Scouting is alive and well on the
Isthmus of Panama, thanks to
employees'Combined Federal Cam-
paign contributions.
The U.S.A. Girl Scouts-Panama;
the Boy Scouts, Panama Canal
Council; and the Panama National
Boy Scouts Association-District
"C," Colon Province (formerly the
International Boy Scouts of the
Canal Zone) are continuing to teach
over 2,500 young people between the
ages of 8 and 21 the principles of
good citizenship through service to
the community. All three groups
rely almost completely on CFC
funds for their survival.
Lucille McCown, executive di-
rector for the local Girl Scouting
program, says, "We're a character-
building organization. Our goal is to
inspire girls to achieve the highest
ideals of conduct and patriotism and
to be happy, resourceful citizens in
the community and in the world.".

activities centered around five
"Worlds of Interest": the World of
Art, the World of People, the World
of the Out-of-Doors, the World of
Today and Tomorrow and the
World of Well Being.
The girls progress through the
stages of Brownie, Junior Scout and
finally Senior Scout, taking part
along the way in day camps and
summer camps, field days and hikes,
Girl Scout Week and many commu-
nity service activities. The emphasis
of .the program for all ages is the
deepening of self-awareness, the
developing of values, contributing
to society and relating to others.
According to Mrs. McCown, who
has been involved with scouting for
32 years, "The basics of Girl
Scouting are still the same-the
promise and law are still our code of
ethics. But our program has been
expanded to adapt to the times."
There is now an emphasis on
career exploration, on making girls


aware of the possibilities that are
open to them in choosing a vocation.
The program on the Isthmus is
also localized to take advantage of
the special surroundings. Two badges
are offered here that are not
available to Girl Scouts stateside:
the Panama Badge, which is awarded
for knowing about the history of
Panama and the operation of the
Canal; and the Jungle Lore Badge,
which involves hiking in the jungle
and learning to identify tropical
birds and animals.
Activities geared to the surround-
ings are also an important part of the
Boy Scout program. The annual
Ocean to Ocean Cayuco Race is one
example, a community event staged
by the Explorers who range in age
from 15 to 21.

voicing safety concerns

Panama Canal Commission em-
ployees who have suggestions or
complaints about safety issues have
a number of forums open to them
for making their voices heard by the
appropriate management. These
avenues of communication exist on
all levels and are accessible to
everyone.
Any employee who wishes to
express his or her viewpoint on a
safety matter can go directly to the
supervisor who is in charge of the
area in question or who is respon-
sible for making changes in, a
particular area.
"Tool box" talks are held by
foremen several times per week to
talk about safety matters and work
practices with their crews or em-
ployees. Most workshop units have
"unit safe worker committees"
whose representatives are usually
chosen by the workers. Both of these
gatherings offer the opportunity to
voice safety concerns.
Division and branch chiefs hold
safety conferences for unit super-
visors, usually on a monthly basis,
and the PCC Safety Board meets
every month and is attended by
safety officers, safety representa-
tives, Safety Division personnel and
the director of the Office of Health
and Safety. Safety representatives
from the Central Labor Union/
Metal Trades Council (CLU/MTC)
attend these meetings and other
unions are invited.

Pacific RAC has

bulletin board
The Pacific Residents' Advisory
Committee now has a bulletin board
at the Albrook Post Office. A list of
members, minutes of the last meet-
ing and announcements of up-
coming events, such as the Novem-
ber 4 election of members, will all be
posted there.
The bulletin board is located
directly across from the mail drop,
and other organizations may use it
as space permits. Arrangements can
be made by calling Gail Goodrich

Worsley memorial today


Robert C. Worsley, an original
Canal construction-day worker and
well-known Isthmian resident, died
last week at the age of ninety while
visiting a daughter in San Francisco.
A holder of the Roosevelt Medal,
Worsley came to the Isthmus to
work for the Quartermaster De-
partment of the Isthmian Canal
Commission-in 1911. Later he went
to work for the Union Oil Company
at its Balboa office, and at the time
of his death was general manager of
the R. C. Worsley Shipping Agency
in Panama.
Worsley was renowned in the
Canal area and Panama for his
selfless service to others, his ener-
getic lifestyle and his prodigious
memory. He was the recipient of
numerous awards, including the
YMCA Man of the Year award for
1978; the Panama government's


