Medical service main topic at RAC session

The capability of MEDDAC to
provide health services to Com-
mission employees was the subject
of considerable discussion at last
week's Resident's Advisory Com-
mittee executive session with Ad-
ministrator D. P. McAuliffe. Spe-
cial guests were Col. Mims Ault-
man, Col. William Spencer and
Maj. Gordon Cho of MEDDAC,
who answered questions regarding
the rumor of a reduction in force
(RIF) in MEDDAC facilities on the
Isthmus and the concerns of Com-
mission employees, especially those
of the Atlantic side,' about the
quality of medical care.
Aultman stated that although the
manpower survey made at the end of
fiscal year 1980 indicated insuf-
ficient workload to justify the
manning in some areas, the situation
is still under study. Spencer pointed
out that no action has been taken on
a RIF and that there has been no
intent to keep information from the

Some questions on FEGLI answered


A number of questions are
frequently asked concerning the new
Federal Employees' Group Life
Insurance (FEGLI) program. Below
are these questions and their an-
swers.
Q. Who is eligible for FEGLI
coverage?
A. Eligible employees are all
permanent employees who are not
covered by Panama Social Security,
and rehired annuitants who have not
had a break in service of more than
three days since retirement.
Q. Is an intermittent (WAE) or
temporary employee eligible for
FEGLI coverage?
A. No.
Q. How much FEGLI coverage
do I need?
A. It depends on your circum-
stances. Generally, you need protec-
tion most during the years you have
children or other dependents at
home, and it is likely that you will
want to enroll for the maximum
amount of life insurance coverage
which you believe you can afford.
Q. May I elect Options A, B and
C or any combination of these?
A. Yes. During the March 1981
open enrollment period, if you
enroll for Basic Life insurance, you
may also elect all or any combina-
tion of Options A, B or C without
submitting evidence of insurability
and regardless of your age.
Q. If I marry or increase the
number of eligible family members,
may I increase the amount of
FEGLI coverage?
A. Yes, if you are employed in a
position covered by the FEGLI law.
If you are under age 50, you may
increase the number of multiples of
Option B-Additional, without proof
of insurability by one multiple for
each new family member. You may
elect Option C-Family at any age.
However, you must request these
changes within 60 days after your
marriage or the birth or adoption of
a child. Also, if you marry oracquire
a child during the year following a
waiver of Basic Life, and promptly
cancel that waiver at the end of the
year, you will be permitted to elect


Option C at the same time. Basic
Life, Option A and Option B may be
elected at any time you meet the
three basic requirements for can-
cellation of a waiver or declination.
Q. What are the three basic
requirements for cancellation of a
waiver or declination?
A. If you have on file a valid
waiver of Basic Life, oi. will not
later be eligible to enroll for Basic
Life unless you meet the following
three requirements for cancellation
of a waiver: (l)'You are under age
50;
(2) One year has elapsed since
the effective date of your last waiver;
and
(3) You furnish, at your own
expense, satisfactory evidence of
insurability.
You may cancel the Basic Life
insurance at any time, but if you do
so, you will lose all optional
insurance at the same time.
Q. What constitutes "eligible fam-
ily members" under Option C-
Family?
A. "Eligible family members"
means your spouse to whom you are
legally married and your unmarried
dependent children (other than a
foster child or a stillborn child),
including an adopted child, a
stepchild (but only if the stepchild
lives with you in a regular parent-
child relationship), or a recognized
natural child. To be covered, a child
must be under 22 years of age or if22
or over, incapable of self-support


because of a mental or physical
disability which existed before the
child became 22 years of age. If you
should acquire another eligible
family member while, insured for
Option C, he or she will be covered
automatically. When you no longer
have any family member eligible for
this coverage, you must cancel the
Option C.

Q. May I continue my FEGLI
insurance when I retire?
A. Your Basic Life coverage may
be continued when you retire if: (1)
you retire on an immediate annuity;
(2) you had been insured for
Basic Life coverage for the entire
period during which coverage was
available to you, or for the last five
years of service immediately before
your retirement; and
(3) you do not convert it to an
individual policy. Option A-Stand-
ard and Option B-Additional life
insurance may be continued after
you retire if you continue your Basic
Life coverage and meet require-
ments 2 and 3 above. You may
continue Option C-Family insur-
ance if you meet requirement 2
above.
Q. Do I need to designate a
beneficiary for my life insurance?
A. No, but if you do not
designate a beneficiary, your death
benefits will automatically be paid in
accordance with the . Order of
Precedence provision in the Group

