Carter calls for Selective

Service registration of men


The following information has
been received from the U.S. Em-
bassy in Panama:
President of the United States
Jimmy Carter has issued a procla-
mation calling for the registration
with the Selective Service System of
all male U.S. citizens born in 1960
and 1961. Registration will take
place between July 21 and August 1
and must be made at the U.S.
Embassy or nearest Consulate
Office in the country in which the
registrant is visiting or residing.
The information required on the
registration forms includes the
registrant's name, address, tele-
phone number, social security num-
ber and date of birth. The cards will
be sent by the State Department to
the Selective Service System in the
United States, where the informa-
tion will be processed. by computer.
Each registrant will then be mailed
an acknowledgment letter together
with a computer read-out copy of
the information entered on him in
the system. Any inaccurate infor-
mation should be corrected on the
read-out and mailed back to the
Selective Service System.
Sregistrant who changes his
address is required to inform the
Selective Service System by filling
out and mailing a change-of-
address form which may also be
obtained from the consulate offices
overseas or from post offices in the
United States.


President Carter is calling for
registration at this time to improve
the manpower readiness of the
United States. When the all-
volunteer force came into being in
1973, it was never intended to stand
alone in the event of a national
emergency and it was assumed that
registration would continue. The
present call is simply a reactivation
of registration which was tem-
porarily suspended by President
Ford in 1975.
This call for registration is not a
return to the draft, which can only
be called for by Congress. The
President has no plans at present to
ask Congress for that authority.
Failure to register is punishable,
however, and may result in a
$10,000 fine and/or five years in
prison.

McTaggart
Tilcia (Tilly) R. McTaggart, a
personnel staffing specialist at
Headquarters 193d Infantry Bri-
gade's Civilian Personnel Office,
has been appointed deputy director
of the Panama Canal Commission's
Office of Equal Opportunity. She
succeeds Anne Hernandez, who has
retired after 18 years of U.S.
Government service and departed
for the United States.
Mrs. McTaggart joins seven
other grade 13 women currently
holding supervisory or manage-
ment positions in the Panama
Canal Commission.
A firm believer that a successful
EEO program can be an enormous
positive influence in any agency,
Mrs. McTaggart contends that to
be a success an EEO program must
have full credibility in the eyes of the
workforce. She believes this credi-
bility can only be obtained if the
EEO program has the full and
active support of all levels of
management. "As Deputy Director
of the Commission's Office of Equal
Opportunity, I will do my best to
meet both challenges," said Mrs.
McTaggart, who will assume her
new duties on Monday.
Well qualified for her new
position, Mrs. McTaggart brings
with her a background of several
years of experience in personnel
activities and extensive specialized
training pertinent to equal employ-
ment opportunity and human rela-
tions.

The Blue Pencil Publications
Contest is sponsored by-the Na-
tional Association of Government
Communicators, a non-profit or-
ganization devoted to education
and professional development at
the local, state and federal levels.
This year there were more than 525
entries submitted to the contest
and 73 received recognition.
The purpose of the contest is not
only to recognize excellence, but
also to provide a way for writers,
editors and designers to improve
their publications by knowing those
publications that are judged su-
perior to others and by knowing
why they are so judged.

bachelor of arts degree in English at
Florida State University at Talla-

master's degree in Human Rela-
tions by the University of Okla-
homa and is currently in the process
of completing a second master's
degree, in guidance and counseling,
at the same university.
Mrs. McTaggart began her career
in the U.S. Government in 1963 asa
substitute teacher in the Canal Zone
schools. A short time later she went
to work as a training instructor at
the Inter-American Air Forces
Academy (IAFFA) at Albrook. In
1970, she transferred to the Train-
ing and Development Branch of the
193d Infantry Brigade, where she
worked for several years as an


