Clark completes Canal career


Colonel Charles R. Clark has
completed a distinguished career
with the Panama Canal, where for
the past 10 years he .has held the
positions of Director of the Engi-
neering and Construction Bureau,
Lieutenant Governor of the Canal
Zone, Director of the Transpoita-
tion and Terminals Bureau and
recently served as the Special
Assistant to the Administrator and
Representative of the Administra-
tor for the Atlantic area. He has
resigned, and he and Mrs. Clark will
soon leave for the United States.
Colonel Clark came to the Canal
from Vietnam, where he served with
distinction for two years. He was
appointed Director of the Engineer-
ing and Construction Bureau on
September 10, 1969 and served in
that position until July of 1971,
when he was appointed Lieutenant


Governor of the Canal Zone and
Vice President of the Panama Canal
Company.
Following his tenu.. ,s Lieute-
nant Governor, he was appointed
Transportation and Terminals Di-
rector and served in that position
until September 1979.
While serving as Director of the
Engineering and Construction Bu-
reau, Colonel Clark was presented
the Presidential Management Im-
provement Award by the President
of the United States for outstanding
engineering management of the
bureau. In recognition of his
outstanding service as Engineer and
Lieutenant Governor, he received
the Distinguished Service Medal
from the United States Army. He
holds the Master Key to the locks in
the grade of "Governor's Ambas-
sador" and has received every major


award that Scouting on the Isthmus
can confer, including the Silver
Beaver Award, the highest recogni-
tion for distinguished service to
Council level scouting.
Colonel Clark was honored by
the National Defense Transporta-
tion Association in 1975 as a
"World Premiere Award Winner
for Distinguished Serviice," one of
four international recipients to be
so recognized. He also received the
association's Distinguished Service
Certificate in 1978.
He was named "1976 Canal Zone
Man of the Year"by the Canal Zone
Department Reserve Officers' As-
sociation of the United States, and
was awarded the 1976 Veterans of
Foreign Wars of the United States
Certificate of Recognition for out-
standing personal services in sup-

Gatun gets new phone service tonight


The Gatun community will have
its new telephone system placed in
service tonight starting at about 8
p.m.
The complete transfer from the
old to the new system will take
approximately half an hour. To
minimize inconvenience and confu-
sion for telephone customers, the
Telephone Section has made prepa-
rations so that no line will be out of
service for more than two minutes.
As this is only a part of an overall
telephone switching project for the
Canal area, which will be finished in
mid-June of 1980, it is necessary to
make some interim changes in
dialing procedures. The basic direc-
tory-listed numbers of all Gatun
subscribers will remain unchanged,
but the method by which Gatun
subscribers (that is, only subscribers
with directory-listed telephone num-
bers beginning with 43-5) will dial is
being changed as follows:
-To call from one Gatun
number to another Gatun number.


the Gatun customer dials just the
last three digits of the directory-
listed number. (Example: to call 43-
5123 from another Gatun number,
dial only.123).
-To call any Cristobal, Coco
Solo, Gamboa, or Balboa number
from Gatun, dial the digit I and the
directory-listed number. (Example:
to call Balboa 52-1234, dial 1-52-
1234 or to call Cristobal 43-1234.
dial 1-43-1234).
-To call Panama or Army
Pacific numbers from Gatun, dial I-
529 and the directory-listed num-
ber. (Example: to call Panama 64-

use the 43 prefix and the current last
four numbers.
There is no change in dialing any
of the emergency numbers (119,
Fire; 110, Police; or 0, Emergency
Operator) and special service num-
bers (114, Directory Assistance
etc.).
To assist Galun customers in
calling from their telephones, in-
structions on dialing and on using
the new features of the system have
been delivered door-to-door in the
Gatun community.


Sin of omission
The names of William Friar and
Jose Esposito, new members of
Balboa High School's Isthmian-
Pacific Chapter of the National
Honor Society, were inadvertently
dropped in last week's SPII.I.WAY
story on the 37 students who were
initiated into the society.


Dependents of Panama Canal
Commission employees who are
returning to the Isthmus for the
Christmas holidays and who have
not been issued their regular
documentation may enter the Re-
public of Panama in either of two
ways. If the dependent possesses a
valid passport, and if there is
sufficient time, he or she may be
issued a one-time permit by Pan-
ama through the Commission's
Administrative Services Division,
Room 254 Administration Build-
ing, phone 52-7995. This permit can
then be mailed to the dependent. If
the dependent does not have this
documentation, he or she may enter
the Republic of Panama with a
Panama Tourist Card (issued at
airline ticket offices) together with
proof of citizenship (Certificate of
Citizenship, birth certificate) and a
round trip ticket. Once the depen-
dent is on the Isthmus, regular
documentation for leaving and
entering the Republic may be
obtained (passport and special
Panama entry/exit permit). The
Employee Assistance units, located
in Bldg. 5140 across from the old
service center in Diablo and in the
Margarita service center on the
second floor, will be open from 9
a.m. to I p.m. on Saturday,
December 22, to assist individuals
in applying for travel documenta-
tion and to issue purchase authority
cards.
Non-dependent relatives . and
friends of Commissicr. employees
who will be visiting the Republic of
Panama will need the normal
documentation required of any
visitor. This documentation can be
either a Panama Tourist Card and
proof of citizenship (passport,
Certificate of Citizenship, birth


certificate) or a passport and a
Panama visa. Visas can be obtained
either directly from the nearest
Panamanian Consulate in the U.S.
or through travel agencies. Visitors
are required to have round trip
tickets.

