Program ensures safe and

healthful work environment


The Panama Canal Commission
Occupational Safety and Health
Program has recently been
strengthened by incorporating the
provisions of Executive Order 12196
and the basic program elements
which implement that Executive
Order. The objective of the agency's
program is to ensure that all
employees are provided a safe and
healthful work environment. The
Director of the Office of Health and
Safety, to be referred to throughout
this article as "the Director," man-
ages and administers the agency's
program.
The Commission's Occupational
Safety and Health Program makes
bureau directors and heads of
independent units responsible for
ensuring that employees are pro-
vided places and conditions of
employment that are free from
hazards or potential hazards that
could cause serious injuries or even
death.
Bureau directors and heads of
independent units are required to
assure that periodic inspections of
Commission workplaces are per-
formed and that the inspections are
conducted by personnel who possess
the competence and equipment to
recognize hazards. Employee repre-
sentatihes have ithe opportunity to
accompany inspectors and to ob-
serve these inspections.
Employees are free to file a report
on an unsafe or unhealthy working
condition without restraint, inter-
ference, coercion, discrimination or
reprisal. An employee who feels that
he or she has been subjected to any
of these prohibited activities may file
a complaint in writing, stating the
facts, and address it to the Director,
who will conduct an inquiry into the
charge and make recommendations
to the bureau directors or the head
of the independent unit concerned.

Recent SPILL WA Y articles have
addressed Panama's Social Security
rate increases, benefits, coverage for
on-the-job injuries, and hospital
care. The following article explains
how to enroll a domestic employee
in Panama's Social Security system.
It is mandatory for an employer to
enroll any domestic employee who
works for him or her more than four


hours a day in addition to more than
four days a week.
To enroll an employee in the
Social Security system, the em-
ployer must first apply for an
employer's number ("nimero pa-
tronal") by completing an appli-
cation form at the "Planilla Pre-
elaborada" office located in the
building next to the McDonalds
restaurant in the Plaza 5 de Mayo
(Fifth of May Plaza). The office is
open from 8 a.m. to 4 p.m.
weekdays.
The employer will be issued an
identification card with a permanent
"nuimero patronal" which will be
required for all future transactions
with Social Security.
The employee must apply for a
Social Security number ("nimero de
asegurado") at the Social Security
Office in the Bolivar Building on the

The proportions of the employee
salary which must be paid to Social
Security by the employer and the
employee are computed monthly by
Social Security. A statement of these
amounts is prepared for the em-
ployer when he or she goes to make a
payment. The quotas, effective as of
July 1. 1981; are based on the
employee's monthly salary as fol-

Summer
nursery school
Atlantic-side working parents
should be aware of the summer pre-
school and nursery program avail-
able at the Cristobal YMCA. In
addition to being supervised, the
children receive bilingual training in
reading and conversing. A monthly

Prepared childbirth
The Balboa YMCA is offering a
new six-week course in prepared
childbirth. The classes will meet
from 7 to 9 p.m. on Thursdays,
beginning August 13 at the Y. The
course, taught by Cristina Carles, is
recognized by Gorgas Hospital and
provides a wealth of information to
expectant parents. Registration is

Swimming classic
The first Freestyle Swimming
Classic, sponsored by the Recrea-

Swimming Pool. All dependents, 18
years and under, of Commission
employees, DOD civilians living in
the Panama Canal Area and U.S.
active military personnel are eligible
to participate, along with all stu-
dents attending DOD dependent
schools. Standard A.A.U. rules will
govern this meet in regards to starts,
strokes, turns and finishes. Entry

Parenting group
The Community Health Nursing
Section at Gorgas Hospital is
offering a parenting group for
parents of newborn infants. Parents
of premature infants, first babies
and other "high risk" babies are
especially encouraged to participate
in the group. The group will consist
of two initial sessions which will
start one to two weeks after birth
and which will be followed by
quarterly sessions until the infants
are one year old.

The parenting group will consist
of informal discussions led by the
Community Health Nurse and will
cover topics suth as child care,
growth, development and minor
health problems. There will also be
information on furnishings and toys
that will provide stimulation appro-
priate for the infant's age.

The group is open to all new
parents, either alone or together.
who are eligible for health care at
U.S. military treatment facilities.
The sessions will be held in the
Pediatric Conference Room, Sec-
tion 0, Gorgas Army Hospital, and
all parents are encouraged to bring
their babies for the newborn session.
Consideration is being given to
starting a parenting group for the
Atlantic side community.

