A key figure in the Commission's
job discrimination complaint pro-
cedure is the Equal Employment
Opportunity (EEO) counselor.
Any employee or job applicant
who feels that she or he has been
discriminated against because of
race, color, religion, sex, national
origin, physical or mental handicap
or age is eligible for counseling.
Counseling is the required first step
in the EEO complaint system, and
the employee or job applicant must
contact an EEO counselor within
thirty days of the alleged dis-
criminatory action.
The purpose of this first coun-
seling step is to attempt to resolve an
EEO-related problem informally
through interviews and inquiries
and in the shortest time possible,
usually within 21 calendar days or
less. It has been estimated that every
EEO complaint that is resolved by a
counselor at the informal stage
represents an approximate savings
of $50,000, which is the average cost
to the government of carrying a
formal EEO complaint through the
entire process.
As proof of the program's effec-
tiveness, approximately 80 percent
of all EEO complaints within the
Commission during fiscal year 1980
were resolved by EEO counselors at
the informal stage of the complaint
process.


Atlantic siders are frequently
heard to claim that there is less of
everything on the Atlantic side when
comparing it to the Pacific side, and
indeed, if one were to compare
numbers of Commission employees,
kids in school, shopping facilities,
gas station pumps, and traffic lights,
or even the amount of rent paid for
quarters, the Atlantic-side claim


would be completely true. But there
is not less of everything. In at least
two arenas-the amount of rainfall
and the amount of salt contained in
the air-Atlantic siders have it
hands down.
According to German Flores of
the Meterological and Hydrogra-
phic Branch, the Atlantic side gets
rained on approximately twice as
much as the Pacific side in any given
year. Rainfall statistics recorded
over about the past 100 years show
that the Balboa area averages 69
inches of rain each year, while in
Cristobal the yearly average is closer
to 130 inches..
The same rainfall records reveal
some other striking facts. Never in
the recorded history of rainfall on
the Pacific side of Panama has it
ever rained over 100 inches in a
single year. However, on the Atlan-

adequate number of well-qualified
individuals to serve as counselors,
the Commission's EEO office is
involved in a continuing counselor-
training program.
To become an EEO counselor, an
employee may volunteer his or her
services or be nominated by man-
agement or an employee organiza-
tion.
All counselors hold other posi-
tions in a wide variety of divisions
throughout the Commission, but all
are authorized to devote up to 20
percent of their work time to their
collateral counseling duties.
New counselors undergo an ex-
tensive training program that pre-
pares them to effectively handle
their counseling duties. The pro-
gram includes formal classroom
sessions, on-site orientations and
familiarization with reference ma-
terial such as federal regulations and
codes, personnel manuals and coun-
seling guidebooks.
Training courses cover subjects
such as sexual harassment and
counseling techniques, while on-site
visits may include the Central
Examining Office, the Human Re-
sources Development Staff and a
look at personnel classification and
personnel staffing.
Most EEO counselors have also
taken Office of Personnel Man-

area dating back to 1868, show only
five years when rainfall was less than
100 inches! The most recent such
year was 1976, during a drought,
when Atlantic siders sloshed through
only 91.6 inches of rain.-
On Panama's Atlantic shore, the
town of Portobelo holds the record
for the highest annual rainfall. In


1909, a remarkable 237 inches of
rain fell there, and the lowest
recorded amount is 118 inches.
Portobelo averages 158 inches of
rainfall annually.
Why so much rain on the Atlantic
side? The rainy season wind is
largely responsible. Although winds
in general blow from the east, in
Panama they come from the north-
the northern shore of South Amer-
ica, which slows the wind down,
then diverts it in Panama's direction
somewhat like a flue. And since the
rainy season winds over the ocean
are moisture-laden and warm, says
hydrologist Joe Corelli, when they
bump into the north shore of
Panama, which is its Atlantic side,
they converge and lift, and the air
temperature cools. As this warm air
cools, condensation occurs-and so
it rains. And rains, and rains.

voice will answer saying, "Hello,
this is Juana Joly... may I help
you?" And help she does!
For over eight years, since
May 1973 when someone sug-
gested to Office of Equal Oppor-
tunity Director Bruce Quinn that
she would be good at it, Assistant
Housing Manager Joly has been
an Equal Employment Oppor-
tunity (EEO) counselor and has
worked in that capacity longer
than any other EEO counselor in
the Canal- organization. She
began working for the former
Panama Canal Company in 1967
at the Terminals Division, trans-
ferring two years later to the
Housing Management Branch.
Except for two years, between
1975 and 1977 when she worked
in the Pacific side Housing
Office, she has been with the
Atlantic area Housing Office
ever since.
During most of her career in
EEO, Joly has worked exclu-

ments on EEO and personnel
matters.