Special entry/

exit permits

U.S. citizen Commission em-
ployees and their dependents, re-
gardless of citizenship, are required
by the Treaty to have special
Panamanian entry/exit permits.
This involves an estimated 7,000
persons, but so far only 2,850
entry/exit permits have been picked
up. Those who have their passports
but have neglected to pick up their
permits should do so immediately.
The special entry/exit permit not
only provides for leaving and
entering Panama, but also entitles
the bearer to a number of proce-
dural guarantees if arrested by the
Panamanian authorities; for exam-
ple, the right to a prompt and
speedy trial, the right to have legal
representation of his own choice for
his defense or to be defended by the
public defender, and the right to
appeal a conviction' or sentence.
Possession of the permit also
determines where he. shall' be
detained in case of arrest.
Office locations for applying for
entry/exit permits are Room 22,
Building 5534, Diablo and Building
6092, Rainbow City. Office hours
are 9 a.m. to 5 p.m.

Payday
Commission employees will
have a little extra money for
holiday shopping again this year
thanks to the "in-the-spirit-of-
Christmas" decision to pay
employees early.
The Chief Financial Officer
has announced that the Mon-
day, December 24 payday will be
advanced to Friday, December
21.
Special efforts will be made to
deliver checks to employees as
early as possible ori Friday.
Some who work on shifts other
than the day shift may have to
return to their regular pay sites
later in the day in order to pick
up their checks.

Xmas trees
Christmas trees are expected
to go on sale during the week of
December 10 at the Howard
Main Store, the Curundu Shop-
pette. and the Fort Davis Main
Store. Announcements will be
made on SCN television and
radio when the trees become
available.
Autorized organizations wish-
ing to reserve Christmas trees in
advance should call the Panama
Area Exchange Retail Opera-
tions Office at 87-4267. The date
and location for pickup will be
announced.


Highlights


Light less
Energy conservation is still the
byword, even during the holiday
season. Commission employees
are being discouraged from giving
way to any burning desire to
overdo it where Christmas light-
ing is concerned. In particular,
outdoor lighting other than that
used for security purposes should
be limited, if not avoided alto-
gether. Residents who feel Christ-
mas wouldn't be Christmas
without outdoor decorative light-
ing should plan to cut down on
indoor energy consumption to
offset the extra use of power.

Store hours
Extended hours of operation
will be in effect at the Corozal
Main Exchange and at Toyland
in the Albrook Mall on Friday
nights, December 7, 14 and 21,
to allow time for that extra
holiday shopping. The hours on
these days will be from 10 a.m.
until 9 p.m.
Children can have their pic-
tures taken with Santa at the
Corozal Main Exchange on
Saturday from 11 a.m. to 5 p.m.
and on Sundays from noon to 4
p.m. This project is sponsored by

Choosing Christmas toys:


'tis the season to be careful

Surrounded by the kind of friends that will never hurt you, little

her age. Parents playing Santa this year should read
manufacturers' age group recommendations that appear on toys
and use common sense in deciding whether an item is suitable for
a particular child. Speaking of parents, Julia's are Commission
employees Jess and Gail Goodrich Totten.


Tis the season to be jolly- and to
give extra thought to safety both
when selecting Christmas toys for
children and around home and the
Christmas tree.
Figures published in 1978 indi-
cate that more-than 40,000 children
suffer injuries associated with small
.objects each year, usually by
choking. The majority of these
children are under 3 years of age. In
,the United States the Product
Safety Commission has taken ac-
tion against hazardous toy items,
but parents must still be watchful,
especially when buying toys in
places that do not come under this
scrutiny.
Misuse appears to contribute
heavily to the accident problem
where toys are concerned. The
correct use involves purchasing toys
appropriate to the child's age, being
sure that the toy is properly made,
reading and following labels and
directions, and, where necessary,
supervising the child's use of the
toy.
Perhaps a good way to judge a
toy's safety is to think about what a
child is apt to do with it. Bearing in
mind that all small children delight
in putting things into their mouths,
check to see if toys have small parts
that can be swallowed or inhaled.
Most objects that are swallowed by
children pass harmlessly through
the intestinal tract, but they can
lodge in the windpipe or be inhaled
into the lungs causing injury or
death by asphyxiation. Objects can

