RACs discuss community

concerns, visit Free Zone


A Medical Department Activity
(MEDDAC) reduction in force was
the main topic of discussion at a
Residents' Advisory Committee
meeting held at the Margarita
Service Center on Friday, February
13.
Col. William E. Spencer, execu-
tive officer to the director of Gorgas
Hospital, explained that the im-
pending reduction in force (RIF) is
due mainly to an excess number of
employees at the Canal Zone Mental
Health Center in Corozal after
about a hundred patients there were
transferred to facilities in the
Republic of Panama on October 1,
1979. Those to be affected by the
RIF include staff members sup-
ported by that workload; janitors,
who according to Army standards
are allocated by the actual square
footage that they must clean; and
medical doctors at other MEDDAC
facilities who are considered to be in
excess according to a workload
survey.
Of particular concern to the RAC
representatives is the abolishing of
an ophthalmologist position at
Gorgas Hospital, in view of the long
time that patients must now wait to
get an appointment at that clinic.


Colonel Spencer explained that
the RIF is now in a "hold" position
while a review of the manpower
survey is being carried out. He stated
that there has been some shift in
workload during the last six months
since the survey was made and that
they are hoping to address the
ophthalmology issue, as that work-
load has picked up.
Colonel Spencer agreed to meet
with RAC representatives to discuss
their concerns further.
William Sullivan, president of the
Panama Canal Area Insurance
Board, made a brief presentation to
the representatives in answer to a
question about medical rates, stat-
ing that the local insurance board
had no role in setting rates at
military hospitals, although it dbes
have a role in determining rates paid
by Commission employees in Pan-
ama. He said that all Federal
Employee Health Benefit Associa-
tion (FEHBA) rates are based on
"reasonable and customary charges,"
and that the plan here is one of the
best in the federal service, both in
regard to premiums and benefits. He
reminded people that even before
Commission employees were under

New FEGLI insurance plan explained


There will be an open enrollment
season for implementing a new
Federal Employees' Group Life
Insurance (FEGLI) program from
March I through 31. The new
program replaces all existing FEGLI
insurance which automatically will
be canceled as of April I, 1981. The
insurance to be canceled is that
designated on employee statements
as "FEGLI" and "ADDITIONAL
FEGLI."The"U.S. SUPPLEMENTAL
LIFE" insurance will not be affected.
The new program provides a
Basic Life coverage consisting of life
insurance equal to annual basic pay
rounded to the next $1,000 plus
$2,000 more. For example, an
employee with a basic annual salary
of $12,650 will be eligible for Basic
Life coverage of $15,000. No em-
ployee will have less than $10,000
coverage, regardless of salary, unless
the employee elects not to be
covered at all. Basic Life also


Eugene Lombard visits Isthmus


Eugene Christopher Lombard,
who retired from Canal service 25
years ago after a long and dis-
tinguished career, was recently on
the Isthmus enjoying a sentimental
visit, remembering people and places
that were-a part of his life for nearly
38 years.
Lombard, who came to the
,Panama Canal in 1918 as a clerk in
the Executive Office, rose through
the ranks to become the third
Executive Secretary of the Panama
Canal. He succeeded Cloyd A.
Mcllvaine and Frank H. Wang, to
whom he was assistant until his own
appointment as executive secretary
in 1948.
Lombard's Canal service spanned
the terms of 10 governors beginning
with Goethals' successor Chester
Harding and ending with John S.
Seybold. During most of their
administrations he served in the
important roles of counselor and
administrator. Lombard remembers
them all as being highly competent
men, each with a unique personality,
"excellent men who did a great job."
He is very pleased to see the display
in the Rotunda of the Administra-
tion Building, recognizing all Canal
Zone Governors.
Reminiscing about his early days
at the Canal, Lombard recalls
Governor Jay Morrow arriving at
and departing from the Administra-
tion Building in a coach drawn by
two beautiful black horses and
driven by an elegant and dignified
coachman wearing a high silk hat.

Lombard noted that the appear-
ance of the building itself has
changed since those days. He
particularly appreciated the trees
and greenery that now surround it,
praising Governor Parker for the
work done during his administra-
tion to beautify-the area.
The former Executive Secretary
says that if one day stands out in his
mind of all the days he spent on the
Isthmus, it would be April 15, 1943,
because three dramatic changes
took place: driving was changed


from the le't side of the street to the
right; the Transisthmian Highway
was opened; and a ferry across the
Canal was discontinued with the
opening of a new bridge at Mi-
raflores..
Reflecting on his tenure as
Executive Secretary, he said it was
an exciting time in the political
history of Panama and that he was
very active officially as an advisor
and liaison officer in the handling of
Canal matters with the Government
of Panama. Lombard was also
instrumental in setting up the
museum in what is now the
Commission Library-Museum.
Socially, Lombard and his wife,
the former Alice Quinn, were kept
busy with community activities
during their Isthmian years. These


included his serving as president of
the American Red Cross, the Canal
Zone Boy Scouts and the Canal
Zone Baseball League, while she was
president of the Girl Scouts and the
Inter-American' Women's Club.
Lombard enjoyed popularity, both
as an individual and as a Canal
official, in the Republic of Panama,
where he was well-known from his
earlier days when he took part in the
charming old tradition of the
evening "retreta" at Cathedral
Plaza. In the retreta, the young men
paraded around the plaza in one
direction and the girls in the other,
each group eyeing the other as they
passed.
Lombard was one of the relatively
few Canal Zone civilians at that time

