Safety record improvement


achieved by Commission


A great improvement in the safety
record of the Canal organization
was achieved by the Panama Canal
Commission in 1980, reversing a
rising trend in disabling injuries
recorded annually since 1975 under
the Panama Canal Company. A
disabling injury frequency of 5.08
percent for fiscal year 1980 repre-
sents a 39 percent improvement over
the 1979 frequency set by those units
that continued on into the Panama
Canal Commission.
The most significant safety record
improvement was achieved by the
Marine Bureau, where a disabling
injury frequency of 2.73 percent
represents a 62 percent improve-
ment over that bureau's previous
five-year average. For having
achieved a disabling injury fre-
quency improvement greater than
50 percent, the Marine Bureau
earned the Administrator's Annual
Safety Award in the order of


"Excellence."
Two Commission units, the Water
Transportation Division of the
General Services Bureau, and Staff
and Administration, registered no
chargeable disabling injuries during
1980; a noteworthy achievement as
the former deals with injury ex-
posure in the operation of the SS
Cristobal and the Printing Plant,
and the latter in the operation of the
Sanitation Division and the Ap-
prentice School.
Contributing to the great im-
provement in the Commission's
record in disabling injuries are the
coordinated efforts of the Safety
Division of the Office of Health and
Safety, bureau safety specialists, and
representatives of independent units
and offices as well as periodic
meetings and discussions on health
and safety held by the Director,
Office of Health and Safety and
bureau chiefs.

Replacement of locks towing system rails underway

A four-year project was recently
.begun to repair the locks towing
locomotives track system which
includes the rails, the rack between
the rails and the conductor slot. The
first phase of the project includes the
installation of about 36,000 feet of
chamber-side rails at all three locks,
together with the replacement of
connecting hardware and the con-
crete base that holds the rails in
place.
Over the years the load demand
on the tow track system has changed
due to increases in the number of
transits, in the size of ships and in
ship tonnage.
The introduction in 1964 of


heavier, faster and more powerful
locomotives also placed increased
demands on the original track
system. The 1914 locomotives
weighed 85,000 lbs, had a towing
capacity of 25,000 lbs and speeds of
from one- to five miles per hour. The
1964 locomotives weigh 110,000 lbs,
have a towing capacity of 70,000 Ibs
and speeds of from one- to nine
miles per hour.
As a result, the rail system on
which the locomotives run has
deteriorated to a point where
extensive repairs are needed. The
old 90-lb rails will be replaced with
heavier 105-lb rails that can better
withstand the increased load.
Most problematic in repairing the
system is the replacement of the


concrete base, since lanes cannot be
closed to shipping.for sufficient time
to allow the concrete to properly
cure. To solve this problem, Main-
tenance Division, which is in charge
of the rail-replacement project,
plans to use the "alternate tie"
method, developed by Engineering
Division's Structural Branch.
The rails are supported by long
and short ties. The original ties are 6
feet 10 inches long and support both
rails of the locomotive track. The
short ties, introduced in a standard
improvement project in the late 30s,
are less than two-feet long and are
placed under each rail, alternating
with the long ties.

concrete base from under the short
ties. When this is done, the track is
supported temporarily by the long
ties with auxiliary supports at the
ends. At this point the rail is
replaced. Remaining deteriorated
concrete is then removed and the
foundations for the short ties are
concreted while isolated from rail
and traffic vibrations by a gap.
When suitable concrete strength is
reached, this gap is filled by the use
of metal shims and the original
hardware that helps hold the rail in
place is replaced with new, stronger,
hardware. The traffic load is then
transferred to the short ties and the
process repeated for the long ties.
When the concrete base is ready, the
rails are reconnected. Minimal lane
outage is required during this time.
The 39-foot lengths of new rail
will be welded together, end to end,
using the Thermit welding process.
Normally, the welding of locomo-
tive rails and of fissures found in the
rails has been done using the arc
welding method.