carrying clouds of condensation
across the Isthmus, but less and less
moisture remains, so the amount of
rainfall diminishes proportionately
the further toward the Pacific side
the wind carries the clouds.
During the dry season months
from January to April, the wind
phenomenon is much the same. Of
course, significantly less rain falls
throughout Panama because mete-
orological conditions prevalent
during these months reduce the
amount of moisture in the air-but
what rain there is drops first and
most, still in a sort of two to one
ratio, on the Atlantic side.
The same north winds which
ultimately contribute to excessive
rainfall on the Atlantic side also lend
a hand in causing the rusting of tin
roofs, air-conditioners and auto-
mobiles at a somewhat faster rate on
the Atlantic side. Not only is the
wind off the ocean the cause of rain,
it's also, naturally, quite full of
salt-along with sodium chloride
there are potassium salts, magne-
sium salts,and sulfates, says Dr.
Freddy Chen of the U.S. Army
Tropic Test Center.
Using the wet-candle method of
measurement, essentially a moist
finger-like protrusion of gauze
which measures relative quantities
of saltfall among different test sites,
the Tropic Test Center studies
indicate that the air is generally two
to three times more salty on the
Atlantic side than on the Pacific.
The degree of salt in the air varies, of
course, with the rainy and dry
seasons, there being somewhat less
salt in the air during the wet months
since the rain tends to wash it away.

during periods of reduction in
force, there are many more than
that, and at other times there are
none at all.
Being an EEO counselor has
been a rewarding experience for
Joly, and particularly interesting
have been the "in's" and "out's"
she's learned about policy and
procedure. In her job she works
closely with both management
and labor, talking with each
about various aspects of the EEO
complaints. "Often," explained
Joly, "what people need most is
just to talk to somebody and be
listened to."
Not only has thejob of an EEO
counselor been rewarding to
Joly, but she has also been
administratively recognized for
the excellence of her work. In
1975, she received an Outstand-
ing Service award, and she was
again honored in 1979 with a
Special Service award for her
accomplishments in EEO activi-
ties.

Canal pilot elected to high Shrine post


At the annual convention of the
Southeast Shrine Association, An-
cient Arabic Order of the Nobles of
the Mystic Shrine held recently in
Miami, veteran Panama Canal pilot
Charles H. Taylor was installed as
president for 1981-82. The 200,000-
oember organization -te --largest
association of temples in Shrine-
dom-is comprised of 35 temples
from the nine-state area bounded by
Kentucky and Virginia on the north
and Louisiana on the west, and
includes the Panama Canal Area,
where Abou Saad Temple was
founded in 1919, five years after
completion of construction of the
Canal.
Illustrious Sir Charlie, who is also
head of the Panama Canal Pilots
Branch of the International Or-
ganization of Masters, Mates and
Pilots, came to the Panama Canal in
1959 after serving as master of the
Onassis ship Jefferson City Victory.
He has been active in the Canal area,
among other-things, as Potentate of
his home temple, Abou Saad, in
Balboa; Master of Sojourners
Lodge, Ancient Free and Accepted
Masons, Cristobal; Knight Com-
mander, Court of Honor in the
Scottish Rite; Knight of the York
Cross of Honor, York Rite; Master,
Canal Area Lodge of Instruction;
and Patron, Order of the Eastern
Star.
A native of Illinois and graduate
of the Merchant Marine Officers
Candidate School, Captain Taylor
assumed the fez of president after
fifteen years as an active Shriner. He
is presently deputy regional director
of the Endowment, Wills and Gifts


Committee, working to raise funds
for the Shriners' main activity, the
Shriners Hospitals for Crippled
Children.

installation ceremony was a film on
Taylor's activities entitled "Man of
Many Hats," written, photographed
and edited by local filmmaker Kaye
Richey, an employee of the Systems
Division.


Electricity rates to increase Oct. 1


Electricity rates for residents in
the Commission housing areas and
non-profit organizations in the
Canal area will be increased 19.4
percent effective with meter readings
for October 1981 consumption.

The increase is necessary to bring
employee electricity rates in line


with residential power schedules of
the Tennessee Valley Authority, in
accordance with the Commission's
comparability pricing policy.
The new rates apply to employees
of the Panama Canal Commission
and to Department of Defense
civilians living in Commission or
military quarters.