Bullwheels being replaced


The two giant bullwheels that
open and close miter gates 106 and
107 at the north end of the west locks
at Miraflores were recently replaced.
The two-week job was done as part
of a ten-year project that includes
replacing 20 of the 96 locks'
bullwheels installed during Canal
construction.
In the early 1970s, a Locks
Division study revealed that the
wear and tear on certain bullwheels
was enough to warrant their replace-
ment. The first two to be replaced

the Canal Area, is preparing to issue
transitional land-use licenses to all
users of lands, waters and privately
owned buildings in Canal Operating
and Housing areas who wish to
continue use of these areas under the
new land-license procedure in the
treaty. The License Section office is
located on the fourth floor of the
Ministry of Treasury and Finance
on Peru Avenue. Hours of operation
are Monday through Friday from 7
a.m. to 3 p.m.

121 at Miraflores Locks, in 1975.
Since then, two to four bullwheels
have been replaced each year. The
newest ones are the fifteenth and
sixteenth to be installed.
The last four bullwheels to be
replaced will be those at Gatun
Locks and will require lane outage.
That job will be done in conjunction
with the Gatun Locks overhaul
scheduled for 1985.
The bullwheels have a diameter of
19 feet 9 inches, weigh 36,000 lbs and
in 1975 cost approximately $72,000
each. The price has increased
significantly, however, and their
estimated cost is now more than
double that amount.

survey results have been reviewed by
the Health Services Command.
In reference to the rumor of Coco
Solo Hospital being downgraded to
a clinic or dispensary, Aultman
stated that if the patient load
diminishes, the name could be
changed to "clinic" at the end of the
30-month transition period. He said
that the current feeling is that some
beds will be kept and that much
change is not anticipated.
On the matter of four of the nine
obstetricians departing Gorgas Hos-
pital, Aultman said that a new
military OB-GYN chief is expected
soon and he reiterated that he will do
all he can to get the necessary
personnel and the best qualified
personnel for MEDDAC here.
Administrator McAuliffe remarked
that he was favorably impressed
with the attitude of the Commander,
U.S. Army Health Service Com-


mand at Fort Sam Houston, Maj.
Gen. Raymond H. Bishop, re-
garding MEDDAC activities on the
Isthmus and feels confident that
most of the problems will be
resolved in a fair and beneficial way.
Referring to his testimony before
the House and Senate Subcom-
mittees on the 1982 budget that the
previous administration had sub-
mitted, the Administrator said that
the present administration will make
reductions in funding and man-
power. He said that the Commission
will have to absorb some reductions,
and that he will be looking at ways to
prepare for this eventuality to avoid
drastic measures such as a RIF. He
noted that the Commission is still
under a hiring freeze. McAuliffe said
that if revenues pick up, as they are
beginning to, employees should not
be significantly affected although
some cost-reductions will have to be
instituted. He also quashed the

for a vocational-training or trade

Women's studies course
For the first time ever, a course in
women's studies is being offered at
Panama Canal College. Entitled
"The Women's Movement in the
Twentieth Century," the course will
be taught by Rita Sosa, a teacher in
the DODDS system who has a
master's degree in Human Rela-
tions.
Ms. Sosa plans to present an
overview of the history of the
women's movement in the United
States with emphasis on the sig-
nificant contributions made by
women in the twentieth century and
on events which have influenced the
changing role of women in the last
eighty years.
The eight-week course begins on
March 19 and will meet from 4:40 to

Panama Canal College
The General Educational Devel-
opment (GED) tests which are used
to gain a high school equivalency
diploma will be given at the Panama
Canal College today at 6:30 p.m.
and tomorrow, March 7, at 8:30
a.m.
The GED test series is designed
for those persons who have left high
school before graduating and would
like to earn a high school diploma.
The series consists of five tests, one
each in writing, social studies,
science, reading, and mathematics.
Persons taking the series must take
and pass all five examinations after
which an application for the equiv-
alency diploma may be made.
All adults 19 years and older are
eligible to take the test.
Registration will be prior to the
examination at the Panama Canal
College main office. There is a

