Accord reached oni long-distance telephone service


Under the provisions of an
agreement recently signed by the
United States and Panama, INTEL,
Panama's Instituto Nacional de
Telecomunicaciones, is exempting
telephone subscribers residing in
Commission quarters who are billed
for regular telephone service by the
Commission from a recently insti-
tuted $150 deposit on telephone
accounts. However, INTEL is con-
sidering charging an annual $10
handling fee to all its customers in
the near future.
The new agreement sets up
service, billing and payment pro-
cedures for long-distance telephone
calls. It formalizes the arrangement
under which INTEL recently started
billing Panama Canal Commission
telephone subscribers for incoming
collect calls.
For its part the Commission will
cooperate with INTEL by discon-
necting service to subscribers whose
bills are in arrears.
Since February, when INTEL
introduced International Direct Dis-
tance Dialing to Panama most


callers in the States have been able to
dial here direct, including making
collect calls. Any household that
accepts the charges is billed by
INTEL for the collect call.
Outgoing long-distance calls,
however, cannot be dialed direct
from Commission phones except for
those placed collect.' In order to
place a non-collect call the sub-
scriber needs an INTEL credit card
as in the past Canal area residents
needed a TRT or INTERCOMSA
credit card to make long-distance
non-collect calls.
Applications for the card may be
made at INTEL offices in the Canal
Area, located in Paraiso near the
gym and at Building 1100 in
Cristobal, or at the main offices in
the Avesa Building on Via Espafia in
Panama'City and at 13-128 Central
Avenue in Colon. These offices may
also be used for settling disputes and
paying bills. Office hours are 8 to
11:45 a.m. and I to 4:15 p.m.
weekdays.
Those applying for the card must
present a photocopy of the front of


their Commission identification
card. Telephone subscribers who do
not have Commission ID cards
should present proof that they are
currently being billed by the Com-
mission telephone service. Pro-
cessing takes seven to ten days.
INTEL prefers that applications
be typewritten, however, applica-
tions will be accepted that have been
clearly and legibly handwritten.
Some sections of the application
are not applicable to U.S. employees
of the Commission. They are: "No.
S.S.," "No. de Pacto Social," and
"R.U.C." in the first section; "Foto-
copia Pacto Social," "Carta Refe-
rencial Comercial," and "Carta
Solicitud," in the third section.
"Carta Referencia Bancaria," in
section three, requests a bank letter
of reference and section five asks for
a list of the applicants's major credit
cards. However, if the applicant is
unable to complete these sections,
the application will not be denied.
For consistency with INTEL,
applicants are asked to use the
letters "ID" rather than "IP" when


referring to identification numbers
on the application.
Also, applicants are reminded to
take a list of ID numbers of those
authorized by the applicant to use
the INTEL credit card.
INTEL bills may be paid in
person or by check drawn on a local
or stateside bank. If the check is
from a U.S. bank it is subject to a
processing fee of 25 cents plus the
personal check tax of 5 cents.
To place a long distance call from
a home phone. Commission sub-
scribers may call a bilingual INTEL
operator by dialing either 52-5001 or
52-2222. The latter is the old TRT
(Tropical Radio) number, which
INTEL intends to .continue in
operation.
The arrangement covering dis-
connection of service applies to bills
for both outgoing credit card and
incoming collect calls. The company
allows 30 days from the date of
billing in which to make payment.
At the end of 60 days the bill is
considered delinquent and officials
of the Commission phone system


will initiate steps to disconnect
service within ten days.

Before service is cut off, the
subscriber will be called by the
Commission telephone system to be
sure that the bill was, indeed,
received. INTEL has agreed not to
request disconnection for billings
that a(e under dispute.
For service to be restored the
subscriber must present to the
INTEL offices in Paraiso, Cristobal
or Panama City, a stamped receipt
indicating that the bill has been
settled. A reconnection fee ofSI 1.65
will be charged. In addition, INTEL
levies a $2 fee on residential phones
that have been disconnected.
Commission telephone offices are
located in Building 69, Balboa, and
Building 1907, Cristobal.

People's concern for others has
been the mainstay of the American
Red Cross since 1900 when it was
chartered by Congress to help
alleviate the suffering of U.S.
military personnel and their de-
pendents worldwide and to aid
disaster victims in the United States.
The sole source of monetary support
for the American Red Cross is
people's generous contributions given
to the Combined Federal Cam-
paign. These contributions, com-
bined with the many hours contri-
buted by Red Cross volunteers,
enable the organization to serve the
community.
Years before the Atlantic and
Pacific oceans were linked by the
Canal, the American Red Cross was
on the Isthmus providing assistance
to those in need. Early records of the
organization show requests for a
wide variety of aid, including
sending home to the 'U.S. many
people who could not cope with the
hardships of living and working in
Panama in those early years.
Today, a staff of six professional
workers, supported by 75 volun-
teers, works out of the American
Red Cross offices at Fort Clayton.
Howard Air Force Base and Fort
Davis. These offices are responsible
for handling requests for aid from
eligible persons all over South
America. All U.S. military per-
sonnel, their dependents or parents
and any civilian connected with the


DOD or who has DOD privileges
are eligible for some or all American
Red Cross services.
SBonnilynn Sneary, a Red Cross
case worker, says that the Red Cross
volunteers are the backbone of the
organization. Without them, the
Red Cross would have to close its
doors.

