MTD Short


Fast Service,
The operation ot a short trip ser-
vice was recently undertaken by the
Motor Transportation Division with
the objective of conserving tuel and
reducing fleet mileage. Three new'
radio controlled carryall vehicles are
now operating in the Southern Dis-
trict and two are operating in the
Northern District. Short trip dis-
patchers are available to receive re-
quests for transportation from 7 a.m.
until 5 p.m. Monday through Fri-
days. Motor Transportation Division
has as an objective a maximum of
10 minutes between the time a call
for transportation is received and
the actual time of pick-up.
In the Southern District, two
short trip vehicles will stand by the
Administration Building at two re-
served parking spaces in the porte-
cochere area of the building. Em-
ployees on official business may ob-
tain.short trip transportation by go-
ing to one of the vehicles available
at the building, or if no vehicle is
available, by calling 52-3429. The
third vehicle will stand by at Motor
Transportation Division and will be
dispatched whenever a call is re-
ceived bv the dispatcher.
Areas that are served by the
short trip service include Ancon,
Balboa, Balboa Heights, the Mine
Dock, Corozal to Rybicki Road (not
to include Cardenas Village), Dia-
blo, La Boca to the east approach
of the bridge and Los Rios. Pas-
sengers using the short trip service
will be required to sign an official
use log in the vehicle being used.
In order to provide the quick re-
sponse time, drivers are not allowed
to wait for passengers at their
destination.
Passengers may also obtain short
trip transportation wherever they
see a short trip vehicle stopped, but
they may not flag the vehicle down
when it is in motion. Short trip
vehicles will continue to meet the
trains at the Balboa Heights station
only.
In the Northern District, two ra-
dio controlled vehicles will be uti-
lized for the short trip service. Both
vehicles will stand by at the Motor
Transportation Division garage in


Second Phase of Joint

Patrol Now in EFFect

The second phase of the Joint Pa-
trol involving the Canal Commission
Police and the Panama National
Guard began July 31. As a-result,
approximately 100 additional Pan-
ama National Guardsmen, who have
recently completed Joint Patrol
training, will be patrolling in the
Canal area. An increasing number
of Panama National Guard vehicles
are also being used in the second
phase of the Joint Patrol. These
vehicles will be replacing some of
the Canal Commission Police vehi-
cles presently in use, but will con-
tinue to be manned by a member
of each organization.
The 30 month treaty transition
period has been divided into three
such phases, each marked by the
entry of an additional 100 Panama
National Guardsmen, and the in-
creased usage of Panama National
Guard vehicles, thereby providing
for an orderly jurisdictional tran-
sition.
The increased visibility of the
Canal Commission Police and the
Panama National Guard will en-
hance the police protection afforded
the residents of the Canal Commis-
sion area.


Trips Provide

are served by the short trip service
include Cristobal, Margarita, Mount
Hope, Coco Solo and Gatun. Short.
trip vehicles will continue to meet

In order to help identify the new
short trip vehicles, a large blue
decal has been added on each side
of the carrvalls used for this ser-
vice. The Motor Transportation Di-
vision encourages all employees to- -_.

on other assigned motor vehicles.

United States Government or not,
the right to vote in federal elec-
tions in the United States. Federal-
elections include primaries and gen-
eral and special elections for the
president, U.S. Senate and House
of Representatives. Voters are not
to be held liable for state and local
taxes when voting only for federal
officers.
Although the Overseas Citizens
Voting Rights Act applies only to
federal elections, many states in the
United States have enacted legisla-
tion whereby many categories of
citizens residing overseas can vote
by absentee ballot for state or
local officials, utilizing substantially
the same procedures as for federal
elections.
In order to vote in either federal
or state elections in most states in
the United States, a citizen. residing
abroad must register in the state of
his or her "voting residence," the
legal residence or domicile in which

Week's Events Set
The week of September 13-20 has
been proclaimed National Hispanic
Heritage Week. Established by a
Joint Resolution of Congress in 1968
to recognize the contribution made
by Hispanics to the development
and history of the United States,
Hispanic Heritage Week has be-
come a national tradition.
The Hispanic Employment Pro-
gram, Office of Equal Opportunity.
will sponsor a cultural/musical/food
fair on Friday, September 19. Co-

for people of various Hispanic cul-
tures and countries who are inter-
ested in preparing native foods, arts

branch offices at Diablo and Gatun,
at the Retirement Counselor's office
in Diablo, the American Legion,
and from various other organiza-
tions.
The FPCA should be completed
with the information required by
the particular state and mailed in
ample time to comply with any
state deadline.
Instructions with the ballot usual-
ly indicate the date and time by
which the ballot must be received
by the proper state or local election
official in order to be counted. To
make sure your vote is counted,
mark you ballot as soon at it is
received and return it immediately.
For information on requesting an
absentee ballot or for any other in-
formation on voting, call the U.S.
Consulate or its branch offices at
Diablo or Gatun. Office hours and
telephone hours are: Panama City,
Monday through Friday, 8 a.m. to

