RACs meet in executive session


Representatives of Residents' Ad-
visory committees from the Pacific
and, Atlantic sides of the Isthmus
and Gamboa met in executive
session with Commission Adminis-
trator D. P. McAuliffe and Deputy
Administrator Fernando Manfredo
last week in Balboa Heights.
After introducing the new RAC
members, Administrator McAuliffe
announced that William Gianelli,
chairman of the Commission's Board
of Directors and Assistant Secretary
of the Army for Civil Works, and
some members of Congress will be
visiting Panama in early November.
Atlantic-side representatives again
raised the issue of the deteriorating
condition of area roads, particularly
at the intersection of Randolph
Road and the transisthmian high-
way, where large potholes have
developed. Col. John J. Plunkett,
director of the Engineering and
Construction Bureau, commented
that the situation has been brought
to Panama's attention, but that the
only definite plans for road im-
provement at the moment are for
upgrading and widening the road to
Margarita. In response to the
complaint that many street lights in
Atlantic side communities have been

out for a long time, it was mentioned
that IRHE has ordered parts for
these lights from the Pacific side, but
there have been delays in receiving
them.
Gamboa representatives inquired
whether anything had been done
about repairing the Gamboa Bridge,
which, they said, is in unsafe
condition. McAuliffe assured rep-
resentatives that a solution is being
sought with Panama.
In response to comments that the
Coco Solo Commissary is once
more "going downhill" after a
period of improvement, Col. Neal
Christensen, Deputy Commander
(Support) of the 193d Infantry
Brigade, explained that the com-
missary has undergone a change of
managers and that during the
transition, there was some delay in
ordering supplies. It was added that
the commissary will be replaced by a
shoppette in 1982.
Representatives asked if INTEL
will take over handling of telephone
services in the Commission area
since INTEL is already responsible
for long distance calls. The Ad-
ministrator said that although the
Commission is currently negotiating
a contract with INTEL which
should straighten out the question of
telephone rates and which should
also improve the quality of tele-
phone service, there are no plans at
the present for INTEL to handle
local Commission calls.
McAuliffe mentioned that there is
still no word on the proposed
extension of commissary purchasing


privileges for Commission em-
ployees beyond 1984, and he doubted
that any decision would be made this
year.
The Coco Solo representative
brought up the subject of the
Commission's Office of Public Af-
fairs. The Administrator expressed
his strong concern about the "char-
acter assassination" to which Willie
K. Friar, acting director of this
office, had been subjected by some
elements of the Panamanian press.
He stated that the board of
directors, in reaching its policy

Telephone busy? Hang in there,


If when dialing a Gamboa or
Atlantic-side Commission tele-
phone number you get no answer
when you feel sure your party is at
home or that the office you have
called is open for business, listen
very carefully to the sound of the
telephone ring before giving up.
A caller unfamiliar with the new
electronic telephone system installed
in Gamboa and on the Atlantic side
last year may think that the
telephone is simply ringing and that
there is no one to answer, because
the sound is very similar to a normal
ring except for one important
feature. When the line is busy,
instead of the traditional busy
signal, the normal ringing signal will
have a slightly different sound.
What you will hear is the regular
ringing sound followed immediately
by a short, steady, lower-pitched
tone at the end of the ring.


Here's how to replace that lost license


Losing a driver's license or having
it stolen is a very disheartening
experience. However, knowing the
procedures to replace the license
may help ease the situation.
To replace a Panama driver's
license, you must first go in person
to the DENI, Department of Na-
tional Investigation, office at the
Balboa or Cristobal Police station
and file a report of the loss of the
driver's license. After filing the
report you should request an
authenticated copy of the report,


which must be hand carried to either
the Ancon or Cristobal License
section.
At the License Section, you will
present the DENI report along with
a passport-size photograph and you
will be issued a temporary, one-
month driver's permit. The cost of
the permit is $2.
If your license is not found within
30 days, you will have to return to
the License Section where you will
be issued another driver's license at a
cost of $20.


"Call waiting" is the name of this
new feature, and it is explained in
detail in Section I-B of the Com-
mission's telephone directory. "Call
waiting" allows a person already
engaged in one telephone con-
versation to know, by a single"beep"
sound, that he or she has another
incoming call.
Upon hearing the "beep," the
person called may either terminate
the current call, place the caller on
hold and answer the incoming call
or, if unable for one reason or
another to do either of the above,
continue with the current call and
ignore the incoming "beep."
Upon hearing the busy signal at
the end of the ring, the caller should
hang on for a moment to see if the
party called is able to answer. If after
a reasonable time there is no answer,
the caller should hang up and try
again later.
The Communications Branch has
established two special telephone


implemented to transmit matters of
significance in the area of labor-
management relations. The system
is designed to provide a channel for
two-way communications between
the Administrator and Deputy
Administrator direct to the Com-
mission's management officials and
supervisors. It also provides an
efficient and effective mechanism
which enables the Commission's
management officials and super-
visors to communicate expedi-
tiously their interests and concerns
to the Administrator and Deputy
Administrator.
This system is designed spe-
cifically for the purpose of insuring
that management officials and su-
pervisors have a means of effectively
participating in the decision-making
process as it affects the Panama
Canal Comnrission's overall pro-
gram development and implemen-
tation; it also provides the Ad-
ministrator and Deputy Adminis-
trator with an established and
formalized method through which
they can directly impart their
thoughts, opinions, and desires
regarding a variety of issues, in-
cluding such matters as manage-
ment philosophy and objectives.
Such communications will be
generated from time to time from a
variety of sources including, in

