community on White Cane Day, the
Balboa Lions provide free eye
examinations, free eyeglasses and
free eye operations to the needy, and
braille equipment,scholarships and
other aids to the blinhtE

Another contribution of the Bal-
boa Lions' sight-conservation pro-
gram was the presentation several
years ago of eye-testing equipment
to the former Canal Zone schools
for testing the eyes of school-
children. In the past, proceeds from
White Cane Day also have provided
hobby and craft instructions to the
blind and a variety of equipment
such as canes, typewriters (both
braille and conventional) braille
watches, radios and tape recorders
to the School for the Blind in
Panama.

Although the Lions have a
number of community benefit pro-
grams, as the result of an appeal for
help made many years ago by Helen
Keller at a Lions convention in the
United States, their main focus is on
sight conservation and aid to the
sightless.

Contributors on White Cane Day
will be given little white metal canes
with red tips, the symbol of the
blind, to show that they are
participants in this worthy cause.

Commission solicits employee suggestions


As we are all aware of what the
present worldwide inflationary trend
is doing to our own personal
budgets, it comes as no surprise that
the Panama Canal Commission is
also having to tighten its belt.
Employee cooperation is solicited to
help overcome this financial squeeze.
One of the most effective means
for an individual to contribute
toward greater economy and effi-
ciency in the Canal organization is
through the employee Suggestion
Program. The use of employee
suggestions has always been an
excellent method for better utilizing
agency resources to improve effec-
tiveness and productivity.
The purpose of the Suggestion
Program is to find ways in which the
Canal organization may improve
the way in which it conducts its
business and to provide employees
with a means of communicating
their ideas so that they may be
implemented by management, in
order to save money, time and
materials, and to improve quality.
Cash awards ranging from $25 to
$35,000 may be made for sugges-

and Holy Saturday, April 17 and
April 18, and at full-staff on Easter

number of manhours saved, an
increase in productive time and a
reduction in cost of supplies, equip-
ment, material or space, then the
amount of the award is based on
first-year benefits, and is determined
according to the award scale con-
tained in the Commission's regula-
tions.

When benefits are not measur-
able, such as when a suggestion
results in giving a better quality of
service to the public or achieving
more effectively the mission of the
organization, the amount of a cash
award is determined by the impor-
tance of the program affected by the
suggestion and the impact of the
suggestion upon that program.
To be eligible for a cash award, an
employee's contribution must be
described in writing. Suggestion
blanks may be obtained by calling
the Incentive Awards office at 52-
7965.

ment license and a personal identifi-
cation card when making applica-
tions.


The fact that an idea is not new or
original does not necessarily mean
that it may not merit an award; the
test is whether it will improve
operations or reduce costs, if
adopted. A suggestion may be either
within or outside the employee's job
responsibilities, but, if within, it
must be sufficiently superior to
warrant special recognition.
Ideas are needed especially at this
time to achieve improvements and
to assist in reducing costs. Employ-
ees are invited to re-examine their
own work methods and procedures,
or those of any other phase of
Panama Canal operations, and to
take the time to submit their
suggestions for improvement.
During the remainder of Fiscal
Year 1981, special note will be taken
of outstanding suggestions made by
Commission employees. At quar-
terly intervals, special cash awards
will be given to the top three
employees in each bureau or inde-
pendent unit who, during the
preceding three months, have sub-
mitted the suggestions that saved the
most money and who submitted the
greatest number of money-saving
ideas. This recognition will be in
addition to the regular cash awards
that may be granted for the
suggestions made.
Managerial and supervisory per-
sonnel are urged to aciiselh encour-
age employees to submit ideas.

School advisory committees promote communication


The Department of Defense De-
pendent Schools system recently
inaugurated school advisory com-
mittees in each of its schools,
including those located in the Canal
area, to foster participation in
school affairs by members of the
school community.
The primary objective of the
committees is to provide avenues of
communication among school ad-
ministrative personnel, professional
staff and the parents connected with
the school.


Committees encourage increased
volunteer participation.