employee development specialist.
In this capacity she served as
coordinator for the Brigade's Up-
ward Mobility Program, Coopera-
tive Education Program, Intern
Program and Apprenticeship Pro-
gram.
Among the numerous specialized
training courses she has completed
are EEO Program Planning and
Execution, EEO Counseling, Up-
ward Mobility Counseling, Race
Relations Instructor's Course, La-
bor Relations Seminar for Execu-
tives, Personnel Management for
Executives and several Federal
Women's training programs.
In addition to meeting the
obligations of job and academia,
Mrs. McTaggart is also a wife and
mother. She is married to Com-
mission employee John McTaggart,
and they have two children, John
and Darcy, who are 21 and 18,
respectively.
Active in social, civic and cultural
groups in Panama, Mrs. Mc-
Taggart is a member of the Damas
Guadalupanas, a women's social
organization that sponsors a num-
ber of events during the year to
benefit the needy. She is also a
member of the Comit6 de Ayuda
Social, a women's group that is
dedicated to helping the destitute.
Working backstage and in the
production end of theatrical presen-
tations, she participates in the
activities of El Teatro en Circulo, an
amateur theatrical group in Pan-
ama.

The Fort Clayton Library invites

Sports physical

Students who plan to participate
in Department of Defense Depen-
dent Schools football or girls'
basketball are required to have a
physical examination before the
first practice, which will take place
on August 18 for football and on
September 2 for girls' basketball.
Any student who does not complete
a sports physical before the first
practice will not be eligible to
participate.
Students and their parents should
first visit the Community Health
Nursing Office at'Balboa or at Coco
Solo Army Hospital and complete
the required DODD schools form.
Appointments will then be made for
the physical.
The Community Health Nursing
offices are located next to the Army
Commissary in Balboa and on the
4th floor of the Coco Solo Army
Hospital. Office hours are 7:15 to

Balboa 'Y' tours
for this fall
Two 'first-time-ever' tours to
Colombia and Mexico were re-
cently announced by the Balboa
YMCA as part of their newtravel
service. Both tours are available to
the general public.
Tentatively scheduled for the last
week of August is a tour to two
Colombian national parks, both
world famous for their archeo-
logical treasures. San Agustin Na-
tional Park and Tierradentro Na-
tional Park are located in the center
of Colombia and are the sites of
extensive pre-Colombian Indian
settlements. Throughout San Agus-
tin, there are. large carvings and
columns, while Tierradentro is
noted for its series of underground
burial chambers.
In addition to the national parks,
stops are scheduled at several
Colombian towns in the area, and
hotel accommodations will be in a
former monastery in the town of
Popayan.
Columbus Day weekend is the
date of the first organized group
tour to one of the Club Mediter-
ranean's most popular resort areas,
Cancun, Mexico. Club Med is
world famous for its extensive
tourist facilities, which include
horseback riding, tennis, and beau-
tiful hotel accommodations. Can-
cun is located on the Yucatan
Peninsula and is very near several
Mayan ruins, including Chicheni
Itza.
"We're continuing our policy of
organizing tours to seldom visited
places," stated Program Director
Glen Bryson, "and these two fall
tours should be some of the most
exciting we've ever offered." Com-

Martial art
The martial art of Korean Tang

Ladies'exercise class
The Howard Base Gym and

Wednesday, and Friday evening is
taught by Mary Sculuca from 7 to 8
p.m. The morning gym is operated
by Sarah Keefer and classes are held
from 9 to 10 a.m. Monday,
Tuesday, Wednesday and Friday.
Both classes teach stretching, toning,
and aerobics exercises.
Women enrolled in Keefer's class
may use the weight room, racquet-
ball and basketball courts, as well as
the ladies' sauna.