Informal and direct communica-
tions regarding similar or related
interests and concerns from man-
agement officials and supervisors
are encouraged and should be
referred to the Administrator and
Deput-y-Administrator through the
Office of Industrial Relations with
the same ALERT heading. If
managers and supervisors so desire,
their communications need not be
typed.
Also, there perhaps will be times
when a simple phone call to the
Office of Industrial Relations is all
that will be required to pass on
information. Such an informal
communication can many times be
very effective and it is encouraged.
Managers and supervisors should
simply identify the call as one falling
within the intent of the ALERT
.communication system, The in-
tegrity and confidentiality of such
communications will be preserved if
managers and supervisors consider
the circumstance so warrants. For
all telephone ALERT communica-
tions, please use 52-3109.

New "Review"

due out soon
The newest edition of the "Pan-
ama Canal Review" is due on the
Isthmus soon, with distribution to
Commission employees scheduled
for the first part of October.
The 68-page, full color magazine
contains features on the Canal's part
in shipping exhibitions in Hong
Kong and China, the Meteor-
ological and Hydrographic Branch
and the SS Cristobal, among many
others.
The "Review," available in Eng-
lish and Spanish, will be sold in
Room 103 of the Balboa Heights
Administration Building at a cost of
$1.75 per issue.

American Society of
Civil Engineers
The Panama Section of the
American Society of Civil Engineers
will hold its next meeting beginning
at 7 p.m. on September 29 in the
Orchid Room of the Quarry Heights
Officers' Club. There will be a social
hour with a pay-as-you-go bar from
7 to 8 p.m. followed by the program
which will run until 9:30. The topic
of the presentation is the trans-
isthmian oil pipeline from Charco
Azul, Chiriqui, to Chiriqui Grande,
Bocas del Toro. The guest speaker
will be Jos6 Arosemena, head of the
Chiriqui-based Petroterminales de
Panama, the organization in charge
of receiving Alaskan oil and trans-
ferring it from the supertankers to
smaller tankers for Canal transit.

Recreation program
at BHS gym
The Community Recreation Pro-
gram sponsored by the Panama
Canal Commission Recreation Serv-
ices Division offers a wide variety of
activities at the Balboa High School
gymnasium.
An open gym is available from 4
to 9 p.m., Monday through Friday,
and from 8 a.m. to 2 p.m. on
Saturday. Both men's and women's
sauna baths may be enjoyed from 4
to 8:45 p.m., Monday through
Friday, and from 8 a.m. to I p.m. on
Saturday. Joggers may use the
stadium from 4 to 8:45 p.m.,
Monday through Friday, and from 7
a.m. to 2 p.m. on Saturday, if a
school activity, such as football,
track or baseball, has not been
scheduled.
For those who want to practice
weightlifting or play racquetball or
handball, the gym's facilities are
available from 4 to 9 p.m., Monday
through Friday, and from 7 a.m. to 2
p.m. on Saturday. Reservations for
the use of the racquetball/handball
court must be made at the gym aday
in advance, after 8:15 p.m. during
the week and after 12:15 p.m. on
Saturday.
If basketball is your game, there is
a scrimmage at the lower gym from 6

Batik and
painting exhibit
Batiks by Elizabeth Davis and
paintings by Rose Hannaman are
currently on exhibit at the Fort
Amador Officers' Club in a show
sponsored by the National League
of American Pen Women, Panama
Canal Branch.
Davis teaches batik classes at the
Centro de Arte y Cultura and at
GANEXA in Panama City, and her
works have been shown and col-
lected worldwide. Hannaman is a
well-known local artist whose paint-
ings have been exhibited in Panama
for many years.
The exhibit can be seen now until
October 13 during regular club
hours.
Cristobal YMCA
The Cristobal YMCA is offering a
wide variety of classes beginning the
end of September. Enrollment be-
gan September 21 for the advanced
Spanish class which will meet
Monday, Wednesday and Thursday
from 5:30 to 6:30 p.m. and run for 12
weeks.
Enrollment also opened Sep-
tember 21 for the Y's classes in
accounting, marketing and filing.
Accounting and marketing will meet
on Monday, Tuesday and Thursday
from 6:45 to 7:45 p.m. and filing is
scheduled for Wednesday and Fri-
day from 4 to 5 p.m.
For those adults who want to
exercise the pleasant way, a class in
dance/exercise taught by Iliana de
Sola is scheduled to meet Tuesday
afternoons and'Saturday mornings.