Arctic Ocean, the "Roosevelt," its graceful lines belie

The early part of the twentieth
century was an age of exploration.
One of the great uncharted regions
still beckoning to explorers was the
North Pole, which remained un-
conquered until 1909. In that year,
the ship Roosevelt, with Adm.
Robert E. Peary on board, battled
its way through ice- and snow-
covered waters to a point less than
180 miles from the North Pole.
Peary then traveled the rest of the
way by dogsled over the frigid
wilderness to stand, on April 6,
i 1909, where no one had ever stood
before. For Admiral Peary, who had
been struggling to achieve this goal

would not have been possible

velt had a powerful steam engine as
its primary source of power and a
narrow beam and short length to
increase maneuverability when pick-
ing its way through ice packs. The
sides of the vessel were 30 inches
thick in places, and armor-plated.
Long after its arctic triumph, the
Roosevelt continued to be a hard-
working oceangoing vessel. It was
sold to a series of private owners and
used primarily as a towboat. The
Roosevelt passed through the Canal
many times towing barges from the


West Coast of the United States
destined for ports on the Atlantic
seaboard.
During its final years, the famous
Roosevelt needed repairs more and
more often. Due to mechanical
problems, it had to be rescued at sea
several times by Panama Canal tugs
such as the Tavernilla which once
found the Roosevelt floating adrift
in the Pacific without a rudder.
The Roosevelt's final voyage
began in 1936 when it was assigned
to tow a Navy coal ship from Seattle
to New York. The ship, with tow,
limped into Balboa in December
needing repairs. It left Cristobal on
January 8, 1937, headed north, but
heavy seas and strong winds in the
Caribbean proved too much for the
aging vessel, which managed to
return to Cristobal on January 15
after sustaining heavy damage.
The Roosevelt was taken to the
Mount Hope Shipyard forextensive
repairs, but it was decided instead to
beach the vessel on the mud bank of
the Old French Canal. After three
decades of service and adventure,
the Roosevelt was unceremoniously
and finally retired.

rumor that he or the Commission
had requested the withdrawal of the
early retirement benefits.
Regarding the survey taken at the
Balboa and Coco Solo commissaries
to determine if these facilities will be
continued in service after the 30-
month transition period, the Ad-
ministrator said the decision will be
made on the basis of customer load
and a dollars and cents evaluation. It
was noted by RAC members, for
example, that the Corozal com-
missary can not handle all of the
Pacific side customers.
On the matter of the possible
extension of commissary and other
privileges after the five-year period,
the Administrator said that the issue
is being studied and noted that the
implementing legislation provides
for a cost-of-living adjustment for
those U.S.-citizen employees who
lose those privileges.
In answer to a request for a legal
assistance unit to assist Commission


employees and their dependents
with legal problems, the Admin-
istrator said that the Commission
cannot support a full time legal
assistance unit. Minimal assistance
can be granted by the Office of the
General Counsel within the present
work force. He remarked that quite
often what may seem like legal
problems can be handled by per-
sonnel of the Liaison Unit, and
added that the unit will be respon-
sible for giving assistance to em-
ployees with problems in judicial
and police cases in Panama.
Regarding deteriorated wiring in
some old Commission housing, he
said that the inspection has been
completed and that to rewire all
housing would cost about $5 mil-
lion-such funds are not available.
However, he said that in the case of a
house that has a real safety hazard, it
would be rewired right away, or the
occupant will be moved to other
housing at Commission expense.


Freeze lifted, 193d CPO now hiring


Following the lifting of the
civilian hiring freeze for Department
of Defense agencies, the Civilian
Personnel Office, 193d Infantry
Brigade (Panama) is seeking a
number of civilian employees.
However, those persons who have
not previously worked for the
federal government must first get on
the register at the Central Exam-
ining Office, Ancon, to be eligible.

Occupants should report what they
perceive to be hazards to the
Housing Manager.
The problems encountered in
making long distance calls to the
United States through INTEL re-
ceived considerable discussion. RAC
members from the Atlantic side said
they were having extreme difficulties
getting through to the United States.
Col. John J. Plunkett explained that
the long delay in getting an answer
from the operator is due to the fact
that only four of the eight lines to the
international switchboard were trans-
ferred to INTEL in Panama from
the former TRT offices on Gavilan
Road. He said that negotiations are
currently in progress to get the other
four trunks open.
The $1 tax on each call originating
from the Canal area was criticized as
well as the $10 annual charge to
customers for a credit card. A RAC
representative said that a 50-cent
charge is being made on collect calls
from the United States.
A potentially serious traffic prob-
lem in the area of France Field,
Escondido Road and Randolph
Road near the Free Zone on the
Atlantic side was described, as was
the run-down condition of the
United States sector of Mount Hope
Cemetery.
Referring to the recent 15 percent
increase in electricity rates for
occupants of Commission housing,
the Administrator said that the high
cost of fuel made the increase
necessary and noted that another
increase is in the offing that will
enable the Commission just to break
even. He pointed out that the law
requires that the Commission meet
its costs in revenues. It was also
noted that large increases in electric
rates for non-profit organizations in
the Canal area will go into effect at
the end of the 30-month transition
period.
A letter sent to the Board of
Directors by Panama Canal Pilot
Capt. James D. Gilman concerning
the retirement of the SS Cristobal
was distributed at the RAC meeting.
Captain Gilman requested that the
Board approve a "commemorative
transit of the Panama Canal"
immediately prior to the final
northbound voyage of the Cristobal.

