who was unable to attend the

on an extended leave in California
where she and her husband are
rewiring, refitting and overhauling
the engine of a sailboat that they
plan to sail to Panama. Jane came to
the Apprentice School with a varied
background, having worked as a
construction expediter, a tree sur-
geon, a Volkswagen mechanic and a
woodcutter. She graduated with
honors from the program three
months early based on the excel-
lence of her work.
A generating plant equipment oper-
ator, Victoria de Varela graduated
from the Apprentice School one
year early based on her academic
achievement. Varela is also an
industrial engineer from the Univer-
sity of Panama and was commended
in July 1980 by the acting chief of the
Power Branch for supervising distil-
late fuel delivery to the Miraflores

Commission employees required to

use charter flights for home leave


Commission employees and their
dependents who plan to take home
leave at Commission expense this
coming summer will be required to
use the scheduled charter flights and
are requested to make every effort to
coordinate their home leave travel
plans to fit these flights to and from
the United States.
To make maximum use of the
scheduled charter flights, employees
are urged to start early in making
home leave travel plans and reserva-
tions,. Difficulties stemming from
family plans, travel schedules or
stateside reservations cannot be
accepted as reasons for not using the
charter flights for home-leave travel.
If an employee feels that use of a
charter flight would create a severe
hardship either for the employer or
the employee's family, a letter may
be submitted to the Administrative
Assistant to the Administrator
requesting -an exception to the
charter program. The letter should
explain the reasons for the request
and supporting documentation should
be attached. The employee should
also list the charter-flight dates on
which he will travel if the request for
commercial travel is disapproved.
If an employee's home leave
cannot conform to the dates of the
scheduled charter flights due to


work-related circumstances, the em-
ployee's bureau chief or deputy may
submit to the Chief, Transportation
Branch, through the Administrative
Assistant to the Administrator; a
request for an exception to the
charter rule, certifying that circum-
stances warrant the additional ex-
pense to the government.

As an alternative to charter travel,
'12 passenger spaces will be available
on the SS Cristobal. A drawing for
the spaces will be held at the
Transportation Branch from the
applications on hand two months in
advance of sailing.

Copies of records and other
documents relating to births, deaths,
marriages and adoptions in the
former Canal Zone may be obtained
from the Vital Statistics Office in
Building 5140, Diablo Heights.
Applications for these documents
are available at the Vital Statistics
Office and at the Medical Records
section of Coco Solo Hospital. They
also may be mailed to anyone who
requests this service by calling 52-
7854.

Albrook Credit Union services available

to Panama Canal Commission employees


Employees of the Panama Canal
Commission may now use the
services of the USARCARIBAIR
Credit Union at Albrook. This
includes non-U.S.-citizen employees
provided they are not members of
any other credit union.
To enroll in the Credit Union, the
employee needs only to show his or
her Commission ID card, fill out an
inscription card, which is available
from the receptionist, and establish
an account by purchasing a share for
$5. A fee of 25 cents is charged for
the inscription card.
Shares earn no interest but each
share account earns a dividend semi-
annually, in January and July. The
dividend is based on the member's
share balance and iscredited to the
account. The maximum amount of
shares that may be purchased per
account is $100,000. As a Federal
Credit Union, the shares are insured
by NCUA, the National Credit
Union Association.
Joint accounts are also available
and may include a wife and husband
and dependent children. Each per-
son included in the joint account
must pay a $5 fee, which entitles that
person to do business with the
Credit Union.
The Albrook Credit Union is
linked by computer with the credit
union branches at Howard Air
Force Base and at Fort Davis, which
makes it possible for credit union
members to do business at any of the
three establishments during opera-
ting hours, regardless where the
employee's account is located.
To obtain a loan from the Credit


Union, the employee must have been
a member for at least 60 days. The
maximum amount that may be
borrowed depends upon the indi-
vidual's salary and ability to pay
back the loan over a maximum
period of 30 months, or 64 biweekly
payments. The interest rate on loans
was recently increased to an annual
13 percent.
Employees may repay loans
through payroll deduction by filling
out standard Form 2043, "Allot-
ment from Pay" (Asignaci6n del
Sueldo). These forms may be
obtained from the employee's super-
visor, who certifies the employee's
signature on the form. The com-
pleted form may be sent to the
Payroll Branch through the em-
ployee's timekeeper or may be
delivered personally by the em-
ployee.
The Credit Union also offers
American Express Traveler's Checks
and money orders and, as a Federal
Credit Union, the checks it issues are
equivalent to cashier's checks.