Vacationing students give


Commission a helping hand

For many students, summer vaca-
tion provides a welcome respite
from the daily rigors of school, as
well as an opportunity to relax while'
visiting with family and friends.
There are, however, a number of
students, approximately 550, who
apply for summer hire in the
student-assistant program of the
Panama Canal Commission. These
applicants compete for 250 jobs
which range from clerical-adminis-
trative to technical and manual
positions.
The Office of Personnel Ad-
ministration separates the appli-
cations according to the applicant's
job preference and distributes them
among the various divisions re-
questing student assistants. The
student's educational background,
previous work experience and grade
point average are factors used
in making selections.
Since the majority of the summer
jobs fall into the clerical-administra-
tive category, students cannot al-
ways be placed in jobs which
coincide with their personal pre-
ferences.
The main purpose of the student-
assistant program is to provide
practical work experience to stu-
dents, for many of whom this is their
first job. In addition to practical
skills, students learn responsibility
from completing assigned work and
keeping a regular, full-time work
schedule.
Some students are disappointed
not to find work in their chosen
career fields, but for others this is an
interesting challenge. Pat Shea, a
sophomore liberal arts major at
Florida State University's extension
branch in Panama, is performing a
job quite unrelated to his school
studies. Working at the Miraflores
Filtration Plant, Shea assists the
chemists and microbiologists in
performing daily tests of drinking
water samples. Although a liberal
arts major, Shea applied for a
technical job and claims that "it has
been a really good opportunity for
hands-on experience."
Beverly Allen is another student
doing a job quite different from her
scholastic background. For Allen, a
college senior majoring in physical

,therapy at Kansas University, this is
her third year in the student-
assistant program, and she works in
the Admeasurer's Office on the
Atlantic side.
As a research clerk, she searches
out information such as the history
of ships transiting the Canal and
records ships' gross and net tonnage.
In addition, she receives informa-
tion on ships' estimated time of
arrival so that admeasurers and
boarding officers can be scheduled
accordingly.


Kung Fu for four years, Hoard
teaches the basic techniques to
develop coordination, agility and
flexibility, along with mental exer-
cises to calm the mind.
Some students are fortunate to get
summer jobs directly related to their
educational interests. Danny Hope,
18, works aboard the tugboat

two-year stint at the Louisiana
Marine and Petroleum Technical
Institute, where he will receive
extensive training in tugboat opera-

Another beneficiary of the sum-
mer hire program is Maureen Egger,
who performs many important

functions for the Recreation Serv-
ices Division in directing activities at
the Balboa Gym. Whether it's
teaching gymnastics classes, refeer-
ing volleyball games or coordinating
various gym activities, Egger is
gaining valuable experience for her
future. She Will complete a two-year
degree at the Panama Canal College
next year, then go on for a degree in
education. She hopes someday to
work as a recreational specialist.
The summer student-assistant
program also enables various Com-
mission divisions to "catch up" on
jobs involving heavy paperwork
loads and other jobs that require a
great deal of time but relatively little
professional training.

Administrative officers inter-
viewed regarding their student assis-
tants agreed unanimously that all of
the students perform their jobs well,
while some are exceptional.
In just a few weeks the student
assistants will be leaving their jobs to
return to school. Most will also be
leaving the Isthmus, taking with
them not only newly acquired skills
and experience, but also memories
of Panama and of times spent with
family and friends-not to mention
money to help with school expenses
during the coming year. Every
student interviewed expressed good
feelings towards the summer pro-
gram and the hope that it will
continue.

A new one year certificate pro-
gram in Women's Studies is now
open for enrollment at the Panama
Canal College.
Women's Studies is designed
especially for persons who have
thought about resuming their educa-
tions but were afraid they might not
fit into a college environment, or
who were afraid they may have
forgotten how to study.
The pilot course for this program,
The Women's Movement in the 20th
Century I, was offered in the late
spring of 1981 to determine com-
munity interest. It was found that
community response, particularly
by dependent wives and also among
adults generally, was both positive
and enthusiastic.
The program comprises 12 elec-
tive credits relating specifically to
women's interests and needs. An
additional 20 credit hours in basic
college courses which can count
towards a degree in college work are
taken to complete the program.

ing days. All other reports are to be
investigated within 20 working days.
All reports are confidential.
Bureau directors and heads of
independent units also have the

elimination of any unsafe or un-
healthy working condition. When-
ever such a condition cannot be
eliminated within 30 days, a written
abatement plan will be developed
and presented to the Director, giving
the timetable for elimination of the
hazard to include a summary of the
interim steps to be taken to protect
employees. Employees exposed to
the hazardous conditions should be
informed of the provisions of the
abatement plan. Assistance in the
development of plans to eliminate
unsafe or unhealthy working condi-
tions is available from the Chief,
Safety Division, Office of Health
and Safety.