The Thermit process is being used
because it takes half the time of arc
welding and ensures a weld that will
withstand as much or more stress
than the rail itself.
Recently, Maintenance Division
personnel conducted a number of
training experiments using the
Thermit method. They were aided
by Edward Prescott, 'a service
representative of U.S. Thermit, Inc.,
the company that supplies the
materials for the process.
The Thermit process consists of
aligning the gap between two rails
and then placing a two-part mold
around the gap. Wicking cord is
packed into the spaces between the

The open enrollment season im-
plementing the new Federal Em-
ployees' Group Life Insurance
(FEGLI) program will begin March
I and continue through March 31.
This new program replaces all
existing FEGLI insurance which
automatically will be canceled as of
April 1.
Information brochures, election
forms and instructions will be
distributed to each eligible employee
at their worksite on or about March
2. Upon receipt, the election form
(SF 2817) must be completed by the
employee and returned to his/her
supervisor as soon as possible. Non-
receipt of an election form will
automatically place the employee
under Basic Life Insurance and
payroll deductions will be withheld
from employee paychecks accord-
ingly.

horse show
Everyone is welcome to attend the
Annual Albrook Horse Show that
will be held tomorrow and Sunday
at the Albrook Riding Club. The
show begins at 9 a.m. on both days.

Model Aero Club
The next meeting of the Model

Revival services
Revival services at La Boca
Baptist Church began last Sunday
and will continue through Sunday,

Texas. Services will be held nightly
at 7 p.m. and the nursery will be
open for pre-schoolers.

Modeling graduation
Jackie McClellen's first modeling
class of 1981 will be holding its
graduation and fashion show on
Friday, March 6, at 7:30 p.m. at the
Balboa YMCA auditorium. The
class will model the latest fashions
from Dant6. All persons interested
in joining the next modeling class
are encouraged to attend and the
public is invited.


/ Isthmian College Club
Jack Peterson, a noted insect
geneticist with Gorgas Memorial
Laboratories will be the guest
speaker at the next Isthmian College
Club meeting. He will show slides
and discuss the ecological field work
he has done in different areas of
Panama, especially the Darien and
Chiriqui provinces. The meeting
begins at 3:30 p.m. on Monday,
March 2 at the Quarry Heights
Officers' Club. All members and

Wine and Cheese benefit
at Administrator's residence
The National League of American
Pen Women, Inc. is sponsoring a
wine and cheese benefit at the
residence of Commission Admin-
istrator and Mrs. D. P. McAuliffe

the annual Pen Women scholarship

Ms. Lampshire will speak on the

a Writers' Evening at Fort Amador

Ms. Lampshire has been an editor,
writer and columnist of publications
nationwide and a long time member
and officer of the Pen Women.
"Our Wonderful World of Words"
is the subject of a talk to be
presented by Ms. Burton at the
Quarry Heights Officers' Club on
March 9, from 3 to 5 p.m. The talk
will deal with inspirational writing
and poetry. Ms. Burton is an award-
winning poet whose poems have
been widely published in national
periodicals.She is also the author of
several books and frequently teaches
writing seminars and workshops.

Chess tourney
A two-day chess tournament
begins at noon on March 7 at Valent

Valent Recreation Center is spon-
soring a bus to Old Panama on

folkloric dances performed there.

Carnival excitement to erupt with R


gaiety, color throughout Panama v


Beginning tomorrow, the Repub-
lic of Panama will pause in its daily
routine to devote four days to the
traditional celebration of Carnival.
According to plans disclosed by
the Permanent Carnival Committee
in Panama City, this year's celebra-
tion will bring back memories of
carnivals past to many long-time
residents.
For Aldo Aldeano. the commit-
tee's chairman, the work involved in
recreating the fun, splendor and
organization of the old-time car-
nivals and containing the exodus to
the interior of people in search of
carnival fun, will be neither easily
nor quickly achieved.
"This year, the committee has
taken a very special interest in the
organization of the parade," said
Aldeano, after noting that the lack
of proper organization has affected
the splendor of recent carnival
parades. "Because of this, we are
taking into account organization as
the main aspect in awarding prizes
for the best 'comparsas' (costumed
groups) during the parades,"he said.
The five-person committee that
will determine the winners among
some 30 officially registered com-
parsas has been directed to rate the
groups according to the following