La capacidad de MEDDAC para
proporcionar los servicios m6dicos a
los empleados de la Comisi6n fue
tema de un extenso debate durante
la reuni6n ejecutiva celebrada la
semana pasada por el Comit6
Asesor de Residentes con el Admi-
nistrador D. P. McAuliffe. Los
invitados especiales en esta oportu-
nidad fueron el Coronel Mims
Aultman, el Coronel William Spen-
cer y el Mayor Gordon Cho, de
MEDDAC, quienes respondieron a
preguntas sobre la reducci6n de
personal (RIF) en instalaciones del
MEDDAC en Panama y sobre
inquietudes de empleados de la
Comisi6n, en torno a la calidad de
servicios medicos.
Aultman indic6 que aunque el
analisis de personal hecho al t&r-
mino del afio fiscal 1980 revel6 que
no hay suficiente demand de
servicios en ciertas areas que justi-
fiquen la cantidad de personal, la
situaci6n se halla aun bajo studio.


Contestan preguntas sobre FEGLI


Con frecuencia surgeon preguntas
sobre el nuevo Seguro Colectivo de
Vida para Empleados Federales
(FEGLI). A continuaci6n publica-
mos algunas de esas preguntas y sus
correspodientes respuestas.
P. ,Qui6nes son elegibles para el
seguro FEGLI?
R. Son elegibles todos los em-
pleados permanentes que no est6n
cubiertos por el Seguro Social de
Panama, y aquellos pensionados
reempleados que no hayan inte-
rrumpido su servicio por mas de tres
dias tras jubilarse.
P. ,Es eligible para el seguro
FEGLI un empleado intermitente
(WAE) o un empleado temporal?
R. No.
P. iQui clase de cobertura
FEGLI me conviene?
R. Depende de las circunstan-
cias. Generalmente, necesita mayor
protecci6n cuando tiene en su casa a
sus hijos y otros dependientes; se da
por descontado que le gustara
adoptar el maximo seguro de vida
que pueda pagar.
P. ZPuedo elegir entire las op-
ciones A, B y C o cualesquiera
combinaci6n de ellas?
R. Si. Durante el period abierto
de Marzo-1981, si se suscribe al
Seguro Basico de Vida, puede

de edad o, si tiene 22 afios o mas, ser
incapaz de mantenerse a causa de
insuficiencia fisica o mental ocurri-
da antes de cumplir los 22 afios. Si
recibe otro miembro en la familiar

C, el nuevo miembro quedara
protegido automaticamente. Cuan-
do no tenga ya miembros elegibles

R. Su cobertura del Seguro Ba-
sico de Vida puede mantenerla si: (I)
se jubila con pension inmediata;
(2) ha estado protegido por el
Seguro Basico de Vida durante todo
el period en que la cobertura
estuviera a su alcance, o durante los
cinco tiltimos afios inmediatos a su
retire; y
(3) no la convierte a una poliza
individual. La Opci6n Regular A y
la Opci6n Adicional B de Seguro de
Vida puede mantenerlas despues de
jubilarse si mantiene el Seguro
Basico de Vida y llena los requisites
2 y 3 arriba indicados. Puede
mantener la Opci6n Familiar C si
Ilena el requisite NO 2.