also become lodged in ears and
noses with potentially serious con-
sequences.
As a general rule, don't give
anything to a child that is smaller
than his fist. See that the toy is-
securely put together, that the
wheels can't be pulled off or the eyes
chewed off. It may be best to choose
a toy with the features painted on
with non-toxic paint or with
decorations crimped on by ma-
chine. These are fastened so tightly
that they are nearly impossible to
tear off. And if you think that you
could pull the eyes, ears or nose off
of a toy, probably a child can too.
Those little fingers are strong.
For a small child, a toy with sharp
corners or hard protuberances is
inappropriate since he or she is
almost certain to fall on it. Also, be
sure that gears and chains are well
covered so that they cannot pinch a
child's fingers. Eyes can be injured
by arrows and darts and toys that
shoot projectiles. And beware of
plastic rattles and other toys that
can crack into jagged pieces. These
can not only cut a baby, but the
"rattles" can also be put into the
mouth.
Older children must also take
precautions to avoid scrapes and
broken bones. Skateboards and
rollerskates are less hazardous if
used correctly, which means wear-
ing protective clothing; includirfin


knee, elbow and head protection,.as
well as being sure that the skating is
done in a safe place rather than in
the street where children must
compete with cars for space. Be sure
to teach bicycle riders the rules of
the road as well as safety measures
of the machine itself. "Big Wheels,"
go-carts and other wheeled toys do
not belong in the road.
Toys are not the only items of
concern during the Christmas sea-
son. Decorations are also dan-
gerous. The short circuiting of
electrical systems on trees and other
decorations may cause electrical
shocks or fires. The electrical wiring
of all decorations should be care-
fully inspected every year before
use. With a metal tree it is best to use
the revolving colored light screen to
shine on the tree rather than to
attach strings of lights.
Small children should be closely
supervised so that they do not
unscrew Christmas tree bulbs,
leaving open sockets where little
fingers can be inserted when lights
are plugged in. Keep candles out of
the reach of small hands and
remember that some bulbs also get
hot enough to give a burn. Broken
bulbs and other broken ornaments.

Candlepower


The latest in lighting in the '60s can't hold a candle
to the metal halide lamps recently installed at .
Miraflores Locks. Above, fluorescent lights glow
dimly in comparison to the high mast lights, at far
right, that provide saturation illumination of the
area. At right, the cluster of six 1,000-watt lamps
on each high mast pole is attached to a ring which
slides-down when an electric motor is engaged at
the base of the pole allowing the lamps to be easily
reached for maintenance. = .

Throwing some light on Miraflores Locks


Things look a lot brighter than
they used to at Miraflores Locks
now that 27 new 100-foot high light
poles have been installed. There are
seven on each side of the locks and.,
13 down the cen er \ all, each with a
cluster of sixx 1000-watt metal halide
lamps for a total of 162 thousand
watts to saturate the area with light.
The high mast lighting was
designed by Bob Flumach of the
Engineering Division.
The Canal's original lighting
system featured concrete lamp
posts, especially designed to fit in
with the massive architecture of the
locks. Each was six feet wide at the
base and 30 feet high and fitted with
a tungsten. lamp with a 400-watt
output. Built to last for many years,
the concrete posts served their
function without mishap until 1928,
when three at Gatun and one at

Pedro Miguel were swept away by
the U.S.S. Lexington. The lamps
were then replaced with metal posts
located at a greater distance from
the wall of the locks. Eventually all
the existing light posts were re-
placed by aluminum posts with
fluorescent lighting in the early'60s,
after the aircraft carrier Valley
Forge knocked down the visitors
pavillion at Miraflores and came
within inches of flattening the metal
light posts.
The decision to change the
aluminum posts tor high mast lights
was made after successful prelimi-
nary experimental work was done
with several lights taken from the
container storage area on Dock 7
and mounted on cranes in the locks
area.

knock over three of the concrete lampposts at Gatun and one at Pedro
Miguel.

ably to the experimental lights, the
major project was approved at an
estimated cost of close to half a
million dollars. The project wentup
for bids and after all the materials
had arrived, the actual work began
in March 1979.
Commission personnel from the
Engineering and Construction Bu-
reau's Construction and Engineer-
ing divisions worked together with
Locks Division employees to make
the job as.smooth and efficient as
possible.
Dredging Division supplied float-
ing equipment to help install the
light poles, and Marine Bureau gave
time for outage on two different
nights when it was necessary to halt
Canal traffic for about eight hours
to install the poles.
Before the poles could be instal-
led, ground work had to be done
and holes were excavated for the
poles along the locks -walls. An
interesting discovery made during
this excavation was the unearthing
of some of the concrete cable
trenches for the bomb nets built for
the locks during World War II.
These nets lay across the bottom of
the chambers and were raised
periodically to see if any mines had
been left there. None ever had been.
After the holes were dug, the
concrete poured, and wiring'instal-
led. 25-foot lengths of galvanized
steel were slip-fit together to form
the 100-foot poles, which.were then
set in place.
The cluster of lamps on each pole
are attached in such a way that
when the lamps have to be cleaned
or replaced, the electrician simply
engages an electric motor at the
base of the pole and the cluster
slides to the bottom, where it can be
easily reached for maintenance. In
case the cable should break or any
other part of the mechanism fail, the
cluster is attached so that it will stay


