This is the fourth in a series of articles from the Office of Personnel
Administration regarding regulations and directives issued by the
Administrator to conform with specific requirements of the Panama


Canal Treaty.
To comply with treaty provisions
on employment with the Panama
Canal Commission, the Commis-
sion has established an employment
policy that limits the recruitment of
personnel from outside the Repub-
lic of Panama to persons possessing
needed skills and qualifications
which are not available in the
Republic.
In order to apply this employ-
ment policy and reduce the need for
recruitment of personnel outside of
the Republic of .Panama, the
Commission will augment training
programs for Panamanian em-
ployees and apprentices and will
increase the participation of Pan-
amanian nationals at all levels and
areas of employment in the Com-
mission. -.

Before the off-Isthmus recruit-
ment of personnel will be author-
ized, exhaustive efforts must be
made to fill the position with a
qualified applicant from the local
labor market.
To assure the thoroughness of
local recruitment efforts, the fol-
lowing steps will be taken:
first, the position will be
advertised in the Vacancy Bulletin
of the SPILLWAY, copies of which
are sent to other U.S. Government
agencies on the Isthmus and to the
Panama Canal Treaty Affairs Ex-
ecutive Bureau, Ministry of the
Presidencia;
second, the register at the
Central Examining Office will be
reviewed to make sure that there are
no available qualified candidates
for the position;
third, the position will be
advertised in the local press and/ or
radio at the request of the Chief,
Personnel Operations Division; and
fourth, if the Panama Area
Wage Base salaries fail to attract a
single qualified applicant, the Pan-
ama Area Personnel Board will be
requested to aurthorize the inclu-
sion of the occupation on the
Critical Skill List. If the Board
approves the placement of the
position on the Critical Skill List,
concurrent local and off-the-Isth-
mus recruitment will be initiated,
quoting the higher Critical Skill pay
rates.
Board approval is granted only if
in the judgement of the Personnel
Director it is deemed unlikely that
candidates with the necessary skills
will be found locally; however, if a
qualified Panamanian applicant
becomes available locally, off-the-
Isthmus recruitment efforts will be
suspended immediately unless
written confirmation of appoint-
ment has already been made to an
applicant.

The nine-member binational
Board of the Panama Canal Com-
mission, the U.S. agency that
operates the Panama Canal, con-
vened for the-first time Monday
morning in a historic meeting held
in the board room of the Adminis-
tration Building at Balboa Heights.
In opening remarks made prior to
the inaugural session, Panama's
Minister of Foreign Affairs, Dr.
Carlos Ozores, told Board members
that the importance of the Panama
Canal to world trade bestowed
historical significance to the instal-
lation of the Board. He said the new
treaties had created a new relation-


Kinsey honored for humanitarian efforts


Lt. Richard H. Kinsey of the
Police Division was doubly hon-
ored last week in recognition of his
numerous humanitarian contribu-
tions to the Isthmian community
over a period of many years.
His wife Beverly, son Richard Jr.,
colleagues of the Police Division
and Thomas C. Peterson, Grand
Master of the Panama Canal
Masonic District, were present at
the Ministry of Foreign Relations
last week when Panama's Deputy
Minister of Foreign Relations Juan
Manuel Castulovich bestowed on
Lieutenant Kinsey the Order of
Vasco Nfifiez de Balboa in the rank
of Caballero (Knight) as Panama's
acknowledgement of his humanita-
rianism.
That same day Lieutenant Kinsey
was awarded the Key to the Panama
Canal in the grade of "Master
Almoner" by Acting Administrator
Fernando Manfredo Jr. at a cer-
emony in the Administrator's Office
in the Administration Building.
A participant in a variety of
community affairs, Lieutenant Kin-
sey has been an active leader of

ship between Panama and United
States because of the Canal. He
referred to the Board as a "policy
making body" and also noted the
Republic of Panama's objections to
the Treaty implementing legisla-
tion, Public Law No. 96-70. He
concluded by expressing his belief
that the first sessions of the Board
will set examples of faithful ad-
herence to the treaties and that an
attitude of mutual understanding
will prevail to assure that the
administration of the Canal will
respond to the interests of world
commerce, the interests of the
United States, and the interests of
Panama.
U.S. Ambassador Ambler H.
Moss Jr. also addressed the group,
saying that it was a historic occasion
for both countries as well as the
Canal itself. He noted that during
the negotiations for the treaties, the

