Gatun Lake anchorage area increased, ready for use


Ships in the Gatun Lake anchor-
age, immediately southeast of the
Gatun Locks, will now have about
35 percent more room thanks to a
project just completed by the
Engineering and Construction and


Marine bureaus. The 780-acre area
of the anchorage was increased by
about 270 acres by removing the
standing dead trees that were
submerged when Gatun Lake filled.

Canal work force praised

for clearing ship backlog


Due to the surge of traffic arriving
at the Canal in recent months and
the increase in the number of larger
ships-bulk carriers and oil
tankers-a backlog of vessels wait-
ing to transit the waterway reached a
peak of'182 vessels in mid October.
Coping with the extra heavy work
load, the pilot force and other
members of the Commission's work
force involved in Canal operations
have, as of this writing, reduced the
backlog to 96 ships.


In a recent letter to Administrator
D. P. McAuliffe, Assistant Secre-
tary of the Army Michael Blumen-
feld, who is Chairman of the Board
of Directors of the Panama Canal
Commission, extended his con-
gratulations to the Commission's
work force for its efforts in reducing
the backlog of vessels at the Canal.
"It is proof positive that the
Commission's hard work is paying
off. Please convey my appreciation,"
stated Chairman Blumenfeld.


PXs accept RP checks


The Panama Area Exchange will
now accept personal checks drawn
on banks located in the Republic of
Panama. The check must be payable
in U.S. Dollars or balboas and must
bear the Magnetic Ink Character
Recognition Code (MICR) of the
National Banking Association of
Panama.

It is the policy of the Army and
Air Force Exchange Service to limit
the amount of the check to $200 per
individual per day. Checks will also
be accepted for the entire amount of
purchase plus ten dollars. Personal
checks for cash are accepted only at
the Corozal Main Exchange and the
Fort Davis Shoppette. Checks will


be accepted in the other exchange
retail activities for the amount of
purchase plus ten dollars.

anchorage when their transits are
interrupted by occurrences such as
awaiting lockage, fog, traffic in
Gaillard Cut or the temporary
closing of a lane in Gatun Locks.
The increased size of ships tran-
siting the Canal has resulted in more
crowded conditionsin the anchor-
age at certain times. These larger
ships need more brom to safely
maneuver and to "swing" or move
while at anchor. Additional anchor-
age space will enable northbound
and southbound ships to anchor in
separate areas, thus giving--them
extra room to maneuver when they
resume a transit.
A proposal was made in 1979 to
develop an anchorage south of Navy
Island (Guarapo Island) in Gatun
Lake which would be especially
useful for anchoring southbound
ship traffic. A study of the proposed
site, using side-scan sonar sweeps
and diving exploration, determined
that the thousands of trees con-
tained in the area would make
construction of an anchorage there a
long and costly project. It was then
decided to consider expanding the
perimeter of the existing anchorage,
which had riot been changed since
the early 1900s.
By using side-scan sonar, historic
photographs of the area and old
mrap, and drainn. lrhe Engineering
and. Cun_.iructi'n 'lurei'au Jci'.i-
mined that the number and place-
ment of submerged trees adjacent to
the existing boundary, plus the
adequate depth, made the anchor-
age expansion feasible.
The Marine Bureau funded an
investigation which involved a
method called the "pipe-drag." A
piece of pipe 20 feet long was
suspended beneath a survey boat at
a depth of 45 feet, the depth needed
to allow for ships' drafts. The boat
dragged the pipe over the area and
when the pipe hit a tree, the tree's
location was accurately charted.

Divers later discovered that often
times, the pipe had hit not just one
tree, but a clump of trees.
Various methods were evaluated
for removing those trees that would
present a hazard to ships. Attempts
were made to pull up the trees with a
hook and cable sling on the crane
barge, Goliath. Another method
involved using the clamshell bucket
of the Goliath to grasp the trees and
pull them up. Both of these methods
proved ineffective and it was deter-
mined that blasting the trees with
dynamite was the most reliable, less
time consuming and least costly
'method for clearing them.