in place for safety's sake until
removed manually.
The lamps are directional in that
they cast a long and narrow beam
aimed particularly at lighting the
inner walls of the chambers. Each
lamp has a life of 10,000 hours.
"Now I don't have to use a
flashlight to read the schedules
when I'm standing out on the center
wall," said lockmaster Bill Melody;
and lockmaster John Lugar added
that there are fewer personal
injuries at night with the saturation
lighting. Several boatmen com-
mented that it makes their job
easier, too.
Two problems have been encoun-
tered since the lights were turned
on. 'ne is the necessity for extra
lights on the"knuckles"(south wing
walls) of the locks and these are in
the process of being designed.
Another is that when there is a

momentary power dip, the high
mast lights are extinguished for
about 15 minutes after power is
restored before they light up again.
A temporary solution is for the
Control House operator to turn on
the old fluorescent lamps which are
in the stand-by position on another
circuit.
The emergency light problem will
be corrected permanently with the
installation of two quartz lamps
mounted on top of each high mast
pole. They will be connected to-the
metal halide floodlight circuits so
that in the event of a powe) dip they
will come on immediately when
power is restored and will provide
some measure of illumination dur-
ing the 15 minutes before the flood
lights are reactivated. Once the
remedial quartz lamps are in, most
of the obsolete fluorescent fixtures
will be removed.

reflect the massive architecture of the locks. The tops of these post are
now used as markers in many locations in the area including the
entrances toLosRios, the penitentiary in Gamboa, Summit Gardens and
the Balboa Heights Administration Building.

grams. The Armed Services Depart-
ment of the National Council of
YMCAs presented him its "Certifi-
cate of Merit" in 1972 for outstand-
ing volunteer services rendered on
behalf of the YMCA and its
distinguished Service Award in
1978.
In 1977, the Governor of the
Canal Zone presented Colonel
Clark and Mrs. Clark the "Honor-
ary Public Service Award" with a
gold medallion, the highest award
that could be bestowed by the Canal
-Zone Government for service to the
Isthmus of Panama. The United
Way honored him with its "Distin-


guished Service Award" for service
,to the people of the Isthmian
Community and he was similarly
honored by the Gold Coast com-
munities of the Canal Zone in 1976
for support of community activities.

Additionally, Colonel Clark was
decorated by the President of
Panama in 1978 with the Order of
Vasco Nifiez de Balboa in the
grade of "Gran Oficial," Panama's
highest award for service to the
people of the Republic, and in 1975
the Bombero Corps of Colon
presented him its highest decora-
tion, the "Gold Cross of Honor and
Merit."


In addition to his numerous
contributions to Isthmian life,,
Colonel Clark has been recognized
for his performance of duty and
contributions to the operation of
the Canal.

Mrs. Clark has been equally
active with various projects and is
well known for her work with
numerous charity organizations
and the Inter-American Women's
Club. She is a cofounder of the Club
Jardineria Costa de Oro and
founder and current president of the
Caribbean Branch at the Panama
Canal of the National League of
American Pen Women.


Nova University has been gran-
ted permission by the Panama
Canal Authority to remain in
operation throughout the transition
period while it seeks to obtain
permanent licensing in the Republic
of Panama.
In an effort to help meet the
educational needs of the commu-
nity, Nova has expanded its offer-
ings in the area. Bachelor of science
programs are now available in
Business Administration/Manage-
ment with specializations in finance
and computer science; Community
Services Administration, with spe-
cializations in criminal justice,
public administration and public
health management; and in Tech-
nological Management, a degree
specifically designed for skilled and
technical personnel. Master of
science programs are being offered
in Criminal Justice, Human Re-
source Management, and Business
Administration.
Two doctoral programs will'also
be offered in the Panama area, in
Education, with specializations in
adult education leadership and-
vocational, technical, and occupa-
tional education; and in Public
Administration. These are in-ser-
vice programs, and only people in
the relevant fields may apply for
admission; however, any person
involved in any way, whether it be
part-time or full-time, in adult
education may be admitted. Prere-
quisite for both programs is a
master's degree in any field.
All Nova programs are geared
toward the working adult and
operate on the cluster concept, i.e.,
a cluster of 30 students is formed in
a specific field and all students begin
together and graduate together
upon completion of the course
work. Most programs can be
completed within two years, with
the exception of the doctoral


programs, which take three years.
At the bachelor level, Nova's
courses are offered in weekend
seminar sessions or evening classes.
In addition -to the programs
mentioned, Nova will also offer two
certificate programs, one in Inten-
sive Spanish for Professionals and
the other in Intensive English as a
Second Language for Professio-
nals. These programs are specifi-
cally designed for the workingadult
and are scheduled to begin in late
January. Applications are now
being processed and the number
will be limited.

for APO only

The only place where mail
bearing U.S. postage can be mailed
is at a military post office. If you want
to deposit letters at the Balboa or
Cristobal post offices you will have
to put Panamanian stamps on
them. Letters sent to Panama
should have Panamanian postage
and be mailed from a post office in
Panama.
U.S. postage may be used on
letters sent from one APO box in the
Isthmus to another. In this case the
address and the return address
should read APO plus the zip code
number; it is not necessary to say
APO Miami.