includes an additional accidental
death and dismemberment coverage
that is equal to the basic insurance
amount.
In addition to the Basic Life
coverage, the following options are
available, An employee must, how-
ever, elect Basic Life before any of
the optional insurance may be
selected. The three options are:
Option A-Standard Optional:
--$10,000 life insurance cover-
age
-$10,000 accidental death and
dismemberment coverage
Option B-Additional Optional:
-An employee may choose
additional life insurance cov-
erage equal to one, two,
three, four or five times
his/her annual basic pay
(after basic pay is first
rounded to next $1,000)
Option C-Family Optional:
-Spouse-$5,000 life insur-
ance coverage
-Each child-$2,500 life in-
surance coverage
For the purposes of the
FEGLI law, "child" means
an unmarried dependent
child who is under the age of
22, or who is 22 years of age
or older and incapable of
self-support because of a
mental or physical disability
which existed before the
child became 22 years of age.
Employees w ill be allo ed to elect
insurance irrespective of age, health
or past participation in the program.
All waivers and declinations of


existing basic and optional FEGLI
insurance filed before March 1981
are automatically canceled. There-
fore, all eligible employees must
complete an election form during
the enrollment period. Eligible
employees are all permanent em-
ployees and rehired annuitants who
have not had a break in service since
retirement. Intermittent (WAE) em-
ployees, employees who are covered
by the Panama Social Security
System and temporary employees
are not eligible to participate in the
program.
The cost to the employee for Basic
Life will be slightly less than the
existing cost for FEGLI. The cost
for the three optional insurance
coverages varies according to the
age of the employee. Specific
information on the cost will be made
available to employees before they
make their election of coverage.
In the event an eligible employee
does not complete the Life Insur-
ance Election Form during the
enrollment period, this agency will
automatically file an election of
Basic Life and a declination of all
optional coverages on his/ her behalf
of March 31. Payroll deductions will
be withheld from employee pay-
checks accordingly.

be distributed to all eligible em-
ployees at the start of the open
season; Delails of-the distribution
and collection procedures will be
announced in the SPILLWAY of
February 27.

draft registration of 18-year olds will
continue at the consular agency.

Visas will not be issued at the
Cristobal Consular Agency but visa
applications will be available for
persons who wish to visit the United
States as tourists.

.Beginning Monday, February 23,
the office will be open from 9 a.m. to
12 noon and from 1:30 to 3 p.m.,
Monday through Friday. Telephone
numbers will be announced later.

"I Got A Song" is the 193d

Pen Women
juried art show
A juried art exhibit, open to both
men and women, is being sponsored

National League of American Pen

Entries will be accepted from 9 to
11 a.m. and must be picked up at
4:30 p.m., on that date. Entries are
limited to two per person, regardless
of category, and will be accepted in
the following media: oils, tempera,
drawings in pencil, ink and wash;
graphic arts of lithographs, etchings,
wood block, linograph, seregraph,
monotype; crafts; and photography,
both black and white, and color.
All work must be thoroughly dry
and suitably wired for hanging.
Screw eyes are to be placed three
inches from the top of the frame, and
all entries must be original creations
completed within the last three
years. No work that has been
accepted in anotherjuried show may
be entered.

Gun club trap shoot
The Rodman Gun Club will hold
a Handicap Trap Shoot at 10 a.m.
this Sunday at the Balboa Range in
Farfan. The shoot consists of 100
targets, and trophies will be
awarded. The barbecue pit will be

Typical dances whirling reflections of Panama's past


Most countries have their own
distinctive folk dances that reflect
their national heritages. Panama is
no exception, and with the arrival of
the dry season and the approach of
Carnival, people will have more
opportunities to see these beautiful
and popular dances performed
throughout the Republic.
Panama's most popular folk
dances are el "tamborito," "la
cumbia," "el punto" and "la mejo-
rana." All of these dances, except the
mejorana, are familiar throughout
the Isthmus. The origins of many
can be traced to Africa and Spain.
Some of the steps, group formations
and melodies came to Panama from
European countries during Pan-
ama's Spanish colonial period.

The theme of the tamborito,
which is the national dance of
Panama, is love and courtship. The


dance is performed by one couple at
a time, each couple adding its own
interpretation to the traditional
dance steps, thus offering a diversity

of expression. Each couple dances
within a circular area surrounded by
drummers and female singers. Drums
are the only musical instrument used
to accompany the tamborito, a word
which means "little drum." The
woman's movements are smooth,
flirtatious and coquettish while the
man is more agile and daring. A
female soloist sings verses or coplas
throughout the dance and, even
though the verses deal with all types
of human experiences, the most
recurring theme is love.'

La cumbia is a very popular
dance, full of movement and gaiety
and with a rapid tempo. Although
the dance's origin is not certain, it is
thought to be of African descent.


The cumbia from Los Santos
Province is considered the most
recent variation of older cumbia
forms, and it is always one of the
dances performed at Panama Viejo
during the dry season.
The cumbia is danced by any
number of couples who move in a
double circle with the men in the
inner circle and the women in the
outer one. The dance's theme is still
courtship but the dancers' move-
ments are more subtle and less
suggestive than in the tamborito.

Music is provided by violin,
guitar, tambor and maraca, al-
though the accordion replaces the
stringed instruments in many mod-
ern groups.
The punto has been called Pan-
ama's most graceful and dignified
folk dance. It combines steps from
other folk dances while reflecting the
formal style of ballroom- dances.
One couple performs the dance, and
the movements of both the man and
the woman are reserved and con-
trolled.

As in the other dances, the punto's
theme is courtship but the dancers
perform with elegance and restraint.

Traditional instruments for the
punto are the violin, guitar and flute,
although a tambor is usually added
today and an accordion sometimes
replaces the violin.
The word mejorana actually
refers to four things: a small native
guitar, a dance, a tune and a song
Form. The mejorana dance has two
forms, the mejorana ocueia, which
is most often seen in the town of
Oc6, and the mejorana santefia,
danced in the towns of Los Santos
Province.

all the dancing, and foot stamps,
thought to reflect a Spanish in-
fluence, are the dominant charac-
teristics of the dance.
In the mejorana ocuefia, couples
face each other in two lines. The
mejorana santefia is a more sophis-
ticated form hhich in'lohe.l more
complicated steps and the replace-
ment of the rural guitar by violin,
guitar and flute. Dancers still form
two parallel lines, but their steps are
more formalized and smoother.
The mejorana song, accompanied


by the mejorana guitar, is sung by a
male soloist and may be performed
independently of the dance. The
lyrics for the mejorana songs are
called d6cimas, a term that refers to
a Spanish poetic form consisting of
ten-line stanzas. These decimas
express the thoCtghts and feelings of
men on a wide variety of subjects.
Different melodies are used to sing
about different subjects, for exam-
ple, the "gallina" melody is used for
sentimental themes and the lively
"zapatero" for humorous subjects.