Crafts and Photography
Artisans and photographers.in the
community are reminded to begin
preparing for the combined juried
show in crafts and photography
sponsored by the Panama Canal
Branch of the National League of
American Pen Women, Inc. on Sat-

The crafts section includes works
done in metals, enamel on copper,
ceramics, textiles, sculpture and
any other permanent media. In the
photo show two each of black and
white prints, color prints and color

Professional Sewing
Three ten-week sessions of Pro-

Gallardo, and a table full of Puer-
to Rican foods to sample.

Scuba Courses
A Scuba course for east bank
residents begins at 6 p.m. on Mon-
day, August 18 at the Balboa
YMCA. A Scuba course for west
bank residents begins at 6:30 p.m.
on Tuesday, August 19 at the Zo-
diac Recreation Center at Howard
Air Force Base. Cost for these four-
week courses sponsored by the Bal-
boa YMCA is $62 for military per-
sonnel and $67 for civilians.

BHS Football Practice
Practice for the 1980 Balboa
High School varsity football season
begins on Monday. Players may
wear short pants the first three days
of practice.
Potential football players must
have passed a physical examination,
taken after July 1. The exams are
given in the Public Health Clinic
next to the Balboa Commissary.
Athletes may make appointments
and pick up forms between 7:15
and 11:30 a.m. or between 1 and
4 p.m.
Both of the Balboa High School
football teams will have morning
and afternoon practice sessions dur-
ing the first week of the season.
The Red' team, made up of
students whose last names begin
with the letters A to K, will begin
practice at 7 a.m. on Monday at
the Balboa Stadium. The White
team, made up of players whose
last names begin with the letters
L to Z, will begin practice at 8 a.m.
at the Diablo Field.
Locker rooms will be open early
for students to dress. They should
bring their own tee shirts, shorts,
cleats, socks and towels.
The Football Jamboree is sched-
uled for August 30. Students who
show up in shape and on time will
have the best chance of earning
spots on the teams.

Drama Course

Panama Canal College announces
that a twelve-week course entitled,
Introduction to Drama, will be
offered beginning September 12.
The course will not only involve
the study of the history of drama
but also will include reading and
performing scenes from various
plays.
The class will forii the nucleus
of the theatrical group, The College
Players, which produced last year's
hits, "Play it Again, Sam" and
'Feiffer's People." Drama instructor
Bill Gonzalez has indicated that a
play will be produced in conjunc-
tion with the class. "This is an op-
portunity to study dramatics and
use the play as a class project," he
states, "we will put what we learn
it to practice and the audience's
reactions will be a visible report
card of our work."
The class, scheduled to meet two
evenings a week, is the perfect way
to "get your teet wet" as either an
actress, actor or theater technician
while earning college credits. Enroll

Lucy Tonsfeldt Farewell
A retirement "despedida" will be
held for Lucy Tonsfeldt on Mon-
day, August 18 at 6:30 p.m. at the

years of dedicated service to the
arts in Panama.

Canal area has been announced by
the Ministry of Commerce and In-
dustry. The list of the organizations
was printed in the Tuesday (August
12th) edition of the Star & Herald.

Recognition and Certification doc-
uments at offices located on the 17th
floor of the National Lottery Build-

Human Resources Now

Temporarily Relocated
All personnel of Human Resources
Development, Employee and Man-
agement Development, and Indus-
trial Training previously located in
Building 0602, Balboa Heights, have
moved temporarily to the second
floor of Building 5051, Diablo. This
is the former Diablo Clubhouse
building.
Building 0602 is being remodeled
in order to create needed additional
training space. It is expected that
the work to be done in Building
0602 will take approximately 60
days, at which time all personnel,
except those assigned to the Indus-
trial Training Staff, will return to
the remodeled building. The Indus-
trial Training Staff personnel will
remain in Building 5051 until their.
new offices are constructed in the
Apprentice School facilities at the
Industrial Area.

Shoppers' Train Trial Run Begins


The shoppers' special train for
Atlantic side Commission, and DOD
personnel and their dependents who
wish to shop in U.S. military PXs
and commissaries on the Pacific side
will make the first of four scheduled
trial runs tomorrow. The other three
trial runs are set for August 30 and
September 13 and 27.