Cambian ruedas motrices


Las dos enormes ruedas motrices
que abren y cierran las compuertas
106 y 107 del extreme norte de la via
occidental de las Esclusas de Mira-
flores fueron reemplazadas reciente-
mente. El trabajo de dos semanas
fue llevado a cabo como parte de un
proyecto de diez afios que incluye el
reemplazo de 20 de las 96 ruedas
motrices de las esclusas instaladas
durante la construcci6n del Canal.
A principios de la d6cada del 70,
un studio de la Divisi6n de Esclusas
revel6 que el deterioro causado por
el uso de ciertas ruedas motrices
ameritaba su reemplazo. Las dos
primeras en ser reemplazadas fueron

pando edificios de propiedad pri-
vada, tierras y aguas en las Areas de
Operaci6n y Vivienda del Canal en
uso de licencias expedidas por el
desaparecido Gobierno de la Zona

solicitud formal para nuevas licen-
cias en Panama, deberan hacerlo
entire el 11 de marzo y el 29 de mayo.

bajo el nuevo procedimiento para
licencias previsto en el Tratado. La

Esclusas de Miraflores en 1975.
Desde entonces, entire dos y cuatro
ruedas motrices han sido reempla-
zadas cada afio. Las mas recientes en
ser instaladas son la 15 y la 16.
Las cuatro l6timas ruedas motri-
ces que se reemplazaran seran las de
las Esclusas de Gatln y debido a ello
habrA que suspender el trafico. El
trabajo sera efectuado junto con el
reacondicionamiento de las Esclusas
de Gatlin programado para 1985.
Las ruedas motrices tienen un
didmetro de 19 pies 9 pulgadas,
pesan 36,000 libras y en 1975
costaron aproximadamente $72,000
cada una. El precio ha subido
significativamente, no obstante, y su
costo estimado es actualmente mis
que el double del monto original.

Por primera vez en su historic la
Universidad del Canal de Panama
ofrecera un curso de studios sobre
las mujeres. Titulado "El Movi-
miento Feminista en el Siglo XX", el

Los Examenes de Desarrollo
Educativo General (GED) que se
usan para obtener un diploma de
equivalencia de escuela secundaria

Una de las labores esenciales y
constantes que realize la Comisi6n
del Canal de PanamA es la de ofrecer
las condiciones mas seguras posibles
a la comunidad maritima mundial
mientras sus naves transitan la via
interoceAnica. El mantener el cauce
del Canal libre de cualesquier
obstaculos no es tarea menor de esta
responsabilidad. De esta manera,
todos los dias de la semana,
temprano en la mafiana, cualquiera
que est6 en la vecindad del Corte
Gaillard es muy probable que vea a
la lancha Sea Devil de la Comisi6n
sondeando las profundidades del
cauce buscando cualquier obsticulo
que podria impedir el trifico de
buques.
La lancha a motor de 65 pies de
largo cuenta con dos flotadores que
se extienden a babor y a estribor.
Cada uno esta equipado con un
transductor, o aparato sonar que
alcanza una profundidad de pie y
medio bajo la superficie del agua.
Las sefiales electr6nicas son trans-
mitidas desdeel transductor hasta el
fondo del Canal. Estas sefiales son
registradas en dos sondimetros
instalados dentro de la lancha. Los
transductores cubren un area del
fondo del Canal de 24 pies de ancho.
A bordo de la lancha se encuen-
tran empleados de la Secci6n
Hidrografica del Ramo de Agrimen-
sura y de la Divisi6n de Dragado,
incluyendo un operario de lancha,
un t6cnico de agrimensura y un
ayudante de agrimensura, quienes
laboran conjuntamente en el "barri-
do" (sondeo) del Canal buscando
"bajios critics" y otras elevaciones
en el fondo.
Un bajlo critic puede conside-
rarse cualquier material que se
encuentre en medio del cauce de 300
pies del Canal y a una profundidad
igual o menor al calado permisible
del buque mas tres pies. El objetivo
es el de mantener un calado mAximo
permisible de 39.5 pies y un niargen
adicional minimo de cinco pies. El
calado permisible es reducido a
raz6n de 6 pulgadas por cada 6
pulgadas que desciende el nivel del
lago bajo los 85 pies.
Los bajios critics pueden ser
simplemente pequefias cantidades
de sedimento de lodo que son
levantadas por las h6lices de los

