Constant retires; Rhode succeeds


him as Secretary of Commission


The head of the Canal organiza-
tion's Washington, D.C. office,
Panama Canal Commission Sec-
retary Thomas M. Constant, has
ended his career with the federal
government and is accepting a
position as an officer with an
international firm in Washington,
D.C.
Succeeding Constant as the Com-
mission's Secretary is Col. Michael
Rhode Jr., USA, who has been
military assistant for Panama Canal
Affairs to the Assistant Secretary of
the Army for Civil Works, respon-
sible for oversight of the Canal
organization for the Secretary of
the Army.
In recognition of Constant's
outstanding service to the Canal
organization, Administrator D. P.
McAuliffe presented Constant the
Distinguished Service Award, the
Canal's highest recognition for
service, and the prestigious "Master
Key to the Canal."
An executive with vast experi-
ence in national and international
affairs and thoroughly knowled-
geable about the operation of the
Canal, Constant has served as
Secretary sihce May 1972. He had
previously served for two years as
special assistant to the Secretary
and Under Secretary of the Army
on Canal matters.
In the management of the Pan-
ama Canal's Office of the Secretary,
Washington, D.C., Constant has
provided important liaison func-
tions with the Office of Manage-
ment and Budget and other gov-
ernment agencies and has had a
close relationship with members of


Congress. He has given testimony
before congressional committees,
participated in budget hearings and
served as liaison with the Office of
the Secretary of the Army regarding
Panama Canal matters, and per-
formed general public relations
services and maintained contacts
for the Panama Canal in the
Washington area.
Constant has served as an advisor
to Canal management on budget
and personnel matters and was
involved in the preparation of
studies on capital improvement
programs, personnel management,
wage classification schedules and
labor relations.
Prior to coming to the Canal
organization Constant played a key
role in the Vietnam Task Force that
was responsible directly to the
Secretary of Defense for the entire


Vietnamization program, the pro-
cess of transferring responsibilities
for the war effort to Vietnam.
Constant is a 1946 graduate of the
U.S. Military Academy at West
Point and attended the National
War College. He holds a master of
science degree in international
affairs from George Washington
University.
Born in Peking, China where his
father was a career Army officer,
Constant lived in China until he was
15 years old and has traveled
extensively in China, Korea, Japan,
and other countries of the Far East.
He is fluent in Chinese (Mandarin
dialect) and is also familiar with
Cantonese, Vietnamese, Japanese
and Spanish.

Exception made to education policy


An exception has been made by
the Panama Canal Commission to
its standard educational sponsor-
ship policy for the dependents of
retired employees who were en-
rolled in the Department of Defense
Dependents schools system on
October 1, 1979.
Because of the difficulty that
employees have faced during this
treaty transition period, it has been
decided to extend education spon-
sorship through the 1980-81 school
year for dependents of employees
with a retirement date on or before
August 24, 1980. This one-time
sponsorship exception has been
made to allow these retirees with


dependents in grades I through 12
ample time in which to transfer their
children to Panamanian schools.
Dependents of employees who
retire voluntarily on or after August
25, 1980, the beginning date of the
1980-81 school year, will be spon-
sored in accordance with the
Commission's standard policy, which
provides that dependents of em-
ployees who.retire voluntarily while
a school year is in progress will
continue to be sponsored for the
remainder of that school year. It
will then be the responsibility of
these retirees to insure that their
children are enrolled in Panama-
nian schools at the proper time.

the Dredging Division in Gamboa sit in the black, tarry grime of the oil spill which resulted when the
"Texaco Connecticut" tore a hole in its side upon striking the East bank of the Canal just south of
Gamboa last Saturday. The Commission is being assisted in the cleanup effort by personnel and
equipment from the U.S. military and the Panama Port Authority. The major portion of the spill is
expected to be cleared in approximately two weeks.


PCC sets policy concerning

promotion, internal placement

This is the last in a series of articles from the Office of Personnel
Administration regarding regulations and directives issued by the
Administrator to conform with specific requirements of the Panama


Canal Treaty.
To comply with provisions gov-
erning promotion and internal
placement actions affecting Pan-
ama Canal Commission personnel,
the Commission has established a
policy based on the principles of
merit according to the following
guidelines and procedures.
-An appraisal board of at least
three members will be appointed by
the selection official to evaluate,
rank and recommend candidates
for all permanent position vacan-
cies to be filled at grade NM(LN)-7,
MG(LM)-10, and above, or their
equivalent in other wage categories.
For other positions, a recommend-
ing official will be designated by the
selection official to do the ap-
praising.
-There must be at least one U.S.
citizen and one Panamanian citizen
on each appraisal board. If there is
no Panamanian citizen available
who is of equivalent or higher grade
or base pay than the position to be
filled, the board's recommendation
and the selection record must-be
forwarded to the selection official
through the Deputy Administrator.
-The selection official will de-
signate an appraisal board member
to serve as chairperson, who will
speak for the board and will be
responsible for preparing the board's
selection record and recommenda-
tions.
-The recommending officials
and appraisal boards will adhere to
the following guidelines-foepromo-
tion and internal placement:
1. Quality of job performance,
as a merit indicator, must be a
major factor for promotion and will
be so considered by recommending
officials and appraisal, boards.
Boards also will continue to con-
sider the evaluation factors that
appear in the Panama Canal
Manual Personnel Section 335.2-5.
2. Skills and/or technical train-
ing directly related to the job for
which the applicant is being con-
sidered, which would enhance the
job performance of the individual,
should provide advantage to the
applicants who possess them.