Vasco Nifiez de Balboa award; the
Boy Scouts Silver Beaver Award;
the Panama Canal Public Service
Award with a gold medallion; the
50-year Veterans Medal from the
Grand Lodge of Massachusetts; and
the 1979-80 Man of the Year Award
from the Department of Latin
America Reserve Officers Associa-
tion.
He was frequently called upon
locally to share his wealth of
memories of the early days of the
Canal and its community.
A church and Masonic memorial
service will be held for Worsley
today at 5 p.m. at the Balboa Union
Church. In lieu of flowers, dona-
tions may be made to the Boy
Scouts, Shriners, YMCA, Rotary
Club or other charitable organiza-
tion.

addition, the Safety Division of the
Health and Safety Office is always
available to receive and act on
suggestions about or reports of
unsafe - working conditions. In-
dividuals or unions who feel that
their concerns are being ignored by
management should contact the
Safety Division.
The Director of Industrial Rela-
tions is always available to receive
safety complaints from labor. If
there is a specific safety complaint
such as a traffic hazard, toxic fumes
or a fire hazard, the Police, Fire or
Industrial Health divisions may be
contacted.
In all work areas, there are posted
bilingual notices which outline the
complaint procedure guaranteed to
workers by the Office of Safety and
Health Administration (OSHA) as
well as give-the names of safety and
health ofl icials and workplace safety
and health "designees to whom
complaints and suggestions should
be directed.
Although the U.S. Department of
Labor is'outside of the Commission,
any employee has the right to report
complaints directly to the Office of
Federal -Agency Safety and Health
Program.
The Commission has made every
provision to assure that employees
are able to voice their views to
management so that safety can
remain a primary concern and
matter for action by management
and employees.

Handicrafts such as tree orna-

bazaar to have his picture taken with

"The Women"
"The Women," by Clare Booth
Luce, will open at the Circle Theatre
on Thursday, November 6 and is
scheduled to run through the month
of November, with Mondays dark.
Directed by Bruce Quinn, the play
has a cast of 35 women and stars
Lupe Alfaro, Isabel Nachio, Rose-
marie de la Guardia and Maritza
Vargas, all well-known actresses in
Panama.
Costumes for the play will reflect
the thirties and have been designed
by Isabel Nachio. The revolving set
was designed by Steve Belok and
Bruce Quinn, with the lighting by
past-master at the art, Bill Kirkland.

involved in the show as supporting
actresses or behind-the-scenes crew
include Tilly and John McTaggart,
Vicky Powell, Cleve Soper, Chris
Walsh, Ana Vigil, Sonia Cahas,
Irma Pasco, and Susan Liang and

Christmas handicraft bazaar
The U.S. Army Officers' Wives'
Club Pacific will hold a Christmas
handicraft bazaar on Saturday,
November 1, from 9:30 a.m. until
2:30 p.m. at Reeder Gymnasium in
Fort Clayton.
There will be a drawing for a
Christmas tree completely deco-
rated with handmade ornaments
and Santa will be available for
picture taking. The Fort Clayton
Nursery will also be open.*
Proceeds from bazaar sales will go
to the club's welfare fund. Admis-

Calling all singers
The Albrook Chapel invites all
singers to join in its preparation for
performing "Night of Miracles," a
Christmas cantata composed by
John W. Peterson, and to be

Under the sponsorship of the

Gatun Swimming Pool staff will
host a Thanksgiving Day Novice
Swim Meet. The meet will he held on

start at 4 p.m. This meet is open to
all children in the Atlantic area.
Only those children who have not
won a first, second or third place
medal in a classic swim meet may
sign up. The competitors will swim
freestyle, backstroke, breaststroke,
butterfly and there will be a special
dog paddle race for the new "B"
badgers. There will be a party after
the swim meet.
Entry forms must be turned in by
November 12. Entry forms will be
available at the Gatun and Marga-

RACs respond to area concerns

Based on the town meetings of the
colonial United States which are still
a regular event in many New
England towns, the Residents' Ad-
visory Committees (RACs) in the
Canal area fulfill a basic need in the
community.
"The RACs serve as a shock
absorber at the grass roots level,"
said one committee member in
discussing the purpose of the
advisory committees.
Considered a major achievement
of the committees is their very
existence. The RACs came about
because former governors and the
present Administrator and Deputy
Administrator have encouraged open
communication with area residents.
They provide an arena where
individuals can stand up and be
heard and are an effective means of
responsible community action.
Through the RACs the neighbor-


