The implementation of a number
of energy-saving measures by per-
sonnel of the Refrigeration and Air-
Conditioning Branch at the Central
Chilled Water Plant in Balboa has
achieved considerable savings in the
use of electrical energy over the past
five years.
The Central Chilled Water Plant
is the Maintenance Division's largest
single electrical power user, and the
energy-saving measures resulted in a
13 percent average daily reduction in
energy consumption from fiscal year
1975 to fiscal year 1980. This
represents an overall savings of
2,044,000 kilowatt-hours (kwh) per
year, or approximately $102,000 in
annual operating costs.
In fiscal year 1975, the plant
consumed an average of 44,500 kwh
a day. As a result of the energy
conservation measures taken, the
power consumption was reduced to
38,900 kwh a day.
Measures taken to achieve this
reduction in energy consumption
are the utilization of time clocks,
previously used only to shut off both
the fresh air intake and the supply of
chilled water to'buildings connected
to the plant during non-working
hours; the change of the flow of
water through the chillers from

An "outstanding" rating does not
automatically entitle an employee to
a cash award. The justification for
the "outstanding" rating may, how-
ever, be used as a basis for
recommending a cash award of up to
$350 depending on the employee's
grade. Another feature of the
program is that non-manual and
postal employees in permanent
positions may receive a quality step
increase if recommended for an
"outstanding" rating.
It is not necessary for an employee
to receive an "outstanding" rating in
order to be eligible for a cash award.
Employees who exceed normal
requirements in one or more major
aspects of the job and meet the
acceptable level of competence in all
other aspects may be recognized
through a special achievement award
based on superior performance
sustained over a minimum of six
months.
If you are not recommended for a
performance award this year, fam-
iliarize yourself with the program
and set a goal to receive an award
next year. Ratings are based on the
following criteria:

Quality of performance:
* Thoroughness, acceptability and
adequacy of results.
* Dependability and accuracy of
work.
* Orderliness and neatness of
work.
* Technical skills with which
important procedures, instruments,

time and resources.

When rating supervisors, the
following additional criteria shall be

Supervisors should be recognized
for their contributions in fostering
equal employment opportunity. In
evaluating their contributions the
following job factors should be
considered:
* Motivation of employees through
direct encouragement and assistance
to develop their full potential and
utilize their skills to the maximum
extent;
* Effective achievement of em-
ployee utilization; and
* Demonstration of sensitive treat-
ment given to all employees.
Recognition may be given to

Dredging Division in Gamboa has
undergone a major rehabilitation at
the hands of the Engineering and
Construction Bureau over the past
year. The final touches are now
being put on the tie-up area which
will provide improved facilities for
the Dredging Division's floating
equipment.

The mooring area stretches north-
ward from the Dredging Division's
motorboat dock and runs parallel to
the Panama Railroad track in
Gamboa.

Before the project was begun,
barges, cranes and other floating
equipment were moored in the
shallow water along the shore.
Because the level of Gatun Lake
rises and falls during the year, water
at the mooring area was very
shallow at certain times. This, in
addition to wave action, sometimes


caused equipment to be damaged by above the water. Eighty feet behind

To solve these problems, the
Maintenance Division undertook to
improve and enlarge the mooring
area according to designs drawn up
by the Engineering Division. Under
the direction of Project Manager
Herman Erhart of the Maintenance
Division and Project Engineer Cap-
tain Richard Price, the actual work
began in February 1980. The
Electrical and Dredging divisions
also participated in the project.

A 1,100-foot-long wall of sheet-
piling was erected at the water's
edge. This wall consists of 350 pairs
of pilings. Each piling is 60 feet long
and is driven 32 feet into the ground,
leaving about 10 feet of the piling

at 10-foot intervals, with the second
wall acting as, an anchor for-tAhe
waterside wall.
Approximately 30,000 cubic yards
of dirt were dumped in between the
two walls and on top of the steel ties
to make the area level. A narrow
strip was then covered with asphalt
so that all-weather access would be
provided across the area. Plans
include the installation of air and
water lines for servicing the equip-
ment moored alongside and elec-
trical service for shore power.
The bottom was dredged to a
uniform depth which, with the
variations in lake level, will range
between 15 and 20 feet deep.
Floating equipment can now be
safely berthed in deep water along-
side the metal piling wall.

The Central Chilled Water Plant
in Balboa supplies 3,649.40 con-
nected tons of chilled water to
provide air-conditioning to some 30
buildings throughout the Canal
area. One ton is equal to 1,000
British thermal units (Btu).

Among the buildings served by
the plant are the Administration
Building; Gorgas Hospital Com-
plex; Gorgas Memorial Laboratory;
Ancon District Court; the Central
Examining and Personnel offices in
Ancon; the Balboa Elementary
School, and the Balboa High
School, together with its Activities
Building; the Balboa Cafeteria; the
Dental Clinic in Ancon; the former
Civil Affairs Building, the former
Balboa Shoe Store; and the post
office, commissary and theater in
Balboa.