Reading marathon
Children are still welcome to
participate in the reading marathon
at the Fort Sherman Library. The
program will continue through July
31. Also, there are story hours at the
library for children from three to

Local bid sales
The Defense Property Disposal
Office will conduct a Spot Bid Sale
at 8 a.m. on July 15 at Building745,
Corozal. Customers may inspect
property from July 8 to 14 from 9
a.m. to 3 p.m. Registration of
bidders will begin at 7 a.m. on the
day of the sale. Some items in this
sale are: clothing, electronic equip-
ment, furniture and vehicles.
The 193d Infantry Brigade (Pan)
Morale Support Fund will hold an
excess property bid sale July 16 to

property is at Building 178 Fort
Clayton and at the Fort Gulick
Aquativity Center. Minimum bids
will be accepted to 3 p.m. on July

Studies show

Panama plant

capital of

the Americas

The Missouri Botanical Garden
has recently completed a study
entitled, the "Flora of Panama."
The result of almost forty years of
endeavor, the study comprises
extensive botanical information
that is of interest and benefit to
scientists the world over.
Studies of scientists from the
Missouri Botanical Garden reveal
that there are more plant species in
Panama and neighboring Colombia
than in all of North and South
America put together and that
almost 1,000 of these are endemic to
Panama alone. The studies also
show that more new plant species
have been collected in Panama than
in any other Central American
country.
The "Flora of Panama" offers
detailed information about plants,
their seeds, fruit and phenology (the
"timing" of a plant, what triggers
blooming and what determines how
long the bloom lasts). The study will
never actually be "complete," since
new plants are expected to be
discovered in Panama; neverthe-
less, it does serve as a basic guide to
the scope of plant life on the
Isthmus.
The Missouri Botanical -Garden
has been active in Panama since
1'926, wiehea tropical station was set
up in Balboa using the private but
world-famous orchid collection of
Charles Powell as a nucleus. Called
the "Missouri Botanical Garden
Tropical Garden in Balboa" and
known locally as "The Orchid
Garden," the station was trans-
ferred to the Panama Canal Com-
pany in 1939 and became a branch
of the Canal Zone Experimental
Garden.
In 1943 the Missouri Botanical
Garden initiated formal research on
the flora of Panama and for the next
27 years sent expeditions from the
United States to make collections
and observations and then to return
to the home institution to catalogue
the material prior to the next trip
out.
In 1969 the Garden opened the
Summit Herbarium (a collection of
dried, plant specimens) and Library
at Summit Gardens. The following
year a field station was set up in
Panama with the cooperation of the
Smithsonian Tropical Research In-
stitute which offered space for an
office and drying facilities, and the
herbarium and library were moved
there. A resident botanist is as-
signed each year to man the field
station and work on a specialty of
his own while continuing the search
for new plants.
The field station permits a year
round presence near collecting
areas and makes it possible to honor
requests from elsewhere for specific
kinds of plant materials.
This year the resident botanist is
Tom Antonio, a 30-year-old bota-
nist and doctoral candidate who
was born with a need for "making
order out of the confusion" around
him and with a passion for
collecting and classifying, but who

did not discover his bent for botany
until -his last year of college at
Miami University in Ohio.
For Antonio,. the peace and
tranquility of working with plants
was a great enough attraction to
cause him to switch majors, study
an extra year and go on for his
master's degree in botany.
In Panama, it is a challenge for
him to go where no other scientist
has been, to find and collect plants
that look new or different and to
bring back specimens that will be
dried and added to the collection at
the herbarium. Often specimens are
also sent to the Missouri Botanical
Garden's home office in St. Louis,
which has the largest Panamanian
collection in the world.
Antonio also collects already
known plants in different stages of
their lifespans in order to obtain
information on every aspect of each
plant's life. The usefulness of a plant
and its toxicity are often included in
the report.
Recently he sent a package of
dried plant specimens to a doctor
working in cancer research. The
plant is known to have many
curative properties and will be
examined and tested to see whether
it could be a cure for cancer.
Antonio collects approximately
80 different plants a day in addition
to collecting and studyingg his
specialty, Siparuna, a small bush or
tree with a red fruit and distinct
lemon smell, which he became
fascinated with while on a field trip
in Costa Rica. Eight species of
Siparuna are already known in
Panama, but Antonio says that he
has found even more.
Antonio said that the greatest
obstacle to discovering new plants is
that the forests are disappearing
because of man's encroachment and


that much of the remaining forest
has already been investigated.
Enormously enthusiastic about
the work he does, Antonio says that
the greater the collection of plants,
the greater is the opportunity for
understanding plant evolution. He
is particularly pleased to have been
here for the completion of the
"Flora of Panama," and expects to
make some interesting additions to
the information it contains.