The American Red Cross offers a
variety of services to the community.
In the past year, 360-water-safety
classes have been held in the area
with over 2,800 people participating.
Most swimming classes held at area
pools are taught by Red Cross

sharing this skill with others.
Courses in small craft safety are also
made available from time to time by
the Red Cross.
Cardiopulmonary Resuscitation
(CPR) has been called the most
important first aid technique.ever
developed, and Red Cross volun-
teers have taught 114 CPR classes,
as well as other first aid techniques.

Treasury Branch-Atlantic hours

extended to offer full-time service


Effective December I the Treas-
ury Branch-Atlantic, located in
Building 7031. Mount Hope, will
change it op,':, ting hours. This
facility is the only Panama Canal
Commission check cashing facility
on the Atlantic side. Initially, and
until this change, it was openonly on
a part-time basis with varying hours.
Beginning on Monday,. December
1, the facility will observe the
following daily hours of operation,
except for Saturdays, Sundays and
holidays:
Office hours
7:15 a.m. to 11:45 a.m.
12:45 p.m. to 4:15 p.m.
Teller's hours
9:00 a.m. to 11:45 a.m.
12:45 p.m. to 3:00 p.m.
This change provides the Atlantic

Gamboa, Atlantic
Commission Administrator D. P:
McAuliffe has announced that in
recognition of the.dramatic changes
that have taken place since October
1, 1979 in Commission communities
on the Atlantic side and in Gamboa,
the Board of Directors has approved
an adjustment in the comparability
rental rates for these areas.
This adjustment will amount to a
28 percent reduction in the current
rental rates for all Commission
housing units on the Atlantic side

tively operating within the same
hours as the main office in Ancon on
the Pacific side.
This is a Commission facility,
providing all related Treasury Branch
functions including check cashing;
distribution of paychecks, earning
statements and other Commission
payments; payments to the Com-
mission for outstanding accounts
receivable; and, most importantly.
serving the Commission employee.
The Chief Financial Officer urges
the Atlantic community and em-
ployees to utilize this facility to its
fullest extent. The teller/supervisor
will be glad to answer related
inquiries in person during normal
operating hours, or by telephone at
46-7399.

employment status.
Efforts are now under way to
implement this action so that the
adjustment can be made starting
with the pay period that begins on
November 30 for employees under
the payroll deduction system, and
effective on December I for those
invoiced by the Commission on a
monthly basis.


CFC: We're more than halfway there


The eighteenth day of the CFC
campaign finds it well over 50
percent of its goal, with $81,186.30
pledged by Commission employees.

Leading the list is Personnel,
which has gone "over the top,"
reaching 165.3 percent of its goal;
followed by Health and Safety,
which has made 151.3 percent. Staff
has also given generously, reaching
101.2 percent, and Financial Man-
agement needs. only $89.50 in
pledges to make 100 percent.


Over 1,000 General Services em-
ployees have responded, to put them
at 79.9 percent of their goal; and
almost 900 Engineering and Con-
struction employees have sent in
pledges amounting to 63.8 percent
of theirs. Also, over 500 Marine
Bureau employees have given,
putting them at 24 percent of their
goal.
With 4,653 employees yet to
respond, campaign organizers are
sure that this year the CFC will do
better than ever.

Two new swimming courses are
set to begin next week at the Balboa

at the Balboa Y is an Advanced
Lifesaving course which will meet at
7 p.m. on Tuesdays and Thursdays
for six weeks. November 22 marks
the start, of another eight-week
session of Saturday Family Swim
lessons. Classes meet Saturday
mornings and both individual and

Palm Bowl
The United Way Palm Bowl
football game will be played tonight
beginning at 7 o'clock, at the Balboa
Stadium. The interscholastic cham-
pions, Panama Canal College, will
play against an all-star team made
up of the best players from the other
football teams participating in the
league. The Palm Bowl queen will be
crowned at halftime. Tickets are $1
and all proceeds go to the United

Farewell party
A retirement party will be held for
Dave and Betty Kelleher at 7 p.m. on