Curundu Junior High
art exhibit
A showing of art work done by
students in the seventh, eighth and
ninth grades at Curundu Junior
High School will be on display in the
cases at the Panama Canal Com-
mission Library-Museum located in
the former Civil Affairs Building on
Gaillard Highway beginning March
31 and continuing through April 29.
The show includes charcoal,
pencil and ink drawings, tempera
and watercolor paintings, design
work, papier-mach6 projects, plaster
sculpture, aluminum repouss6 work
and cardboard prints.
The display will be open during
regular museum hours of operation.
The public is invited to view the
outstanding art work being done by
Curundu Junior High School stu-

Learn oriental cuisine
There will be a 6-week class on
preparing oriental cuisine at the

Elks golf tourney
The previously postponed annual
Elks 1414-1542 Golf Tournament
has been set for April 5 at Summit

at 8 a.m. Golfers may make up their
own pairings or may leave it up to
the tournament committee. Those
making their own pairings should
inform the tournament committee.

the starters' table upon arrival at the

check-in.
Panama draft beer will be
available on the golf course. Also,
after all scores have been tallied and
prizes awarded, a tenderloin steak

SThe Balboa Y is offering two
scuba courses beginning this month.
The beginners course will start on
Monday, March 23, and meet every
Monday, Wednesday and Friday for
four weeks from 6 to 8:30 p.m.

LACO. The course includes pool
and classroom sessions plus two
dives in the Atlantic.
The advanced diving class, which
is only open to certified divers, will
begin on Tuesday, March 24, at 6
p.m. and run for four weeks.

navigation, search and recovery,
wreck diving, light salvage, spear-
fishing, night diving, decompression

NSPE meeting
The next meeting of the Panama
Canal Society of Professional En-
gineers will be on Friday, March 27,

Officers' Club. Featured speakers
will be Frank Lee, the society's
national director and C6sar Kiamco,
chairman of Professional Engineers
in Government who will report on
the NPSE 1981 winter meeting held
in the United States. Kiamco will
also speak on "Earthquake-Resist-
ant Dwellings," specifically geared
to this area of the world.
There will be a pay-as-you-go bar
and free hors d'oeuvres. Spouses

Balboa relays
The 31st Annual Balboa Relays
will be held March 27 and 28 at
Balboa Stadium beginning at 5:30
p.m. each evening. The relay meet,
sponsored by the Balboa High
School Student Association, is the
only sports event in Central and
South America that invites com-
petition among all of the U.S.
Forces, Department of Defense
Schools and track clubs in the
Republic of Panama.
Several of the events are the 100-
yard dash, the 440-yard dash, the
mile run, the three-mile run, the 440
relay, the sprint medley relay, the
discus throw, the shot put, the high
jump, and the running long jump.
The events are for adults and
elementary, junior and senior high
school track and field finalists.
Balboa High School, the winner
of last year's competition, will be
entering a strong team as is the
Guardia Nacional, last year's second
place winner.

EMT class
The Isthmian Association of
EMT's (Emergency Medical Tech-
nicians) will hold an exercise on the
use of the self-contained breathing
apparatus (mask). This will be
conducted in the smoke house of the
Rodman Fire School at 9:30 a.m. on
Saturday, March 21.
A short lecture on the use of the
mask will precede the exercise. This
exercise will be part of a rescue drill.
Please wear the appropriate attire
(slacks or blue jeans) for this type of
work.

Air Force Reserve
Concert/Show Band
The Air Force Reserve Concert/
Show Band from Robins Air Force
Base, Georgia, is scheduled to
perform here on Monday, April 6.
The AFRES band is made up of
45 outstanding musicians skillful in
playing all types of music. Unlike
conventional Air Force bands, the
AFRES band will perform a pro-
gram consisting of the current "Top
40" tunes, along with concert and
march music. This show is pro-
grammed to please audiences of all
ages and will be presented at 7:30
p.m. in the Balboa High School
Auditorium and will be open to the
public. Admission is free.

World War II menace to allied shipping

peacefully plies Caribbean trade route

Unobstrusively docked at Cris-
tobal while its rusting hull received
yet another coat of paint, the tired,
old cargo ship Topeka offered no
hint of its daring past as a wartime
predator on the high seas.
During World War II, the blazing
guns of the Togo, as the Topeka was
then called, sent more than one
allied ship to the bottom while it was
in the service of Hitler's formidable
German navy.
Cristobal is now a regular port of
call for the Topeka which carries
machinery, chemicals, bicycles and
other types of cargo between Argen-
tina, Brazil, Colombia, Panama and
other Caribbean ports.
Today the Topeka flies the
Colombian flag and belongs to