Raindrops keep falling ...
SPILLWA Y readers may recall an article in the May 1, 1981, issue about
the incredibly heavy rainfall during the month of April this year-over 12
inches more rain than the 20-year average rainfall for that month.
Predictions from the Meterological and Hydrographic Branch were that a
wet April would likely mean a wet May, and it was wet. In fact, it was about
22 percent wetter than usual.
That wet trend seems to be continuing. Both June and July also showed
somewhat higher than average rainfall for 1981, bringing the total
accumulated watershed rainfall recordings to a remarkable 70.17 inches
compared to a 20-year average of 43.14 inches. Overall, 63 percent more
rain has fallen this year than is usually expected.

Champions of motorcycle safety and fun

While it's true that motorcycle
riding combines fuel economy with
the need for reliable and speedy
transportation, many Isthmian mo-
torcyclists ride their bikes for other
reasons. For members of Panama's
Road Knights Motorcycle Club,
based out of Albrook Air Force
Station, those reasons range from
having more control in traffic
aboard a bike to professing a total
dislike for the features a car offers.
Bob Rosenberg, the senior mem-
ber and vice-president of the Road
Knights, says he rides a motorcycle
because of the "super exhilarating"
feeling he gets when cruising on his
Honda 1000. Another long-time
club member, Forest "Wally"
Waller, says he rides "to make
traveling an adventure," and com-
pares motorcycle riders to persons
who "ride horses or jump out of
airplanes with parachutes."
A large number of local motor-
cyclists are members of the Road
Knights.Motorcycle Club, an orga-
nization which stresses safety and
awareness above all else when riding
a bike. "By driving safely and within
the speed limits," says Waller, "the
Road Knights promote a positive
image of motorcyclists and motor-
cycles in general."
The club was organized in 1964,
largely through the efforts of Maj.
General Arthur G. Salisbury, the
former commander of the U.S. Air
Forces Southern Command. At that
time, there was an unusually high
accident rate among military per-
sonnel involving motorcycles, and
the general felt there was a need to
stress motorcycle safety.
Salisbury arranged to have the old
Albrook gas station serve as meeting
place and workshop for the club.
Since the club's founding, its mem-
bership has grown to around 170
and includes individuals from such
various professional backgrounds as
entomologist, helicopter mechanic,
computer programmer and CID
officer, not to mention a number of
student participants.
Before gaining acceptance into
the club, all prospective Road
Knights must fill out a formal
application for admission, pay an
introductory fee and agree to follow
all rules and regulations pertaining
to the club as set forth in its
constitution and bylaws.
Each new member is also required
to pass a certified Rider Safety
Course which emphasizes braking,
acceleration and maneuverability
aboard a motorcycle. Finally, each
potential member undergoes a 90-
day probationary period after which
he or she must still be voted in by a
majority of active members.
Richard Lovegren, training offi-
-er for the Road Knights, is a


certified member of the U.S. Motor-
cycle Safety Foundation and is
qualified to teach all levels of
motorcycle safety. Lovegren, who
teaches the beginner's course as well
as a better-biking course for expe-
rienced riders, points out that in
every level of teaching he strongly

be sure your motocycle is in top
condition, including brakes and
tire treads.
* Take an approved motorcycle
driving and safety course.
* Remember that local law
requires the wearing of a helmet.
A National Safety Council ap-
proved helmet is best, and one
that includes a face shield is
recommended.
* Wear the proper clothing.
Long sleeves and pants legs made
of strong material will protect
arms and legs from abrasions and
burns.
* Obey speed limits and observe
the rules of the road. Lower-
speeds in accordance with road
conditions.
* Remember that the drivers of
other, large vehicles can't see you
as well as you can see them.
Never ride at the left rear side of a
car or truck-the "blind side".
* Keep headlights on when
driving a motorcycle, day or
night, as required by law.