Panamanian negotiators empha-
sized the significance of the Board
as a principal means to give Panama
a voice in policy making and
supervision of the Canal enterprise.
The Ambassador also reiterated
the commitment of President Carter
and of the United States Govern-
ment to fulfill the spirit and letter of
the treaties.
Speaking on behalf of the U.S.
members of the Board, Chairman
Michael Blumenfeld pointed out
that the mission of the Board is to
provide policy direction and super-
vision to the Panama Canal Com-
mission. He stated, "I believe it is
important for us to keep in mind the
fundamental mission for which the
Commission was created by -the
Panama Canal Treaty. First and
foremost, it is the responsibility of
this agency to continue to operate

Credit Union

votes to liquidate

Pursuant to a board recommen-
dation mailed to each member and
related discussions at two special
meetings, votes cast by members
were more than three to one in favor
of the proposed plan for the
liquidation of the Canal Zone
Credit Union. The membership will
be informed by mail of specific
details regarding changes in office
hours and other matters to be
effective during the liquidation
period.
Meanwhile, members are re-
minded that both offices are open to
provide all normal services other
than new loan or share transactions.

Summer
registration
on at College

Does summer find you with free
time on your hands? Put your time
and mind to good use and sign up
for summer courses at the Panama
Canal College. Summer registra-
tion for 1980 will be held now
through June 13. Registration
hours are from 12:30 until 5 p.m.
and from 6 until 8 p.m., Monday
through Thursday, and from 12:30
until 3 p.m. on Friday.
Classes for the 8-week session
begin June 13 and run until August
7. A variety of course material in all
departments is being offered, in-
cluding classes for general educa-
tion transfer credit to U.S. colleges
and universities. English placement
examinations have been scheduled
for June 10, 11 and 17.
Summer tuition rates are the
same as the rates during the current
academic year. The cost is $27 per
semester credit for those students
who are entitled to sponsorship and
$69 per semester credit for all
others.
Class schedules and registration

administrative office of the college,
room 209, on the La Boca campus.

Co-ed volleyball
The Recreation Service is spon-
soring a 20 years and over co-ed
volleyball league. All Panama Canal
Commission employees and their
dependents are eligible to play and
must sign up to play for their own
division. Each division can sign up
more than one team and each team
can have a maximum of 12 players.
All players present at a game will
have the opportunity to play, six
players at a time.
Each match will begin at 4:45
p.m., and any player who misses
three consecutive games may be
dropped from the team by the team
captain.


Games will be played on Mon-
days and Wednesdays. For more

Explore Peru
A tour is being organized to two
of the most mysterious sites in
South America. The ancient Inca
city of Machu Picchu and the
mysterious desert carving's at Nazca
are the feature attractions of this
tour which departs June 14 and
returns June 19. For more informa-

Scuba classes
A four-week session of scuba
classes gets underway on June 9 at
the Balboa 'Y'. Participants can
earn their NAUI, PADI, YMCA,
CMAS or LACO certification. The
course is $60 for active-duty mil-

Operators Club
honors
Rito Jardine
To mark the second anniversary
of its foundation, the Operators
Social and Sporting Club will
honor Rito C. Jardine at a dance
and floor show to be held at 4 p.m.
on Sunday, June 15, at Club
Niutico Caribe.
Jardine, who is well known in the
Atlantic side community, is a Past
District Grand Master and Past
Illustrative Grand Master of Royal
King Solomon Lodge No. 11, a unit
of the Independent United Order of
Mechanics, Scottish Rite.
The program will feature vo-
calists from both sides of the
Isthmus, and the Duncan Brothers.

Need change of scenery? Take IPAT tour


Everyone needs a change of pace
and a change of scene from time to
time. Panama's geographical diver-
sity offers you many changes to,
choose from: the invigorating fresh-
ness of the highlands, the delightful
and colorful people of the islands or
the endless coasts where sunsets
splash color on sea and sand. The
Panamanian tourist bureau, IPAT,
is offering package tours to the
interior. The price of each tour
includes land transportation, an
accompanying guide, a local guide,
lodging in a double room with a
private bath and three meals a day.
Any extras such as a single room or
drinks must be paid for by the
individual.
The first tour is to the island of
Taboga for three days and two


nights. The package includes round
trip passage on the boat Fantasia
del Mar." Prices start at $45, and
tours leave Monday through Fri-
day.

