha,
los Servicios de Abasto y Logistica
de la direcci6n y los Servicios de
Protecci6n y Apoyo fueron cam-
biados de nombre a Servicios de
Logistica y Servicios de Apoyo,
respectivamente.
Como parte de la reorganizaci6n,
la Division de Sanidad de la Oficina
de Salud y Seguridad fue com-
binada con el Ramo de Man-
tenimiento de Predios de la Divisi6n
de Servicios Comunales a fin de
crear una nueva Divisi6n de Sa-
nidad y Mantenimiento de Predios
bajo la direcci6n de Willard S.
Sweeney. Esta nueva division esta
asignada, a modo de organizaci6n, a
los Servicios de Logistica.
Con el retire del vapor Cristobaly
la eliminaci6n de la Divisi6n de
Transporte Maritimo, las tres ofi-
cinas en el area de Nucva Orleans, la
Oficina de Nueva Orleans de la

La Campafia Federal Combinada
1982 del area del Canal de Panama,
la decimos6ptima campafia que
Ilevan a cabo las agencies del
gobierno de los Estados Unidos en
el Istmo, se iniciard el domingo 18
de octubre y finalizara el 28 de
noviembre.
Una mirada a la lista de par-
ticipantes en la Campafia Federal
Combinada de este afo demuestra
que aunque sea una campafia para
recaudar fondos, es tambi6n una
campafa contra las enfermedades y
contra las consecuencias causadas
por desastres y contra la pobreza-
en pocas palabras, una campafia

nanzas, fueron reducidas en fun-
ciones y tamafio y han sido
consolidadas en una nueva Divisi6n
de Apoyo Logistico en Nueva

La funci6n de la Divisi6n de
Sanidad y Mantenimiento de Pre-
dios es la de prevenir enfermedades,
controlando o eliminando los fac-
tores ambientales que pueden cau-
sar enfermedades. Ademas, la nueva
division tendrA la responsabilidad
de dirigir y administrar la atenci6n
general y el mantenimiento de
predios de las areas de vivienda y
operaci6n del Canal de Panama y
supervisor las actividades relacio-
nadas con la recolecci6n de des-
perdicios y la limpieza de las calls.
Con la eliminaci6n del Ramo de
Transporte Maritimo y del Ramo de
Apoyo de Adquisiciones, la Divi-
si6n de Apoyo Logistico tiene la
responsabilidad de tender el mo-
vimiento de carga y el apoyo de
adquisiciones de una amplia va-
riedad de materials y abasteci-
mientos para el uso de la Comisi6n.

De acuerdo con lo que se anunci6
previamente en el SPILLWAY del 18 de
septiembre, los empleados elegibles
de la Comisi6n podrdn enviar
vehiculos de propiedad privada
(POV) y carga de efectos personales
en los barcos de la Lykes Brothers
Steamship Company que viajaran
entire Nueva Orleans y Panama.
Esto es una continuaci6n de la
political de envios para el empleado
que ha estado en vigencia antes de
pasar a la inactividad el vapor
Cristobal.
En su mayoria, las tarifas estAn
basadas en las medidas actuales de
la carga, ya sea un vehiculo privado
o una caja. El total aproximado de
los gastos de manejo en el puerto y la
carga maritima por media de
tonelada (40 pies clbicos) es de 125
para vehiculos privados y $150 para
efectos personales. Esto represent
un gasto total aproximado, dado en
el cuadro abajo, para los siguientes
vehiculos representatives.
Envios con destino al sur
Para hacer los arreglos para
enviar un vehiculo privado con
destiny al sur, ya sea por cuenta del
empleado o de la Comisi6n (ve-
hicu.los de reemplazo), el empleado
debe llenar el Formulario NO 152,
Solicitud para Envio de Autom6vil,
y enviarlo por correo a la Divisi6n
de Apoyo Logistico, Comisi6n del
Canal de Panama, 4400 Dauphine
Street, Nueva Orleans, Louisiana
70146. La fecha aproximada de
Ilegada del vehiculo privado a
Nueva Orleans debe ser indicada en
el formulario. Estos formularios
pueden obtenerse en el Ramo de
Transporte o en las oficinas ad-
ministrativas de la division. Si el
envio es por cuenta de la Comisi6n,
el Formulario NQ 79, Solicitud y
Autorizaci6n para Transporte de
Vehiculo a Motor de Propiedad
Privada, tambi6n debe ser Ilenado y
tramitado. Este formulario tambi6n
puede obtenerse en las oficinas
administrativas de la division.
Si el empleado desea pedir
articulos, que no sean vehiculos
privados, de los distribuidores en los
Estados Unidos y que se los envien a
Nueva Orleans para su embarque en
uno de los barcos Lykes, deben
informar a los distribuidores que el
siguiente format de direcci6n debe
usarse para marcar los paquetes asi
como tambi6n todos los docu-
mentos afines:

empleado hace el envio por su
propia cuenta, el Ramo de Trans-
porte le expedira una factura para
los gastos de envio. Esta factura,

de Panama, debe ser cancelada
antes de proseguir con los tramites.
Despu6s que se pague la factura al
Ramo de Transporte, el empleado
debera dirigirse a la Unidad de
Documentaci6n de Carga para
asesoramiento y asistencia en la
preparaci6n de los documents de
aduana del Gobierno de Panama y
otros documents afines.
Los empleados que envien ve-
hiculos privados por cuenta de la
Comisi6n no tienen que ir al Ramo
de Transporte, pero se les avisara
que vayan directamente a la Unidad
de Documentaci6n de Carga. Una
vez haya cumplido los requisitos de
aduana, el empleado debe entonces
ir al Comando de Administraci6n
de Trafico Militar (MTMC)-Ofici-
na de Operaciones en Panama,
primer piso, Edificio 1501, Balboa,
que esta ubicado contiguo a la
antigua pista de patinaje en Balboa.
Esta oficina entonces coordinara la
entrega de la carga con las auto-
ridades de aduana y del muelle fiscal
del Gobierno de Panama.


Envios con destiny al norte
Los empleados que deseen enviar
vehiculos privados o articulos de
efectos personales con destiny al
norte en los barcos Lykes primero
deben comunicarse con el Ramo de
Transporte. Si el embarque de un
vehiculo privado es por cuenta del
empleado, el empleado debe com-
pletar el Formulario N� 79 y pagar
los gastos de envio por adelantado
al Ramo de Transporte. Si es por
cuenta de la Comisi6n, el Ramo de
Transporte avisara *al empleado
sobre qu6 formularios debe llenar.
Despu6s de pagar o despu6s que
todos los formularios hayan sido
llenados, el empleado debera diri-
girse a la Unidad de Documentaci6n
de Carga donde recibira asistencia y
asesoramiento sobre c6mo y d6nde
entregar el embarque.


Pagos de impuesto de
importaci6n
Se recuerda a los empleados que
deberan verificar con la Unidad de
Documentaci6n de Carga, Ilaman-
do al tel6fono 52-3111, para de-
terminar si alguno de sus embarques
de vehiculos privados o efectos
personales deben pagar impuestos
de aduana y otros impuestos de
importaci6n a su Ilegada. Cualquier
asunto relacionado con impuestos o
documentaci6n de carga debera ser
aprobado por esta unidad.


Otros arreglos de envio
Tambien se recuerda a los em-
pleados que pueden enviar ve-
hiculos privados y otra carga en
lines navieras comerciales a tarifas
que pudieran ser menores hasta y
desde los puertos distintos de Nueva
Orleans. La Comisi6n no tiene
informaci6n sobre los otros barcos
comerciales; sin embargo, los agen-
tes navieros locales pueden ser
comunicados para esta informa-
ci6n. La Unidad de Documentaci6n
de Carga ayudara con la do-
cumentaci6n si un empleado ne-
gocia con otra linea commercial.

Pruebas en

La Universidad del Canal de
Panama ha programado una can-
tidad de cursos de nueve semanas de
duraci6n a partir de este mes que
finalizaran antes de las fiestas
navidefias.
Los cursos de nueve semanas que
se inician durante la semana del 19
de octubre incluyen repaso de
taquigrafia en ingl6s, que se dicta de
4:40 a 6:30 p.m. los martes yjueves,
y contabilidad de secretariado que
se dicta de 11:40 a.m. a 1:05 p.m. de
lunes a jueves. Tambi6n habra un
.curso sobre control de la conduct y
las emociones II que se dictara los
sabados de 9:40 a.m. a 12:30 p.m.