El Coronel Charles R. Clark ha
completado una distinguida carrera
con el Canal de Panama donde,

sector Atlantico. El Coronel Clark
ha presentado su renuncia y 61 y a1
Sra. Clark muy pronto partiran

El Coronel Clark vino a la Zona
del Canal procedente de Vietnam,
donde prest6 servicio con distinci6n
durante dos afios. Fue nombrado
titular de la Direcci6n de Ingenieria

las vacaciones Navidefias y que no
les ha sido expedida su documenta-
ci6n regular pueden entrar a la
Rep6blica de PanamA en cualquiera
de dos fornas. Si el dependiente
tiene un pasaporte valido, y si hay
tiempo suficiente, Panama le expe-
dira a 61 o ella un permiso valido
para una entrada a trav6s de la Divi-
si6n de Servicios Administrativos
de la Comisi6n, Cuarto 254, Edifi-
cio de Administraci6n, tel6fono 52-
7995. Este permiso puede enviarse
por correo al dependiente. Si el
dependiente no tiene esta documen-
taci6n, 61 o ella podra entrar a la
Repiblica de Panama con una tar-
jeta de turista de Panama (expedida
en cualquier linea area) junto con
la prueba de su ciudadania (Certifi-

Segun el Tratado del Canal de
Panama los empleados estadouni-
denses de la Comisi6n y sus depen-
dientes, sin importar la ciudadania,
tendrii que tener permisos especia-
les de entrada/salida de la Rep6-
blica de PanamA. Esto comprende
aproximadamente 7,000 personas,
pero hasta la fecha s6lo 2,850 per-
misos de entrada/salida han sido
recogidos. Aquellos que tengan sus
pasaportes pero que han descui-
dado el recoger sus permisos debe-
ran hacerlo inmediatamente.
El permiso especial de entrada
/salida no s6lo dispone la salida y
entrada a Panama, sino que tam-
bi6n da derecho al portador a nume-
rosas garantias de procedimiento si
es arrestado por las autoridades
panamefias; por ejemplo, el derecho
a un juicio pronto y rApido, el.dere-
cho de tener representaci6n legal de
su propia preferencia para su
defense o ser defendido por un
defensor de oficio, y el derecho de
apelar una convicci6n o sentencia.
El tener en su persona el permiso
tambi6n determine donde sera dete-
nido en caso de arrest.

la 6poca Navidefia. Se esta dis-
uadiendo a los empleados de la
Comisi6n para que no den
rienda suelta a su candente deseo
de excederse en lo que respect a
las luces Navidefias. En particu-
lar, la iluminaci6n exterior salvo
la usada para fines de seguridad
debera limitarse, si no se evita
totalmente. Los residents que
sientan que las Navidades no
serian Navidades sin las luces
decorativas externas deberan
hacer planes para reducir el con-
sumo de energia dentro de sus
hogares a fin de balancear el uso
adicional de energia.

especificamente para nifios de su edad. Los padres que hardn el
papel de Santa Claus este aflo deberdn leer Ias recomendaciones
de los fabricantes que aparecen en losjuguetes y usar su sentido
comun en decidir si un articulo es adecuado para un nito en

Las fiestas navidefias son dias de
alegria-y es la poca de prestar
mis atenci6n a la seguridad al selec-
cionar losjuguetes de Navidad para
los nifios, en el hogar y el arbol de
Navidad.
Cifras publicadas en 1978 indican
que cada afio mas de 40,000 nifios
sufren lesiones asociadas con obje-
tos pequefigs, usualmente por ato-
ramiento. La mayoria de estos
nifos son menores de tres afios de
edad. En los Estados Unidos la
Comisi6n para la Seguridad de los
Products ha tomado medidas con-
tra los juguetes peligrosos, pero los
padres deben estar aun alertas,
especialmente si compran juguetes
en lugares que no estan sometidos a
esta inspecci6n minuciosa.
El uso" incorrect contribute
enormemente al problema de acci-
dentes en lo que respect ajuguetes.
Es important comprar juguetes
adecuados de acuerdo a la edad del
niio, cerci6rese de que el juguete
est6 correctamente hecho, leer y
seguir las instrucciones y, donde sea
necesario, supervisor al nifio en el
uso del juguete.
Tal vez una buena manera dejuz-
gar si unjuguete es seguro es imagi-
narse lo que un nifio es capaz de
hacer con el. Teniendo en mente que
todo nifio pequefio le gusta ponerse
objetos en la boca, verifique si lqs
juguetes tienen piezas pequefias que
se puedan tragar o inhalar. La
mayoria de los objetos que tragan
los nifios pasan sin hacer dafio a tra-
ves del tracto intestinal, pero otros
pueden trabarse en la traquea o
inhalarse en los pulmones, cau-
sando lesi6n o muerte por asfixia.