criteria: two points for organization,
and one point each for music,
rhythm and spirit.
The number of participants in a
given comparsa varies from a couple
of dozen to about three hundred,
and all have been practicing hard in
order to make an outstanding
presentation and merit one of the
awards.
The best comparsa will receive
$3,000; the runner-up $2,000; the
third place winner $1,000; and
another eight groups will receive
$500 each.
In addition to the organized
comparsas, at least 12 floats have
also registered.
The parade will depart each day at
3 p.m. from the vicinity of the Bella
Vista Theater. The parade route will
follow Via Espafia and Central
Avenue to Santa Ana Park.
The crowning of Carnival Queen
Blanca Salamin will take place at
7:30 tomorrow evening at the
Municipal Recreation Park, the old
Panama Golf Club. Staged against a
beautiful setting, the coronation
ceremony will be part of an exciting
show that will include the participa-
tion of both local and foreign
orchestras and popular singers, as
well as eleven contestants from the

By tomorrow, paint, glitter, musicians and costumed dancers will
have been added to make it one of the more colorful entries in the
Carnival parades.

The committee has also taken
special interest in the Carnival
Sunday parade, which is devoted to
Panamanian music and folkloric
costumes. To this end, the participa-
tion of folk bands, dancing groups
and persons wearing the Panama-
nian pollera, montuno, Cuna and
Guaymi costumes is being en-
couraged.
Masks and costumes will be the
order of the day, but not of the night,
for Carnival Monday. As a crime
prevention measure, the wearing of
masks or costumes is prohibited by
Panamanian authorities after 7:00
p.m.
Aldeano predicts that by Mardi
Gras, or Carnival Tuesday, the
building crescendo of carnival spirit
should be ready to burst forth in a
veritable explosion of fun and
revelry. Clubs, comparsas accom-
panied by dance bands and private
entries will try their best to be the
center of attention in the parade and
to win one of the prizes.
There is no doubt that Carnival in
Panama has a lot to offer, but
carnival celebrations in other towns
in the interior have become a
growing attraction as they do their
utmost to maintain that uniqueness
that has drawn people from the
capital city during these holidays.
Carnival in Las Tablas, where an
old rivalry continues between two
sections of the city known as "Calle
Arriba" (up the street) and "Calle
Abajo" (down the street), is some-
what difficult to surpass. That
rivalry, which grows daily as the
festivities draw nearer, is perhaps
the main incentive for the luxury,
originality and gaiety displayed by
the "murgas," the street musicians,
from both streets. The rivalry is so
intense that families who live on
different streets often do not speak
to each other during the competition
of carnival days.
During the day, Las Tablas is
popular for the "culecos," in which
groups of people of each street
parade, singing and throwing water
at one another. By mid-afternoon,
the water throwing ceases and the
participants return home to prepare
for the evening, when they will

parade with the murga of their
street. Each murga parades singing
songs in praise of its queen and street
arid, at the'-ame time, making fun of
its counterpart in a competition that
is both clever and gay.
Over the years Carnival celebra-
tions in various cities in the Republic
have attained growing prominence.
Carnival in Chitre has acquired
fame for its water throwing; Ocu is
known for its authentic folkloric
dances and costumes, and the
aquatic carnival of Penonome at the
bathing resort of Las Mendozas on
the Zarati River attracts many
visitors. For those who prefer the
cool and windy beaches, Coronado,
San Carlos and other towns along
the seashore have Carnival fes-
tivities to enjoy.
At these places, Carnival Tuesday
is extended until dawn of Ash


Wednesday, which marks the be-
ginning of Lent. The exhausted
revelers then proceed to bury the
traditional sardine, symbolizing the
end of worldly pleasures, amid tears
and songs of sadness for the
celebration that has ended.
But the Carnival spirit returns to
life once more the following Sunday
with the celebration of "Carnava-
lito," or little carnival, renewing the
festivity that reigned the week
before. Colon is famous for its
carnavalito, which attracts many of
the comparsas and floats from
Panama City to join in the celebra-
tion.
With the conclusion of Carna-
valito, the Lenten season-begins in
earnest.