has never been a motorcycle fatality
among Road Knights members
exemplifies this commitment.
The Road Knights are easily
identifiable by the colorful patches
which adorn the backs of their riding
vests and jackets. The traditional


mola patches, sewn by the Cuna
Indians of San Blas and charac-
terized by motorcycles with square
tires, were recently changed for new
patches, designed by Waller, which
carry the added safety feature of
being fluorescent.
In addition to the club emblem
patch, Road Knights members are
awarded patches for passing the
Rider Safety Course and a bright
orange "R.K."patch signifies having
earned 25 points through club
participation and by attending or-
ganized trips.
All members, active and asso-
ciate, must pay dues which go
toward the publication of a monthly
newsletter and to help pay for
various club activities, such as trips
in which all the Road Knights may
participate. Dues also help pay for
such things as clubhouse improve-
ments and new tools. Alternate club
custodian Art Hoffman is currently
in the process of renovating and
enlarging the club's television room
using funds from the club's treasury.
The clubhouse has a motorcycle
repair area with an air compressor
and hydraulic hoist. Since most
Road Knights have an excellent
working knowledge of motorcycles
and engines, there is almost always
someone available'to lend a helping
hand in case of mechanical trouble.
Although not expressly a family
club, the Road Knights do count
several father-son and husband-wife
teams among their membership.
Road Knights Secretary Vicki Olsen
performs many club duties such as
coordinating meetings and setting
agendas, while her husband Randy
serves as president of the club. In
addition, many riders take spouses
and children or friends with them on
outings.

the importance of proper motorcycle maintenance.


Throughout the year, the Road
Knights plan many trips, usually in
conjunction with other activities in
Panama. Excursions are scheduled
every weekend during the dry season
to take advantage of favorable
weather and road conditions. Yearly
expeditions are made to Las Tablas
during carnival week and to San
Jose, Costa Rica, but most outings
are just for the day.
Club members recently returned
from a trip to Boquete, where they
were met by the David Motorcycle
Club and given a police escort
through town. Also included was a

Like most organizations, the
Road Knights have elected officials
who preside over meetings and
handle business arrangements. The
club holds monthly general mem-
bership meetings the second Thurs-
day of every month, which are
conducted in an organized, friendly
and almost-businesslike manner.
Discussion is encouraged and the
meetings usually last about an hour.

Anyone interested in joining the
Road Knights is encouraged to
come down and see the clubhouse
'and talk to members about the club.
An attel'dant is on duty during the
day to show people around, and
some cliib members are nearly
always there during the evening

The Road Knights and the Valent
Recreation Center are co-spon-
soring a motorcycle show on Sep-
tember 26 and 27 as part of a
continuing effort to promote in-
terest in motorcycles and motor-
cycling among bike enthusiasts.

People will have the opportunity
to see a wide variety of motorcycles
provided by representatives of area
bike shops. In addition, motorcycle
owners can compete for trophies by
entering their bikes in various
categories which will be judged by
the public. These categories are, best
bike in show, best custom bike, best
tour bike, best dirt bike, best stock
bike (over 650 cc.) and best stock
bike (under 650 cc.).

This two-day motorcycle extra-
vaganza will be held from 12 noon to
5 p.m. each day in the Valent
Recreation Center ballroom, and
motorcycles may be registered for
the competition between 9 a.m. and
noon.

Dr. Harold C. Brown has been
appointed Dean of the Panama
Canal College, replacing Dr. Glen E.
Murphy, who has retired following
his tenure of 13 years as Dean.
Dr. Brown has had considerable
administrative experience in the
Department of Defense School
system. His previous position was
chief of the Education Division,
DODDS, North Germany, where he

tion and expressed the hope that the

Dean Harold C. Brown
had administrative responsibility for
education programs and curriculum
matters in 77 schools with an
enrollment of 44,000 students. He
previously was superintendent of
DODDS in the Philippines and in
Japan. He has also held a number of
administrative and teaching posts in
DODDS schools In Japan and
Korea and has taught in schools in
Guam and in Oregon.
Dr. Brown has a B.S. degree in
Education from Southern Oregon
College, a Master of Education


Male students attending Curundu
Junior High School must furnish
their own wearing apparel for
physical education. This apparel
must be athletic attire such as that
commonly sold commercially. This
policy complies with that of the
Department of Defense Schools
world wide.
For the current 1981-82 school
year only, however, each female
student will receive, at no cost, two
physical education uniforms. These
are the officially acceptable uni-
forms for the current school year for
girls.
Tennis shoes, white socks and
towels are to be furnished by all
students, who will also be respon-
sible for laundering their gym
clothes and towels in accordance
with physical education health pol-
icy.
Uniforms will be marked for


identification during the.first week
of school.
Students will be provided -with
lockers in the locker room for
storage of their uniforms and
valuables. They must furnish their
own combination locks which should
be purchased before the opening of
school.
Curundu Jr. High School will
assume no responsibility for loss,
theft or pilferage of student equip-
ment.
Regulations concerning such topics
as clean uniforms, identification of
uniforms, showering, care of towels,
care of lockers and consequences of
non-compliance with the regula-
tions will be posted on locker room
bulletin boards by the Physical
Education Department. Teachers
will review the regulations with
students during the opening days of
school.