Thomas brothers share interest in fitness, teaching

Anyone watching Vincent or
Valencio Thomas on the job im-
mediately notices two things: they
love their work and they love and
respect the children they work with.
As swimming instructors, a very
positive attitude characterizes their
teaching style. Both are patient in
explaining over and over again the
basics of swimming techniques.
And both always have time to
listen to youngsters' problems. "If
you have problems yourself or feel
depressed," says Valencio. "you
mustn't let it show."
Such concern cannot help but be
reciprocated, and it is obvious that
the children hold these two in-
structors in great esteem.
As brothers, Vincent and Valen-'
cio Thomas have many things in
common, not the least of which is a


mutual interest in physical educa-
tion and physical fitness.
Vincent, the older and perhaps
better known of the,brothers, has
been teaching swimming in Canal
area .pools since 1966 and has
worked on both the Atlantic and
Pacific sides of the Isthmus and in
Gamboa. He is now supervisor of
the Balboa Pool, and has been head
coach for the Interoceanic Swim-
ming Association for five years. He
is also the head coach for the
Barracuda Swimming Team in
Panama City.
Valencio is a physical education
instructor at Curundu Elementary
School and also teaches,swimming
at the Balboa YMCA
The brothers Thomas grew up in
Paraiso. Their parents, McDonald
and Ruth Thomas, now live in
Pedro Miguel, whereMr. Thomas is

They attended elementary and
high school in Paraiso, then went on
to get degrees in physical education
from the University of Panama.
Vincent and Valencio enjoy talk-
ing about their early home life.
Although theirs was a very competi-
tive family of nine siblings, five boys
and four girls, "Mommy taught us
always to be together and we grew
up like that, loving and sharing,"
says Vincent.
Every Sunday morning the whole
family lined up to go to church-all
except for the senior Thomas who
stayed at home, probably, one might
conjecture, to enjoy a rare few
moments of peace and quiet.
All of the children were, and still
are, very active in sports. Five were
competitive swimmers and were
known locally during their school
days as the "Swimming Thomases."
The brothers are believers in good
nutrition as well as exercise to keep
physically fit. Valencio says that
their mother is "an ace cook" who
always made a special effort to serve
well-balanced meals to her children,
especially when they came home
from swimming practice.
Their mother also insisted that all
of the children, the boys included,
"learn a little about everything"
around the house; so all pitched in
with the household chores, even the
cooking.
Both brothers are enthusiastic
about keeping physically fit and
follow a regular routine of exercise
in addition to their physically active
jobs. "All you really need to keep in
shape." says Vincent, "is fifteen
minutes a day of calisthenics and
running in place."
Three times a week, Valencio jogs
one-half to one mile before playing
basketball, both for recreation and
for physical conditioning.
Vincent works out by running a
mile three times a week and
swimming 72 laps every day. He
believes swimming is the best
.exercise since it uses all of the

muscles in the body. "It also teaches
discipline to the little ones," he says,
"and helps them learn to be
responsible."
The brothers are "goal" oriented,
something else they learned from
their parents. They apply their
philosophy with their pupils, having
each swimmer set a goal and then
work towards it. And they believe
strongly in giving encouragement.
"I got discouraged sometimes
when my brothers were winning
trophies and I wasn't." says Valen-
cio, remembering an occasion when
he finally on hi fir.i i roph. only to
be disqualified "I %a%' going io give
up," he says, and it took some
persuasion to keep him'going. Both
men credit their Paraiso High
School physical education instruc-
tor,. Alcides Bernal, with giving them
the encouragement and confidence
to work a little harder. "And Mom
and Dad encouraged us very much

too," adds Valencio.
Finally, both have very definite
ideas about teaching children. "The
main objective is, of course, for the
child to learn," explains Valencio.
"If the student is not learning, I
always ask myself, 'Is it my fault?'
and try another method."
"You have to persuade, to talk to
the kids, to see how they cdn do
better," says Vincent. Both agree on
the necessity of personally demon-
strating the skills they are teaching.
And, adds Vincent, "you have to
prepare the children mentally. There
should be no surprises."
Both also stress that becoming a
champion is very hard work. "You
have to push yourself," says Vincent.
"I always like to know how my
swimmers feel during practice, and
ask themn, 'Where does it hurt?'You
have to hurt," he says, "it means that
you are pushing yourself to dojust a
little bit more."


White House names former Canal

employee "Distinguished Executive"


A former Panama Canal em-
ployee, Edward W. Scott, was
among forty-nine U.S. government
managers who were selected to
receive the rank of "Distinguished
Executive" and were honored at a
White House ceremony in Septem-
ber. In addition, each person
received a $20.000 bonus.
Scott, who was born in Panama
and graduated from Balboa High
School, worked in the Panama
Canal Company Personnel Bureau


from 1962 until 1967. He is presently
the Deputy A,,.ii.ini Secretary for
Administration for the Department
of Transportation in Washington,
D.C.