Lineas Agromar, but its origin
belongs to another world and
another time.
The ship was constructed in 1938
in Germany by the Bremer-Vulkan
company for the German African
Line. With a gross tonnage of 5,053
tons, a length of 438 feet and a beam
of 58 feet, it is not particularly large
by today's standards.
During the 1930s, as the conflict
in Europe began to grow, Germany
equipped many of its merchant
marine vessels with camouflaged
guns in anticipation of conflict with
hostile ships in the North Atlantic.
After 1940, many of these fast
ships were converted into "raiders"
or "predators" whose mission it was
to prey on unsuspecting allied

shipping and vessels of neutral
countries which were collaborating
with the allies.
The raider had its guns hidden
and usually flew the flag of an allied
or neutral country so that it could
approach another ship unsuspected.
When the raider was within range, it
would run up its true colors and
open fire. This method was very
successful and the Togo and three
other raiders, the Thor, the Atlantis
and the Komet distinguished them-
selves by sinking or capturing
dozens of allied and neutral ships.
Today the Topeka carries a crew
of about thirty, but during the war
the Togo was sometimes used as a
troop transport for as many as 1,500
German soldiers at a time. Its top
speed of 16 knots was considered
fast for the day, and this speed
probably helped the Togo to escape
attacks.
Once, in 1943, after the Togo had
been converted into an auxiliary
cruiser and was attempting to break
through a blockade in the North
Sea, it was located by British radar
and subsequently fired upon. The
Togo managed to flee back to port
with only minor damage.
After the war, the Togo belonged
to various owners and sailed under
the names the Svalbard, Tilthorn
and the Stella. The ghost of the old
raider resurfaced in 1964 when the
ship appeared with its original
name, Togo. In 1968, Lineas Agro-
mar acquired the aging vessel and
renamed it Lacassiela and finally,
Topeka.
Anyone who boards the Topeka
enters a faded time warp and, with a
little imagination, can picture what
the ship must have been like when it
sailed under the flag of the German
Imperial Navy.


The salon and staterooms still
boast the original wood paneling,
unmarred by four decades of hard
service, and the decks are wooden,
not steel.The original 1930s fur-
niture is still in use, although the
brocaded upholstery is worn and
faded. The captain sits at a desk
which once may have been used to
"Topeka" draw up battle plans or to write a
rt. letter home to a family in Germany.

The graceful wooden banister lead-
ing up the stairs from one deck to
another is more reminiscent of a
home than of a fighting ship.
Even though the two 76-milli-
meter and the two 40-millimeter
guns have long since been removed
from the deck, the bases of the gun
mounts are still there, symbols of the
Topeka's deadly past profession.
To history buffs, the Topeka's
radio shack and bridge offer a
special treat. The ship's wheel and
almost all of the instruments on the
bridge, such as the magnetic com-
pass, power boxes and various
gauges, are original and all labeled
in German. The few pieces of shiny
new equipment look somehow out
of place among these relics of
another era.
The radio equipment was built by
the now nonexistent Telefunken
company in Germany. Since it
continues to function perfectly
today, it is still used by the ship's
radio officer.


The captain says that a good
mechanic can repair this vintage
equipment, but the fact that it has
needed very little repair is a tribute
to the technology and skill which
produced it over forty years ago.
A more subtle indication of the
Topeka's age is the use of riveting,
not welding, in the ship's construc-
tion. Welding was used after 1940,
but only became popular in the
1950s.
Captain Pablo Martinez of the
Topeka describes a curious phe-
nomenon that often occurs when his
ship pulls into a port. Even though
the vessel served in the German navy
under the name Togo, many Ger-
mans seem to be familiar with its
history despite the fact that it has
had several other names. "Whenever
we come to a port where there are
Germans living," Captain Martinez
reports, "many of them come to see
the ship. I don't know why, but they
know it is the Togo."

FOR TRANSFER, no later than seven (7) days from the date of this publication. This 7-day
deadline is subject to extension at the request of the Division advertising the vacancy, or as

United Way softball begins April 4


The 1981 Viceroy International
United Way Softball Tournament,
sponsored by Tabacalera Istmefia,
S.A., is scheduled for the period
April 4 through May I at the Pacific
Softball League Park in Balboa.
Thirty-two teams will participate
in this Viceroy-TISA Softball Tour-
nament, which annually supports
the United Way with a generous
donation from tournament pro-
ceeds.
Two 16-team divisions, Class A
and Class B, will comprise this
double-elimination tournament. One
hundred and twenty-four (124)
prizes will be presented by Viceroy-
TISA at the end of the tournament.
Teams will participate from the
United States Army, Navy and Air
Force, the Pacific Softball League,
the Atlantic Softball League, the
Paraiso Softball League, and from
individual teams in the Republic of
Panama.
Only six-team positions remain
open in each division. Any team
wishing to enter the tournament
should contact the Viceroy Tourna-
ment Committee or Tabacalera
Istmefia, S.A., or applications may
be phoned in to Pacific Softball

Interested teams should submit a
roster of 17 players for approval. A
$50 fee is required to cover a $25
forfeiture deposit and $25 for the
United Way. All Pacific Softball
League players are committed to
play for those teams, if they play in
the Viceroy Tournament, unless
released by their manager.

roy, ETS, Abernathy, White Horse,
H. I. Homa, Kool, U.S. Liners,
Kodak, Coca-Cola, Panama Beer,
American Legion and Canal Protec-
tion Division from the Pacific
Softball League, the Borinquens,
the Giant Pandas, Banco Chase, B-
B-B, Navy, Accounting Division,
Playboys, 8th Avenue from the
Atlantic Softball League, and the
Industrial Division.

The Viceroy-TISA United Way
Tournament annually attracts large
crowds and the concessionaire pro-
mises many interesting refreshments
during the tournament.
Three games will be played daily,
Monday through Friday, at 6 p.m.,
7:30 p.m. and 9 p.m. On Saturdays
and Sundays nine games will be
played starting at 9 a.m. with the last
game scheduled to begin at 9 p.m.