Personnel from the Industrial,
Dredging and Engineering divisions
worked 32 days, beginning Septem-
ber 11 and finishing October 23, to
mark and then to blast the sub-
merged trees. The cost of the project

was $250,000. Pete Jorgensen, the
project engineer, estimated that
1,000 sticks of dynamite totaling
over 8,000 pounds were used to
remove or to cut off the trees at 45 to
50 feet below the lake surface.
Jorgensen recalled that one tree with
an eight foot diameter required
about 25 pounds of dynamite to cut
it off. Divers, working in water with
approximately ten feet of visibility,
would attach the dynamite around
the tree trunks, and the charges
would be detonated later from a
barge at a safe distance. At no time,
did the blasting interfere with Canal
traffic.
The buoys have been moved into
place to mark the anchorage's new
boundaries and ships are now able
to utilize the added area. The
original perimeter has been ex-
panded by at least 700 feet in most
places, and up to 1.500 feet in others.

paign has received a total of
$141,646, or 101.2 percent of its
$140,000 Panama Canal Commis-
sion goal as of November 24.

Personnel was highest in the
percentages with 180.4, followed in
descending order by Health and
Safety, 159.0; Staff, 127.7; En-
gineering and Construction, 119.2;
General Services, 111.7; Financial
Management, 106.4; and Marine
Bureau, 74.5.

While we all realize that the
percentages represent a dollar
amount, in cases such as this the
figures are also a reflection of
people's caring and concern for the
welfare of others.

Christmas program
An evening of Christmas caroling
for all the family will be held at
Valent Recreation Center at 7:30
p.m. on Saturday, December 6.
Santa Claus will be present to talk to
the children. Everyone is welcome to

Susan Deakins, organist for the
Balboa Union Church, will present a
concert of Christmas music at the
Balboa Union Church on Sunday,
December 7 at 3 o'clock in the
afternoon. The general public is

Pinochle tourney
Valent Recreation Center is spon-
soring a pinochle tournament at 2
p.m. on Sunday, December 7.
Members of the Valent team will
play against the Fort Davis team.
Anyone wishing to play for Valent

Run the marathon
The annual Isthmian Road
Runners Marathon will be held on
Saturday, December 6. The race is
scheduled.to begin at 4 a.m. at K-15
Road on Empire Range and to end
in Gamboa with an awards cere-
mony at 9 a.m. The race is open to
everyone and the entry fee is $3 per
person. Prizes will be awarded to the
first three finishers in each of the
following five classes: open, joggers,
women, seniors (35-39 years old)
and masters (over 40 years old). The

YMCA special rates
The Balboa YMCA will again
offer one-month Physical Depart-
ment memberships at special re-
duced rates this year from December
I to 5. Discounts for active-duty
military personnel will be 33 percent
while civilian rates will be cut 25 to
33 percent. Facilities available in the
Physical Department include ex-
tensive weight rooms, an indoor
running track, a large judo/
wrestling area, basketball court and
swimming pool. Members are also
eligible for discount rates in the Y's

Volleyball league
A "fun" volleyball league is being
organized in Gatun by the Recrea-
tion Services Division. The intent of
the league is to encourage com-
munity participation in a non-
competitive recreational activity.

Surfside Theater
The four-act comedy, "Lovers

Colonial Panama
A walking tour around the
colonial section of Panama City, the

and the Presidential Palace, lasts
about two hours. The tour costs

Relay swimming meet
The annual Recreation Services
Division Relay Swimming Meet will
be held at 9 a.m. on December 13 at
the Balboa Swimming Pool. All
DODDS students, 18 years old or
under as of December 13, 1980, are
eligible to participate.
The meet will be governed by
A.A.U. rules with regard to turns,
strokes, starts and finishes. Swim-
mers may participate on more than
one relay team, but may enter only
three events. Relay and medley-
relay teams will have a captain by
whose name the team will be
identified, and will be made up of
any four competitors, divided ac-
cording to age and sex.
Swimmers may register at any of
the Canal area pools and the
deadline for registration is Decem-
ber 1. No late entries will be

Poster painting contest
A poster painting contest is being
sponsored by the Bridge for 8-to 18-
year-olds at I p.m. tomorrow. The
class is free and materials are

Youth news
The Atlantic DYA office will
sponsor a Thanksgiving beach trip
and dance tomorrow. Transporta-
tion will depart the Cristobal High
School at 12:30 p.m., Gatun Locks
at I p.m., the Gulick Youth Center
at 12:15 p.m., and Fort Davis at I
p.m., for Devil's Beach.
Participants will enjoy dancing at
the Sherman Community Center.