Police Liaison
College students returning to the
Isthmus for the summer are re-
minded that their old Canal Zone
driver's licenses are no longer valid.
Stateside licenses, however, are
good for 90 days.
To obtain a Panama driver's
license, an examination for blood
type and glucose is required and a
$20 license fee is charged. Those
who hold stateside or Canal Zone
licenses and who wish to obtain
Panama licenses should contact the
Police Liaison Section at either the
Balboa Police Station at 52-3126 or
the Cristobal Police Station at 43-
7334.
Commission employees are re-
minded that the Police Liaison
Section is available to assist them in
any number of ways. Individuals
with problems or procedural ques-
tions would be wise to check there
first.


3. Individuals promoted into
first-line supervisory and middle
management positions will be re-
quired to have completed, or to
complete within periods specified in
the "Core Courses for Supervisors
and Managers" approved by the
Administrator on April 21, 1980,
certain Commission core courses
developed to enhance their job
performance and managerial skills.
At a later date to be determined by
the Personnel Director, recom-
mending officials and boards will be
required to use completion of this
special training or its equivalent as a
weighted factor in the evaluation of
candidates.
4. Determination of equiva-
lency for core courses for first-line
supervisory and middle manage-
ment personnel will be made by the
Associate Director of Human Re-
sources Development. Such deter-
minations should be made in a
timely manner so as not to add any
appreciable delays to the promotion
process.
5. Individual development cour-
ses will also be given weight in
evaluating candidates for promo-
tion consideration. Such courses or
training must be appropriate for the
position. In any promotion con-
sideration, the appraisal board or
recommending official must iden-
tify the types of training courses or
programs which will be credited

Dual nationals
considered U.S.

in CEO hiring
The Panama Area Personnel
Board has issued a policy statement
on the status of U.S./Panamanian
dual nationals who apply for
employment through the Central
Examining Office.
In accord with the provisions of
the Panama Canal Treaty of 1977,
all applicants for examination
through the Central Examining
Office who claim dual nationality
must file as U.S. citizens. Such
applicants must present a U.S.
passport or provide satisfactory
proof that application has been
made for a passport.
Dual nationals who had not been
issued U.S. passports at the time of
filing their application will be
required to present a U.S. passport
before appointment to a position
from a CEO register.

* The Admeasurement Office
which was located in Building
5140, Diablo has moved to the
first floor of Building 28 in the
Balboa Industrial Area. The
telephone numbers remain the
same.
* The fire emergency number
for Atlantic side areas formerly
served by the Canal Zone tele-

Office machines
course
The Panama Canal College is
offering a two-credit course on the
operation and importance of office
machines. Students will learn to
solve specific business problems
using these machines while ac-
quiring an occupational ability in
touch operation.Classes will meet
from 4:40 to 6:05 p.m. each day, and:
the course may be taken for credit
or non-credit. Registration for BA
116 is being held through today at
the college. Classes begin June 16,

Basketball
league
A basketball league is being
organized by the Recreation Serv-
ices Office at the Gatun Gym. All
Panama Canal Commission and
DOD employees and their de-
pendents are eligible to participate.
Those interested in playing or in
organizing a team to play may
submit their names or team rosters
by June 28 at the gym or call Bob
Appin at 43-5242. Games will begin
on June 24. High school basketball
rules will apply and there will be
eight-minute quarters.


Fashion show
The Amador Golf Course will
host a fashion show by "Margie
Fashions" tonight at 7:30 p.m. A
happy hour will also be featured
and the public is invited.


National
Handicrafts Fair
The Third National Handicrafts
Fair, sponsored jointly by the
Panama Ministry of Commerce and
Industry and the National Com-
mission of Handicrafts, will be held
June 27-29 at the Old Panama Golf
Club. The fair will be inaugurated at
7 p.m. on Friday the 27th and will
be open from 10 a.m. to 10 p.m. on
Saturday and Sunday the 28th and
29th. Handicraft items will be on
sale to the public and admission is

Morris
retirement
party
A retirement party will be held
for Smiley and Marie Morris on
Saturday, June 21 at the Fort
Amador Officers' Club. The party
will begin with free cocktails

their choice of either steamship
roast or Hawaiian ham. A surprise

swim meet
The 27th Annual Elks' No. 1414
Independence Day Swim Meet will
be held at 1 p.m. on Friday, July 4 at
the Fort Clayton Swi"mming Pool.

and Balboa swimming pools. Com-
pleted forms must be returned no
later than June 25 tp the Los Rios

swim meet
A Fourth of July Swim Meet
sponsored by the Recreation Serv-
ices Office will be held on the
Atlantic side at the Gatun Pool.
Starting time will be 1 p.m. The
meet is open to all DOD and
Commission students.
Each contestant will be limited to
participation in three events in his
or her age group. The 400-yard
freestyle is optional. Age as of July 4
will determine eligibility for all
events and awards.
Medals will be awarded to the
first three places and ribbons to the
fourth and fifth place winners.
Entry forms must be completed
and returned to the Gatun Pool no
later than June 23. Late entries will
not be accepted.