The rank and cash bonuses are
awarded to federal managers who
have demonstrated "outstanding
leadership, motivation, and inge-
nuity through many years of service
to the government and to the
American people."


"Dirty Dogs" peewee football champs


The Recreation Services Divi-
sions' First Peewee Flag Football
League ended on Saturday, Novem-
ber I with the championship match
being played at the Curundu Junior
High School football field.
The two undefeated teams, the
Paraiso "Bengals" and the Balboa
"Dirty Dogs." tried their best to.win.
The "Bengals" scored the first two
touch downs, but it didn't take the
"Dirty Dogs" long to tie the score.
The excitement made it difficult for
spectators to remain in their seats.
The game continued with close
scores until the "Dirty Dogs" finally


won the championship by a score of
24 to 22.

Immediately following the awards
ceremony, League participants and
parents attended a picnic at the
Diablo Heights Playshelter. spon-
sored by the Recreation Services
-Division. The team standings were:
first, Dirty Dogs (Balboa); second,
Bengals (Paraiso); third, Bucaneers
(La Boca); fourth, Ragers (Los
Rios); fifth, Broncos (Balboa); sixth.
Cowboys (Diablo); seventh. Blue
Jays (Balboa); eighth. Superstars
(Gamboa).


Winter sport in Panama 'snow joke


Seventy-three years and one day ago today a
snowball fight took place in front of the Commission
clubhouse in Cristobal. A "group of small boys--and
larger ones" had a high old time throwing the.
snowballs at passersby. much to the pleasure of the
former and the astonishment of the latter. This event
was considered sufficiently newsworthy to be written
up in the November 30, 1907 issue of the Panama
Canal Record.
What happened was that the boys came across
several tons of frost that had been removed from the
cooling pipes in the cold storage plant and boys will


be boys. Since snowballing is not a spectator sport
(one is either a thrower or a throwee). one can imagine
the surprise of finding oneself participating in this
impromptu activity by being hit with a frigid sphere
while strolling through a palm-fringed tropical
paradise.
Those local residents completely uninitiated in the
activity were particularly incredulous, but one U.S.
employee who got pelted owned as how it was "almost
as good as a winter vacation in the States" to be
swatted on the ear with an honest-to-goodness snow-
ball and have a glob of icy ooze slide down his neck.

Vehicle inspection is now under
way and the inspection stations
located at the Commission Motor
Transportation divisions on Gail-
lard Highway in Ancon and Bolivar
Highway in Mount Hope are open
weekdays from 8 a.m. to noon and
from 2 to 5 p.m. and Saturdays from
8 a.m. to I p.m.

Panama Canal area will be open

When having your car inspected,
be sure to take along the paperwork
from the 1980 vehicle registration
and inspection and the receipts from
any parking tickets you have paid.

Any outstanding parking tickets
must be paid at the inspection site on
the Pacific side or at the Municipal
Court in Colon before a vehicle can
be inspected and registered.,

There is a $2 fee for inspection, $1
for reinspection and $2 for boat
trailers which must also be in-
spected.

Llegan a acuerdo sobre Ilamadas delarga distancia


Bajo las estipulaciones de un
acuerdo que recientemente firmaron
los Estados Unidos y Panama, el
Institute Nacional de Telecomuni-
caciones de Panama (INTEL), ha
comunicado que los abonados de
tel6fono que resident en viviendas de
la Comisi6n y cuyas cuentas regula-
res de tel6fono son cobradas por la
Comisi6n estaran exentos del reci6n
instituido dep6sito de $150 en las
cuentas de telefono. Sin embargo, el
INTEL esta considerando cobrar en
el future una cuota de manejo de $10
al afio a todos sus clients.
El nuevo acuerdo establece los
procedimientos para el servicio,
cobro y pago de las llamadas
telef6nicas de larga distancia. Esto
formaliza el acuerdo bajo el cual el
INTEL recientemente comenz6 a
facturar las Ilamadas por cobrar a
los abonados de tel6fono de la
Comisi6n del Canal de Panama.
Por su parte, la Comisi6n coope-
rara con el INTEL, desconectando
el servicio de tel6fono a los abona-
dos cuyas cuentas est6n en mora.
Desde febrero, cuando el INTEL
introdujo el Discado Directo Inter-
nacional de Larga Distancia a
Panama, la mayoria de las personas
que Ilaman desde los Estados
Unidos han podido marcar aqui