Commission employees with priv-
ileges may obtain passes for the
specially reserved Panama Railroad
cars and the shuttle bus from either
the Industrial Division Main Office
in Mount Hope or from the Atlantic
Area office in Gatun. Passes for mil-
itary and DOD personnel may be
obtained at the office of the Deputy
Installation Commander, Building
214, Fort Gulick, and at the office
of Gl, Building 70 in Fort Davis.

Shoppers may catch the train in
either Mount Hope at 10:49 a.m.
or at the Gatun station at 10:58
1 a.m. The return train leaves Coro-
,zal at 5:59 p.m.

Conducts Child-Find
A Child-Find survey is being con-
ducted by the DODD schools to
locate handicapped persons between
the ages of 3 and 21 who are not
presently enrolled in an educational
program and who need special ed-
ucation services.

to attend DODD schools. Applica-
tion forms for requesting these ser-

Towns Flourish, Fade, as Canal Progresses Across the Isthmus

It's hard to imagine as one sails
through Gatun Lake that people
once lived, worked, worshiped and
played in townsites that are now
45 feet under water.
Residents of Panama Canal con-
struction-day .communities and na-
tive villages in the area were evac-
uated in 1912 and 1913 in prepara-
tion for the formation of the lake,
then the largest man-made lake in
the world. Some moved promptly.
Others had to be persuaded. After
all, the French had also told them
their villages would be flooded
when they were building the Canal.
And it didn't happen.,.
Some diehards waited until the
water was practically at their door.
But the Canal administration and
the Panama Government teamed up
to relocate the last of them in Sep-
tember 1913:
About 350 people from villages
scattered over several square miles
were collected and moved by rail
and water to a townsite that had
been laid out for them by the Pan-
ama Government. They came from
places called Gorgona, Gorgonita,
Waterloo and Matachin.
A special train, pulling four box-
cars, made two trips to move them
to Balboa. People, household goods,
building materials salvaged from
dismantled dwellings and a collec-
tion of animals worthy of Noah's-
ark were then loaded aboard a
lighter and towed 40 miles south-
west of Panama Bay to -a place
which was christened Nuevo
Gorgona.
Livestock included chickens,
ducks, geese, turkeys, pigs, goats,
dogs and "one spotted fawn," ac-
cording to an account in the Pan-
ama Canal Record of September 10,
1913, which also noted that "no
cats were to be seen." The men


made the trip on the deck of the
lighter along with the animals and
other cargo. Women and children
were privileged to ride in the rel-
ative luxury of the tug Chame,
which towed the lighter to its
destination.
The relocated people were quart-
ered temporarily in a building
erected for the purpose by the Pan-
ama Government, which arranged
to sell them building materials at
cost. A commissary stocked with
foodstuffs and household necessities
-was also established. The school-
house and a Catholic Church at
Gorgona were dismantled and trans-
ported to the new location, which
was formally dedicated on Decem-
ber 30 of the same year.
Many of the towns and hamlets
on the Isthmus came into being
with the building of the Panama
Railroad in the 1850's, some were
founded during the French effort
starting in 1�81,'but others date
back to the early days of naviga-
tion of the Chagres River, which
was an important trade route as
early as 1530.
Perhaps among the oldest settle-
ments along the route was the orig-
inal village of Gatun, which was
abandoned by the Americans during
the Canal construction period in
1908 and now is covered by 80 feet
of rock and dirt under Gatun Dam.
At the time it was abandoned, the
-town consisted -of a church and par-
ish house, a school, a dozen -snmall
shops and. about 90 dwellings. Ser-
viceable buildings were dismantled
and. reassembled at the present
location.
No one really knows 'how old the
original village was, but an early
description of Henry Morgan's cross-
ing to Panama in 1670 speaks of a
settlement called De los Bracos. The
description corresponds to the loc-

