New tug to be named for last Canal Zone Governor


Harold R. Pairfitt is the name that
has bpen chosen for the Panama
Canal's newest tug, presently on
order and expected to be placed into
service by the Canal Support
Division in approximately a year.
and a half.
The suggestion to name the new
tug in honor of the last Canal Zone
Governor was made by several local
labor organizations, including the
Pilots Branch. AFSCME. Local
900, the National Maritime Union
and the Masters. Mates and Pilots
of America, the local towboat


association.
In approving the suggestion,
Commission Administrator D. P.
McAuliffe made an exception to a
long-standing Canal policy that
tugs be named only for deceased
governors, distinguished engineers
and bureau directors of the Panama
Canal.
The Administrator's decision re-
garding this matter is consistent
with certain interesting deviations
from the normal practice on the
part of the U.S. Navy to name its
ships after deceased persons. The


Ship's Histories Branch, Naval
History Division of the Naval
Historical Center has advised that
although the Navy's practice during
the last 75 to 80 years has been not
to name ships after living persons,
that has not always been the case.
During the war between the states,
several warships were named after
living persons and, during the early
19th century, the practice was
common. A more recent example
was the naming of the nuclear
carrier Carl Vinson during Presi-
dent Nixon's administration.


The $5.2 million procurement
contract for the construction of the
diesel tractor tug, the largest
contract ever awarded by the
Panama Canal organization for a
tugbout, was signed last month. The
contract was awarded to Thunder-
bolt Marine Industries of Savan-
nah. Georgia, low bidder in the
worldwide advertisement. The firm
previously constructed the omni-
directional tractor tugs M. L.
Walker and H. Burgess that were
placed into operation on the Canal
in mid-1977.


With its 4,000 horsepower, the
Harold R. Parfizt will be the most
powerful tug in the Canal's tugboat
fleet. None of the tugs in service at
the present time exceed a 3,000
horsepower rating.
One of the most versatile and
modern tugboats in the world, the
Parfitl will be equipped with twin
units of the Voith-Schneider pro-
pulsion drive system capable of
exerting thrust in any horizontal
direction, which will enable the tug
to operate efficiently without chang-
ing position alongside a vessel.

Employees should plan home leave travel


via Commission scheduled charter flights


Employees planning to take
home leave at Commission expense
next summer should coordinate
their travel plans to fit the scheduled
charter flights. It is requested that
employees cooperate with the Com-
mission policy to make maximum
use of the charter flights, which in
addition to providing excellent
service to the passengers, are a
money-saver to the Canal organiza-
tion.
If, because of work-related cir-
cumstances, an employee's home
leave cannot conform to scheduled
charter travel dates, a request foran
exception to the charter program
may be made and must be endorsed
by the employee's bureau chief or
his deputy. In such cases where
work schedule requirements pre-
clude an employee's leave from
being adjusted to fit the charter

Expressing the thought that even
in our most difficult moments as a
nation we have taken time togive
thanks for our blessings, President
Jimmy Carter issued a proclama-
tion naming Thursday, November
22, as Thanksgiving Day.
President Carter states. "In this
two hundred and fourth year of our
independence, we have good rea-
sons for gratitude: for liberty in a
world where repression is common,
for peace in a world of threats and
terror and war, for a bounteous
harvest in a world where hunger and
despair still stalk much of man-
kind."
We on the Isthmus feel a special
thankfulness that even though

the Administrative Assistant to the
Administrator.
If, for personal reasons, an
employee feels travel by charter
flight would result in extreme
hardship for him or his family, he
must submit a request to travel by
commercial plane, routed through
his bureau director to the Adminis-
trative Assistant to the Administra-
tor, stating the reasons for the
request. He also should state the
back-up dates of charter flights he
would choose to travel on if his
request for commercial travel is
disapproved. Difficulties stemming
from family plans, travel schedules
or reservations cannot be accepted
as reasons for release from the
requirement of taking home leave

Panama Canal Commission Ad-
ministrator Dennis P. McAuliffe
was invited to read the Presidential
Proclamation in its entirety at this
year's Community Thanksgiving
Service at the Balboa High School
Auditorium. Lt. General Wallace
H. Nutting, Commander in Chief,
U.S. Southern Command, was the
scheduled main speaker at the
service, which was sponsored by the
Pacific Religious Workers Associa-
tion.