Pen Women boutique
The Panama Canal Branch of the
National League of American Pen
Women, Inc., will hold its annual
Christmas Boutique from 9:30 a.m.
to 4:30 p.m: tomorrow at the former
Civil Affairs Building. A variety of
original art works will be available
for sale and the event promises to be
as exciting as it was last year.
Anyone wishing to participate

Christmas ballet
Dependent Youth Activities ballet
students will give a Christmas

Open volleyball tourney
The Panama Canal Commission
Recreation Services Division is
,sponsoring a second open volleyball
tournament at the Gatun Gymna-
sium from December 15 to 23.
International rules will be used and
there will be a maximum of twelve
players per team. The deadline for

"Camille"
"Camille" or "The Lady of the
Camelias" is being performed, in
Spanish at 8:30 p.m. at the National
Theatre in downtown Panama City
until December 8. The play stars the
Mexican actress Jacqueline Andere
with Panama's first lady of the
theatre, Anita Villalaz, in a sup-
porting role. The Dumas play was
made famous by Sarah Bernhardt in
the early 1900s. Tickets are $10 and

"A Christmas Carol"
The adaptation of Charles
Dickens' classic "A Christmas
Carol," directed by Ronnie Speed
Watson, is now completely cast and
well into rehearsal. Performances
are scheduled at the Theatre Guild
for December 12, 13, 14, 18. 19 and
20 at 6:45 p.m. with matinees on the
weekends. There will be a gala
opening night on December 12 with
refreshments served to the audience.
Also, Santa Claus will be present to
greet the public after the show.

Pacific side, including the Adminis-

about energy, the environment and

in Panama receive a great deal of
Betsy's time when she is not
entertaining as Browney the clown.
Her clown name and the colors in
her self-made brown, orange and
white costume were inspired by the
Brownie Scouts, and it was a
scouting article that first gave Betsy
the idea for this new occupation.
The opportunities for a clown in
the community are numerous. Betsy
hopes that there are people who are
interested in becoming clowns and
who can fill the void when she and
other clowns in the area move on.
Browney finds herself most in
demand for children's birthday
parties where she entertains for
about an hour with a parade and
games which she has designed
herself and with goodies she magic-
ally supplies out of "Browney's
Bag."
The one disadvantage to being a
clown at a party is that you cannot
eat or drink because of the makeup
which, says Betsy, tastes perfectly
awful and tends to drip when it gets
hot.
Betsy sometimes takes along her
two clown assistants called "Ticker"
and "Lit'l Bit" who, when they
remove the makeup and costumes,
becomes Betsy's own two children,
Walter, age ten and Dorothe, age 8.
Being a clown is not always a
barrel of fun since children are n'ot
always fun to be with, especially
when they get tired and cranky. Joe
Buelna is another person who loves
children and delights in becoming
Jelly Bean the clown. He entertains
locally at parties, churches, hos-
pitals, clubs or wherever there is a
demand. Joe admits that there have
been times when he has been kicked,
bitten, had his wig pulled off, his
suspenders pulled and has even been
chased by a dog, but despite all this,
he loves being a clown.
Both Betsy and Joe claim that
what makes clowning worthwhile is
that special moment at the end of a
party when a child, who perhaps was
frightened or timid at the beginning
of the festivities, comes up and gives
them a big hug and kiss. Betsy
believes that you only get back what
you put into something and in the
case of clowns, that something is
love.

honrar a las diez primeras mujeres
que se gradfian del Programa de
Aprendices de la Comisi6n desde
que la primera mujer culmin6 ese
adiestramiento en 1978.
McAuliffe felicit6 a las mujeres
por haber "enfrentado y conquis-
tado lo que hasta ahora habia sido
una fortaleza masculina inexpugna-
ble, el mundo de los oficios y las
artesanias".
Indic6 que actualmente hay 1.8
mujeres inscritas en el Programa de
aprendices y dijo que si bien en afios
pasados las mujeres han hecho una
extraordinaria incursion en las
carreras dominadas por el hombre,
"todavia hay un trecho considera-
ble por recorrer".