Theatre Guild offering grant to aspiring artist


The Theatre Guild Board of
Governors is offering a $1,000
scholarship in the name of Arline
Raymond to encourage the develop-
ment of talent in the dramatic arts.

Mrs. Raymond, who died six
years ago, left a legacy of avid
support of theater in the Canal area.

Friends of Arline Raymond and


the Theatre Guild may contribute to
the Arline Raymond Memorial
Scholarship Fund in care of The
Theatre Guild, Box 3648, Balboa,
Republic of Panama.

Grass fires are dry season hazard


With the coming of dry season,
grass fires, which are easily started
and spread quickly, are a major
concern of Canal area firefighters.
Areas are being inspected to see that
grass is cut back, especially in
locations where a fire might threaten
buildings or equipment.
An annual safety measure prac-
ticed by the Fire Division is the
setting of backfires. A backfire is the
controlled burning of an area to
prevent the accidental starting of a
fire or to create a cleared section as a
barrier that will keep a fire that has
already started from spreading to a
larger area.
In order to provide the best


protection for the community, this
controlled burning of potentially
hazardous areas is done early in the
day, when it is cooler and accidental
fires are less likely to break out. This
leaves the division's resources and
equipment available during the
warmer and dryer afternoon hours
when accidental blazes more com-
monly occur.
Residents are reminded of the
increased hazards of fires during dry
season. Everyone is urged to be
extra careful when in or near grassy
areas to prevent fires from starting.
Remember, a carelessly discarded
match or cigarette can start a
destructive grass fire.

Comision logra mejorar

su record de seguridad


Una gran mejora en el record de
seguridad fue lograda por la Comi-
si6n del Canal de Panama en 1980,
invirtiendo el curso ascendente de
lesiones de incapacidad que se
registraba anualmente desde 1975
bajo la Compafifa del Canal de
Panama. La frecuencia de las
lesiones de incapacidad de 5.08 por
ciento para el aflo fiscal 1980
represent un mejoramiento de 39
por ciento sobre la frefuencia fijada
en 1979 por las unidades que
continuaron como parte integral de
la Comisi6n del Canal de Panama.
El mejoramiento en el record de
seguridad mAs significativo fue
logrado por la Direcci6n de Marina,
donde una frecuencia de lesiones de
incapacidad de 2.73 por ciento
represent un mejoramiento de 62
por ciento sobre el promedio de los
cinco afios anteriores de dicha
direcci6n. Por haber logrado un
mejoramiento en las lesiones de
incapacidad mayor del 50 por
ciento, la Direcci6n de Marina se
hizo acreedora al Premio Anual de


Seguridad del Administrador en el
grado de "Excelencia".
Dos unidades de la Comisi6n, la
Division de Transporte Maritimo de
la Direcci6n de Servicios Generales
y la Administraci6n, no registraron
lesiones de incapacidad en 1980;
logro significativo si se toma en
cuenta que la primera opera el vapor
Cristdhal y la imprenta, y la segunda
esta encargada de la Divisi6n de
Sanidad y de la Escuela de Apren-
dices.
La base de esta gran mejora en,el
record de lesiones de incapacidad de
la Comisi6n descansa en los esfuer-
zos coordinados de la Divisi6n de
Seguridad de la Oficina de Salud y
Seguridad, los especialistas de segu-
ridad de las direcciones y los
representantes de unidades y ofici-
nas independientes, asi como en las
reuniones y discusiones peri6dicas
sobre salud y seguridad celebradas.

Estan reemplazando rieles de locomotoras de remolque

Recientemente se inici6 un pro-
yecto de cuatro afios de duraci6n
con el fin de reemplazar los rieles
sobre los cuales corren las locomo-
toras de remolque de las esclusas y
de reparar los rieles centrales de la
locomotora. El proyecto, que es la
6nica parte del program de rehabi-
litaci6n de todo el sistema de rieles,
incluye la instalaci6n de 36,000 pies
de rieles en ambos lados de las
cimaras en las tres esclusas, junto
con el reemplazo del equipo de
conexi6n y la base de concrete que
sostiene a los rieles en su lugar.
Con el pasar de los afios, la
demand impuesta por el volume
de carga sobre el sistema de rieles ha
cambiado debido a los incrementos
en el nfimero de transitos, el tamafio
y el tonelaje de los barcos.
La introducci6n en 1964 de
locomotoras de remolque mas pesa-


