For over twenty years, disabled
children and adults in the commu-
nity for whom it would have been
financially difficult to obtain essen-
tial medical care have been turning
to the Committee for Aid to
Handicapped Persons. The Com-
bined Federal Campaign is the
source for the thousands of dollars
used to help meet the special needs
of these individuals.
The committee, established in
Panama in 1957, has reached out a
helping hand to hundreds of dis-
abled people in our community.
Those eligible to apply for this
assistance are employees or em-
ployee dependents of U.S. agencies
in Panama and U.S. military'
personnel and their dependents.
Applications are reviewed by a
screening subcommittee and the
board of trustees to determine
eligibility and the amount of assist-
ance needed. These groups include
doctors and other health professio-
nals, together with social workers
and Panama Canal Commission
employees.
The assistance given by the
committee covers a wide range of
medical support. A large percentage
of cases deals with those people who
have had amputations or were born

without a limb and require an
artificial limb or prosthesis. Artifi-
cial limbs need special fitting and
can cost from several hundred to
over a thousand dollars.
-Other cases involve people who
have had polio and need special
shoes and braces in order to walk.
The committee has also provided
hearing aids. pacemakers and wheel-
chairs and is even considering a pair
of contact lenses for a 3-year-old
child.
Recently, the Committee for Aid
to Handicapped Persons has pro-

vided funds to help defray expenses
for people who need corrective heart
surgery, either in Panama or in the
United States: Such assistance can
cover transportation costs to the
United States and other incidental
expenses incurred by the patient as
well as costs not covered by the
individual's insurance.
For many people who are trying
to cope with a disability. the
Committee for Aid to Handicapped
Persons has provided the means for
a happier, more fulfilling and self-
sufficient life.


Public Service Award nominations sought


The Panama Canal Public Service
Award recognizes individuals or
organizations on the Isthmus for
voluntary acts or services that have
benefitted the Canal organization or
community. This is the highest
public service award granted by the
Panama Canal Commission.
Since the program's implementa-
tion in 1970, 203 individuals and.
organizations have been cited for
their outstanding contributions.
There are three levels to the
award. The highest level recognizes
service that has had Canal organi/a-
tion-wide or Isthmian-wide impact;
the second level recognizes service to
a sector of the Canal organization or
community. such as to a bureau or
on one side of the Isthmus: and the


third level of the award recognizes
service to a division. residential area
or military installation.
Winners are awarded gold. silver.
or bronze medallions with accom-
panying certificates at a public
ceremony.
In December, nominations for the
Public Service Awards will be called
for from the \arious ser ice, church.
community, social and fraternal
organizations in the Canal area.

Procedure set for non-U.S.

employees injured on job


The following article is to ac-
quaint non-U.S. employees of the
Canal Commission, who are
covered under the Panama Social
Security System (CSS). with pro-
cedures that have been established
to provide them medical care and
treatment to which they are entitled
in case of injuries during per-
formance of duty.
Most minor performance of duty
injuries will be seen first by -a
Panama Canal Commission Oc-
cupational Health Nurse on duty at
the nearest Occupational Health
Center (Balboa Industrial Area.
Pedro Miguel. Miraflores and Ga-
tun locks. Gamboa Health Center
and Mount Hope Industrial Area)
regardless of the employee's citi/en-
ship or health care system eligibility.
Based on the nature of the injury, the
nurse will determine how the case is
to be handled.
For non-emergency cases, the
nurse will provide all first aid care
which she is qualified to give and
either return the employee to duty. if
appropriate, or request that the
employee be taken to the nearest
Social Security System facility for
further professional care. During
those hours when the Commission
Occupation Health Nurses are not
on duty, Social Security benefi-
ciaries with minor injuries will be


taken to the nearest Social Security
facility for treatment. First aid cases
during non-duty hours may also be
taken to the nearest Commission
Fire Station for treatment by an
Emergency Medical Technician
(EMT).
Although Social Security benefi-
ciaries will normally receive all
medical treatment at Social Security
facilities in Panama, emergency
medical treatment for performance
of duty injuries sustained by Com-
mission employees will be provided
at the nearest facility capable of
furnishing the care needed, regard-
less .of the individual's eligibility at
that facility. Emergency medical
treatment is considered to be that
which is necessary to prevent the loss
of life, limb or sight or to prevent
undue suffering.
In an eriergency, the patient will
be immediately taken to the nearest
hospital by Commission. MEDDAC
or Social Security ambulance or by
unit vehicle. In those cases where the
Social Security beneficiary is taken
to and receives emergency treatment
at a MEDDAC hospital, the patient
will be transferred by MEDDAC or
CSS ambulance to the appropriate
Social Security hospital after med-
ical authorities determine that the
move can be safely accomplished. At