Recomendamos a aquellos a quienes les gustaria saber c6mo hallar
ocasi6n para celebrar sin que exista la oportunidad, que pregunten a los
"dateros" de la Divisidn de Servicios Administrativos que recientemente
inventaron una fiesta sin otra razdn que la de proporcionar a los empleados
y a sus familiares la oportunidad de reunirse y divertirse.
El martes 3 de septiembre, empleados de Seruicios Administrativos y sus
families se reunieron en el 6rea de paseos de Diablo Point para disfrutar un
"pig-nic". Unas 140personas asistieron a la actividad quefuefinanciada con
dinero recogido en la division. Las principles atracciones en lafiestafueron
dos lechones asados de ochenta libras traidos de Arraij6n. Despuds de la
comida, la musica, y losjuegos muchos visitantes se acercaron a disfrutar
en la tarde y en la noche de lo que todos coincidieron fue una actividad
reanimadora para la division. De hecho, el dia tuvo tal 6xito que por lo
menos otra division est6 proyectando uno similar.

Universidad del Canal ofrece examen GED a civiles


Como parte de los examenes
externos, la Universidad del Canal
de PanamA tambi6n administra un
centro para el examen General
sobre Desarrollo Educativo (GED)
para civiles del area. Las personas
que pasen los examenes GED
recibiran el certificado de equi-
valencia de terminaci6n de edu-
caci6n secundaria expedido por las'
Escuelas de Dependientes del De-
partamento de Defensa, regi6n de
Panama, y seran elegibles para
ingresar en universidades de los
Estados Unidos.
Los exAmenes consistent en una
series de cinco pruebas e incluyen
redacci6n, lectura, ciencias na-
turales, studios sociales y ma-
temAticas. Se dan hasta 61/2 horas
para terminarlos.

Los ciudadanos estadounidenses
y dependientes extranjeros de re-
sidentes estadounidenses, asi como
veterans extranjeros de los ser-
vicios militares, pueden tomar los
examenes y calificar para el cer-
tificado de equivalencia. La edad
minima para tomar los exAmenes es
19 ailos. Para obtener el certificado
de equivalencia, el centro GED
tambi6n exige un afio o un cr6dito
en historic de los Estados Unidos,
que pueden cumplirse con un afio de
cr6dito en una escuela secundaria o
presentando el correspondiente cr&-
dito universitario, o bien tomando
el examen de historic de los EE.UU.
que ofrece el centro de la univer-
sidad del Canal de Panama.
Otras personas pueden presentar
solicitud para tomar los examenes
GED, pero Anicamente los ciu-
dadanos estadounidenses y sus
dependientes o veterans extran-
jeros pueden calificar para el
certificado de equivalencia. No
obstante, los resultados de los
examenes son aceptados frecuen-
temente como evidencia para la
equivalencia y en muchos casos se
utiliza para admitir a estudiantes
especiales en universidades o es-


cuelas universitarias. Se cobra una
cuota de $20 para los cinco
examenes o $5 por cada nuevo
examen.
El administrator del Centro de
Examenes GED Howard Clark,
consejero de la Universidad del
Canal de PanamA, sefiala que los
adults que se prepare para los
examenes GED pueden beneficiarse
adquiriendo un manual especial de
repaso que cubre las cinco areas de
examenes. Copias de este manual se
pueden adquirir en el Centro de
Recursos para el Aprendizaje de la
Universidad. Se exhorta a los
adults a que se matriculen en los
cursos de ingl6s, matemAticas y-
lectura que son dictados en la
universidad, para que se prepare
para los exAmenes de lectura,
redacci6n y matemAticas. Los exi-
menes GED se programan dos veces
al aiio, en noviembre y en marzo.