directamente, incluyendo llamadas
por cobrar. Cualquier residencia
que acepte los cargos, recibira una
cuenta del INTEL por la llamada
por cobrar.
Las Ilamadas de 'arga distancia
salientes, sin embargo, no pueden
marcarse directamente desde los
telefonos de la Comisi6n, salvo
aquellas llamadas hechas por co-
brar. Para hacer una Ilamada que no
es a cobrar el abonado necesita una
tarjeta de credito del INTEL, igual
que en el pasado, cuando los
residents del area del Canal necesi-
taban una tarjeta de cr6dito de TRT
o INTERCOMSA para hacer lla-
madas de larga distancia que no son
por cobrar.
Las solicitudes para la tarjeta
pueden hacerse en las oficinas del
INTEL en el area del Canal,
ubicadas en Paraiso cerca del
gimnasio y en el Edificio 1100 en
Crist6bal o en las oficinas principa-
les en el Edificio Avesa, en la Via
Espafia, en Panama y en la Avenida
Central 13-128, en Col6n. Estas
oficinas pueden usa.ie tambi6n para
resolver reclamos y pagar las
cuentas. Las hora_ de oficina son de
8 a 11:45 a.m. y de l.a 4:15 p.m. los
dias de semana.
Aquellos que solicrren la tarjeta


deben presentar una fotocopia del
frente de su taijeta de identificaci6n
de la Comisi6n. Los abonados de
tel6fono que no tengan tarjetas de
identificaci6n de la Comisi6n debe-
ran presentar prueba de que actual-
mente pagan el servicio de telefono a
la Comisi6n. El tramite de estas
solicitudes toma entire siete y diez
dias.
El INTEL prefiere que las solici-
tudes esten escritas a maquina. Sin
embargo, se aceptaran las solicitu-
des que esten claras y legiblemente
escritas a mano.
Algunas secciones de la solicitud
no se aplican a los empleados
estadounidenses de la Comisi6n.
Estos son: No de S.S., NO de Pacto
Social y R.U.C., en la primera
secci6n; Fotocopia Pacto Social,
Carta Referencia Comercial y Carta
Solicitud, en la tercera secci6n.
La Carta Referencia Bancaria, en
la tercera secci6n solicita una carta
de referencia del banco y la quinta
secci6n pide una lista de las
principles tarjetas de cr6dito del
solicitante. Sin embargo, si el
solicitante no puede completar esta
secci6n, no se le negara la solicitud.
Para mantener consistencia con el
INTEL, se le pide a los solicitantes
usar las letras "ID" en vez de "IP"

identificaci6n en la solicitud:

solicitantes presentar una lista de los
nimeros de identificaci6n de aque-

Las cuentas del INTEL pueden
pagarse en.persona o por cheque
girados en un banco local o de los
Estados Unidos. Si el cheque es de
un banco en los Estados Unidos
habra que pagar una cuota de
tramite de 25 centavos mas el
impuesto de cheque personal de 5
centavos.
Para hacer una llamada de larga
distancia desde un telefono casero,
los abonados de la Comisi6n pueden
liamar a un operator bilinglie del
INTEL marcando el 52-5001 6 52-
2222. Este iltimo es el antiguo
numero del TRT (Tropical Radio),
el cual el INTEL mantendrA en
operaci6n.
El arreglo que cubreja interrup-
ci6n del servicio telef6nico se aplica
a cuentas por llamadas de tarjeta de
cr6dito salientes y liamadas por
cobrar recibidas. La compafia
permit un period de 30 dias a
partir de la fecha de la cuenta.para
hacer el pago. Al finalizar los 60


dias, la cuenta sera considerada en
mora y los funcionarios del sistema
de tel6fonos de la Comisi6n tomaran
las medidas para interrumpir el
servicio dentro de die7 dias.
Antes de suspender el servicio, el
sistema de tel6fonos de la Comisi6n
Ilamara a los abonados para asegu-
rarse de que la cuenta fue recibida.
El INTEL ha acordado no-solicitar
la interrupci6n del servicio para las
cuentas que esten bajo dispute.
Para que se restaure el servicio, el
abonado debe presentar a la oficina
de telefono de la Comisi6n o a las
oficinas del INTEL en Paraiso,
Crist6bal o Panama, un recibo
sellado indicando que la cuenta ha
sido pagada. Se cobrara una cuota
de $11.65 para reanudar el servicio.
AdemAs, el INTEL cobrara una
cuota de $2 para los telefonos
residenciales que hayan.,sido d.esco-
nectados.

Comisi6n estan ubicadas en el
Edificio 69 en Balboa yen el Edificio
1907 en Crist6bal.