Janette Oliver, mecAnica de tel6-
fono, tiene licenciaturas asociadas

Ramo de Comunicaciones, dijo que

variado, ella disfruta del trabajo

Penolope Jane es electricista. No

Escuela de Aprendices precedida de
una experiencia versatil. Fue des-
pachadora de construcci6n, cura-
dora de Arboles, mecAnica de
Volkswagen y lefiadora. Se gradu6
con honors del program tres
meses antes de tiempo con base en la
excelencia de su trabajo.

Empleados de la Comisi6n deberan

usar vuelos fletados parp viajar


Los empleados de la Comisi6n y
sus dependientes que proyecten irse
de vacaciones a los Estados Unidos
el pr6ximo verano a costa de la
Comisi6n deberan usar los vuelos
fletados programados y hacer todo
lo possible para coordinar sus viajes
segin el itineriario de estos vuelos
hasta y desde los Estados Unidos.
A fin de hacer uso 6ptimo de los
vuelos fletados, se insta a los,
empleados comenzar lo mas pronto
possible sus planes y reservaciones
para viajar. Las dificultades que se
original de los planes familiares,
itinerarios de viaje o reservaciones
en los Estados Unidos, no podrAn
aceptarse como razones para no
usar los vuelos fletados para irse de
vacaciones. Si un empleado piensa
que el uso de los vuelos fletados
crearia dificultad para el empleado o
su familiar. debera enviar una carta
al Asistente Administativo del Ad-
ministrador pidiendo una excepci6n
al program de vuelos fletados. La
carta debera explicar las razones de
la solicitud y adjuntar los docu-
mentos pertinentes. El empleado
tambien debera incluir una lista de
las fechas sustitutas de los vuelos
fletados que escogeria para viajar si
su solicitud para viajar en avi6n
commercial fuese negada.
Si, debido a circunstancias rela-
cionadas con el trabajo, las vaca-
ciones de un empleado no pueden
ajustarse a las fechas del itinerario


de los vuelos fletados, el jefe o el
subjefe de la direcci6n del empleado
puede presentar una solicitud expli-
cando la necesidad para una excep-
ci6n de la regla de viajar en vuelos
fletados al Jefe del Ramo de
Transporte, a trav6s del Asistente
Administrative del Administrador,
certificando que las circunstancias
merecen el gasto adicional por parte
del Gobierno.
Como alternative a los vuelos
fletados, habra 12 cupos disponibles
en el vapor Cristobdl. Se celebrara
un sorteo en el Ramo de Transported
las solicitudes recibidas con dos
meses de antelaci6n al zarpe.

