Final figures show CFC

contributions at 105.4%


Final contribution figures for the
Panama Canal Commission are now
in for the 1981 Panama Canal Area
Combined Federal Campaign. Com-
mission employees pledged $147,496.20,
or 105.4 percent of their $140,000
goal.
The final figures show Personnel
having pledged the highest percent-
age with 179.1 percent of its goal.
Health and Safety is next with 164.2
percent followed by Staff with 129.9
percent. The Engineering and Con-
struction Bureau reached 123.9
percent of its goal, General Services
114.7 percent, Financial Manage-


ment 110.0 percent and Marine
Bureau 79.5 percent.
A total of 78.3 percent of
Commission employees responded
to the call for funds by the CFC, or a
total of 6,109 from a potential total
of 7,807. Health and Safety had the
highest number of employees contri-
buting with 93.7 percent, Personnel
was next with 93.0 percent followed
by Financial Management with 87.6
percent, General Services with 87.2
percent, Engineering and Construc-
tion with 82.1 percent, Staff with
74.9 percent and Marine Bureau
with 67.9 percent.

Representatives raise housing issues at

that Congressman Carrol Hubbard
Jr. was favorably disposed toward
considering rent-free housing and
plans to bring the matter up during
the next year's Congressional hear-
ings. The Administrator said that
rentals here are judged on a "very
fair basis" and not on recovering
maintenance costs. These costs,
McAuliffe added, are being subsi-
dized.
A representative mentioned that
the minutes of the meeting of the
RACs with Congressman Hubbard
in October may have been misunder-
stood by some residents who inter-
preted Hubbard's attitude as being
unsympathetic to their point of
view. McAuliffe assured representa-
tives that Congressman Hubbard
shares their concern and is doing
what he can to bring their petitions
to the attention of Congress.
Representatives from various com-
munities expressed concern about
the quality of health care and
confusion about what is covered by
various health insurance policies. It
was suggested that Bill Sullivan of
the Employee Services Branch. be
present at the next RAC meeting to
discuss hospital insurance ques-
tions.

the quality of gasoline, which has
been adversely affecting the per-

Covered garbage


The question of rent-free housing
and housing allowances was the
main topic of discussion at the
December 3 Residents' Advisory
Committees (RAC) Executive Ses-
sion held with Commission Admin-
istrator D. P. McAuliffe and Deputy
Administrator Fernando Manfredo
Jr., at the Administration Building
in Balboa Heights. Other topics
raised at the meeting included the
quality of health care, health insur-
ance questions, schools' budgets and
telephone service.
Administrator McAuliffe called
the past year an interesting and
successful one, and he pointed out
that the number of ships waiting to
transit the Canal had dropped from
180 to 50. McAuliffe attributed this
accomplishment to the dedication
and hard work of thousands of
Commission employees who are still
striving to reduce the backlog even
further.
McAuliffe also thanked those
employees who contributed so gene-
rously to the Combined Federal
Campaign and boosted the total to
over 100 percent of the Commis-
sion's goal.
It was announced that the Shop-
pers's Special train would run on
December 13 and 20. McAuliffe also
mentioned that several of the newly
refurbished Gorgas Hospital apart-
ments are available to PCC and
military families from the Atlantic
side who need temporary quarters
while a family member is hospital-
ized at Gorgas Hospital. These
apartments will also be available to
Commission employees under other
circumstances, McAulliffe said.
Another announcement explained
that whenever a Commission pay-
day falls on a Panamanian or U.S.
holiday, employees will be paid on
the proceeding Friday instead of on
Monday.
Representatives from the Atlantic
side and Gamboa expressed their
thanks for the recent rental reduc-
tion, and the topic of rent-free
housing and housing allowances for
U.S. Commission employees was
again raised. Don Ginder, SOUTH-
COM civilian personnel advisor.
remarked that the U.S. Department
of Defense had given a negative
reply to General Wallace Nutting's
request for rent-free housing for
DOD employees. Ginder said that
SOUTHCOM is now trying to
determine what action can be taken
next to possibly submit a request to
change legislation which currently
prohibits rent-free housing and
housing allowances for civilians in
government housing.
When asked about his position on
the issue, McAuliffe replied that his
flexibility is limited and that he has
gone as far as he can within his
authority and within the criteria
used by all government agencies for
deciding on rent. "I see this as an
authorization and appropriation
problem," McAuliffe remarked, and
he pointed out that a major problem
would be how to pay for the costs of
maintaining housing if rent were not