El interns que tienen las personas
por su pr6jimo ha sido el soporte de
la Cruz Roja Americana desde 1900
cuando el Congreso le otorg6 el
permiso legal para ayudar a aliviar el
sufrimiento del personal military
estadounidense y sus dependientes,
mundialmente y para socorrer a las
victims de desastres en los Estados
Unidos. La inica fuente de apoyo
monetario que tiene la Cruz Roja
Americana son las generosas contri-
buciones que hacen las personas a la
Campafia Federal Combinada. Es-
tas contribuciones, combinadas con
las muchas horas que contribuyen
los voluntarios de la Cruz Roja,
hacen possible que la organizaci6n
sirva a la comunidad.
Afios antes de que los oc6anos
Atlintico y Pacifico.fueran unidos
por el Canal, la Cruz Roja America-
na estaba en el Istmo brindando
asistencia a los necesitados. Los
primeros archiVos de la organiza-
ci6n muestran solicitudes para una
amplia variedad de ayuda incluyen-
do el retorno a los Estados Unidos
de numerosas personas que no
podian hacerle frente a las dificulta-
des de vivir y trabajar en Panama
durante los primeros afios de la
construcci6n.
Hoy dia, un grupo de seis
trabajadores profesionales, apoya-
dos por 75 voluntarios, laboran
desde las oficinas de la Cruz Roja
Americana en Fuerte Clayton, la
Base Howard de la Fuerza A6rea y el
Fuerte Davis. Estas oficinas tienen

Ramo de Tesoreria del Atlantico,
situado en el Edificio 7031 en Mount
Hope, cambiara su horario de
operaci6n. Esta es la tnica instala-
ci6n para cobrar cheques que tiene
la Comisi6n del Canal de Panama en
el sector AtlAntico. Desde su aper-
tura, hasta que se efect6e este
cambio, solo abre a base de tiempo
parcial y con horas variantes.
A partir del lunes l1dediciembre,
la instalaci6n tendri el siguiente
horario diario de operaci6n, except
los sabados, domingos y dias
feriados:

vital o cuando padres o c6nyuges
pierden el contacto con miembros de
la familiar y necesitan ayuda para

El Administrador de la Comisi6n
D. P. McAuliffe ha anunciado que
en atenci6n a los dramaticos cam-
bios que han tenido lugar a partir del
19 de octubre de 1979 en las
comunidades de la Comisi6n en el
sector Atlantico y en Gamboa, la
Junta Directiva ha aprobado un
ajuste en la tarifa de alquileres
comparable para esas areas.
Este ajuste significara una dismi-
nuci6n de un 28 por ciento en las
tasas de alquileres actuales para
todas las unidades de vivienda de la
Comisi6n en el sector Atlantico y


Gamboa. Estas nuevas tarifas se
aplicaran a todos los residents de
esas localidades, sin considerar su
condici6n de empleo.
Ya se estan Ilevando a cabo los
esfuerzos para poner en ejecuci6n
esta acci6n, de manera que los
ajustes puedan ser hechos comen-
zando con el period de pago que se
inicia el 30 de noviembre para los
empleados que estan bajo el sistema
de descuento por planilla y a partir
del 10 de diciembre para aquellos a
quienes la Comisi6n les factura en
base de mes a mes.

Los hermanos Thomas sobresalen en deportes

Quienquiera que este mirando a
Vincent o a Valencio Thomas
desempefidndose en el trabajo,
inmediatamente observara dos co-
sas: les gusta su trabajo y quieren y
,respetan a los nifos con quienes
trabajan. Como instructors de
nataci6n, una actitud muy positive
ca-racteriza su estilo de ensefanza.
Ambos mantienen la paciencia
cuando explican una y otra vez los
fundamentos de las tCcnicas de
nataci6n.
Y ambos siempre tienen tiempo
para escuchar los problems de los
nifos. "Si usted mismo tiene pro-
blemas o se siente decaido", dice
Valencio, "no debe demostrarlo".
Tal interns no puede mas que ser
reciprocado y es obvio que los niflos
le tienen gran estimaciOn a estos dos
instructors.
Como hermanos, Vincent y Va-
lencio Thomas tienen muchas cosas
en comfn, pero no de menor,
importancia es su interns mutuo en
la educacion fisica y las buenas
condiciones fisicas.

Vincent, el mayor y tal vez el mais
conocido de los hermanos, ha estado
ensefando nataci6n en las piscinas
del area del Canal desde 1966 y ha
trabajado en los sectors Atlintico y
Pacifico del Istmo y en Gamboa.
Actualmente es supervisor de la
Piscina de Balboa y ha sido
entrenador jefe para la Asociaci6n
de Nataci6n Intcroceanica durante
cinco afios. Tambien es el entrena-
dor jefe para el Equipo de Nataci6n
Barracuda en la ciudad de Panama.
Valencio es instructor de educa-
ci6n fisica en la Escuela Primaria-de
Curundl y tambien ensefia nataci6n
en el YMCA de Balboa.
Los hermanos Thomas crecieron
en Paraiso. Sus padres, McDonald y
Ruth Thomas, residen en Pedro
Miguel, donde el Sr. Thomas es un
capataz pintor de letreros en las
Esclusas de Pedro Miguel.
Cursaron studios en la escuela
primaria y secundaria'en Paraiso, y
luego obtuvieron sus licenciaturas
en'educaci6n fisica de la Universi-
dad de Panama.