register before the class time can be

Peewee Flag Footb'all League, which

The Isthmian College Club is

Each morning, Victoria Alleyne
makes sure her automobile is in
good running condition. She checks
the oil, tire pressure, radiator water,
and brake and transmission fluids.
She fills the gas tank, cleans the
windshield, front and rear, and
surveys the body of her car for
evidence of nicks, scratches or dents.
Then she goes to work and gets
paid for being-a "woman driver."
Ms. Alleyne is a chauffeur for the
Motor Transportation Division
(MTD). Employed by the southern
district, she is the first, and only,
woman driver in the MTD motor
pool
Recently, Ms. Alleyne's atten-
tion to detail when servicing her
vehicles, coupled with her no-


accident record, her ever-impec-
cable appearance and even-tem-
pered personality, paid off. She was
presented with a Special Achieve-
ment award and a $150 check for her
superior job performance during the
period of November 25, 1980,
through July 31, 1981.
Ms. Alleyne is one of six, out of a
work force of about 120 chauffeurs,
to receive an award for excellence on
the job this year. Each of the drivers,
whether man or woman, is rated
according to their compliance with
the same rigid standards of per-
formance.
Dorcey Rowell, MTD's general
foreman in charge of transportation,
southern district, cited Ms. Alleyne's
dedicated and professional attitude
toward her driving among his


reasons for recommending her for
the award. He commented also on
the significance of a no-accident
record.
"These drivers spend hundreds of
hours on the road," he said, "and
travel thousands of miles in the
course of their work." He feels that
to do that without so much as
minutely denting a fender is well
worthy of recognition.
Ms. Alleyne is a temporary
employee whose current term will
come to an end in December of this
year. She was first hired by MTD in
March of 1979.
Since that time she has been
terminated and rehired, always in
temporary positions, no less than
four times. And although not
discouraged by the on-again, off-

Home computers, with easy-to-
remember names like 'Apple," as
well as more scientific sounding ones
like "Atari" and "TRS-80," are a
well-established phenomenon through-
out much of the world today.
Although not yet as common as say
a television set or a telephone,
indications are that computers have
a foot in the door in many homes
and interest in them is mounting.
Such is the case on the Isthmus
where the home computer mania is
spreading fast.

Maybe you are on the fringes of
the computer world and would like
to know more about them-or
maybe you are on the verge of
buying one and would like to learn
more about the models available
before taking the plunge-or maybe
one has already taken up residence
in your home and you would like to
be on better speaking terms with it.
Wherever you stand in the computer


world, there's an oasis on the
horizon.

Local computer buffs Mel Bore-
ham and Denver Jones have planned
another "Computer Demostration
Day" as a sort of follow-up to one
held in July. It will be held from
12:30 to 5 p.m. on Saturday,
October 3, at the Valent Recreation
Center, and promises to be another
very informative afternoon for
computer enthusiasts of all ages.
On display and demonstrated in
use will be a wide range of home
computers, including Atari, Apple,
Sinclair, T199/4, Heath, and TRS-
80. Local computer devotees will be
on hand to share their expertise and
to answer questions. They will also
demonstrate the various features
and capabilities of the computers on
display. Included in the afternoon's
activities, too, will be discussions
and demonstrations on numerous
programs, computer languages, soft-


ware and accessories. Additionally,
information about purchasing or
ordering computers and their com-
ponents will be made available.
Visitors to the computer demon-
stration will also find on display and
be able to look through a number of
the computer magazines such as
"Softside," which has been in
publication for about a year and a
half, one called "99'er,"a production
of the Texas Instrument Co., and
"Analog," Atari's new magazine.
Both Boreham and Jones, who
are the organizers of the upcoming
computer demo afternoon, are also
members of newly established com-
puter users groups, or clubs, on the
Isthmus. Each will be on hand to
discuss the goings-on of their
respective groups. Boreham is pres-
ident of a new Atari users group,
while Jones is an Apple user.

It's more than just a job, for her it
is a family affair. Ms. Alleyne is the
third member of her family currently
employed as a driver for MTD. Her.
father, Roberto Alleyne, has been
driving for the division for nearly
nine years, while her brother,
Roberto Alleyne Jr., has been on the

As a family, the Alleynes stick
together both on the job and off.
When payday rolls around, the three
pool a sizeable portion of their
paychecks to collectively contribute
to a home they are building for the
family in the Villa Cardenas area of
Panama.

When Ms. Alleyne was asked,in a
recent interview, what the two male
members of her family thought of
her following in their footsteps, she
replied that their feelings had been
mixed. Support came from her

.on the Isthmus, the Atari com-
puter users group has developed in
order to share programs and
expertise in the matter of pro-

encouraged her to apply for the job
in the first place. Her brother, on the
other hand, was not charmed with
the idea. "You're.crazy!" he told her,
"driving is a man's job."
Not anymore it isn't. On the job,
Ms. Alleyne fulfills all types of
assignments, the same as her male
counterparts. Rowell says she is a
leader among the other drivers, who
clearly admire her ability and
expertise.
Her duties include the routine
inspection of the vehicles, as well as
providing transportation service for
tug crews, local shuttles for marine
traffic controllers, making payroll
runs and even round-trip transisth-
mian pilot runs. Recently, she filled
in for the chauffeur usually assigned
to the Director of the Office of
Health and Safety.
That she enjoys her work and feels
good about her driving is evident
from the lively way she talks about
it. What especially interests her, she
says, is that she gets to go lots of
places and to meet new people all the
time.