problem at the refineries which has
been responsible for sediment in the
gasoline. The matter is being looked
into by SOUTHCOM and by the
General Services Bureau.
Gamboa representives expressed
their gratitude for the shoppette
which is being built in the basement
of the elementary school. They did
express concern over the safety
hazard posed by the tall grass
growing along the road to Gamboa
and asked that the Gamboa bridge
be inspected for safety. It was also
suggested that empty houses in
Gamboa be secured against being
vandalized.
The problem of morale on the
Atlantic side was again raised and
specific issues such as the poor
quality of television reception and,
the continued breakdown of the air

and trash is now carried out by the
Government of Panama, the Com-
mission is still responsible for
assuring that this public service is
provided in accordance with es-
tablished standards. The Grounds
Maintenance Branch acts as a
liaison between Panama's Depar-
tamento de Aseo and quarters'
occupants and operating divisions.

Residents of Panama Canal Com-
mission housing areas are asked to
be sure that their garbage and trash
are properly disposed of and in the
proper containers.
All residences are supplied with
adequate numbers of garbage cans
with lids as well as easily accessible
55-gallon drums designated for
"Dry Trash Only."
Garbage includes kitchen leav-
ings, fish cleaning and anything
that would putrefy or spoil creating
a nuisance or health hazard to the
community if disposed in open cans.
Dry trash includes such items as
discarded cartons, newspapers or
dry leaves and yard clippings.
Garbage should be placed in
garbage cans and tightly covered to
prevent animals from rummaging in
the cans and spreading garbage
about the premises. It should also be

Vendors' bazaar
The first Annual Local Vendors'
Christmas Bazaar will be held from

Panama Golf Open
The Panama Golf Open starts at
7:30 a.m. on Thursday, December
18 at the Panama Golf Club. The 42
professional golfers planning to play
in the tournament include George
Burns, the sixth highest ranking
golfer in the world whose winnings
for 1980 alone amount to more than
$200,000; Calvon Peete, top ranking
black golfer, who sports a two-karat
diamond in his teeth; Jim Colbert;
Victor Regalado; and Bob East-
wood.
The players are expected to arrive
this weekend, have practice rounds,
on Monday and Tuesday, play a
professionals with amateurs game
on Wednesday and start the tourna-
ment for the big money on Thurs-
day.
Anyone wishing to see all or part
of the tournament may buy tickets at
the gate or at the Information Office,
or the Protocol offices on both sides
of the Isthmus, or at the Amador or
Horoko golf clubs. Tickets for a

Panamanian scenes and with her
own special method, as well as
several Japanese-style paintings and
clay creations.

A great deal of the fun of the Christmas season lies
not in ripping the wrappings off Christmas presents and
finding out what is inside, but in the preparations for
the many activities that form a part of this joyous
celebration. That special Christmas feeling comes, in
part, from working together and sharing the fun.

Christmas is, with few exceptions,the most planned
for and anticipated of holidays; and all of the activities
have, in one way or another, something to do with
giving.

The photos we share with you here represent aspects
of giving-the giving ofjoy through music, the giving of
pleasure through drama, the delight given by colorful
decorations and wrappings and the enchantment given
to the young and believing when they see a real, honest-
to-goodness Santa Claus.

All of these activities are part of what is known as
"Christmas spirit," the spirit of joy that belongs more to
this holiday than to any other.

Bid invitations for PCC projects open to all

At precisely 1 p.m. on November
12, Col. Thomas Rhen, Engineer-
ing and Construction Bureau
contracting officer, opened the
envelopes containing the bids for
furnishing and installing the high
mast exterior lighting system, in-
cluding electrical power cables,
panel-board, control panel and

performing appurtenant work, at
Gatun Locks.
The lighting system is part of the
Commission's program of upgrading
and maintaining the Canal and is
expected to increase the number of
large ships that can transit the Canal
by "stretching" the daylight hours
with artificial illumination. Such a
system has already been installed at
Miraflores Locks.