Carnival revelry traced to medieval times


The "pollera montuna" is the less ornate national costume for
women, with no lace or needlework in the skirt, a simple hairdo
and few adornments. The men's "montuno" costumes, on the
other hand, are slightly fancier, with rows of colorful embroidery
decorating the shirt and the trousers.


Panama's national heritage

recreated at historic ruins


One of the delightful attractions
of dry season in Panama is the
Panamanian folk music and dancing
presented by the Institute of Tour-
ism and sponsored by Kodak, Ltd.,
in the historic ruins of old Panama.
Every Saturday morning from 10
to II, until March 14, the Rhythms
of Panama Dancers, directed by
Petita Escobar, give demonstrations
of typical dances from all over
Panama.
These include ballroom style
dances dating back to Spanish
colonial days, as well as the famous
"Tamborito," which is a mixture of
Latin and African rhythms and is
performed in the interior of Panama
at many of the local festivals.
The dances are described in


English and Spanish, and after each
number, the dancers pose for
pictures. The male dancers wear
Panama hats and guayaberaa" shirts.
The women wear sweeping "polle-
ras" and from their petticoats to
their shoes to their hair ornaments,
each part of their costume is special.
The folk dances are a very
pleasant way to spend an hour on
Saturday morning and to get
acquainted with some of Panama's
cultural and artistic history.
There is room for 2,000 spectators
in the bleachers and there are 400
folding chairs for reserved-seat
ticket holders. All seating is free-of-
charge. Reservations may be ob-
tained by calling the Institute of
Tourism at 69-6152.


Panama celebrates a variety of
festivals, most of which are related
to the religious calendar of the
Catholic Church, as well as agricul-
tural and industrial fairs and secular
holidays such as Independence Day.
The religious holidays include Pa-
tron Saint days, Holy Week, Corpus
Christi and Carnival, the celebration
of which will soon erupt throughout
the Isthmus.

Plans and preparations are al-
ready well underway for Carnival
with floats emerging from heaps of
plywood and tinsel and with photo-
graphs of Carnival queen candidates
appearing in the newspapers.

The celebration of carnivals can
be traced back to the Middle Ages
when people looked forward to such
merriment and revelry as an oppor-
tunity to briefly forget about their
problems and the more austere times
which lay ahead. The pranks; masks,
costumes and throwing of water, all
of which can be observed during
Carnival bedlam today, have lost
much of their original significance,
but the gaiety, enthusiasm and color
remain the same.

Many authorities believe that the
word carnival comes either from the
Latin "carnem," meaning meat, and
"levare," meaning to put aside, or
from the words carene" signifying
flesh, and "vale," meaning farewell.


Both of these expressions signify
abstinence from meat during the
Lenten season which immediately
follows Carnival.

The start of Carnival depends on
the particular country, but the
celebration always reaches its peak
on Shrove Tuesday or Mardi Gras.


At dawn on Wednesday, all the
merriment must be replaced by a
spirit of penance.

In Panama, a sardine, buried on
the beach of Panama Bay sym-
bolically portrays the end of worldly
pleasures and the beginning of the
Lenten season.


A striking and indispensable part of the traditional "pollera"
costume worn by the women are the combs, pins, earrings and
smaller accessories made of gold and adorned with nineteenth
century coins, filigree, coral and pearls.

In recognition of his efforts on
behalf of United States-Panama
relations, the decoration was later
elevated to the rank of "Gran
Official " a distinction reserved for
envoys extraordinary and ministers
plenipotentiary, generals, admirals
and world-renowned personages.
A few years after leaving the
Canal, Lombard began a second
career as a director of the Catholic
Relief Services, an international
welfare agency engaged in major
nutrition and self-help projects in 65
countries. He established and for
several years conducted projects in
Honduras, Costa Rica, El Salvador


and Venezuela.
The Lombards are now enjoying
retirement in St. Petersburg, Fla.
They have two children. Son Dick is
now a vice president and general
counsel for EXXON and lives in
Westchester County, N.Y. Daughter
Elaine, who lives in Richmond, Va.,
is the wife of Ross Newland, whose
father was an official of the Panama
Railroad and.whose mother was the
daughter of U.S. District Judge Guy
Martin.
The Lombards have two nephews
on the Isthmus, Bruce Quinn, who is
the director of the Office of Equal
Opportunity, and Marc Quinn, who
is a management assistant in the
Community Seivices Division.

National Engineers' Week will be
observed by the Panama Canal
Commission from February 22 to 28
and February 27 has been set aside
as Engineers' and Architects's Day.
The theme of Engineers' Week this
year is "Engineers plus opportunity
is equal to progress."
Participating in this year's ob-
servance are the Panama Canal
Society of Professional Engineers,,
the Panama Section of the Amer-
ican Society of Civil Engineers andl

full cost of their medical care. The
Panama Canal Company picked up
the difference as sponsorship, as does
the Commission now, he said.