BHS, CHS win

Army's highest

J-ROTC award

The First Battalion Junior ROTC
unit at Balboa High School recently
received the Honor Unit with
Distinction award from the Depart-
ment of the Army for the eighth
straight year. The Second Battalion
at Cristobal also received a score
which placed the unit in the Honor
Unit with Distinction category but,
is ineligible to receive the award
because its enrollment is less than
100 U.S. students.
The Honor Unit with Distinction
award is the highest award which
can be bestowed on a JROTC unit.
The Balboa and Cristobal units
competed with 178 schools that
have JROTC programs in the First
Region, which includes all the states
along the eastern seaboard of the
United States, West Virginia, Penn-
sylvania, Puerto Rico, and the
Virgin Islands.
Receipt of the award permits the
unit to nominate a number of its
more highly qualified cadets to the
U.S. service academies. This is a
separate nominating category from
which appointments are made by
the different academy selection
boards.

If you are expecting visitors to
Panama, especially those with
known medical or dental problems,
the following information will be of
interest.
Individuals visiting Panama are
not eligible for routine medical or
dental care from Department of
Defense facilities such as Gorgas or
Coco Solo Army hospitals. Only
those individuals who are eligible
for treatment in military facilities in
the United States, such as retired
U.S. military personnel or military
dependents, are eligible for the same
type of treatment in U.S. military
facilities in Panama.


Visitors who do not qualify for
treatment at U.S. military facilities
may receive medical attention from
any of the numerous clinics or
private practice physicians in the
Republic of Panama. However, it
should be remembered that ME-
DICARE does not cover indi-
viduals outside of the United States,
nor do many private insurance
policies.

Carter llama a registro en el

Servicio Militar Obligatorio


La siluiente informacidn ha sido
recihida de la Emlajada de los
Estados Unidos en Panamda:
El President de los Estados
Unidos Jimmy Carter ha emitido
uina proclama requiriendo que
todos los ciudadanos estadouniden-
ses, varones, nacidos en 1960 y 1961
se registren en el Sistema del
Servicio Militar Obligatorio. El
registro se Ilevard a cabo entire el 21
de julio y el 19 de agosto y debera
hacerse en la Embajada o Consula-
do de Estados Unidos mais cercano,
en el pais en donde el que se debe
registrar este de visit o residiendo.
La informaci6n requerida en los
formularios de inscripci6n incluye
el nombre del que se registra,
direcci6n, nuimero de tel6fono,
n6mero de seguro social y fecha de
nacimiento. Las tarjetas serin en-
viadas por el Departamento de
Estado al Sistema de Servicio
Military Obligatorio en Estados
Unidos, donde la informaci6n sera
procesada por computadora. A
cada uno de los que se registren se le
enviara por correo una carta de
acuse de recibo acompafiada de una
copia de la informaci6n que se ha
registrado sobre 61 en el sistema.
Cualquier informaci6n incorrect
debera ser corregida en la hoja de
informaci6n que se le ha enviado y
de.uelta por correo al Sistema del
Ser lcio fita oligf"Htor.'
Una persona registrada que cam-
bie de direcci6n deberd informarlo
al Sistema de Servicio Militar
Obligatorio mediante el envio de un
formulario de cambio de residencia,
que tambi6n puede obtenerse en las
oficinas consulares en el extranjero