As with many Commission con-
struction and maintenance projects,
prospective contractors, both local
and foreign, were invited by the
Engineering and Construction Bu-
reau to submit bids for the project.
Advance notice of the invitation
for bids for the high mast lights was
posted in Panama and sent out to
prospective bidders on September
II. Sent by the Specifications and
Estimates Branch of the Engineering
Division, the advance notice began,
"It is proposed to issue specifica-
tions and drawings for the high mast
lighting at Gatun Locks on or about
September 17 and to open bids on or
about October 27."
The bid opening date was changed
to November 12 because four
amendments were made to the Bid
Form and Specification, copies of
which prospective bidders are able
to obtain free of charge from the
Office of the Chief, Engineering
Division.
The amendments included added
specifications such as "the contrac-
tor will not be permitted to work on
the Center wall and on the middle
level of the East Wall during the
months of March and April 1981
due to locks overhaul."
The specifications gave the loca-


tion and work description of the job
in addition to requirements such as
the kind and quality of cement to be

used, the fact that bolts must be
made of stainless steel, how the high
mast lights must be grounded and a
myriad of other details including
safety specifications to ensure ac-
cordance in all areas with standard
codes and excellence of workman-
ship.
Four companies responded with
bids. The "apparent" low bidder was
a U.S. firm, W. A. Rogers with a
base bid of $923,700.
The other bidders included Pan-
amanian companies Representacio-
nes Panamericanas S.A.; and the
Electrical Construction Co., S.A.;
and the U.S. firm, Electrical Ma-
chinery Enterprises.


The Commision has sixty days to
accept or reject the bids received.
First, it must determine whether or
not the apparent low bidder is
responsible and whether or not the
bid is responsive.
A responsible bidder must be able
to prove that it has among other
things, good credit, a good reputa-
tion, adequate insurance, appro-
priate experience and the necessary
manpower and equipment with
which to do the job.
The bid, to be responsive, must
not impose conditions which would
give the bidder an unfair advantage
over other bidders. The entire
process is aimed at preserving the
integrity of the U.S. government's
competitive bidding system.
If the apparent low bidder should
prove to be non-responsible or the
bid non-responsive, the next lowest
bidder is then considered the appa-
rent low bidder.
Once the decision has been made
to award the contract, the Commis-
sion sends out a Notice of Award
to the successful bidder and appro-
priate notification to the unsuccess-
ful bidders.
Within 15 days of receipt of this
notice, the low bidder must bring in
his insurance and bonding docu-


ments, after which he signs the
contract and acknowledges receipt
of his Notice to Proceed. The
contractor is generally required to
commence work within 15 days and
to furnish evidence within 60 days of
having properly placed orders for
materials and equipment. In the case
of the high mast lights, the contrac-
tor has 400 calendar days to
complete the job. For every day over

Salem Soup Kitchen needs donations


The Salem Soup Kitchen wab
organized in 1956 by the United
Gospel Church to serve the poor and
less fortunate in Colon. This work
has been made possible through the
efforts of volunteers and through the
charitable and benevolent giving of
individuals and organizations. The
doors are open to all who c6me. The
kitchen needs funds to prepare a
special Christmas dinner. Any re-
maining funds will be held in reserve
for the months after Christmas when
donations are few and far between.
At the present time, all reserve
funds for the kitchen have been


exhausted and Reverend Waldaba
Stewart makes a special appeal to
the general public and to the soup
kitchen friends who have been so
generous in the past.

Students to attendPresidential Classroom


Nine Canal area high school
students have been selected to attend
the Presidential Classroom for
Young Americans in Washington,
D.C. Seven of the students, Mike
Baker, Alan Cheville, Andrew Daly,
Willian Friar, Sean Kane, Keith
Uhls and Carmen Wong, are from
Balboa High School, while two
others, Trudy Kim and Genevieve
Valentine, are from Cristobal High
School.
Several of the students have also
been awarded funds to help cover
expenses for the Presidential Class-
room, which costs $325 plus round
trip transportation to Washington,
D.C. Daly, Friar and Uhls have
received a $100 scholarship each
from the Air Force Chaplain Fund.


Kim and Valentine have each been
awarded $200 by the Cristobal Elks
Club.

The purpose of the Presidential
Classroom is to provide a concen-
trated study of United States
Government to selected senior high
school students through direct ex-
posure and personal contact with
the institutions and leaders of the
nation.

Strictly non-partisan and non-
profit, the program seeks to create
an awareness of the problems of
modern democratic government, a
greater understanding of American
legislative, executive and judicial
processes, and a humanized appre-
ciation of the political relationships


Academies to hold joint program


The United States Air Force
Academy Liaison officers for the
Canal Area will sponsor a "Com-
bined Grassroots" program on
,Tuesday, December 23, at 1 p.m. in
room 410, Balboa High School
JROTC Building.