Tang Soo Do class
The Korean Martial Art of Tang
Soo Do is taught at the Clayton
Youth Center, Building 155. The
class teaches not only self-defense,
but also physical education and the
philosophy of self-experience. Youth

"A Christmas Carol"
The adaptation of Charles
Dickens' classic "A Christmas
Carol," directed by Ronnie Speed

The Howard Child Care Center in

"The Soapy Murder Case"
"The Soapy Murder Case," a
farce by Tim Kelly, will be presented
at the Panama Canal College
auditorium from December 8 to 13.
Directed by Bill Gonzalez as a class
project for the Introduction to
Drama class, the play is a parody of
the very popular soap operas that
dominate daytime television in the
United States.
In "The Soapy Murder Case," the
wealthy sponsor of a popular
"soap"calls his cast in to tell them he
has been threatened with murder
and that the clue to his killer will
appear in the next episode of the
"soap." What happens next is pure
slapstick as murder and accusations
involve all.
"The Soapy Murder Case" fea-
tures class members and actors from
the community, and all members of
"The College Players," a group
founded to present theatrical pro-
ductions at the College. The play
will move to the Zodiac Recreation
Center at Howard for a special two-
night run on December 19 and 20.

History shows canal digging an age-old activity

The idea of controlling and
diverting water with canals is as old
as recorded history. Even the
massive mitered lock gates which
swing open in the Panama Canal are
based on engineering principles first
set forth by Leonardo da Vinci in the
fifteenth century. In the earliest
records of human history, people are
there, digging canals.
The building of the Panama
Canal and the subsequent linking of
two great oceans captured the
imagination of the world and was
considered the engineering feat of
the day. Even though the science of
canal building was brought to new
heights by the completion of the
Panama Canal, it certainly could
not be considered a new conception
in the history of the world.
The earliest known record of a
canal is a carving dating back to
4000 BC which shows a king
presiding over the digging of a canal
in Upper Egypt. Most of these
ancient waterways were used for
irrigation and navigation. By 510
BC, a canal, called the forerunner of
the Suez Canal, linked the Nile


River with the Red Sea. Water was
considered to be the greatest wealth
that could be possessed, and states
and armies grew up to manage and
protect these waterways.
Early civilizations such as those of
the Egyptians and the Sumerians
were obsessed with the idea of
building canals. However, while
these civilizations regarded canals as
divine and offered sacrifices to water
gods, the Romans considered canals
from the standpoint of technical
problems which had to be solved.
The remains of canals and aque-
ducts built by the ancient Romans
may still be seen today.
Throughout history, canals have
represented wealth, power and fast
communication producing a con-
tented people who profited from
these benefits. Canal building con-
tinued into the Middle Ages, but no
attempt was made to use locks, dams
or hydraulic principles. The science
of canal building was at a standstill
for thousands of years until about
1177 AD when a step was taken
which was to change the face. of
canals forever.

invented the first lock, but the
Italians are given credit. The Tici-
nello Canal, later named the Na-
viglio Grande, was built in Italy in
1177 AD, and theK first lock was
used. This crude lock was only a
single gate that could be raised and
lowered with pulleys, but from that
time forward. more complex '.nd
functional locks began to appear.
A lock chamber was constructed
on a canal near Milan, Italy in 1438
and the first double-gate lock which
prevented the surge of water from a
single gate was invented in Milan
around 1445. Drawings from the
year 1465 show four lock gates being
used with a boat ascending a river at

control the flow of water, and
almost all modern lock gates follow

Franklin will show batiks in
various stages of completion and
will demonstrate how to apply the
wax to fabric to achieve different
effects. She will also show how the
fabric is dyed. ,
"Batiking is the. perfect hobby i . .-
here in Panama," according to
Franklin. "You need a good work
space, and the batiks need to be
hung to dry after each application of
dye; the tropical houses here provide
a perfect place to work underneath
the house, and you can drip dry the
batiks outdoors year round."
She stresses that one does not
have to be an artist to do batiking.
Designs can be traced or copied
from many sources, including chil-
dren's coloring books. "Because of
the nature of the medium, you don't
end up with a harsh looking effect at
all."