buques de alto calado o por
remolcadores, o bien podrian ser
levantamientos de rocas o material
que se ha deslizado desde las riberas
del Canal. A media que desciende
el nivel del lago, los bajios critics
ocurren con mis frecuencia.
El actual plan de vigilancia del
Corte entr6 en vigor en noviembre
de 1980 y consiste en cinco viajes
todos los dias de la semana entire la
Estaci6n 1645+00 en el Cruce
Chagres y la Estaci6n 2090+00 en las
Esclusas de Pedro Miguel.
Los niveles de profundidad son
registrados para cada viaje en rollos
de papel colocados en los sondime-
tros y la situaci6n del Canal (parte
de un sistema coordinado cuya
distancia se mide en pies desde un
punto cero en la entrada Atlintica
del Canal) es registrada cada 1,000
pies.
Antes de 1940, latarea de verificar
el cauce en busca de obstAculos era
llevada a cabo con un tubo rastrea-
dor a una profundidad determinada.
Con el transcurso de los afios, se
han ensayado distintos m6todos
para reducir la intensidad de la
vigilancia, generalmente cuando el
Lago Gat6n ha subido por encima
de cierto nivel, usualmente 85 pies.
Cuando se descubre un area que
require atenci6n inmediata, se hace
una llamada de emergencia a la
Divisi6n de Dragado. Entonces se
usa un tubo de rastreo de 9 pies de
largo para verificar y probar la
naturaleza del obsticulo. Si es
necesario, el obsticulo sera marcado
con una boya. Los capitanes de
puerto de Balboa y Crist6bal serin
notificados y se prepararAn informes
a los titulares de las direcciones de
Marina e Ingenieria y Constr~ucci6n.
Mientras tanto, se:da parte del

profundidad a intervals regulars.
Esto se hace bajando un plato piano
y redondo de metal que se amarra a
una soga marcada a una profun-
didad conocida. Si hay discrepancia,
se ajusta el aparato para sondeo.


La lancha de agrimensura tam-
bi6n se usa cuando llevan a cabo
operaciones con explosives en el
Corte o cuando es necesario hacer
sondeos en cualquier otra parte del
Canal.

reemplazar el Sea Devil con una

si6n no puede mantener una unidad
de asesoria legal a tiempo complete
para los empleados. El personal de
la Oficina del Asesor Legal puede
ofrecer asistencia legal minima.

La Oficina de Personal Civil de la
Brigada 193 de Infanteria (Panama)
esta ofreciendo empleos, tras haber-
se levantado el congelamiento en el
empleo de civiles para las agencies
del Departamento de Defensa.
No obstante, aquellas personas
que no han trabajado anteriormente
en el gobierno federal deberan
ingresar primero al registro en la
Oficina Central de Examenes, en
Anc6n, para ser elegibles.
Se estAn recibiendo solicitudes de

aquellas personas elegibles para

Refiri6ndose al alambrado dete-
riorado en algunas viejas casas de la
Comisi6n, dijo que se ha concluido
una inspecci6n y que instalar nuevos
alambrados costaria $5 millones. No
existe partida disponible para ese
fin. Sefial6, no obstante, que en las
casas en donde los alambrados
constituyan un grave peligro, estos
serin reemplazados inmediatamen-
te y los ocupantes seran trasladados
a otras casas a costa de la Comisi6n.
Los inquilinos deben informar lo
que ellos consideran es un peligro, a
la Administraci6n de Viviendas.
El problema de la demora en
conseguir lamadas de larga distan-
cia a los Estados Unidos a trav6s del
INTEL fue debatido extensamente.
Los miembros del RAC en el sector
Atlantico dijeron que estaban te-
niendo grandes dificultades para
comunicarse con los EE.UU. El
Coronel John J. Plunkett explic6
que la demora en obtener el servicio
de la operaria se debe a que s61o
cuatro de las ocho lines internacio-
nales que manejaba la TRT en sus
oficinas de la Calle GavilAn fueron
trasladadas al INTEL. Explic6 que
se adelantan negociaciones para
obtener los otros cuatro troncales.
El Administrador se refiri6 al
reciente incremento del 15 por
ciento en las tarifas de electricidad
para ocupantes de casas de la
Comisi6n, y dijo que el alto cost del
combustible ha hecho necesaria esa
alza. Observ6 que existe en perspec-
tiva un nuevo aumento que apenas
permitira a la Comisi6n cerrar sin
p6rdidas. Subray6 que la ley exige
que la Comisi6n cubra sus gastos
con los ingresos. Tambi6n se ob-
serv6 que aumentos mayores en las
tarifas de electricidad para organi-
zaciones no lucrativas que operan en
el area del Canal entraran en vigor al
finalizar el period de transici6n de
30 meses.
Se distribuy6 en la reuni6n una
carta dirigida a la Junta Directiva
por el practice del Canal de Panama
Cap. James D. Gilman en torno al
retire del Cristdbal de servicio. El
Cap. Gilman solicit que la Junta
apruebe un "trAnsito conmemora-
tivo en el Canal de Panama,"

Cristdbal haga su (iltimo viaje.