das, mis rapidas y mas poderosas
tambi6n influy6 en la creciente
demand sobre el sistema original de
rieles. Las locomotoras de remolque
de 1914 pesaban 85,000 libras,
tenian una capacidad de remolque
de 25,000 libras y velocidades de una
a cinco millas por hora. Las
locomotoras de remolque de 1964
pesan 110,000 libras, tienen una
capacidad de remolque de 70,000
libras y velocidades de una a cinco
millas por hora.
Como resultado de ello, el sistema
ferroviario sobre el cual corren las
locomotoras de remolque se ha
deteriorado a tal punto que necesita-
ra reparaciones extensivas. Los
viejos rieles de 90 libras serin
reemplazados con rieles mas pesa-
dos de 105 libras que puedan
soportar mejor el aumento del
volume.

a la reparaci6n del sistema es el
reemplazo de la base de concrete, ya
que las vias no pueden ser cerradas a
la navegaci6n por el tiempo suficien-
te a fin de permitir que el concrete se
seque debidamente. Para solucionar
este problema, la Divisi6n de
Mantenimiento, la cual esta encar-
gada del proyecto de reemplazar los
rieles, proyecta usar el m6todo de
"durmientes alternos".
Los rieles son sostenidos por
durmientes largos y cortos. Los
durmientes originals son de 6 pies y
diez pulgadas y sostienen ambos
rieles de la via de la locomotora. Los
durmientes cortos, introducidos en
un proyecto de mejoras estandar a
fines de la d6cada del 30, son
menores de dos pies de largo y son
colocados debajo de cada riel,
alternados con durmientes largos.

parties de la base de concrete debajo
de los durmientes cortos. Una vez
que se haya hecho esto, la via es
apoyada temporalmente por los
durmientes largos con soportes
auxiliares en los extremes. En este
punto se reemplaza el riel. El
concrete deteriorado restante es
entonces removido y los cimientos
para los durmientes cortos son
cubiertos con concrete estando
aislado del riel y de las vibraciones
del trafico por una brecha.
Cuando se logra la solidez del
concrete deseada, se rellenara la
brecha mediante el uso de cufias. de
metal y el equipo original que ayuda
a mantener el riel en su lugar se
reemplazara por equipo nuevo y
mAs fuerte. El volume del trafico
entonces es transferido a los dur-
mientes cortos y el process se repite
Spara los durmientes largos. Cuando
la base de concrete esta lista, los
rieles seran conectados de nuevo.
Durante este period se require una
interrupci6n minima del trafico por
la via.
Los rieles nuevos de 39 pies de
largo seran soldados juntos, de
punta a punta, usando el process de
soldadura Thermit. Normalmente,
la soldadura de los rieles de la
locomotora y de las rajaduras que se

encuentran en los rieleg se efect a
usando el m6todo de soldadura de
arco.
El process Thermit esta usAndose
debido a que toma la mitad del
tiempo de la soldadura de arco y
asegura una soldadura que soporta
tanta o mas tension que el propio
.riel.
Recientemente el personal de la
Division de Mantenimiento llev6 a
cabo experiments de adiestramien-
to usando el m6todo Thermit.
Fueron asistidos por Edward Pres-
cott, un representante de servicio de
la U.S. Thermit, Inc., la compaiiia
que suministra los materials para el
process.
El process Thermit consiste en
alinear el espacio entire dos rieles y
luego colocar una moldura de dos
parties alrededor del espacio. Se
rellenan los espacios entire la mol-
dura y el riel con cordel fibroso, y se