o en las oficinas de correos en los
Estados Unidos.
El President Carter ha hecho
este Ilamado al registro en este
moment con el prop6sito de
aumentar el potential human
disponible en estado de alerta, de
los Estados U nidos. Cuando se cre6
la fuerza a base de voluntarios en
1973, nunca hubo el prop6sito de
que 6sta actuara sola en caso de una
emergencia national y se dio por
sentado que el registro continuaria.
El present Ilamado es simplemente
una reactivaci6n del registry que fue
suspendido temporalmente por el
President Ford en 1975.
Este Ilamado al registro no es un
regreso al reclutamiento, el cual
solo puede ser requerido por el
Congress. El Presidente no proyec-
ta al present solicitar esa autoriza-
ci6n al Congreso.
Sin embargo, el dejar de regis-
trarse es penable y puede dar co-
mo resultado una multa de $10,000
y/o cinco afios de cArcel.

La edici6n del 1I de octubre de
1979 del Panama Canal Review que
destac6 en su portada una fotogra-
fia nocturna del Edificio de Admi-
nistraci6n en Balboa, acaba de
ganar el tercer lugar en la categoria
de "Publicaciones Informativas de
Empresas" de los Premios Blue
Pencil para publicaciones del go-
bierno sobresalientes. El premio
fue presentado a Willie K. Friar,
Subdirectora de Informaci6n y
Editora del Review.
El Concurso de Publicaciones
Blue Pencil esti patrocinado por la
Asociaci6n Nacional de Comunica-
ciones, una organizaci6n sin fines
de lucro dedicada a la educaci6n y
desarrollo professional al nivel local,
estatal y federal. MAs de 525 pu-
blicaciones fueron enviadas al con-
curso este afio y 73 recibieron
reconocimiento.
El concurso tiene como finalidad
no solo reconocer la excelencia,
sino tambi6n proporcionar a los
escritores, editors y disefiadores
una forma de mejorar sus publica-
ciones a trav6s del conocimiento de
aquellas publicaciones que son juz-
gadas superiores a otras y por qu6
son juzgadas en esa forma.

McTaggart, subdirectora de OEO


Tilcia (Tilly) R. McTaggart, espe-
cialista en t6cnicas de personal en la
Oficina de Personal Civil de la Co-
mandancia dela Brigada 193 de In-
fanteria, ha sido nombrada subdi-
rectora de la Oficina de Igualdad de
Oportunidades de la Comisi6n del
Canal de Panama, en reemplazo de
Anne Hernandez-quien despues de
prestar servicios en el gobierno de
Estados Unidos por 18 afios,-se
acogi6 a lajubilaci6n y parti6 hacia
los Estados Unidos.
La Sra. McTaggart se une asi a
las otras siete empleadas de grado
13 que actualmente prestan servicio
en posiciones a nivel de supervision
o de administraci6n en la Comisi6n
del Canal de Panama.
Una convencida de que un pro-
grama de Igualdad de Oportunida-
des de Empleo(EEO) exitoso puede
ejercer una enorme influencia posi-
tiva en cualquier agencia, la Sra.
McTaggart sostiene que para que
un program de EEO tenga 6xito
debe contar con una credibilidad
complete de parte de la fuerza labo-
ral. Consider que esta credibilidad
solo puede obtenerse si el program
de EEO cuenta con el respaldo total
y active de todos los niveles de la
administraci6n. "Como subdirec-
tora de la Oficina de Igualdad de
Oportunidades de la Comisi6n,
har6 lo mejor que pueda para ha-
cerle frente a ambos desafios", dijo
la Sra. McTaggart, quien se hard
cargo de sus nuevas funciones la
pr6xima semana.