Each committee is responsible for
advising the school principal on all
matters affecting the operation of
the school. Committee matters
include school policies; instructional
programs; staffing, as it relates to
the instructional program; budget;
facilities; maintenance; administra-
tive procedures; pupil personnel
services; educational resources; pro-
gram evaluation; student standards
of conduct; school meal programs;
and other educationally related
matters.
All of the committees are in-
terested in maintaining or im-
proving the quality of education
offered at the schools. However,
their specific concerns and goals
differ.
The Margarita Elementary School
committee, for example, has acted
on a suggestion to have more field
trips by planning several to various
museums, to Fort San Lorenzo and
to other places of interest. The
committee has also decided to raise
money and school spirit by selling T-
shirts. In addition, the committee is
working on the formation of a


volunteer staff of parents who would
help out with miscellaneous jobs in
the classrooms in order to give
teachers more time for actual
teaching.
In identifying areas of major
concern, the Balboa Elementary
School committee has decided to
work on creating a program for the
gifted and talented. The committee
is also working on improving and
enlarging the music, physical educa-
tion and Spanish programs.
Committee members from thec
Cristobal Junior - Senior High
School are hoping to take advantage
of visiting dignitaries and local
"experts" who will be invited to
discuss their fields of interest at a
newly organized guest-speaker pro-
gram.
This committee is also working on
improving safety in the shop pro-
gram and is encouraging parent
involvement in extracurricular ac-
tivities. And the committee has
started a grounds - beautification
program which should show visible
results very soon.
The Balboa High School Ad-
visory Committee has organized
policy, budget and curriculum sub-
committees. Topics at its meetings
range from discussions of smoking
on campus to maintenance prob-
lems to improving physical educa-
tion facilities.
The committees are made up of
elected members who represent
parents and teachers in an equal
number according to the size of the
school. Thus, the Curundu Junior
High School Advisory Committee
has 10 voting members while the
committee of.the smaller Los Rios
Elementary School has only six.
Also serving on the committees in
a non-voting, ex-officio capacity are
the school principal, a union repre-
sentative, a representative of the
military and, in some cases, a
student representative.
Initially, the committees, which
have open meetings once a month,
met to write their own bylaws and to
create subcommittees, if needed.
More recently, committees have met
to discuss objectives for the year and
individual school concerns.
Dr. Charles L. Latimer Jr.,
deputy director of the Panama


Guest speakers will discuss their
areas of expertise.
Region of DODDS, is very en-
thusiastic about the school advisory
committees. "A typical school with
active parental participation is going
to be a better school," he said in a
recent interview.
He added that the advisory
committees are especially helpful as
a communications tool and that
through them both parents and
teachers get a better idea of what can
be accomplished and what the


existing limitations are.
Latimer explained that some
changes suggested by the com-
mi.ttees require more funds than are
available, and that to get these funds
certain procedures must be fol-
lowed.
First, the committee advises the
principal, the principal talks to the
regional director, who then sends
the request to the Department of
Defense director of dependent schools
in Washington. D.C. Ti.is director
makes up the budget for DOD
schools worldwide, and that.budget
then goes into the entire Department
of Defense budget amounting to
billions of dollars. This budget, after
passing through the. Office of
Management and Budget, must be
approved by the U.S. Congress.
Latimer said that by the time the
DOD budget gets to the Congress,
the original school request has often


been modified and sometimes even
discarded. He also said that budgets
are made up years in advance and
that currently the Panama region is
working on the budget for 1983 to
1987.


The primary objective is to provide
avenues of communication.
Latimer assured that budget
changes can be made, but that they
are generally for long-term plans
which sometimes require policy
changes in the entire DODDS
system.

There will be three divisions:
Division I for ages 7 to 9; Division II

Shoppers' special train to run again


The shoppers' special train will
run tomorrow for Atlantic-side
Commission and DOD personnel
and their dependents who wish to
shop in U.S. military PXs and
commissaries on the Pacific side.
Commission employees with pri-
vileges may obtain passes for the
train and the shuttle bus from the
Industrial Division Main Office in
Mount Hope, from the Atlantic


Area office in Gatun or from the
Housing Office in Cristobal.

Shoppers may catch the train in
either Mount Hope at 10:49 a.m. or
at the Gatun Station at 10:58 a.m.
The return train leaves Corozal at
5:59 p.m. Shuttle bus service will be
provided as in previous runs.
If not fully utilized, the trains will
be canceled.