Panama Canal. The use of locks
marked an important phase in the
development of inland navigable
waterways.
Canals continued to spread across
the world, The Canal du Midi in
France was finished in 1681 and
took 14 years to build at a cost of
$4,000,000. Considered the pioneer
canal in modern Europe, it is 148
miles long, has 119 locks and, at one
point, rises to 620 feet above sea
level. The fact that it is still in use
today attests to the skill with which
it was built.
New engineering techniques,
coupled with the Industrial Revolu-
tion and a growth in trade, were
largely responsible for a wave of
canal building in Europe and eastern
North America. The first true canal
in the United States was built in 1793
in South Carolina and was 22 miles
long, 35 feet wide and had 12 locks.
Perhaps the most well-known and
colorful canal in U.S. history is the
Erie Canal with its mule-drawn
boats. Only a few ditches now
remain of this legendary canal which
was finished in 1825 and was 363
miles long, 40 feet wide, four feet
deep and boasted 82 locks. Today,
there are still over 22,000 miles of
canals and waterways in the United
States.
Forty years after the Erie Canal
was triumphantly opened in New
York, another famous canal was
completed which is still a focal point


in world economics and politics
today. The Suez Canal slashes
across a thin neck of desert about
100 miles wide to connect the Red
Sea with the Mediterranean. For
thousands of years, kings of for-
gotten empires had appreciated the
benefits to be gained from building
such a canal.
De Lesseps of France spent fifteen
years carving a sea level waterway
out of the sands and finally realized
his dream in 1869. About this same
time, steamships came of age and,
combined with the invention of the
mechanized dredger, gave canals
new importance in international
commerce and travel.
The Spanish, English and French
all dreamed of a canal across
Panama. When De Lesseps failed to
repeat his Suez triumph in Panama,
the United States took over the
effort and in 1914, the Canal was
opened. The Panama Canal,con-
tinues to be, along with the Suez
Canal, the Kiel Canal in Germany
and the Manchester Canal in
England, one of the world's most
important international waterways.
It is said that every ancient
Chinese scholar who reached a
position of power hoped to go down
in history as the creator of a canal.
The world's fascination with canal
building has diminished and then
surged again over the centuries as
people continue to make water work
for their benefit.


Former Isthmian now Florida senator


Dan Jenkins, a former officer in
the Police Division who was once
also an employee of the Schools
Division's recreation program, has
soundly defeated his Republican
opponent, C. Lee Daniel, in the race
for the state Senate District 7 seat in
Florida's Duval County which in-
cludes Jacksonville, the state's largest
city.
The 40-year-old Democrat, who
has been involved in Florida politics
for the past three years and who was
a Republican until this year, had
earlier defeated 14-year veteran Dan
Scarborough in the Democratic
primary. He received 56 percent of
the votes for the Senate seat.
Jenkins, who believes that public
officials should be beyond reproach,
says that he is a Democrat with
conservative learning and credits
his victory to the conservatism of the
community. His slogan is "A strong
new voice."


Born in Los Angeles, Jenkins
came to the Isthmus with his
missionary parents when he was in
seventh grade and attended Balboa
High School until his junior year.
Following a year's stay in the United
States where his parents went on
furlough, he came back to Panama
and attended Canal Zone Junior
College. In 1970, he returned.to the
United States to complete his college
education at Tennessee Temple
College in Chattanooga where he
majored in education.

A resident of Jacksonville for the
past 8 years, Jenkins is married and
he and his wife have two young
children.
A sister, Joella Deakins, lives in
Gamboa with her husband, Randall,

feasting on pasta, made a call at Miraflores Locks during a visit to Panama last week with her
husband Carlo Ponti, the noted Italian film producer and director, who plans to film a story of the
Panama Canal. Ms. Loren stopped by the control house and turned a switch to open the lock gates,
then stood in the control house and waved to crewmembers of a passing vessel, who recognized and

Canal area medical care rates changed-


Rates for inpatient and outpatient
10 care at U.S. Army medical and
dental facilities, including Gorgas
1 and Coco Solo Army hospitals, the

