Annuitant ID Cards Available

To Canal Organization Retirees


A Panama Canal Commission an-
nuitant ID card is now available to
all Commission retirees. The new
annuitant card is to replace the
former Panama Canal Company/
Canal Zone Government annuitant
card previously issued to retirees of
those agencies and other designated
persons. The new annuitant card
identifies individuals as Panama Ca-
nal organization annuitants.
This new card will also be used
to identify annuitants entitled to
medical treatment at DOD medical
facilities, such as Corgas and Coco
Solo Army hospitals. The following
categories of individuals are spon-
sored for MEDDAC services by the
Commission and are immediately
eligible{for the new annuitant card:
* U.S. citizen Civil Service annui-
tants who retired from the Panama
Canal Company/Canal Zone Gov-
ernment prior to July 1960, and
their dependents.
* Non-U.S. citizen Civil Service
annuitants who retired from the Pan-
ama Canal Company/Canal Zone
Government prior to November 1,
1970, and their dependents.
* Retired Panama Canal Com-
pany/Canal "Zone Government em-
ployee claims cases, for purposes of
treating a job-related disability.
SDesignated agricultural land
licensees and their dependents.

tablished for the benefit of Atlantic-
side Commission and DOD person-
nel who are referred to Gorgas
Army Hospital for treatment.
The completely furnished one-and
two-bedroom transient facilities are
equipped to comfortably accommo-
date referred patients and/or their
families. Four apartments located
- within the Gorgas complex itself
are presently in the process of being
prepared for temporary use by
Atlantic side residents who are re-
quired to travel to the Pacific side
for medical attention. Other tran-
sient facilities are already in oper-
ation in Balboa in centrally located
buildings.

Tax Allowance To Be Eliminated


At its meeting of September .17,
1979, the Panama Area Personnel
Board approved a recommendation
made by local agencies to eliminate
the tax allowance beginning in Oc-
tober 1980, subject to the availabil-
ity of funds.
Effective with the first pay period
in October 1980, the tax allowance
will be discontinued. The effect of
this action will be an increase in
pay for non-U.S. citizen employees
formerly employed by the Panama
Canal Company or Canal Zone
Government who have continued in
service with the Commission with-
out a break and whose pay was
affected by the tax allowance com-
putation. Generally, the change will
benefit only those non-U.S. citizen
employees whose current rate of
pay is at $5.63 per hour or more,
and will vary according to rate
of pay.
The tax allowance is an element
of pay computation which origin-
ated in the Memorandum of Un-
derstandings attendant to the 1955
Treaty with the Republic of Pan-
ama. The purpose of the allowance


was to equalize the difference in the
take-home pay of U.S. and non-U.S.
citizen employees caused by the
difference in the income tax struc-
ture of the United States and the
Republic of Panama.
The pay adjustment resulting
from the elimination of the tax al-
lowance will appear in Commission
pay checks to be issued on October
27, 1980. The pay of non-U.S.
citizen employees of other local
federal agencies will be similarly
affected.


Panama Lifts Entry

Restrictions on Dogs

From U.S., Europe
Panama Quarantine officials at
Tocumen International Airport have
announced that the temporary
measure prohibiting the entrance of
dogs into Panama has been lifted.
However, in addition to the reg-
ular rabies vaccinations and health
certificates, dogs are required to
have been vaccinated with a live or
attenuated virus against parvovirus
at least 20 days before entering
Panama.
Additionally, a new booster vac-
cination with live or attenuated vi-
rus must be administered within 15
days after entering the country, if it
has not already been administered.
Only killed or attenuated virus
vaccine will be permitted to be im-
ported into the country.
The Ministry of Agriculture pro-
hibited the entrance of dogs from
the United States and Europe in
June due to an outbreak of parvo-
viral gastroenteritis, an extremely
contagious disease that affected a
number of dogs on the Isthmus.

train are reminded that the tick-
ets are no longer valid. New
tickets must be obtained for the
August 30 special train.

Dredging in Progress

At Miraflores Locks
Dredging operations were planned
to commence in the forebay south
of Miraflores Locks on or about
August 18. This work will neces-
sitate the alternate closing of first
the east lane, then the west lane,
for a period of about six to ten
days each.
During these outages, relays will
be continued in the opposite lane.
Should an appreciable vessel back-
log build up, dredging operations
will be temporarily suspended.


Changed Hours,

New Bus Routes

At DOD Schools
The DOD Dependents Schools in
Panama remind parents of the new
school hours and bus route changes
for the 1980/1981 school year.
Elementary schools will start at
8:15 a.m. and finish at 1:45 p.m.
The a.m. kindergarten sessions will
run from 8:15 a.m. to 10:45 a.m.
and the p.m. sessions, from 11:15
a.m. to 1:45 p.m. There are no
changes in the secondary school
schedule.
This change in hours for elemen-
tary schools allows for a more effi-
cient and economical use of avail-
able buses.
Certain busing route changes
have also been made for the com-
ing school year. Kindergarten chil-
dren living in the areas of Diablo
Heights, Diablo Terrace, Fort Kob-
be, Los Rios, Margarita, and the up-
per level of Fort Davis will walk
to and from school. The Fort Davis
area is an addition since the June
announcement.
Kindergarten children living in
Balboa (excluding the Gavilan and
Empire area), Balboa Heights, Far-
fan, Ft. Clayton (attending Ft. Clay-
ton School), Howard AFB and Co-
rozal will be bused at midmorning
only. That is to say, children in the
a.m. sessions will walk to school and
be bused home. Those in the p.m.
sessions will be bused to school and
will walk home.
S Children in other grades will be
bused or not bused the same as last
school year.
Questions about the school busing
plan for the coming year may be
referred to the school transportation