Colonel Spencer mentioned that
MEDDAC does not establish rates
locally either, but that these are
decided in Washington and based on
DOD charges averaged over many
areas in the world.
The group then travelled by bus to
the Colon Free Zone to hear of plans
for the expansion of the Free Zone
and for the urban renewal of the City
of Colon. The purpose of the work
being done is to improve the quality
of life on the Atlantic side and to
make it an attractive place to live,
according to a Free Zone official
spokesman. He said that they hope to
provide "all of the nice things that the
States has to offer with the advantage
of a tropical setting."
A four-year project is now under-
way, centered around the expansion
of the Free Zone. The construction
period itself will provide many jobs,
and by the end of the construction an
estimated 8,000 permanent jobs will
have been created, the spokesman
said.
Other satellite construction pro-
jects connected-with the expansion of
the Free Zone include a four-lane
highway from the refinery road to the
Free Zone, an industrial zone, a low-
income housing project in the Puerto
Escondido area, a regional training
center to train semi-skilled, skilled
and technical workers for the Free
Zone and industrial zone, container

Another project envisioned is a
tourist mall on Front Street in Colon.
Part of the city would be restored
along lines similar to the French
Quarter in New, Orleans, including
such historical buildings as the old
railroad station on Front Street and

Washington Hotel, and Fort San
Lorenzo would also be refurbished.

RAC members expressed concern
over the dangerous truck traffic at the
corner of Randolph Road and
France Road that is a result of the
construction work. They asked Free
Zone officials to look into the
situation of trucks being operated
until late at night without a flagman
present at all times to regulate traffic.


RAC members also enquired as to
the future of the Yacht Club, Coco
Solo Pier I and the Brazos Golf Club.
Free Zone representatives said that
they did not yet know what was to
become of the Yacht Club or where it
might be relocated, that it was
believed that the Port Authority was
planning to center its activities
around Pier 1 and that the Golf Glub
would have various types of member-
ships available to accommodate all
area residents.

Finally, Free Zone representatives
said that they were very much
interested in all of the aspects of the
quality of life for all residents of the
Colon area.

La reducci6n de personal a ser
aplicada en la Actividad M6dica del
Ej6rcito (MEDDAC), constituy6 el
tema principal de la reunion cele-
brada por el Comit6 Asesor de
Residents el viernes 13 de febrero
en el Centro de Servicio de Margari-
ta, en el sector AtlAntico.
El Cnel. William E. Spencer,
funcionario ejecutivo de la Direc-
ci6n del Hospital Gorgas, explic6
que la reducci6n de personal (RIF)
pendiente se debe principalmente al
n6mero excesivo de empleados que
ha quedado en el Centro de Salud
Mental de la Zona del Canal en
Corozal, tras el traslado de cerca de
doscientos pacientes a centros m6di-
cos de PanamA el 10 de octubre de
1979. Los mayormente afectados
por la reducci6n de personal inclu-
yen a empleados de oficina que
atendian el volume previo de
trabajo; aseadores, que seg6n las
regulaciones del Ej6rcito son ubica-
dos por el area de trabajo que deben
tender, y m6dicos de otros centros
de salud que, seg6n reciente revision
de trabajo, exceden las necesidades.
De particular preocupaci6n para
los representantes del Comit6 es la
eliminaci6n del cargo de oftalmolo-
go en el Hospital Gorgas, en virtud
del tiempo excesivamente largo que


tienen que esperar los pacientes para
lograr una cita en esa clinic.
El Coronel Spencer explic6 que la
aplicaci6n del RIF se halla pendien-
te de un analisis de recursos
humans en el area. Dijo que se ha
producido un desvio del volume de
trabajo en los l6timos seis meses
desde que se hizo el analisis, y que
esperan se reconsider el asunto del
oftalmblogo al haberse superado el
exceso de trabajo.
El Coronel Spencer acept6 reu-
nirse en fecha posterior con los
representantes del Comit6 para
discutir ese problema.
William Sullivan, Presidente de la
Junta de Seguros del Area del Canal
de PanamA, hizo una breve explica-
ci6n a los representantes en torno a
interrogantes sobre las tarifas m6di-
cas, y aclar6 que la Junta de Seguros
no participa en la fijaci6n de las
tarifas en los hospitals militares,
aunque si lo hace en la fijaci6n de las

Empleados Federales (FEGLI). El
nuevo program reemplaza a todos
los seguros de vida FEGLI existen-
tes, los cuales automAticamente
quedarAn cancelados el 10 de abril.
El seguro que se cancelara es el que
aparece en el estado de cuenta
salarial de los empleados como
"FEGLI" y "ADICIONAL FEGLI".
El seguro de "VIDA SUPPLEMENTAL
DE EE.UU." no serA afectado.
El nuevo program proporciona
una cobertura basica de vida que
consiste en un seguro de vida igual al
salario basico annual redondeado a
los pr6ximos $1,000 mAs $2,000. Por
ejemplo, un empleado que devenga
un salario bAsico annual de $12,650
sera eligible para la cobertura bAsica
de vida de $15,000. Ning6n emplea-
do tendra una cobertura menor de
$10,000, no importa cual sea el
salario, a menos que el empleado
elija no asegurarse. La cobertura
basica de vida tambi6n incluye una