Aumentan espacio en el fondeadero del Lago Gatun


Los buques en el fondeadero del
Lago Gat6n, localizado inmediata-
mente al sudeste de las Esclusas de
Gatun, ya cuentan con aproximada-
mente un 35 por ciento mas de
espacio, gracias al proyecto que


acaban de completar las Direcciones
de Ingenieria y Construcci6n y de
Marina. El area de fondeadero de
312 hectareas fue aumentada en
aproximadamente 108 hectareas
mediante la remoci6n de los troncos

Debido a la ola de trafico en el
Canal de los recientes meses y el
aumento en el n6mero de buques
grandes-cargueros a granel y bu-
ques cisternas-el c6mulo de naves
que espera transitar la via in-

182 naves a mediados de octubre. Al
redactarse este articulo, la fuerza de
practices y los otros miembros de la
fuerza laboral de la Comisi6n

Los buques anclan en- el fondea-
dero del Lago Gatuin cuando sus
transitos son interrumpidos por
incidents tales como la espera para
pasar las esclusas, la neblina, el
trafico en el Corte Gaillard o el
cierre temporal de una via de las
Esclusas de Gatin.
El aumento de los buques de gran
tamafio que transitan el Canal ha
originado condiciones mas apreta-
das en el fondeadero durante ciertos
periods. Estos buques grande
necesitan mis espacio a fin de
maniobrar con seguridad y "girar" o
moverse mientras est6n anclados. El
espacio adicional en el fondeadero
permitira a los buques que van
rumbo hacia el norte y hacia el sur
anclar en areas separadas, dAndoles
asi campo adicional para maniobrar
cuando reanudan su transito.
En 1979 se hizo una propuesta
para desarrollar un fondeadero al
sur de la Isla Guarapo, en el Lago
Gat6n, que seria especialmente 6til
para el anclaje de biques con rumbo
hacia el sur. Un studio del lugar
propuesto, que se efectu6 usando
barrido sonar lateral y exploraci6n
de buceo, determine que los miles de
arboles que se encuentran en el Area,
harian que la construcci6n de un
fondeadero alli se convirtiera en un
proyecto largo y'c"fsto so e decidio
entonces considerar la expansion del
perimetro del fondeadero existente,
al cual no se le habian hecho
cambios desde el inicio de 1900.
Mediante el uso de sonar lateral
de exploraci6n, fotografias hist6ri-
cas del area y antiguos mapas y
dibujos, la Direcci6n de Ingenieria y
Construcci6n determine que la
cantidad y la ubicaci6n de los
arboles sumergidos adyacentes al
limited existente, mas la profundidad
adecuada, hacian factible la expan-
si6n del fondeadero.
La Direcci6n de Marina propor-
cion6 los fondos para una investiga-
ci6n que comprendi6 un m6todo

En primer piano una nave que va

Ilamado "rastreo con tuberia". Un
pedazo de tubo de 20 pies de largo
fue suspendido debajo de una lancha
de investigaci6n, a una profundidad
de 45 pies. La lancha arrastr6 el tubo
sobre el area y cuando el tubo
chocaba contra un arbol, la ubica-
ci6n de este era trazada con
precision en mapas. Mas tarde, los
btlzos descubrieron que muchas
veces el tubo no habia chocado
contra un solo arbol, sino contra un
grupo de estos.
Se evaluaron distintos m6todos
para sacar los arboles que presenta-
rian un peligro para los buques. Se
hicieron intentos de sacarlos con un
gancho y cable que habia en la gr6a,
Goliath. Otro m6todo comprendia
el uso del cuchar6n de quijadas para
agarrar y arrancar los arboles.
Ambos m6todos ho fueron eficaces y
se determine que sacar los Arboles
con dinamita era el m6todo mas
seguro, el menos consumidor de
tiempo y el menos costoso.
El personal de las divisions

trabaj6 durante 32 dias, a partir del

costo del proyecto fue $250,000.
Pete Jorgensen, Ingeniero del Pro-
yecto, calcul6 que fueron usados
1,000 cartuchos de dinamita, equi-
valentes a un total de 8,000 libras,
para sacar o cortar los arboles que
estaban entire 45 y 50 pies debajo la
superficie del lago. Jorgensen re-
cuerda que un arbol que tenia un
diametro de ocho pies requiri6
aproximadamente 25 libras de di-
namita' para cortarlo. Los buzos,
que trabajaban en el agua con
aproximadamente 10 pies de visibi-
lidad, colocaban la dinamita alrede-
dor del tronco de los arboles y mas
tarde los explosives eran detonados
desde una barcaza a una distancia
segura. En ningian moment estas
explosions interrumpieron el trafi-
co por el Canal.
Se ha colocado boyas con el fin de
marcar los nuevos limits del
fondeadero y ahora los buques
pueden utilizar el area adicional. El
perimetro original ha sido expandi-
do en por lo menos 700 pies en la
mayoria de los lugares y hasta 1,500
pies en otros.