Spot bid sale
The Defense Property Disposal
Office will conduct a Spot Bid Sale
on June 19 at 8 a.m. at building 745,

will begin at 7 a.m. on the day of the
sale. The sale includes items such as

"Guys and Dolls"
Auditions for the cast of the 1980
United Way production of "Guys
and Dolls" will be held at the Ancon
Theatre Guild Playhouse at 7:30
p.m. June 25, 26 and 27.
With music and lyrics by Frank
Loesser, "Guys and Dolls" is based
on the story and characters/yby
Damon Runyon. There are 20
speaking parts, and chorus parts for
four/females and four males for
such underworld characters as
Nicely-Nicely Johnson, Harry the
Horse, Angie the Ox and Big Jule.
Sky Masterson is the male lead and
Sister Sarah Brown, the female
lead.
The story is about street life in
New York City and Salvation Army
officer Sarah Brown's conflict and
eventual conquest of the notorious
gambler Sky Masterson. "Guys and
Dolls" was made into a film which
starred Marlon Brando and Jean
Simmons.
Bruce Quinn will direct "Guys
and Dolls" and Aristides Valde-
rrama, who worked with Quinn in
the production of "Jesus Christ
Superstar," will be the musical
director. A talented musician, Val-
derrama recently was graduated
from the Berkley School of Music
of Boston, Mass.
The show opens August 1 and
continues through August 23 at the
Ancon Playhouse. This will be the
17th season of United Way produc-
tions in the Canal area.
Childbirth
classes
Registration is now open at the
Balboa 'Y' for, classes in prepared
childbirth. Classes in Spanish will
begin on Tuesday, June 17 at 7 p.m.
and English classes start on June 19
at 7 p.m. Both prospective parents

Business
communications
Learn to effectively communicate
in the office and business world.
The Panama Canal College is
offering a course in business com-
munications which will cover the
writing of all types of business
letters, memoranda and reports, as
well as methods for efficient oral
communication.
The course, BA 210, will meet on
Tuesday and Thursday nights from
6:40 to 8:30 p.m. and earns 3
semester hour credits. The pre-
requisite for registration is college
preparatory high school English or
ESD 97 with C or better.
The course will begin in the fall
semester. Registration is now open
for the fall semester and will
continue through August 11 at the
college.


Youth gymnastics
Registration for the summer
youth gymnastics program of the
Recreation Services Office began
June 9 and will continue through
June 23. Sessions will be offered for
children ages 6 to 9 and 10 to 13.
The program will begin on June 23,
with classes scheduled for Monday
through Friday from 2 to 3 p.m. and
from 3:15 to 4:15 p.m. Alfredo

Art exhibits
The Panama Canal Branch of
The National League of American
Pen Women, Inc. is sponsoring two
art exhibits now until the end of
June. The public may view art
creations by the winners of the
juried art show from 10 a.m. until 8
p.m. at the Little Gallery in the
former Civil Affairs Building. The
Fort Amador Officers' Club is the
site of an excellent exhibit of the
works of Jos6 Rivas. The exhibit
may be seen during regular club

tion Agency of the U.S. Embassy
and the National Institute of
Culture are presenting an exhibit on

Summer day camp
The Balboa 'Y' is now accepting
registration for its summer day
camp which begins on June 23. The
camp's theme will be "Nature's
Way," and campers will have the
opportunity to explore some of the
natural wildlife habitats in the area.
The fee is only $28 per camper. The
other summer camps being offered
by the 'Y' are "Starships and
Space," beginning July 7 and
"Circus Fun" starting July 21.

The summer recreation program
of the DODD schools begins on
Monday and runs through August
1, with activities scheduled for the
Balboa High School Gymnasium
and the Coco Solo, Margarita,
Gamboa, Los Rios, Diablo and
Balboa elementary school play-
shelters. A similar program spon-
sored by the Commission's Recrea-
tion Services Office will run con-
currently at the Gatun Gymnasium.
Activities will vary among the
various locations and age groups,
but will include handicrafts, tum-
bling and gymnastics, archery and
table tennis as well as story hours
for the younger children. There will
also be supervised sports such as
soccer, volleyball, kickball and "A"
through "E" league basketball. At
the Balboa gym the program will
include basketball for teenage girls
and the summer basketball league
for boys ages 13-17 sponsored by
the Balboa Elks Lodge No. 1414
and for which they furnish team T-
shirts and trophies, have a "hoop-
shoot" (free throwing contest) and
an end-of-the-season banquet.
The recreation program is open
to all those between the ages of 5
and 17 who are eligible to attend
DODD schools. Registration forms
may be picked up at the gyms or
playshelters starting June 11. Hours
will be from 8 a.m. to 4:15 p.m.,
Monday through Friday.


Gatun Gymnasium
The recreation program at the Gatun Gym is open to all Panama Canal
Commission and DOD employees and dependents. The summer youth
activities programs open to ages 7 to 17. Registration is June 10 through
13, and the program begins on June 16. Forms are available at the gym.

gets a look at the inner workings of the center's new fire
protection system with its designers, engineers Robert Flumach
and Donald McKeon.