El Program de Seguridad y independiente respective. El Secre-

Oficina de Salud y Seguridad, a
quien nos referiremos en este
articulo como "el Director", es
responsible de la administraci6n y
ejecuci6n del program en la agen-
cia.
El Program de Seguridad y
Salud Ocupacional de la Comisi6n
responsabiliza a-los directors yjefes
de unidades independientes de ase-
gurar que los empleados cuenten
con Areas y condiciones de empleo
libres de peligros o riesgos poten-
ciales que puedan causar series
lesiones o a6n la muerte.
Los directors y jefes de unidades
independientes deben asegurarse de
que se realicen inspecciones peri6-
dicas en los centros de trabajo de la
Comisi6n y que estas las hagan
empleados que.tengan la capacidad
y el equipo para detectar tales
peligros. Representantes de los
empleados tienen el derecho de
acompafiar a los inspectors en la
ejecuci6n de dichas inspecciones.
Los empleados pueden informar
sobre condiciones peligrosas o ries-
gosas para la salud sin restricciones,
interferencia, coacci6n, discrimina-
ci6n o represalia. El empleado que

Seguro Social para empleados domesticos


Recientes articulos publicados en
el SPILL WA Y han tratado los aumen-
tos de cuota, beneficios, cohertura
por lesidn sufrida en el trahajo y
atencidn mndica en el hospital de la
Caja del Seguro Social de Panamd.
El siguiente articulo explica cdmo
inscribir a un empleado domestico
en el sistema de la Caja del Seguro
Social de Panamd.


Un patrono tiene la obligaci6n de
inscribir a cualquier empleado do-
m6stico que trabaje mis de cuatro
horas al dia por mas de cuatro dias a
la semana para un solo patrono.
Para inscribir a un empleado en el
sistema del Seguro Social, el patro-
no debe requerir primero un nimero
patronal Ilenando un formulario de
solicitud en la Oficina de Planilla
Preelaborada ubicada en el edificio
contiguo al restaurant McDonald's
en la Plaza 5 de Mayo. La oficina
esta abierta de 8 a.m. a 4 p.m., de
lunes a viernes.
Al patrono se le expedira una
tarjeta de identificaci6n con un
nt6mero patronal permanent que
sera requerida para todas las futuras
transacciones con el Seguro Social.

Torneo de raquetbol
Un torneo de raquetbol tendra
lugar del 10 de agosto al 16 de
septiembre en la cancha de balon-
mano y raquetbol de Fuerte Clay-
ton, contigua al gimnasio Reeder. El
torneo de eliminaci6n simple, que es
patrocinado por el Ramo de Activi-
dades Fisicas de la Brigada 193 de
Infanteria, esta limitado a los 32

La Secci6n de Atenci6n de la
Salud de la Comunidad en el
Hospital Gorgas estA patrocinando
un grupo educativo sobre la aten-
ci6n del reci6n nacido para padres de
familiar. Se exhorta especialmente a
los padres de beb6s prematuros,
primerizos y otros beb6s de condi-
ci6n delicada a que participen en
esta actividad. El grupo consistirA de
dos sesiones que se iniciarin de una
a dos semanas despu6s del naci-
miento y seran seguidas por sesiones
trimestrales hasta que los infants
cumplan un aiio de edad.
El grupo para padres presentara
charlas informales ofrecidas por la
Enfermera de la Comunidad que
abarcaran temas tales como la
atenci6n del nifio, crecimiento,
desarrollo y problems menores de
salud. Tambi6n se proporcionara
informaci6n sobre el tipo de mobi-
liario y los juguetes que ofrecen
estimulos adecuados para la edad
del infante.

El grupo esta abierto a todos los
j6venes padres de familiar, ya sea
solos o en parejas, que sean elegibles
para recibir atenci6n de salud en las
instalaciones m6dicas militares de
los Estados Unidos. Las sesiones