trabajo en la Comisi6n es el
consejero de Igualdad de Oportu-
nidades de Empleo (EEO).
Cualquier empleado o solicitante
de empleo que sienta que ha sido
objeto de discriminaci6n por raza,
color, religion, sexo, origen nacio-
nal, impedimento fisico o mental o
por edad es eligible para recibir
consejeria. Este servicio constitute
la primera etapa del sistema de
quejas por discriminaci6n, y el
empleado o el solicitante de empleo
debe comunicarse con un consejero
de igualdad de oportunidades de
empleo en el plazo de treinta dias
transcurrida la alegada acci6n dis-
criminatoria.
El prop6sito de esta primera fase
de consejeria es intentar resolver
informalmente el problema relative
a la discriminaci6n a trav6s de
entrevistas e interrogatorios en el
menor tiempo possible, generalmente
dentro de 21 dias calendarios o
.menos. Se ha calculado que cada
queja de discriminaci6n resuelta por
un consejero en la etapa informal
represent un ahorro aproximado
de $50,000, que es el costo promedio
del gobierno por llevar adelante
todo el process que involucra una
queja por discriminaci6n.

cayd durante el mes de abril de este aio-mds de 12 pulgadas de lluvia
sobre el promedio de precipitacidn para ese mes durante los tltimos 20
anios. Los prondsticos del Ramo de Meteorologia e Hidrologia eran que
un abril Iluvioso comi�nmente significa un mayo lluvioso. Y si fue
Iluvioso. En realidad, fue aproximadamente un 22 por' ciento mds
lluvioso que lo normal.
Esa tendencia Iluviosa parece que continuard. Los meses de junior y
julio de 1981 tambien mostraron una precipitacidn algo mds alta que lo
normal, elevando el total de los registros de precipitacidn acumulada en
la cuenca a 70.17 pulgadas, notable en comparacidn con el promedio
registrado de 43.14 pulgadas en 20 anfos. En total, un 63 por ciento mds de
lluvia ha caido este afio de lo que se espera normalmente.

estadisticas de precipitaci6n regis-
tradas durante los (iltimos cien afios
indican que el area de Balboa tiene
un promedio de 69 pulgadas de
lluvia anuales, mientras que en
Crist6bal el promedio annual se
acerca a mas de 130 pulgadas.
Los mismos registros de la
precipitaci6n revelan algunos otros
hechos impresionantes. Jamds en la
historic registrada de la precipita-
ci6n en et sector Pacifico de Panama


palearon en solo 91.6 pulgadas de
Iluvia.
En la ribera AtlAntica de Panama,
el pueblo de Portobelo retiene la
marca por la mds alta precipitaci6n
annual. En 1909, una sorprendente
precipitaci6n de 237 pulgadas cay6
alli, y la mas baja cantidad regis-
trada es de 118 pulgadas. Portobelo
registra un promedio annual de 158
pulgadas de Iluvia.
LPor qu6 Ilueve tanto en el sector
Atlantico? El viento de la estaci6n
lluviosa es en gran parte la causa.
Aunque los vientos en general
soplan desde el este, en Panama
vienen del norte-la costa norte de
Sur Am6rica, que reduce la velo-
cidad del viento, luego lo desvia en
direcci6n a Panama como si fuera
un cafi6n. Y como los vientos de la
estaci6n Iluviosa que soplan sobre el
oceano estin cargados de humedad
y son calientes,dice el hidr6logo Joe
Corelli, cuando chocan con la costa
norte de Panama, en. el sector
Atlintico, convergen y se elevan,


refrescando la temperature del aire.
Al refrescarse este aire caliente,
ocurre la condensaci6n-y por ende
Ilueve. Y Ilueve, y Ilueve y Ilueve.
Los vientos si se mueven, no
obstante, Ilevando las nubes de
condensaci6n a trav6s del Istmo,
pero menos y menos humedad va
quedando, por lo cual la cantidad de
lluvia que cae va disminuyendo
proporcionalmente entire mas dis-
tante Ileva el viento las nubes hacia
el sector Pacifico.
Durante los meses de la estaci6n
seca de enero a abril, el fen6meno
del viento es casi igual. Por
supuesto, much menos lluvia cae
por todo Panama debido a.que las
condiciones .meteorol6gicas que
prevalecen durante estos meses
reduce la cantidad de humedad que
hay en el aire-pero aun en esa
6poca la lluvia cae sobre todo, en
proporci6n de dos a uno, en el sector
Atlintico.