ation of Gatun. During the days of
the California gold rush the settle-
ment became. a stopping place for
travelers making the transisthmian
canoe and land journey. Here trad-
ers sold eggs at four for a dollar
and rented hammocks for $2 a
night.
The French chose Gatun as one
of their townsites in 1881. They
built machine shops and living
quarters for laborers. They called it
"Cite de Lesseps." It remained ac-
tive as an excavation work center
until 1888, when the first phase of
the French effort came to an end.
When the American Canal build-
ers arrived in 1904, Gatun was a
fairly large trading center. Bananas
and other produce from plantations
along the Gatun, Trinidad and Cha-
gres rivers were brought there for
shipment to market by rail. Accord-
ing to the Canal Record, once a,
week a shipment of from seven to
nine carloads of bananas was made
and on shipping day, as many as a
hundred canoes would 'tie up at
Gatun.
. Another important settlement on
the railroad line-was- Bolio, -which
the French used -as one of their
district headquarters. -They con-
structed a machine shop on the
West bank of the river at this point
and did considerable work there
under the old sea .level canal plan.
Later, when they abandoned. the
sea level concept in favor. of-a lock
type canal, Bohio w as considered' as
the site for the -first .locks aid -a
great deal of excavation was done
there. During the -early U:S: con-
struction period the Americans also
studied the possibility of building
a set of locks at this location.
Frijoles, which is still a stop on
the .railroad 'and the embarkation
point for the Smithsonian Tropical
Research Institute on Barro Colora-
do Island, was a village of 784 in-
habitants back in 1908. Among the
long-time residents was a legendary
old Frenchman who ran a distillery.
His rum, it is said, was of such
high quality that he boasted that it
was sold in Colon to rectifiers who
made it into "genuine French
cognac."
Gorgona, the next town south on
the old line, was headquarters for
the Canal's mechanical division,
which later was moved to Balboa.
At one time there were more than
2,000 men employed there.
Bas Obispo and Haut Obispo
were taken over from the French
and served as railroad camps. Bas
Obispo also was the site of the first
Marine Camp on the Isthmus-
Camp Elliot.
South of those townsites was Las
Cascadas, which at the height of
activity in this part of the Canal
had a population of 5,000, and still
farther south was Empire, where


the French made their first excava-
tion in Culebra Cut and established
their principal townsite. During the
American construction period. Em-
pire was the headquarters for sev-
eral Canal officials, including Lt.
Col. David D. Gaillard, in whose
memory the Cut was subsequently
renamed.
But Culebra was the official
capital of the ;Canal during con-
struction days. Here was the home
of the Governor of the Canal
Zone, the Chairman of the iCom-
mission and Chief Engineer, the
president of the railroad and, other
top officials. Chief Engineer John F.
Stevens had moved his base of
operations from Ancon to Culebra
in 1906. By 1908, when a census
of the Canal Zone was taken, Cule-
bra was the largest townsite, with a
population of 5,516.
Chroniclers-of the construction era
wrote fondly of Paraiso, which they
called the most ideaylly'located vil-,
lage on the line. Paraiso had been-
a way statiori on the railroad until
the French arrived and built a shop
and quarters for officials and labor-
ers. The Americans enlarged the
shop and built facilities for hous-
ing locomotives. But in 1908, dur-
ing the reorganization work under
Col. George W. Goethals, who suc-
ceeded Stevens, trains ceased to stop
at Paraiso. -
Pedro Miguel and:Miralores .also
date back to the 'French effort. Dur
ing the period \% hen Pedro Miguel
locks were being built, the U.S.
maintained.-an engine house' there-
with a capacity)for as many as -80-
locomotives. :
Corozal was tie headquarters for
the Pacific Division.. Named after.
the corozoo" p lm, the village is
mentioned in accounts that ante-
date the founding of New -Panama..
Ancon was founded by the
French, who in 1881 chose it as the
site for their general hospital, fore-
runner of the present Gorgas Hos-
pital. The settlement grew in ifn-
portance during the American con-
struction era and became the social
center of the ;Canal Zone with
the building of the Tivoli Hotel,
partially opened in 1906 during
the visit of President Theodore
Roosevelt.
Soon after the Tivoli went into
full operation, its large ballroom
was the scene of regular dances-
on the second and fourth Saturdays
of each month.'
But the town that was destined
to become the real center of activ-
ity in the Canal Zone was an un-
prepossessing village which had
grown up at the mouth of the Bio
Grande and which lay near the
Pacific entrance of the Canal. It
was called La Boca until April 30,
1909, when at the suggestion of
the Peruvian Minister to Panama,


Alfonso Pezet, Colonel Goethals
consented to changing the name to
Balboa. And, as someone wrote at
the time, it became the only town-
site in the Canal with a future, since
others had either disappeared com-
pletely or declined in importance.
Like Cristobal on the Atlantic, it
was to become the principal termi-
nal city and port for the Pacific en-
trance to the Canal. Large ocean
liners and merchant ships would
make it a regular port of call and
it would be equipped with a dry-
dock able to accommodate any ship
that could transit the Canal.