Marine Bureau Commended
The following letter was sent by the Panama Canal Commission
Administrator to Marine Bureau Director Capt. John D. Thurber,
USN, on August 12, commending the bureau for the work done
in clearing up a recent ship backlog.
"The reduction of the backlog of ships awaiting transit to less
than thirty vessels, achieved on August 10, has truly demonstrated
the professionalism, dedication, and persistence of all members of
the Marine Bureau. For about two months, there has been an
excessively high backlog, coupled with lengthy periods of waiting
in Canal waters by arriving ships. The causes were manifold and
their elimination has taxed the ingenuity and capabilities of the
entire Bureau. But you have succeeded, and that is to the credit
of all concerned.
The Deputy Administrator joins me in extending our congra-
tulations to all."

Art/Education Courses
Students may still register at the
Panama Canal College for classes in
Oil Painting and in Physical Educa-
tion for the Elementary Schools,
both beginning on Monday.
The Oil Painting class, taught by
Al Sprague, will be offered on Mon-
days and Wednesdays beginning at
4:40 p.m. for beginning and inter-
mediate students. The course will
end just before the Christmas holi-
days and a minimum of 12 students
is necessary, Registration for the
course will stay open until the class
starts on Monday, August.25.
The class in Physical Education
for the Elementary schools will
meet in the Diablo Elementary
School Gvm on Mondays and
Wednesday starting at 4:40 p.m.

sociate degree in Physical Educa-

Take Off Pounds Sensibly
The Take Off Pounds Sensibly
(TOPS) group is open to the com-
munity, meets weekly and helps
people lose weight and keep it off'.
Tips on cooking, diet and exercise
in addition to a weekly weigh-in are

Participants may join any of three
groups. One session meets at 8 a.m.
on Monday, and another at 6:30
p.m. on Tuesdays, both at Valent
Recreation Center in Fort Clayton.

Costa Rica Tour
A Labor Day weekend tour to
Costa Rica is being sponsored by
Valent Recreation Center. The cost

Recreation Activities
The Atlantic side Recreation Ser-
vices Office is offering a number of
activities during the months of Sep-
tember, October and November.
A coed fun basketball league cli-
nic is tentatively scheduled for Sep-
tember 10 and 11 at 7 p.m. at the
Gatun Gym. Two Cristobal Hig
School physical education teachers,
Joan Harris and Lou Dedeaux,
will review the basic rules and
demonstrate some basketball skills.
A film will also be shown.
Badminton doubles teams are
being organized. If there is suffi-
cient participation, men's, women's
and mixed doubles' categories, will

Aerial darts, a team sport that is
played on a volleyball court, is be-
ing planned. Six players are required
for each team.
Finally, a Ping-Pong ladder tour-
nament will be held on September

The first evening course in tole

Private pilot ground school spon-
sored by the Chagres Aero :Club

Taught by a certified FAA instruc-

Many people may have thought
that the July 17 earthquake in the
New -Hebrides Islands was "just
another earthquake" in the Pacific,
but a select few on the Isthmus
knew otherwise and acted accord-
ingly. One such person was Joe
Brady, hydrologist with the Meteor-
ology and Hydrographic Branch of
the Panama Canal Commission.
Aside from his regular duties, Brady
acts as the local tide observer for
the National Oceanic and Atmos-
pheric Administration (NOAA) in
Hawaii.
NOAA is part of the Seismic Sea-
Wave Warning System of the
United States Coast and Geodetic
Survey, in Honolulu, Hawaii, and
was established in 1948 for the pro-
tection of the people of Hawaii
against the 'destruction of the tsu-
nami waves. That system has since
been expanded to include all Pacific
nations and territories. NOAA has
an agreement to provide all parti-
cipating agencies with estimates of
time of arrival of tsunamis.
The New Hebrides earthquake
'sent shock waves which registered
i;etwven,7.8- and 8.0 onrthe Richter
scale, releasing sufficient energy to
possibly generate the giant sea
waves called tsunamis. NOAA went
into action sending bulletins to all
countries participating in the pro-
gram advising that a "tsunami
watch" was in effect for the Pacific
coastline.
Tsunamis are waves which usual-
ly 'follow disturbances in the earth's
crust such as earthquakes, under-
water landslides and volcanic
eruptions. Mistakenly called "tidal"
waves, the waves have nothing to
do with the tides. Often thought of
as just one huge wave, they are
actually a series of waves referred
to as a "wave train." Any wave in
the train can be the largest and
most destructive, and it is impos-
sible to determine in advance which
wave it will be.
In the open ocean tsunamis may
have wave lengths of up to several
hundred miles and travel at speeds.
up to 450 miles per hour, yet have
wave heights of less than three feet.
The length to height ratio causes
them to pass unnoticed beneath ships
at sea. When the waves approach
shallower water along a coast, they
slow down causing their length to
shorten and their height to rise,
sometimes as high as 100 feet.
The height of tsunami waves as
they hit the shore is dependent on
the'submarine topography offshore.
Thus they can be huge, destructive
waves or they may be little differ-
ent from the normal waves in an
area. They also. may be large and
destructive: in :one -area while only
a short distance away they may be
or}) a couple of feet high.