Five courses to

be given in April

The Employee and Management
Development Branch will offer five
courses in April. They are In-
troduction to Supervision, Middle
Management Institute, Conference
Leadership, Plain Letters Work-
shop and Managing Job Stress.
Introduction to Supervision is a
40-hour course to be given at
Building 1105, Cristobal, from 8:30
a.m. to noon, April 6 through 16.
This course is for supervisor can-
didates and new supervisors to help
them make the transition from
technicians orjourneyworkers to the
managerial ranks.
The Middle Management Insti-
tute, also a 40-hour course, to be
given on the Pacific side from 8 a.m.
to 4 p.m., April 6 through 10, will
give the middle manager an oppor-
tunity to broaden his or her
perspective in selected managerial
areas. It includes an in-depth
analysis of leadership style and work
motivation and reviews several
other managerial areas. Employees
in positions identified as "man-
agerial" for training purposes have
priority in attending this course.
Second priority is given to em-
ployees who are NM-11, or above,
and are potential candidates for
managerial positions. Prerequisites
are Introduction to Supervision and
Basic Management Techniques.
The deadline to submit nomina-
tions for the above two courses is
March 23.
Conference Leadership is a 20-
hour course to be given on the
Pacific side from 8 a.m. to noon,
April 20 through 24, for supervisors
in grade levels NM-9 to NM-15 (or
equivalent) and other employees
involved in leading conferences. The
deadline for nominations for this
course is April 6.
The Plain Letters Workshop for
employees in grades NM-5 to NM-
II (or equivalent) is a refresher
course in the writing of letters and
memoranda. This course will be
given on the Pacific side from 8:30
a.m. to 12:30 p.m. on April 27
through 29. April 13 is the nomina-
tion deadline.
Managing Job Stress for super-
visors and managers is a 16-hour
course to be given on the Pacific side
from 8:30 a.m. to 4:30 p.m., April 28
through 29. All managerial and
supervisory employees, project lead-
ers, staff specialists, administrative
and technical personnel at grade
levels NM-9 to NM-13 are eligible
for this course, which is especially
beneficial for those who work
closely with others and/or work
under pressure for output and
performance. The nomination dead-
line is April 14.

Employee receives special award


A Special Act or Service Award
was presented recently to Hernando
Gdlvez whose quick action and
disregard for his own personal safety
prevented possible serious injury or
death and extensive property dam-
age.
A tractor operator in the Com-
munity Services Division, Gilvez
was relieving a biological technician
in the Corozal propagation area
several months ago when he saw a
fire in a Hustler lawn mower that
was parked under the eaves of a
wooden building. Noticing that the
equipment operator was having
difficulty removing a safety pin from


his fire extinguisher, Gilvez took a
fire extinguisher from the equip-
ment shop and rushed to put qut the
fuel fire.
His prompt action limited dam-
age to property to a piece of ignition
wire and part of a fueline; saved the
$6,000 lawn mower; and prevented
the fire from spreading to the
equipment fuel tank, which could
have exploded, causing loss of life or
injury and setting fire to the wooden
building, which contained pes-
ticides.

The award was accompanied by a
check. -


Acclaimed pianist will perform here


A performance by the inter-
nationally acclaimed young British
pianist, Antony Peebles, will be
presented at the Panama Canal
College Auditorium on Thursday,
March 26, at 8 p.m. The concert is
sponsored by the Anglo-Panama-
nian Cultural Society.

Peebles, who is undertaking his
first concert tour of the Americas
and Caribbean countries, represents
one of the most important concert
artists to appear in Panama in recent
years, and his performance promises
to be a rich experience for local
music lovers, according to Samuel
Anchor, program chairman.


In his local appearance, Peebles
will perform works by Mozart,
Liszt, Chopin, Debussy, and British
composers Lennox Berkeley and
Wilfred Worden. An added high-
light will be two rags by Scot Joplin,
which are expected to delight local
audiences.
Tickets for the concert are $3 and
are available at the Argosy Book-
shop, Via Argentina, telephone 23-
5344; the Balboa Credit Union,

Canal College, telephone 52-3304.
The proceeds of this performance
are for the benefit of the Anglo-
Panamanian Cultural Society's

Cristobal High student National Merit finalist


Nancy Rankin, a senior at Cris-
tobal High School, has advanced to
finalist standing in the National
Merit Scholarship competition. Miss
Rankin is also one of 1,000 high
school seniors asked to submit
special data and writing samples to
the Presidential Scholars Selection


Committee. Miss Rankin is the
datighter of Mr. and Mrs. William
Rankin of Gatun. She plans to do
her undergraduate work at the
University of Washington in Seattle,
where she has already been accepted
under an early decision program.