Terminating? Don't be hasty


Effective immediately, all volun-
tary resignations and applications
for retirement submitted by em-
ployees will be binding on the
employee and will not be permitted
to be withdrawn. according to a
policy statement issued by the
Personnel Director. This prohibi-
tion applies to cancellations of the
actions and changes in the effective
dates.
The adoption of this temporary
measure is necessary to curb the
administrative disruption that such
withdrawals would constitute at a
time when the Commission is
preparing for a limitation on em-
ployment that is expected in Jan-
uary. It will also permit manage-
ment to plan staffing needs for
positions considered essential to


accomplish the mission ahd goals of
the Panama Canal.

In the past, the Canal organiza-
tion's policy was to permit an
employee to reconsider and with-
draw his or her resignation at any
time prior to the date it was to
become effective. Those employees
who have submitted their resigna-
tions or retirement applications
prior to the issuance of this change
have until November 28. 1980 to
withdraw their requests if they wish
to reconsider their decisions.

Any exceptions to this policy will
be made by the Personnel Director
only when it is demonstrated that
such an exception would have no
repercussion in the staffing needs of
the agency.


Property inventory to start


Beginning December I. the Hous-
ing Management Branch will be
conducting an inventory of all
Commission property such as
ranges. air-conditjoners, rental re-
frigerators. and furniture located in
Commission housing units. During
a two-month period, inventory
teams will visit each housing unit to
identify and record these items.
If the occupants are not at home
when the inventory team calls at the
quarters, a notice will be left asking


the householder to make a follow-up
appointment by calling the Housing
Office at 46-7248 on the Atlantic
side or 52-3384 on the Pacific side.

Canal .Commission Recreation
Services Division will host a three-
mile fun run in Gatun starting at

U.S., R.P. cooperate on contraband crackdown

United States and Panamanian
authorities have coordinated efforts
to crack down on contraband
activities which were becoming an
increasingly serious problem both to
the private business sector in Pan-
ama and to exchange and commis-
sary customers who sometimes
found the shelves empty of certain
items because of other people's
overpurchasing. Both parties in the
illegal exchange of contraband
goods place themselves in jeopardy
of being apprehended and punished.
Since January of 1980. the
military's Contraband Section has
made over 217 arrests and of this
number, 92 were Commission em-
ployees or their dependents. Most of
the arrests were for overpurchasing
of restricted items. Signs are being
posted in the exchanges and com-
missaries which state the limitations
on particular items such as luncheon
meat, ham, film, wine or air-
conditioners. These limits are de-.


signed to slow down the flow of
contraband, not to inconvenience
the customer. Any customer who
needs to purchase over the limit for a
certain item, should request at the
commissary a "Southcom form'55"
to fill out.
United States contraband agents
make periodic spot checks at the
exchanges and commissaries look-
ing for obvious signs of over-
purchasing. These agents work
closely with Panamanian customs
agents when a person suspected of
contraband leaves a U.S. military
area.
Once the illegal transfer of goods
is made in Panama between a person
with PX and commissary pur-
chasing privileges and a person
without those privileges both parties
can be arrested and the vehicle used
.to transfer the goods confiscated.
Panama has recently added more
special agents to its force in an effort
to halt contraband.