resolution on this matter, had
specifically indicated that the action
should in no way be taken as an
adverse reflection on Friar, rather
that the board was motivated by the
interests of the Commission, not by
the adverse reporting in the local
press.
McAuliffe pointed out that he had
made a decision early in the year to
bring a qualified Panamanian into
the position of director of Public
Affairs, resulting in the selection of
Luis Noli. The board, McAuliffe
said, agreed with him and Deputy
Administrator Manfredo that it
would be in the interest of the
Commission to have a qualified
Panamanian in that position.
The Administrator stressed that
this resolution by the board does not
affect the permanent status of Friar,
who will continue to be the top
ranking woman executive in the
Commission. McAuliffe also as-
sured the representatives that those
now occupying senior positions
have nothing to fear in terms of
possible repercussions from this
matter.
In response to a question about
the process for filling positions of
assistant chiefs in certain divisions,
the Administrator clarified a sug-
gestion about this subject which had
been made at a recent senior
management conference. He said
that the suggestion did not represent
Commission policy but was prompted
by his objective to find ways and
means by which Panamanians who
show promise for moving into senior
management positions would .be
provided opportunities to learn and
work with budget, administration
and personnel management. Mc-
Auliffe stressed that he would
continue to seek these training
objectives, but he reiterated that the
Commission would continue to use
the merit system in important
personnel actions.
The question was raised whether
or not employees will still receive
discounts when shipping a vehicle to
Panama via Lykes Brothers Steam-
ship Company, Inc., which is
replacing the service formerly pro-
vided by the SS Cristobal. It was
explained that employees will still be

able to ship a replacement vehicle
free of charge every four years, but
otherwise, the cost for shipping a
vehicle will be approximately $1,200.
Although this figure represents a
considerable increase in the shipping
rate, Colonel Christensen said that
the new Lykes service should result
in savings for the Commission now
that it no longer has to pay the
upkeep of the Cristobal.
Representatives expressed con-
cern over the lack of housing
maintenance in 1981. McAuliffe
explained that less money is avail-
able for such work because the
General Accounting Office (GAO)
in Washington has determined that
the upkeep of additional items
besides housing, such as sewerage,
should be paid for out of the funds in
the housing maintenance account.
When asked about the increase
in electric rates, the Administrator
said that the Commission's rates
are directly based on those charged
by the Tennessee Valley Authority
(TVA) in the United States and
that the TVA rates are being
raised.
Several of the representatives
raised the issue of the Commission
granting free rent to those em-
ployees occupying Commission
housing. The Administrator ex-
plained that while some interpreta-
tions of the law might indicate that
rental charges could be suspended
by the agency, such action could not
be done without providing for it in
the budget and by defending the
action before Congressional com-
mittees. He further explained that
the Commission is required by law
to "break even" in its financial
operation and that this could not
have been done in fiscal year 1981
without extensive and effective
austerity measures. McAuliffe added
that such an operation cannot be
done in 1982 without a continuation
of cost reduction efforts, and since a
sizable budget deficit is foreseen in
fiscal year 1983, there is no ac-
ceptable justification for the re-
moval of rental charges.
The Administrator noted that the
cost comparability formula applied
to Commission housing has resulted

ticularly compared with most com-
munities in the United States and in
this region. He stated that the rental
differential for housing on the
Atlantic side and in Gamboa would
continue and reminded represen-
tatives that he had deferred two
rental increases last year.
In response to an inquiry about
whether or not any action is being
taken to prevent Panamanian em-
ployees from losing medical pri-
vileges at U.S. MEDDAC facilities
in 1982, McAuliffe assured rep-
resentatives that the matter was
under the highest level of con-
sideration.
Some confusion was expressed
about the kind of retirement coun-
seling available to employees. Bill
Sullivan, chief of the Employee
Services Branch, told representa-
tives that there is an adequate
retirement counseling program for
employees and that in addition to
the retirement kit containing a wide
variety of information, two retire-
ment counselors are available on the
Pacific side. These counselors, siid
Sullivan, will visit the Atlantic side
upon request.
Pacific side representatives praised
the cooperation in Los Rios between
Commission police and members of
the National Guard. Col. Mims
Aultman, Commander of USA
MEDDAC, Panama, answered ques-
tions concerning the installation of
more telephones for patients at
Gorgas Hospital, the availability of
school nurses and medical care at
school football games. Other issues
discussed were housing at Gamboa,
power outages on the Atlantic side,
maintenance at tlhe schools and the
hiring policy of the Department of
Defense Dependents Schools Sys-
tem.

Pacific side to

hold town meeting
The public is invited to attend the
first of a series of monthly town
meetings for the Pacific-side com-
munity. The meeting will be held at
7:30 p.m. next Wednesday, Sep-
tember 30, at the Balboa High
School Auditorium.
Col. Neal Christensen, deputy
brigade commander for support,
193d Infantry Brigade (Panama)
will be the host, ard Dr. Donald
Grant, head of the Department of
Defense Dependents Schools in
Panama, will be the guest speaker.
Grant is expected to discuss changes
that went into effect this school year
and will answer questions con-
cerning the future of schools locally.
The town meetings are intended
to provide an open forum for
discussion of area concerns and a
means for airing issues that affect
the entire community. Similar meet-
ings have long been a monthly
function on the Atlantic side where
they have been credited with im-
proving the availability of informa-
tion on issues of concern and have
been the focal point for some
community improvements.
As deputy commander for sup-
port, Christensen, who also hosts
the Atlantic-side meetings, holds the
responsibility for many of the 193d's
community support activities.
Invitations have been extended to
Residents' Advisory Committee
members, but the meetings are also
open to any area resident who has an
interest in helping improve com-
munity services.