Another tour is offered to Gor-
gona Jayes. You have the choice of
two days and one night during the
week or a complete weekend. Prices

What tour of Panama would be
complete without a visit to the
fascinating San Bias islands. IPAT
offers a three-day, two-night tour
which leaves Friday and returns
Sunday at 2 p.m. The price per
person is $112.60.

be made at least two days before
departure time or you will have to
pay 15 percent of the tour price as a

Santa Claus does not always hail
from the frigid wastes of the North
Pole. Saint Nick can also be found
among the palm trees of Panama,
where he is otherwise known as The
Dollar Club.
October 1972 marked the modest
and little publicized birth of this
remarkable organization. The club
was formed in order to help people
who do not qualify for aid from
other organizations, such as those
that constitute the United Way.
-Annual membership dues make
up the club's resources, and these
funds are dispersed on a case-by-
case basis by a nine-member board.
Referrals of cases are made by
individuals or groups who know
about The Dollar Club.
The club only gives financial
assistance, and most cases are of a
medical nature. For example, this
past year four wheelchairs were
purchased at a cost of over $900 and
given or loaned to handicapped and
crippled persons who could not
afford the chairs themselves. A total
of $500 was donated to help with
funeral expenses for needy families,
and another $500 was provided in
two medical cases involving sur-
gery. Burt Mead, lifetime treasurer
for the club, reports an impressive
overall club financial assistance
record: since 1972, 95 cases have
been handled and $16,000 have
been dispersed.


The Dollar Club, begun by Bill
Dunning, a Canal employee, began
with only nine members but even-
tually grew to boast over 200
members on its rolls. Recently,
membership has-fallen to a little
over 100, and new members are very
much needed. Anyone can join and
the dues are tax deductible ($26
annually, $13 semiannually, $6.50
quarterly). You do not have to be a
club member to contribute, and
donors can remain anonymous.

tion about The Dollar Club may

There will always be needy people
in the world, and The Dollar Club
fills the void for those who have
nowhere else to go.

stamps on sale
Panamanian postal officials have
announced the sale of a new set of
commemorative stamps which hon-
or the first trans-Isthmian railroad,
the Balboa post office, Ancon Hill,
the census of the Americas, the
Convention and Tourism Center,
the Moscow Olympics, the Panama
Canal centennial and the Inter-
American Development Bank. The
stamps are on sale at all post offices
in Panama, including the newly
established post offices on U.S.
defense sites in the Canal area. The
price is $1.76 per set.

youth sports leagues and a Scout-
master of the Boy Scouts of
America. He has taken an active
part in the International Order of
the DeMolay and the International
Order of Rainbow for Girls and
served -as Deputy of the Interna-
tional Supreme Council and Execu-
tive Officer of the DeMolay in
Panama. For his work with the
International DeMolay he recently
was made an honorary life member
of the council.
His most outstanding contribu-
tions to the community, however,
have been as the almoner of the
Panama Canal Scottish Rite Bodies
and as chairman of the Shrine
Hospital Committee for many
years. As almoner he has been
responsible for the dispensing of
thousands of dollars in contribu-
tions, ranging from small amounts
to cover the cost of medicine and
food for the needy to providing
$5,000 scholarships to students for


study at universities in the United
States.
As chairman of the Shrine
Hospital Committee and exempli-
fying the spirit of the Shrine in that
"No man stood so tall as when he
stooped to help a crippled child"
Lieutenant Kinsey has had a major
role in the sending of more than 200
crippled and burned children,
mostly Panamanian youngsters, to
Shrine hospitals in the United
States, Mexico and Canada for
treatment and healing in the past
ten years at no cost to the families.
A native of Pennsylvania, Lieu-
tenant Kinsey was in the U.S. Navy
during World War II, later served
with the U.S. Army in the Korean
conflict, and was on the Isthmus
with the military police until 1960,
when he joined the Police Division.
Following nearly 20 years of service
with the division, he is retiring on
June 6, and he and his family will
make their home in Dothan, Ala.

Repromotion Consideration: Employees downgraded as a result of RIF on 10-01-79
will be given automatic priority consideration for repromotion to any of the following
permanent vacancies for which they qualify: As a double check, however, employees who

In a formal statement for the
record read by Ricardo A. Rodri-
guez, the Panamanian members of

is seeking computer programers,
Grade LN-7, beginning annual
salary of $9,339.
Fluency in English, both oral and
written, is a requirement, and
applicants must pass the Profes-
sional and Administrative Career
Examination (PACE) in order to
qualify for this position.
Additionally, applicants must
have a minimum of four years of
experience in administrative, tech-
nical or investigative lines of work
or other responsible work which has
demonstrated their ability to pro-
gress in the computer field. Formal
education can be substituted for
some of this experience, but ex-
perience must include a minimum
of six months of specific program-
ing work or equivalent formal
training in COBOL programing
and in data processing techniques.
The programer will be trained in
installation standards, modular pro-
graming techniques, and will be
given progressively more complex
programing assignments based on
individual progress and experience

Carol Berger makes honors at GIT
Carol Berger, a third-year stu-
dent at the Georgia Institute of
Technology in Atlanta, was recently
initiated into the Industrial En-
gineering Honor Society. She has
been on the Dean's list each quarter
and has a 3.6 academic standing.
Besides her scholastic honors,
Carol is a member of the volleyball
team and seeded second on the
tennis team, having recently fin-
ished in the semi-finals of the .
regional meets held in Atlanta.