with some aspect of commissary
services and wished there were
something you could do about it?
You'll be pleased to know that there
is a forum where your views can be
expressed.
The 193d Commissary Advisory
Council meets at least, quarterly to
discuss customer satisfaction, store
operations, stock additions and
deletions and customer sern ice.
The council meetings are pub-
licized well in advance and are held
in both Atlantic and Pacific com-
munities. The public is invited to
attend these meetings and to voice
their opinions on matters brought
before the council.
Formed in February of this year.
the council is composed of a panel of
26 members representing all U.S.
organizations within Panama.
Members of the Residents'Advisory
Committees represent Commission
employees on the panel and either
the Commission ombudsman or
associate ombudsman attends as an
observer.
The advisory council has been
instrumental in such activities as
implementing the "Best Commis-
sary Award" competition and the
Shoppers' Special train service as


well as revising the operating hours
of the various facilities.
The "Best Commissary Award" is
based, in part. upon random cus-
tomer surveys conducted by,'a
member of the council. The surveys
call for customer appraisal of such
factors as product selection axail-
ability, meat market operations.
quality of produce. employee ser, ice
and availability of necessary food
items.
The award also calls for sell
appraisal by the Iroop Su.pport
Agency, which operates the com-
missaries, and appraisal by the
Veterinary Activity which is respon-
.sible for rating the sanitary condi-
tions within each store.
At its most recent meeting, the
council awarded to the Howard
Commissary the "Best Commissary
Award" for the second quarter in a
row.
Due to the upcoming holidays.
the November and December Com-
missary Advisory Council meetings
will be combined. This meeting will
be held at 9 a.m.. Wednesday.
December 10. in Room C at the
Valent Recreation Center. All mem-
bers and representatives should
attend.

PCC honors loan-labor employees


In a speech at a recent ceremony
honoring Commission employees
who served on loan to the National
Port Authority. Administrator D.
P. McAuliffe stated, "You provided
expertise and played a major role in
training your Panamanian counter-
parts. In day-to-day operations you
performed tasks exceptionally well
and in keeping with the tradition of
the Canal."

McAuliffe explained that the
treaties mandated that the Com-
mission not perform certain com-
mercial activities, such as the
management of marine bunkering.
the ports and the railroad, after the
treaties' entry into force.

To ensure an orderly transfer of
these functions, the government of
Panama requested the services of81
Commission employees to assist the
National Port Authority for a
period of one year. The awards were
given primarily to those employees
who completed the one year of
service.


Deputy Administrator Fernando
Manfredo Jr., who also spoke at the
ceremony, said that the sense of
loyalty and responsibility on the
part of these employees was com-
mendable and that they had per-
formed at a high level of efficiency
functions that were vital to the
Canal.
Manfredo added that the Na-
tional Port Authority would con-
tinue to benefit from the expertise.
dedication and loyalty of those
volunteers who were to be extended
for another six months.
Speaking in Spanish, Major Jose
Motta. director of the National Port
Authority thanked the employees
for their. honesty, effort and en-
thusiasm that helped so much with
the transition and said. "this proves
to the world that despite differences
in language, we can work together in
close friendship."
Special Services Award certifi-
cates and monetary awards were
then presented to I employees who
served on loan at marine bunkering.

The annual "Turkey Bowl." the
largest fund-raising event of the year
in benefit of the Combined Federal
Campaign, will be held next
Wednesday night. Thanksgiving Eve,
at the Balboa Stadium.
The flag-football classic that pits
Army officers against officers of the
Air Force began in 1964 and was
originally know as the "Iguana
Bowl."with officers of the Army and
Navy doing battle on the same day
that the traditional rivals met in the
Army-Navy game in the United
States. As time went by. Navy
strength in Panama was reduced to a
point where it was no longer possible
to field a team. In 1969 the Air Force
took up the challenge and the
contest was renamed the Turkey
Bowl.
A pep rally will be held Tuesday at


Fort Davis and another at Fort
Clayton at 2 p.m. on Wednesday.
Pre-game activities begin at 6:45
p.m. Cheerleaders from the Officers
Wives' Club will be featured and
there will be gala halftime activities
and a post-game victory celebration.
Kick off will be at 7:30 p.m.
The Army team, coached by
Major Gary Morgan, is comprised
of officers from both sides of the
Isthmus, and to insure that Atlantic
community residents have ample
opportunity to cheer their team.

$2 for adults and $1 for children. 12
and under. In addition. "50-yard line
seats" will be available for $5.