Housing to again do routine repairs


Beginning October 1 the Housing
Management Branch will once again
accept calls for routine repairs to
quarters.
After a period of reduced main-
tenance, and after several weeks of
being unable to fund any repairs
except emergencies, a backlog of
work has developed. However, to
avoid financial problems next year,
the maintenance crews can neither


be increased nor can they be
permitted to work overtime as in the
past.

While vacant quarters will be
prepared for re-occupancy, em-
phasis will be placed on repairs to
occupied quarters.
Emergency calls during and after
working hours will continue to be
screened as before.

INTEL asumira la operaci6n del
servicio telef6nico en el area de la

de larga distancia. El Administrador
dijo que aunque la Comisi6n esta
negociando actualmente un con-
trato con el INTEL que debera
definir el asunto de las tarifas
telef6nicas y que debera resultar en
mejoras en la calidad del servicio
telef6nico, no hay planes para que el
INTEL maneje las llamadas locales.
McAuliffe mencion6 que no se ha
resuelto ain nada con respect a la
extension de los privilegios de los
empleados para comprar en los
comisariatos despu6s de 1984, y
express sus dudas de que este afio se
tome alguna decision al respect.
El representante de Coco Solo
trajo a colaci6n el tema de la Oficina
de Relaciones Pfiblicas de la Co-

iLinea ocupada? No cuelgue, espere


Si al marcar un nfimero de
tel6fono de la Comisi6n en Gamboa
o en el sector AtlAntico no obtiene
respuesta cuando usted tiene la
seguridad de que la parte a quien
llama esta en casa o que la oficina a
la cual llama esta abierta y fun-
cionando, escuche con much cui-
dado al tono telef6nico antes de
colgar.
La persona que hace la llamada si
no esta familiarizada con el nuevo
sistema de telefono electr6nico
instalado en Gamboa y en el sector
AtlAntico el afio pasado, puede
pensar que el tel6fono esta sen-
cillamente sonando y que no hay
nadie para contestarlo, ya que el
sonido es muy parecido al tono
normal except por una carac-
teristica important. Cuando la
linea esta ocupada, en vez del
traditional tono de ocupado, el tono
normal de la llamada tendra un tono
ligeramente distinto. Lo que es-
cucharA es el tono regular de
llamada seguido inmediatamente
por un tono ms- bajo, corto y
seguido al final de cada sonido.
"Llamada que espera" es el
nombre de esta nueva caracteristica,
y esta explicada en detalle en la


Metodo para reemplazar licencia perdida


Perder la licencia de conducir es
una experiencia desagradable. Pero
saber los procedimientos para ob-
tener una nueva licencia puede
aliviar en algo la situaci6n.
Para reemplazar la licencia de
conducir de Panama, primero debe
presentarse personalmente a la
oficina del Departamento Nacional
de Investigaciones (DENI) en la
estaci6n de Policia de Balboa o
Crist6bal y lenar un informed sobre
la p6rdida de la licencia. Despues de
Ilenar el informed, debe solicitar una


copia autenticada del mismo, lacual
debe presentar en la Secci6n de
Licencias de Anc6n o Crist6bal.
En la Secci6n de Licencias, debera
entregar el informed del DENI junto
con una fotografia tamafio pa-
saporte y entonces se le expedirA un
permiso temporal de un mes. El
precio del permiso es $2.
Si la licencia no aparece al cabo de
los 30 dias, debera regresar a la
Secci6n de Licencias en donde le
sera expedida otra licencia de
conducir por la suma de $20.


Secci6n I-B del directorio telef6nico
de la Comisi6n. "Llamada que
espera" avisa a la persona que ya
sostiene una conversaci6n por te-
lfono, por medio de un sonido
"beep", de que tiene una llamada por
entrar en la line.
Al escuchar este "beep", la
persona a quien se llama puede
optar por terminar la conversaci6n
que sostiene, poner a la primera
persona en "espera" y contestar la
nueva llamada o si no puede, por
alguna raz6n u otra, hacer ninguno
de los anteriores, puede ignorar el
"beep" de la llamada pendiente y
seguir hablando.
Al escuchar el tono de ocupado al
final de cada timbrazo, la persona
que llama debera darle tiempo a la
persona a quien llama para que
contest. Si despues de un tiempo
razonable no hay respuesta, la
persona que llama debera colgar y
tratar de Ilamar otra vez mas tarde.

deseosas de escuchar el sonido
de este tono especial de ocupado.