between the U.S. Navy and NOAA.
The message stated, "It is not
known at this time that a Pacific-
wide tsunami has been generated.
. . . If a tsunami has been gener-
ated, time of arrival information is
as follows. . .. Balboa Heights.
1604Z (11:04 a.m. local time
July 18.)"
Brady received a total of five
bulletins advising him of the situa-
tion. The final bulletin stated that
tide stations that were queried by
NOAA reported "negative tide rep-
orts," which means that the tide
observer's readings indicated that
the earthquake had not created
sufficient disturbance in the ocean
to generate tsunamis. NOAA cabled
that all participating agencies should
assume "that the tsunami threat is
over.
Even if a, tsunami warning had.
been issued by NOAA for the Pa-
cific coastline after the New Hebri-
des earthquake, because of the Ca-
nal's location it is highly unlikely
that a tsunami would have hit. Put
the possibility does exist and the
public should be aware that. it. can
happen.
Had the tsunami "watch" turned
into a "warning," it would have
been up to the Joint Operations
Center in Quarry Heights to activ-
ate the chain of command for civil
defense in the Canal Area. One
authority who would be notified
would be. Tom Strider, Chief of the
Commission's Emergency Prepared-
ness Division.

Eyewitness Recalls 1918 Tsunami in Panama


Long-time Gorgona resident Daniel Dufond was
17 years old when the tsunami of 1918 hit, and he
vividly remembers the events of the day. Dufond
had come to the Isthmus from France five years
before to live with an aunt and uncle who had once
taken part in the French canal construction effort.
Having spent his teenage years on the beaches
of Nueva Gorgona living in a house that overlooked
the ocean, Dufond, like other residents, was sensi-
tive to the behavior of the sea. It was a typical rainy
season day, he said, somewhat overcast, but Dufond
remembers that an unusually strong wind was
blowing out of the south. He and other towns-
people walked down to the beach to find that the
tide had risen higher than it ever had in the history


Strider said that in the event of
a tsunami warning the public alarm
siren system would be used. The
system, often erroneously referred to
as the "air raid" siren, would be
used because it is the fastest method
available of alerting the public.
Upon.hearing the steady tone siren
signal, residents should immediately
tune to SCN radio or T.V. for in-
structions. Strider also mentioned
that in emergencies of any nature
in which the public alert siren sys-
tem is activated over the entire
Canal area, both Atlantic and Pa-
cific sides would hear the sirens
even though only certain areas
might be affected.
Strider also mentioned that

was rot afraid, he said, but simply was aware with
the others that something was -wrong, that nature
was behaving strangely.

They watched sadly as the reckless surf beached
and destroyed a sailboat that had been anchored
near the shore and battered and badly damaged
the town wharf that had previously withstood the
.ocean's relentless activity over many years. The
tide continued to rise and the waves pounded the
shore for three hours, Dufond recalls, before the
ocean returned to normal. No lives had been lost
and Nueva Gorgona was soon back to what it is
today, a peaceful village near a calm sea.

Reviewing that information, he
said, could save their lives in the
event of 'an emergency. '

As a tide observer, Brady takes
part in simulated tsunami drills
known as "tsunami dummies,"
which are designed to keep the pro-
gram participants up to date and
communication channels well estab-
lished. Drills have been called in
the middle of the night causing
Brady to rush to the Administration
Building, read his tide gage and
report his observation to NOAA.


Asked if local tide records ever
showed signs of disturbances caused
by earthquakes, Brady managed to
find one chart from August 23, 1960
which registered unusual tide activ-
ity. Apparently, he said, the waves
did reach this area;:but caused no
damage.
The latest information found con-
cerning tsunami damage in Panama
is for 1918 when a portion of Nue-
va Gorgona was inundated. Even
though tsunami waves may seldom
reach the shores of Panama, it is
nice to know that a network of
dedicated people is on the job, get-
ting up in the middle of the night
to check things out so that the rest
of us may sleep soundly.

Precision and Perfection Hallmarks of Gibbs' Career


Briceio, Cupas, Friar, Tuf6n,
Suisman, and Boatwright are names
that may not be immediately rec-
ognized by SPILLWAY readers, for
only the last two ever appeared
on the newspaper's masthead. But
the names and the people themselves
are well-known to Claudio Antonio
Gibbs, who will retire soon after
having spent 15 years working with
these successive Information Office
editors at the detailed and precise
occupation of making up and later
pasting up material published by
the Canal organization.
Employment with the Agency
Press and Duplicating Center in La
Boca was not Gibbs' first contact
-with the Canal. Twenty years
earlier, during the war, he worked
on the Miraflores Bridge construc-
tion and later, as a carpenter for
the U.S. Army.
"I took the job because of the
good pay," he said, "and that was
250 an hour."

and on his own, he learned the
trade he would ply so well.
"I do everything I can to paste-
up a perfect page," said Gibbs. "I
feel very satisfied when I see it
come out exactly the way it should.
I've especially enjoyed it when the
editor has cared about perfect pages
the wav I do," he added.
Gibbs is also interested in elec-
tronics and, again, took a series of
correspondence courses and passed
the examinations that qualified him
as a technician in radio, television
and electronics.