Military sources estimate that
since the stepped-up campaign
against contraband activities has
been in effect, commissary sales
during part of the summer were
down approximately $200,000. Even
if contraband purchases represented
only 10% of this figure, which can
fluctuate for many reasons, that
would be $20,000 in illegal pur-
chases.
The public's cooperation can be
significant in helping to solve this
problem. Anyone who suspects
illegal activity in an exchange or
commissary is asked to report it
immediately to the manager or to
call the Military Police. Whether it is
buying a few bags of groceries or
engaging in a (larger-scale) black
market operation, the risks of being
caught are increasing every day as
both Panama and United States
authorities improve their proce-
dures and step up their efforts to
stop contraband.

injured employee to receive priority
treatment at the Social Security
facility and to qualify for any
compensation to which he or she
may be entitled, the patient must
take along a CSS Form 02-1123-27,

has been completed by the em-
ployee's supervisor.
For statistical purposes and to
provide a basisfor any compensa-
tion. Social Security requires CSS
Form 2-1121-27, Riesgos Profe-
sionales (POD Injury Report).

Social Security within 48 hours after
the injury. This form may be mailed
or delivered personally by the
employee or a messenger to the
Social Security Policlinica on Calle'
17 in Panama City or to the Social
Security agency on Calle 6 in Colon.
Additionally, to receive com-
pensation from the Social Security
an injured Commission employee
must present to the Social Security a
valid PCC Form 267 which indicates
that the individual is in a leave
without pay status. This form is
initiated by the employee's organiza-
tion-and its preparation is required
in order to insure that the individual
is not compensated by both the

receives award
The alertness of Canal Protection
Division security guard I.orenzo
Siobal and his prompt action
prevented damage to a gas turbine at
the Mount Hope Generating Sta-
tion.

While on his rounds, Siobal
noticed oil leaking from the side of
the gas turbine. Having had pre-
vious experience with similar equip-
ment, he traced the oil leak to its
source and immediately notified
Power Branch personnel and his
supervisor.

Gary Myers, the facility manager,
said that if the leak had not been
caught, components of the turbine
could have been damaged and the
unit put out of service. The cost to
the Commission in terms of money
and downtime would have been
considerable. The Mount Hope
Generating Station provides elec-
tricity to military and Commission
areas as well as other areas in
Panama.

Siobal was commended for his
action and presented with a special
plaque by the Electrical Division.

The Admissions Office at Gorgas Army Hospital has been relocated
at the former Patients Administrative Services area behind the
Pharmacy on the first floor of the main building. Telephone numbers

The Panama Exchange expects to open a shoppette on the ground

All military post offices in the Panama Canal area will be open
Saturday from 9 a.m. to I p.m.. from November 29 to December 20.
Contrary to information in last week's SPI.LLWAY. stamps will be sold
and parcels will be accepted and delivered. However, there will be no
registered letter or money order service during these hours.


The Panama Area Exchange will have live Christmas trees for sale
beginning the first week in December. Mountain Douglas Firs.
ranging from 2- to 4-feet will sell for $3.50, while 16-foot trees will sell
for $45. Washington Douglas Firs, ranging from 3- to 5-feet will cost
$7 and 7- to 9-foot trees will be available for $14. The date they will go

esencial, han estado acudiendo al
Comite de Avuda a Personas
Impedidas. L[a Campafa Federal
Combinada es la fuente de los miles
de d6lares que se usan para ayudar a
satisfacer las necesidades especiales
de estas personas.
El comite. establecido en Panama
en 1957, ha brindado su ayuda a
cientos de personas impedidas en
nuestra comunidad. Los elegibles
para solicitar esta asistencia son los
empleados o los dependientes de
empleados de agencies estadouni-
denses en Panama y el personal
military estadounidenses y sus de-
pendientes.
Las solicitudes son revisadas por
un subcomite de examen y la junta
de fideicomisarios a fin de determi-
nar la elegibilidad y la cantidad de
asistencia necesitada. Estos grupos
incluyen doctors y otros profesio-
nales de salud. junto con trabajado-
res sociales y empleados de la
Comisi6n del Canal de Panama.
La asistencia que da el comite
abarca una amplia variedad de
apoyo medico. Un gran'porcentaje
de los casos tienen que ver con
aquellas personas que han tenido
amputaciones o que nacieron sin un
miembro del cuerpo y que requieren
un miembro artificial o pr6tesis. Los

miembros artificiales requieren me-
didas especiales y pueden costar
desde various cientos hasta mas de'
mil d6lares.
Otros casos comprenden a perso-
nas que han tenido polio y necesitan
zapatos especiales y aparatos orto-
pedicos para poder caminar. El
comit6 tambien ha proporcionado
audifonos, marcador de paso y sillas
de ruedas y esti hasta considerando
proporcionar un par de lentes de
contact a un nifio de tres afios de
edad.