Area haunt

Halloween is traditionally a time
for miniature ghosts and goblins and
other creatures to haunt the neigh-
borhood streets. This year, there are
a number of Halloween activities for
children being sponsored by various
organizations in the Canal area.
These activities are meant to offer a
safe alternative to trick-or-treating
while allowing children to partici-
pate in the fun and excitement of
Halloween.
The Red Barn Youth Center
invites neighborhood children to
visit the Haunted House at the
center at 7:30 p.m. on October 31.
Mark the Magician will be there to
mystify everyone with his magic
tricks. Admission is 50 cents per
person and includes ice cream and
candy.
Several Halloween parties are
being sponsored by the 193d In-
fantry Brigade's Dependent Youth
Activities for children 12 years and
under who are military dependents
or dependents of U.S. DOD civilian
and Commission employees.
The Youth Center at Fort Clayton
will host a party from 3 to 5 p.m. and
the Amador Youth Center will have

working with more than 1,000 boys
on both sides of the Isthmus in Cub
Scouts, Boy Scouts and Explorers.
The objectives, says Sulham, are
the same as they-have been for the

citizenship, to develop character,
and to promote mental and physical
health. The program is geared to

Young musicians featured in concert


Two young, gilted Panamanian
musicians will be featured in a
concert in the Panama Canal
College Auditorium on Monday,
October 27, at 8:15 p.m.
SMaria Elena Caries, pianist, and
Giovanni Anaya, violinist, who have
frequently performed together for
Isthmian audiences, will play a
farewell concert before leaving for
the United States to continue their
musical studies.
Carles will attend Illinois State
University in Normal, Illinois, and
Anaya will study at Towson Univer-
sity in Baltimore, Maryland. Pre-


viously, Anaya studied for nine.
months in the United States with the
noted violinist, Alfredo de Saint-
Malo at the University of Texas.
There is no admission charge for
the concert, which is sponsored by
Phi Theta Kappa, the college
honorary society..

CAMPANA FEDERAL COMBINADA






El Escultismo se mantiene active
en el Istmo de Panama gracias a las
contribuciones de los empleados a la
Campafia Federal Combinada (CFC).
Las Muchaphas Guias E.U.A.-
Panama; los Nifios Exploradores,
Consejo del Canal de Panama y la
Asociaci6n Nacional de Niflos Ex-
ploradores de Panama-Distrito "C",
Provincia de Col6n (antiguamente
Niios Exploradores Internacional
de la Zona del Canal), continfan
ensefiando a mas de 2,500 j6venes
entire las edades de 8 a 21 afios los
principios de ser buenos ciudadanos
a trav6s del servicio a la comunidad.
Los tres grupos dependen- casi
completamente del CFC para su
supervivencia.

Panama y la operaci6n del Canal y el
Distintivo de Conocimiento de la
Jungla, que involucra excursions a
la selva y el aprendizaje para
identificar aves y animals tro-
picales.

Los empleados de la Comisi6n del
Canal de Panama que tengan
sugerencias o quejas sobre asuntos
de seguridad tiene a su disposici6n
una cantidad de foros en donde
hacerse oir por la autoridad perti-
nente. Estas vias de comunicaci6n
existen en todos los niveles y son
accesibles a todos.
Cualquier empleado que desee
exponer su punto de vista respect a
los asuntos de seguridad puede
dirigirse directamente al supervisor
encargado del area en cuesti6n o al
que sea responsible por hacer
cambios en un area particular.
Disertaciones relacionadas con el
trabajo son Ilevadas a cabo por los
capataces con sus cuadrillas o
empleados varias veces por semana,
para tratar los asuntos de seguridad
y las practices en el trabajo. La
mayoria de las unidades de taller
tienen "comit6s de empleados que
trabajan con seguridad" cuyos re-
presentantes generalmente son es-
cogidqs por los empleados. Estas
reuniones tambien ofrecen la opor-
tunidad de expresar sus preocupa-
ciones relacionadas con la seguri-
dad.
Mensualmente los jefes de divi-
si6n y de ramo ofrecen conferencias
de seguridad para los supervisors
de unidad y la Junta de Seguridad de
la Comisi6n del Canal de Panama se
re6ne cada mes, con la asistencia de
los funcionarios de seguridad, los
representantes de seguridad, el
personal de la Divisi6n de Seguridad
y el director de la Oficina de Salud y
Seguridad. Tambi6n asisten los
representantes de seguridad del
Sindicato Central Obrero/Consejo
de Oficios Metallrgicos (CLU/
MTC), asi como representantes de
otros sindicatos.