Un ex empleado de la Comisi6n,
Edward W. Scott, estuvo entire los
49 gerentes del gobierno de los
Estados Unidos que fueron escogi-
dos para recibir la distinci6n de
"Ejecutivos Distinguidos" y que
fueron honrados durante una cere-
monia en la. Casa Blanca, en
septiembre.
Scott, naCido en PanamA y
graduado de la Escuela Secundaria
de Balboa, trabaj6 en la Direcci6n
de Personal de la Compafia del


Canal de Panami desde 1962 hasta
1967. Actualmente ocupa la posi-
ci6n de Subsecretario Adjunto para
Administraci6n del Departamento
de Transporte en Washington, D.C.

La distinci6n y las bonificaciones
en efectivo son otorgados a gerentes
que han demostrado "liderazgo
sobresaliente, motivaci6n e inven-
tiva a trav6s de muchos afios de
servicio .al gobierno y al pueblo
americano".


"Dirty Dogs", campeones infantiles


La liga infantil de fftbol con
banderin de la Divisi6n de Servicios
Recreativos termin6 el sabado 10 de
noviembre con el juego de campeo-
nato que sc celcbr6 en la cancha de
f6tbol de la Escuela Secundaria de
Curund6.
Los dos equipos invictos, los
"Bengals" de Paraiso y los "Dirty
Dogs" de Balboa, hicieron todo lo
possible por ganar. Los "Bengals"
anotaron los dos primeros tantos,
pero a los "Dirty Dogs" no les tom6
much tiempo empatar el partido.
La acci6n fue tan excitante que los
espectadores no pudieron permane-
cer sentados. Eljuego continue con
las anotaciones muy parejas. hasta
que finalmente los "Dirty Dogs"


ganaron por una anotaci6n de 24 a
22.
Despues de la ceremonia de
entrega de premios, los participants
de la Liga y sus padres asistieron a
un picnic en la Caseta de Juegos de
Diablo Heights, el cial fue patroci-
nado por .la Divisi6n de Servicios
Recreativos.
El estado de los equipos fue el .
siguiente: primer, Dirty Dogs
(Balboa); segundo, Bengals (Parai-
so); tercero, Bucaneers (La Boca);
cuarto, Ragers (Los Rios); quinto,
Broncos (Balboa); -sexto. Cowboys
(Diablo); septimo. Blue Jays.(Bal-
boa) y octavo. Superstars (Gam-
boa).


cuando eran nifios. Afin cuando su
familiar, compuesta de nueve herma-
nos, cinco varones y cuatro mujeres,
era muy competitive, "MamB nos
ensefi6 a permanecer siemprejuntos
y asi crecimos, queriendo y compar-
tiendo", dice Vincent.

Cada domingo en la maiana toda
la familiar se arreglaba para ir a la
iglesia-todos menos Thomas padre
quien se quedaba en casa, probable-
mente se puede conjeturar, para
disfrutar de los pocos moments
extraordinarios de paz y tranquili-
dad.
Todos los hijos fueron y aun son,
muy activos en los deportes. Cinco
eran nadadores de competencia y
eran conocidos localmente durante
sus dias escolares como los "Nada-
dores Thomas".

Los hermanos son fieles creyentes
de la buena nutrici6n asi como
tambi6n del ejercicio para mante-
nerse bien acondicionado fisicamen-
te. Valencio dice que su madre es
una "cocinera experta, quien siem-
pre se esmeraba por servir comidas
bien balanceadas a sus hijos, espe-
cialmente cuando regresaban a casa
dcspuds de practicar nataci6n.

Stu madre tambidn insistia en que
todos sus hijos, inclusive los varo-
nes, "aprendieran. un poco" en la
casa; por ende todos participaban en
las faenas del hogar, hasta cocinar.

Ambos hermanos son entusiastas
acerca del mantenerse acondicio-
nados fisicarmente y de seguir una
rutina regular de ejercicios ademis
de sus empleos fisicamente activos.

"Lo fnico que se necesita realmente
para mantenerse en forma", dice
Vincent, "es dedicar quince minutes
del dia a la calistenia y correr en su
Iugar apropiadd".

Tres veces a la semana, Valencio
trota (jogging) entire media y una
milla antes de jugar baloncesto,
ambos para recreo y acondiciona-
miento fisico.

Vincent hace ejercicio corriendo
una milla tres veces por semana y
nadando 72 vueltas todos los dias.
Opina que la nataci6n es el mejor
ejercicio ya que hay que usar todos

los misculos en el cuerpo. "Tambi.n
ensefia djilphrun a los nifios peque-
fios", dice, "y les ayuda a aprender a
ser responsables".