Un sistema intradministrativo de
comunicaciones ha sido puesto en
ejecuci6n para transmitir asuntos
importantes en el area de las
relaciones obrero-patronales. El sis-
tema esta disefiado para ofrecer un
canal director de dos vias entire el
Administrador y el Subadminis-
trador y los funcionarios ejecutivos
y supervisors de la Comisi6n.
Tambi6n ofrece un mecanismo
eficiente y efectivo que permit a los
funcionarios administrativos y su-
pervisores de la Comisi6n expresar
en forma expedita sus ideas e
inquietudes al Administrador y al
Subadministrador.
El sistema esta disefiado es-
peclficamente para asegurar que los
funcionarios ejecutivos y los su-
pervisores tengan un vehiculo para
participar efectivamente en el pro-
ceso de toma de decisions en cuanto
este afecta el desarrollo y ejecuci6n
del program global de la Comisi6n
del Canal de Panama; el mecanismo
tambi6n ofrece al Administrador y
al Subadministrador un m6todo
establecido y formal mediante el
cual pueden transmitir directamente
sus pensamientos, opinions y de-
seos en torno a una variedad de
aspects, incluso aquellos relatives a
la filosofia administrative y sus
objetivos.

El Program Recreativo de la
Comunidad patrocinado por la
Division de Servicios Recreativos de
la Comisi6n del Canal de Panama
ofrece una amplia variedad de
actividades en el gimnasio de la
Escuela Secundaria de Balboa.
El gimnasio estara abierto de 4 a 9
p.m., de lunes a viernes y de 8 a.m. a
2 p.m. los sabados. Tanto los
hombres como las mujeres podran
disfrutar de los bafios sauna de 4 a 8
p.m., de lunes a viernes y de 8 a.m. a
8 p.m. los sabados. Los trotadores
(joggers) pueden usar el estadio de 4
a 8:45 p.m., de lunes a viernes y de 7
a.m. a 2 p.m. los sabados, siempre y
cuando una actividad escolar, tal
como f6tbol, pista o beisbol, no
haya sido programada.
Para aquellas personas que de-
seen practicar levantamiento de
pesas o jugar racquetbol o ba-
lonmano, las instalaciones del gim-

Victoria Alleyne, la unica mujer conductor

Cada mafiana, Victoria Alleyne se
asegura de que su vehiculo est6
marchando bien. Ella verifica el
aceite, la presi6n en los neumAticos,
el agua en el radiador, y el aceite de
los frenos y de la transmisi6n. Llena
el tanque de gasoline, limpia el
parabrisas de adelante y de atrns, y
examine la carroceria de su vehiculo
buscando evidencias de golpes o
raspones.
Entonces sale para el trabajo y le
pagan por ser-una "mujer con-
ductora". Victoria Alleyne es con-
ductora de la Divisi6n de Trans-
porte a Motor (MTD). Empleada
por el distrito sur, ella es la primera,
y inica mujer conductor del centro
de vehiculos motorizados de esa
division.
Ese detalle de Victoria Alleyne de
dar servicio a sus vehiculos, com-
binado con su record libre de


accidents, su siempre impecable
apariencia y su personalidad agra-
dable, rindieron buenos resultados.
Le fue otorgado un premio por
Logro Especial y un cheque de $150
por el desempefio superior de su
trabajo durante el period del 25 de
noviembre de 1980 al 31 de julio de
1981.
Victoria Alleyne figure entire los
seis empleados de una fuerza laboral
de aproximadamente 120 conduc-
tores, que han recibido premios por
excelencia en el trabajo este afio.
Cada uno de los conductores, ya
sean hombres o mujeres, es califi-
cado de acuerdo con su cumpli-
miento de los mismos reglamentos
rigidos de desempeflo.
Dorcey Rowell, capataz general
encargado del transport, distrito
sur de la Divisi6n de Transporte a
Motor, mencion6 la actitud dedi-
cada y professional hacia el manejo


como una de las razones por
recomendarla para el premio. Hizo
la observaci6n tambi6n de lo signi-
ficativo que era su record libre de
accidents.
"Estos conductores pasan cientos
de horas en el camino", dijo, "y
recorren miles de millas en el curso
de su trabajo". El opina que hacer
esto sin siquiera recibir el mds
minimo golpe en un guardafango es
digno de reconocimiento.
Victoria es empleada temporal
cuyo period actual vence en
diciembre de este afio. La division la
emple6.por primera vez en marzo de
1979.
Desde entonces ha sido terminada
y reempleada, siempre en posiciones
temporales, no. menos de cuatro
veces. Y aunque no se ha desalen-
tado por la naturaleza de su empleo,
ahora si y ahora no, dice que su
suefio es continuar, en calidad

Algunas personas estan a gusto con computadoras


permanent, en- el trabajo que
actualmente tiene con la Divisi6n de
Transporte a Motor.
Es mas que solo un trabajo; para
ella es un asunto de familiar. Victoria
Alleype es el tercer miembro de su
familiar en trabajar actualmente
como conductor de esa division. Su
padre, Roberto Alleyne, ha estado
manejando para la division por
cerca de nueve afios, mientras que su
hermano, Roberto Alleyne Jr., ha
estado en las n6minas desde octubre
de 1978.
Como familiar, los Alleyne se
mantienen unidos tanto en el trabajo
como en su tiempo libre. Cuando
Ilega el dia de pago, los tres aportan
una porci6n considerable de sus
cheques a fin de contribuir colecti-
vamente para una casa que estin
construyendo para la familiar en el
area de Villa Cirdenas de Panama.
Cuando Ie preguntaron a Victo-
ria, en reciente entrevista, qu6
opinaban los dos miembros masculi-
nos de su familiar sobre el hecho de
que ella les seguia sus pasos,
respondi6 que sus opinions habian
sido variadas. El apoyo vino de su
padre, quien fue quien la anim6 a
solicitar el empleo en primer lugar.