Commissary hours extended
The operating hours at the five Army commissaries have been extended
by one hour on most of the days they are normally open. The new schedule.
which will.remain in effect through December 31, is as follows:

As an alternative to charter
travel, 12 passenger spaces will be
available on the SS Crisiohal.
Tentative bookings for those spaces
will be made 2 months in advance of
sailing from the applications on
hand. If demand for these spaces
exceeds capacity, a drawing will be
held at the Transportation Branch
to determine the assignments.
Employees are reminded that
when they put in for home leave
they must submit a Leave Travel
Expenses Agreement stating that
they will remain in the service of the
Commission for 24 month.o follow-
ing the return to duty from home
leave. Husbands and wives who are
both employees and are taking
home leave must also submit a
Husband-wife Transportatioh Agree-
ment.


Gamboa gets new

telephone system

A modern electronic telephone
system will be placed in service
beginning at I p.m. this Sunday,
November 25, for the Gamboa
Community.
The new system, a Western
Electric Company Demension 2000
Private Branch Exchange (PBX) [s
being installed by the Telephone
Section of the Electrical Division
under the supervision of the manu-
facturer.
The present antiquated Gamboa
telephone switching equipment
which the new PBX is replacing, has
the very significant historical dis-
tinction of being the first automatic
dial telephone system to be installed
in Central or South America.
The switchover to the new
Gamboa PBX system is the first
stage of a five-stage telephone
improvement project. Every effort
is being made to minimize customer
confusion. In particular, no basic
customer dialing changes are plan-
ned at this stage of the project.
During Sunday afternoon. Gam-
boa telephone subscribers will have
about a two-minute interruption in
service as each individual line is
being transferred from the old
system to the new. The only really
noticeable change the Gamboa
customers will detect is new dial and
busy tones in addition to generally
improved telephone service.

Dear Mr. McAuliffe:
I am a U.S. citizen employed by the Commission at a grade level
below the "cutoff," NM-7 or equivalent. At present I am occupying
quarters in the town of Pedro Miguel, which was transferred to the
Republic of Panama on October 1. 1979. 1 have been unsuccessful in
my efforts to obtain quarters in a Commission housing area because I
am limited by the housing regulation which permits employees below
the cutoff to compete only for "no-taker" quarters (i.e. quarters for
which there are no eligible applicants above the cutoff). I believe this
regulation is not in conformity with the treaty which does not mention
grade eligibility or seniority as requirements to obtain Commission
housing. Therefore, why am I not allowed to exercise my right to
reside in a Commission housing area without restrictions?
An employee
Because the available supply of housing is limited, housing must he
managed to best meet our needs. It has been necessary over the years
to have various controls on assignment eligibility, including certain
restrictions based on grade levels. Under the treaty, the Commission
nmay continue to manage, maintain, improve, rent, and assign
housing.
I believe that the housing program must he responsive to
operational requirements.. and this means a continuation of controls
and assignment restrictions. Restrictions can change, however, as
conditions change. For example,- it was just a few years ago that
housing policy was changed so that employees below the cutoff would
he eligiblefior assignments to "no taker" quarters. Prior to that policy
change, such employees were not eligible.for ain assignment to agency
quarters. More recently, it has been possible to liberalize the policy so
as to further improve the chances of such employees to obtain
competitive assignments.
The interest of U.S. citizen employees, who are otherwise eligible, to
be able to relocate into Commission housing areas is understandable.
Hopefill.y, more quarters can he made available for U.S. citizen
Commission employees who are below the cutoff. I am having the
overall housing policy reviewed in the light of our current situation
and needs, although I believe it is basically sound and has served our
community well in the past.