Eugene Lombard visit el Istmo


Eugene Christopher Lombard,
quien se jubil6 del servicio del Canal
hace 25 afios despu6s de una larga y
meritoria carrera, recientemente vi-
sit6 el Istmo disfrutando de una
estadia sentimental, recordando a
las personas y hlgares que ftieron
parte de su vida durante casi 38
anos.
Lombard, quien vino al Canal de
Panama en 1918 como oficinista en
la Oficina Ejecutiva, fue ascendien-
do de puesto en puesto hasta llegar a
ser el tercer Secretario Ejecutivo del
Canal de Panama. Reemplaz6 a
Cloyd A. Mcllvaine y Frank H.
Wang, de quien fue asistente hasta
que fue nombrado como Secretario
Ejecutivo en 1948.
El servicio de Lombard con el
Canal abarc6 los periods de 10
gobernadores comenzando can
Chester Harding, el reemplazo de
Goethals y finalizando con John S.
Seybold. Durante la mayor parte de
sus administraciones desempefi6 los
importantes papeles de asesor y
administrator. Lombard los recuer-
da a todos como hombres sumamen-
te competentes, cada uno con una
personalidad singular, "hombres
excelentes que hicieron un buen
trabajo.". Esta muy complacido de
ver la exposici6n en la Rotonda del
Edificio de Administraci6n dedica-
da a todos los gobernadores de la
Zona del Canal.
Refrescando su memorial sobre
sus primeros dias en el Canal,
Lombard recuerda la llegada del
Gobernador Jay Morrow asi como
su partida del Edificio de Adminis-
traci6n en un coche tirado por dos
hermosos corceles 'negros y condu-
cidos por un elegant y digno
cochero que usaba un sombrero de
copa de seda.
Lombard hizo la observaci6n de
- que el aspect del edificio habia
cambiado desde aquellos dias. Ad-
mira particularmente los arboles y el
follaje que ahora lo rodean, elogian-
do al Gobernador Parker por el
trabajo que realiz6 durante su
administraci6n para embellecer el
area.
El ex Secretario Ejecutivo dice
que si hay un dia especial en su
mente que destaca sobre los dias que
pas6 en el Istmo, este fue el 15 de
abril de 1943, porque ocurrieron tres
cambios dramaticos: el manejo fue


cambiado del lado izquierdo de la
calle a la derecha; se inaugur6 la
Carretera Transistmica y se descon-
tinu6 el servicio del transbordador
(ferry) a trav6s del Canal con la
inauguraci6n de un nuevo puente en
Miraflores.
Reflexionando en sus ailos como
Secretarip Ejecutivo, dijo que fue
una epoca emocionante en la
historic political de Panama y que
fue muy active oficialmente como
asesor y official de enlace en el
manejo de los asuntos del Canal con
el Gobierno de Panama. Lombard
tambi6n particip6 en el estableci-
miento del museo en lo que es
actualmente la Biblioteca-Museo de
la Comisi6n.
Socialmente, Lombard y su espo-
sa, Alice Quinn, se mantenian
ocupados en las actividades de la
comunidad durante sus afios en el

noches de "retreta" en la Plaza
Catedral. En la retreta, los j6venes
caminaban alrededor de la plaza en
una direcci6n y las jovencitas en la
otra, cada grupo observando al otro
al pasar.

seguro basico de vida y el rechazo de
las coberturas opcionales al 31 de
marzo, actuando en funci6n del

La Oficina de Administraci6n de.
Finanzas ha anunciado que el
servicio de cambio de cheques de
salario en la Oficina del Tesorero,
Edificio 287, Anc6n y en el Ramo de
la Tesoreria-AtlAntico, Edificio 7031,
Mount Hope, seran extendidos una
hora durante las tardes de los dias de
pago de la Comisi6n del Canal de
Panama a partir del 27 de febrero.

El tren especial para compradores
que ofrece la Comisi6n del Canal de
PanamA y el Departamento de
Defense a sus empleados y depen-
dientes del sector AtlAntico que

co, efectuara dos viajes mas. El

"Casco Viejo"
El Centro Recreativo Valent
patrocinara de nuevo la popular gira
a pie por la secci6n colonial de la
ciudad de Panama, el"Casco Viejo",
el sabado 28 de febrero. Unase al
grupo y visit los puntos de interns
hist6rico en el Area de San Felipe. La
gira cuesta $1.50 y el autob6s partira
del Valent a las 8:45 a.m.

La Asociaci6n de T6cnicos Me-
dicos de Emergencia (EMT) tendrd
una reuni6n el lunes 23 de febrero a
las 7:30 p.m. en el sal6n de

Antes de iniciarse la reunion el
Dr. R. Antonio Suescum dard una

Gira por la ciudad
El Centro Recreativo Valent esta

Durante el Espectdculo Ecuestre

Actividades en gimnasio
La Division de Servicios Recrea-
tivos de la Comisi6n esta ofreciendo
numerosas actividades en el Gimna-
sio de la Escuela Secundaria de
Balboa. Estas incluyen gimnasio
abierto y levantamiento de pesas, de
4 a 8:45 p.m., de lunes a viernes y de
7:30 a.m. a 2:45 p.m., los sabados;
sauna para hombres y mujeres, de 4
a 8:45 p.m., de lunes a viernes y de 8
a.m. a I p.m., los sabados; classes de
ejercicios para mujeres, de 4:30 a
5:30 p.m., de lunes a jueves;
gimnasia juvenile avanzada para
principiantes e intermedios, de 5:45
a 7 p.m., de lunes a viernes; gimnasia
"peewee", de 3:45 a 4:30 p.m.,
martesy jueves; tiro de arcojuvenil y
adolescent para principiantes y
avanzados a las 9 a.m. y 10 a.m., los
sabados.
Ademas, si no hay actividad
programada en el estadio, los
corredores (joggers) podran usar el
campo de 4 a 9 p.m., de lunes a
viernes y de 7:15 a.m. a 3 p.m., los
sAbados.
La Division de Servicios Recrea-
tivos recomienda que todos los
adults que participaran en el
program se sometan a un examen
fisico complete por un doctor antes
de emprender estas actividades

Concierto al aire libre
Mafiana a las 3 p.m. tres bandas
de mfsica rock proporcionarin
entretenimiento en el c6sped frente
al Centro Recreativo Valent. Mien-
tras tanto, habra concurso de tiro de
frisbee y de volar cometas para los
espectadores que les gusta el ejerci-

Torneo de pinochle
Los jugadores del Centro Recrea-
tivo Valent viajaran al sector
AtlAntico el 22 de febrero para
participar en un torneo de pinochle
contra los jugadores del Centro
Recreativo de Davis, en un intent

Curso de bailes orientales
Inscribase en el ex6tico curso de
bailes orientales que tendra lugar en
el Centro Recreativo Valent. El

durante seis semanas. Aprenda los
movimientos basicos del cuerpo a
fin de ser una ex6tica bailarina de

Revista musical
"1 Got a Song", una original
revista musical amenizada por Ha-
rold Arlen , se estrenara en el Club
de Oficiales de Fuerte Gulick el 27 y
28 de febrero.
La revista fue escrita por Frank
Conway y esta siendo dirigida por
Priscilla Sands Watson, con la
direcci6n musical a cargo de Jeannie
Boehmler.
"I Got a Song"esellemaoficialde
la, Brigadia 193, en el. Desfile de
Misica Americana 1981, y es
patrocinada por el Club de Esposas
de Oficiales del sector AtlAntico.