There is a wisp of smoke and a
flicker of flames. Suddenly, alarms
ring, red lights flash and firemen
race to the scene of the blaze.
The Records Management Branch
hopes to provide just such a happy
ending to a potential disaster with
the newly installed fire detection
and fire extinguishing systems at the
Agency Records Center in Diablo.
The' Records Center, which houses
the Commission's noncurrent rec-
ords, has had no fire protection
system until now. The sophisticated
new equipment was recently tested
with impressive results.
Electrical Construction Com-
pany, represented at the test by
Louis R. Sommer and company
president Ralph Davis, is the local
contractor that installed the protec-
tion systems. The equipment was
provided by the Pyrotronics com-
pany of Medford, Massachusetts.
The system is threefold, two
systems for fire detection and one
system for fire extinguishing. At
regular intervals along the ceiling of

the storage area there are 15 flame
detectors. When these are activated
by the flickering and infrared light
such as a flame produces, the alarm
sounds, and the fire department is
automatically alerted. In the staff
offices and the Microfilm Section,
ionization smoke detectors have
been installed which will also sound
alarms and alert the firemen.
The most sophisticated link in
this protection chain is the Halon
gas fire extinguishing system in-
stalled in the Microfilm Section.
Without protection this area, where
high-value records are photogra-
phed and the resulting microfilm is
stored, could suffer swift and severe
fire damage.
Dom Corradi, special Halon
coordinator for Pyrotronics, con-
ducted the dramatic test of this
system and explained his operation.
For the test, Corradi used freon gas
in place of the more expensive


Halon 1301, but otherwise things
happened as they would in case of
fire. Cigarette smoke blown toward
one sensitive detector sounded the
alarm bell; blown toward a second
detector, it sounded a horn to
evacuate the room. Thirty seconds
later, freon whooshed into the room
through two overhead nozzles,
emptying a 250-pound tank in seven
seconds.
When the right concentration of
Halon 1301 is present in the air,
combustion becomes impossible
and any fire is extinguished. Ac-
cording to Corradi, there is no
danger of suffocation when the gas
mixes with the air. Other pluses are
that Halon leaves no moisture or
chemical residue and, since it is
noncorrosive, nothing in the room
will be damaged by the gas.
People put a lot of faith in the
saying, "Where there is smoke,
there is fire." At the Agency
Records Center, however, the motto
is, "An ounce of prevention is worth
a pound of cure."

The Community Health Nurse
offices at Fort Gulick and Marga-
rita will be relocated to the fourth
floor of the Coco Solo Army
Hospital in the space formerly
occupied by the Pediatric Clinic.
The move will take place be-
ginning at noon on Friday, June 27
through July 2. The Margarita
office, which serves the civilian
community, will be closed during
this period, resulting in some
inconvenience to those who reg-
ularly receive care there. However,
a public health nurse can be reached
at 43-2688. The community's co-
operation is requested during this
consolidation and reorganization

has been intimately associated with
the operation of the Panama Canal.
He was for four years the liaison to
the United States Senate for the
Secretary of the Army and was
charged with the preparation of the
legislation to implement the Pan-
ama Canal Treaty of 1977 and
worked on getting it through
Congress. He also served as a
coordinator for Panama Canal
Affairs between the Department of
Defense and the Departments of
State and Treasury and with the
Office of Management and Budget.
Mrs. Rhode, the former Linda
Holt, is legislative assistant for


Transportation Division (MTD) of
the Panama Canal Commission
performs.
Making up the 709 vehicles in the
Commission's motor pool at MTD
are sedans, station wagons, buses,
trucks and pickups. Of these, 469
are signed out on a permanent basis
to the various bureaus.
The use of all motor vehicles
belonging to the Commission is
controlled by Federal Property
Management Regulations. Accord-
ing to these regulations, officers or
employees entrusted with motor
vehicles are responsible at all times
for their proper care, operation,
maintenance and protection. In
addition, any employee who will-
fully uses or authorizes the use of
the vehicle for other than official
purposes is subject to disciplinary
action.
The misuse of U.S. government
vehicles is serious business, but
many people are unaware of what
constitutes misuse. To begin with,
you are not allowed to take a
Commission vehicle home or to use
it for transportation between your
home and place of employment.
The vehicle must be kept at the
Motor Transportation Division fa-
cilities unless permission to do
otherwise is given in writing by the
chief of MTD. It is not permitted to
use Commission vehicles to trans-
port anyone to a social or commer-

These changes, and a reduction of
busing in outlying areas contem-
plated for the following school year,
were outlined over SCN-TV by
Fred Spurlin, project director for
the Panama region of Department
of Defense Dependent Schools
(DODDS).
He placed the cost of school
busing at close to $2 million for this
year and pointed out that higher
fuel prices and the cost of increased
benefits for the drivers made certain
economies necessary.
The main savings will result from
starting the elementary schools at
8:15 a.m., a half hour after the
secondary schools. In the added
time the buses can make more runs
than presently, reducing the num-

Those who live in Balboa, Balboa
Heights, Farfan, Fort Clayton,
Howard AFB and the PCC housing
in Corozal will be bused during the
midmorning only and walk in the