Nuevamente ha llegado el mo-
mento de hacer la evaluaci6n del
desempefio en el trabajo y durante el
period de evaluaci6n annual usted
podria ser recomendado para recibir
un premio en efectivo por su servicio
sobresaliente. El period de evalua-
ci6n actual se extiende desde el 1� de
abril de 1980 hasta el 31 de marzode
1981.
En 1980, aproximadamente 902
empleados recibieron premios, as-
cendiendo el total en efectivo a la
suma de $189.075. De este total, 254
empleados recibieron evaluaciones
por desempefio "sobresaliente". Tam-
bien se otorgaron aumentos a 17
empleados por la calidad superiorde
su trabajo.
El program de evaluaci6n se ha
establecido como medio para califi-
car el servicio de los empleados. De
acuerdo con este program, el
desempefio de un empleado puede
ser calificado como "insatisfacto-
rio", "satisfactorio" o "sobresa-
liente". Se require unajustificaci6n
por escrito cuando la calificaci6n del
servicio es "sobresaliente" o "insa-
tisfactoria". Los empleados pueden
ser notificados verbalmente que sus
evaluaciones son "satisfactorias".
En cada caso el supervisor debe
notificar al empleado y conversar
con 61 acerca de dicha evaluaci6n.
Se da una evaluaci6n de "insatis-
factoria" cuando el impact total del
desempefio del empleado es tal que
habra que cambiarlo de la posici6n
que ocupa-a menos que se observen
mejoras rapidas y sustanciales.
Se concede una calificaci6n "satis-
factoria" cuando el desempefio ha
sido superior al "insatisfactorio"
pero inferior al "sobresaliente".
Una evaluaci6n "sobresaliente"
puede darse solo cuando todos los
aspects del desempefio exceden los
requisitos normales y merecen en-
comio especial. Una calificaci6n
"sobresaliente" automaticamente no
da derecho a un empleado a recibir
premio en efectivo. La justificaci6n
para la calificaci6n "sobresaliente"
puede, no obstante, ser usada como
base para recomendar un premio en
efectivo hasta de $350, seg6n el
grado que ocupe el empleado. Otro
detalle del program es que los
empleados de categoria no manual y
de correos que ocupan posiciones
permanentes pueden recibir aumen-
tos por calidad superior de trabajo si
se les recomienda para una evalua-
ci6n " sobresaliente".
Un empleado no tiene que recibir
necesariamente una calificaci6n "so-
bresaliente" a fin de ser eligible para
un premio en efectivo. Los emplea-
dos que exceden los requisitos
normales en uno o mas aspects del
trabajo y satisfacen el nivel acepta-
ble de competencia en todos los
otros aspects pueden recibir reco-
nocimiento por medio de un premio
de logro especial basado en el
desempefio superior continuado du-
rante un period minimo de seis
meses.
Si a usted no se le recomienda este
aiio para un premio por desempefio,
familiaricese con el program y
prop6ngase recibir un premio el
pr6ximo afio. Las bases para la
evaluaci6n son las siguientes:

cumplimiento.

de trabajo, incluyendo nuevas ideas
para ahorrar dinero y ahorrar
tiempo dentro del Programa de
Sugerencias de la Comisi6n.


Productividad:
* Cantidad de trabajo.
* Laboriosidad, aprovechamien-
to del tiempo, interns y entusiasmo.
* Planificaci6n del tiempo y los
recursos.
* Rapidez y cumplimiento en las
asignaciones.

Habilidades demostradas en el
trabajo:
* Conocimiento de los deberes y
funciones afines.
* Habilidad para aprender y
obtener conocimientos mediante la
observaci6n y la practice.
* Educaci6n y adiestramiento
especiales para la posici6n.
* Buen criterio, equilibrio y sen-
tido com6n.

Al evaluar a los supervisors se
usaran los siguientes criterios adi-

unidad rinda un trabajo de calidad.

miento y adiestramiento de los
empleados.
Los supervisors deberan ser
reconocidos por sus contribuciones
en promover el concept de igual-
dad de oportunidades de empleo. Al
evaluar sus contribuciones, deben
tenerse en cuenta los siguientes
factors:
* Motivaci6n de empleados me-
diante la exhortaci6n y ayuda
directs para que desarrollen a
cabalidad su potential y aprovechen
al maximo sus habilidades.
* Aprovechamiento eficaz de los
empleados; y
* Demostraci6n de sensibilidad
en el trato dado a los empleados.
Puede darseles reconocimiento a
los participants en programs,
proyectos o actividades relaciona-
dos con la igualdad de oportunida-
des o a los empleados cuya excelen-
cia en adiestramiento, reclutamiento
u otra actividad impulse el desarro-

en la Comisi6n.
Puede darseles reconocimiento a

servicios sobresalientes mediante la
soluci6n eficaz de reclamos de

ofreciendo orientaci6n en la discu-
si6n de reclamos y creando una
reputaci6n de eficiencia y rapidez de
acci6n. El reconocimiento puede
constar de una menci6n especial u
otra forma honorifica apropiada.
Este premio de .honor al m6rito
debera ser suficiente como para
otorgar tal distinci6n. Sin embargo,
el premio en efectivo no debera ser
excluido como reconocimiento com-
plementario en casos excepcionales
en los cuales la contribuci6n global
rebase la igualdad de oportunidades
para incluir otros beneficios a la
Comisi6n.
El procedimiento para seleccionar
y otorgar premios es parte del Plan
de Premios por Incentivo de la
Comisi6n. Una copia del Manual de
Personal del Canal de Panama esta a
la disposici6n en la mayoria de las
unidades y puede consultarse para
obtener todos los detalles relatives
al plan de evaluaci6n del desempefio
en el trabajo.