fisico, ,el Comite de Ayuda a
Personas Impedidas ha proporcio-
nado los medios para una vida mis
feliz, mas satisfactoria y mis auto-
suficiente.


Otorgardn Premiospor Servicios Publicos


El Premio del Canal de Panama
por Servicios Ptblicos otorga reco-
nocimiento a los individuos u
organizaciones de la comunidad
istmica por sus actos o servicios
voluntarios que han beneficiado a la
empresa o a la comunidad del Canal.
Dicho premio es el mas alto
otorgado por la Comision dcl Canal
de PanamA.
Desde que el program fue puesto
en ejecuci6n en 1970. 203 individuos
y organizaciones merecedores han
sido premiados por sus contribucio-
nes sobresalientes.
El premio consta de tres niveles.
El nivel mais alto otorga reconoci-
miento al servicio que haya tenido
impact en toda la empresa canalera
o en todo el Istmo: el segundo nivel.
al servicio a un sector de la empresa


o comunidad canalera, tal como una
direcci6n o un sector del Istmo y el
tercer nivel del premio otorga
reconocimiento por seivicios a una
division. comunidad o instalacion

Los ganadores son premiados en
una ceremonia ptiblica con meda-
lHones de oro. plata o bronce y con
certificados.
En diciembre se solicitaran las
nominaciones para los Premios por
Servicios Piblicos de los distintos

organizaciones sociales y fraternales
del area canalera. El ptiblico en

A partir de esta fecha. todas las
renuncias voluntarias y las solicitu-
des de jubilaci6n sometidas por los
empleados seran obligatorios para el
empleado y no se les permitira
retirarlas. de acuerdo con una
declaraci6n de political emitida por
el Director de Personal. Esta
prohibici6n se aplica a cancelacio-
nes y cambios de las fechas de
efectividad de esas acciones.
La adopci6n de esta media
temporal es necesaria a fin de
reducir la interrupcidn administra-
tiva que tales retires constituirian en
un moment en que la Comision se
prepare para una limitaci6n en las
contrataciones que se espera para
enero. Tambien permitira a la
administraci6n planear las necesi-
dades de personal para las posicio-


nes consideradas esenciales para
cumplir con la misi6n y metas del
Canal de Panama.
En el pasado, la political de la
organizaci6n del Canal era permitir
a un empleado reconsiderar y retirar
su renuncia en cualquier moment
antes de.la fecha en que entrara en
vigencia. Aquellos empleados que
hayan sometido sus solicitudes de
renuncia o jubilaci6n antes de la
emisi6n de este cambio ticnen hasta
el 28 de noviembre de 1980 para
retirar -sus solicitudes si desean
reconsiderar su decision.
Cualquier excepci6n a esta politi-
ca seran hecha por el Director de
Personal s6lo cuando se comprueba
que tal excepci6n no tandria ningu-
na repercusi6n en las necisidades de
personal de la agencia.


Inventario de propiedad


El Ramo de Administraci6n de
Viviendas Ilevart a cabo a partir del
1� de diciembre un inventario de
toda la propiedad de la Comisi6n
tales como estufas, acondicionado-
res de aire, refrigeradoras alquiladas

vivienda de la Comisi6n. Durante
un period de dos meses. cada
unidad de vivienda seri visitada por
grupos que tomarin el inventario
para identificar y registrar estos
articulos.