Cooperativa de Credito de Albrook ofrece

servicios a los empleados de la Comisi6n


Los empleados de la Comisi6n del
Canal de Panama ya pueden usar los
servicios de la Cooperativa de
Cr6dito USARCARIBAIR en Al-
brook. Esto incluye a los empleados
no estadounidenses, siempre que no
sean miembros de otras coopera-
tivas.
Para inscribirse en la cooperative,
el empleado solo tiene que presentar
su tarjeta de identificaci6n de la
Comisi6n, Ilenar una tarjeta de
inscripci6n, la cual se puede obtener
de la recepcionista y establecer una
cuenta adquiriendo una acci6n por
$5. Hay que pagar una cuota de 25
centavos para la tarjeta de inscrip-
ci6n.
Las acciones no ganan interns,
pero cada cuenta de acciones gana
un dividend semestralmente, en
enero y en julio. El dividend se
calcula sobre el balance de las
acciones del miembro y se acredita a
la cuenta. La cantidad mAxima de
acciones que se puede adquirir por
cuenta es de $100,000. Como
Cooperativa de Credito Federal, las
acciones estan aseguradas por la
NCUA, National Credit Union
Association.
Tambien se pueden abrir cuentas
conjuntas e incluir al c6nyuge y a los
hijos dependientes. Cada persona
incluida en la cuenta conjunta debe
pagar una cuota de $1, lo cual le da
derecho a efectuar transacciones con
la Cooperativa de Cr6dito.
La Cooperativa de Cr6dito de
Albrook esta integrada por compu-
tadora con sus sucursales en la Base
de la Fuerza A6rea en Howard y en
Fuerte Davis, lo cual hace possible
que los miembros de la cooperative
efectfen transacciones en cualquiera
de los tres durante las horas

Cooperativa el empleado debe tener
por lo menos: 60 dias de ser
miembro. La cantidad maxima que

la persona y su capacidad para
pagarlo durante un plazo maximo
de 30 meses o 64 pagos quincenales.
Recientemente el interns de los
pr6stamos fue aumentado a 13 por
ciento al afio.
Los empleados pueden pagar los
pr6stamos por medio de la deduc-
ci6n salarial lenando un Formu-
lario 2043, Asignaci6n del Sueldo.
Estos formularios pueden obtenerse
del supervisor del empleado, quien
certifica la firma del empleado en el
formulario. El formulario lleno
puede ser- enviado al Ramo de
N6minas por conduct de la perso-
na que Ileve la asistencia del
empleado o puede ser entregado
personalmente por este.
La Cooperativa de Cr6dito tam-
bi6n ofrece Cheques Viajeros de la
American Express y giros postales y,
como Cooperativa de Cr6dito Fede-
ral, los cheques que expide son
equivalentes a los cheques de
gerencia.

La Inica desventaja de ser el
payaso resident en una fiesta es que
no se puede comer o tomar debido al
maquillaje que, dice Betsy, tiene un
sabor sumamente horrible y tiende a
chorrearse cuando hace calor.
A veces Betsy Ileva consigo a sus
dos asistentes de payaso lamados
"Ticker" y "Lit'l Bit" quienes,
cuando se quitan el maquillaje y los
disfraces, se convierten en los
propios hijos de Betsy. Walter de 10
afos de edad y Dorothe de 8 afios.

El ser payaso no siempre es un
climulo de alegria ya que no siempre
es divertido estar en compafiia de los
nifios, especialmente duando se
cansan y se ponen de mal humor.
Joe Buelna es otra persona que le
gusta a los nifios y le encanta ser
"Jelly Bean" el payaso. El entretiene
localmente en fiestas, iglesias, hos-
pitales, clubes o dondequiera que lo
soliciten. Joe admite que hubo
ocasiones en que lo patearon,
mordieron, le arrancaron la peluca,
le halaron los tirantes de los
pantalones y hasta fue correteado
por un perro, pero a pesar de todo
esto, le gusta ser payaso.

Betsy y Joe reclaman que lo que
hace que valga la pena ser payaso es
ese moment especial al final de la
fiesta cuando un niflo. que tal vez
sinti6 miedo o era timido al
comienzo de las festividades, se les
acerca y les da un fuerte abrazo y un
beso. Betsy opina que uno solo
recibe lo que uno ha puesto en algo y
en el caso de los payasos, ese algo es
amor.


"Jelly Bean", payaso de muchos talents, se
disfraza como Joseph Buelna en sus ratos de
asueto.


El hogar de la familiar Ashcroft es un circo que present como estrellas a Dorothe, Betsy y Walter.

sas. Betsy espera que haya personas
que esten interesadas en ser payasos
y que puedan Ilenar el vacio cuando
ella v los otros payasos en el area se
despidan. Browney se encuentra
mas solicitada para las fiestas de
cumpleafios de los nifios, done los
entretiene por aproximadamente
una hora con un desfile yjuegos que
ella misma ha disefiado y con regalos