El atracadero de equipo flotante
de reserve de la Divisi6n de Dragado
en Gamboa, ha sido sometido a una
rehabilitaci6n complete por la Di-
recci6n de Ingenieria y Construc-
ci6n durante el iltimo afio. Actual-
mente se le dan los toques finales al
area, que ofrecera mayores facilida-
des al equipo flotante de la Divisi6n
de Dragado.
El atracadero se extiende hacia el
norte desde el muelle de botes a
motor y corre paralelo al Ferrocarril
de Panama en el sector de Gamboa.
Antes de que el proyecto fuera
iniciado, las barcazas, grlas y demas
equipo flotante eran atracados en
aguas poco profundas de la ribera
del Canal. Debido a que el nivel del
Lago Gatfn sube y baja durante el
afio, en algunas ocasiones las aguas
en el area del desembarcadero eran
muy poco profundas. Ello, sumado
a la acci6n de las olas, caus6 en
ocasiones dafios al equipo al chocar

contra el fondo y la orilla. Ademas,
el area no era suficientemente
amplia como para acomodar todo el
equipo flotante y las barcazas.
Para resolver estos problems, la
Division de Mantenimiento decidi6
mejorar y ampliar el atracadero de
conformidad con disefios prepara-
dos por la Divisi6n de Ingenieria.
Los trabajos se iniciaron en febrero
de 1980 bajo la direcci6n del Gerente
de Proyectos Herman Erhart de la
Division de Mantenimiento, y del
Ingeniero de Proyecto Capitan
Richard Price.

Se construy6 un muro de pilots
de 1,100 pies a lo largo de la orilla del
agua. El muro consiste de 350 pares
de pilots, cada uno de 60 pies de
largo, con 32 pies bajo tierra y
aproximadamente 10 pies sobre el
nivel del agua. Un segundo muro de
pilots fue construido a 80 pies y
paralelo al primero. Amarres de


acero conectan los dos muros cada
10 pies, y el segundo muro sirve de
ancla al primero.
Aproximadamente 30,000 yards
cibicas de tierra fueron descargadas
entire los dos muros hasta cubrir los
amarres de acero para nivelar el
area. Un trecho de acceso al
embarcadero fue entonces cubierto
con techo de asfalto, para garantizar
el acceso en cualquier tiempo. El
proyecto incluye la instalaci6n de
lines de agua, de aire y de
electricidad para dar servicio al
equipo atracado alli.
El fondo fue dragado a una
profundidad uniform que, seg6n
las variaciones que experiment el
nivel del lago, oscilara entire los 15 y
20 pies de profundidad. Ahora el
equipo flotante puede ser acodado
con toda seguridad en aguas pro-
fundas a lo largo del muro de pilots
de metal.

Llego la epoca de las evaluaciones


La aplicaci6n de una series de
medidas para ahorrar energia por
personal del Ramo de Refrigeraci6n
y Aire Acondicionado de servicio en
la Planta Central de Refrigeraci6n
de Agua en Balboa ha resultado en
un sustancial ahorro de energia
el6ctrica en los lltimos cinco afios.

La Planta Central de Refrigera-
ci6n de Agua es la unidad de mayor
consume de energia el6ctrica en la
Division de Mantenimiento, y las
medidas de ahorro de energia
ejecutadas redujeron en un 13 por
ciento el consume diario promedio
entire el afio fiscal 1975 y el afo fiscal
1980. Ello represent un ahorro
global de 2,044,000 kilovatios-hora
(kwh) al afio, o aproximadamente
$102,000 anuales en costs de
operaci6n.

En el alio fiscal 1975, la plant
consumi6 un promedio de 44,500
kwh por dia. Como resultado de las
medidas de conservaci6n adopta-
das, el consume energ6tico baj6 a
38,900 kwh por dia.

Las acciones tomadas para lograr
esta reducci6n en el consume de
energia incluyen el uso de relojes de
tiempo, empleados anteriormente
s6lo para cerrar la toma de aire libre
y el suministro de agua fria a los
edificios conectados a la plant
fuera de las horas laborables; el flujo


de agua por el sistema de refrigera-
ci6n fue cambiado de flujo paralelo
a flujo en series, lo cual permiti6
eliminar un motor de bombeo de
agua fria de 350 caballos de fuerza;
el reemplazo de dos enfriadores por
unidades nuevas y mas eficientes,
que permit el uso de dosen lugarde
tres enfriadores durante periods de
gran demand, y el uso de un
enfriador en lugar de dos durante
periods de poca demand, entire 10
p.m. y 6 a.m.

La Planta Central de Refrigera-
ci6n de Agua en Balboa abastece
3,649.40 toneladas de agua fria para
proporcionar servicio de aire acon-
dicionado a unos 30 edificios en el
area del Canal. Una tonelada de
agua fria es equivalent a 1,000 Btu
(British thermal units).