posici6n, la Sra. McTaggart cuenta

la Universidad del Estado de Flo-
rida en Tallahassee; en 1974, la
maestria en Relaciones Humanas
en la Universidad de Oklahoma yen
la actualidad estA en el process de
completar una segunda maestria, en
direcci6n y asesoramiento, en la
misma universidad.
La Sra. McTaggart comenz6 su
carrera con el gobierno de Estados
Unidos en 1963 como maestra subs-
tituta en las escuelas de la Zona del
Canal. Poco tiempo despu6s pas6 a
trabajar como instructor de cursos
de adiestramiento en la Academia
Interamericana de Fuerzas A6reas
(IAFFA) en Albrook. En 1970 se
traslad6 al Ramo de Adiestramien-
to y Desarrollo de la Brigada 193
de Infanteria, donde trabaj6 por

program de adiestramiento de em-
pleados. En esta capacidad se de-
sempefi6 como coordinadora de los
programs de Movilidad Ascenden-
te, Cooperativo de Educaci6n, de
Internos y de Aprendizaje.
Entre los numerosos cursos de
adiestramiento especializado que
ha completado, estan Planificaci6n
y Ejecuci6n de Programa de EEO,
Asesoramiento de EEO, Asesora-
miento de Movilidad Ascendente,
Curso para Instructores de Rela-
ciones Raciales. Seminario de Rela-
ciones Obrero-Patronales para Eje-
cutivos, Normas de Personal para
Ejecutivos y various programs
federales de adiestramiento para
mujeres.
Ademis de cumplir con sus obli-
gaciones de trabajo y acad6micas, la
Sra. McTaggart tambi6n es esposa
y madre. Esta casada con John
McTaggart, empleado de la Comi-
si6n y tienen dos hijos: John y
Darcy, de 21 y 18 afios de edad,
respectivamente.
Activa en grupos sociales, civicos
y culturales en PanamA, la Sra.
McTaggart es miembro de las
Damas Guadalupanas, una organi-
zaci6n social femenina que patro-
cina events durante el ailo a bene-
ficio de los necesitados. Tambi6n
es miembro del Comit6 de Ayuda
Social, un grupo de damas que se
dedica a ayudar a los indigentes.
Igualmente participa en las acti-
vidades del Teatro en Circulo, un
grupo teatral aficionado de Pana-
ma, colaborando en los trabajos
detrAs del scenario y en la pro-
ducci6n de las presentaciones
teatrales.

Giras del "Y"

Dos giras "por primera vez" a-
Colombia y M6xico fueron dadas a

YMCA de Balboa, como partede su
nuevo servicio de viajes. Ambas

Tentativamente se ha prograrria-
do para la ultima semana de agosto
una gira a dos parques nacionales
colombianos, los cuales son famo-
sos mundialmente por sus tesoros
arqueol6gicos. Los Parques Nacio-
nales de San Agustin y de Tierra-
dentro estan ubicados en el cernfro
de Colombia y en los mismos
existieron extensas poblaciones in-
digenas pre-colombinas. A.lo largo
de San Agustin se encuentran
grandes esculturas y columns,
mientras que Tierradentro es reco-
nocida por sus tumbas bajo tierra.
Ademas de los parques naciona-
les, se ha programado paradas en
varias poblaciones colombianas del
area y el alojamiento sera en un
antiguo monasterio de la ciudad de
PopayAn.
El fin de semana del Dia de la
Raza se ha escogido como la fecha
para realizar la primera gira de
grupo a uno de los lugares de recreo
mis populares del Club Mediterrd-
neo: Cancun, Mexico. El Club
Med es famoso en el mundo por sus
extensas instalaciones turisticas,
que incluyen equitaci6n, tenis y

Recientemente el Jardin Boti-
nico de Missouri complete un
studio intitulado, la "Flora de
Panama". El studio, que es el
resultado de aproximadamente cua-
renta afios de esfuerzo, contiene una