But the people who inhabited all
the villages and townsites along the
prism during the entire United
States construction period had one
thing in common: all were proud
to be a part of the greatest engi-
neering project of all time. They
gave the French full credit for their
effort. They also recognized that the
sacrifices, shortcomings and mis-
takes made by the French helped
point the way toward the success
of the United States effort.

La Division de Transporte a Mo-
tor inici6 recientemente la opera-
ci6n de un servicio de transport
para viajes cortos con el objeto de
ahorrar combustible y reducir el
millaje en el uso de los autom6viles.
Tres busitos nuevos, controlados por
radio, estAn operando actualmente
en el Distrito Sur y dos en el Dis-
trito Norte. Los despachadores de
viajes cortos reciben las solicitudes
de transport de 7 a.m. a 5 p.m.,
de lunes a viernes. La Divisi6n de
Transporte a Motor tiene como ob-
jetivo que- el lapso entire el mo-
mehto en que se recibe la llamada
solicitando transport y el que se
hace la recolecci6n, no sea mayor
de 10 minutes.
En el Distrito Sur, dos vehiculos
para viajes cortos se estacionarAn
en dos espacios reservados frente
al Edificio de Administraci6n. Los
empleados que esten en misi6n.ofi-
cial pueden obtener transport para
viajes cortos acudiendo a uno de
los vehiculos disponibles en el edi-
ficio y si no hay alguno disponible,
puede Ilamar al 52-3429. El tercer
vehiculo se mantendrA en reserve
en la Divisi6n de Transporte a Mo-
tor para ser enviado en cuanto el
despachador recibe. una llamada.
Las Areas que reciben el servi-
cio de viajes cortos incluyen An-
c6n, Balboa, Balboa Heights, Mine
Dock, Corozal a la Calle Rybicki
(no incluye a CArdenas Village),
Diablo, La Boca a la entrada este
del puente y Los Rios. Los pasa-
jeros que usen el servicio de viajes

En el Distrito Norte, se utiliza-
rAn dos vehiculos controlados por
radio para el servicio de viajes cor-
tos. Ambos vehiculos estaran en el
garaje de la Divisi6n de Transporte
a Motor en Crist6bal. Los emplea-
dos que est6n en misi6n official pue-
den obtener el servicio de viajes


Iniciose Segunda Fase

De Patrulla Conjunta
La segunda fase de la Patrulla
Conjunta que comprende la Policia
de la Comisi6n del Canal y la Guar-
dia Nacional de Panami se inici6
el 31 de julio. Como resultado de
ello, aproximadamente otros 100
miembros adicionales de la Guardia
Nacional de Panama, que completa-
ron recientemente el adiestramiento
de Patrulla Conjunta, estarAn patru-
Ilando el Area canalera. Tambien se
estA aumentando en la segunda eta-
pa el n6mero de vehiculos de la
Guardia Nacional de Panama que
se estAn usando. Estos vehiculos
reemplazaran a los de la Policia de
la Comisi6n del Canal, actualmente
en uso, pero seguiran tripulados por
un miembro de cada organizaci6n.
El period de transici6n de 30
meses del tratado. ha sido dividido
en tres fases, siendo cada una mar-

se asi una transici6n jurisdiccional
ordenada.
Esta adici6n de nuevas unidades
contribuira a aumentar la protec-
ci6n que la Policia de la Comisi6n
del Canal y la Guardia Nacional
de PanamA brindan a los residents
del Area de la Comisi6n del Canal.

sario del Canal de Panarn.i. En este
dia en 1914. el SS' Aucin, Uevando
como pasajeros a dignatarios de los
Estados Unidos y dde la Repiblica
de Panama asi como tambi6n fun-
cionarios del Canal de PanamA,
transit el Canal del Atlantico al
Pacifico para inaugural oficialmente
la via interoceanica.
Pero la apertura official del Canal
fue s61lo parte del drama continue
del Canal y de las personas que han
trabajado en su construcci6n y vivi-
do cerca del mismo. Los aniversa-
rios son tradicionalmente el mo-
mento para recorder el pasado. Pase

Patrimonio Hispanico
La semana del 13 al 20 de sep-
tiembre ha sido proclamada como
la Semana Nacional de Patrimonio
Hispanico. Establecida.por una Re-
soluci6n Conjunta del Congreso en
1968 como reconocimiento a los
Saportes hechos por los hispAnicos al
desarrollo y a la historic de los Es-
tados Unidos, la Semana de Patri-
monio HispAnico se ha convertido
en una tradici6n national.