Fifty-four residents earn


criminal justice degrees

Thirty-two master of science
degrees in criminal justice and 22
bachelor of science degrees in
criminal justice were conferred at
the Nova University commence-
ment exercises held September 29th
at the Balboa High School audito-
rium.
It was Nova's first graduation
ceremony outside of the United
States and the first and last
graduation at the Canal for the Fort
Lauderdale-based university that
for the past two years has offered
local residents an opportunity to
earn undergraduate and graduate
degrees in criminal justice. Nova
University is affiliated with the New
York Institute of Technology.
Because of the large number of
graduates and the unusual circum-
stances, Dr. Abraham S. Fischler,
president of Nova University, came
to the Isthmus to present the
degrees and distinguished scholar-
ship certificates.
Five husband and wife teams
were' among those who received
degrees: LaRose S. and Rodman
Brayton were awarded master's
degrees: Virgil E. Voyles received a
master's degree while his wife. Joan,
was awarded a bachelor's degree:
James H. Wheeler 11l, received a
master's degree and his wife Judith.
a bachelor's degree; and Henry and
Carolyn Twohy and Luther and
Candace Quinn received bachelor's
degrees.
In the master's program. Gertrude
Kandi Helin, William F. Kessler
and Virgil Voyles were awarded


certificates of distinguished scholar-
ship. In the undergraduate pro-
gram, special recognition went to
Candace Quinn. Judith Wheeler
and Joan Voyles, who earned the
highest grade point average.
One half of the graduates are
members of the Canal's Police
Division. Among the others are
wives of police officers, members of
the Armed Forces and Canal
Commission employees.
In addition to the already men-
tioned graduates are the following

Spending a morning with dad, Industrial Health Division Medical

(and ears) at taking his blood pressure and reaffirmed what she
already knew-that he really has a heart.

Rommy and son Mike shadowed him right into the darkroom. Rommy would like to follow in her
dad's footsteps into a future photographic career and took the picture of Lynn Henderson and
her father that appears below. Mike is more interested in sound equipment and electronics and
spent part of his time observing that phase of Graphic Branch work.


Thoroughly wound up in her father's work, Lynn Henderson
listens carefully as William Henderson, Miraflores Locks Control
House supervisor, explains the inside story on Control House
operations.

C A little first-hand, on-the-job experience was offered
last week to Curundu Junior High School students who
participated in that part of Career Education Week
which involved "shadowing "a parent through a normal
morning's work activities. The SPILLWA Y decided to
shadow a few of the over 300 participating shadows to
find out what it was all about and came to the
conclusion that a lot of kids and a lot of parents had a.
lot of fun. The week's activities also afforded students
R the opportunity to listen to persons representing
various career areas speak on such subjects as law,
banking, secretarial training, meteorology and weather,
engineering, and civil-government, to name a few. Field
trips were taken locally to the Coca Cola Bottling
Company, Kraft Foods, the Inter-American Geodetic
Survey, the Agencl Press and Duplicating Center and
the Museum of Man.

New swimming identification cards
(Green Cards) for Commission
dependents 18 and under who wish
to use Commission pools without
parental supervision will require a
photograph of the card holder.
Green Cards issued before October
I are still valid; but if a swimmer
should lose the card or if he orshe is
a first-time applicant, the new card
must have a photograph attached.
This new policy has been adopted
by the Recreation Services Office
due to the increase in the number of
people authorized to use Commis-
sion swimming pools. It will aid
pool personnel in insuring the safety
of pool patrons by affirming that
the young person who presents the
card is the same one who has taken
the water test.


For children desiring to take the
Green Card water test, the child or
his/ her parent must first present an
identification card to prove eligi-
bility to use Comniission swimming
pools. Then a consent form must be
signed by the parent or legal
guardian before the the test can be
given. Consent forms are available
at all of the pools, which are open
daily from 9 a.m. to 4:45 p.m.
Upon passing the test, the child
will be permitted to continue to
swim that day and will be given a
blank, Green Card application form
and a blank Green Card to be filled
out at home. The child must submit
these plus two passport-sized pho-
tos (color or black and white) to the
pool supervisor, who will complete
the card and return it to the child.