Los objetos tambi6n pueden alo-
jarse en oidos y narices con conse-
cuencias series.
Por regla general, no le d6 nada a
un nifio que sea mis pequefio que su
pufio. Verifique que el juguete est6
seguramente armado, que las rue-
das no puedan ser arrancadas o los
ojos masticados. Seria preferible
escoger un juguete que est6 pintado
con pintura no t6xica o con las
decoraciones fijadas a mdquina.
Estas son casi imposibles de arran-
car. Y si usted piensa que podria
arrancar los ojos, orejas o nariz, de
un juguete, lo mis probable es que
tambien pueda un nifio. Esos dedi-
tos son fuertes.
Para un niflo pequefio, unjuguete
con esquinas afiladas o protuberan-
cias duras es inadecuado ya que es
casi seguro que l1 o ella caiga sobre
el. Ademas, asegirese de que el
mecanismo y las cadenas est6n bien
cubiertos para que no puedan
pellizcar los dedos del nifio. Los
ojos pueden ser lastimados por fle-
chas y dardos yjuguetes que lanzan
proyectiles. Y tenga cuidado de los
sonajeros plasticos y otros juguetes
que se pueden rajar en pedazos den-
tados. Estos no s61o cortan a un
beb6, sino que pueden meters los
cascabeles en la boca.
Los nifios mas grandes tambi6n
deben tomar precauciones a fin de
evitar rasgufios y fractures de hue-
sos. Las patinetas, y patines son
menos peligrosos si se usan correc-
tamente, lo que significa *usar ropa
protectora, incluyendo protectores
para la rodilla, codo y cabeza, asi
como tambi6n tener la seguridad de
que se patine en un lugar seguro en

vez de en la calle donde los nifios tie-
nen que competir con los carrots.
Asegirese de instruir a los que
manejen bicicletas en los reglamen-
tos de trinsito asi como tambien las
medidas de seguridad de la misma
maquina. "Big Wheels", carritos
ligeros y otros juguetes de ruedas no
deben manejarse en las calls.
Los juguetes no son los lnicos
articulos de preocupaci6n durante
la 6poca Navidefia. Las decoracio-
nes tambi6n son peligrosas. Los cor-
tos circuits en los Arboles y otras
decoraciones pueden causar cho-
ques el6ctricos o incendios. El alam-
brado el6ctrico de las decoraciones
debe ser inspeccionado cuidadosa-
mente cada afio antes de usarlo. Si
tiene un Arbol de metal es mejor
usar un farol giratorio con luces de
colors para iluminar el Arbol en vez
de ponerle cordones de luces.
Los nifios pequeios deben ser
vigilados de cerca para que no
saquen los foquitos de los cordones
de luces del Arbol de Navidad, que-
dando las portalamparas abiertas
las cuales son una invitaci6n a que
los nifios metan los deditos cuando
las luces esten conectadas. Man-
tenga las velas fuera del alcahce de
los pequefios, y recuerde que hay
algunos focos que se calientan tanto
que pueden quemar. Los focos y
otros adornos rotos pueden causar
cortadas o los pedazos-de adornos
ser tr.,gaduj cau Lanrdo lesion mortal
o requirlendo cirugia para sacarlos.
Con un poco de cohsideraci6n y
cuidado nosotros y los nifios peque-
fios que conocemo's y queremos
podremos disfrutar de una feliz y
segura Navidad.

Lo Oltimo en iluminacidn en la decada de los 60 no !
puede sostener una bujia en las recidn instaladas '
ldmparas de haluro de metal en las esclusas de A
Miraflores. Arriba, las luces fluorescentes brillan
ddbilmente en comparaci6n con los altos postes
de alumbrado, en el extreme derecho, los cuales
saturan el drea con iluminacidn. A la derecha, el
grupo de 6 I6mparas de 1000 vatios en cada paste
alto est6 sujeto a una argolla la cual se desliza
hacia abajo cuando se acciona un motor eldctrico
en la base del poste permitiendo que las ldmparas
sean alcanzadas f6cilmente para su manteni-
miento.

Iluminando las Esclusas de Miraflores


Todo se ve much mis brillante
que antes en las Esclusas de Mira-
flores ahora que se han instalado 27
nuevos postes de alumbrado de 100
pies de allura. Hay siete en cada
lado de las esclusas y 13 por el cen-
tro de la pared, cada uno con un
grupo de seis limparas de haluro de
metal de 1000 vatios o sea un total
de 162 mil vatios para saturar el
Area con luz.
El alto. poste de alumbrado fue
disefiado por- Bob Flum'ach de la
Division de Ingenieria.
El sistema original de ilumina-
ci6n del Canal consistia de postes de
alumbrado de concrete, especial-
mente disefiados para concordar
con la masiva arquitectura de las
esclusas. Cada uno media seis pies
de ancho en la base y 30 pies de
altura y estaban provistos de una
lampara de tungsteno de 400 vatios
de potencia. Construidos para
durar muchos afios, los postes de
concrete desempefiaron su funci6n
sin ning6n percance hasta 1928,
cuando tres de estos en Gatin y uno
en Pedro Miguel fueron barridos
por el U.S.S. Lexington. Las lAm-