Visitors Hail Courageous Captain, Crew


Sidney and Joan Taylor were
among the hundreds of visitors at
Mirafiores Locks last week. But
they were there for a very special
purpose. They were there to wave
bon voyage to the Captain and crew
of the transiting ship that rescued
them from their sinking ketch in the
churning waters of the Caribbean
in the midst of hurricane Allen.
Sidney E. (Buck) Taylor, who re-
tired from the U.S. Navy in Ft.
Amador as a Commander in 1961
after 28 years of service, and his
wife Joan were high in their praise
of Captain Arnt Haukland and his
fellow officers, whom they called
"the most courageous men we have
ever met."
Distress signals from the Taylor's
vessel, the "Peregrine II," were re-
ceived by the Hurricane Center in
Miami, which sent a plane to locate
the crippled ketch some 150 miles
northwest of Cape San Antonio, on
the western tip of Cuba. Once loc-
ated, their position was radioed to
all ships in the area. At least two
ships declined to enter the storm
area before Captain Haukland ra-
dioed back: "No problem. We will
pick them up if they are still there."
His ship, the 88-foot wide Liberian
flag vessel "Stolt Loyalty," was six
hours away from the ketch.
Taylor, a seafaring man who looks
the part, was born in England and
served for ten years in the British
Navy before joining the U.S. Navy
and becoming a United States cit-
izen. There is hardly a trace of
emotion in his voice or manner as
he tells of their three-day ordeal.
"We had been sailing around the
islands off the coast of Honduras
and decided that the beginning of
August would be a good time to
sail back home to Marathon (Flo-


rida)-before the start of the hur-
ricane season," he adds with a sly
smile.
The weather started to deterior-
ate as they approached the coast of
Cuba, but the Taylors still had no
inkling that there was a real hur-
ricane bearing down on them. Then
it came. Waves broke over the
cockpit of the ketch. The electric
bilge pump could not cope. Fran-
tically, they pumped by hand until
the diaphram on the hand pump
gave out.
The ketch's 25-horsepower en-
gine was still operable, so as a last
resort Taylor cut the hose from the
sea cock, which ordinarily draws
water from the ocean to cool the
engine, and put the end into the
water which was fast flooding the
boat. But after a while, the engine
balked at being fed dirty bilge
water and it, too, stopped working.
Then came desperate hours of
bailing by hand. Everything on
board was torn loose by the high
winds and blown away.

time, she says, she didn't care if
she ever saw the sea again.
But now that it's all over and
they are rested and clean, her love

U.S. Summer Olympics Stamps Available by Mail


The U.S. Postal Service has re-
sumed the sale of Summer Olym-
pics stamps following'the closing of
the Summer Olympics in Moscow.
The stamps were removed from
sale last March in support of Pres-
ident's Carter's position that the
U.S. would not participate in the
Moscow Olympics unless Soviet
troops were withdrawn from Af-
ghanistan.
The sale of the Olympic stamps
is in honor of the American Ol\m-
pic athletes who sacrificed months
and years of preparation to support
U.S. disapproval of Soviet actions,
by not taking part in the games,
the future of the Olympics, and
Olympic great Jesse Owens, who
died in March.

The stamps will not be available
from local APO and FPO post
offices but only through the Phila-
telic Sales Division in Washington.
Sales will be conducted on a
first-come, first-served basis and
will continue until the supply is
exhausted, or December 31, which-
ever comes first.
Normal service charges and the


$5 minimum purchase requirement
for mail orders will be waived for
purchase of the Summer Olympics
stamp items. Customers are re-
quired to order the stamp items
separately, however, and may not
mix orders for other items. Mixed
orders will be subject to the usual
postage and handling fee and min-
imum order requirement.

Cambian Tarjeta de Identificacion a r

Jubilados de la Comision del Canal -_


Una tarjeta de identificaci6n de
jubilado de la Comisi6n del Canal
de PanamA estA actualmente dispo-
nible para todos los jubilados de la
Comisi6n. La nueva tarjeta de jubi-
lado reemplazarA la de la antigua
Compaiiia del Canal de PanamA/
Gobierno de la Zona del Canal ex-
pedida previamente a los jubilados
de aquellas agencies y a otras per-
sonas designadas.
Esta tarjeta tambien serA usada
para identificar a los jubilados que
tengan derecho a tratamiento me-
dico en las instalaciones mindicas
del Departamento de Defensa, tales
como los hospitals del Ej6rcito,
Corgas y Coco Solo. Las siguientes
categories de personas tienen el pa-
trocinio de la Comisi6n para los
servicios MEDDAC y son elegibles
inmediatamente para la nueva tar-
jeta de jubilados:
* Jubilados estadounidenses del
Servicio Civil que se jubilaron de

Las instalaciones transitorias de

en operaci6n en Balboa y en edifi-
cios centralmente situados.

Si bien parecen el tren de aterrizaje de un jet 747, fuera de lugar, eslas
gigantescas llantas que son transportadas desde la Divisi6n de Manteni-
miento a bordo de una plataforma, izquierda, son en realidad defenses
de neumdticos giratorias instaladas recientemente en las Esclusas de
Pedro Miguel. Estas defenses sirven como amortiguadoras de cheques
y a la vez giran para facilitar el paso de los buques por las esclusas.