Entre los edificios servidos por la
Planta figuran el Edificio de Admi-
nistraci6n; el complejo del Hospital
Gorgas; el Laboratorio Conmemo-
rativo Gorgas; la Corte Distritorial
de Anc6n; la Oficina Central de
Examenes y las oficinas de Personal
de Anc6n; las escuelas Primaria y
Secundaria de Balboa, asi como sus
edificios complementarios; la Cafe-
teria de Balboa; la Clinica Dental de
Anc6n; el antiguo edificio de
Asuntos Civiles; el antiguo Almac6n
de Calzados de Balboa, y el correo,
el comisariato y el teatro de Balboa.

Carrera de relevos
de Balboa
La 31a Carrera Anual de Relevos
de Balboa tendra lugar el 27 y 28 de
marzo en el Estadio de Balboa a
partir de las 5:30 p.m. La compe-
tencia de relevos, patrocinada por la
Asociaci6n Estudiantil de la Escuela
Secundaria de Balboa, es el inico
event deportivo en Centro y Sur
Am6rica que invita a competir a las
Fuerzas Armadas de EE.UU., las
Escuelas del Departamento de De-
fensa y los clubes de pista y campo
del pais anfitri6n.
Algunos de los events incluyen
carreras de velocidad de 100 yards,
de 440 yards, las carreras de una
milla y de tres millas, la carrera de
relevo de 440 yards, la carrera corta
de velocidad de relevo, el lanzamien-
to del disco, el lanzamiento de la
bala, el salto alto y el salto largo.
Pueden participar hombres, mujeres
y estudiantes de las escuelas prima-
rias.
La Escuela Secundaria de Balboa,
ganadora de la competencia del afio
pasado, se enfrentara a un equipo
fuerte como es el de la Guardia
Nacional de Panama, ganador del

Lee, director de la sociedad national

la NSPE celebrada en los Estados
Unidos. Kiamco tambi6n disertara
sobre "Terremoto en Residencias
Resistentes", dirigido especifica-
mente a esta area del mundo.

Banda de la Fuerza A6rea
en concerto
La Banda Musical para Concier-
tos y EspectAculos de la Reserva de
la Fuerza A6rea (AFRES) proce-
dente de la Base Robins de la Fuerza
Area en Georgia, hara una presen-
taci6n aqui el lunes 6 de abril.
La banda AFRES esta compuesta
de 45 excelentes mfsicos que saben
tocar toda clase de m6sica. A
diferencia de las bandas conven-
cionales de la Fuerza Aerea, la
banda AFRES presentard un pro-
grama que include los "Primeros 40
Hits" de actualidad, asi como
mfsica de concerto y marchas. Este
program promete ser del agrado

SPILLWAY DEL CANAL DE PANAMA


Buque enemigo en la II Guerra Mundial

navega pacificamente a puertos del Caribe

Acodado tranquilamente en Cris-
t6bal mientras su oxidado casco
recibia otra mano de pintura, el viejo
y cansado buque carguero Topeka
no ofrecia el mas leve vestigio de su
audaz pasado como destructor de
los mares en los tiempos de guerra.
Durante la II Guerra Mundial, los
centelleantes cafiones del Togo,
como se.llamaba entonces el To-
peka, enviaron a mas de un barco
aliado a las profundidades cuando
formaba parte de la formidable
Armada alemana de Hitler.
Crist6bal es actualmente un puer-
to regular de escala del Topeka que
transport maquinaria, products
quimicos, bicicletas y otra clase de
carga entire Argentina, Brasil, Co-
lombia, Panama y otros puertos del
Caribe. Hoy dia, el Topeka navega
bajo la bandera colombiana y


pertenece a Lin'eas Agromar, pero su
origen pertenece a otro mundo y a
otra 6poca.

El buque fue construido en 1938
en Alemania por la compafiia
Bremer-Vulkan para la German
African Line. Con un tonelaje bruto
de 5,053 toneladas, eslora de 438
pies y manga de 58 pies, la nave no es
considerablemente grande segtin los
estAndares actuales.
Durante los afios '30, cuando
comenz6 a extenderse el conflict en
Europa, Alemania equip6 muchos
de los barcos de su marina mercante
con armas camufladas anticipAndo-
se a los conflicts navales que
tendrian lugar en el Atlantico Norte.
Despu6s de 1940, muchos de aque-
llos barcos rapidos fueron conver-
tidos en corsarios o destructores


Desprovisto de sus caiiones y de otros arreos de combat, el
"Topeka" ahora transport carga de un puerto a otro.


cuya misi6n era atacar barcos
aliados y buques de paises neutrales
que colaboraban con los aliados,
que ignoraban tal misi6n.

El barco corsario escondia sus
armas y generalmente ondeaba la
bandera de un pais aliado o neutral,
a fin de no crear sospechas al
aproximarse. Cuando el corsario se
hallaba a suficiente distancia des-
cubria sus verdaderos colors y
abria fuego. Este m6todo tuvo
much 6xito y el Togo y otros tres
buques corsarios, el Thor, el Atlan-
tis y el Komet alcanzaron fama
hundiendo o capturando a docenas
de barcos aliados o neutrales.