Federal Combinada habia recibido
un total de $141,646 o sea 101.2 por
ciento de la meta de la Comisi6n del
Canal de Panama fijada en $140,000.

La Direeci6n de Personal obtuvo
el porcentaje mas alto con 180.4 por
ciento, seguida en orden descenden-
te por Salud y Seguridad con 159.0;
Administraci6n con 127.7; Ingenie-
ria y Construcci6n con 119.2:
Servicios Comunales con 111.7;
Administraci6n de Finanzas con
106.4; y Direcci6n de Marina con
74.5.

Mientras todos seamos concientes
de que los porcentajes representan la
suma de un d6lar, en casos como
este las cifras tambien son un reflejo
de la preocupaci6n e interns de las
personas por el bienestar de otros.

con cuyo nombre se identificara el
equipo y estara formado por cuatro
competidores, divididos de acuerdo
con la edad y sexo.
Los nadadores pueden inscribirse
en cualquiera de las piscinas del area
del Canal y el iltimo dia para
hacerlo es el 1� de diciembre. No se

'"The Soapy Murder Case"
La Universidad del Canal de
Panama anuncia que "The Soapy
Murder Case", un sainete jocoso de
Tim Kelly, sera presentado en le
auditorio de la Universidad del 8 al
13 de diciembre. Dirigida por Bill
Gonzalez como proyecto para la
clase del curso de Introducci6n al
Drama, la obra es una parodia de las
muy populares novelas que domi-
nan la television en los- Estados
Unidos y crean horas de conversa-
ci6n entire los televidentes al ponerse
al dia sobre el progress de "General
Hospital".
En "The Soapy Murder Case", el
patrocinador adinerado de la popu-
lar novela llama a su elenco para
decirle que ha sido amenazado de
muerte y que la pista de su asesino
apareceria en el siguiente capitulo de
la novela. Lo que ocurra pr6xima-
mente es pura comedia burda ya que
el asesinato y las acusaciones
involucran a todos.
"The Soapy Murder Case" pre-
senta a miembros de la clase y a
actors de la comunidad y a todos
los miembros del grupo de Actores
de la Universidad, fundado para
presentar obras de teatro en la
universidad. La obra se trasladara al
Centro Recreativo Zodiak en How-

La excavacidn de canales es actividad antigua

La idea de controlar y desviar las
aguas por medio de canales es tan
antigua como la historic misma.
Aun las imponentes compuertas de
las esclusas que se abren de par en
par en el Canal de Panama se basan
en los principios de ingenieria
expuestos originalmente por Leo-
nardo da Vinci en el siglo quince. En
los primerisimos registros de la
historic de la humanidad, el hombre
esta alli, cavando canales.
La construcci6n del Canal de
Panama y la subsiguiente uni6n de
dos grandes oc6anos cautivaron la
imaginaci6n considerada la hazafia de ingenieria
de entonces. Si bien la ciencia para la
construcci6n de canales alcanz6
nuevas dimensions con la termina-
ci6n del Canal de Panama, ello,
ciertamente, no podia ser conside-
rado un nuevo concept en la
historic del hombre.
El primer registro conocido de un
canal es una escultura que se
remonta a 4000 afios antes de
Jesucristo, el cual muestra a un rey
dirigiendo la excavaci6n de un canal
en el Alto Egipto. La mayoria de
estas antiguas vias acuaticas fueron
usadas para el riego y la navegaci6n.
Para el afio 510 antes de Jesucristo,
un canal conocido como el precur-
sor del Canal de Suez, uni6 el Rio