una operaci6n de aplicaci6n de
explosives de tres dias de duraci6n
mientras que el Rialto M. Chris-
tensen, la draga de cuchar6n mas
grande en el mundo y la enorme
Goliath se mantenian cerca.
Despu6s de cada explosion, se
despachaba una cuadrilla de ins-
pecci6n para localizar cualesquier
puntos de material que pudieran
haber quedado o que se hubieran
fornlado por roca suelta. Las
toneladas de rocas que fueron
aflojadas Con los explosives en el
area de 300 pies por 112 pies fueron
sacadas por la Goliath y la Chris-
tensen y colocadas en lanchones
para ser transportadas a vertederos
de desperdicios.
Despu6s de una operaci6n de una
semana de duraci6n, el jefe de la
Divisi6n de Dragado Paul Whitlock
comunic6 que la elevaci6n habia
sido eliminada completamente.
Mientras se Ilevaba a cabo esta
operaci6n de gran escala para library
el cauce de la prominencia, otra
operaci6n de la Divisi6n de Dra-
gado, que involucraba la draga de
succi6n Mindi, era llevada a cabo
simultaneamente.
La Mindi, que trabaj6 reciente-
mente en la recta de Balboa, fue
asignada a la tarea de profundizar el
Area a poca distancia de la rampa
ptblica para lanchas en Diablo que
no se habia dragado desde 1972.
Como resultado, las lanchas no
pueden usar la rampa durante la
marea baja debido al sedimento y el
lodo.

Con una bomba modificada, la draga de succi6n "Mindi"puede trabajar en
aguas de poca profundidad mientras draga un cauce de acceso desde el
Canal hasta la rampa piblica para lanchas en Diablo.


Teniendo que trabajar de acuerdo
con las mareas, la Mindi drag6 una
secci6n desde el muelle hasta el
cauce del Canal de aproximada-
mente 650 pies de largo, 250 pies de
ancho y que fluctuaba entire 10 pies
de profundidad cerca de la rampa y
20 pies de profundidad cerca del
cauce.
Debido a que por lo general la
Mindi no trabaja en aguas de poca
profundidad, un sistema especial
por rociadura automatica fue desa-
rrollado e instalado para refrescar la
bomba de la draga para que no se
recalentara en el agua de poca


profundidad a distancia de la
rampa.
Concluidas con 6xito las dos
operaciones, el equipo de la Divi-
si6n de Dragado ha sido asignado a
nuevas tareas. La Thor lleva a cabo
explosions al sur de las Esclusas de
Miraflores en el sector oriental del
Canal mientras que la Mindi ha
regresado a dragar en la Recta de
Balboa. La Goliath ya ha regresado
a la Divisi6n de Dragado, la
Christensen, el 6ltimo equipo en
abandonar el area donde. se en-
contraba la elevaci6n, aguarda otras
asignaciones.

dad y Mantenimiento de Predios y
la Division de Apoyo Logistico en
Nueva Orleans, los Servicios de
Logistica abarcan la Divisi6n de
Transporte a Motor, la Divisi6n de
Almacenes y la Imprenta.

A causa de la reorganizaci6n en
los Servicios de Logistica, las
actividades restantes de la Divisi6n
de Servicios Comunales, el Ramo de
Administraci6n de Viviendas y el
Ramo de Mantenimiento de Edifi-
cios han sido trasladados a la reci6n
reorganizada unidad de Servicios de

Conjuntivitis sigue; puede propagarse


La infecci6n de los ojos conjunti-
vitis a6n sigue entire nosotros y las
autoridades de salud de Panama
informan que la enfermedad esta
prevaleciente en todo el continent
americano y posiblemente se pro-
pagara a otras areas de la Re-
p6blica.
La conjuntivitis, que es causada
por un virus, puede presentarse de
pronto con irritaci6n de los ojos o
con la sensaci6n similar al de tener
una material extrafia en el ojo. Esto
es seguido por hinchaz6n e in-
flamaci6n acompafiadas por una
secreci6n mucosa.


No existe tratamiento especifico o
vacuna preventive. La enfermedad
usualmente desaparecera en una
semana o dos.
Las medidas para controlar la
enfermedad incluyen la higiene
personal y mantener las manos bien
lavadas, mantenerse alejado de
agrupaciones, evitar a personas que
tengan la enfermedad y el contact
con articulos que han sido tocados
por personas infectadas.
No se debera usar medicines que
contengan cortisona. En caso de
complicacciones, se deberi buscar
atenci6n m6dica.