La segunda reuni6n del grupo de
usuarios en el Canal de Panama de
la computadora Atari tendri lugar
mafiana 26 de septiembre a la 1
p.m., en la residencia de George
Berman en el sector Pacifico.

Con el creciente interns de que
las families del Istmo utilicen las
computadoras caseras, el grupo de
usuarios de la computadora Atari
se ha desarrollado a fin de
compartir programs y pericia en


Su hermano, en cambio, no estaba
de acuerdo con la idea. "iEstAs
loca!" le dijo, "ser conductor es
trabajo de hombre".
Ahora ya no lo es. En el trabajo,
Victoria Alleyne desempefia toda
clase de asignaciones, 16 mismo que
sus contrapartes masculinos. Rowell
dice que ella es una dirigente entire
los otros conductores que clarg-
mente admiran su desempefio y
pericia.
Sus deberes incluyen la inspecci6n
rutinaria de vehiculos, asi como
tambi6n proporcionar servicio de
transport para la tripulaci6n de los
remolcadores, llevar y traer a los
controladores de trafico maritime,
llevar y traer las planillas, y hasta
viajes de ida y vuelta en la carretera
transistmica con los practices. Re-
cientemente ella sustituy6 al con-
ductor asignado a la oficina del
Director de Salubridad.
Es evidence que disfruta su
trabajo y el orgullo que siente por sp.
habilidad para manejar to refleja en
la forma alegre como habla de ello.
Lo que le interest especialmente,
dice, es que visit muchos lugares y
tiene la oportunidad de conocer
nueva gente todo el tiempo.

como un televisor o un telefono,
todo parece indicar que las com-
putadoras tienien un pie dentro de
la puerta en muchas casas y el
inter6s en ellas sigue creciendo.

la mania de la computadora
casera se est -extendiendo ripi-
damente.

McAuliffe subray6 que habia
tomado la decision a principios de
alto de traer a un panamefio
calificado para.que desempefiara la
posici6n de director de Relaciones
Pfblicas, resultando seleccionado
Luis Noli. La directive, dijo Mc-
Auliffe, coincidi6 con 61 y con el
Subadministrador que seria en el
interns de la Comisi6n nombrar a un
panamefio calificado en esa po-
sici6n.
El Administrador puntualiz6 que
la resoluci6n aprobada por la
directive no afecta el status de
empleada permanent de Willie
Friar, quien continuara siendo la
ejecutiva de mas alto rango en la
Comisi6n. McAuliffe tambi6n ase-
gur6 a los representantes que
aquellos que ocupan altas po-
siciones no tienen nada que temer en
cuanto a posibles repercusiones en
este sentido.
En respuesta a una pregunta sobre
el process para llenar vacantes de
jefes asistentes en algunas di-
visiones, el Administrador aclar6
una sugerencia hecha sobre la
material en reciente conferencia de
jefes administrativos. Dijo que la
sugerencia no reflejaba la political de
la Comisi6n, y que fue presentada en
el interns de hallar vias y me-
canismos para que panameflos con
potential para ascender a puestos
administrativos altos reciban opor-
tunidades de trabajar con pre-
supuesto, administraci6n y direc-
ci6n de personal.McAuliffe subray6
que proseguirA buscando estos
objetivos de adiestramiento, pero
reiter6 que la Comisi6n seguiria
aplicando el sistema de merito para
acciones importantes de personal.
Se pregunt6 si a los empleados se
les continuaria aplicando el sistema
de descuento cuando embarcan un
vehiculo a PanamA via Lykes
Brothers Steamship Company, Inc.,
que reemplaza el servicio que antes
proporcionara el vapor Cristobal.
Se explic6 que los empleados
podrAn seguir embarcando un ve-
hiculo de reemplazo libre de im-
puestos cada cuatro afios, pero el
costo del transport del vehiculo
sera de aproximadamente $1,200.