Eliminan Asignacion por Impuesto


Durante su reuni6n del 17 de sep-
tiembre de 1979, la Junta de Perso-
nal del Area de Panama aprob6 una
recomendaci6n hecha per las agen-
cias locales de eliminar la asigna-
ci6n por impuesto a partir de octu-
bre de 1980, sujeto a la disponibili-
dad de fondos.
La asignaci6n por inpuesto se
descontinuara con efecto al primer
period de pago de octubre de
1980. El resultado de esta acci6n
serA un aumento de sueldo para los
empleados no estadounidenses de
la antigua Compafnia del Canal de
Panami o el Gobierno de la Zona
del Canal, que han continuado en
servicio con la Comisi6n sin inte-
rrupci6n y cuyo sueldo fue afectado
por el c6mputo de la asignacihn por
impuesto. En forma general, el
cambio s61o beneficiary a aquellos
empleados no estadounidenses cuya
tarifa de sueldo actual es de $5.63
la hora o mas, y variarA de acuerdo
con dicha tarifa de sueldo.
La asignaci6n por impuesto es un
element del c6mputo de sueldo que
se origin con el MemorAndum de
Entendimientos anexo al Tratado de
1955 con la Replblica de PanamA.
El objeto de la asignaci6n fue el de


igualar la diferencia en el sueldo
neto de los empleados estadouni-
denscs y los no estadounidenses
causado por la diferencia en la es-
tructura del impuesto sobre ]a ren-
ta de los Estados Unidos y de la
Repiiblica de Panamai.
El ajuste de sueldo resultante de
la eliminaci6n de la asignaci6n por
impuesto se incluirA en los cheques
de pago de la Comisi6n que se dis-
tribuiran el 27 de octubre de 1980.
El sueldo de los empleados no esta-
dounidenses de otras agencies fede-
rales locales tambi6n sera afectado
en forma similar.

Restricci6n para

Entrada de Perros
Los funcionarios de Cuarentena
de PanamA en el Aeropuerto Inter-
nacional de Tocumen han anuncia-
do que la media temporal prohi-
biendo la entrada de perros a Pana-
ma ha sido levantada.
Sin embargo, ademAs de las va-
cunas regulars contra la rabia y
los certificados de salud, los perros
tendrAn que haber sido vacunados
con un virus vivo o atenuado contra
el parvoviral, por lo menos 20( dias
antes de entrar a PanamA.
Ademns, una nueva vacuna de re-
fuerzo con virus vivo o atenuado
debe ser administrada dentro de 15
dias despu6s de entrar al pais, si
es que no se le ha hecho con ante-
rioridad.
S61o se permitirli la importaci6n
al pais de la vacuna del virus
muerto o atenuado.
El Ministro de Agricultura pro-
hibio la entrada de perros de los
Estados Unidos y Europa el pasado
junior debido a una epidemia de
gastroenteritis parvoviral, enfenne-
dad sumamente contagiosa que
afect6 a numerosos perros en el
Istmo.

Hacen Dragado en las
Esclusas Miraflores
Las operaciones de dragado es-
taban prograinadas para comenzar
en la entrada delantera sur de las
Esclusas de Miraflores el 18 de
agosto. Este trabajo requerirA el
cierre alterno de, primero, la via
este y despubs la via oeste, por un
period aproximadamente de seis a
diez dias cada una.
Durante estas suspensions, los
trinsitos de relevo continuarAn en
la via contraria. Si se presentara una
acunulaci6n considerable de bu-
ques, las operaciones de dragado
seran suspendidas temporalmente.

Rutas de Buses

En las Escuelas
Las Escuelas de Dependientes del
Departamento de Defensa en Pana-
mAs recuerdan a los padres de fami-
lia del nuevo horario escolar y los
cambios a las rutas de los buses
para el afio lectivo 1980/1981.
Las escuelas primaries comenza-
rAn a las 8:15 a.m. y saldrAn a la
1:45 p.m. La primera sesi6n para
los nifos del kinder serA de 8:15 a
10:45 a.m. y la segunda de 11:15
a.m. a 1:45 p.m. No hay cambios
en el horario de las escuelas secun-
darias.
Este cambio en el horario de las
escuelas primaries permit el uso
mas eficiente y econ6mico de los
buses disponibles.
Tambi6n se hicieron cambios en
las rutas de los buses para el pr6-
ximo aiio lectivo. Los nifios del kin-
der que viven en las Areas de Dia-
blo Heights, Diablo Terrace, Fuerte
Kobbe, Los Rios; Margarita y la
parte superior de Fuerte Davis ca-
minarAn hacia y desde la escuela.
El Area de Fuerte Davis se afiadi6
despubs que se hizo el anuncio en
junio.
Los que vivan en Balboa (exclu-
yendo el Area de GavilAn y Empire),
Balboa Heights, FarfAn, Fuerte
Clayton (que asistan a la escuela de
Fuerte Clayton), Base Howard de
la Fuerza Aerea y Corozal seran
transportados en buses durante la
media mailana solamente. Es decir,
los nifios de la primera sesi6n cami-
natAn a la escuela y serAn regresa-
dos en buses a sus casas. Los de la
segunda sesi6n serAn transportados
en buses a la escuela y caminarAn
a sus casas.
El transport para los nifios de
los otros grades seguirA igual al del
aiio pasado.