por el gobierno federal para el uso
de los votantes en ausencia como
solicitud de inscripci6n y para ob-
tener un voto en ausencia. Las tar-
jetas pueden obtenerse en el Con-
sulado de Estados Unidos en la
Ciudad de Panama y sus dependen-
cias en Diablo y en Gatiin, en la
oficina del Consejero de Jubilaci6n
en Diablo, la Legi6n Americana, y
en varias otras organizaciones.
El FPCA deberA completarse con
la informaci6n que require el es-
tado en particular y enviarse con el
tiempo suficiente para cumplir con

Curso Dramftico
La UIiversidad del Canal de Pa-
naimi' anuncia que dictara un curso
de 12 semanas de duraci6n intitu-
lado, Introducci6n al Drama, a par-
tir del 12 de septiembre. El curso
no solo conmprende el studio de la
historic del arte dramitico sino tam-
bien la lectura y actuaci6n en esce-
nas de distintas obras.
La clase formarA el nicleo
del grupo teatral, "The College
Players", el cual produjo con 6xito

Las prActicas para la temporada
de fdtbol de 1980 de la Escuela
Secundaria de Balboa comienzan el

Estos cuatro j6venes y Amy Green, quien no aparece en la foto,
dependientes de empleados de la Comisi6n y del Departamento de
Defense, forman parte del Equipo Nacional de Nataci6n de Panamd,
de 35 miembros. Segun elresultado, el equipo de Panamd tenia motives
para sonreir-ganaron numerosas medallas y recibieron el trofeo del
equipo ganador del primer lugar.

t'rasladado temporalmente al segun-
do piso del Edificio 5051 en Diablo.
Este es el antiguo edificio del Club-
house de Diablo.

lando con el fin de crear espacio
adicional de instrucci6n necesario.

aproximadamente 60 dias, despu6s
de lo cual todo el personal, salvo
aquellos asignados a la Oficina de

El tren especial para empleados
de la Comisi6n, del Departainenio
de Defense y militares y sus depen-
dientes que resident en el sector
AtlAntico y deseen hacer compras
en las tiendas militares y comisaria-
tos en el lado Pacifico, harA el pri-
mero de los cuatro viajes de prueba
programados, mafiana. Los otros tres
viajes de prueba se harAn el 30 de
agosto y el 13 y 27 de septiembre.
Los empleados de la Comisi6n

tengan impedimentos fisicos o de
otro tipo y que en la actualidad no
estAn inscritos en ningin program
educativo y necesitan' los servicios
de educaci6n especial.
Los servicios de educaci6n espe-

Pueblos que Vinieron y se Fueron con la Construcci6n del Canal

Al surcar el Lago Gatin, result
dificil pensar que en un tiempo hu-
bo gente que vivi6, trabaj6, rez6 y
jug6 en poblados que actualmente
estan a 15 metros bajo el agua.
Los habitantes de las comunida-
des de los dias de la construcci6n
del Canal de PanamA y de las al-
deas que habian en el Area fueron
evacuados en 1912 y 1913, cuando
se estaba formando lo que fue en
su 6poca el lago artificial mis gran-
de del mundo. Algunos no vacila-
ron en mudarse. En cambio, a otros
hubo que persuadirlos. Despu6s de

habian dicho que esas tierras se
inundarian y no pas6 nada.
Algunos testarudos espeiaron has-
-ta que el agua les Ilegara practica-
mente a la puerta de sus casas. La
administraci6n del Canal y el Go-
bierno de Panama colaboraron en
el traslado de los 61timos residents
en septiembre de 1913.
Unas 350 personas de aldeas si--