son la causa de la precipitaci6n
excesiva en el sector AtlAntico
tambi6n son la causa de la oxidaci6n
de los tejados de cinc, acondi-
cionadores de aire y autom6viles a
una velocidad algo mis rapida en el
sector Atlantico. No solo es el viento
del oc6ano la causa de la lluvia;
tambi6n se halla, naturalmente,
cargado de sal-junto con cloruro
de sodio hay sales de. potasio, de
magnesio y sulfatos, dice el Dr.
Freddy Chen del Centro de Pruebas
Tropicales del Ej6rcito de los
Estados Unidos.
Usando un m6todo que es esen-
cialmente un pedazo de gaza h6i-
meda colocada dentro de una
botella que mide las cantidades

Dotaciones en Sugestiones y Ob-

Aumentan tarifas electricas Oct. 1


Las tarifas de electricidad para los
residents en las Areas de viviendas
de la Comisi6n y organizaciones no
lucrativas en el Area del Canal
aumentarAn en 19.4 por ciento
efectivo con la lectura de los
medidores en octubre.
El aumento es necesario para
poner las tarifas de la Comisi6n mis
en consonancia con las de los


programs de energia el6ctrica re-
sidencial de la Autoridad del Valle
de Tennessee sobre las cuales la

Juana Joly dijo que como
consejera de Igualdad de Opor-


tunidades ella tramita, como
promedio, una o dos quejas al
mes. A veces, afiadi6, especial-
mente durante los periods de
reducci6n de personal, hay mu-
chos mAs casos, y en otras
ocasiones no hay ninguno en
absolute.
Ser consejera de Igualdad de
Oportunidades ha sido una ex-
periencia fructifera para Joly, y
particularmente interesante han
sido los pormenores que ha
aprendido sobre normas y pro-
cedimientos. En tal funci6n,
trabaja estre.chamente con la
administraci6n y los obreros,
hablando con cada uno sobre los
distintos aspects de las quejas de
Igualdad de Oportunidades.
"Con frecuencia", explic6, "lo
que las personas mas necesitan es
sencillamente hablar con alguien
y que las escuchen".
El trabajo de consejera de
Igualdad de Oportunidades no
ha sido lo nico estimulante para
Juana Joly; tambien ha recibido
reconmcimiento administrative
por la excelencia de su trabajo.
En 1975, recibi6 un Premio por
Desempefio Sobresaliente y fue
distinguida de nuevo en 1979 con
un Premio por Servicio Especial,
por sus logros en las actividades
de Igualdad de Oportunidades.

El Centro Juvenil Red Barn en

de Patinaje del sector Atlantico.

Campeones en seguridad de motocicletas

Si bien es cierto que viajar en
motocicleta combine la economic de
combustible con la necesidad de
transport rapido y confiable, mu-
chos motociclistas del Istmo mane-
'jan estos vehiculos por otras razo-
nes. Para los miembros del Club
"Road Knights Motorcycle Club"
de PanamA, con sede en las afueras
de la estaci6n de la Fuerza Aerea en
Albrook, esas razones van desde el
tener mas control sobre el trafico
cuando se maneja una moto hasta
profesar aversi6n por los autom6-
viles.
Bob Rosenberg, miembro fun-
dador y Vicepresidente de los "Road
Knights", afirma que maneja su
motocicleta debido a "la super
estimulante" sensaci6n de andar en
su Honda 1000. Otro antiguo
miembro del Club, Forest "Wally"
Waller, dice que maneja moto para
"hacer del viaje una aventura", y
compare a los motociclistas con
aquellas personas que "cabalgan a
caballo o que saltan en paracaidas
de los aviones".
Una gran cantidad de motoci-
clistas locales son miembros del
club, una organizaci6n que pro-
mueve la seguridad y la precauci6n
sobre todo cuando se maneja una
moto. "Manejando en forma segura
y dentro de los limits estipulados de
velocidad", sefiala Waller, "los
Road Knights promueven una ima-
gen positive de los motociclistas y de
la motocicleta en general".
El club fue organizado en 1964, en
gran parte gracias a los esfuerzos del
Mayor General G. Salisbury, ex
comandante de la Fuerza Aerea del
Comando Sur de los EE.UU. En esa
6poca habia una alta tasa de
accidents entire el personal military
en los que estaban involucradas
motocicletas, y el General consider
que era necesario hacer 6nfasis en la
seguridad en el manejo de motoci-
cletas. Salisbury hizo los arreglos
para que la estaci6n de gasoline de
Albrook fuera la sede de reuniones y
de trabajo del club.
Desde que se fund. la membresia
del club ha aumentado a cerca de
170, incluyendo a personas de
profesiones tan variadas como en-
tom6logo, mecAnico de helic6ptero,
programador de computadoras y
funcionario del departamento de
Investigaci6n Criminal, para no
mencionar a nurnerosos estudiantes.
Todos los aspirantes a miembros
del Club deben Ilenar un formulario
de ingreso, pagar una cuota de
admisi6n y comprometerse a cum-
plir las normas y reglamentos de la
constituci6n y los estatutos que
rigen al club, antes de ser aceptados.
Todo nuevo miembro debe pasar un
Curso de Seguridad que hace 6nfasis
en la forma de frenar. acelerar y
maniobrar una motocicleta. Final-
mente, todo miembro potential
debe someterse a un period de
prueba de 90 dias despues del cual su
admisi6n dependera de lo que
disponga en votaci6n la mayoria de
los miembros activos.
Richard Lovegren, funcionario de
adiestramiento del club, es miembro
certificado de la Fundaci6n de
Seguridad en el manejo de Moto-
cicletas de los EE.UU. y esta
calificado para ensefiar todos los
aspects de la seguridad en el
manejo de motocicletas. Lovegren,