Elogian a Direccion de Marina
La siguiente carta fue enviada por el Administrador d la Comi-
si6n del Canal de Panama al titular de la Direcci6n de Marina,
Capitin John D. Thurber, USN, el 12 de agosto, elogiando a dicha
Direcci6n por el trabajo desempefiado en la eliminaci6n de una
reciente acumulaci6n de buques:
"La reducci6n de la acumulaci6n de buques que esperaban
transitar, a menos..de 30 naves, lograda el 10 de agosto, ha demos-
trado realmente el alto profesionalismo, dedicaci6n y perseverancia
del personal de la Direcci6n de Marina. Durante casi dos meses,
ha habido una acumulaci6n excesivamerrte alta, junto con largos
periods de espera en las aguas del Canal de part de los buques.
que Ilegaban. Las causes fueron multiples y su eliminaci6n puso
a prueba la ingeniosidad y aptitudes de toda esa Direcci6n. Pero
han tenido exito, y eso es un crddito para todos los interesados.

Tal vez muchas personas pensa-
ron que el terremoto del pasado 17
de julio en las Islas Nuevas Hebri-
das fue "s61o otro terremoto" en el
Pacifico, peiro un grupo exclusive en
el Istmo sabia que no era asi y ac-
tuaron como correspondia. Una de
estas personas era Joe Brady, hi-
dr6logo con el Ramo de Meteorolo-
gia e HidrogrAfico de la Comisi6n
del Canal de PanamA. AdemAs de
sus deberes regulars, Brady funge
como el observador local de mareas
para la Administraci6n OceAnica y
Atmosf6rica Nacional (NOAA) con
base en Hawai.
La NOAA forma parte del Sis-
tema de Advertencia de Maremotos
de la oficina de Reconocimiento
Costero y Geod6sico de los Estados
Unidos en Honoluli, Hawai, que
fue establecida en 1948 para prote-
ger a los habitantes de Hawai con-
tra la destrucci6n a, causa de las
olas tsunamis. Desde entonces ese
sistema se ha ampliado para incluir
todas las naciones y territories del
Pacifico. La NOAA tiene un acuer-
do con todas las agencies participan-
tes de proporcionarles la hora apro-
xaasa a.d Ia Iegada, del tsunami
, El terremoto de Nuevas H6bridas
transmiti6 ondas de sacudida que
registraron entire 7.8 y 8.0 en la
escala Richter y produjeron suficien-
te energia como para general las
gigantescas olas Ilamadas "tsuna-
mis". La NOAA entr6 en acci6n
enviando boletines a ,los paises que
participan en el program anuncian-
do que estaba en vigencia un "aler-
ta de tsunami" para la costa literal
del Pacifico.
Los tsunamis son olas que por lo
general siguen a las alteraciones de
la corteza de la tierra, tales como
terremotos, desprendimientos de tie-
rra submarines o erupciones volcA-
nicas. Err6neamente confundidos
con las olas marinas, los tsunamis
no tienen ninguna relaci6n con las
mareas. A veces se piensa que sola-
mente constituyen una enorme ola;
en realidad son una series de olas a
las cuales se les conoce como un
"tren de olas". Cualquier ola del
tren puede ser la mAs grande y la
mis devastadora, pero es impossible
determinar de antemano cuAl de
ellas serA.
En el mar abierto las olas de los
tsunamis pueden tener una exten-
si6n de hasta various cientos de mi-
Has y viajan a una velocidad hasta
de 450 millas por hora, sin embar-
go, la altura de las olas son de me-
nos de tres pies. La proporci6n de
extension a altura hace que pasen
desapercibidas debajo de los barcos
en el oc6ano. Cuando las olas se
acercan a aguas poco profundas a
lo largo de la costa, su velocidad
baja hacienda que su extension se
acorte y su altura aumente, algunas.
veces hasta los 100 pies.
La altura de las olas del tsunami
cuando golpean la costa, depend
de la topografia submarine a corta
distancia de la costa. Por lo tanto,
o pueden ser enormes y destructi-
vas olas o ser muy poco diferentes
a las olas normales del Area. Tam-
bi6n pueden ser grandes y destruc-
tivas en un Area, mientras que a
poca distancia solamente alcanzan
unos cuantos pies de altura.

Nuevas H6bridas, fue transmitido> a
Brady par la Estaci6n de Comuni-
caci6n Naval de Balboa, a trav6s de
un acuerdo entire la Armada de los
Estados Unidos y la NOAA. El men-
saje decia: "No se sabe en este mo-
mento si se ha generado un tsunami
en el Pacifico . . . Si se ha genera-'
do un tsunami, la informaci6n sobre
la hora de Ilegada es la siguiente.
. . . Balboa Heights, 1604Z,(11:04
a.m. hora local 18 de iulio)".
Bradv recibi6 un total de cinco
boletines informindole sobre la si-
tuaci6n. El uiltimo boletin indicaba
que las estaciones que observan las
mareas que habia contactado NOAA
dieron reportss de marea negati-
ves", lo cual significa que las me-
didas de los 'observadores de ma-
reas indicaban que el terremoto no
habia creado suficiente alteraci6n
en el oc6ano como para general tsu-
namis. NOAA cablegrafi6 a todas las
agencies participants que debian
dar por sentado que 'Ia amenaza
del tsunami ha terminado".
Aun cuando la NOAA dio el avi-
so sobre el tsunami a la costa lite-
ral del Pacifico despu6s del terre-
me.to ,de .Nuevas. H6brida, ,;debido
a la ubicaci6n del Canal es poco
probable que un tsunami ie hubiese
tocado. Pero esa posibilidad existe,
y el piblico debe estar consciente
de que puede ocurrir.
Si el "alerta" del tsunami se hu-
biera convertido en "advertencia",
le hubiera tocado al Centro de
Operaciones Conjuntas de Quarry
Heights promover la cadena de
mando para, la defense civil en el
Area del Canal. Una de las perso-
nas con autoridad que seria notifi-
cada es Tom Strider, Jefe de la
Oficina de Preparaci6n para Emer-
gencias de la Comisi6n.