ta una poblaci6n que habia sido es-
cogida para ellas, por el Gobierno
de Panama. Provenian de lugares
llamados Gorgona, Gorgonita, Wa-
terloo y Matachin.
Un tren especial de cuatro furgo-
nes hizo dos viajes para llevarlos
hasta Balboa. Pasajeros, articulos
caseros, materials de construcci6n
rescatados de viviendas desmante-
ladas y una colecci6n de animals
comparable a la 'del area de No6
fueron colocados en una barcaza y
Ilevados unos 60 kil6metros al sur-
oeste de Panama a un lugar que re-
cibi6 el nombre de Nuevo Gorgona.
A bordo habia pollos, patos, gan-
sos, pavos, cerdos, cabras, perros y
hasta "un cervato manchado", se-
gun el Panama Canal Record del
10 de septiembre de 1913, que se-
i1al6 que "no habia un. solo gato".
Los hombres hicieron el viaje sobre
cubierta en la barcaza, junto con
los animals y la carga. Las muje-
res y nifios pudieron viajar en la
relative cornodidTldi que les brinda-
ba' el remolcador Chame, que llev6
la barcaza a-su destino.
Y 'ueron alojados temporalmente
en ni- edificio erigido para tal fin
por el Gobierno de Panama, que
habia hecho arreglos para venderles
al costo los materials de construc-
ci6nr. Se estableci6 un comisariato
surtido de viveres y articulos nece-
sarios -para 1l hogar. La escuela y
la iglesia cat6lica de Gorgona fue-
ron.:desmantaladas y llevadas al
nuevo lugar que fue dedicado for-
malnienrte -el 30--dediciembre -del
-mlsiao :ano.
Muchos de los pueblos y .villo-
rrios del Istmo -nacieron con la
construcci6n -del Ferrocarril de Pa-
-namA -en -la d6cada de 1850. Algu-
nos fueron fundados por los fran-
ceses, a partir de 1881, pero otros
datan de los primeros dias de la
navegaci6n por el iio Chagres, que
ya para 1530 era' ruta commercial
-importante.
Quizis el mas antiguo de estos
poblados fue la aldea original de
Gatin, que fue abandonada por los
norteamericanos durante el period
de construcci6n del' Canal en 1908
y ahora esta cubierto por unos 25
metros de tierra y roca, bajo la Re-
presa de Gat6n. Para cuando fue
abandonado, el pueblo tenia una
iglesia y casa parroquial, escuela,
una docena de pequefios almacenes
v unas 90 viviendas. Los edificios
utilizables fueron desmantelados y
reconstruidos donde esta la pobla-
ci6n actual.

Nadie sabe cuAndo naci6 Gat6n,
pero una descripci6n del cruce del
Istmo realizado por Henry Morgan
en 1670, habla de un lugar llamado
Los Bracos. La descripci6n corres-
ponde al lugar donde se encontra-
ba Gatnin. Durante los dias de la
Fiebre del Oro de California, el po-
blado se convirti6 en estaci6n para
los viajeros que cruzaban el Istmo
en canoa y a pie. Alli se vendian
huevos a cuatro por $1 y se alqui-
laban hainacas a $2 la noche.


En 1881, los franceses escogieron
a Gatin como una de sus poblacio-
nes. Construyeron talleres y casas
para los trabajadores. Lo lamaron
"Cit6 de Lesseps". Fue centro de
excavaciones hasta 1888, cuando
fracas6 la primera fase del esfuerzo
frances.

Cuando Ilegaron los constructores
norteamericanos del Canal en 1904,
Gatin era centro commercial de re-
gular importancia. Alli llegaban los
bananos y otros products de las
plantaciones situadas a orillas de los
rios Gatdn, Trinidad y Chagres, pa-
ra su envio por tren al mercado. El
Canal Record dice que una vez por
semana se hacia un embarque de
siete a nueve vagones cargados de
bananos. En esas ocasiones se veian
hasta 100 canoas amarradas en
Gat6n.
Bohio era otro pueblo important
de la linea del ferrocarril y que los
franceses usaron como base distri-
torial. Construyeron un taller en la
orilla occidental del rio y efectua-
ron considerable trabajos de acuer-
do con el plan original de un canal
a nivel del mar. MAs tarde, cuando
decidieron construir un canal a es-
clusas, Bohio fue considerado como
el lugar donde estaria el primer
juego de ellas y alli se excav6 ex-
tensamente. Al principio de la cons-
trucci6n por los norteamericanos,
tambi6n se estudi6 la posibilidad de
construir alli un juego de esclusas.

En 1908, Frijoles, que todavia es
una estaci6n del ferrocarril y el-lu-
gar de embarque para ir al Insti-
tuto Smithsonian d& Investigaci6n
Tropical en la Isla Barro Colorado,
era un poblado con 784 habitantes.
Entre los antiguos residents se en-
contraba un frances que tenia� una
destileria. Se jactaba de que su ron
era de tan alta calidad que lo ven-
dia en Col6n a rectificadores que
lo convertian en genuineo cofiac
frances".

Gorgona, el pr6ximo pueblo de la
linea hacia el sur, era la sede de la
Division de MecAnica del Canal,
que despu6s fue trasladada a Bal-
boa. En ocasiones, trabajaron alli
mas de 2,000 hombres.
Bajo Obispo y Alto Obispo fue-
ron entregados por los franceses y
sirvieron como campamentos de fe-
rrocarril. En Bajo Obispo estuvo
tambi6n el Primer Campamento de
Infanteria de Marina que hubo en
el Istmo-Camp Elliott.