PCC secretaries honored


The week of April 20 through 24 is
Secretarys' Week Celebration and a
special luncheon, sponsored by the
Federal Women's Program, Office
of Equal Opportunity, will be held at

Physicals required for scout camps


Youngsters planning to attend
Scout camp for seven days or longer
need a statement of health status.
For those participating in general
scouting activities, however, a phy-
sical examination is not required.
Appointments for a health ap-
praisal and physician statement can
be made by calling the Community
Health Section, Well Baby Clinic,
Building 519, Fort Clayton, at 87-
5510. Appointments are available
Monday, Tuesday and Thursday
from 3 to 4 p.m. and at no cost to
eligible persons.


Children who have already had an
athletic sports physical during the
school year do not need another
physical and should present Scout
forms to the school nurse so that the
appropriate documentation can be
made.

activity, since appointment time for

Postal rate increase now in effect


New postal.rates went into effect
at 12:01 a.m. Sunday, March 22, and
nondenominated "B" postage stamps
and related items of postal sta-
tionery are being issued to corres-
pond with the new rates.
The cost of mailing a First Class
letter went from 15 cents to 18 cents
(for the first ounce) and a postal card
from 10 cents to 12 cents, in the first
postal rate increase since May 1978.


A "B" embossed stamped en-
velope to be issued will sell for 22
cents, 18 cents postage and 4 cents
for the envelope.
The nondenominated stamps and
items are not yet available at APOs
in Panama. However, there is an
abundant supply of 15 cent stamps
which may be used in combination
with low-value stamps to meet the
new rate.

Canal en el Dia del Bast6n Blanco,
los Leones de Balboa ofreceran exa-
menes de la vista, anteojos y cirugia
gratuita a personas de;escasos recur-
sos y sufragara equip9 braille, becas
y otras ayudas para los ciegos.

Otra contribuci6n del program
para la conservaci6n de la vista que
auspician los Leones de Balboa fue
la donaci6n hace unos afios de
equipo para el examen de la vista a
las escuelas de la antigua Zona del
Canal a fin the ofrecer ese servicio a
los estudiantes. En el pasado, las uti-
lidades del Dia del Bast6n Blanco
tambien han servido para adquirir
pasatiempos y artesanias con ins-
trucciones especiales para ciegos y
una variedad de equipo que incluia
bastones, maquinas de escribir
(braille y conventional), relojes de
pulsera, radios y grabadoras en brai-
lle para la Escuela de Ciegos en
Panama.

Si bien los Leones tienen numero-
sos programs que benefician a la
comunidad, a raiz de una solicitud
hecha hace muchos aiios por la
Escuela Helen Keller durante una
convenci6n de Leones en los Esta-
dos Unidos, ha dedicado especial
atenci6n a la conservaci6n de la vista
y a dar ayuda a los ciegos.

A cada contribuyente en el Dia del
Bast6n Blanco se le obsequiara un
pequefio bast6n blanco de metal con
una punta roja, el simbolo del ciego,
con el fin de demostrar que han apo-
yado esta noble causa.


La Comision exhorta a presenter sugerencias


Como ya somos conscientes de los
efectos de la inflaci6n mundial en
nuestros presupuestos personales,
no deberia sorprendernos que la
Comisi6n del Canal de Panama
tambi6n est6 apretandose el cintu-
r6n. Sesolicita lacooperaci6ndelos
empleados a fin de vencer esta pre-
si6n financiera.
Uno de los medios mas efectivos
para que un individuo contribuya
hacia una mayor economic y eficien-
cia en la organizaci6n del Canal es
por medio del Programa de Suge-
rencias del empleado. El aprovecha-
miento de las sugerencias de los
empleados siempre ha sido un
m6todo excelente para utilizar me-
jor los recursos de la agencia a fin de
incrementar la eficiencia y la pro-
ductividad.
El objeto del Programa de Suge-
rencias es hallar m6todos para que la
organizaci6n del Canal pueda mejo-
rar la forma como lleva a cabo sus
funciones y proporcionar a los
empleados un medio para comuni-
car ideas que puedan ser puestas en
ejecuci6n por la administraci6n, con
el fin de ahorrar dinero, tiempo y
materials, y mejorar la calidad.
Premios en efectivo que fluct6an
entire $25 y $35,000 pueden otor-