quien dicta un curso para princi-
piantes asi como otro curso para
mejorar la capacidad de los moto-
ciclistas experimentados, subraya
que todas las facetas puntualizan en
los aspects de seguridad. El hedho

dad de acuerdo a las condiciones
de la carretera.
* Recuerde que los conductores
de otros vehiculos mAs grandes
no pueden verlo igual que usted
puede verlos a ellos. Nunca
conduzca al lado izquierdo, o
"lugar ciego", de un carro o
cami6n.
* Mantenga encendidas las luces
delanteras cuando conduce la
moto, ya sea de dia o de noche,
tal como lo exige la ley.

que se destina a la publicaci6n de un
boletin mensual y a financial varias
actividades, entire estas excursions
en las que participan los socios.
Parte del product de las cuotas se
destina a aspects tales como
mejorar la sede del club y adquirir
nuevos equipos. El custodio alterno
del club, Art Hoffman, estA actual-
mente ampliando y renovando la
sala de television del club em-
pleando fondos captados por la
tesoreria de la organizaci6n.
La casa club tiene un Area para
reparaci6n de motocicletas en la
cual hay un compresor y un gato
hidrAulico. En virtud de que la
mayoria de los "Road Knights"
tienen excelentes conocimientos so-
bre las motocicletas y sus maquinas,
generalmente hay alguien disponible
para ofrecer ayuda en caso de
problems mecanicos.

Aunque no se trata de un club
expresamente familiar, la organi-
zaci6n cuenta con various equipos de
padre e hijo y de esposos. La
Secretaria del club Vicki Olsen
realize gran parte de las tareas del
club, incluyendo la coordinaci6n de
las sesiones y preparar las agendas,
mientras que su esposo Randy actfia
como president. Ademas muchos
miembros Ilevan a sus c6nyuges e
hijos, o a sus amigos a las
excursions.

nizan expediciones a los carnavales
de Las Tablas y a San Jos6 de Costa
Rica, pero generalmente los paseos

club regresaron de un viaje a
Boquete en donde fueron recibidos
por el Club de Motociclismo de
David, y se les brind6 una escolta

para que recorrieran la ciudad. La
excursion incluy6 una fiesta con
lech6n asado y visits a la plant
hidroel6ctrica de Fortuna y a
Citricos de Chiriqui, la empresa
procesadora de citricos en esa
provincia.
Como la mayoria de las organi-
zaciones, los "Road Knights" han
elegido directives para presidir sus
reuniones y dirigir sus actividades.
El club celebra los segundos jueves
de cada mes reuniones generals que
son dirigidas en forma organizada,
amical y casi como si se tratara de un
negocio. Se alienta el intercambio de
ideas y las sesiones generalmente
duran aproximadamente una hora.
Cualquier persona interesada en
unirse al club estA invitada a hacerlo
y a visitar la casa club y a conversar
sobre la organizaci6n con sus
miembros. Una persona esta siem-
pre disponible durante el dia dis-
puesta a mostrar a los visitantes las
instalaciones, y durante las noches