Estudiantes de vacaciones



dan aporte a la Comisibn

Para numerosos estudiantes, las
vacaciones de verano brindan una
merecida pausa de los rigores diaries
de la escuela, asi como una oportu-
nidad para descansar mientras visi-
tan a sus familiares y amistades.
Existe, sin embargo, una cantidad
de estudiantes, aproximadamente
550, que solicitan trabajos de verano
en el program de ayudantes estu-
diantiles de la Comisi6n del Canal
de Panama. Estos solicitantes com-
piten para los 250 empleos que
varian desde posiciones de ofici-
nista-administrativo hasta puestos
t6cnicos y manuales.
La Oficina de Administraci6n de
Personal esta encargada de separar
las solicitudes de acuerdo con la
preferencia de empleo del solicitante
y distribuirlas entire las distintas
divisions que soliciten ayudantes
estudiantiles. La edad del estudian-
te, su historical acad6mico, experien-
cia previa de trabajo y el promedio
de calificaci6n son los factors que
determinarin quien sera seleccio-
nado.
Como la mayoria de los trabajos
de verano caen dentro de la
categoria de oficinista-administra-
tivo, los estudiantes no siempre
pueden ser colocados en puestos que
satisfagan su preferencia personal.
El objetivo principal del pro-
grama de ayudantes estudiantiles es
el de proporcionar experiencia
practice en el trabajo a los estu-
diantes, para la mayoria de los
cuales este es su primer trabajo.
Ademis de las habilidades prActicas,
los estudiantes aprenden la respon-
sabilidad de cumplir el trabajo
asignado y observer un horario de
trabajo regular y.de tiempo com-
pleto.
Algui'os estudiantes estan desilu-
sionados de no encontrar trabajo en
areas de sus respectivas carreras,
pero para otros este es un reto
interesante. Pat Shea, estudiante
que cursa segundo afio en la
extension de la Universidad Estatal
de Florida en Panama, con especia-
lizaci6n en artes liberals, desem-
pefia un trabajo que no tiene
ninguna relaci6n con sus studios
escolares. Trabajando en la Planta
de Filtraci6n de Agua Potable en
Miraflores, Shea ayuda a los quimi-
cos y a los microbi6logos a efectuar
pruebas diarias de muestras del agua
potable. Aunque se especializa en
artes liberals, ,Shea solicit un
trabajo t&cnico y alega que "ha sido
verdaderamente una buena oportu-
nidad para adquirir experiencia
practice".
Beverly Allen es otra estudiante
que desempefia un trabajo muy
diferente a su historical acad6mico.
Para Allen, estudiante grad-uanda
que se especializa en terapia fisica en
la Universidad de Kansas, este es su
tercer afio en el program de


ayudantes estudiantiles, y trabaja en
la Oficina de Arqueo en el sector
Atlintico.
Como oficinista investigadora,
ella busca informaci6n tal como la
historic de los barcos que transitan
el Canal y registra el tonelaje bruto y
neto de los barcos. Ademis, recibe
informaci6n sobre la hora aproxi-
mada de la llegada de los barcos
para que los arqueadores y los
oficiales de abordaje puedan ser
programados de acuerdo con esta
informaci6n.
Comentando sobre su trabajo,
Allen dijo que disfruta el aprender
sobre el Canal, y la historic que


ejercicios mentales para relajar la
mente.
Algunos estudiantes son afor-
tunados en conseguir empleos di-
rectamente relacionados con sus
intereses educativos. Danny Hope,
de 18 afios de edad, trabaja a bordo
del remolcador Morrow en prepa-
raci6n para su turno de dos afios en
el Institute T6cnico Marine y
Petroleum, de Louisiana, donde
recibira adiestramiento extensive
sobre operaci6n de remolcadores.
Actualmente, el trabajo de Hope
incluye pasacables y ayudar en el
mantenimiento diario del remol-
cador, asi como en otras responsa-

John Hoard, quien cursa su
segundo aflo en la Universidad de la
ciudad de Santa BArbara, emplea su
conocimiento de Tai Chi Chuan en
su trabajo de verano como ayudante
recreativo en el gimnasio de Balboa.
Estudiante por cuatro afios de este
estilo simplificado del Kung Fu,
Hoard ensefia las t6cnicas basicas
para desarrollar coordinaci6n, agi-
lidad y flexibilidad, junto con


bilidades de los empleados regulars
de remolcador. Hope se enorgullece
de sus funciones y dice que el trabajo
de verano "me hace mirar mi future
con mas entusiasmo".
Otra beneficiaria del program de
estas vacaciones estudiantiles es
Maureen Egger, quien desempefia
muchas funciones importantes para
la Division de Servicios Recreativos
dirigiendo actividades en el gim-
nasio de Balboa. Ya sea dictando
classes de gimnasia, como arbitro de

los partidos de volibol o coordi-
nando distintas actividades en el
gimnasio, Maureen esta adquirien-
do valiosa experiencia para su
future. El otro afo, al concluir dos
arios de studios en la Universidad
del Canal de Panama, obtendrd un
titulo, y entonces seguira estudiando
para obtener una licenciatura en
educaci6n. Ella espera algfin dia
trabajar como especialista en acti-
vidades recreativas.