Nilo con el Mar Rojo. El agua fue
considerada como la mis grande
riqueza que se podia tener y estados
y ej6rcitos se fortalecieron para
administrar y proteger estas vias
acuAticas.
Las civilizaciones primitivas tales
como las de los egipcios y los
sumerios estaban obsesionadas con
la idea de construir canales. Sin
embargo, mientras estas civilizacio-
nes consideraban los canales como
divinos y ofrecian sacrificios a los
dioses del agua, los romanos los
consideraban como problems t6c-
nicos que habia que solucionar. Los
restos de los canales y acueductos
construidos por los antiguos roma-
nos pueden a6n verse hoy dia.
A lo largo de la historic, los
canales han representado riqueza,
poder y rApida comunicaci6n pro-
duciendo satisfacci6n en los pueblos
que han logrado provecho de sus
beneficios. La construcci6n de cana-
les continue hasta la Edad Media,
pero no se hizo ningfn intent por
usar esclusas, represas o principios
hidraulicos. La ciencia para la
construcci6n de canales se estanc6
durante miles de afios hasta aproxi-
madamente el afio 1177 D.C.,
cuando se tom6 un paso que
cambiaria para siempre el enfoque
de los canales.
Hay dudas acerca de' qui6n
invent la primera esclusa, pero se le

mis tarde fue cambiado al de
Naviglio Grande, fue construido en
Italia en el afio 1177 D.C., usandose
en 61 la primera esclusa. Esta ristica
esclusa era de una sola compuerta
que se podia elevar y bajar con
poleas. Desde ese moment, mas
esclusas complejas y funcionales
empezaron a aparecer.
En 1438 se construy6 una camara
de compuertas en un canal cerca de
MilAn, Italia. La primera esclusa de
double compuerta que impidi6 el
flujo de agua desde una sola
compuerta fue inventada en MilAn
aproximadamente en el afio-1445.

sus distintas etapas, y demostrari -

lograr los distintos efectos. Tambin

"El arte del batik es el pasatiempo , -
perfecto para PanamA", de acuerdo
con Deborah Franklin. "Se necesita
much espacio para trabajar y los
batiks necesitan colgarse para que se ~ --
sequen despu6s de cada aplicaci6n
del tinte; las casas de tipo tropical
aqui proporcionan el lugar perfect
en'donde trabajar, y se puede secar
los batiks al aire libre durante todo
al afio".
Subraya que no se tiene que ser
artist para hacer el batik. 'Los
disefios pueden ser calcados -o
copiados de muchas fuentes, inclu-
yendo los libros de colorear de los
nifios. "Debido a la naturaleza del
medio, el product final no tiene ese,

important en el desarrollo de las
vias acuaticas navegables tierra
adentro.
Los canales continuarop exten-
di6ndose a trav6s del mundo. El
Canal du Midi, en Francia, fue
terminado en 1681, tras 14 afios y un
costo de $4,000,000. Considerado
como el canal pionero en la Europa
modern, tiene 148 millas de largo,
119 esclusas y, en un punto, se eleva
a 620 pies sobre el nivel del mar. El
hecho de que atin esta en uso es un
tribute a la destreza con que fue
construido.
Nuevas t6cnicas de ingenieria,
combinadas con la Revoluci6n
Industrial y el crecimiento en el
comercio, alentaron una ola de
construcci6n de canales en Europa y
en el este de Norte Am6rica. El
primer canal verdadero en los
Estados Unidos fue construido en
1793 en Carolina del Sur y tenia 22
millas de largo, 35 pies de ancho y 12
esclusas. QuizAs el Canal mas
conocido y de mayor colorido en la
historic de los Estados Unidos es el
Canal Erie con sus lanchas remolca-
das por mulas. Solo unas pocas
zanjas actualmente quedan de este
legendario canal que fue teminado
en 1825 y tenia 363 millas de largo,
40 pies de ancho, cuatro pies de
profundidad y 82 esclusas'. H oy dia
hay mas de 22,000 millas de canales
y vias acuaticas en los Estados
U nidos.
Cuarenta afios despu6s de inaugu-
rado exitosamente el Canal Erie en

Nueva York, otro famoso canal, el
cual es alin punto focal en la
economic y political mundial del
present, fue terminado. El Canal de
Suez se extiende a trav6s de un
estrecho desierto de aproximada-
mente 100 millas de ancho y une el