paras fueron entonces reemplaza-
das con postes de metal situados a
mayor distancia de la pared de las
esclusas. Finalmente se reemplaza-
ron todos los posters de alumbrado
existentes por postes de aluminio
con iluminaci6n fluorescentes a
principios de la d6cada del 60, des-
pu6s de que el portaaviones Valley
Forge derrib6 el pabell6n de visi-
tantes en Miraflores y estuvo a
pocas pulgadas de aplastar los pos-
tes de alumbrado de metal.
La decision de cambiar los postes
de aluminio por altos postes de
alumbrado fue tomada despu6s de
concluir con 6xito los trabajos expe-
rimentales preliminares mediante el
empleo de varias luces tomadas del
area de almacenamiento de conte-
nedores en.el Muelle 7 y montadas
en grias en el Area de las esclusas.
Larry Biggs, coordinator del
proyecto, dijo que despu6s que los
prActicos. reaccionaron favorable-
mente a las luces experimentales, se
aprob6 el proyecto principal a un
cost calculado de cerca de medio
mill6n de d6lares. Se solicitaron
licitaciones para el proyecto y des-

riales, se inici6 el trabajo en marzo
de 1979.
El personal de la Comisi6n de las
divisions de contrucci6n e ingenie-
ria de la Direcci6p de Ingenieria"y
Construcci6n trabajaronjuntos con
empleados de la Divisi6n de Esclu-
sas a fin de hacer el trabajo tan facil
y eficiente como fuere possible.
La.Divisi6n de Dragado propor-
cion6 el equipo flotante para ayu-
dar en la instalaci6n de los postes de
alumbrado, y la Direcci6n de
Marina concedi6 el tiempo para el
paro del suministro el6ctrico en dos
noches distintas cuando fue necesa-
rio suspender el trafico del Canal
durante aproximadamente ocho
horas a fin de instalarlos.
Antes de poder instalar los pos-
tes, hubo que efectuar trabajos de
cimiento y se excavaron hoyos para
los postes a lo largo de las paredes
de las esclusas. Un descubrimiento
interesante hecho durante esta
excavaci6n fue el desenterrar various
canales de concrete para cables de
redes de bombas construidos para
las esclusas durante la Segunda
Guerra Mundial. Estas redes repo-
san a trav6s del fondo de las cama-
ras y se elevaban peri6dicamente
para ver si alguna mina se habia
quedado alli. Jamas dejaron al-
guna.
Despues de que se excavaron los
hoyos, se llenaron de concrete, y sc
install el alambrado. se utili76
acero galvanizado de 25 pies de lon-
gitud introducido el uno en el otroa
fin de former los postes de 100 pies,
los cuales fueron entonces coloca-


g .iS dos en su lugar.
El grupo de Iamparas en cada
post fue fijado de tal manera que
cuando haya que limpiar o reempla-
/ar las lamparas, el electricista sen-
cillamente emplea un motor cl6c-
trico en la base del poste y el grupo
se deslizia hasta la parte inferior, en
obra de donde cs mas facil alcanzarlo para
elU.S.S. darle mantenimiento. En caso de
ostes de que se rompa el cable o fallase cual-
el. quier otra parte del mecanismo, el


grupo estA sujeto de tal manera que
se queda en su lugar por razones de
seguridad hasta que sea removido
manualmente.
Las lAmparas son direccionales
en el sentido de que vierten un rayo
largo y angosto dirigido particular-
mente a iluminar las paredes inter-
nas de las camaras. Cada lampara
tiene una existencia de 10,000
horas.
"Ahora no tengo que usar una
linterna para leer los horarios
cuando estoy parade en el centro de
la pared", dijo el Maestre de Esclu-
sas Bill Melody; y el Maestre de
Esclusas John Luger agreg6 que
hay menos lesiones personales
durante la noche gracias a la ilumi-
naci6n saturada. Varios boteros
comentaron que esto hace su tra-
bajo much mAs fAcil, tambi6n.
Desde que se encendieron las
luces se han encontrado dos proble-
mas. Uno es la necesidad de luces
adicionales en las curvas del muro
lateral sur de entrada de las esclusas
y que estan siendo disefiadas.
El otro es que si hay una disminu-


cion momentanea de energia se
extinguen los altos postes de alum-
brado durante 15 minutes aproxi-
madamente despu6s de que se
restaura la energia antes de ilumi-
narse nuevamente. Una soluci6n
temporal es que el operario de la
Caseta de Control encienda las anti-
guas lamparas fluorescentes las cua-
les estAn en posici6n de reserve y en
otro circuit.
El problema de iluminaci6n de
emergencia sera corregido perma-
nentemente con la instalaci6n de
dos limparas de quarzo montadas
en to alto de cada alto poste de
alumbrado. Seran conectadas a los
circuits proyectores de luz de
haluro de metal para que en caso de
una disminuci6n de energia se
enciendan de inmediato cuando la
energia sea restaurada y proporcio-
nen alg6n medio de iluminaci6n
durante los 15 minutes antes de
reactivarse.las luces de los proyecto-
res. Una vez que sean instaladas las
limparas de quarzo, la mayoria de
las instalaciones fluorescentes obso-
letas serin eliminadas.

tenian por objeto reflejar su luz en la masiva arquitectura de las esclusas.
Lo mds alto de estos postes se usa ahora como marcadores en muchos
lugares en el 6rea, incluyendo las entradas a Los Rios, la penitenciaria en
Gamboa, los Jardines Summit y el Edificio de Administraci6n en Balboa
Heights.