FEGLI comienza

temporada abierta
La temporada abierta de inscrip-
ciones para poner en vigor el nuevo
Seguro de Vida Colectivo para
Empleados Federales (FEGLI) co-
menzar el 1l de marzo y continuara
hasta el 31 del mismo mes. El nuevo
program reemplaza al seguro
FEGLI vigente, que sera cancelado
automaticamente el 10 de abril.
Los empleados elegibles recibirin
panfletos informativos, formularios
de inscripci6n e instrucciones en sus
puestos de trabajo aproximadamen-
te el 2 de marzo. Al recibo, los
empleados deberan Ilenar el formu-
lario de elecci6n (SF 2817) y
devolverlo al supervisor tan pronto
como sea possible. El no recibo del
formulario de elecci6n colocard
automaticamente al empleado en el
Seguro BAsico de Vida y se procede-
ra a descontinuar el descuento
correspondiente del sueldo del em-
pleado.

Jolgorio del Carnaval se inicia


a partir del sabado en Panama

La Repfblica de Panama hard
desde mafiama sibado 28 de febrero
un alto de cuatro dias en su vida
cotidiana para celebrar los tradicio-
nales carnavales.
A juzgar por los preparativos
anunciados por la Junta Permanen-
te del Carnaval de la ciudad de
Panama, el carnaval de este afio
hard rememorar a quienes han
vivido suficiente las festividadaes de
antafio.
Para Aldo Aldeano, Presidente de
la Junta del Carnaval de Panama, la
tarea de revivir el esplendor y
ejemplar organizaci6n de aquellos
carnavales, y retener gran parte del
6xodo human que se desplaza
hacia el interior en b6squeda de
diversion, no ha sido facil ni se
notara de inmediato.
"Este afio la Junta se ha tomado
especial empefio en lograr que el
desfile sea ordenado y continue",
dijo Aldeano, tras observer que el
desorden ha restado brillo a los
carnavales en los 6ltimos afios.
"Para ello hemos incluido el factor
discipline como el principal elemen-
to para premier a las mejores
comparsas", afiadi6.


El jurado de cinco personas que
escogera de entire unas 30 comparsas
inscritas a las que habran de ser
premiadas, ha sido instruido para
que d6 dos puntos al factor orden y
discipline, y un punto cada uno a la
alegria, el baile y la mi'sica.
Las comparsas oscilan entire va-
rias decenas y hasta trescientos
miembros, y algunas de ellas han
venido ensayando desde hace tiem-
po para obtener alguno de los
atractivos premios. Ademas de las
comparsas y otros grupos, desfila-
ran por lo menos doce vistosos
carrots aleg6ricos. .
La Junta ha destinado este afio
$3,000 para el primer premio; $2,000
para el segundo; $1,000 para el
tercero, y ha asignado ocho premios
adicionales de $500 cada uno. Todos
los dias el desfile partira a las 3 p.m.
de los alrededores del Teatro Bella
Vista y recorrera la Via Espafia y la
Avenida Central hasta el Parque de
Santa Ana.
La coronaci6n de la Reina del
Carnaval S.M. Blanca Salamin se
efectuara el Sabado de Carnaval, a
partir de las 7:30 p.m. en el Parque
Recreativo Municipal, antiguo Club
de Golf. Teniendo como marco un

enormes tambores para el carro aleg6rico "El Tamborito", que
desfilard durante el Carnaval que se inicia maiiana. A estas
alturas se le dan los toques finales a este carro que constituir6 una
de las atracciones de los desfiles del Carnaval.