Exposici6n con jurado
El Capitulo del Canal de Panama
de la Liga Nacional de Mujeres
Eruditas de Am6rica, Inc., esta
patrocinando una Exposici6n-Con-
curso de Arte el sabado 28 de febrero
en el antiguo Edificio de Asuntos
Civiles. Esta exposici6n estara
abierta para participants de ambos
sexos.
Los trabajos se recibiran de 9 a II
a.m. y deberan ser retirados ese dia a
las 4:30 p.m. Los trabajos estarin
limitados a dos por persona, sin
importar la categoria y se aceptarin
en las siguientes variedades: 6leo,
tempera, dibujos a carb6n, tinta y
acuarela; artes graficas de litografia,
grabado, grabado en madera; lino-
grafias, serigrafia, monotipo; arte-
sanias y fotografias en blanco y
negro y a color.
Todos los trabajos deben haber
sido- terminados dentro de los
iltimos tres afios y deben estar
completamente secos y correcta-
mente alambrados para poderlos
colgar. No podran participar traba-
jos que ya han sido aceptados en
otras exposiciones-concursos.

Tiro al disco
El Club de Tiro de Rodman
Ilevara a cabo un torneo de tiro al
disco este domingo a las 10 a.m., en
el poligono Balboa en Farfan. Cada
participate disparara a 100 blan-
cos. Se otorgaran trofeos. El asador
estara disponible para aquellos
competidores y espectadores que
deseen usarlo. Se invita al pfblico en
general a asistir a esta primera

Bailes folkl6ricos reflejan pasado de Panama


La mayoria de los paises tienen
sus propios y caracteristicos bailes
folkl6ricos que reflejan sus patri-
monios nacionales. Panama no es
ninguna excepci6n y con la llegada
de la estaci6n seca y la aproximaci6n
de los carnavales, la gente tiene mas
oportunidades de admirar los ele-
gantes y populares bailes por todo
Panama.
Los bailes sociales mas populares
de Panama son el tamborito, la
cumbia, el punto y la mejorana.
Todos estos bailes, salvo la mejora-
na, son muy familiares en todo el
Istmo. El origen de muchos de los
bailes puede hallarse en el Africa y
en Espafia. Algunos de los pasos, las
formaciones de los grupos y las
melodies vinieron a Panama desde
los paises europeos durante la
colonizaci6n de Panama por los
espafoles.


El tema del tamborito, el cual es el
baile national de Panama, es de
amor y noviazgo. El baile es
ejecutado por una pareja a la vez y
cada pareja afiade su propia inter-
pretaci6n a los tradicionales pasos
del baile, asi ofreciendo una varie-
dad de expresiones.
Cada pareja baila dentro de un
circulo rodeado por tambores y
mujeres cantantes. Los tambores
son el 6nico instrument musical
que se usan para acompafiar el
tamborito, palabra que significa
"pequefio tambor". Los movimien-
tos de las mujeres son suaves y
coquetones, mientras que los del
hombre son mas agiles y atrevidos.
Una solista canta versos o coplas
durante el baile y, aunque los versos
tratan sobre toda clase de experien-
cias humans, el tema mas repetido
es el amor.


La cumbia es un baile muy
popular, Ileno de movimientos y
alegria y con un tiempo rapido. Si
bien el origen del baile no se sabe con
precision, se cree que es de descen-
dencia africana. La cumbia de la
provincia de Los Santos se conside-
ra la mis reciente variaci6n de las
antiguas formas de la cumbia y es
uno de los bailes que se presentan en
Panama Viejo durante la estaci6n
seca.

La cumbia la puede bailar
cualquier n6mero de parejas, las
cuales se mueven en un double circulo
con los hombres dentro del circulo y
las mujeres en el circulo exterior. El
tema del baile es todavia el noviaz-
go, pero los movimientos de los
bailarines son mas sutiles y menos
.sugestivos que en el tamborito.

La mfisica consiste en un violin,
guitarra, tambor y maraca, aunque
el acorde6n reemplaza los instru-
mentos de cuerdas en muchos
grupos modernos.
El punto ha sido llamado el baile
folkl6rico mas airoso y distinguido
de Panama. En 61 se combinan los
pasos de otros bailes folkl6ricos
mientras reflejan el estilo formal de
los bailes de sal6n. Una pareja
ejecuta el baile y los movimientos del
hombre y la mujer son reservados y
controlados.

Asi como en los otros bailes, el
tema del punto es el noviazgo, pero
los bailarines lo ejecutan con
elegancia y moderaci6n.

Los instruments tradicionales
del punto son el violin, la guitarra y
la flauta, pero hoy dia usualmente
incluyen un tambor. A veces un
acorde6n reemplaza al violin.
La palabra mejorana se refiere a
cuatro cosas: una pequefia guitarra
tipica, un baile, una tonada y una
forma de canci6n. El baile de la
mejorana tiene dos formas, la
mejorana ocuefia, la cual se ve con
frecuencia en el pueblo de Oci y la
mejorana santefia, que se baila en los

La guitarra mejorana que acom-
pafia el baile, y el golpeo con los pies,
que se cree refleja una influencia
espafiola, son las caracteristicas
dominantes del baile.
En la mejorana ocuefia, las
parejas bailan frente a frente en-dos
hileras. La mejorana santefia es una
forma mas compleja que comprende
pasos mis dificiles y se reemplaza la
guitarra rural con el violin, la
guitarra y la flauta. Los bailarines
a6n forman dos hileras paralelas,
pero sus pasos son mis formales y
suaves.