The procuring of the photos will be
the responsibility of the parents.
If a child fails the test, the reason
for failing and recommendations
for correcting weak areas will be
written on the application form and
mailed to the.parents.
To pass the test, the child will be
asked to do the following:
* Swim out 25 yards on his back
and return 25 yards without touch-
ing the wall in deep water.
* Swim 25 yards on his stomach
and return 25 yards without touch-
ing the wall in deep water.
* Make a 180 degree turn in the
water without support and float on
his back for one minute.
* Jump off the low board, tread
water for one minute and swim
unassisted to any wall.

La sugerencia de nombrar el
nuevo remolcador en honor del
ultimo Gobernador de la Zona del

Empleados deberan viajar a EE.UU. por


via de los vuelos fletados de la Comisi6n


Los empleados que proyecten irse
de vacaciones a los Estados Unidos
el pr6ximo verano a costa de la
Comisi6n deberan coordinar sus
planes de viaje seg6n el itinerario de
los vuelos fletados. Se solicita con
urgencia que los empleados coope-
ren con la political de la Comisi6n a
fin de hacer uso mAximo de los vue-
los fletados, los que ademas de ofre-
cer excelente servicio a los pasa-
jeros, son un ahorro para la
organizaci6n canalera.
Si, debido a circunstancias rela-
cionadas con el trabajo, las vacacio-
nes de un empleado no pueden
ajustarse a las fechas del itinerario
de los vuelos fletados, se puede pre-
sentar una solicitud pidiendo una
excepci6n al program de vuelos
fletados. Esta debe ser aprobada
por el jefe o el subjefe de la direcci6n
donde trabaja el empleado. En tales
casos en que los requisitos del hora-
rio de trabajo eviten que se ajusten
las vacaciones de un empleado
seg6n el itinerario de vuelos fletados
y que requieren de un gasto adicio-

tud para viajar en avi6n commercial
fuese desaprobada. Las dificultades
que se original de los planes fami-
liares, itinerarios de viaje o reserva-
clones no pueden aceptarse como
razones para que lo eximan del
requisite de viajar en vuelos fleta-
dos cuando se va de vacaciones.

Nuevo conmutador

para Gamboa
Un modern sistema electr6nico
de telfono comenzard a funcionar
a la I p.m. este domingo 25 de
noviembre, en la comunidad de
Gamboa.
El nuevo sistema, un conmutador
dimension 2000 (PBX) de la Com-
pafiia Western Electric esta siendo
instalado por la Secci6n Telef6nica
de la Divisi6n de Electricidad bajo
la supervision del fabricante.
El actual y anticuado equipo de
conmutaci6n telef6nica de Gam-
boa, el cual se esta reemplazando
con el PBX, tiene la muy significa-
tiva e hist6rica distinci6n de ser el
primer sistema automitico de tel6-
fono con marcador de disco que se
install en el Continente centroame-
ricano o sudamericano.
El cambio al nuevo sistema PBX
en Gamboa es la primera fase del