Girls' softball to

start 1981 season
The Pacific Girls Softball League
will soon begin its 1981 season. The
Senior Division of the league, for
girls 14 through 19, will be holding
tryouts at 4 p.m. on Friday,
December 12, at the girls softball
park located in the Gaillard Sports
Complex (across from the railroad
station). A final tryout for those
girls who cannot make it on Friday
will be held at 4 p.m. on Monday,
December 15.
Eligibility for the Senior Division
will be limited to girls who will be 14
years old by April 1, 1981, and not
older than 19 years old by April 1,
1981. Additionally, participants must
reside in Canal housing areas or
attend DODD schools.
All girls within the age limit who
are interested in playing softball are
urged to try out.


The U.S. Army, Navy, Air Force
and Merchant Marine academies'
liaison representatives,former at-
tendees, instructors, present attend-
ees,and anyone interested in obtain-
ing information about any of the
units are invited to attend. Cadets
and midshipmen from the four
schools will be available in uniform
to give first-hand, up-to-date in-
formation on their respective acad-
emies.
This will be a very informal
meeting with light refreshments
served, courtesy of the Reserve
Officers Association of the United
States. Casual dress is recom-
mended for those interested in the
program.

In response to concerns expressed
about a cut in the DOD schools'
budgets, McAuliffe took the posi-
tion that the quality of education
must not be diminished. It was
pointed out that each school has a
school advisory council and that the
RACs should try to establish a
liaison with these councils.

La Campahia Federal Combinada
1981 del \rea del Canal de Panama
ha recibido cifras, finales de las
coniribucionet para la Comisi6n del
Canal de Panama. Los empleados
de la Comisi6n han aportado
$147,496.20, osea el 105.4porciento
de la meta fijada de $140,000.
Las cifras indican que la Direc-
.ci6n de Personal prometi6 el por-
centaje mas alto con 179.1 porciento
de su meta. La Oficina de Salud y
Seguridad es la pr6xima con 164.2
por ciento, seguida por la Adminis-
traci6n con 129.9 por ciento., La
Direcci6n de Ingenieria y Construc-
ci6n logr6 123.9 por ciento de su
meta, Servicios Comunales 114.7
por ciento, Administraci6n de Fi-


nanzas 110.0 por ciento y la
Direcci6n de Marina 79.5 por
ciento.
Un total de 78.3 por ciento de los
empleados de la Comisi6n respon-
dieron al Ilamado para recaudar

Nuevo servicio para citas en Coco Solo


El 8 de diciembre entr6 en
vigencia el nuevo horario del
Servicio Central de Citas en el
Hospital Coco Solo. Las citas se

Congresista Carrol Hubbard estaba
dispuesto a considerar favorable-
mente el tema de la vivienda gratis y
proyecta tratarlo durante las au-
diencias del Congreso el pr6ximo
ailo. El Administrador dijo que los
alquileres aqui se basan en un
"criterio muy just" y no en la
recuperaci6n de los costs de
mantenimiento. Estcfs costs, afia-
di6, estan siendo subsidiados.
Un representante dijo que las
minutes de la reuni6n de los Comites
de Residents con el Congresista
Hubbard en octubre podrian haber
sido mal interpretadas por residen-
tes que estimaron su actitud como
antag6nica a sus puntos de vista.
McAuliffe les asegur6 que el Con-
gresista Hubbard compare sus

medidas necesarias para proteger las
casas vacias en Gamboa contra el
vandalism.
El problema del estado de animo
en el sector AtlAntico fue nueva-
mente planteado. mencionandoseen
concrete la pobre serial de television
en el area y la continue interrupci6n
del servicio de aire acondicionado en
la Escuela Secundaria de Crist6bal.
McAuliffe y el Col. Christensen
afirmaron estar al tanto de estos
problems y dijeron que se hacen
esfuerzos por resolverlos.