Durante miles de afios, reyes de
imperios olvidados percibieron los
beneficios que generaria la cons-
trucci6n de ese canal.
De Lesseps, de Francia, pas6 15
afios excavando una via acuatica a
nivel del mar entire las arenas y
finalmente realize su suefio en 1869.
Para esa 6poca, los buques a vapor
estaban en su apogeo y, combinados
con la invenci6n de la draga
mecanizada, proporcionaron a los
canales nueva importancia en el
comercio y viajes internacionales.
Los espafioles, ingleses y franceses
todos sofiaron con un canal a trav6s
de Panama. Cuando De Lesseps
fracas en repetir su triunfo de Suez
en PanamA, los Estados Unidos se
hicieron cargo de la empresa. En
1914 se inaugur6 el Canal. El Canal
de Panama sigue siendo,junto con el
de Suez, el de Kiel, en Alemania y el
de Manchester, en Inglaterra, una de
las vias acuiticas internacionales
mis importance del mundo.
Se dice que todo antiguo estudio-
so chino que Ilegaba a una poslcion
de poder e.peraba adquirr impor-
tancia hist6rica como el constructor
de un canal. La fascinaci6n del
mundo por la construcci6n de
canales disminiiy6. Depuei surgl a
trav6s de los siglos al renovar el
hombre sus esfuerzos por aproye-
char el agua-para su beneficip.

quien ha estado involucrado en

fuera Republicano hasta este afio,
habia derrotado anteriormente al
veteran de 14 afios Dan Scar-
borough en las primaries del Partido
Dem6crata. Obtuvo el 56 por ciento
de los votos para el puesto del
Senado.
Jenkins, quien consider que los

universitaria en la Universidad
Tennessee Temple en Chattanooga
donde se especializ6 en educacion.
Jenkins, quien reside en Jackson-
ville desde hace ocho afos. es casado
y tiene dos hijos.
Una hermana, Joella Deakins,
vive en Gamboa con su esposo,
Randall, quien es maquinista de
remolcador y sus tres hijos. Su
hermano, Daniel vive en Boca
Raton, Florida y sus padres se han
jubilado en California.

Nuevas tarifas de cuidado medico en Canal

fiscal que se inici6 el I de octubre.

tendra muy poco impact en la

instalaciones.

Las personas que se veran afecta-
das por las nuevas tarifas son las que
no tienen derecho a recibir trata-
imiento a expenses del gobierno,
principalmente los casos de emer-
gencia y los empleados del Departa-
mento de Defensa contratados
despu6s del 30 de septiembre de
1979, que serin responsables por la
porci6n de la tarifa facturada no
cubierta por el seguro que comienza
el 11 de enero de 1981.
Las nuevas tarifas entraron en
vigencia el i1 de noviembre para las
personas que pagan su propio
cuidado m6dico. Las tarifas entire
agencies son -retroactivas al 1 de
octubre para las agencies patroei'oa-
doras.
Generalmente, el hospital envia
sus cuentas directamente al asegu-
rador y a la agencia del gobierno
para los pacientes hospitalizados
patrocinados y para aquellos pa-
cientes no hospitalizados patrocina-
dos que est6n cubiertos por el Plan
de Beneficios de Salud del Area del
Canal de Panama, el mayor plan en
el Area canalera. Los pacientes no


hospitalizados cubiertos por otras
p6lizas tienen que someter sus
propios reclamos, asi como lo hacen
generalmente, los pacientes no pa-
trocinados.

Bajo el program revisado, la
tarifa entire agencies para el cuidado
de pacientes no hospitalizados, que
previamente era de $32, es ahora de
$38. La tarifa para pacientes no
patrocinados, que antes era $32,
ahora es $44.

Para el cuidado de pacientes
hospitalizados, la tarifa entre agen-
cias, previamente $253, es ahora
$344 al dia. La tarifa para,'los
paci'entes no patrocinados, previa-
mente $298, es ahora $397. Para el
cuidado psiquiitrico de pacientes
hospitalizados, la tarifa, previamen-
te $107, es ahora $125 para entire
agencies y $141 para pacientes no
patrocinados.

La cantidad que se cobra a las
personas por el cuidado dental
permanecera en $26 hasta nuevo
aviso.