Los studios de los cientificos del
Jardin Botanico de Missouri han
revelado que hay mas variedades de
plants en Panama y en el pais
vecino de Colombia que en todo
Norte y Sur America juntos y que
casi 1,000 de estas son end6micas en
PanamA solamente. Los studios
tambi6n muestran que se han
recogido en Panama mas varieda-
des nuevas de plants que en
cualquier otro pais centroamerica-
no.
La "Flora de Panama" ofrece
informaci6n detallada sobre plan-
tas, sus semillas, fruto y fenologia
mediaa del tiempo de una plant,
qu6 provoca el florecimiento y qu6
determine cuanto tiempo durara la
floor . El studio nunca quedara
realmente completeo", ya que se
espera descubrir nuevas plants en
Panama; no obstante, sirve como
una guia basica para conocer el
alcance de la flora del Istmo.
El Jardin Botanico de Missouri
ha estado active en Panama desde
1926, cuando se estableci6 una
estaci6n tropical en Balboa utili-
zando la..colecci6n de orquideas,
privada pero mundialmente famo-
sa, de Charles Powell como un
n6cleo. Llamado el "Jardin Tropi-
cal del Jardin Botanico de Missouri
en Balboa" y conocido localmente
como "El Jardin de las Orquideas",
la estaci6n fue transferida a la
Compafifa del Canal de Panama en
1939 y se convirti6 en un ramo del
Jardin Experimental de la Zona del
Canal.
En 1943 el Jardin Botanico de
Missouri inici6 la investigaci6n
formal sobre la flora de PanamA y
durante los siguientes 27 afios envi6
expediciones desde los Estados
Unidos para hacer colecciones y
observaciones y luego regresar a la
instituci6n matriz para catalogar el
material, antes de su pr6ximo viaje
al lugar.
En 1969 el Jardin abri6 el
Herbario Summit (una colecci6n de
muestras de plants secas) y la
Biblioteca en los Jardines Summit.
Al afio siguiente se estableci6 una
estaci6n de campo en Panama con
la colaboraci6n del Instituto Smith-
sonian para Investigaci6n Tropical
que ofreci6 el espacio para una
oficina e instalaciones de secado y el
herbario y la biblioteca fueron
trasladados alli. Un botanico
resident es asignado anualmente
para dirigir la estaci6n de campo y
trabajar en su propia especialidad
mientras continIa la b6squeda de
nuevas plants.
La estaci6n de campo permit
estar durante todo el afio cerca de
las Areas de colecci6n y hace possible
cumplir con la solicitudes que Ilegan
de otros lugares sobre tipos especi-
ficos de plants.
Este afio el botanico resident es
Tom Antonio, un botanico de 30
afios de edad y candidate al
doctorado quien naci6 con la
necesidad de "poner orden en la
confusion" a su alrededor y con una
pasi6n por coleccionar y clasificar,
pero que no descubri6 su inclina-
ci6n por la botanica hasta cuando
cursaba su iltimo afio universitario

Tom Antonio consider que ha encontrado una variedad de
heliconia que hasta elpresente no habia sido clasificada, to cual
es un acontecimiento especial para un bot6nico. La heliconia,
una plant del nuevo mundo y miembro de lafamilia del banano,
es polinizada por los colibries. En la gr6fica, Antonio examine
cuidadosamente la nueva variedad, que es de un color amarillo
subido y cubierta de pelusa.

atractivo para cambiar su especiali-
zaci6n y estudiar un afio adicional
para optar por su maestria en
botanica.
En Panama es un desafio para 1l
ir a donde ningsn otro cientifico ha
estado, encontrar y recoger plants
que se ven nuevas o diferentes y
traer de regreso muestras que se
secarin v' agregaran a la colecci6n
del herbario. Con frecuencia las
muestras tambi6hison enviadas a la
oficina principal del Jardin Botani-
co de Missouri,en Saint Louis, que
cuenta con la mas amplia colecci6n
de plants panamefias en el mundo.
Antonio tambi6n colecciona plan-
tas ya conocidas, en las distintas
etapas de su existencia con el fin de
obtener informaci6n sobre todos
los aspects de la duraci6n de la
vida de cada plania. La utilidad de
una plant y su toxicidad tambi6n
son incluidos con frecuencia en el
informed.
Recientemente envi6 un paquete
de muestras de plants secas a un
medico que trabaja en investigaci6n
sobre el cAncer. Se sabe que la
plant tiene muchas propiedades
curativas, por lo que serA examina-
da y probada para ver si podria ser
una cura para el cancer.
Antonio recoge aproximadamen-
te 80 plants distintas al dia ademas
de coleccionar y estudiar su especia-
lidad, Siparuna, un pequefio arbus-
to o Arbol que da un fruto rojo y
tiene un marcado olor a lim6n y con
el cual quedb fascinado durante una
excursion a Costa Rica. Existen
ocho variedades c'nocidas de Sipa-
runa en Panama, pero Antonio dice
que 61 ha encontrado aun mas.
Antonio dijo que el mayor
obstaculo eh descubrir nuevas
plants es que los bosques estin
desapareciendo debido a la intru-
si6n del hombre y que gran parte de
los bosques que quedan ya han sido
investigados.
Enormemente entusiasmado con