garse por sugerencias que resulten
en beneficios mensurables e intangi-
bles. Si una sugerencia resultase en
beneficios que pudiesen ser medidos
en d6lares, tales como el ahorro de
horas-hombre, el incremento en la
productividad y la. reducci6n en el
costo de abastos, equipo, material o
espacio, entonces la cantidad del
premio se basaria en los beneficios
obtenidos en el primer afio, y se
determinaria de acuerdo con la
escala de premios de los reglamentos
de la Comisi6n.
Cuando los beneficios no son
mensurables, como cuando una
sugerencia result en una mejoria en
la calidad del servicio al piblico o
cumple mas efectivamente la misi6n
de la organizaci6n, la cantidad de un
. premio en efectivo es determinada
por la importancia del program
afectado por la sugerencia y el
impact de la sugerencia en ese
program.
Para ser eligible para un premio
en efectivo, la contribuci6n de un
empleado debe describirse por es-
crito. Los formularios de las suge-
rencias pueden obtenerse Ilamando
a la Oficina de Premios por Incen-
tivo al tel6fono 52-7965.
El hecho de que una idea no sea


Se otorgan permisos provisionales


Se notifica a los propietarios de
edificios, a los usuarios de locales de
edificios que han sido traspasados a
la Rep6blica de Panama y a los
usuarios de terrenos en las areas de
operaci6n y de vivienda del Canal
que pueden hacer sus solicitudes de
permisos provisionales en la Secci6n
de Licencias del Departamento de
Administraci6n de Bienes del Area
del Canal. La oficina esta localizada
en el cuarto piso del Ministerio de
Hacienda y Tesoro, ubicado en la
Avenida Peri, cerca del Teatro Lux.
Aunque s6lo se exigia a las orga-
nizaciones hacer solicitud para reco-
nocimiento legal, todas las personas
y organizaciones indicadas deben
registrarse ente el Gobierno de
Panama durante el period de tran-
sici6n que vence el 31 de marzo de
1982, a fin de calificar para la protec-
ci6n que les otorga el Tratado del
Canal de Panama.
Las solicitudes seran recibidas

Banderas especiales
Las banderas de dias feriados,
esos imponentes pabellones de los
Estados Unidos y de la Republica de
Panama de 20 por 38 pies que se izan
en dias de fiesta y en otros dias con-
memorativos, flamearan en el Edifi-
cio de Administraci6n en Balboa
Heights en dos ocasiones este mes.
Las banderas flamearan a media
asta el Viernes Santo 17 de abril y el
SAbado de Gloria 18 de abril, y a
toda asta el Domingo de Resurrec-
ci6n 19 de abril.

tada. Una sugerencia puede ser
dentro o fuera de las responsabilida-
des del trabajo de un empleado,

cientemente superior para merecer
reconocimiento especial.
Se necesitan ideas especialmente
en estos tiempos a fin de lograr
mejoras y ayudar a reducir los cos-
tos. Se exhorta a los empleados a
que reexaminen sus propios m6to-
dos y procedimientos de trabajo, o
examine aquellos de cualquier.otra
fase de las operaciones del Canal de
Panama, y que se tomen el tiempo
para presentar sus sugerencias.
Durante el resto del Afio Fiscal
1981, se tomara especial nota de las
sugerencias sobresalientes hechas
por los empleados de la Comisi6n. A
intervalos trimestrales, se otorgarin
premios especiales en efectivo a los
tres primeros empleados en cada
direcci6n o dependencia indepen-
diente que, durante los tres meses
anteriores, hayan sometido las suge-
rencias que ahorraran dinero. Este
reconocimiento seri adicional a los
premios regulars en efectivo que
pueden ser otorgados para las suge-
rencias hechas.
Se insta al personal supervisor y
de administraci6n a que alienten
activamente a los empleados a ofre-
cer ideas. Se recuerda a los evalua-
dores de las sugerencias de la

Comit6s asesores escolares fomentan comunicaci6n


El sistema escolar para depen-
dientes del Departamento de Defen-
.sa (DODDS) inaugur6 recientemen-
te comit6s asesores escolares, en
cada una de sus escuelas, incluyendo
las que operan en el area del Canal,
para promover la participaci6n de
las respectivas comunidades en las
actividades escolares.
El objetivo primordial de los
comit6s es proporcionar vias de
comunicaci6n entire el personal
administrative y docente ,con los
padres de los alumnoa del planiel.