Este es el cuarto de una series de articulos de la Oficina de Administra-
cidn-de Personal con respect alas normas e instrucciones emitidaspor el
Administrador para cumplir con los requerimientos especificos del Tra-
tado del Canal de Panamd.


A fin de cumplir con las estipula-
ciones del Tratado sobre el empleo
con la Comisi6n del Canal de
Papama, la Comisi6n ha estable-,
cido una political de empleo que
limita el reclutamiento de personal
fuera de la Repiblica de Panama a
personas que tengan habilidades y
calificaciones necesarias que no
est6n disponibles en la Reptiblica.
A fin de aplicar esta political de
empleo y reducir la necesidad de
reclutar personal fuera de la Repi-
blica de PanamA, la Comisi6n
intensificarA sus programs de
adiestramiento para empleados y
aprendices panamefios y aumentara
la participaci6n de panamefios a

Antes de autorizarse el recluta-
miento de personal fuera del Istmo,
es necesario haber agotado todos
los medios para llenar la posici6n
con un solicitante id6neo de la
fuente laboral local.
Con el objeto de asegurar el cum-
plimiento de la political de recluta-
miento local, se seguiran los si-
guientes pass:
Primero, se anunciara la posi-
ci6n en la Lista de Vacantes del
SPILLWAY, copias del cual son
enviadas a otras agencies del
Gobierno de los Estados Unidos en
el Istmo y a la Direcci6n Ejecutiva
para los Asuntos del Tratado del
Canal de Panama, en el Ministerio
de la Presidencia;
Segundo, se revisara el registro
de la Oficina Central de ExAmenes
para asegurar que no haya candida-
tos id6neos disponibles para la
posici6n;
Tercero, se anunciarA la posi-
ci6n en la prensa local y/o radio a
solicitud del Jefe de la Divisi6n de
Operaciones de Personal; y
Cuarto, si los salaries de la
Tabla de Salario BAsico del Area de
PanamA dejan de atraer a un solo
solicitante id6neo, se le pedira a la
Junta de Personal del Area de
PanamA que autorice la inclusi6n de
la ocupaci6n en la Lista de Habili-
dades Criticas. Si la Junta aprueba
la colocaci6n de 6sta en la Lista de
Habilidades Criticas; se iniciara
simultineamente el reclutamiento
local y fuera del Istmo, cotizando
los salaries mis altos de la Habili-
dad Critica.
La aprobaci6n por la Junta se
otorga s61o si en el criteria del
Director de Personal es improbable
que candidates con las habilidades
necesarias puedan encontrarse lo-
calmente; no obstante, si un solici-
tante panamefio calificado apare-
ciera localmente, se suspenderian
inmediatamente los esfuerzos de
reclutamiento fuera del Istmo a
menos que una confirmaci6n de
empleo por escrito ya haya sido
hecha al solicitante.

El Embajador de los Estados
Unidos Ambler H. Moss Jr., tam-

que era una ocasi6n hist6rica para
ambos paises asi como tambi6n
para el propio Canal. Observ6 que
durante las negociaciones de los tra-
tados, los negociadores panamefios
recalcaron la importancia de la
Junta coma un medio principal de
conceder a Panama una voz en la
preparaci6n de political y supervi-


si6n de la empresa canalera.
El Embajador tambi6n reiter6 la
obligaci6n del Presidente Carter y
del Gobierno de los Estados Unidos
de cumplir con el espiritu y la letra
*de los tratados.
Haciendo uso de la palabra en
nombre de los miembros estadouni-
denses de la Junta, el Presidente de
la Junta Michael Blumenfeld sefial6
que la misi6n de la Junta es proveer
las political de direcci6n y supervi-
si6n a la Comisi6n del Canal de
PanamA. Afirm6 que, "Considero
que es important que tengamos en
cuenta la misi6n fundamental para
la cual el Tratado del Canal de
PanamA cre6 la Comisi6n. En pri-
mer lugar y antes que todo, es res-
ponsabilidad de esta agencia con-
tinuar operando y manteniendo el
Canal de Panama y sus obras com-
plementarias de manera eficaz y efi-
ciente en provecho del comercio
mundial, y al hacerlo, obtener bene-