El tema de la vivienda gratuita y el
ajuste por vivienda fue el aspect
principal de la Reuni6n Ejecutiva
del Comit& Asesor para los Resi-
dentes (RAC) celebrada el 3 de
diciembre con el Administrador D.
P. McAuliffe y el Subadministrador
Fernando Manfredo en el Edificio
de Administraci6n de Balboa Heights.
Otros temas tratados incluyeron la
calidad de la atenci6n m6dica,
interrogantes sobre el seguro de
salubridad, presupuestos escolares y
el servicio telef6nico.
El Administrador McAuliffe cali-
fic6 el afio pasado como interesante
y exitoso, puntualizando que el
n6mero de barcos que esperaba para
cruzar el Canal habia bajado de 180
a 50. McAuliffe atribuy6 este logro a
la consagraci6n y el trabajo tesonero
de miles de empleados de la
Comisi6n que aun luchan por
reducir el acumulamiento de naves.
McAuliffe express su agradeci-
miento a los empleados que contri-

empleados estadounidenses de la
Comisi6n. Don Ginder, consejero
sobre personal civil del SOUTH-
COM, puntualiz6 que el Departa-
mento de Defensa de los EE.UU.
respondi6 negativamente a una
solicitud del General Wallace Nut-
ting para que se reconozca vivienda
gratis a los empleados del DOD.
Ginder dijo que el SOUTHCOM
estA tratando de establecer que
acci6n habrA de tomarse para
solicitar, posiblemente, un cambio a
la legislaci6n que prohibe vivienda
gratis y el ajuste por vivienda para
los civiles que residan en viviendas
del gobierno.
Al ser interrogado sobre su
posici6n al respect, McAuliffe
respondi6 que su flexibilidad tiene
limits y que ha agotado todos los
recursos dentro del marco de su
autoridad y de los criterios emplea-
dos por todas las agencies del
gobierno para decidir sobre arren-
damiento. "Veo esto como un

Basura envuelta no emite olores


Se solicita a los residents de las
areas de viviendas de la Comisi6n
del Canal de Panama que se asegu-
ren de disponer de los desperdicios y
la basura seca colocAndolos en
recipients adecuados.
A todos los residents se les
proporciona cantidades adecuadas
de tinacos con tapas y tanques con
capacidad de 55 galones disefiados
para "Basura Seca Solamente".
Los desperdicios incluyen sobras
de la cocina, desperdicios de pes-
cado y cualquier material que
pudiera podrirse o dafiarse y causar
molestias o peligro a la salud de la
comunidad si los colocan en tinacos
abiertos. La basura seca incluye
articulos tales como cajetas, peri6-
dicos u hojas secas y hierba.
La basura debera colocarse en los
tinacos y estos tapados ajustada-
mente para evitar que los animals

Gran part de la diversion que nos brinda la
temporada Navidefa no esta en romper envoltorios de
regalos y buscar lo que hay adentro, sino en los
preparativos para las muchas actividades que forman
parte de esta alegre celebraci6n. Este tan especial
espiritu Navidefio se desarrolla, en part, del trabajar
juntos y compartir alegrias.

Comisi6n abre Propuestas de proyectos

Exactamente a la I p.m. del 12de
noviembre, el Coronel Thomas
Rhen,- official contratista de la
Direcci6n de Ingenieria y Construc-
ci6n, abri6 los sobres que contenian
las propuestas para suministrar e
instalar los altos postes del sistema
de alumbrado exterior, incluyendo-
cables de energia al6ctrica, tablero
de cortocircuitos, tablero de control
y ejecutar los trabajos relacionados
en las Esclusas de Gat6n.


Exactamente a la 1 p.m....
El sistema de alumbrado es parte
del program de mejoras y manteni-
miento del Canal que Ileva a cabo la
Comisi6n-y contribuird a aumentar
el n6mero de barcos que podra
transitar el Canal al "prolongar" las
horas de luz del dia con iluminaci6n
artificial. Tal sistema ya ha sido
instalado en las Esclusas de Miraflo-
res.


Como ocurre con muchos proyec-
tos de construcci6n y mantenimien-
to de la Comisi6n, los potenciales
contratistas, locales y del extranjero,
fueron invitados por la Direcci6n de
Ingenieria y Construcci6n para que
presentaran propuestos para el
proyecto.
El 11 de septiembre se anunci6
por adelantado en Panama la
invitaci6n para formular propuestas
para el sistema de iluminaci6n y se
envi6 la invitaci6n a los posibles
proponents. El aviso adelantado
que envi6 el Ramo de Especificacio-
nes y Estimados de la Divisi6n de
Ingenieria empezaba asi: "Se solicita
proponga especificaciones y dibujos
para el alumbrado con postes en las
Esclusas de Gat6n alrededor del 17
de septiembre y haga propuestas en
la licitaci6n que se efectuara alrede-
dor del 27 de octubre".