El program de ayudantes estu-
diantiles tambien permit a distintas
divisions de la Comisi6n para que
"se pongan al dia" en los trabajos
que comprenden gran volume de
papeleo y otros trabajos que requie-
ran much tiempo pero relativa-
mente poco adiestramiento profe-
sional.

que se entrevistaron con respect a
sus ayudantes estudiantiles acor-
daron unanimemente que todos los
estudiantes desempefian bien sus
trabajos, y, mas ain, que' algunos
son excepcionales.
En solo unas pocas semanas, los
ayudantes estudiantiles abandona-
rAn sus empleos para regresar a la
escuela. La mayoria tambien partird
del Istmo, Ilevando consigo no solo
sus reci6n adquiridas habilidades y
experiencias, sino tambien recuer-
dos de Panama y el tiempo que
pasaron con sus familiares y amis-
tades-por no mencionar el dinero
para ayudar a sus gastos escolares
durante el pr6ximo afio. Cada
estudiante que se entrevist6, express
buena opinion del program de
ayudantes estudiantiles y la espe-
ranza de que continuard ofrecien-
dose.

Canal de Panama la matricula para
un nuevo program para obtener
certificado, de un afio de duraci6n,
en EstudiosFemeninos.
El, program de Estudios Feme-
ninos esta disefiado especialmente
para aquellas personas que han
pensado reanudar su educaci6n pero
que 'temian no poder adaptarse al
ambiente universitario, o temian
haber olvidado c6mo estudiar.
EL curso piloto para este pro-
grama, El Movimiento Femenino en
el Siglo XX I, fue ofrecido a finales
de la primavera de 1981 con el fin de
determinar los intereses de la
comunidad. Se descubri6 que la
acogida de la comunidad, parti-
cularmente entire las esposas depen-
dientes y generalmente tambien
entire los adults, fue positive y
entusiasta.
El program comprende 12 cr&-
ditos electivos que tienen relaci6n

Cuando el riesgo no pueda ser
eliminado en el plazo de 30 dias, se
disefiarA un plan de mitigaci6n del
riesgo y se presentarA al Director,
indicando un program para su
eliminaci6n que incluya las medidas
temporales que deban-ser adoptadas
para proteger a los emipleados. Los
empleados expuestos a condiciones
peligrosas deberAn ser informados
sobre el plan en cuesti6n. Para el
disefio de estos planes el Jefe de la
Division de Seguridad, Oficina de
Salud y Seguridad, proporcionarA
asistencia a fin de eliminar las
condiciones de inseguridad y los
peligros para la salud.

Los estandares de salud y seguri-
dad que difieran de los requeridos
por la Ley de Seguridad y Salud
Ocupacional (OSHA) s61o podrAn
ser adoptados previa aprobaci6n de
tal excepci6n, la cual debera solici-


tarse a trav6s de la Oficina de Salud
y Seguridad a la Secretaria de
Trabajo. En consult con los
directors y jefes de las unidades,
independientes, el Director prepa-
rard, coordinara y ayudard en la
formulaci6n de un program de
adiestramiento en salud y seguridad
para supervisors, empleados res-
ponsables de dirigir inspecciones de
seguridad, miembros de los comitds
de seguridad y salud ocupacional, y
otros empleados que lo requieran.
Podran establecerse y funcionar a
discreci6n del director comit6s de
seguridad de la direcci6n y en los
niveles subordinados, y los que haya
en la actualidad podrAn continuar
funcionando de acuerdo a su forma
habitual.
La participaci6n de los empleados
en las actividades de este program
sera autorizada como en asuntos
oficiales.
La capacidad de los empleados
que integran la fuerza laboral de la
Comisi6n para ejecutar sus fun-
ciones y responsabilidades indivi-
duales al nivel de una 6ptima
eficiencia es vital para la misi6n de la
organizaci6n. A fin de que esta tenga
6xito, las lesiones y enfermedades
personales product de situaciones
al margen del trabajo deberan
reducirse al minimo y, de ser possible,
eliminarse. Si bien la ejecuci6n del
program de seguridad y salud de la
agencia es funci6n de la adminis-
traci6n, es responsabilidad de los
empleados observer prActicas de
seguridad en el trabajo.

oficinas del Seguro Social en el
edificio contiguo al McDonald's de
la Plaza 5 de Mayo. Los pagos se
deben hacer durante los 15 primeros
dias del mes despues del mes en el
cual las cuotas del empleado fueron
deducidas de su salario.
El patrono debe presentar la
tarjeta con el nfimero patronal en la
ventanilla de la oficina de Planilla
Preclaborada, lugar en el cual se le

otro cambio que alecte el pago del

de Relaciones Obrero-Patronales en
la Pla/a 5 de Mayo. Alli se Ic