Estimado Sr. McAuliffe:
Soy ciudadano estadounidense empleado por la Comisi6n en un
grado inferior al grado limited, NM-7 o su equivalent. Actualmente
ocupo una vivienda en el poblado de Pedro Miguel, que fue
transferido a la Rep6blica de Panama el 1� de octubre de 1979. He
fracasado en mis esfuerzos por obtener una vivienda en el area de
viviendas de la Comisi6n debido a que estoy limitado por el
reglamento de vivienda el cual permit a los empleados en grades
inferiores al grado limited competir solamente para las viviendas "no
asignadas" (v.g., viviendas para las cuales no hay solicitantes elegibles
en los grades superiores al limited . Yo creo que este reglamento no va
de acuerdo con el tratado el cual no menciona la elegibilidad por
grado o los afios de servicio como requisitos para obtener viviendas de
la Comisi6n. Por lo tanto, ipor qu6 no puedo ejercer mi derecho sin
limitaciones para vivir en el area de viviendas de la Comisi6n?
Un empleado
Dehido al nutmero limitado de viviendas disponibles, istas lienen
que ser manejadas de manera que mejor satisfagan nuestras
necesidades. Durante los /trimos afios ha sido necesario imponer
ciertos controls en la elegibilidad de asignaciones, incluyendo ciertas
limniaciones hasadas en los niveles de grades. Segthn el tratado, la
Comisidn podrd continual manejando, manteniendo, mejorando
arrendando y asignando las viviendas.
Yo creo que el progrania de viviendas debe responder a los
requisites operacionales. .' esto significa una continuacidn de los
controls y de las limitaciones en las asignaciones. No obstante, las
limitaciones pueden cambiar, segrtn cambian las condiciones. Por
ejemplo, hace sdlo unos cuantos anios que la political de viviendas fue
cambiada a fin de que los empleados en ciertos grades inferiores al
grado limite pudieran ser elegibles para asignaciones de las viviendas
"no asignadas ". Previo a ese cambio de political, tales empleados no
eran elegibles para ninguna asignacidn a las viviendas de la agencia.
Recieniemente, ha sido possible ampliar la political afin de brindar
mayores oportunidades a tales empleados para quepuedan competir
para las asignaciones.
El interns de los empleados esiadounidenses, que de otra namera
son elegibles, de poder reubicarse en las dreas de viviendas de la
Comisidn es comprensible. Se espera que un mayor ndmero de
viviendas esten disponibles para los empleados estadounidenses de la
Comisidn que ocupen grades inferiores al grado limited. He mandado
revisar la political sobre viviendas en vista de nuestra situacidn v
necesidades actuales, aunque creo que es fundamenralmente aceriada
Y que ha servido hien a nuestra comunidad en el pasado.

Durante la ceremonia de gradua-
ci6n de la Universidad Nova que se
celebr6 el 29 de septiembre en el
auditorio de la Escuela Secundaria
de Balboa, se otorgaron 32 maes-
trias y 22 licenciaturas en justicia
criminal.
Esta fue la primera graduaci6n
que celebra Nova fuera de los Esta-
dos Unidos y la primera y tltima en
la Zona del Canal para la universi-
dad con sede en Fort Lauderdale
que durante los ltimos dos afios ha
ofrecido a los residents de la locali-
dad la oportunidad de obtener
licenciaturas y maestrias en justicia
criminal. La Universidad Novaestd
afiliada al Instituto Tecnol6gico de
Nueva York.
Debido.al gran n6mero de gra-
duados y circunstancias especiales,
el Dr. Abraham S. Fischler, presi-
dente de la Universidad Nova, vino
al Istmo para entregar los diplomas
y certificados por distinci6n aca-
d6mica.

Las nuevas tarjertas de identifi-
caci6n para nadar (tarjetas verdes)
para los dependientes de los em-
pleados de la Comisi6n de 18 afios
de edad y menores que deseen usar
las piscinas de la Comisi6n sin la
supervision de sus padres, requeri-
ran una fotografia del portador de
la tarjeta. Las tarjetas verdes expe-
didas con anterioridad al 1 de octu-
bre todavia son validas pero si el
portador pierde la tarjeta o si 1 o.

La Oficina de Servicios Recreati-
vos ha adoptado esta nueva media
dado el aumento en la cantidad de

rio de consentimiento. Los formula-
rios de consentimiento se obtienen
en todas las piscinas, que estin
abiertas diariamente de 9 a.m. a
4:45 p.m.
Una vez que el nifio haya pasado
el examen de natacion, se le permi-
tira que siga nadando ese dia y se le
dara una solicitud para la tarjeta
verde y una tarjeta verde en blanco
que deberin ser lenados en casa. El
nifio debera entregar estos formula-
rios y dos fotos tamailo pasaporte
(en color o blanco y negro) al super-
visor de la piscina, quien comple-

* Nadar de espaldas 25 yards y
regresar las 25 yards en agua pro-
funda sin tocar ninguna de las
paredes.
* Nadar 25 yards estilo pecho y
regresar las 25 yards en agua pro-
funda sin tocar ninguna de las
paredes.
* Hacer un giro de 180 grades en
el agua sin sostenerse y flotar sobre
espalda por un minuto.
* Tirarse del trampolin bajo.
mantenerse a flote por un minuto y
nadar sin ayuda a cualesquiera de
las paredes.