Los hermanos se fijan "metas",
algo mas que aprendieron de sus
padres. Ellos'aplican su filosofia' a
sus alumnos haciendo que cada
nadador se fije una meta y luego
trabajen hasta lograrla. Y creen
firmemente ef'darles animo.

"A veces me desanimaba cuando
mis hermanos ganaban trofeos y yo
no", dice Valencio, recordando una
ocasi6n cuando finalmente gan6 su
primer trofeo, s6lo para que lo
descalificaran. "Pensaba abando-
narlo todo", dice y hubo que
persuadirlo para que siguiera ade-
lante..Ambos hombres le dan
cr6dito a su instructor de educaci6n
fisica en la Escuela Secundaria de
Paraiso, Alcides Bernal, quien les
anim6 y dio confianza para esfor-
zarse un poco mas. "Y Mami y Papa
tambi6n nos animaron mucho,
afiade Valencio.

Por iltimo, ambos tienen ideas
inuy definidas acerca de la ensefian-
za a los nifios. "El principal objetivo
es, desde luego, que el nifio

aprenda", explica Valencio. "Si el
estudiante no esta aprendiendo, yo
siempre me pregunto, 'ZEs mia la'
culpa?' y pruebo otro m6todo".
"Tienes que persuadir, hablar a
los niflos y ver c6mo pueden
mejorarse", dice Vincent. Ambos
estin de acuerdo en que es necesario
demostrar personalmente las habili-
dades que estan ensefiando. Y,
afiade Vincent, "tienes que preparar
mentalmente a los niflos. No debe
haber sorpresas".
Ambos recalcan tambien que el
ser campe6n es trabajo muy duro.
"Tienes que empujarte", dice Vin-
cent. "Siempre me gusta saber c6mo
se sienten mis nadadores durante la
prActica, y les pregunto, 'i,Ad6nde
les duele?' Tienen que sentir dolor",
dice. "esto significa que se estin
esforzando para hacer un poco
mis".


Batalla de bolas de nieve en Panama


Hoy, hace setenta y tres anos y un dia, una batalla"
de bolas de nieve tuvo lugar frente del clubhouse de la
Comisi6n en Crist6bal. Un "grupo de muchachitos--
y muchachotes" pasaron un rato estupendo tirando
bolas de nieve a todo el que pasaba. para el deleite de
los primeros y el asombro de estos iltimos. Este
event fue considerado de suficiente interns periodis-
tico como para publicarlo en la edici6n del 30 de
noviembre de 1907 del Panama Canal Record.
-o que sucedi6 fue que los muchachos encontraron,
accidentalmente. varias toneladas de escarcha que
habia sido quitada de las tuberias de refrigeraci6n de
la plant frigorifica-y los muchachos siempre seran


muchachos. Como el tirar bolas de nieve no es un
deported de espectadores (se es el tirador o el que recibe
la bola), es una sorpresa para uno encontrarse
participando en esta actividad improvisada, al recibir
un golpe con una esfera fria mientras pasea por un
paraiso tropical, entire palmeras.
Los residents locales que desconocian por complete
esta actividad, se mostraban particularmente incr6du-
los, pero un empleado estadounidense que fue golpeado,
admiti6 que era "casi tan bueno como estar de
vacaciones durante el invierno en los Estados Unidos",
el recibir un golpe en la oreja con una genuina bola de
nieve y sentir la helada masa escurrirse por el cuello.

La Cruz Roja Americana ofrece
una variedad de servicios a la
comunidad . El afio pasado se
dictaron 360 cursos de seguridad en
el agua en el area, con la participa-
ci6n de mas de 2,800 personas. La
mayoria de las classes de nataci6n
que se Ilevan a cabo en las piscinas
del area son dictadas por instructo-
res de nataci6n que han sido
certificados por la Cruz Roja y
quienes dan su tiempo y talents
como voluntarios con el fin de
compartir sus habilidades con otros.
Cursos de seguridad de pequefias
embarcaciones tambi6n son ofreci-
dos ocasionalmente por la Cruz
Roja.
. La Resucitaci6n Cardiopulmonar
(CPR) ha sido llamada la t6cnica de
primeros auxilios mas important
jams desarrollada y los voluntarios
de la Cruz Roja dictaron 114 classes

require el uso de ropa de calle civil
adecuada cuando acudan a oficinas

fica que las personas no deberan

Sesiones de orientaci6n son Ilevadas
a cabo para los nuevos voluntarios
que desempefian deberes que van
desde el conteo de pildoras en la
farmacia hasta asistir al doctor en
cirugia menor.
El simbolo de la cruz roja en el
fondo blanco significa ayuda y alivio
en tiempos de necesidad a millones
de personas en todas parties del
mundo. A trav6s del apoyo continue
de las personas a esta organizaci6n,
la Cruz Roja Americana puede