In addition, employees must not
transport personal property, even
personal mail from the post office,
in an official vehicle. Picking up
friends or hitchhikers or carrying
pets or other animals in these
vehicles is also illegal. Unless you
are on official business outside of
your normal work district, use of
the Commission vehicle to go to
breakfast, coffee breaks, lunch or
dinner is considered misuse.
In order to operate an official
vehicle, certain regulations must be
followed. An employee should have
in his possession while driving a
U.S. government driver's license
and a driver's license issued by
Panama, and the licenses must be
valid for the type and class of
vehicle being driven. In addition to
complying with all Panamanian
traffic regulations, the driver must
also operate the vehicle in ac-
cordance with the "Driver Regula-
tions" put out by MTD. It is a good
idea to inspect all vehicles before
and after each use so that any
damage or unsafe conditions can bef
reported. All accidents must be
reported to MTD and the proper
forms filled out.

children in grades K through 6 who

However a number of children who
live within a mile will continue to be
bused at least one way.
Another DODDS guideline-
not to bus children more than an
hour-will be implemented for the
school year 1981-82. This gives
parents who live beyond the Roose-
velt statue, Las Cumbres, Arraijan,
Panama Viejo or Cativa a year to
decide whether to move closer in or
to make other transportation ar-
rangements, Spurlin said.
He opened the interview by
asserting that there are no plans to
close Cristobal High School in the
near or distant future, despite
rumors to the contrary. With an
enrollment of around 600, Cristobal
is larger than more than half the
high schools in the DODDS system.

Coronel Michael Rhode Jr., del

del Canal de Panama del Subsecre-
tario del Ejercito para Obras Civi-
les, responsible de supervisor la

jubilados, que estaban matricula-
dos en el sistema de Escuelas de
Dependientes del Departamento de

Debido a las dificultades que los
empleados han encontrado durante
este period de transicibn de los tra-
tados, se ha decidido extender el
patrocinio educational durante el
afio escolar 1980-81 para los depen-
dientes de los empleados cuya fecha
de.jubilaci6n sea.el 24 de agosto de.
1980, o antes. Esta ektensi6n del
patrocinio, que s61o se hara una vez,
tiene como prop6sito proporcionar
a aquellos que se van ajubilar y tie-


nen dependientes en grades del 1 al
12, suficiente tiempo para que pue-
dan transferir a sus hijos a escuelas
panamefias.

Este es el tiltimo de una series de articulos de la Oficina de Adminis-
tracidn de Personal relacionados con las normas e instrucciones expedi-
daspor el A dministradorpara cumplir con los requerimientos especificos
del Tratado del Canal de Panamd.


Con el prop6sito de cumplir con
las estipulaciones que rigen las
acciones de ascenso y de colocaci6n
internal que afecten al personal de la
Comisi6n del Canal de Panama, la
Comisi6n ha establecido una poli-
tica basada en los principios de
m6rito de acuerdo con las siguientes
pautas y procedimientos.
-Una junta evaluadora de por lo
menos tres miembros sera nom-
brada por el funcionario selector
para evaluar, clasificar y recomen-
dar a candidates para llenar las
vacantes de posiciones permanentes
en los grades NM(LN)-7,
MG(LM)-10, y superiores, o su
equivalent en otras categories de
salario. Para otras posiciones, un
funcionario que hara la recomenda-
ci6n sera designado por el funciona-
rio selector para levar a cabo la
evaluaci6n.
-En cada junta evaluadora debe
haber por lo menos un estadouni-
dense y un panamefio. Si no hay un
panamelio disponible que sea del
grado o salario basico equivalent o
superior al de la posici6n que se ha
de llenar, la recomendaci6n de la
junta y el registro de selecci6n deben
ser enviados al funcionario selector
por conduct del Subadminis-
trador.
-El funcionario selector desig-
nara a un miembro de lajuntaeva-
luadora para servir como presiden-
te, quien hablara a nombre de la
junta y sera responsible por prepa-
rar el registry de selecci6n y las redo:
mendaciones de la junta.
-Los funcionarios que reco-
miendan y las juntas evaluadoras se
guiaran por las siguientes pautas
para los ascensos y la colocaci6n
internal:
1. La calidad del desempefno
del trabajo, como indice de m6rito,
debe ser un factor principal para el
ascenso y se considerara como tal
por los funcionarios que recomien-
dan y las juntas evaluadoras. Las
juntas tambi6n seguiran tomando
en consideraci6n los factors de
evaluaci6n que aparecen en el
Manual de Ascenso del Canal de
Panama 335.2-5.

Universitarios
necesitan licencia
para conducir
Se recuerda a los estudiantes uni-
versitarios que regresen al Istmo
para las vacaciones que sus antiguas
licencias para conducir de la Zona
del Canal ya no tienen validez. Sin
embargo, las licencias estadouni-
denses son validas por 90 dias.
Para obtener una licencia para
conducir de Panama, se necesita un
examen para determinar el tipo de
sangre y la glucosa. El cost de la
licencia es de $20. Aquellos que ten-
gan licencia de los Estados Unidos o
de la Zona del Canal y deseen obte-
ner la de Panama, deberan comuni-
carse con la Secci6n de Enlace de la
Policia, ya sea en la Estaci6n de la
Policia de Balboa al 52-3126 o en la
Estaci6n de la Policia de Crist6bal
al 43-7334.
Se recuerda a los empleados de la
Comisi6n que la Secci6n de Enlace
de la Policia esta a su disposici6n
para asistirles de distintas maneras.
Seria prudent que las personas que
tengan problems o preguntas
sobre el procedimiento, los verifi-
quen con dicha secci6n primero.