Comitds exhortan incrementar el
servicio de voluntarios.

Cada comity es responsible de
brindar asesoria al director de la
escuela en asuntos que afectan la
operaci6n del plantel. Los aspects
de interns del comit6 incluyen las
political educativas; programs de
ensefianza; la administraci6n, en
cuanto ella roza los programs
educativos; presupuesto; instala-
ciones; mantenimiento; procedi-
mientos administrativos; servicios
de personal a los estudiantes;
materials de ensefianza; evaluaci6n
del program; normas de conduct
de los estudiantes; programs de
alimentaci6n, y otros aspects rela-
cionados con la educaci6n.
El Comit6 de la Escuela Primaria
de Margarita, por ejemplo, ha
adoptado una sugerencia para efec-
tuar mas excursions a distintos
museos, el Fuerte de San Lorenzo y
otros lugares de interns. El Comit6
tambi6n decidi6 recaudar fondos y
estimular el interns por la escuela
vendiendo camisetas. Ademds, el
comit6 est. organizando un grupo
voluntario de padres de familiar que
ayuda a ejecutar mejoras en los
salones, a fin de que los maestros
puedan dedicar mas tiempo a la
ensefianza.


Al identificar aspects de mayor
preocupaci6n, el Comit6 de la
Escuela Primaria de Balboa dispuso
organizer un program para los
dotados y talentosos. El Comit6
tambi6n estudia mejoras y la amplia-
ci6n de los prograrnas de mfsica,
educaci6n fisica y espafiol.
Los integrantes del Comii6 de la
Escuela Secundaria de Crist6bal
esperan aprovechar la visit de
dignatarios y expertso" locales que
serin invitados a dictar charlas
sobresus icampos de especializacin.,
en uh program de conferencias
recientemente disefiado.
Este Comit6 tambi6n labor en
mejorar la seguridad en el program
de talleres y promueve la participa-

cimento de los predios del plantel,
cuyos resultados podrin apreciarse
en breve plazo.
El Comit6 Asesor de la Escuela
Secundaria de Balboa ha estable-
cido subcomit6s de political, presu-
puesto y curriculum. Los temas
debatidos durante sus reuniones
abarcan desde el fumar en el campus
y los problems de mantenimiento
hasta las instalaciones para educa-
ci6n fisica.
Los comit6s estan formados por
miembros electos en representaci6n
de los padres de familiar y los
maestros en ntimero igual y depen-
diendo del tamafio del plantel. Asi,
el Comit6 Asesor de la Secundaria
de Curundi tiene 10 miembros con
derecho a voto, en tanto que el de la
pequefia Escuela Primaria de Los
Rios apenas tiene seis.
Ademas, act6an ex-oficio en los
comit6s, sin derecho a voto, el
director de la escuela, un repre-
sentante sindical, un representante
de los militares y, en algunos casos,
un representante estudiantil.
Inicialmente, los comit6s, que
celebran reuniones abiertas una vez
al mes, se re6nen para elaborar sus
propios estatutos y para crear
subcomites, si se estiman necesarios.
Recientemente, los comit6s se han
reunido para discutir objetivos para
el afio y aspects escolares de su
preocupaci6n.
El Dr. Charles L. Latimer Jr.,
Subdirector de la region de Panama
del Departamento de Defensa, esta
muy alentado por los comit6s
asesores. "Una escuela clasica con
una active participaci6n de los
padres sera una escuela mejor", dijo
en reciente entrevista.


Oradores disertardn sobre sus cam-
pos de especializaci6n.
Afiadi6 que los comit6s asesores
son particularmente tiles como
instruments de comunicaci6n y
que, a trav6s de ellos, tanto los
padres de familiar como los educa-
dores adquieren una mejor idea de lo
que puede lograrse y las limitaciones
existentes.
Latimer explic6 que algunos
cambios sugeridos por los comit6s
demandan mas fondos de los que
existen disponibles y que, para