Unidos por sus valiosos aportes en
favor de la juventud en la Zona del
Canal. El Departamento de las
Fuer7as Armadas del Consejo
Nacional de la YMCA le olorg6 un
Certificado al Merito en 1972 en
reconocimeinto a la gran labor que
desempefi6 en favor de dicha orga-
nizaci6n y le rindi6 tribute nueva-
mente en 1978 al conferirle el
Premio por Servicio Distinguido.
En 1977 el Gobernador de la
Zona del Canal confiri6 al Coronel


Clark y a su esposa el Galard6n de
Honor por Servicio Piblico con
medall6n de oro, el mas alto honor
que podia otorgar el Gobierno de la
Zona del Canal por servicio a la
comunidad. La Senda Unida le
otorg6 su "Certificado por Servicio
Distinguido" y las comunidades del
sector AtlAntico le hicieron un reco-
nocimeinto similar en 1976 por sus
aportes a los programs y activida-
des comunales.
El President de la Repfiblica de
Panama lo distingui6 con la Opden
de Vasco Nifiez de Balboa en el
Grado de Gran Oficial en 1978. En
1975 el Benem6rito Cucrpo de Bom-
beros de Col6n le confiri6 su mans


alta condecoraci6n, la "Cruz de Oro
al Honor y MWrito".
Adenmas de sus numerosos apor-
tes a lacomunidad istmica, el Coro-
nel Clark ha sido reconocido por su
desempefio del deber y contribucio-
nes a la operaci6n del Canal.
l.a Sra. Clark ha sido igualmente
active en los distintos proyectos y es
muy conocida por su labor en
numcrosas organizaciones caritati-
vas y el Club Interamericano de
Mujeres. Es cofundadora del Club
de Jardincria Costa dc Oroy funda-
dora y actual president del Ramno
Caribe dc la .iga Nacionalde Muje-
res Eru'ditas Americanas en el Canal
de PanamA.


La Autoridad del Canal de
Panama ha concedido permiso a la
Universidad Nova para que conti-
nue operando durante el period de
transici6n, mientras la Rep6blica de
Panamai le concede licencia perma-
nente.
En un esfuerzo por brindar facili-
dades educativas a la comunidad, la
Universidad Nova ha ampliado el
program que brinda en esta area.
Ahora tiene disponible licenciatu-
ras en Administraci6n y Manejo de
Negocios con especializaci6n en
Finanzas y Ciencias de la Computa-
ci6n; en Administraci6n de Servi-
cios Comunales con especializaci6n
enjusticia criminal, administraci6n
piblica y administraci6n de salud
public y tambidn en Administra-
ci6n Tecnol6gica, studio disefiado
especificamente para personal t6c-
nico y experimentado. En la actuali-
dad se ofrecen maestrias en Justicia
Criminal, Manejo del Recurso
Humano y Administraci6n de
Negocios.
SDos programs de doctorado
tambi6n seran ofrecidos en el Area
de Panama. Ellos son el doctorado
en Educaci6n, con especializaci6n
en direcci6n educativa de adults y
educaci6n t&cnica, vocacional y
empleo y el doctorado en Adminis-
traci6n Piblica. S61o podrAn solici-
tar admisi6n aquellas personas
cuyo trabajo est6 directamente rela-
cionado con las Areas mencionadas.
Sin embargo, cualquier persona
que 'este involucrada de modo
alguno, ya sea a tiempo complete o
parcial en el ramo de la educaci6n
de adults, podra ser admitida. El
prerequisite para ambos programs
es una maestria en cualquier campo.
Todos los programs de la Uni-
versidad Nova estan enfocados
hacia el adulto que trabaja y se ofre-
cen bajo el concept de grupo, es
decir, se forma un grupo de treinta
estudiante en un campo especifico y
todos los estudiantes empiezan y se
gradu'an juntos al completar el
curso. La mayoria de los programs
se pueden completar en dos afios,
con la exccpci6n del program doc-


toral, el cual toma tres afios. La
Universidad Nova ofrece semina-
rios durante los fines de semanas y
classes nocturnas los dias de semana
a nivel de licenciatura.
Ademas de los programs men-
cionados, la Universidad Nova
ofrecera dos programs que otor-
gan certificados; uno en espafiol
intensive para profesionales y otro
en ingl6s intensive como segundo
idioma para profesionales. Estos
programs estAn especificamente
disefados paraeladultoquetrabaja
y estan programados para empezar
a fines de eoero. En la actualidad se
estan recibiendo y procesando las
solicitudes, las cuales seran limi-
tadas.

en el Istmo
Los inicos lugares donde se pue-
den depositar cartas que porten
estampillas de los Estados Unidos
son las oficinas postales militares.
Si desea depositar sus cartas en los
correos de Balboa o Crist6bal ten-
dra que utilizar estampillas de
Panama. Las cartas enviadas a
PanamA deberan portar estampillas
de Panama y ser enviadas dcsde un
correo en PanamA.
Las estampillas de los Estados
Unidos pueden usarse en las cartas
enviadas desde un apartado APO
en el Istmo a otro apartado. En este
caso la direcci6n dcl dcstinatario v
la del rcmitente dcberin incluir el
APO y la clave de la /ona; no hay
necesidad de escribir APO Miami.