2. Las habilidades y/o el adies-
tramiento t6cnico directamente re-
lacionados con el trabajo para el
cual estan considerando al solici-
tante, lo cual podria contribuir a un
mejor desempefio del individuo,
deberan proporcionar ventajas a los
solicitantes que los posean.
3. Los individuos que han sido
ascendidos a posiciones de supervi-
sor y a posiciones de gerente a nivel
medio tendran que haber comple-
tado o completar dentro de los
periods especificados en los "Cur-
sos Basicos para Supervisores y
Gerentes" aprobados por el Admi-
nistrador el 21 de abril de 1980, cier-
tos cursos basicos de la Comisi6n
que se prepararon para mejorar el
desempefio de sus trabajos y habili-
dades gerenciales. En-fecha poste-
rior, que fijara el Director de
Personal, los funcionarios que reco-
miendan y las juntas tendran que
considerar como un factor principal
en la evaluaci6n de los candidates,
que 6stos hayan terminado este
adiestramiento especial o su equi-
valente.
4. La determinaci6n de la
equivalencia de los cursos basicos

al soiicitar empleo
La Junta de Personal del Area de
Panama ha emitido una declaraci6n
con respect a la norma que rige el
status de los estadounidenses/ pana-
mefios de double nacionalidad que
soliciten empleo a trav6s de la Ofi-
cina Central de Examenes.
De acuerdo con to estipulado en
el Tratado del Canal de Panama de
1977, todos los solicitantes de exa-
menes a trav6s de la Oficina Central
de ExAmenes que reclamen double
nacionalidad deben someter su soli-
citud como estadounidenses. Tales
solicitantes deben presentar el pasa-
porte estadounidense o proporcio-
nar prueba satisfactoria de que han
solicitado el mismo.
Las personas de double naciona-
lidad a quienes no se les ha expedido
pasaportes estadounidenses en el
moment de someter su solicitud,
tendran que presentar un pasaporte
estadounidense antes de recibir el
nombramiento a una posici6n en el
registro de la Oficina Central de
Eximenes.

Curso en el uso
de miquinas do oficina
La Universidad del Canal de
Panama esta ofreciendo un curso de
dos credits en la operaci6n y utili-
dad de maquinas de oficina. Los
estudiantes aprenderan a solucio-
nar problems especificos de nego-
cio usando estas maquinas mientras
obtienen una habilidad ocupacional
en operaci6n al tacto. Las classes se
refnen de 4:40 a 6:05 p.m. cada dia,
y se puede tomar el curso por cr&-
dito o no cr6dito. La universidad
tiene abierta la matricula para el
curso BA 116 hasta hoy. Las classes
se iniciaran el 16 dejunio, asi es que

Liga de
baloncesto
La Oficina de Servicios Recreati-
vos esta organizando una liga de
baloncesto en el Gimnasio de
Gatin. Todos los empleados de la
Comisi6n del Canal de Panama y
del Departamento de Defensa y sus
dependientes son elegibles para par-
ticipar. Los interesados en jugar o
en organizer un equipo para jugar
pueden someter sus-nombres o lists
de los equipos a mas tardar el 28 de

comenzaran el 24 de junio. Se apli-

de Artesanias
La Tercera Feria Nacional de
Artesanias, patrocinada conjunta-
mente por el Ministerio de Comer-
cio e Industrias de Panama y la

el antiguo Club de Golf de Panama.
La feria sera inaugurada el viernes,

Fiesta de despedida
para Morris
El sabado, 21 de junio en el Club

en la Piscina de Fuerte Clayton. Los

Cada competitor s61o podra par-
ticipar en tres events de su propio

yards es opcional. La edad cum-

elenco de
"Guys and Dolls"
Las pruebas para seleccionar el
elenco de la producci6n musical de
la Senda Unida de 1980 "Guys and
Dolls" tendran lugar los dias 25, 26
y 27 de junio a las 7:30 p.m. en el
Theatre Guild de Anc6n.
La obra "Guys and Dolls", con
mfisica y letra de Frank Loesser esta
basada en la obra y personajes de
Damon Runyon. Hay 20 papeles de
dialogos, y se necesitan cuatro
mujeres y cuatro hombres para el
coro para representar a personajes
del bajo mundo tales como Nicely-
Nicely Johnson, Harry el Caballo,
Angle el Buey y Big Jule. Sky Mas-
terson es el primer galan y la Her-
mana Sarah Brown es la primera
actriz.
La obra trata de la vida en las
calls de la ciudad de Nueva York y
sobre los conflicts de Sarah
Brown, official del Ej6rcito de Salva-
ci6n, con el notorio jugador Sky
Masterson y su conquista final. La
obra "Guys and Dolls" fue hecha
para la pantalla con Marion Brando