La fecha de la licitaci6n se cambi6
al 12 de noviembre debido a que se
hicieron cuatro enmiendas al For-
mulario de Licitaci6n y Especifica-
ci6n, copias del cual los proponents
podian obtener gratis en la Oficina
del Jefe de la Divisi6n de Ingenieria.
Las enmiendas incluyeron especi-
ficaciones tales como la de que "no
se le permitird al contratista efectuar
trabajos en la Pared Central y en el
nivel medio de la Pared Occidental
durante los meses de marzo y abril


de 1981 debido al reacondiciona-
.miento de las esclusas".
En la especificaciones se di6 la
ubicaci6n y la descripci6n del
trabajo que se ha de realizar, y
requisitos tales como la clase y
calidad del cemento que se usard, la

Cuatro companies respondieron a
la licitaci6n. El licitante aparente-
mente mas bajo fue W. A. Rogers,
con una oferta base de $923,700.
Los otros proponents incluyeron
las firmas panamefias Representa-
ciones Panamericanas, S.A., y Elec-
trical Construction Co., S. A., y la


firma estadounidense, Electrial
Machinery Enterprises.
La Comisi6n tiene 60 dias para
eceptar o rechazar las propuestas.
Primero, no obstante, tiene que
determinar si el proponents mas
bajo es responsible, y si su propues-
ta cumple con los t6rminos de la
licitacion.
Un proponents responsible debe.
poder probar que tiene, entire otras.
cosas, buen cr6dito, una buena
reputaci6n, seguro adecuado, expe-
riencia apropiada y la fuerza laboral
necesaria y el equipo para Ilevar a
cabo el trabajo. A fin de que la
licitaci6n sea valida no deberd
imponer condiciones que darian al
proponents una ventaja injusta
sobre los otros proponents. Todo el
process tiene por objeto conservar
la integridad del sistema de licita-
ci6n competitive del gobierno. Si se
comprueba que el proponents mas
bajo no es responsible o su
propuesta no cumple los requisitos,
el siguiente proponents mis bajo
sera entonces considerado como el
proponents bajo.
Una vez que se haya tornado la
decision de otorgar el contrato, la
Comisi6n envia un Aviso de Adju-
dicaci6n al proponenteseleccionado
y las notificaciones respectivas a los
proponents no aceptados.
Dentro de los 15 dias del recibo de
este aviso, el proponents bajo debe


presentar su seguro y los terminos
del document. despues del cual
firma el contrato y acusa recibo de
su Aviso de Proceder. Generalmente
se require queel contratista inicie la
obra en 15 dias y proporcione
evidencia en 60 dias de haber hecho
los pedidos para materials y
equipo. En el caso de las luces de los
postes, el-contratista tiene 400 dias
calendarios para concluir la obra.

Comedor Popular necesita fondos


En 1956 la Iglesia del Evangelio
Unido estableci6 el Comedor Popu-
lar Salem con la finalidad de tender
a los pobres y a los menos
afortunados en Col6n. Esta labor ha
sido possible gracias a los esfuerzos
de voluntarios y a las donaciones
caritativas y generosas de personas y
.organizaci6nes. Las puertas estin
abiertas a todo el que llegue. El
comedor popular necesita fondos
para preparar una comida especial
navidefia. Los fondos que sobren se
mantendrdn en reserve para despu6s
de las Navidades, cuando las dona-
ciones son pocas y espaciadas.
Actualmente, los fondos en reser-
va para el comedor se han agotado.

El 6rgano estudiantil durante este
period de una semana de sesiones
lo integran estudiantes con antece-
dentes culturales, geogrificos, so-
cioecon6micos y religiosos muy
variados, todos ellos con el interns
comfn de estudiar el gobierno y con
reconocida capacidad,de liderazgo.

MAs de 20,000 j6venes han
participado en el program desde
que se inici6 en 1968.

En respuesta a la preocupaci6n de
que se reduzca el presupuesto para
las escuelas operadas por el DOD,
McAuliffe sefial6 que la calidad de
la educaci6n no debe desmejorar. Se
indic6 que todas las escuelas cuen-
ta con un consejo asesor y que los
Comites de Residente deben estable-
cer un enlace con dichos organis-
mos.