Daniel Dufond, un resident de Gorgona de
muchos afios, tenfa 17 afios de edad cuando se
present el tsunami de 1918 y recuerda vivida-
mente los sucesos de ese dia. Dufond habia llegado
al Istmo cinco afios antes procedente de Francia,
para vivir con una tfa y un tfo que habia partici-
pado en los trabajos de construcci6n del canal
frances.
Habiendo pasado los aios de su adolescencia en
las playas de Nueva Gorgona viviendo en una casa
que dominaba el oc6ano, Dufond, al igual que otros
residents, era un conocedor del comportamiento
del mar. Era un dia tfpico de la estaci6n lluviosa,
algo nublado, recuerda Dufond, pero un viento
extraordinariamente fuerte soplaba del sur. El y
otros vecinos del pueblo fueron hacia la playa y
encontraron que la area habfa subido mas alto


Strider dijo que en el caso de
una advertencia de tsunami, se usa-
ria el sistema de sirena de alarma
piblica. Este sistema, que a menudo
se llama equivocadamente sirena de
"ataque aereo", se utilizaria debido
a 'qui� S el l.,rtndo mAs Ai-pido que
hay en disponibilidad para alertar
al pfiblico. Al escuchar el sonido
invariable de la sirena, los residen-
tes deben sintonizar inmediatamen-
te la radio o televisora del Coman-
do Sur, para recibir instrucciones.
Strider tambien mencion6 que en
emergencies de cualquier natura!e-
za en las que el sistema de sirena de
alarma p6blica es activado en todo
el area del Canal, tanto en el lado
AtlAntico como el Pacifico se oirian
las sirenas aun cuando s61o ciertas
Areas fueran las afectadas.
Strider tambi6n mencion6 que las
personas deberian leer o releer, la


que nunca en la historic de Nueva Uorgona, con
olas que llegaban a los ocho pies de altura. No
terifa miedo, dijo, sino que sencillamente se daba
cuenta -como los demas que algo estaba mal, que la
naturaleza se estaba comportando de una manera
extrafa.
Observaron con tristeza cuando el incontenible
oleaje arrastr6 hasta la playa y destruy6 un bote
de vela que. estaba anclado cerca de la orilla y
cuando golpe6 y averi6 seriamente el muelle del
pueblo, que habia resistido la actividad implacable
del oc6ano durante muchos aiios. La mareacontinu6
subiendo y las olas golpearon la playa durante tres
horas, recuerda Dufond, antes de que el oc6ano
volviera a la normalidad. No hubo perdida de vidas
y Nueva Gorgona pronto regres6 a lo que es hoy
dia, un pueblo pacifico, cerca de un mar tranquilo.

formaci6n, dijo, podria salvar sus
vidas en caso de una emergencia.
En su calidad de observador de
area, Brady participa en ejercicios
simulados de tsunami, conocidos co-
mo "imitaciones de tsunami", los
cuales estan dirigidos a mantener al
dia a los participants en el progra-
ma y las vias de comunicaci6n bien
establecidas. Algunos de estos ejer-
cicios se han hecho en la noche,
teniendo Brady que dirigirse rApi-
damente al Edificio de Administra-
ci6n para leer su mare6metro y
reporter lo que ha observado al
NOAA.
Al preguntarsele si los records de
las mareas.locales han mostrado se-


fiales de perturbaciones causadas
por terremotos, Brady se las arregl6
para encontrar una grkfica del 23
'de agosto de 1960 en la que se re-
gistr6 una actividad de marea poco
comtn. Aparentemente, dijo, las
olas Hlegaron a este Area, pero no
causaron dafios.

La informaci6n mAs reciente que
se ha encontrado en relaci6n con
daiios causados por el tsunami en
PanamA, data de 1918 cuando una
parte de Nueva Gorgona fue inun-
dada. Aun cuando las olas del tsu-
nami muy raramente Ileguen a las
costas de PanamA, es bueno saber
que una red de personas dedicadas
estA trabaiando, levantAndose a al-
tas horas de la noche para verificar
que todo va bien, de manera que
el resto de nosotros pueda dormir
tranquilo.

Exactitud y Perfeccion Marcan la Carrera de Gibbs


Los apellidos Bricefio, Cupas,
Friar, Tuii6n, Suisman y Boatwright
tal vez no sean reconocidos de inme-
diato por los lectores del SPILLWAY,
today. vez que los dos iltimos son los
unicos que han aparecido en el di-
rectorio del peri6dico. Pero los nom-
bres y las propias personas si las
conoce bien Claudio Antonio Gibbs,
quien dentro de poco se acogera a
la jubilaci6n despues de haber pa-
sado 15 afios trabajando sucesiva-
mente con estos editors de la Ofi-
cina de Informaci6n desempefiando
la minuciosa y precisa ocupaci6n
de compaginaci6n en molde y luego
armado en pAgina, del material
publicado por la organizaci6n del
Canal.
Su empleo en el Centro de Im-
presi6n y Reproducci6n de la
Agencia, en La Boca, no fue el pri-
mer contact de Gibbs con el Ca-
nal. Veinte afios antes, durante la
Segtnda Guerra Mundial, habia tra-
bajado en la construcci6n del Puen-
te de Miraflores y luego como car-
pintero para el Ejercito de los Esta-
dos Unidos.
"Acept6 el trabajo porque paga-
ba bien", dice "y eso significaba 250
por hora".
Su interns en la tipografia, dia-
gramado y armada de pAginas le
llev6 a tomar cursos por correspon-
dencia y a aprender por si mismo
esta profesi6n en la que se ha
desempeiiado tan bien.
"Hago todo lo que puedo para
armar una pagina perfecta, dice
Gibbs. "Me Ilena de satisfacci6n
cuando veo que sale exactamente
en la forma que debe salir. Y par-
ticularmente me ha complacido
cuando el editor se ha preocupado
por producer paginas perfectas co-
mo lo hago yo", agreg6.
A Gibbs tambi6n le interest la
electr6nica, y como i-,ultaj, ,de
effo,"'volvio' a tomar una series de