coronaci6n incluye un extraordina-
rio espectaculo en el que participa-
ran orquestas y artists nacionales y
extranjeros. En el mismo program
seran presentadas once de las
bellezas que participaron en el
Festival del Caf6 en Manizales,
Colombia.
La Junta se ha tomado especial
interns en que el Desfile del
Domingo de Carnaval, dia dedicado
tradicionalmente a exaltar el folklo-
re panamefio, result todo un
acontecimiento. De alli que est6
alcntando la mayor participaci6n
possible de conjuntos tipicos, empo-
Ileradas, montunos, diablicos y de
personas que luzcan las vestimentas
cuna y guaymi.
El Lunes de Carnaval es dedicado
a los disfraces. Las autoridades, a fin
de prevenir abuses por parte de
personas que ocultan su identidad
detras de un disfraz, prohiben a los
festejantes Ilevar disfraces despues
de las 7:00 de la noche.
Cuando league el Martes de
Carnaval el ambiente carnestolendo
estara preparado para lo que
Aldeano predice que sera una
explosion de jolgorio popular. Ese
dia tradicionalmente los grupos
sacan a relucir sus mejores esfuerzos
a fin de ganarse los aplausos de la
muchedumbre alineada a lo largo de
la ruta y hacerse acreedores a uno de
los premios.
A no dudarlo que el Carnaval
panamefio ofrece granges expectati-
vas. Pero otros pueblos del interior
en donde los carnavales han venido
constituyendo una creciente atrac-
ci6n, no han hecho menos para
mantener esa originalidad que ha
volcado a la gente de la metr6poli
hacia el interior durante estas
fiestas.
El Carnaval de Las Tablas, en
donde resalta una vieja rivalidad
entire Calle Arriba y Calle Abajo y
sus respectivas reinas, constitute
para muchos algo dificil de superar.
Esa sana rivalidad, cultivada a
media que se acercan las festivida-
des, es quizas el principal aliciente al
lujo, originalidad y alegria que
despliegan las murgas de una y otra
calle. La rivalidad es tan genuina
que families que viven en distintas
calls se separan en abierta rivalidad
durante los dias del Carnaval.
Durante el dia prevalecen en Las
Tablas los populares "culecos", en
que los grupos en cada calle desfilan
cantando y mojandose. En la tarde,

cesa la mojadera y los festejantes van
a sus casas a descansar y a
prepararse para salir en la noche,
para desfilar con la murga de su
respective calle. Cada murga desfila
entonando canciones que exaltan a
su Reina y a su calle, y mofandose al
mismo tiempo de la contraparte, en
competencia de ingenio y alegria.
Tambi6n han venido adquiriendo
creciente notoriedad con el correr de
los afios los carnavales de Chitr6,
con su cl6ebre mojadera; de Oc6, en
donde resalta el genuine folklore, y
el Carnaval acuatico de Penonome,
en el balneario Las Mendozas del
Rio Zarati. Y aun para quienes
prefieren ir a disfrutar de la deliciosa
playa veraniega en Coronado, San
Carlos y otros pueblos a orillas del
mar, tambi6n hay una festividad
carnestolenda pr6xima en donde
disfrutar de un rato de jolgorio.
El Martes de Carnaval se prolon-
ga en todos esos lugares hasta la


salida del sol el Miercoles de Ceniza,
que da inicio a la cuaresma.
Entonces los exhaustos parranderos
proceden a enterrar la sardina, que
simboliza el fin deljolgorio munda-
no, en medio de Ilantos y cAnticos de
afioranza por la fiesta que terminal.
Pero el ambiente de Carnaval
vuelve a florecer el sabado siguiente,
con el Carnavalito, en donde se
renueva el ambiente festivo que
prevaleci6 la semana anterior. Es
famoso aqui el Carnavalito de
Col6n, hacia donde se trasladan el
domingo muchas de las.comparsas
de Panama, para sumarse a la
celebraci6n colonense.
Concluido el Carnavalito, co-
mienza en propiedad el period de
abstinencia de la cuaresma.

Todo el proyecto de reemplazar
los rieles a lo largo del Canal se

res y terminard en las Esclusas de
Gatlin. Se espera concluir la obra en
1985 a un costo aproximado de $10
millones.

potencialmente peligrosas es Ilevada
a cabo temprano en el dia, cuando
est6 mas fresco y los incendios
accidentales tengan menor proba-
bilidad de iniciarse. Esto permit
que los recursos y equipo de la
division est6n disponibles durante
las horas mas calurosas y secas de la
tarde cuando comfnmente ocurren
los incendios accidentales.
Se recuerda a los residents de los
crecientes peligros de incendios
durante la estaci6n seca. Se exhorta
a todos a tener sumo cuidado
cuando est6n en areas de herbazales
con el fin de prevenir el inicio de un
incendio. Recuerden, que el tirar
descuidadamente un f6sforo o ciga-
rrillo puede iniciar un incendio en un
herbazal,con potential destructive.