La canci6n de la mejorana,
acompaiiada por la guitarra mejo-
rana, es interpretada-por un solista
masculine y puede ejecutarse inde-
pendientemente del baile. Las letras
de las canciones de la mejorana se
Ilaman d6cimas, una terminologia
que se refiere a la forma po6tica
espafiola que consiste en.estrofas de
diez lineas.. Estas decimas e.xpresan
los pensamientos sentimientos de
los hombres en una extensa variedad
de temas. Se usan distintas melodies
para cantar sobre los distintos
temas; por ejemplo, la melodia de la
gallina se usa para temas sentimen-
tales y el alegre zapatero para temas
humoristicos.


El carnaval se remonta a la Edad Media


La "pollera montuna", es el traje tipicofemenino menos adornado,
sin encajes o bordados en lafalda, un peinado muy sencillo y pocas
prendas. El traje "montuno" del hombre, de to contrario, es un
poco mds elegant, con hileras de bordados coloridos que
adornan la camisa y los pantalones.

en las ruinas de Panama


Una de las agradables atracciones
de la estaci6n seca en Panama es la
presentaci6n de Bailes y M6sica
Folkl6rica Panamefia que ofrece el
Institute Panamefio de Turismo
bajo el patrocinio de la Kodak, Ltd.,
en las hist6ricas ruinas de Panama
Viejo.
Cada sabado de 10 a II a.m.,
hasta el 14 de marzo, el conjunto
"Ritmos de Panama" que dirige la
profesora Petita Escobar ejecuta los
bailes tipicos de todas las regions de
la Rep6blica.
Estos incluyen los bailes al estilo
de sal6n que se remontan a la 6poca
colonial, asi como tambi6n el
famoso "Tamborito", el cual es una
mezcla de ritmos latinos y africanos
y es ejecutado en el interior de
Panama en muchas de sus fiestas
patronales.
Los bailes son explicados en
ingles y espafiol, y despu6s de cada


n6mero, los bailarines posan para
ser fotografiados. Los bailarines
varones usan sombreros tipicos de
Panama y guayaberas. Las mujeres
visten la amplia pollera y desde sus
enaguas y zapatos hasta los orna-
mentos de la cabeza, Ilamados
"tembleques", cada pieza del vestua-
rio es especial.
Apreciar los bailes folkl6ricos
constitute una manera muy agrada-
ble de pasar una hora el sabado por
la mafiana y de familiarizarse con la
historic cultural y artistic de
Panama.
El lugar esta provisto de gradas
las cuales pueden acomodar a 2,000
personas y hay 400 sillas plegables
para los que tengan boletos de
asientos reservados. Los asientos
son gratis. Los boletos de asientos
reservados pueden obtenerse Ila-
mando al Instituto Panamefio de
Turismo al 69-6152.


En Panama se celebra una varie-
dad de fiestas, cuya mayoria esta
relacionada con el calendario reli-
gioso de la Iglesia Cat6lica, asi como
tambi6n ferias agricolas e industria-
les y dias feriados tales como el Dia
de la Independencia. Las festivida-
des religiosas incluyen los dias de los
Santos Patronos, la Semana Santa,
Corpus Christi y el Carnaval, la
celebraci6n que pronto explotara en
todo el Istmo.

Ya estan adelantados los proyec-
tos y preparativos para los carros
aleg6ricos del Carnaval que surgiran
de las pilas de madera, papel cresp6n
y lentejuelas, y las fotografias de las
candidates a reina del Carnaval que
se publicaran en los peri6dicos.

La celebraci6n del carnaval se
remonta a la edad media cuando las
personas esperaban la alegria y el
jolgorio como una oportunidad
para olvidar brevemente sus pro-
blemas y los tiempos mas austeros
que tenian por delante. Las travesu-
ras, mascaras, disfraces y la moja-
dera, que aun se observan en los
carnavales de hoy, han perdido
much de su significado original
pero la alegria, el entusiasmo y el
colorido siguen iguales.

Muchas autoridades opinan que
la palabra carnaval es del latin
"carnen", que significa carney
"lavare", que significa quitar, o de
las palabras carene, que significa


carney "vale", que significa despe-
dida. Ambas expresiones significant
abstinencia de care durante la
cuaresma que sigue al carnaval.
El inicio del carnaval depend del
pais determinado, pero en cada caso
la celebraci6n Ilega a su mAximo
nivel el Martes de Carnaval. Al
amanecer el Mi6rcoles de Ceniza, el


jolgorio se queda atras y es reempla-
zado por el espiritu de penitencia
que caracteriza a la cuaresma.

En Panama, se entierra una
sardina en la playa de Panama, que
simboliza el final de los placeres
mundanos y el comienzo de la
cuaresma.


Una Ilamativa e indispensable parte de la traditional pollera que
visten las mujeres panameiias son las peinetas, la mosqueta,
aretes y accesorios pequefios, confeccionados de oro y adornados
con monedas del siglo XIX, filigrana, coral y perlas.