nando un espectAculo de motoci-
clismo los dias 26 y 27 de septiembre
como parte de su permanent
esfuerzo por fomentar el interns en
las motocicletas y el motociclismo
entire los aficionados del Area.
Los asistentes tendrAn la oportu-
nidad de observer una gran variedad
de motocicletas que seran exhibidas
por representantes de almacenes de
motos. Ademas, los motociclistas
podrAn competir por trofeos inscri-
bi6ndose en las varias categories, las
cuales seran juzgadas por el p6blico.
Estas categories son: la mejor moto
en exhibici6n, la mejor moto
fabricada con especificaciones, la
mejor moto de paseo, la mejor moto
para pista de tierra, la mejor moto de
carreras de mas de 650 cc. y la mejor
moto de carreras de menos de 650 cc.
El espectAculo de motociclismo de
dos dias de duraci6n se efectuara de
12 m. a 5 p.m. en el sal6n de bailes
del Centro Recreativo Valent, y las
motocicletas pueden ser inscritas
para la competencia entire 9 a.m. yel
mediodia.

El Ramo de Desarrollo de Em-
pleados y Administraci6n de la
Comisi6n estA ofreciendo various
cursos en septiembre. Los cursos
programados para el sector Pacifico
se dictarAn en el Edificio 0600, Calle
Corozo, en Balboa Heights, en tanto
que los del sector AtlAntico se
ofreceran en el Edificio 1105 de
Crist6bal.
El curso "Liderazgo en Confe-
rencia" se dictarA de 8 a.m. a 12 m.
del 8 al 10de septiembre y de 8 a.m. a
4 p.m. el 11 de septiembre en el
sector Pacifico. Son elegibles para
asistir los supervisors y adminis-
tradores entire los grades NM-9 a
NM-15 o su equivalent y todos los
demas empleados con responsabi-
lidad de dirigir conferencias. El
plazo para postulaciones vence el 24
de agosto.
Un cursor titulado "Las Mujeres
en la Administraci6n" esta pro-
gramado de 8:30 a.m. a 4:30 p.m. del
8 al 11 de septiembre en el sector
Pacifico. EL-curso procura identi-
ficar los principles obstAculos
sicol6gicos y sociales que enfrenta la
mujer en su trabajo. Otros aspects
incluyen la soluci6n de conflicts,
conciencia personal, comunicaci6n
efectiva, elements para una admi-
nistraci6n exitosa, caracteristicas
del liderazgo y desarrollo de la
confianza en si mismo. Este curso
estA disefiado para cualquiera, sea
hombre o mujer, que aspire a
puestos ejecutivos, administrativos,
profesionales o t6cnicos. El plazo
para las postulaciones vence el 24 de
agosto.
"Toma de Decisiones Adminis-
trativas" es el titulo de un curso que
se dictari de 8:30 a.m.a 4:30 p.m. del
14 al 18 de septiembre en el sector
Pacifico. Los temas incluyen los
models de la toma de decisions
sistemAticas y circunstanciales, pro-
cesos para la toma de decisions en
grupo, process para la soluci6n de
problems y tecnicas para mejorar
las formas de tomar decisions y
para desarrollar o ampliar las


alternatives. Los administradores o,
dependiendo de la disponibilidad de
cupos, supervisors y administra-
dores potenciales son elegibles para
asistir. El plazo vence el 31 de
agosto.

Todos los supervisors o, de haber
cupos disponibles, los supervisors
potenciales, son elegibles para to-
mar el curso "Introducci6n a la
Supervisi6n" que se estarA ofre-
eiendo de 8:30 a.m. a 12 m. entire el
14 y el 25 de septiembre en el sector
AtlAntico. El fin de este curso es
ayudar a los candidates a puestos de
supervision o a nuevos supervisors
a realizar la transici6n a rangos
administrativos, presentarles las tic-
nicas e instruments bAsicos de
supervision y ensefiarles t6cnicas


aceptadas de supervision asi como
proporcionarles un repaso y actua-
lizar los conocimientos de los
supervisors con experiencia. La
fecha tope para las postulaciones es
el 31 de agosto.

Mario Acedo, empleado del Ra-
mo de Acueducto y Laboratorios de
la Division de Mantenimiento, es

la Comisi6n. Acedo se ofreci6 de
voluntario, segin dijo, porque le
agrada trabajar con la gente y
ayudar a aquellos que tienen pro-
blemas.
Acedo oonsidera que la gente que

no lo ha buscado sencillamente para
quejarse, sino porque siente nece-
sidad de que se le escuche y de