obtener estos fondos es necesario
seguir ciertos procedimientos.
En primer lugar, el Comit6
asesora al director, 6ste habla con el
director regional, que a su vez
transmite la solicitud al Director de
escuelas de dependientes del Depar-
tamento de Defensa, en Washing-
ton, D.C. Este director prepare el
presupuesto para las ecuelas ad-
ministradas por el Departamento de
Defense en todo el mundo, y ese
presupuesto se incorpora entonces
al presupuesto global: del Depar-
tamento de Defensa, que suma a
miles de millones de d6lares. Este
presupuesto, despu6s de pasar por la
Oficina de Administraci6n y Presu-
puesto, debe ser aprobado por el
Congress de los Estados Unidos.
Latimer dijo que cuando el
presupuesto del DODDS Ilegue al
Congress, la solicitud original de la
escuela posiblemente haya sido
modificada y en algunos casos hasta
eliminada. Dijo que los presu-
puestos se preparan con dos afios de


anticipaci6n y que actualmente l1
region de Panama prepare e
presupuesto para 1983 a 1987.


El objetivo primordial es ofrecer vlas
de comunicaci6n.
Latimer asegur6 que se pueden
hacer cambios al presupuesto, pero
que generalmente son para largo
plazo cuando exigen cambios en las
political dentro del sistema escolar
para dependientes del Departa-
mento de Defensa.

habitantes, de los cuales 225 tienen menos de 20 ainos, Gamboa tiene mas del double delpromedio de

iltimo informed.


Ya esti abierta la inscripci6n para
el Program de Balompi6 Juvenil
1981. Los formularios de inscripci6n
pueden obtenerse de la Oficina de
Servicios Recreativos de la Comi-
si6n del Canal de Panama en el
gimnasio de Balboa, en las canchas
de juegos de Diablo Heights,
Gamboa, Balboa, Los Rios, Diablo
y Curundi, o en el departamento de
educaci6n fisica. de la Escuela
Secundaria Curundui.
Habri tres categories: Categoria
I, de 7 a 9 afios de edad; Categoria II,
de 10 a 12 afios, y Categoria Ill, de
13 a 15 afos. Las edades se
determinaran al 6 de junior.

el tren en la estaci6n de Mount Hope
a las 10:49 a.m. o en la estaci6n de
Gat6n a las 10:58 a.m. El tren de
regreso sale de Corozal a las 5:59
p.m. Igual que en ocasiones anterio-

Exigen certificado medico para scouts


Los pequefios interesados en asis-
tir a campamentos Scout por siete o
mis dias deben presentar certificado
medico. No obstante, aquellos que
participen en actividades escultistas
de rutina no necesitan someterse a
examen m6dico.

Las citas para examenes con
miras al certificado m6dico pueden
hacerse lamando a la Clinica del
Nifio Sano de la Secci6n de Salud
Comunitaria ubicada en el Edificio
519, Fuerte Clayton, tel. 87-5510. Se
pueden hacer citas los lunes, martes
y jueves de 3 a 4 p.m. sin costo
alguno para aquellas personas ele-
gibles.


Los nifios que hayari pasado el
examen fisico para actividades
deportivas durante el afio lectivo no
necesitan un nuevo examen, y pue-
den presentar los formularios de
Scout a la enfermera de la escuela a
fin de que incluya la documentaci6n
pertinente.
Se recomienda a los padres que
Ilamen con suficiente anticipaci6n
para las citas, ya que existen cupos
limitados para los exAmenes fisicos.

Tarifas postales entran en vigor


Las nuevas tarifas postales entra-
ron en vigor el domingo 22 de marzo
a las 12:01 a.m. Las estampillas "B"
sin denominaci6n y articulos posta-
les afines seran expedidos para
reflejar las nuevas tarifas.
La tarifa por el envio de cartas en
Primera Clase subi6 de 15 a 18
:entavos (para la primera onza) y la
postal de 10 a 12 centavos. Este es el
primer aumento en la tarifa de
:orreos desde mayo de 1978.
Un sobre con una estampilla "B"


en relieve en vias de ser expedida
serd vendido a 22 centavos, 18
centavos el porte y 4 centavos el
sobre.
Las estampillas sin denominaci6n
y los articulos afines a6n no estin
disponibles en los correos APO en
Panama. Sin embargo, hay un
exceso de estampillas de 15 centavos
las cuales pueden ser usadas en
combinaci6n con las estampillas de
baja denominaci6n a fin de cubrir el
valor de la nueva tarifa.