Conforme a una recomendaci6n
de la junta enviada por correo a
cada miembro de la Cooperativa de
Cr6dito de la Zona del Canal, y dis-
cusiones afines en dos reuniones
extraordinarias, los miembros vota-
ron mas de tres a uno a favor del
propuesto proyecto de liquidar la
instituci6n. Se informara a la mem-
bresia por correo sobre detalles
especificos y cambios en el horario y

Santa Claus no siempre procede
del frigido Polo Norte. San Nicolas
tambien puede encontrarse entire las
palmeras de Panama, donde lo
conocen por otro nombre, El Club
del D61ar.
Octubre de 1972 marc6 el modes-
to y poco conocido nacimiento de
esta extraordinaria organizaci6n.
El club fue creado con la finalidad
de ayudar a personas que no califi-
quen para recibir ayuda de organi-
zaciones tales como las que consti-
tuyen la Senda Unida.
Las cuotas anuales de la membre-
sia son los 6nicos recursos del club,
y estos fondos se distribuyen a base
de casos individuals por una junta
de nueve miembros. Los casos son
referidos por individuos o grupos
que han oido del Club del D6lar.
El club s6lo da asistencia econ6-
mica, y la mayoria de los casos son
de indole m6dica. Por ejemplo,
durante el pasado afio se compra-
ron cuatro sillas de ruedas a un
cost de mas de $900 y obsequiadas
o prestadas a personas impedidas e
invalidas que no tenian los medios
para comprarlas. Un total de $500
fue donado para sufragar los gastos
funerales de families necesitadas, y
otros $500 fueron proporcionados
a dos casos de cirugia. Burt Mead,
tesorero vitalicio del club, dio un
informed impresionante del record
total de asistencia econ6mica del
club: desde 1972, se han manejado
95 casos y $16,000 han sido
distribuidos.
El Club del D6lar, creado por Bill
Dunning, empleado del Canal,


comenz6 con s6lo nueve miembros
pero finalmente creci6 y ahora
cuenta con mas de 200 miembros.
Recientemente, la membresia ha
decaido a poco mas de 100, y se
necesitan nuevos miembros. Cual-
quiera puede ingresar y las cuotas
pueden ser descontadas de su decla-
raci6n de impuestos ($26 anual-
mente, $13 semestralmente, $6.50
trimestralmente). No tiene que ser
miembro para contribuir, y los con-
tribuyentes pueden permanecer
an6nimos.

Orden Internacional de los DeMo-
lay y en la Orden Internacional
Arco Iris para Muchachas y sirvi6
como Asistente del Consejo Ejecu-
tivo de los DeMolay en Panama.
Por su labor con los DeMolay
International, recientemente fue
nombrado miembro honorario vi-
talicio del consejo.

Sus aportes a la comunidad mis
sobresalientes, no obstante, han
sido en su capacidad de administra-
dor de las obras caritativas de la
Logia de Rito Escoc6s del Canal de
Panama y como president del
Comit6 del Hospital Shrine por
muchos afios. En esas funciones ha
tenido la responsabilidad de dispen-
sar miles de d61ares en donaciones,
que fluctfan desde cantidades pe-
quefias para pagar medicines y
comida de necesitados hasta otor-
gar becas por valor de $5,000 a estu-
diantes para cursar studios en las
universidades en los Estados 'Uni-
dos.


Como president del Comit6 del
Hospital Shrine y personificando el
espiritu del Shrine en que "Ningin
hombre sobresale tanto como cuan-
do se inclina para ayudar a un nifio
lisiado" el Teniente Kinsey ha des-
empefiado un papel important en
el envio de mis de 200 nifios lisiados
y victims de quemaduras, en su
mayoria panamefios, a los ' spita-
les Shrine en los Estados nidos,
Mexico y el Canada para recibir tra-
tamiento y curas en los iltimos diez
afios sin cost alguno para las
families.

Oriundo de Pennsylvania, el
Teniente Kinsey prest6 servicio en
la Armada de EE.UU. durante la
Segunda Guerra Mundial; mis
tarde sirvi6 con el Ej6rcito de
EE.UU. en el conflict coreano, y
estuvo en el Istmo con la policia
military hasta 1960, cuando ingres6 a
la Division de Policia. Despu6s de
casi 20 afios de servicio con la divi-
si6n, se acogera a lajubilaci6n el 6
de junior, y en uni6n de su familiar
fijara su hogar en Dothan, Ala-
bama.