Bruce Quinn dirigira la obra

El curso, BA 210, se dictara los
martes yjueves por la noche de 6:40

El program recreativo de verano
de las Escuelas de Dependientes del
Departamento de Defensa comien-
za el 16 de junio y continuara hasta
el 10 de agosto. Las actividades
seran Ilevadas a cabo en el Gimna-
sio de la Escuela Secundaria de Bal-
boa y en las casetas de juego de las
escuelas de Coco Solo, Margarita,
Gamboa, Los Rios, Diablo y Bal-
boa. Un program similar patroci-
nado por la Oficina de Servicios
Recreativos de.la Comisi6n se lle-
vara a cabo siimultineamente en el
Gimnasio de Gatin.
Las actividades variarAn de acuer-
do con las distintas ubicaciones y
grupos de edad, pero incluirin arte-
sanias, acrobacia y gimnasia, tiro
con arco y ping-pong, asi como
tambi6n narraci6n de cuentos para
los nifios. Tambi6n habra deportes
supervisados tales como balompi6,

cesto de "A" a "E". En el gimnasio

Se siente olor a humo y se ve una
llama tenue. De pronto, suenan las
alarmas, se prenden las luces rojas
intermitentes y los bombers corren
al lugar del'incendio.
El Ramo de Administraci6n de
Registros espera poner feliz t6rmino
a un possible desastre por medio de
los reci6n instalados sistemas de
detecci6n y extinci6n de incendios
en el Centro de Registros de la
Agencia en Diablo. El Centro de
Registros, que alberga los micro-
film y archives de la Comisi6n, no
contaba con un sistema de protec-
ci6n contra incendios hasta ahora.
Recientemente el ultramoderno equi-
po fue sometido a prueba y los
resultados fueron impresionantes.
La Electrical Construction Com-
pany, representada en la demostra-
ci6n por Louis R. Sommer y por el
president de la compaffia, Ralph
Davis, es el contratista local que ins-
tal6 los sistemas de protecci6n. El
equipo fue proporcionado por la
Pyrotronics Company de Medford,
Massachusetts.
El sistema tiene tres funciones,
dos sistemas para la detecci6n de
incendio y uno para extinguirlo. A

para extinguir fuego a base de gas
Halon que ha sido instalado en la
Secci6n de Microfilm. Sin protec-
ci6n, este Area, donde los registros
de suma importancia son fotogra-
fiados y el microfilm es almace-
nado, rapidamente podria sufrir
dafios severos.
Dom Corradi, coordinator espe-
cial de Halon para Pyrotronics,
llev6 a cabo la demostraci6n de este
sistema y explic6 su funciona-
miento. Para la demostraci6n,
Corradi us6 gas fre6n en lugar del


costoso Halon 1301, pero por otra
parte los acontecimientos ocurrie-
ron igual que en un incendio verda-
dero. El humo de cigarrillo que se
sopl6 sobre un detector sensitive
hizo sonar la alarma; al soplarlo
hacia un segundo detector, son6 un
claxon que avisa que el personal
debe abandonar el cuarto. Treinta
segundos despu6s, el gas fre6n es
propulsado al cuarto por medio de
pitones situados en la parte superior
del cuarto, vaciando un tanque de
250 libras en siete segundos.
Cuando la concentraci6n exacta
de Halon 1301 est6 present en el
aire, se hace impossible la combus-
ti6n y se extingue cualquier incen-
dio. Segfin Corradi, no hay peligro
de sofocaci6n cuando el gas se mez-
cla con el aire. Otras ventajas son
que el Halon no deja humedad o
residue quimico y, como no es
corrosive, el gas no causa dafios en
el cuarto.
La gente pone much fe en el
refrAn, "Cuando el rio suena piedras
trae". En el Centro de Registros de
la Agencia, no obstante, el lema es,
"Mejor es prevenir que tener que
lamentar".

cursos presentados por tres estudiantes de la Escuela Secunda-
ria de Balboa que fueron los finalists en el Concurso de
Oratoria de 1980 patrocinado por la Legi6n Americana, Depar-
tamento del Canal de Panamd. Durante una cena de entrega de
premios, el Honorable Ambler H. Moss Jr., Embajador de Esta-
dos Unidos en Panamd, hizo entrega de certificados y premios en
efectivo a Bill Bailey, Linda Brindley (ganadora del concurso) y a
Theresa Hoever.

Vehiculos oficiales mueven a la Comisi6n


Este es el primero de una series de
articulos de la Divisidn de Trans-
porte a Motor relacionados con el
uso de los vehiculos oficiales de la
Comisidn.
La mayoria de la gente esta al
tanto de las responsabilidades y
dolores de cabeza que conllevan la
operaci6n y el mantenimiento de
s6lo un carro. Multiplique este
n6mero por 709 y tendra una idea

Las oficinas de la Enfermera de
Salud de la Comunidad de Fuerte
Gulick y Margarita se reubicaran en
el cuarto piso del Hospital Coco
Solo del Ej6rcito, en el sector que
ocupaba anteriormente la Clinica
Pediatrica.
La mudanza se llevara a cabo a
partir del mediodia del viernes 27 de
junio, hasta el 2 de julio. La oficina
de Margarita, que presta servicios a
la comunidad civil, permanecerA
cerrada durante este period, lo
cual causara inconvenientes a aque-
llos que reciben atenci6n alli regu-

demoras apreciables al process de
ascenso.
5. Los cursos de desarrollo
individual tambi6n tendran un
valor en la evaluaci6n de candidates
considerados para ascenso. Tales
cursos o adiestramiento deben ser
apropiados para la posici6n. Du-
rante cualquier consideraci6n de
ascenso, la junta evaluadora o el
funcionario recomendante debe iden-
tificar los tipos de cursos o progra-
mas de adiestramiento que serin
acreditados (v.g., relaciones huma-
nas, don de mando durante reunio-
nes, preparaci6n de presupuestos)
antes de evaluar a los candidates.
6. El valor asignado al factor
de adiestramiento, el cr6dito que se