Al sur de estas poblaciones esta
Las Cascadas, que lleg6 a tener
5,000 habitantes cuando la activi-
dad lleg6 al mAximo en ese sector
del Canal. Todavia mAs al sur esta-
ba Emperador, donde los franceses
hicieron las primeras excavaciones
en el Corte Culebra v establecieron
su principal poblacion. Durante el
period norteamericano de construc-
ci6n, Emperador fue la sede de va-
rios funcionarios del Canal, entire
ellos el Teniente Coronel David D.
Caillard, en cuya memorial fue bau-
tizado el Corte posteriormente.


Pero Culebra fue la capital official
del Canal durante la construcci6n.
Alli estaba la residencia del Gober-
nador de la Zona del Canal, Presi-
dente de la Comisi6n del Canal Ist-
mico e Ingeniero Jefe, ademis de la
del president del ferrocarril y las
de otros altos funcionarios. El Inge-
niero Jefe John F. Stevens habia
trasladado su base de operaciones
de Anc6n a Culebra, en 1906. Para
1908, cuando se hizo un censo de
poblaci6n en la Zona del Canal,
Culebra era la poblaci6n mas gran-
de. con 5,516 habitantes.

Los cronistas de la era de la cons-
trucci6n se referian con carifio a
Paraiso, que calificaban como la po-
blaci6n situada mas idealmente en
toda la line. Paraiso habia sido es-
taci6n del ferrocarril hasta que lle-
garon los franceses y construyeron
alli un taller y viviendas para fun-
cionarios y obreros. Los norteame-
ricanos agrandaron el taller y cons-
truyeron instalaciones para guardar
locomotoras. Pero en 1908, durante
la reorganizaci6n efectuada por el
Coronel George W. Goethals, quien
reemplaz6 a Stevens, los trenes de-
jaron de parar en Paraiso.


:Pedro Miguel y Miraflores tam-
bien datan del tiempo de los fian-
ceses. Cuando se construian las Es-
clusas de Pedro Miguel, los norte-
americanos tenian alli una casa de
maquinas con capacidad para.80 lo-
comotoras. Con los norteamericanos,
Corozal era entonces la sede de la
Division del Pacifico. Este poblado
ciiyo nombre se deriva de la palma
de' corozo, es mencionado en rela-
tos anteriores a la fundaci6n de la
nueva Panama.

Anc6n fue fundado por los fran-
ceses, que en 1881 lo escogieron
como el sitio de su hospital gene-
ral, antecesor del Hospital Gorgas.
Cobr6 importancia durante la era
norteamericana de construcci6n y


se convirtlO en el centro social de
la Zona del Canal con la construc-
ci6n del Hotel Tivoli, inaugurado
parcialmente en 1906, durante la
visit del Presiderite Teodoro
Roosevelt. Despubs que el Tivoli
fue terminado, el segundo y cuarto
sAbado de cada mes habia'elegan-
tes bailes en su imponente sal6n
principal.

Pero el lugar que estaba destina-
do a convertirse en el verdadero
centro de la actividad en la. Zona
Canal era un insignificant caserio
que habia crecido en la desembo-
cadura del Rio Grande y que que-
daba cerca de la entrada del Paci-
fico del Canal. Se Ilam6 La Boca
hasta el 30 de abril de 1909, cuan-
do por sugerencia de Alfonso Pe-
zet, Ministro del Per6 en Panama,
el Coronel Goethals accedi6 a larle
el nombre de Balboa. Como alguien
escribi6 entonces, fue la Anica po-
blaci6n de la Zona del Canal con
future, puesto que las demrs ha-
bian desaparecido o disminuido en
importancia.

Al igual que Crist6bal en el
Atlantico, iba a convertirse en ciu-
dad y puerto principal en el lado
Pacifico del Canal. Seria puerto de
escala regular de grandes trans-
atlAnticos y mercantes y estaria
equipado con un dique seco capaz
de tender cualquier nave que pu-
-diera transitar por el Canal.

Pero las gentes que habitaban las
aldeas y poblaciones siitadas a lo
largo del cauce del Canal, durante
el.periodo norteamericano de cons-
-trucci6n, tenian algo en coming: Es-
taban orgullosas de former parte
del proyecto de ingenieria mas gi-
gantesco de todos los tiempos. Die-
ron a los franceses complete cr6di-
to por su esfuerzo. Reconocieron,
ademas, que los sacrificios, defects
y errors de los franceses ayudaron
a los norteamericanos a encontrar
-el camino del 6xito.