alza considerable en la tarifa de

embarque, el Coronel Christensen
dijo que el servicio que pro-
porcionara la empresa producira
ahorros a la Comisi6n que no tendra
de ahora en adelante que pagar por
el mantenimiento del Cristobal.
Representantes expresaron pre-
ocupaci6n por la falta de man-
tenimiento a las viviendas en 1981.
McAuliffe explic6 que hay menos
dinero disponible para tales trabajos
porque la Oficina de Contabilidad
General (GAO) en Washington ha
dispuesto que el mantenimiento de
otros aspects ademAs de la vi-
vienda, tales como alcantarillas,
deben ser costeados con los fondos
de la cuenta de mantenimiento de
viviendas.
Al ser interrogado sobre el
incremento en las tarifas electricas,
el Administrador respondi6 que
las tarifas de la Comisi6n se
basan en las que aplica la Auto-
ridad del Valle de Tennessee en
los Estados Unidos, y que estas
estin siendo aumentadas.
Varios representantes abordaron
la posibilidad de que la Comisi6n
otorgue vivienda gratis a aquellos
empleados que ocupan viviendas de
la Comisi6n. El Administrador
explic6 que si bien la ley podria
indicar que la agencia podia sus-
pender el cobro de arrendamiento,
tal acci6n no puede ser adoptada sin
tomarse las previsiones presupues-
tarias y defenderla ante los comit6s
del Congreso. Continu6 explicando
que la ley exige a la Comisi6n que
"cubra sus gastos" en sus ope-
raciones financieras y que esto no
podria haberse logrado en el afio
fiscal 1981 sin extensas y efectivas
medidas de austeridad. McAuliffe
afiadi6 que tal operaci6n no puede
hacerse en 1982 sin continuar los
esfuerzos de reducci6n en los costs
y que, en virtud de que se prev,6 un
considerable deficit presupuestario
en el afio fiscal 1983, no existe
justificaci6n acceptable para eliminar
las tarifas por arrendamiento.
El Administrador observ6 que la
formula de costo comparative apli-
cado a las viviendas de la Comisi6n
ha resultado en ventajosos cAnones
de arrendamiento, particularmente
si se les compare con la mayoria de
las comunidades en los Estados
Unidos y en esta region. Declar6 que

mentos de los arrendamientos el afio
pasado.
Respondiendo a una pregunta
sobre si se estaba tomando alguna
acci6n para impedir que los em-
pleados panamefios pierdan los
privilegios de servicios m6dicos en
las instalaciones MEDDAC de los
Estados Unidos en 1982, McAuliffe
asegur6 a los representantes que el
asunto estaba siendo considerado al
mas alto nivel.
Se expres6 cierta confusion en
torno a la clase de consejeria sobre
jubilaci6n disponible para los em-
pleados. Bill Sullivan, jefe del Ramo
de Servicio a los Empleados, dijo a
los representantes que existe un
program adecuado de consejeria
sobre jubilaci6n para los empleados
y que, ademas del juego de do-
cumentaci6n con amplia infor-
maci6n sobre la material, hay dos
consejeros en el sector Pacifico.
Estos consejeros, dijo Sullivan,
visitarAn el sector Atlantico a
solicitud.
Los representantes del sector
Pacifico elogiaron la cooperaci6n en
Los Rios entiree la policia de la
Comisi6n y los miembros de la
Guardia Nacional. El Coronel Mims
Aultman, Comandante de las ins-
talaciones MEDDAC en Panama,
respondi6 preguntas relatives a la
instalaci6n de mas tel6fonos para
pacientes en el Hospital Gorgas, la
disponibilidad de enfermeras es-
colares y de servicios m6dicos en los
juegos de fiutbol. Otros temas
discutidos fueron las viviendas en
Gamboa, los apagones en el sector
Atlantico, el mantenimiento de las
escuelas y la political de empleo en el
sistema escolar de dependientes del

de la comunidad del sector Pacf-
fico. La reuni6n tendri lugar el
pr6ximo miercoles 30 de septiem-
bre a las 7:30 p.m. en el auditorio
de la Escuela Secundaria de Balboa.
El Coronel Neal Christensen,
Comandante Suplente para apoyo
de la Brigada 193 de Infanterfa
(Panama) presidira la reuni6n y el
Dr. Donald Grant, jefe de las Es-
cuelas de Dependientes del Depar-
tamento de Defensa en Panamd
sera el orador invitado. Se espera
que Grant explique los cambios
que entraron en vigencia este afio
escolar y contestara a las pregun-
tas que tengan sobre el future de
las escuelas en la localidad.
Las reuniones de poblado tie-
nen por objeto proporcionar un
foro abierto para discutir las
prcocupaciones del Area y un
medio para ventilar los problems
que afectan a toda la comunidad.
Desde hace algfin tiempo, reunio-
nes similares se han caracterizado
por mejorar la disponibilidad de
informaci6n sobre temas de interns
y han sido el punto de partida
para algunas mejoras de la comu-
nidad.
Como comandante suplente
para apoyo, Christensen, quien
tambi4n preside las reuniones del
sector Atlintico es responsible de
muchas de las actividades comu-
nales de apoyo de la Brigada 193
de Infanterfa.
Los miembros de los Comites
Asesores de Residentes han sido
invitados a asistir, pero las reunio-

Vivienda reanudara reparaciones


A partir del 1� de octubre el Ramo
de Administraci6n de Viviendas
aceptara una vez mas llamadas para
reparaciones de rutina a las vi-
viendas.
Despu6s de un period de man-
tenimiento reducido, y despu6s de
varias semanas de no poder sufragar
los gastos por cualesquier tipo de
reparaciones except las de emer-
gencias, existe un gran volume de
trabajo atrasado. Sin embargo, a fin
de evitar problems financieros el


pr6ximo afio, las cuadrillas de
mantenimiento no pueden ser au-
mentadas ni se les permitirA trabajar
sobretiempo como en el pasado.
Mientras que est6n desocupadas
las viviendas seran preparadas para
ser ocupadas de nuevo, dandose
Wnfasis a las reparaciones de las
viviendas ya ocupadas.
Las Ilamadas de emergencia du-
rante y despu6s de las horas