da por completar cursos basicos o
adiestramiento equivalent, cursos
de desarrollo que se considered
apropiados para la posici6n, y otros
factors afines considerados, for-
maran parte del registro de selec-
ci6n. El registro estara disponible
para que el consejero de carrera de
la Oficina de Desarrollo de Recur-
sos Humanos asi como tambi6n el
funcionario selector puedan aseso-
rar a los solicitantes no selecciona-
dos sobre cual adiestramiento adi-
cional seria beneficioso para una
future consideraci6n de ascenso.
Estas pautas y procedimientos no
se aplicarAn a las acciones de
ascenso que comprenden personas
afectadas por la reducci6n de perso-
nal y subsguientemente reascendi-
das en la Comisi6n por medio del
Program de Ascenso Prioritario.


Escuela pr
El inicio de classes en las escuelas
primaries 15 minutes mas tarde y la
reducci6n del uso de buses para
transportar a algunos nifios de kin-
dergarten, son dos medidas que
tomarAn las escuelas en el Area del
Canal el pr6ximo semestre en un
esfuerzo por controlar los gastos del
transport escolar.
Estos cambios, y una reducci6n
en el uso de buses en las Areas dis-
tantes que se contemplan para el
pr6ximo afio lectivo, fueron deli-
neados a trav6s de la Televisora
SCN por Fred Spurlin, director de
proyecto para la regi6n de Panama
de las Escuelas de Dependientes del
Departamento de Defensa (DODDS).
Inform6 que el costo del trans-
porte de escolares para este aiio era
de aproximadamente $2 millones y
sefial6"que los altos precious del com-
bustible y el cost de beneficios adi-
cionales a los conductores hicieron
necesario tomar ciertas medidas de
ahorro.
Los ahorros principles resulta-
ran del inicio de las classes de las
escuelas primaries a las 8:15 a.m. o
sea media hora despu6s de las escue-
las secundarias. En ese tiempo adi-
cional los buses pueden efectuar
mas viajes que en la actualidad,


de la magnitude del trabajo que de-
sempefia la Divisi6n de Transporte
a Motor (MTD) de la Comisi6n del
Canal de Panama.
Los 709 vehiculos del centro de
vehiculos del MTD de la Comisi6n
estan compuestos de sedanes, ca-
mionetas, buses, camiones y "pick-
ups". De estos, 469 estan asignados
permanentemente a las distintas
direcciones.
El uso de todos los vehiculos a
motor de propiedad de la Comisi6n
se control mediante los Reglamen-
tos de Administraci6n de Propie-
dad Federal, queestan publicados
en el Titulo 41 del C6digo de Regla-
mentos Federales. De aduerdo con
estos reglamentos, los funcionarios
o empleados a quienes se confia los
vehiculos a motor, son responsables
a toda hora por su cuidado apro-
piado, operaci6n, mantenimiento y
protecci6n. Ademas, cualquier em-
pleado que intencionalmente use o
autorice el uso del vehiculo para
otro fin que no sea official, esta
sujeto a acci6n disciplinaria.
El abuso del uso de vehiculos del
gobierno estadounidense es asunto
serio, pero muchas personas no
saben lo que constitute el abuso.
Para comenzar, no esta permitido
llevar un vehiculo de la Comisi6n a
su casa o usarlo como medio de
transport entire su casa y lugar de
trabajo. El vehiculo debe guardarse
en las instalaciones de la Divisi6n de
Transporte a Motor a menos que el
jefe del MTD d6 permiso por escrito
para hacer lo contrario. No se per-
mite usar los vehiculos de la Comi-
si6n para transportar a personas a


un event social n commercial que no
sea de naturaleza official. Ademas,
los empleados no deben transportar
propiedad personal, aun correspon-
dencia personal del correo, en un
vehiculo official. El recoger amista-
des o personas que pidan transport
o llevar mascotas u- otros animals
en estos vehiculos tambi6n es illegal.
A menos que se encuentre en misi6n
official fuera de su distrito normal de
trabajo, el uso del vehiculo de la
Comisi6n para ir a desayunar, des-
cansos breves para tomar cafe,
almuerzo o cena se consider abuso.
Para operar un vehiculo official,
hay que cumplir con ciertos regla-
mentos. Un empleado debe portar
mientras maneja una licencia para
conducir del gobierno estadouni-
dense y una licencia para conducir
expedida por Panama, y las licen-
cias deben ser vdlidas para el tipo y
clase de vehiculo que maneja. Ade-
mas, para cumplir con los regla-
mentos del trAnsito de Panama, el
conductor debe tambi6n operar el
vehiculo de acuerdo con los "Regla-
mentos del Conductor" publicado
por el MTD. Es una buena idea exa-
minar todos los vehiculos antes y
despu6s de cada uso a fin de que se
pueda informar sobre cualquier
dafio o condiciones inseguras que se
observen. Hay que informar al
MTD sobre todos los accidents y
se deben llenar los formularios
adecuados.