Industrial.
En todas la areas de trabajo, se
han fijado avisos en ingl6s y espafiol
que delinean el procedimiento para
presentar quejas proporcionado a
los empleados por la Oficina de
Administraci6n de Seguridad y
Salud (OSHA), asi como tambi6n
contienen los nombres de los
funcionarios de seguridad y de salud
y de las personas designadas para
seguridad y salud en su lugar-de
trabajo, a quienes deberan dirigir las
quejas y sugerencias.
Aunque el Departamento de
Trabajo de los Estados Unidos esta
fuera de la C6misi6n, todo emplea-
do tiene el derecho de reporter sus
quejas directamente a la Oficina de
la Agencia Federal del Programa de
Seguridad y Salud.

Basado en los ayuntamientos de
los Estados Unidos coloniales que
atn constituyen un event regular
en muchos pueblos de Nueva
Inglaterra, los Comit6s de Asesora-
miento de Residentes (RACs) en el
Area del Canal cumplen con una
necesidad bAsica en la comunidad.
"Los RACs sirven como un
amortiguador al nivel de comuni-
dad", dijo un miembro del comit6 al
discutir el prop6sito de los comites
de asesoramiento.
Considerado como un logro prin-
cipal de los comites esta su propia
existencia. Los RACs fueron esta-
blecidos debido a que el ex goberna-
dor y el actual Administrador y
Subadministrador han alentado la
comunicaci6n abierta continue que
era proporcionada a los residents
del area por los Consejos Civicos, de
los cuales descienden los RACs.
Proporcionan una arena en donde
las personas pueden hacerse escu-
char y son un medio eficaz de acci6n
comunal pacifica y responsible.


A trav6s de los RACs la comuni-
dad se comunicadirectamente con el
Administrador y los miembros del
RAC tambi6n se han reunido con los
miembros de la Junta de Directores
de la Comisi6n, ademas de los
congresistas y senadores que han
venido a Panama para conocer
personalmente la situaci6n en el
Canal.
Algunos logros especificos, de los
cuales el comite de asesoramiento
fue directamente responsible o que
desempefi6 un papel principal para
obtenerlos, incluyen mejor servicio
en los comisariatos y una selecci6n
mis amplia de comestibles; el
"folleto azul" que prepare la Comi-
si6n, para explicar las leyes de
Panama que afectan a losempleados
estadounidenses y a sus dependien-
tes; la existencia continue de la
Universidad del Canal de Panama;
un program complete de deportes
en el gimnasio de Gat6n; licencia
administrative que se otorga a-los
residents del sector Atlantico que

Halloween es tradicionalmente la
6poca en que los pequefios fantas-
mas y duendes y otras criaturas se
aparecen por las calls. Este afio
habra una variedad de actividades
de Halloween para los nifios las
cuales son patrocinadas por las
distintas organizaciones en el area
del Canal. Estas actividades tienen
por objeto ofrecer una alternative
segura para la repartici6n de golosi-
nas que a la vez permit a los nifios
participar en el entretenimiento y la
emoci6n de Halloween.
El Centro Juvenil Red Barn en
Margarita invita a' los niios a visitar
la Casa Embrujada en el centro el 31

certar a todos con sus trucks
magicos. La entrada cuesta 50

En el program de los Nifios
Exploradores tambi6n ocupan un-

dirigidas al medio ambiente. La
carrera annual de cayucos de oc6ano
a oc6ano es un ejemplo de un event
de la comunidad ejecutado por los
Exploradores, cuyas edades van de
los 15 a los 21 afios.
De acuerdo con Paul Sulham,
explorador ejecutivo para el Con-
sejo del Canal de PanamA, 600
lideres adults se encuentran traba-
jando con mas de 1,000 muchachos
en ambos lados del Istmo en las
categories de Lobatos, Nifios Ex-
ploradors y Exploradores.
Los objetivos, dice Sulham, son
los mismos de hace 70 afios:

buenos ciudadanos, a desarrollar el
caracter y promover la salud mental

Maria Elena Caries, pianist y
Giovanni Anaya, violinist, quienes
han hecho frecuentemente presenta-
ciones juntos ante audiencias del
Istmo, tocaran un concerto de
despedida'antes de partir hacia los
Estados Unidos para continuar sus
studios musicales.
Carries estudiarA en la Universidad
del Estado, en Normal, Illinois y
Anaya estudiara en la Universidad
Towson, en Baltimore, Maryland.


Anteriormente, Anaya estudi6 por
nueve meses en los Estados Unidos
con el eminente violinist Alfredo de
Saint Malo, en 'la UniverSidad de
Texas.
La entrada para este concerto,