La semana pasada Sidney y Joan
Taylor estaban entire los cientos de
visitantes a las Esclusas de Miraflo-
res. Pero estaban alli por una raz6n
muy especial: Para desear un feliz
viaje al CapitAn y a la tripulaci6n
de un buque que transitaba el Ca-
nal, el cual les habia rescatado de
su queche cuahdo se hundia en las
agitadas aguas del Caribe,'en medio
del huracan Allen.
Sidney E. (Buck) Taylor, quien se
jubil6 en 1961 de la Armada de los
Estados Unidos en Fuerte Amador
como capitAn de fragata despu6s
de 28 afios de servicio y su esposa
Joan, hicieron grandes elogios del
CapitAn Arnt Haukland y sus ofi-
ciales, a quienes llamaron "los
hombres mis valientes que hemos
conocido".
Las sefiales de auxilio de la nave
de los Taylor, el "Peregrine II", fue-
ron rccibidas por el Centro de Hu-
racanes en Miami, el cual envi6 un
avi6n para localizar al averiado que-
che a unas 150 millas al noroeste
del Cabo San Antonio, en la punta
occidental de Cuba. Una vez que
lo localizaron, su posici6n fue trans-
mitida por radio a todos los buques
en el irea. Por lo menos dos bu-
ques rehusaron entrar en el irea de
la tormenta, antes de que el Capitan
Haukland avisara diciendo: "No hav
problema. Los recogeremos si asun
estin alli". Su buque, el "Stolt Lo-
yalty", de 88 pies de manga, con
bandera liberiana, estaba a seis ho-
ias de distancia del queche.
Taylor, marinero hasta en su figu-
ra, naci6 en Inglaterra y sirvi6 diez
afios en la Armada BritAnica antes
de ingresar a la Armada de los Es-
tados Unidos y recibir su ciudada-
nia estadounidense. -No hay rasgo
de emoci6n en su voz o conduct al
relatar su experiencia de tres dias.

El tiempo empez6 a deteriorarse
a media que se acercaban a la cos-
ta de Cuba, pero los Taylor auin no
tenian idea de que un verdadero
huracAn se les acercaba. Entonces
lleg6. Las olas rompian sobre la
parte baja de la popa del queche.
La bomba de carena el6ctrica no se,
daba abasto. Fren6ticamente, bom-
bearon el agua a mano hasta que
dej6 de funcionar el diafragma de
]a bomba de mano.
El motor de 25 caballos de fuer-
za del queche a6n funcionaba, y co-
mo iltimo recurso Taylor cort6 la
manguera del grifo de admisi6n de
agua de mar, el cual generalmente
saca agua del oc6ano para refrescar
la mnquina, y puso una punta en
el agua que rApidamente inundaba
el barco. Pero despu6s, el motor se
resinti6 al ser alimentado con agua
de sentina y tambi6n dej6 de fun-
cionar.
Entonces vinieron horas desespe-
radas achicando el agua a mano.
Todo a bordo habia sido desprendi-
do y llevado por los fuertes vientos.

Mientras estaban sentados en su
averiado barco, golpeados y llenos
de ampollas, Buck Taylor prometi6

con vida, la llevaria en un largo y
placentero crucero por el mar. En

El Servicio Postal de Estados
Unidos reanud6 la venta de las es-
tampillas de las Olimpiadas de Ve-
rano despu6s de clausurarse las
Olimpiadas de Mosc6.
La venta de estas estampillas fue
suspendida en marzo pasado como
muestra de apoyo a la posici6n
adoptada por el Presidente Carter
de que los Estados Unidos no par-
ticiparian en las Olimpiadas de Mos-
cu a menos que las tropas sovieticas
fueran retiradas de AfganistAn.
La venta de las estampillas de las
Olimpiadas es en honor a los atle-.
tas olimpicos norteamericanos que
sacrificaron meses y anos de prepa-
raci6n con el fin de apoyar la cen-
sura de los Estados Unidos por las
acciones sovieticas, al no participar
en los juegos; el future de las Olim-
piadas 'y por el gran olimpico Jesse
Owens, quien falleci6 en marzo.
Las estampillas no podrAn obte-
nerse en los correos APO y FPO
sino inicamente a trav6s de la Di-
visi6n de Ventas FilatBlicas, en
Washington. Las ventas serAn Ileva-
das a cabo por orden de Ilegada, .y
continuarAn hasta que se agoten las
estampillas, o hasta el 31 de diciem-
bre, cualquiera que ocurra primero.