el trabajo que desempefia, Antonio
dice que mientras mas grande sea la
colecci4n, mayor es Ila.oportunidad:
de coffirender 1a e'v6oluci6'iide las
plants. Agreg6 que esta particular-
mente satisfecho de haber estado
aqui para la terminaci6n de la
"Flora de Panama", y que espera
hacer algunas adipiones interesan-
tes a la informaci6n que contiene
este studio.

Premio de honor

para JROTC de

Balboa, Crist6bal

El Primer Batall6n de la unidad
del Centro de Entrenamiento de
Oficiales de la Reserva Junior
(JROTC) de la Escuela Secundaria
de Balboa, recibi6 recientemente el
Premio de Unidad de Honor con
Distinci6n, de parte del Departa-
mento del Ej6rcito, por el octavo
afio consecutive. El Segundo Bata-.
l16n de Crist6bal tambi6n recibi6
una calificaci6n que coloc6 a la uni-
dad en la categoria de Unidad de
Honor con Distinci6n, pero no es
eligible para recibir el premio de-
bido a que esta integrada por menos
de 100 estudiantes estadouniden-
ses.
El premio de Unidad de Honor
con Distinci6n es el mas alto que se
le puede conceder a una unidad
JROTC. Las unidades de Balboa y
Crist6bal compitieron con 178 es-
cuelas que tienen programs del
JROTC en la Primera Regi6n, la
cual incluye todos los estados a lo
largo de la costa del Atlantico de
Estados Unidos, Virginia Occiden-
tal, Pensilvania, Puerto Rico y las
Islas Virgenes.
La recepci6n de esta distinci6n le
permit a la unidad nominar un ni-
mero de sus cadetes mas altamente
calificados como candidates a las
academias de servicio military de los
Estados Unidos. Esta es una cate-
goria separada de nominaci6n, a
trav6s de la cual las juntas de se-
lecci6n de las diferentes academias
hacen designaciones.

Elegibilidad medical de los visitantes


Si usted espera visitantes en
Panama, especialmente aquellos
que tengan problems m6dico o
dental conocidos, la siguiente in-
formaci6n le sera de much interns.
Las personas que visiten Panama
no seran elegibles para recibir
atenci6n m6dica o dental en las
instalaciones del Departamento de
Defense tales como los Hospitales
del Ejercito Gorgas o Coco Solo.
Solo aquellas personas que sean
elegibles para recibir tratamiento en
instalaciones militares en los Esta-
dos Unidos, tales como personal
military estadounidense jubilado o
dependientes de militares, son ele-
gibles para recibir el mismo tipo de
atenci6n en las instalaciones milita-
res estadounidqnses en Panama.


Los visitantes que no califiquen
para recibir atenci6n m6dica en las
instalaciones militares estadouni-
denses pueden obtenerla en cual-
quiera de las numerosas clinics o
con doctors privados que ejercen
en la Rep6blica de Panama. Sin
embargo, se debera recorder que el
MEDICARE no cubre a personas
que est6n fuera de los Estados
Unidos, asi como tampoco muchas