Lombard
Lombard fue uno de los relativa-
mente pocos civiles de la Zona del
Canal en esa 6poca en recibir la
Orden Vassco Nfifiez de Balboa en el
grado de "Caballero". En reconoci-
miento de sus esfuerzos por parte de
las -relacionesesefadbuffidenses-pa-
namefias, la condecoraci6n poste-
riormente fue elevada al grado de
"Gran Oficial", una distinci6n que
era reservada para enviados extra-
ordinarios y ministros plenipoten-
ciarios, generals, almirantes .y
personajes mundialmente conoci-
dos.
Pocos afios despu6s de partir del
Canal, Lombard inici6 una segunda
carrera como director de los Servi-
cios de Ayuda Cat6lica, una depen-
dencia international de bienestar
comprometida en proyectos de
nutrici6n y de auto ayuda en 65
paises. Estableci6 y, durante various

Los esposos Lombard actualmen-
te disfrutan de su jubilaci6n en Saint
Petersburg, Florida. Tienen dos
hijos. Su hijo Dick actualmente es
vicepresidente y asesor general para
la EXXON y reside en Westchester
County, Nueva York. Su hija
Elaine, quien reside en Richmond,
Virginia, es la esposa -de Ross
Newland, cuyo padre fue funciona-
rio del Ferrocarril de Panama y cuya
madre fue la hija del Juez Distrito-
rial de EE.UU. Guy Martin.
Los esposos Lombard tienen dos
sobrinos en el Istmo, Bruce Quinn,
quien es Director de la Oficina de
Igualdad de Oportunidades y Marc
Quinn, quien es ayudante en admi-
nistraci6n en la Divisi6n de Servi-
cios Comunales.

A I Celebran Semana Nacional de Ingenieros


La Semana Nacional del Ingenie-
ro sera observada por la Comisi6n
del Canal de Panama del 22 al 28 de
febrero y el 27 de febrero ha sido
escogid o comoel Diadellngeniero y
del Arquitecto. Este afio el tema de
la Semana del Ingenieroes "ngenie-
ros mas oportunidad es igual a
progress".
Participando en la celebraci6n de
este afio estan la Sociedad de
Ingenieros Profesionales del Canal
de'Panainm, el Ramo de Panama de
la Sociedad de Ingenieros Civiles de


Am6rica, y el Capitulo del Canal de
Panama de la Sociedad de Ingenie-
ros Militares de America.
El program de events para la
celebraci6n de la Semana del
Ingeniero se inicia mariana con un
paseo de orientaci6n y cena a bordo
de la gria flotante Atlas de la
Division de Dragado.
Desde el lunes 23 de febrero hasta
el sabado 28 de febrero, la exposi-
ci6n en la Biblioteca del Canal de
,PanamA incluirA el modelo de,:un
aparato de aire acondicionado mos-

tumbrados," y que el plan que se
aplica aqui es uno de los mejores del
servicio federal, tanto en lo relative
a las primas como en los beneficios.
Record que aun antes de que los
empleados fueran atendidos por
MEDDAC no pagaban todos los
costs de la atenci6n m6dica. La
Compaffia del Canal de Panama
costeaba la diferencia en calidad de-
subsidio, igual que lo hace ahora la
Comisi6n, seial6.
El Coronel Spencer mencion6 que
ME.DDAC tar.ppoc fija las tarifas
locales, y que estas se determinan en
Washington en base a promedios de
costs calculados por el Departa-
mento de Defensa por servicios en
muchas areas del mundo.
El grupo se traslad6 en autobus a
la Zona Libre de Col6n, a fin de
conocer los programs de expansion
de la Zona Libre y la renovaci6n
urbana de la ciudad de Col6n. El
objetivo de estos proyectos es
mejorar la calidad de la vida en el
.sector AtlAntico y transformarlo en
un lugar atractivo para vivir, explic6
un vocero de la Zona Libre. Este
afiadi6 que esperan proporcionar
"todas las cosas agradables que
ofrecen los Estados Unidos, con la
ventaja de hallarse en un scenario
tropical."
Actualmente se encuentra en
ejecuci6n un proyecto de cuatro
afios que tiene su punto central en la
expansion de la Zona Libre. El
period de construcci6n en si
ofrecera muchos empleos, calculan-
dose que al t6rmino del mismo se
habrAn creado unos 8,000 empleos
permanentes, aiiadi6.

carretera de cuatro carries desde la
carretera de la refineria hasta la
Zona Libre, una zona industrial, un
proyecto de viviendas para families
de escasos recursos en el Area de
Puerto Escondido, un centro de
adiestramiento regional para adies-
trar a personal semi-calificado,
calificado y t6cnico para la Zona
Libre y la zona industrial, Areas de
almacenamiento de contenedores,
un centro recreativo en el Lago
Gat6n y un parque natural.
Otro proyecto que se tiene en
mente es un super centro turistico en
la Avenida del Frente, en Col6n.
Parte de la ciudad seria restaurada
sigiendo lines parecidas a la
Secci6n Francesa de Nueva Orleans,
incilyendo edificios hist6ricos tales
como la antigua estaci6n del ferro-
carril en la Avenida del Frente y la
Iglesia de Cristo a orillas del Mar
cerca del Hotel Washington. El
Fuerte San Lorenzo tambi6n seria
rehabilitado.
Los miembros del RAC expresa-
ron preocupaci6n por el trafico de
camiones que present un peligro en
la esquina'de la Carretera Randolph
y la Carretera France lo cual se debe
a los trabajos de construcci6n. Le
pidieron a los funcionarios de la
Zona Libre que investiguen la
situaci6n de los camiones que son
operados hasta avanzadas horas de
la noche sin tener present un
guardavia a toda hora para regular
el trAfico.
Por l6timo, los representantes de
la Zona Libre dijeron que estaban
sumamente interesados en todos los

entregaran los premios de la Socie-
dad de Ingenieros Militares de
America.
El Administrador D. P. Mc-
Auliffe hace un Ilamado a los
empleados de la Comisi6n y a sus
dependientes a que participen en las
actividades de la Semana del Inge-
niero y se unan en rendir homenaje a
aquellos hombres que, con sus
habiles manos y mentes adiestradas
en la ciencia de la ingenieria se han
convertido en los pioneros de hoy y
cuyos esfuerzos creativos pasados y
presents estin a la vista en todas las
fases de nuestra vida modern.
En una carta de la Casa Blanca, el
President Ronald Reagan tambi6n
llam6 la atenci6n sobre la celebra-
ci6n annual ,de la 31a Semana
Nacional del Ingeniero y extendi6
sus saludos personales a los ingenie-
ros profesionales..