Actualmente el Topeka lleva a
bordo a cerca de treinta tripulantes,
pero durante la guerra el Togo fue
utilizado ocasionalmente para trans-
portar a 1,500 soldados alemanes en
un solo viaje. Su velocidad maxima
de 16 nudos era considerada ripida
para la 6poca, y ello probablemente
ayud6 al Togo a escapar de los
ataques. Una vez, en 1943, tras
haber sido convertido en un crucero
auxiliar e intentar romper un
bloqueo en el Mar del Norte, fue
localizado por un radar britanico y
luego atacado. El Togo se las arregl6
para regresar a puerto con algunos
dafios menores.
Despu6s de la guerra, el Togo
pas6 por various propietarios y
naveg6 bajo los nombres Svalbard,
Tilthorn y Stella. El fantasma del
viejo corsario revivi6 en 1964
cuando el barco apareci6 con su
nombre original, Togo. En 1968,
Lineas Agromar adquiri6 el viejo
barco y lo bautiz6 con el nombre
Lacassiela y finalmente Topeka.

Cualquiera que suba a bordo del
Topeka entra a un tiempo ya pasado
y, sin mayor imaginaci6n, podrd
reproducir lo que el barco habria
sido bajo la bandera de la Armada
Imperial Alemana. El comedor y los
salones de estar a6n ostentan los
entablados originales de madera,
estropeados por cuatro d6cadas de
arduo servicio, y la cubierta es de
madera, no de acero. El mobiliario
original de los '30 estd en uso,
aunque la tapiceria de brocado esta
deteriorada y gastada. El capitan se
sienta en un escritorio que quizas se
utiliz6 alguna vez para planear
acciones de combat o para escribir
una carta a un familiar en Alemania.

Si bien los dos cafiones de 76
milimetros y los dos de 40 milime-
tros fueron eliminados de cubierta
desde hace tiempo, las bases de ellos
se hallan a6n alli, en monument a
la devastadora profesi6n de antario
del Topeka.

Para los entusiastas de la historic,
la cabina de radio y el puente de la
nave ofrecen un atractivo especial.
El tim6n y casi todos los instrumen-
tos del puente, incluyendo la br6-
jula, las cajas del motor y various
indicadores, son originales y fabri-
cados en Alemania. Las pocas piezas
de brillante nuevo equipo parecen
fuera de lugar entire las reliquias de
otra era.
El equipo de radio fue construido
por la desaparecida compafiia Tele-
funken de Alemania. Como quiera
que continfa funcionando en per-
fectas condiciones, el official de radio
lo contin6a usando. El Capitin


afirma que un buen radio t6cnico
puede reparar ese antiguo equipo,
pero el hecho de que ha requerido
muy pocas reparaciones es un
tribute a la tecnologia y a la pericia
que se utilizaron en fabricarlo hace
mis de cuarenta afios.

Una serial mas sutil de la edad del
Topeka se halla en los reaches, en
lugar de soldadura, empleados en su
construcci6n. La soldadura fue
aplicada despu6s de 1940, pero no se
populariz6 sino hasta los '50.

El Capitan Pablo Martinez del
Topeka describe un fen6meno cu-
rioso que ocurre con frecuencia
cuando el barco atraca en un puerto.
Aunque la nave sirvi6 en la Armada
alemana bajo el nombre de Togo,
muchos alemanes parecen estar
familiarizados con su historic, a
pesar de haber usado otros nombres.
"Cuando llegamos a un puerto en
donde viven alemanes", dice el
Capitan Martinez, "muchos de ellos
vienen a ver el barco. No s6 por que,
pero ellos saben que se trata del
Togo."

El Torneo de Bola Suave Viceroy
International 1981 de la Senda
Unida, patrocinado por la Tabaca-
lera Istmefia, S.A., esta programado
para efectuarse del 4 de abril al I� de
mayo en el Parque de la Liga de Bola
Suave del Pacifico en Balboa.
Treinta y dos equipos participa-
rAn en el torneo de Bola Suave
Viceroy-TISA, el cual apoya todos
los afios a la Senda Unida con una
generosa donaci6n de sus utilidades.
Las divisions Clase A y Clase B,
comprenderan 16 equipos cada una
en este torneo de double eliminaci6n.
Ciento veinticuatro (124) premios
serin entregados por Viceroy-TISA
al concluir el campeonato.

de los Estados Unidos, las Ligas de

entregado recientemente a Her-
nando Galvez, cuyo sentido comin
y arriesgando su seguridad personal

GAlvez, operario de tractor en la
Division de Servicios Comunales,
estaba relevando a un t6cnico
biol6gico en el area de propagaci6n
de Corozal hace various meses
cuando vio que salia fuego de una
segadora Hustler que estaba esta-
cionada bajo el alero de un edificio
de madera. Observando que el


operario de la maquina tenia
dificultad en sacar el pasador de
seguridad de su extintor de incendio,
Galvez tom6 un extintor del taller de
equipo y corri6 a apagar el fuego de
combustible.
Su rApida acci6n limit el dafio a
la propiedad a un pedazo del
alambre del sistema de arranque y
parte de la linea de combustible;
salv6 la segadora, que tiene un valor
de $6,000 y evit6 que se extendiera el
fuego al tanque de combustible del
equipo, que pudo haber explotado y
causar muerte o lesi6n y causar un
incendio en el edificio de madera que
contenia insecticides.