Social normalmente recibirtn todo
el tratamiento medico en las instala-
cioncs del Seguro Social en PanamA,
el tratamiento m6dico de emergen-
cia por lesiones sufridas por em-
pleados de la Comision durante el
desempeiio del trabajo serai propor-
cionado en la instalacion nas
cercana capa/ de proveer el cuidado
necesario. sin importar la elegibili-
dad de la persona en esa instalaci6n.
El tratamiento nmdico de emergen-
cia es considerado como necesario
para prevenir la perdida de vida.

En cualquier emergencia, el pa-
ciente sera Ilevado inmediatamente
al hospital mas cercano por una
ambulancia de la Comisi6n,
MEDDAC o Seguro Social o porun

MEDDAC para recibir tratamiento
de emergencia. el paciente sera
trasladado por una ambulancia
MEDDAC o de la CSS al hospital
apropiado del Seguro Social des-
pues que las autoridades m6dicas
determine que se puede efectuar el
traslado sin ningin peligro para el

El clisico de fftbol con banderin
que pone frente a frente oficiales del
Ej6rcito contra oficiales de la Fuer7a
Area. se inici6 en 1964 y fue
originalmente conocido como el
"Iguana Bowl", con los oficiales del
Ejercito y de la Armada librando
batalla el mismo dia en que los
rivals tradiciohales se encontraban
en el juego del Ejercito-Armada en
los Estados Unidos. Con el pasar de
los afos. los efectivos de la Armada
en Panama fueron reducidos a tal
grado que ya no fue possible former
un equipo. En 1969 la Fuerza Aerea
asumi6 el reto y se cambi6 el nombre
de la competencia al de "Turkey
Bowl".

fiambres, jam6n. peliculas. vino o
aparatos de aired acondicionado.
Estos limits tienen por objeto

de compras. Estos agents trabajan
estrechamente con los agents de

pueden ser arrestados y se puede

mente Panama afiadi6 mas agents
especiales a su fuerza. en un esfuer7o
por dfetener el contrabando.

descubiertos van aumentando cada

panamefias y estadounidenses han
mejorado sus procedimientos y han
intensificado sus esfuerios para
detener el contrabando.

Honran a empleados en prestamo


En un discurso pronunciado
durante una reciente ceremonial
honrando a empleados de la Comi-
si6n que sirvieron como trabajado-
res en prestamo a la Autoridad
Portuaria Nacional, el Administra-
dor D. P. McAuliffe declare "Uste-
des han proporcionado su pericia y
han desempefiado un papel princi-
pal en el adiestramiento de sus
contrapartes panamefos. En las
operaciones de dia a dia han
desempefiado sus tareas excepcio-
nalmente bien y en armonia con la
tradici6n del.Canal".

McAuliffe explic6 que los trata-
dos ordenaron, que la Comisi6n
dejara de desempefiar ciertas activi-
dades comerciales, tales como la
administraci6n de abasto maritime,
de los puertos y del ferrocarril.

Con el fin de asegurar una
transferencia ordenada de estas
funciones, el Gobierno de Panama
solicit los servicios de 81 emplea-
dos de la Comisi6n para asistir a la
Autoridad Portuaria Nacional por

taron el afo de servicio.

do con un alto nivel de eficiencia
funciones que son vitales al Canal.

hasta Ilegar a su origen e inmediata-

de Energia Electrica y a su supervi-
sor.


Gary Myers, gerente de la instala-
6 ci6n. dijo que si el escape no hubiera
sido descubierto. los components
de la turbina se habrian averiado y la
unidad hubiera dejadodefuncionar.

Los empleados que llevan la
asistencia en las unidades. distribu-
yeron entire los empleados elegibles
de la Comisi6n del Canal de Panama
que no son ciudadanos de los
Estados Unidos. las Tarjetas de
Identidad para Hospital que tienen
sobreimpreso "PCC FY '81" y que
deberAn expirar el 10 de mayo de
1981. Estas tarjetas son para ser
usadas por los dependientes de estos
empleados para la admisi6n y
tratamiento en las instalaciones del
MEDDAC del Ej6rcito de los


Estados Unidos. Las tarjetas de
hospital que se utilizan actualmente
y que tienen sobreimpreso "PCC
1980" no seran aceptadas por el
MEDDAC despues del 30 de
noviembre de 1980.

Todos los correos militares en el area del Canal de Panama abriran
